Introduction. Innovationism in various areas of society has changed both the natural and social environment. The change speed in the new infor- mation and communication field is the reason for many questions related to studying the problems of society and the machine, finding out the place of artificial intelligence in social relations. These pro- cesses stimulated the philosophical research, the subject of which was man, modern technologies, scenarios for the development of society, socio- cultural and political-legal forms of its organization. (...) Since the 90s of the twentieth century in the West and later in Russia, a transhumanistic concept has been formed, which connects man, society and technology in a special way. Representatives of transhumanism study the technical develop- ments of human immortality and build models of the perfect man, pursuing as a goal, his deliver- ance from suffering and disease. Transhumanistic perspectives actualize the need for a thorough, constructive and critical assessment of the possible advantages and risks of technological development, and its impact on the political and legal structure. In this regard, the ability to see and isolate the features of this process and subsequent reflection is fundamentally important. The purpose of the article is to consider political and legal transformations in the context of the interaction of modern technologies and soci- ety through the prism of transhumanistic perspec- tives, to identify possible directions of philosophical reflection of political and legal modes of modernity. Methods. To achieve the research goal, general scientific methods of cognition were used: analysis and synthesis, induction, deduction, comparison, abstraction. The article also applied institutional- functional and system-structural approaches, the method of interpretation and content analysis. The analysis of public opinion and special labeling of artificial intelligence was carried out with the help of appealing to network content (social networks, blogs, and forums). Communication channels reproduce messages mentioning modern technolo- gies from the point of view of the philistine world- view based on stereotypes broadcast in society and the influence of popular culture. Content analysis revealed the relevance of the spectrum of labeling, relative to artificial intelligence systems, includ- ing the verbs “create”, “destroy”, “help”, “enslave”. Regarding the sphere of labor, law and politics, the positions differ, from outright alarmism to utopian images of social well-being. Scientific novelty of the study. The article analyzes the prospects of considering the phenom- enon of social transformations, the forms of their representation through political and legal views as exemplified by transhumanism. Results. The author attempts to give a comprehen- sive description of social changes in the field of public administration, legal regulation, legal per- sonality and legal responsibility, social equality of participants in legal relations through the specific refraction of these social phenomena in transhu- manistic ideas. The spectrum of the main problems in the sphere of interests of the transhumanistic worldview is listed. Conclusion. Turning to modernization strategies on the example of transhumanism is a natural and necessary need in the political and legal sphere, in particular. In the course of the analysis, a wide range of problems were identified that actualize the social and axiological and anthropological optics of the research. Diverse forms of transhumanistic political trends act as manifestations of socio-legal reflection on the intensification of innovation- ism, which is capable of radically changing human nature. This paper identifies and addresses persistent gaps in the consideration of ethical practice in ‘technology for good’ development contexts. Its main contribution is to model an integrative approach using multiple ethical frameworks to analyse and understand the everyday nature of ethical practice, including in professional practice among ‘technology for good’ start-ups. The paper identifies inherent paradoxes in the ‘technology for good’ sector as well as ethical gaps related to (1) the sometimes-misplaced assignment of virtuousness to an individual; (2) difficulties in (...) understanding social constraints on ethical action; and (3) the often unaccounted for mismatch between ethical intentions and outcomes in everyday practice, including in professional work associated with an ‘ethical turn’ in technology. These gaps persist even in contexts where ethics are foregrounded as matters of concern. To address the gaps, the paper suggests systemic, rather than individualized, considerations of care and capability applied to innovation settings, in combination with considerations of virtue and consequence. This paper advocates for addressing these challenges holistically in order to generate renewed capacity for change at a systemic level. (shrink)

Invertebrate animals are frequently lumped into a single category and denied welfare protections despite their considerable cognitive, behavioral, and evolutionary diversity. Some ethical and policy inroads have been made for cephalopod molluscs and crustaceans, but the vast majority of arthropods, including the insects, remain excluded from moral consideration. We argue that this exclusion is unwarranted given the existing evidence. Anachronistic readings of evolution, which view invertebrates as lower in the scala naturae, continue to influence public policy and common morality. The (...) assumption that small brains are unlikely to support cognition or sentience likewise persists, despite growing evidence that arthropods have converged on cognitive functions comparable to those found in vertebrates. The exclusion of invertebrates is also motivated by cognitive-affective biases that covertly influence moral judgment, as well as a flawed balancing of scientific uncertainty against moral risk. All these factors shape moral attitudes toward basal vertebrates too, but they are particularly acute in the arthropod context. Moral consistency dictates that the same standards of evidence and risk management that justify policy protections for vertebrates also support extending moral consideration to certain invertebrates. Moving beyond a vertebrate-centered conception of welfare can also clarify foundational moral concepts in their own right. (shrink)

L'argumentation est basée sur l'étude du cas d'un domaine des mathématiques relativement récent et prometteur: la théorie géométrique des groupes. L'article discute comment la représentation des groupes par les graphes de Cayley rendit possible la découverte de nouvelles propriétés géométriques de groupes.

