An increasing amount of very diverse scholarship self-identifies as belonging to the field of neuroethics, illuminating a need to provide some reference points for what that field actually entails. We argue that neuroethics is a single field with distinct perspectives, roles, and subspecialties. We propose that—in addition to the three traditional perspectives delineated by Eric Racine—a fourth, socio-political perspective, must be recognized in neuroethics. The socio-political perspective in neuroethics focuses on the interplay between the behavioral as (...) well as the brain sciences and the socio-political system; this interplay includes social regulation in addition to all other realistic elements of social and political neurodiscourses. Thus, defining what—if any—roles the socio-political perspective in neuroethics might have is a pressing issue. Doing so could provide guidance for defining the criteria for prospective ethical evaluations in neuroethics. A promising approach to doing this could be by describing the roles of neuroethics in terms of the more concrete examples of the roles of political philosophy in general, as in the tradition of John Rawls. We take klotho, the supposed “longevity protein,” as a modern neuroethics case to exemplify the obstacles faced in securing neuroethics’ legitimacy and how the Rawlsian framework we propose may be applied to handle cases such as this. Ultimately, the socio-political perspective in neuroethics should not be swayed by the media hype and ought to offer useful ethical guidance and articulation of genuine ethical concerns to policy makers and the public alike. The dependence of socio-political stability on the emotional expectations of voters is investigated. For this, a model of a socio-political system consisting of a society of voters and a democratically elected politician is considered. The neuropsychological model of the voter takes into account his emotional expectations. The social stability is guaranteed by the expectations of positive emotions of all voters. Socio-political stability means both the social stability and the re-election of politician. One type (...) of voter is a Progressist who seeks to fulfil his desires. It is shown that for the socio-political stability of the Progressist society, is enough a supportive environment. Another type of voter—a Phobic works in a fearful environment. It is shown that for the socio-political stability of the Phobic’s society, regular impacts that support their phobias are sufficient. As an example, emotional expectations, socio-political stability and information management in Eastern Europe are considered. The management of phobias in a weak economy is investigated. It is shown that in the absence of regular impacts supporting phobias a Phobic turns into a Progressist. Then the socio-political system becomes unstable with a weak economy and growth limits. The classification of the main social threats and phobias is given. The socio-political consequences of creating phobias, including corporate psychopaths and toxic leaders, are examined. Ways are proposed to resolve the contradiction between increased consumption and growth limits without the use of phobias, using high humanitarian technologies. (shrink)

This paper reports on an experiment concerning the social construction of statistical definitions, where the first census of Higher Education Institutions in Europe has been developed. It conceptualizes the construction of indicators as a social process of definitions and boundaries’ negotiation, involving value judgments, social and political opinions, as well as practical interests and power strategies of actors. The paper exemplifies this process on three issues, namely the social demand for establishing a census, the controversy concerning the definition of (...) a perimeter as well as the selection of indicators, and the nature of comparability judgments. We first conclude that the socio-political dimension has to be explicitly taken into account when designing statistical systems; second, that social scientists involved in this process need to openly recognize the conflicts around the definition of indicators; third, that the objectified and taken for granted status of indicators makes them a powerful instrument to influence policy decisions and, that indicator designers need to make their own value judgments and interests fully transparent. The purpose of this article is to provide a multi-perspective examination of one of the most important contemporary security issues: weaponized, and especially lethal, artificial intelligence. This technology is increasingly associated with the approaching dramatic change in the nature of warfare. What becomes particularly important and evermore intensely contested is how it becomes embedded with and concurrently impacts two social structures: ethics and law. While there has not been a global regime banning this technology, regulatory attempts at establishing a ban (...) have intensified along with acts of resistance and blocking coalitions. This article aims to reflect on the prospects and limitations, as well as the ethical and legal intensity, of the emerging regulatory framework. This article starts with a brief analysis of the causes of state collapse as states undergo the process of political evolution. Next, I describe and analyze the mechanisms of social-political crises arising in the process of modernization. Such crises are a consequence of the inability of many traditional institutions and ideologies to keep up with changes in technology, communication, system of education, medical sphere, and with the demographic change. This analysis suggests that an accelerated development can cause (...) a system crisis with potentially serious consequences to the society. It is important to take this aspect into consideration because some scholars insist that the economic reconstruction and development are necessary for nation-building. This actually implies a rapid economic advancement (otherwise, the economy could not be reconstructed and developed). However, one should not ignore the possibility that very rapidly developing countries may run the danger of falling into the trap of fast transformation. The present article describes several mechanisms that can contribute to sociopolitical instability, including social tensions arising from rapid urbanization, youth bulges, and ‘resource curses’. The phenomenon of corruption as a type of crime is immanently inherent in social and political reality. Sociality as a trans-societal universal form of human community is the environment in which corruption ties are born and function. The socio-political structure is organized as a collective effort, on the one hand, it overcomes disintegration, and on the other, it generates corrupt behaviour patterns. Corruption models of behaviour have an extremely wide scale of distribution and are characterized by active (...) institutional expansion into various spheres and institutions of modern society, they feed business relations and administrative activities, covering huge masses of the population. B a c k g r o u n d. Deng Xiaoping is considered the main architect of socialist reforms and the founder of China's modernization theory. He mastered and developed the socialist system, trying to adjust it to the national conditions of China. Deng Xiaoping believed that it was by following the course of "socialism with Chinese characteristics" that China would transform from a poor country into a highly developed one. The article provides a theoretical reconstruction of the (...) main content of Deng Xiaoping's concept of "socialism with Chinese characteristics." The main philosophical and socio-political aspects of the concept of building socialism with Chinese characteristics are presented in a systematic form in the context of the foundations of Chineseization of Marxism. M e t h o d s. In the article, a historical-logical approach was used to reveal the specified research topic, which allowed us to determine the socio-political prerequisites for the emergence of Chineseized Marxism. An interdisciplinary approach made it possible to carry out a theoretical analysis of social, economic, and political changes in modern China, which were caused by the proposed theory of Deng Xiaoping's "socialism