Values and beliefs regarding communityfood security were investigated among participants in2–3 day participatory planning events related to thelocal food system in six rural counties from oneregion of upstate New York. The results of Qmethodology reveal three distinct viewpoints: a) theSocial Justice viewpoint, which is primarily concernedwith hunger and the potential harm caused by welfarereform; b) the Pragmatist viewpoint, which values thecontributions agriculture makes to local communitiesand is not concerned about environmental or socialexternalities of the dominant food system; and c) theVisionary (...) viewpoint, which also values agriculture inthe community but is very concerned aboutenvironmental and social externalities. After theplanning events, the Pragmatist viewpoint experiencedan 88% increase in members and the other twoviewpoints became less salient. Various categories ofprofessionals (e.g., nutrition, social welfare,agriculture, environmental) tend to express theviewpoints associated with their professions and/orthe client groups they serve. Despite thesedifferences among participants, the planning events inall six counties resulted in a wide range of goals andobjectives centered on a theme of re-localizing avariety of food system activities. Several different evaluation issuesare perceived as important by people involved withinnovative projects intended to improve local food andnutrition systems; particularly the establishment oflocal food policy coalitions. Several such coalitionshave been formed in North America, Europe, andAustralia with the goal of improving community foodsecurity and promoting sustainable local food systems.Pioneer coalitions have served as models, yet therehas been little systematic evaluation of thesemodels. A qualitative study was conducted to identifyfactors that may hinder evaluation efforts. In grouptelephone interviews, we sought the views (...) ofacademics, project organizers, and funders, a total of24 key informants. Pressures to evaluate were assessed differently bythe three groups of key informants. Academics felt thefocus of evaluation should be on the effectiveness ofthe process used to discuss issues and formulatepolicies and plans. Project organizers and fundersperceived a need to assess project impact andoutcomes. A lack of suitable evaluation models andmethods was viewed as a formidable barrier. The use ofinappropriate methods and premature impact evaluationwere noted as potential threats to projectsustainability. External constraints and resourcelimitations were also said to inhibit evaluationefforts. It appears that several other factors may also beimpeding progress in conducting more (and more useful)evaluations including: (1) the apparent negativeconnotation of evaluation and the limited benefitsexpected from evaluation by stakeholders, (2) a lackof consensus about important evaluation questions,(3) insufficient evaluation expertise among projectorganizers, and (4) inadequate appreciation ofincreasing accountability pressures. Community food security (CFS) is an incipient movement based on the re-localization of many food system activities in response to values concerning the social, health, economic, and environmental consequences of the globalizing food system. This study examines the salience of these values based on the action agendas and accomplishments emerging from community planning events in six rural counties of New York, and the nature and type of participation and local support. The study finds a high level of agreement between CFS (...) values as articulated by national leaders in this incipient movement and the action agendas. Further evidence of the salience of these themes is seen in the levels and types of activities and accomplishments taking place 8--12 months after the planning events. However, these follow-through activities appear to have been impeded by a variety of government regulations, uneven levels of support from community organizations and agencies, and a policy environment of fiscal austerity, narrow outcome-oriented accountability, and allocation of agency staff toward special-purpose grants and contracts. Many of these constraints are likely to exist in other communities and are beyond the scope of what community volunteers and practitioners can be expected to address on their own. (shrink)

The importance of research on the notion of trust has grown considerably in the social sciences over the last three decades. Much has been said about the decline of political trust in democracies and intense debates have occurred about the nature and complexity of the relationship between trust and democracy. Political trust is usually understood as trust in political institutions, trust between citizens, and to a lesser extent, trust between groups. However, the literature on trust has given no special attention (...) to the issue of trust between minority and majority nations in multinational democracies – countries that are not only multicultural but also constitutional associations containing two or more nations or peoples whose members claim to be self-governing and have the right of self-determination. Phenotypes are defined as a gene’s effects relative to some alternative whereas the environment is defined as all parts of the world that are shared by the alternatives being compared. Environments choose among phenotypes and thereby choose among genes. By this process, successful gene sequences become stores of information about what works in the environment. To read it is to become richer in word." –John Llewelyn Disclosure of Martin Heidegger’s complicity with the National Socialist regime in 1933-34 has provoked virulent debate about the relationship between his politics and his philosophy. Did Heidegger’s philosophy exhibit a kind of organicism readily transformed into ideological "blood and soil"? Or, rather, did his support of the Nazis betray a fundamental lack of loyalty to living things? David Farrell Krell traces Heidegger’s political authoritarianism to (...) his failure to develop a constructive "life-philosophy"—his phobic reactions to other forms of being. Krell details Heidegger’s opposition to Lebensphilosophie as expressed in Being and Time, in an important but little-known lecture course on theoretical biology given in 1929–30 called "The Basic Concepts of Metaphysics," and in a recently published key text, Contributions to Philosophy, written in 1936–38. Using Kierkegaard's later religious writings as well as his earlier philosophical works, David Gouwens explores this philosopher's