We suggest that understanding unethical behavior in organizations involves understanding how people view themselves and their relationships with others, a concept known as self-construal. Across multiple studies, employing both field and laboratory settings, we examine the impact of three dimensions of self-construal (independent, relational, and collective) on unethical behavior. Our results show that higher levels of relational self-construal relate negatively to unethical behavior. We also find that differences in levels of relational self for men and women mediate gender differences in (...) unethical behavior. People were (...) lost and disoriented by constant bombing, by the fact that their country was under attack. Once, I had a woman who lived in Mariupol on one of these calls. I was living then in another city, Odessa, but was experiencing the same horrors of war that my client was—the shelling, uncertainty, and despair. We were processing my client’s feelings of grief and anxiety when I heard the sirens on her end. I offered to stop our session so she could seek shelter. She told me she would not have time to find shelter and wanted to continue our meeting. And so, we continued... But soon, Odessa’s sirens broke the silence, and it was my turn to decide what to do; should I continue our session or try to find a bomb shelter for myself? I decided to stay because I thought that was the right thing to do morally, professionally, and personally.I eventually left Odessa, but only after a bomb destroyed a house next to mine, and I saw a family, my neighbors, perish in the destruction. I am now a member of one of Slovakia’s Non-Governmental Organizations (NGOs) and work in a mobile brigade providing medical and psychological support to refugees. I can remember every one of my clients. Children, adults... I can remember their stories, their traumas, their memories of the horrors of war and devastation. Sometimes I meet with them only once, and they move on to another refugee center or are on their way to a Western part of Ukraine, trying to escape the war. And frequently, I do not know how many sessions I will be able to have with clients. Sometimes it is only one time, and sometimes we can meet for many months. Initially, I thought, What can I do in one therapy session? Now, I know that I can do a lot. I can provide people who survived the most inhuman conditions and witnessed death and destruction around them with a space and time to talk through and process their experiences. I am their support, and they lean on me as they try to make sense of what has happened to them and their country. I always tell my clients that my goal as a psychotherapist is to help them withstand, survive, and hold on while still being able to continue to function in a country at war. All I can do is treat each of the therapy sessions as our last one and try to provide as many strategies and skills as possible to cope with anxiety and depression, to be able to function, and to live in the present.Every session is about installing hope, moving slowly forward, and away from traumatic events. One of my clients, a 14-year-old boy, was diagnosed with a neurological condition, involuntary facial muscle spasm, or tics. He was barely talking when I first saw him, and I decided to use art therapy as a trauma-processing tool during one of the therapy sessions. He was drawing an explosion, fire, and destruction of his neighbor’s house. He blacked out the horrors of his experience to preserve his strength. In this article I attempt to conceptualize myexistential and institutional experience as thedirector of the Kharkov Center for GenderStudies acquired in the course of introducinggender studies into the system of post-Soviethigher education. The main subject of thearticle concerns the logical ground of genderdiscourse and the complicated relations betweenthe notions of `gender studies', `women'sstudies', and, within the latter, `feminism' inthe former USSR, all in the framework ofconcepts from Western feminists theory.

A widespread assumption in experimental comparative cognition is that, barring compelling evidence to the contrary, the default hypothesis should postulate the simplest cognitive ontology consistent with the animal’s behavior. I call this assumption the principle of cognitive simplicity . In this essay, I show that PoCS is pervasive but unjustified: a blanket preference for the simplest cognitive ontology is not justified by any of the available arguments. Moreover, without a clear sense of how cognitive ontologies are to be carved up (...) at the joints—and which tools are appropriate for the job—PoCS rests on shaky conceptual ground. (shrink)

Although mathematicians often use it, mathematical beauty is a philosophically challenging concept. How can abstract objects be evaluated as beautiful? Is this related to their visualisations? Using an example from graph theory, this paper argues that, in making aesthetic judgements, mathematicians may be responding to a combination of perceptual properties of visual representations and mathematical properties of abstract structures; the latter seem to carry greater weight. Mathematical beauty thus primarily involves mathematicians’ sensitivity to aesthetics of the abstract.