with Chinese characteristics". Systemic, structural-functional, and constructivist methods, as well as methods of synthesis and generalization, were also applied. R e s u l t s. Because of the above, the purpose of this study was to carry out a theoretical reconstruction of Deng Xiaoping's theory of building "socialism with Chinese characteristics" and to find out how his ideas influenced the development of modern China after the completion of the "Great Leap Forward" and the "Cultural Revolution" of Mao Zedong. The key features of Deng Xiaoping's proposed theory of "socialism with Chinese characteristics" were established, including the idea of democratization of society and implementation of the legal basis of state functioning; the beginning of a new period of "reforms and openness"; determining the course for socialist modernization; following Marxism-Leninism and the ideas of Mao Zedong. C o n c l u s i o n s. In conclusion, it can be noted that the main feature of Deng Xiaoping's ideas was that they were inextricably linked with the national and cultural traditions of Chinese civilization, starting from Confucianism and the gradual synthesis with Marxist ideology. Evaluating the theory of Deng Xiaoping, it can be defined as a relatively complete scientific system that covers the fields of philosophy, political economy, and scientific socialism, it contains the doctrine of socialist ideology, and the doctrine of the essence and ways of socialist development, theories of the reform of socialist political and economic systems, the theory of building a socialist country. Open peer commentary on the article “The Autopoiesis of Social Systems and its Criticisms” by Hugo Cadenas & Marcelo Arnold. Upshot: Cadenas and Arnold argue in favour of deploying the concept of autopoiesis to study human societies. This OPC makes a case for the opposition: autopoiesis is not an appropriate tool for studying human societies, and attempts to do so both miss out key aspects of human societies and, incidentally, damage the concept of autopoiesis.

The defeat of the USSR and of the world system of socialism, which was of a world-wide significance, raised a key question of its underlying causes. As an answer to that question, it is shown that the defeat was by no way accidental as it was brought forth not only because of mistakes in the application of Marxism but also of significant economic and socio-political fallacies. The key is in the fallacies, which are hidden deeply inside the (...) methodology of Marxism and which therefore went unnoticed by anyone, i.e. in the violation in Marx’s Das Kapital of the requirements of a number of scientific methods that he used. Marx violated the requirements of the main method used in Das Kapital, viz. the method of ascension from the abstract to the concrete (he attributed the function of forecasting the future to that method, even though the method does not have it) as well as the methods of forecast, systems approach and hypothesis. Those methodological fallacies and distortions and their epistemological consequences provide evidence that Marxism is a result of seriously flawed beliefs and it could not avoid failure. Exposure of the above-mentioned fallacies and distortions will help broad masses of people to shed communist illusions and to avoid new social and political upheavals. (shrink)

This book explores the changing perspective of astrology from the Middle Ages to the Early Modern Era. It introduces a framework for understanding both its former centrality and its later removal from legitimate knowledge and practice. The discussion reconstructs the changing roles of astrology in Western science, theology, and culture from 1250 to 1500. The author considers both the how and the why. He analyzes and integrates a broad range of sources. This analysis shows that the history of astrology—in particular, (...) the story of the protracted criticism and ultimate removal of astrology from the realm of legitimate knowledge and practice—is crucial for fully understanding the transition from premodern Aristotelian-Ptolemaic natural philosophy to modern Newtonian science. This removal, the author argues, was neither obvious nor unproblematic. Astrology was not some sort of magical nebulous hodge-podge of beliefs. Rather, astrology emerged in the 13th century as a richly mathematical system that served to integrate astronomy and natural philosophy, precisely the aim of the “New Science” of the 17th century. As such, it becomes a fundamentally important historical question to determine why this promising astrological synthesis was rejected in favor of a rather different mathematical natural philosophy—and one with a very different causal structure than Aristotle's. This article is devoted to the analysis of the socio-semiotic theory of M.Foucault, which allows clarifying the phenomenal horizon in the socio-political space. Social semiotics is viewed as a grammar of a separate sign system that describes the area of a specific communicative phenomenon controlled by a system of meanings. Power, using semiotic techniques, marking space, creates a disciplined body, a disciplined person, and a disciplined consciousness. The means of coercion reveal those on whom they (...) influence but also manifest the very place of Power. At the same time, Power, functioning as a draft mechanism, attracts and extracts both the norm and deviations, which it tirelessly monitors. Specific ways of speaking, pronouncing, and certain constructions of signs and symbols that shape the social space reveal the space for the manifestation of Power. Through the use of the technique of signs that permeates the entire social space, Power is economically and efficiently distributed throughout the body of society, codifies all possible behavior, and therefore reduces the indefinite area of all possible actions. All human gestures and actions can be interpreted as semantic units that can be rationally explained and systematized. (shrink)

This paper concerns work I have done on the China-Burma border between 2001 and 2007, with background of work with Shan both in Burma and in North Western Thailand. It will be about the place of the Shan and their Buddhism in the network of ethnic and trade relations on this border. It will raise questions about Shan Monastic traditions. On the one hand I have worked on the nature of Wa (Pirok) Theravada Buddhism and the history of the Wa (...) ‘kingdom’ of Ban Hong, and the Shan have played a central role as source of knowledge about Buddhism and of kingship, providing models of both for these Wa. A number of interesting questions arise about the Shan sources of models of Buddhist monastic organisation here; and it is quite clear that Wa ‘kingship’ was based upon the Shan notion of a Caofa or Cao Mang. The second focus (during most of 2003, mostly at Ruili/Meng Mao) has been the cross-border, inter-ethnic trade system chiefly in gemstones and jade. In this context the Shan have played a central role as what anthropologists have called ‘cultural brokers’. The Shan uniquely have been in a position to mediate between conflicting Burmese, Chinese and Thai conceptions about precious stones, making this trade network work smoothly. Since the Shan on these borders know how to ‘be Chinese’ (as Tai Noe), to ‘be Burmese’ (as Tai Mao and/or Tai Tay), and even to ‘be within the Thai cultural ambience’. (shrink)