religious and theological thought, focusing on human nature, Christ, and Christian discipleship. In this writing, David Hansen illuminates the aesthetic, moral, and epistemic meaning of bearing witness to teaching and teachers by drawing upon a recently completed field-based endeavor that included extensive school visits. Hansen shows how bearing witness can bring the inquirer close to the truth of teaching. However, the witness must undertake ethical work to ready her- or himself for the task. Even such readiness, which must be continuously re-won on each occasion, guarantees nothing. The witness in the classroom (...) must work with faith, hope, and a deep sense of the worthwhileness of teaching. Hansen suggests that the witness's practice as well as testimony regarding the work can have a valuable influence on the consciousness, and conscience, of all who concern themselves with teaching and teachers. The decision-theoretic account of probability in the Everett or many-worlds interpretation, advanced by David Deutsch and David Wallace, is shown to be circular. Talk of probability in Everett presumes the existence of a preferred basis to identify measurement outcomes for the probabilities to range over. But the existence of a preferred basis can only be established by the process of decoherence, which is itself probabilistic.

This paper defends the view that the asymmetry of causation can be explained in terms of probabilistic relationships between event types. Papineau first explores three different versions of the "fork asymmetry", namely David Lewis' asymmetry of overdetermination, the screening-off property of common causes, and Spirtes', Glymour's and Scheines' analysis of probabilistic graphs. He then argues that this fork asymmetry is both a genuine phenomenon and a satisfactory metaphysical reduction of causal asymmetry. In his final section he shows how this (...) reduction can account for the relevance of causal direction to human agency, and in particular for the fact that we can manipulate causes to influence their effects, but not vice versa. Book synopsis: David-Hillel Ruben's new book pursues some novel and unusual standpoints in the philosophy of action. He rejects, for example, the most widely held view about how to count actions, and argues for what he calls a 'prolific theory' of act individuation. He also describes and argues against the two leading theories of the nature of action, the causal theory and the agent causal theory. The causal theory cannot account for skilled activity, nor for mental action. The agent (...) causalist theory unnecessarily reifies causings. He identifies an assumption that they share, and that most action theorists have assumed to be unproblematic and uncontroversial, that an action is, or entails the existence of, an event. Several different meanings to that claim are disentangled and in the most interesting sense of that claim, Ruben denies that it is true. His own alternative is simple and unpretentious: nothing informative can be said about the nature of action that explicates action in any other terms. Ruben sketches a theory of causal explanation of action that eschews the requirement for laws or generalisations, and this effectively quashes one argument for the oft-repeated view that no explanations of action can be causal, on the grounds that there are no convincing cases of laws of human action. He addresses a number of questions about the knowledge an agent has of his own actions, looking particularly at examples of pathological cases of action in which, for one reason or another, the agent does not know what he is doing. Inspiring and enlightening in its challenge to received wisdom, and in its convincing defence of some unfashionable positions, Action and its Explanation will be required reading for anyone working in this field. It describes the controversy that unfolded in Europe around the use of the ninety-day rat-feeding tests for the risk assessment of genetically modified plants. This type of test had been criticized for almost two decades by toxicologists, nongovernmental organizations, and industry alike for its inability to capture the specific health effects of GM plants. But GM risk assessment experts showed great reluctance to move toward a more systematic use (...) of other tests, such as chronic two-year studies or toxicogenomic techniques, and made sure that official guidance continues to recommend the use of the ninety-day rat-feeding study. The article shows that these tactics of standardization are a defining feature of regulatory science, and a resource for toxicity experts to defend their authority and credibility against competing expertises that arise during controversies. When in 2001 Earth Liberation Front activists drove metal spikes into hundreds of trees in Gifford Pinchot National Forest, they were protesting the sale of a section of the old-growth forest to a timber company. But ELF's communiqu on the action went beyond the radical group's customary brief. Drawing connections between the harms facing the myriad animals who make their home in the trees and the struggles for social justice among ordinary human beings resisting exclusion and marginalization, the dispatch declared, (...) "all oppression is linked, just as we are all linked," and decried the "patriarchal nightmare" in the form of "techno-industrial global capitalism." As a member of the National Science Advisory Board for Biosecurity, I was involved in early deliberations about the appropriateness of publishing this avian influenza research when manuscripts were referred to us from two scientific journals during their review process, via the U.S. government. As described by David Resnik in this issue, we grappled with benefits and risks, and in our initial, unanimous decision recommended limited publication, alerting the world to the possibility of evolved transmissibility in these viruses but (...) with redaction of the exact genetic mutations that would enable anyone skilled in the art to synthesize these potentially dangerous viruses. However, after additional discussion, both internal and external to the board, we were asked to reconsider the situation, and this time a majority voted in favor of full publication. I was one of the minority that opposed full publication. Resnik points to the difficulties of performing a formal risk‐benefit assessment without the means of quantifying these two terms and suggests application of reasoning based on the precautionary principle instead. Challenges the conventional view of the nature of time.