It examines the procedural position of the defense in the criminal - procedural production in terms of its role and importance. In the above legal literature expressed views on this issue. Based on the analysis of opinion identified three positions: 1.zaschitnik - representative of the accused; 2.zaschitnik - an independent participant in the process and at the same time representative of the accused; (...) 3.zaschitnik - assistant justice. Expressed about the legal status of the defense of equal rights representative of the accused as an independent subject of Procedure, the defender is why procedural independent entity and to what extent is defined by its independence, in which case the defender is representative of the accused and whether the defender of justice and the assistant. etc. On the basis of comparative analysis examined opinions on the issues of the theory of procedural law in Russia, Poland and Germany. Analyzed the mismatch position and the defense of the accused in relation to the fact of the crime, the ratio of public and private interests, and other questions, suggestions, and opinions. The work refers one of the important problem of the trial theory. A judicial procedure of protector is scrutinized from the standpoint of protector's role in the trial. Opinions expressed about this matter, in Law Literature, are given in this work. It follows that there are three positions: 1. Protector as a representative of the accused; 2. Protector as an independent part of a court trial and simultaneously representative of the accused; 3. Protector as an assistant of court. There are also given opinions about a judicial status of protector, why is it an independent element and etc. The conceptions existed in Russian, German, Polish trial theory about the above-named matter are discussed too. Автори констатують фрагментарність наукових досліджень у вітчизняній фармацевтичній науці щодо стану та механізмів гарантування фармацевтичної безпеки держави та неузгодженість пріоритетів і механізмів функціонування окремих суб'єктів фармацевтичного ринку України. У зв'язку з цим вони обгрунтовують, що першочерговим завданням, яке має бути відображено в Концепції фармацевтичної безпеки України, є залучення відповідних органів влади, провідних науково-дослідних установ, інших суб'єктів фармацевтичної галузі до розширення та вдосконалення розробки нормативно-правових актів у цій сфері.

The article's main objective is to show that the Euromaidan movement in Ukraine fulfilled a political role it had not anticipated. By relying on the logic of exclusion of enemy, Euromaidans contributed to the political consolidation of the national enemy in its struggle against its own political regime. They helped the formation of both the liberal, protest collective subject in Russia and the Ukrainian liberal, collective subject. Such a strong correspondence, even melding, of the nationalist, political subjectivity of the Ukrainian (...) maidans with Russian, liberal, protest subjectivity indicates a coinciding of two types of nationalism, which both equally divide the nation into two subjects: the subject of the Nation, with a capital “N” and the subject of the nation, with a lowercase “n”.*. The question of whether object recognition is orientation-invariant or orientation-dependent was investigated using a repetition blindness (RB) paradigm. In RB, the second occurrence of a repeated stimulus is less likely to be reported, compared to the occurrence of a different stimulus, if it occurs within a short time of the first presentation. This failure is usually interpreted as a difficulty in assigning two separate episodic tokens to the same visual type. Thus, RB can provide useful information about which representations are (...) treated as the same by the visual system. Two experiments tested whether RB occurs for repeated objects that were either in identical orientations, or differed by 30, 60, 90, or 180°. Significant RB was found for all orientation differences, consistent with the existence of orientation-invariant object representations. However, under some circumstances, RB was reduced or even eliminated when the repeated object was rotated by 180°, suggesting easier individuation of the repeated objects in this case. A third experiment confirmed that the upside-down orientation is processed more easily than other rotated orientations. The results indicate that, although object identity can be determined independently of orientation, orientation plays an important role in establishing distinct episodic representations of a repeated object, thus enabling one to report them as separate events. The author considers Schelling`s personality: German philosophy classic and its first historian. She demonstrates postmodern nature of Schelling`s philosophy. As she think, Schelling has been affirming nature`s autonomy and its perpetual interaction with history of philosophy. By criticizing Hegel`s panlogism Schelling has stimulated development of postclassic philosophy core ideas: accidental, auto-important, original, unique, irrational, genius. The author demonstrates, that Schelling`s concept of open system, which perpetually changes, makes him our contemporary.