Even before trust became a buzzword, theoretical developments were made, which have instigated the development of two forms of trust which are described as personal trust and system trust/confidence. However, this distinction remained rather secondary in the overall literature. There is an overall lack on the historical developments of these forms of trust, their internal logic and how they interlink, overlap, or work against each other. The paper aims to advance these three aspects: first through a historical overview of (...) the semantic of this distinction, followed by a theoretical reconstruction of the historical material and third by demonstrating how these theoretical concepts can be applied to political crises (Revolutions of 1989), thus revealing their logic and mutual interlocking. Introduction. Innovationism in various areas of society has changed both the natural and social environment. The change speed in the new infor- mation and communication field is the reason for many questions related to studying the problems of society and the machine, finding out the place of artificial intelligence in social relations. These pro- cesses stimulated the philosophical research, the subject of which was man, modern technologies, scenarios for the development of society, socio- cultural and political-legal forms of (...) its organization. Since the 90s of the twentieth century in the West and later in Russia, a transhumanistic concept has been formed, which connects man, society and technology in a special way. Representatives of transhumanism study the technical develop- ments of human immortality and build models of the perfect man, pursuing as a goal, his deliver- ance from suffering and disease. Transhumanistic perspectives actualize the need for a thorough, constructive and critical assessment of the possible advantages and risks of technological development, and its impact on the political and legal structure. In this regard, the ability to see and isolate the features of this process and subsequent reflection is fundamentally important. The purpose of the article is to consider political and legal transformations in the context of the interaction of modern technologies and soci- ety through the prism of transhumanistic perspec- tives, to identify possible directions of philosophical reflection of political and legal modes of modernity. Methods. To achieve the research goal, general scientific methods of cognition were used: analysis and synthesis, induction, deduction, comparison, abstraction. The article also applied institutional- functional and system-structural approaches, the method of interpretation and content analysis. The analysis of public opinion and special labeling of artificial intelligence was carried out with the help of appealing to network content (social networks, blogs, and forums). Communication channels reproduce messages mentioning modern technolo- gies from the point of view of the philistine world- view based on stereotypes broadcast in society and the influence of popular culture. Content analysis revealed the relevance of the spectrum of labeling, relative to artificial intelligence systems, includ- ing the verbs “create”, “destroy”, “help”, “enslave”. Regarding the sphere of labor, law and politics, the positions differ, from outright alarmism to utopian images of social well-being. Scientific novelty of the study. The article analyzes the prospects of considering the phenom- enon of social transformations, the forms of their representation through political and legal views as exemplified by transhumanism. Results. The author attempts to give a comprehen- sive description of social changes in the field of public administration, legal regulation, legal per- sonality and legal responsibility, social equality of participants in legal relations through the specific refraction of these social phenomena in transhu- manistic ideas. The spectrum of the main problems in the sphere of interests of the transhumanistic worldview is listed. Conclusion. Turning to modernization strategies on the example of transhumanism is a natural and necessary need in the political and legal sphere, in particular. In the course of the analysis, a wide range of problems were identified that actualize the social and axiological and anthropological optics of the research. Diverse forms of transhumanistic political trends act as manifestations of socio-legal reflection on the intensification of innovation- ism, which is capable of radically changing human nature. In the last five years, the Italian political system registered its most important crisis. All parties, existing since the second world war, disappeared or were greatly transformed. The main purpose of this article is to analyse the deepest causes of the first Italian republic's collapse, following some specific interpretations of ltalian political observers.L. Ricolfi bases his theory on the emergence of "Lega" and the return of laïque culture in Italy. The old christian democratic and communist parties will (...) suffer the most from these changes.A. Sofri emphasizes the identity of northern regionalism between the "Lega" and the "Pool of Milan". A real opposition emerges between the judges of Milan and the politicians of Rome.S. Romano and M.L. Salvadori prefer the historical approach: for them, the events of1990-1994 are very similar to what happened in 1922-1926and in 1943-1945. The absence of a pacific alternative and the "ideological war" among political forces produce the effect that every change in Italian politics implies an end of regime.L. Ornaghi and V.B. Parsi deal with the "values" of citizens which, very often, do not correspond to the values of old politicians. ‘Gender ’ is a troublesome loanword in Japan. While this term has been prevalent in feminist and scholarly circles, it has evoked confusion in the government and stimulated a backlash from the ultra-conservatives against gender equality. Japanese reactionaries have attacked the concept of gender because of their anxiety about cultural destruction – I thus call them the ‘old guard’. Focusing on a dispute over the term ‘gender’ between feminists and the old guard, this paper examines the changes in the term's (...) usage and meanings in the Japanese political context. I first shed light on Japan's reaction to the newly arrived term ‘gender’, outlining different attitudes towards gender between the feminist/scholarly circles and the government. Secondly, I discuss the old guard's condemnation of the concept of gender, in which they distort its significance in order to diminish its positive impact on society. I then scrutinize the old guard's reasons behind their attack on the concept of gender. My findings reveal that the old guard, whose political cause is to protect traditional Japanese culture, asserts that gender equality damages this culture. Moreover, I refute their emphasis on Japan's uniqueness, demonstrating that Japanese women's traditional virtues under the patriarchal family system are not peculiar to Japan. To gauge how the concept of gender has been interpreted politically, I highlight legislative debates about the term ‘gender’. In doing so, I elucidate the extent to which the concept of gender has infiltrated Japanese society through the dispute.Export citation Request permission. (shrink)

This paper argues that Internet access should be recognised as a human right because it has become practically indispensable for having adequate opportunities to realise our socio-economic human rights. This argument is significant for a philosophically informed public understanding of the Internet and because it provides the basis for creating new duties. For instance, accepting a human right to Internet access minimally requires guaranteeing access for everyone and protecting Internet access and use from certain objectionable interferences (e.g. surveillance, censorship, (...) online abuse). Realising this right thus requires creating an Internet that is crucially different from the one we currently have. The argument thus has wide-ranging implications. (shrink)