In Defense of Religious Liberty contains David Novak’s vigorous—and paradoxical—argument that the primacy of divine law is the best foundation for a secular, multicultural democracy. Novak presents his claim, which will astound both liberal and conservative advocates of democracy, in political, philosophical, and theological terms. He shows how the universal norms of divine law are knowable as natural law, that they are the best formulations of the human rights of life, liberty, and the pursuit of happiness, and that their (...) assertion includes an explicit recognition of God as cosmic lawgiver. Furthermore, Novak maintains that the seemingly disparate ideas of divine command, natural law, and human rights can be integrated into one overall political theory. Novak reveals this integration at work in the classical texts of his own Jewish tradition, as well as in the canonical philosophical tradition of the West, from Plato to the Stoics to Grotius to Kant. He also convincingly makes the case that those who reject any legitimate role for religion in discussions of public morality inevitably substitute arbitrary human power for divine command, arbitrary positive law for natural law, and arbitrary governmental entitlements for human rights that exist prior to the establishment of the state. It is often maintained that co-referential terms can be substituted for one another whilst preserving truth-value in extensional contexts, and preserving grammaticality in all contexts. Crispin Wright calls this claim ‘The Reference Principle’ . Since Wright defines extensional contexts as those in which truth-value is determined only by reference, it is the assertion about substitution salva congruitate that is significant. Wright argues that RP is the key to understanding how Frege came to hold, paradoxically, that the concept horse is not (...) a concept, and to providing a resolution to the paradox .RP and Wright's application of it to Frege's Paradox have recently been criticized by Oliver . 1 Oliver argues that the syntax of natural languages is too complicated for the failure of two terms to fit into the same forms of speech to indicate a difference in semantic significance: RP is, he claims, an empirical falsehood.I shall argue that, although Oliver's arguments show that RP is false as it stands, a revised version of the principle, employing a more robust notion of substitution, is nevertheless correct. I shall end by outlining the implications of this revision for the appeal to RP and for Wright's resolution of Frege's Paradox.1. Referring terms and referential positionOliver's case against RP appeals to an impressive array of counter-examples. For our purposes it will be useful to regard these as being of three sorts. The first sort can be dealt with relatively swiftly: examples of the second and third sorts are more challenging.The first sort of counter-example involves referring terms that feature as parts of complex referring expressions. The central topic for this book is the ethics of treating individuals as though they are members of groups. The book raises many interesting questions, including: Why do we feel so much more strongly about discrimination on certain grounds – e.g. of race and sex - than discrimination on other grounds? Are we right to think that discrimination based on these characteristics is especially invidious? What should we think about ‘rational discrimination’ – ‘discrimination’ which is based on sound statistics? To (...) take just one of dozens of examples from the book. Suppose a landlord turns away a prospective tenant, because this prospective tenant is of a particular ethnicity – arguing that statistics show that one in four of this group have been shown in the past to default on their rent. That seems clearly unfair to people of this ethnicity. But we are routinely being judged in this way – not just on the basis of our ethnicity, but assumptions are made about us and decisions taken about us based on our gender, religion, job, post-code, hobbies, blood-group, nationality, etc. Now suppose that another landlord turns away a convicted criminal, arguing that one in four of convicted criminals have been shown to be unreliable rent payers. Is our intuition the same as before? Should it be? This book is suitable for all students of philosophy, especially those with an interest in applied ethics. (shrink)