As a cognitivist about emotions, Socrates takes the fear of death to be a belief that death is a bad thing for the one who dies. Socrates, however, thinks there are reasons for thinking death is not a bad thing at all, and might even be a blessing. So the question considered in this paper is: how would Socrates explain the fact that so many people believe death is bad?

In this paper we propose an ‘undisciplinary’ meeting between Elinor Ostrom and Judith Butler, with the intent to broaden the theory of the commons by discussing it as a relational politics. We use Butler’s theory of power to problematize existing visions of commons, shifting from Ostrom’s ‘bounded rationality’ to Butler’s concepts of ‘bounded selves’ and mutual vulnerability. To be bounded – as opposed to autonomous being – implies being an effect of socio-power relations and norms that are often beyond control. (...) Thus, to be a collective of bounded selves implies being mutually vulnerable in power relations which are enabling, albeit injurious. A politics of commoning is not a mere technical management of resources but a struggle to perform common livable relations. We argue that the multiple exposures which produce us are also the conditions of possibility for more just and equalitarian ‘re-commoning’ of democracies around the world. (shrink)

Based on a dual process view of ethical judgment, we examine the role of empathic concern and perspective taking on the acceptability of lying to protect the company. We hypothesize that these traits will matter to a different extent under conditions of high and low perceived time hurriedness. Our research hypotheses are tested in a survey of 134 US workers. Results show that empathic concern reduces the acceptability of lying to protect the company for individuals who tend to do things (...) quickly and feel in a hurry at work. On the other hand, perspective taking reduces the acceptability of lying for individuals who experience low levels of time hurriedness. Like Socrates, Aspasia did not leave any writings. We know about her from secondary sources. In this paper, I will show a number of things in the reports of what Aspasia said and did that are philosophically interesting, especially in what they show about dealing with various kinds of crises, from marital to political ones. First, I will argue for the most probable reconstruction of her life. Second, I will elucidate what kind of method Aspasia employed when considering marital issues. (...) Third, I will endeavor to prove that Plato’s representation of Aspasia was not a mockery, as some authors argue. Furthermore, the most significant philosophical points of Aspasia’s Funeral Speech will be highlighted and assessed. The author analyzes the concept of “the tragic” in socio-philosophical aspect. The tragic is conceived not only as a property of the individual, but also as a property of social consciousness. The methodology of study rests on the necessity of studying the problem at the level of society as a whole, at the level of an ordinary person and at the level of a leader. The state of society during conditions of system crisis is analyzed with the use of the (...) concepts of the “personification of power,” and the “depersonalization of the common man.” In a “Bonaparte” situation, the leader personalizes public self- consciousness. The special attention is given thin distinctions of concepts personification and personalization. The author emphasizes the paradoxical salutary nature of the Bonaparte dictatorship for society against the background of the unsatisfactory performance of failed politicians. (shrink)

As in science and philosophy, thought experiments in mathematics link a problem to new epistemic resources that are unavailable in a given practice, e.g., Euclidean geometry. Thought experiments invite us to perform an imaginary scenario involving counterfactual, deductive and sensory elements. This chapter aims to pinpoint the beneficial peculiarities of thought experiments in mathematics in comparison with inferences, diagrams and calculative procedures. Reflection about thought experiments assists us to realize both the limits and opportunities in mathematical thinking. “Alquería Traca Traca” es la actualización de un sainete valenciano a un espectáculo inmersivo y multisensorial. Los objetivos analizan la re-aproximación al teatro presencial en 2021, e identifican las relaciones proxémicas, el distanciamiento social y el uso de las mascarillas. La metodología despliega la teoría del cronotopo artístico literario en tres partes y aplica ocho dimensiones proxémicas. Como resultados, la re-aproximación se da en tiempo lento y convivio del invidente, su acompañante, la narradora-lazarillo y el equipo de apoyo técnico. This paper investigates the role of pictures in mathematics in the particular case of Cayley graphs—the graphic representations of groups. I shall argue that their principal function in that theory—to provide insight into the abstract structure of groups—is performed employing their visual aspect. I suggest that the application of a visual graph theory in the purely non-visual theory of groups resulted in a new effective approach in which pictures have an essential role. Cayley graphs were initially developed as exact mathematical (...) constructions. Therefore, they are legitimate components of the theory (combinatorial and geometric group theory) and the pictures of Cayley graphs are a part of practical mathematical procedures. (shrink)