The stability of socio-political systems and the risks of destabilisation in the process of political transformation are among the most important issues of social development; the transition to democracy may pose a serious threat to the stability of a respective socio-political system. This article studies the issue of democratisation. It highlights the high economic and social costs of a rapid transition to democracy for countries unprepared for it—democracy resulting from revolutions or similar large-scale events. (...) The authors believe that in a number of cases authoritarian regimes turn out to be more effective in economic and social terms than emerging democracies, especially those of a revolutionary type, which are often incapable of ensuring social order and may have a swing to authoritarianism. Effective authoritarian regimes can also be a suitable form of transition to an efficient and stable democracy. Using historical and contemporary examples, particularly the recent events in Egypt, the article investigates various correlations between revolutionary events and the possibility of establishing democracy in a society. With the use symbols by political subjects arises the problem of their understanding. Groups of symbols can be created in such a way to contain a message. The state coat of arms is a political symbol, in which is concentrated a number of meanings and significance. The coat of arms — it is a symbol garnished with colossal endless meaning and potential withing its power. Besides this, the state coat of arms appears in numbers like mandalas: it is (...) like this archaic symbol, that combines various geometric shapes expressing the idea of order. The state coat of arms perceptively unites people of different genders, ages, social status andfaith into a united orderly community. A person contemplating the state coat of arms understands it as the center of the universe. The coat of arms is transformed into endlessness, attaining the result of uniting the macrocosm — society and state — and with the macrocosm — man. The function of political symbols exists so as to represent the “body” of a concrete political subject or society as a whole, at the same time in every part of a text “is highlighted” yet another part of the endless semantical richness of the symbol. Political symbols have important significance for the support or destruction of socio-political order. But the chief essence ofpolitical symbols — is the ability to give meaning to all political activities, and the regular “exposition” of state symbols guarantees the stability of the existing socio-political system. Modern western political thought revolves around globality, focusing on the partitioning and the connecting up of the earth’s surface. But climate change and the Anthropocene thesis raise pressing questions about human interchange with the geological and temporal depths of the earth. Drawing on contemporary earth science and the geophilosophy of Deleuze and Guattari, this article explores how geological strata are emerging as provocations for political issue formation. The first section reviews the emergence – and eventual turn away from (...) – concern with ‘revolutions of the earth’ during the 18th- and 19th-century discovery of ‘geohistory’. The second section looks at the subterranean world both as an object of ‘downward’ looking territorial imperatives and as the ultimate power source of all socio-political life. The third section weighs up the prospects of ‘earth system governance’. The paper concludes with some general thoughts about the possibilities of ‘negotiating strata’ in more generative and judicious ways. (shrink)

Democracy as an administrative system is maintained through party representation and election in which everybody is duly represented, and through a constitution which is prepared in the interest of equity, justice and egalitarianism, and through the rule of law which does not permit any form of preferential or partial treatment and judgement. In Nigeria, democracy came into real existence on 29 May 1999. Coincidentally, sharia, which is the theocratic legal system of Islam, was adopted in Zamfara State followed (...) by some other states of the country almost at the same time. This article is aimed at a critical examination of the socio-religious implications of the practice of theocracy in the implementation of the provisions of sharia as state law in the democratic nation, Nigeria. An attempt at interpreting and proffering solutions to the destabilising effects of the adoption of sharia in contradistinction to the legal system provided by the democratic constitution of the country is made. This research adopted a historical approach and was dependent on both primary and secondary sources. The result indicates that the implications of the 'adoption and practice of sharia in some states of Nigeria are manifest in legal duality, religious partiality and social instability.' This article, therefore, recommends for the country a very important aspect of political restructuring, namely, that religion should be separated from politics. (shrink)

Germany’s political philosophy is analyzed in terms of its interaction with social and practical philosophy. The text states that political philoso- phy belongs to both social philosophy and political science. As a political theory, it is a compo- nent of social theories institutionalized in the modern era. As a political philosophy, it appears as a metatheory of (...) political theory. Political philosophy is also part of practical philosophy, exploring the problems of interaction between ethics and politics and the moral reclamation of the political system of modern society. These issues are themed in the context of the institution- alization of this discipline in the early twentieth century, its transformation into a political reli- gion during National Socialism, the revival after World War II, as well as actualization in such areas of socio-humanitarian sciences as discourse philosophy, functional-system theory of so- ciety, etc. according to the political situation of modern Germany. This contribution discusses competencies needed for regulating systems with properties of multi-causality and non-linear dynamics (therapeutic, economical, organizational, socio-political, technical, ecological, etc.). Various research communities have contributed insights, but none has come forward with an inclusive framework. To advance the debate, I propose to draw from dynamic systems theory (DST) and “4E” (embodied, embedded, enactive, and extended), cognition approaches, which offer a set of perspectives to understand what expert regulators in real-life settings do. They define the regulator's agency (...) as skillfully imposing constraints on a target system and hereby creating context-sensitive openings for self-organizing dynamics, rather than “controlling” the system. Adept regulators apply multi-pronged and multi-timescale constraints to achieve nuanced effects. Among other things, their skill set includes scarcely noted enactive processual competencies for “emergence management”, which the intellectualistic and insufficiently ecologically situated accounts of the complex problem solving literature omit. To capture the nature of system regulation, I advocate treating regulation dynamics and target system dynamics “symmetrically” by grounding regulator competencies in concepts from complexity theory. Revolutions and follow-up conflicts in nord-african countries in the last few years could be interpreted also as a consequence of overreaching limits of growth. These revolutions could be named as revolutions of limits and they already changed the characters of political and military conflicts. The analysis is based on Habermas´s identification of crises tendencies which could threat the stability and also identity of the political system. According to the types of crises tendencies dominated in different types of (...) societies, different types of revolutions or transformations which could threat the identity of the political system could be identified, too. Resource depletion and climate changes and their environmental and economic consequences deepen existing social conflicts that were in the past reasons for revolutions and social transformations. The author of the paper shows that the common reason of economic and environmental crises is an imperative of growth. But all types of social formation, institutions and civilizations are also determined by the imperative of sustainability. The current crisis is then characterized as a display of antagonism between the imperative of growth and imperative of sustainability. This antagonism creates a new category of revolutions and conflicts in states that reach environmental and economic limits of growth. These conflicts result from food and water shortages and could bring a growing instability into the world or lead to the deep transformation of the global socio-political system. The problems of the functioning of religion in the countries of the European Union are extremely complex and ambiguous. The EU is primarily political and economic. It is in these areas that active intra-integration processes are observed: introduction of a single currency, single payment system, actual “blurring” of borders between member states, development of the Constitutional Treaty, orientation towards the creation of a common market, a common transport network, harmonization of educational systems, etc.

The article reveals ideological-theoretical, methodological, and politico-ideological basic principles for an adequate analysis of the specifics of modern Chinese (Sinicized) Marxism. The attributive features of modern Chinese Marxism (Marxism with Chinese specifics (the adaptation of Marxism to the Chinese Context, Sinicized Marxism), as the most effective version in world history for correcting and modernizing the axiomatics of the Marxist-Leninist theoretical model of social development, as well as improving the ideology of the ruling Communist Party in order to increase the effectiveness (...) of its domestic and foreign state policies, have been characterized by means of concrete-historical and systematic comparative analysis of the ideational grounds and basic socio-philosophical postulates, political and ideological prescriptions of the program documents of the Communist Party of the Soviet Union and the Communist Party of China. Within the framework of this study, special attention has been paid to highlighting the essence and features of the Soviet and Chinese strategy of socialist construction, created to implement Marxist socialist and communist projects, as well as revealing the scientific evaluation of the differences between the political doctrines of the CPSU and the CPC in the interpretation of objective logic (the duration of stages, goals, and objectives of fundamental economic, social, political, and cultural transformations) of the process of constructing high-level development socialism ("developed socialism") and the further progressive movement of such a society to the phase of communism. The purpose of this study is to shed light on a period of time in Ottoman history when conversion policies and practices, influenced by the changes of times and, resulted in unprecedented socio-political directions. In order to do that, some conversion cases from the Ottoman society in Salonica will be presented. Conversion to Islam is of central importance in explaining the rise of empire and its formation in many scholarly studies. It was usually presented as an official policy (...) of Ottoman administration throughout the centuries. The devshirme system and Sufi preaching were considered to be the major instruments of mass conversion to Islam.On the contrary, I propose to look at the conver- sion issue in the nineteenth century context from a different angle. This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial aspects of (...) ICT development, applications and management. These include arguments about how we should conceptualize ICTs on the basis of their different roles in extending human communication and in performing or facilitating the remote control of humans and animals, machines and systems operations; about the entanglement between telecommunications, transport networks, urban development and work and organization; and about the relations between ICTs, culture and human values. Examples are offered to illustrate the potential that these empirical and philosophical lessons may hold for the construction of a framework for the ethico-political assessment of ICTs. (shrink)

The political system of Berne during the enlightenment era was dominated by landowning patricians who represented a “republican type of gentry.” These landowners promoted agriculture, traded in grain, wood, wine, invested in cottage industries, and also were involved in foreign military service. In the debates about republican political economy in the 1760s, there was a cleavage within the Bernese aristocracy. On one side, conservatives defended the mercenary service as part of existing political obligations, above all towards (...) France. Against this, the Economic Patriots combated corrupting influences from abroad and censured military service. Socio-moralistic principles, condensed in the term “civic virtue,” ranked higher in the patriots’ eyes than economic or political interests; in a virtuous and frugal republic, there should have been no place for mercenaries. Background: Adequate immunity to COVID-19 apparently cannot be attained in Germany by voluntary vaccination alone, and therefore the introduction of mandatory COVID-19 vaccination is still under consideration. We present findings on the potential acceptance of such a requirement by the German population, and we report on the reasons given for accepting or rejecting it and how these reasons vary according to population subgroup. -/- Methods: We used representative data from the Socio-Economic Panel for the period January to December 2021. We linked the respondents’ answers concerning mandatory COVID-19 vaccination to information about their sociodemographic characteristics, state of health, political attitudes, and degree of confidence in the judicial and political systems. We analyzed these data using univariate, bivariate, and multivariate statistical methods. -/- Results: Just over half of the respondents (50.44% [49.08%; 51.79%]) favored mandatory COVID-19 vaccination. Among the supporters, the reason most frequently given (95.22% [94.45; 96.00]) was that, without such a requirement, not enough people would be vaccinated. Among the opponents of mandatory COVID-19 vaccination (49.56% [48.21%; 50.92%]), by far the most common reason given for opposing it was a desire to uphold individual freedom (91.36% [90.31%; 92.40%]). Persons supporting mandatory COVID-19 vaccination, on average, older than those who opposed it; they less commonly had an education beyond secondary school, were less healthy, tended to have no children, had centrist political views, and expressed more confidence in the political system. The largest difference between the two groups was that about 90% of supporters of mandatory COVID-19 vaccination were themselves vaccinated, compared to only about 62% of opponents. -/- Conclusion: The lack of consensus on this issue among politicians and physicians in Germany is reflected in a similar lack of consensus in the German population as a whole. A discussion of the appropriate understanding of individual freedom would be the most promising way to widen the acceptance of mandatory COVID-19 vaccination. This book provides a diverse contextualization of Popper’s critical rationalism concerning knowledge and his generalized attitude of criticism on appropriate social and political reforms in contemporary Africa. The book evaluates how best to address contemporary political problems, especially in politically very troubled parts of the world. To address these contemporary problems, especially as it relates to Africa, the authors found the political philosophy of Popper as suitable. The discussion of Popper’s political philosophy engages us directly with (...) all the particularities of socio-economic and political problems within contemporary Africa. In other words, it presents the truth of the present socio-political reality in Africa where the question of what kinds of political ideas and concepts can be offered as appropriate to a political environment, which so greatly faces facets of developmental issues. Although the issues and events that informed the writings of Popper’s The Poverty of Historicism as well as The Open Society and Its Enemies, were among others, the rise of fascism and communism in Europe, the inventiveness of this work is how happily scholars in non-liberal societies, such as in Africa, can pick up Popper’s insights and usefully work with them to offer appropriate social reforms for their society. This volume is a critical juxtaposition of Popper’s ideas in a bid to make good sense of social and intellectual conditions in Africa, particularly as it relates to the scale and speed of social change that is needed in most African nations that are often ridden by corruption. The modern republican history of Turkey and its relation with the question of ethnic diversity could be understood via the tension between the processes of system integration and social integration. This article, based on Jürgen Habermas’ conceptual framework, draws the sources of such tension with reference to the Kurdish identity in Turkey since the early republican era. For this purpose, from the 1920s to the 2000s, policies and discourses of system integration aiming at a certain degree of ethnic (...) homogenization to eliminate ‘possible threats’ to territorial integrity and national unity are discussed in detail. While system integration processes reflect an exclusionary and assimilative-securitist logic of state practices regarding the Kurdish question, this article argues that the Kurdish challenge to republicanism and to its system integration logic promises more for the dynamics of social integration. Especially since the 1990s, while processes of system integration are still in force; national, regional and diasporic achievements of Kurdish politics and its call for a democratic transformation of the republic based on decentralist, participatory and multiculturalist values have become much more visible. This new focus on democratic transformation demands more for social integration through internalization of roles as well as through promotion of an active communication between citizens by raising the claims of active participation to social and political spheres as well as by making identity visible in different aspects of socio-cultural life. Degree of social integration and its success vis-à-vis system integration will be decisive in the democratic transformation of Turkey in the future. (shrink)

Is it possible to build an authentically democratic system in politics without concrete ethical foundations? While Levinas famously claims that ethics precedes ontology and emanates from the concrete experience of the other's face, it is often forgotten that Deleuze also discusses the face in numerous writings. The purpose of this paper is to briefly outline Levinas's arguments regarding the constitution of the face to chart its ethical importance, before engaging with Deleuze's critique of Levinas's position. I show that, by distinguishing between two systems of signification – the head-body system and the face system (...) – Deleuze agrees with Levinas that the face is an important signifier delineating the other, but destructs the notion of face to show that it: is more complex and multi-dimensional than Levinas realizes; emanates from a specific semiotic relationship; and emanates from specific socio-historical circumstances. Showing the face is a semiotic construct based in and emanating from a specific socio-historical configuration allows Deleuze not only to conclude that the face is related to politics not ethics as Levinas claims, but also to claim that it entails the inhuman in the human. This clarifies the nature of the face in Deleuze, offers a critique of Levinas's influential thinking on ethics, brings us to a discussion of the relationship between ethics and politics and reveals what Deleuze takes the political to entail. Purpose The purpose of this paper is to explore the epistemological tensions embedded within big data and data-driven technologies to advance a socio-political reconsideration of the public dimension in the assessment of their implementation. Design/methodology/approach This paper builds upon (and revisits) the European Union’s (EU) normative understanding of artificial intelligence (AI) and data-driven technologies, blending reflections rooted in philosophy of technology with issues of democratic participation in tech-related matters. Findings This paper proposes the conceptual design of sectorial and/or (...) local-level e-participation platforms to ignite an ongoing discussion – involving experts, private actors, as well as cognizant citizens – over the implementation of data-driven technologies, to avoid siloed, tech-solutionist decisions. Originality/value This paper inscribes the EU’s normative approach to AI and data-driven technologies, as well as critical work on the governance of these technologies, into a broader political dimension, suggesting a way to democratically and epistocratically opening up the decisional processes over the development and implementation of these technologies and turn such processes into a systemic civic involvement. As understood today, political correctness aims at preventing social discrimination by curtailing offensive speech and behaviour towards underprivileged groups of individuals. The core proponents of political correctness often draw on post-modernism and critical theory and are notorious for their scepticism about objective truth and scientific rationality. Conversely, the critics of post-modern political correctness uphold Enlightenment liberal principles of scientific reasoning, rational truth-seeking and open discourse against claims of relativism and oppression. Yet, both the post-modern proponents and their (...) Enlightenment liberal critics make up two sides of the same phenomenon of political correctness. Both sides intend to protect a liberal value system from illiberal truth-claims, which is the function of politically correct regulation. While post-modern advocates attempt to promote liberating tolerance, Enlightenment liberals place liberal values above the open-ended search for truth. Despite appearances to the contrary, this socio-academic debate is not about two sides favouring and opposing political correctness. In fact, it is a debate about the type of politically correct regulation that can better guard liberal values. (shrink)

The text offers an examination of socio-political bases, modes of functioning, and of the consequences of political instrumentalisation of popular narratives on Serbian disunity. The first section of the paper deals with what is being expressed and what is being done socially when narratives on Serbian disunity are invoked in everyday discourses. The next section investigates what political actor sty, by publicly replicating them, or by basing their speeches on key words of those narratives. The narratives (...) on Serbian disunity are then related to their historical and social contexts, and to various forms of identity politics with which they share common traits. The nineteenth century wars over political and cultural identity, intensified by the struggle between contesting claims to political authority, further channeled by the development of party politics in Serbia and radicalized by conflicts of interest and ideology together provided the initial reasons for the apparition of modern discourses on Serbian disunity and disaccord. Next, addressed are the uninnally solidifying or misinterpreting really existing social problems, or because of intentionally exploiting popular perceptions of such problems, the constructive potential related to existing social conflicts and splits can be completely wasted. What results is a deep feeling of frustration, and the diminishing of popular trust in the political elites and the political process in general. The contemporary hyperproduction of narratives on disunity and disaccord in Serbia seems to be directly related to the incapacity of the party system, and of the political system in general, to responsibly address, and eventually resolve historical and contemporary clashes of interest and identity-splits. If this vicious circle in which the consequences of social realities are turned into their causes is to be prevented, conflicts of interest must be discursively disassociated from ideological conflicts, as well as from identity-based conflicts, and all of them have to be disentangled from popular narratives on splits and disunity. Most important of all, the practice of political instrumentalisation of popular narratives on disunity and disaccord has to be gradually abandoned. U radu se istrazuju istorijske i drustvene osnove narodskih prica o srpskom nejedinstvu i neslozi, kao i posledice njihove politicke instrumentalizacije. Paznja se prvo usmerava na ono sto se narodskim pricama o srpskom nejedinstvu i neslozi najcesce postize u svakodnevnoj komunikaciji. Narodskim pricama se, pre svega, ukazuje na pretpostavljeno nepromenljivo svojstvo srpskog identiteta. Njima se odredjuje i glavni uzrok poraza ili neuspeha, u kom slucaju one neretko prerastaju u jeremijade nad istorijskom sudbinom Srba. Najzad, nesloga se moze predstaviti i kao posledica jednog, ili citavog niza faktora, od mentaliteta ili kulture Srba, pa do tudjinske zavere. U sledecem segmentu rada, istrazuju se vidovi politickog instrumentalizovanja narodskih prica o neslozi i ne jedinstvu Srba, odnosno njihova upotreba kao ogleda, modela i velova. U prvom slucaju, politicki akter narodsko vidjenje stanja stvari koristi kao izgovor za svoje neuspehe, ili kako bi naglasio razlike izmedju sebe, svojih takmaca i pobornika. Narativi o neslozi omogucuju akteru i da usmerava publiku na zeljeni nacin, bilo da zeli da unese nove podele u grupu, zaostrava sukob vec postojecih frakcija i povezuje se sa nekom od njih, ili a uspostavlja izgubljeno jedinstvo grupe. Obe prethodne mogucnosti akter moze iskoristiti da bi obezbedio retoricki veo kojim ce prikriti svoje prave namere. Analiza se potom pomera ka ispitivanju istorijskih i drustvenih osnova prica o srpskom ne jedinstvu. Ratovi oko politickog identiteta iz sredine i druge polovine devetnaestog veka, pojacani trvenjima izmedju rivalskih pretenzija na politicki autoritet, dodatno usanceni razvojem stranackog sistema, i radikalizovani novim oblicima sukoba izmedju interesa, vrednosti i identiteta na pocetku dvadesetog veka, zajedno su uslovili razvoj narativa o srpskom ne jedinstvu i rascepima. Na takvu osnovu su se potom nadovezivali rascepi izazvani dinastickim, konfesionalnim ili nacionalnim razlikama, svi zajedno zacementirani iskustvima ratova i revolucija. Analiza se najzad pomera ka nenameravanim posledicama narodskih prica o srpskom ne jedinstvu i razlicitih oblika njihove politicke instrumentalizacije. Zbog pogresnog predstavljanja ili objasnjavanja stvarnih problem a, karakteristicnog za narodske price, a pogotovu zbog politicke zloupotrebe narodskih prica o tim problemima, konstruktivni potencijal vezan za drustvene konflikte i njihovu narativizaciju biva ozbiljno ugrozen. Sledi duboki osecaj frustracije i opadanje poverenja u politicke elite i politicki proces uopste. U zakljucku se skrece paznja na cinjenicu da je savremeno umnozavanje narodskih prica o srpskom ne jedinstvu, kao i prakse njihove politicke instrumentalizacije, povezano sa nesposobnoscu srpskog partijskog sistema i politickog sistema uopste da se odgovorno suoci sa, a pogotovu da razresi splet istorijskih i savremenih sukoba interesa i identitetskih rascepa koji su izvoriste narodskih prica. Research on attachment is widely regarded in sociology and feminist scholarship as politically conservative – oriented by a concern to police families, pathologize mothers and emphasize psychological at the expense of socio-economic factors. These critiques have presented attachment theory as constructing biological imperatives to naturalize contingent, social demands. We propose that a more effective critique of the politically conservative uses of attachment theory is offered by engaging with the ‘attachment system’ at the level of ontology. In developing this (...) argument we draw on Deleuze and Guattari, making use of the common language of ethology which links their ideas to that of attachment theory. The attachment system can and has been reified into an image of the infant returning to their caregiver as an image of familial sufficiency. This has offered ammunition for discourses and institutions which isolate women from health, social and political resources. Yet Deleuze and Guattari can help attachment theory and research to be recognized as a powerful ally for progressive politics, for reflection on the movement of human individuation, and for arguing for the meaningful resourcing of those who care for someone else. Faced with a minimally participatory democracy, a variety of populists have sought to revitalize popular political participation by strengthening local community mobilizations. Others have called for reliance on frequent referenda. Assessing the limits of these proposals requires theoretical attention to two key issues. The first is the growing importance of very large scale patterns of societal integration which depend on indirect social relationships achieved through communications media, markets and bureaucracies. This split of system world from lifeworld, in Habermas's (...) terms, poses a challenge to democratic theories which assume that the lessons of local social life and political participation are directly translatable into the necessary knowledge for state level (let alone international) activity. Secondly, changes in patterns of community formation and communications media have transformed the basis for democracy. In particular, socio-spatial segmentation by life-style choice, market position and other factors limits direct relationships increasingly to similar individuals. Mass media become increasingly predominant sources of information about people different from oneself, and indirect social relationships form the structural basis for the social integration of most politics. The present paper revised and adapts Habermas's conceptualization of system world and lifeworld in order to address the transformation of patterns of societal integration. This forms the basis for a critical analysis of the implications of changing community form and especially communications media for populist political proposals. (shrink)

This paper deals with Plato's use ofpoikilosand cognates to describe democracy. It does not argue that Plato'sRepubliccontains empirical analyses of some contemporary event, but supposes that an historical reading of the book is possible and legitimate. Post Peloponnesian War Athenian society experienced profound socio-economic changes. Echoing the aristocratic élite's circumspect anxiety when faced with thenouveaux riches, Plato clearly regards obsessive greediness as one of the root causes of the corruption of any political system. Referring to democracy, the (...) philosopher invents thehimation poikilonor ‘embroidered coat of many colours' metaphor. By materializing the multifaceted concept ofpoikilia, this metaphor gives a single and palpable form to the principaltopoiof anti-democratic rhetoric: thehimation poikilonevokes the motley constitution of the Athenian regime, the tyrant's ostentatious opulence, aped by thedemos turannos, the inconstancy of thedemos, the deceitful character of democracy and, last but not least, its penchant for spectacles. Even though the interrelationship between education and democratic politics is as old as democracy itself, it is seldom explicitly formulated in the literature. Most of the time, the political system is taken as a given, and education conceptualized as an instrument for stability and social integration. Many contemporary discussions about citizenship education and democracy in the Western world mirror this tendency. In the paper, I argue that, in order to conceptualise the socio-political potential of education we (...) need to understand democracy in more political terms. This means that democracy can neither be seen primarily as a mode of associated living, nor a model for handling different life-views. A third alternative is Gert Biesta’s notion of democratic subjectification. Even though Biesta identifies depoliticising trends in citizenship education policies, I argue that his alternative still fails to be a sufficiently political alternative. What is lacking in Biesta is the explicit attention to political causes and the kind of collective activities that define a democracy: the creation of one’s own laws, norms and institutions. This paper takes the position that interpretations of legal discourse are invariably taken in the context of socio-pragmatic realities to which a particular instance of discourse applies. What makes this process even more complicated is the fact that social realities themselves are often negotiated within the mould of one’s subjective conceptualisations of reality. Institutions and organisations, including people in power, often represent socio-political realities from an ideologically fuelled perspective, engendering many ‘illusory’ categories often a result of contested (...) versions of reality. To substantiate this view, we discuss interpretations of a number of interesting contemporary and controversial laws, including America’s Patriot Act and Hong Kong’s proposed Article 23 of the Basic Law. Both laws can be seen as illustrative of the definitional conflict that abstract concepts such as democracy and human rights are subjected to in their own specific socio-political contexts. While America crowns itself with democracy and Hong Kong struggles to achieve it in effective synthesis with its unique political arrangement, the laws produced by both contrasting political systems are unexpectedly similar, aiming for the moderation of basic rights. The actions of both governments set against their beliefs and discourses, and furthermore set against one another and other media voices, particularly those of non-governmental organisations, political activists, and other socio-political groups, demonstrate contestation of realities, giving rise to ‘discursive illusions’, which seem to be interpreted not so much on the basis of their linguistic construction but more on the basis of socio-pragmatic factors, such as trust, belief, transparency, control and power. The present paper entitled "Subaltern Language Games and Political Conditions: A Perspective on Applied Philosophy" attempts to streamline Wittgensteinian language games and political conditions. The expression `subaltern ` stands for the meaning as given in the concise oxford dictionary, that is, `of inferior rank`. Subaltern language game is the game of marginalized people. Language game is meaningful in the context of social and political relationship. My contention is that technical or symbolic language is an instrument to serve (...) the end of the affluent class. I think that any social and political change requires change in languagegame. By applied philosophy, I mean that philosophical theories are applicable in concrete human situation. In this sense, I have considered Wittgenstein as an applied philosopher because he holds that words are dead but assume life when it is used or applied in the concrete life situation. In order to make society free from exploitation and reduce inequality, we have to change the prevailing language game. The language game which I am proposing may be called as the "Subaltern Language Game". I have tried to understand Wittgenstein's language game in the light of Derrida's theory of deconstruction. The ordinary languagephilosophy as expounded in` Philosophical Investigation` deconstructs `technical language philosophy' of `Tractatus` because technical language gives an abstract system of symbols and lacks blood and flesh of lifeworld. My contention is that language game is inseparable from socio-political structure. As a matter of fact language game is the expression of forms of life. The language game of the affluent and the ruling class is different from the language game of the poor and downtrodden. The language game of one ethnic group is different from the language game of another ethnic group. The language game of the white people is different from the language game of the black. In Indian context, the language game of the upper caste is different from the language game of the lower caste. The possibility of inequality due to linguistic advantages of privileged class is a fact and not a fantasy. In order to develop linguistic capacity, it requires socio-political and socio-cultural mechanism. The social inequality due to linguistic handicap of individual can be lessened by a process of change in values. This process of change in value system is called culturalisation or sanskritisation. It can be helpful in changing the use of language and its meaning. Thus, in moving from theory to practice, philosophers work to change these words and rules for those philosophers who are trying to do applied philosophy. The language game of the applied philosopher should be fashioned in accordance with socio-political realities. It is not plausible to do applied philosophy with outdated mode of philosophising.