The offer-and-acceptance analysis has long been questioned as not (easily) applicable to certain methods of contracting. This paper looks at this analysis through the prism of normative powers and identifies much deeper problems with the analytic explanation of how such unilateral normative powers as offer and acceptance can generate such a normative result as concluding a contract. It argues that even if the powers to offer and accept are exercised, as they are in certain methods of contracting, these are not (...) the normative powers that create contractual obligations; such obligations are always created by the jointly exercised power to contract. The paper substantiates an account of the power to contract as a sui generis normative power and explains the role the unilateral powers to offer and to accept play when they are exercised, while also explaining why there is no need to ‘invent’ offering and accepting where there are none. The debates between various Buddhist and Hindu philosophical systems about the existence, definition and nature of self, occupy a central place in the history of Indian philosophy and religion.

This essay examines the unique conception of self (atman) developed by Utpaladeva, one of the greatest philosophers of the Kashmir Saiva Recognition (Pratyabhijña) school, in polemics with Buddhist no-self theorists and rival Hindu schools. The central question that fueled philosophical debate between Hinduism and Buddhism for centuries is whether a continuous stable entity, which is either consciousness itself or serves as the ground of consciousness, is required to sustain all the experienced features of embodied physical and mental activity, and, in (...) the context of the conceptualization of the world as saṃsara, whether such a self persists between rebirths and in liberation. Utpaladeva argues contra Buddhists and contra other atmavadins not only that differentiation and unity or change and continuity are compatible, but that a coherent account of our experience requires a continuous dynamic substratum that accommodates both. The Pratyabhijña's atman is opposed to that of Nyaya, Vaiseṣika, and Mimaṣs;a insofar as it is de-individuated, which makes it close to Advaita's Brahman, also a universal consciousness, from which it differs, however, insofar as it is theological and acts as the contentbearer by taking on forms, as opposed to being impersonal and passive. When compared with theologies, both from within and outside the wider domain of Hindu thought, the Pratyabhijña proves to be unique in that it gives a philosophically nuanced account of God, who stands in a nondual relationship to the individual self. This essay also compares the Pratyabhijña's theological account of self with the theological idealism of Berkeley and Bradley, finding it closer to the latter. Comparing the Pratyabhijña with its nearest Western philosophical counterparts should make it more accessible and intelligible from the standpoint of the Western academy and pave the way for involving its rich and distinctive conception of self in the fledgling cross-cultural philosophical dialogue on questions concerning self and consciousness. Whereas historiography of the debates on “early man in America” isolates Florentino Ameghino's ideas on human evolution from his paleontological and geological work, this paper presents Ameghino's ideas on human ancestors in regard to the controversies over the origin and dispersion of mammals. Therefore, this paper analyzes the constitution of paleontology in Argentina at the end of nineteenth century by describing, firstly, the Ameghino brothers' organization of research. By tackling this aspect I want also to discuss the place of science (...) in late nineteenth-century Argentina. Secondly, I will sketch “Ameghino's ideas” about Patagonia as a center of distribution of mammals, the age of Patagonian strata, and the South American origin of humankind. The Ameghino brothers' logistics of fieldwork created not only the means for finding a remarkable fossil fauna but also a trap that undermined their scientific credibility. Therefore, I will focus on the problem of fieldwork in “distant” places and of scientific wandering in Patagonia. DNA methylation constitutes one of the pillars of epigenetics, relying on covalent bonds for addition and/or removal of chemically distinct marks within the major groove of the double helix. DNA methyltransferases, enzymes which introduce methyl marks, initially evolved in prokaryotes as components of restriction‐modification systems protecting host genomes from bacteriophages and other invading foreign DNA. In early eukaryotic evolution, DNA methyltransferases were horizontally transferred from bacteria into eukaryotes several times and independently co‐opted into epigenetic regulatory systems, primarily via establishing connections (...) with the chromatin environment. While C5‐methylcytosine is the cornerstone of plant and animal epigenetics and has been investigated in much detail, the epigenetic role of other methylated bases is less clear. The recent addition of N4‐methylcytosine of bacterial origin as a metazoan DNA modification highlights the prerequisites for foreign gene co‐option into the host regulatory networks, and challenges the existing paradigms concerning the origin and evolution of eukaryotic regulatory systems. The aim of this article is to discuss quantitative content analysis as established in communication sciences as a method for research in business ethics. We argue that communication sciences and business ethics are neighboring disciplines, which allow the transfer of quantitative content analysis from communication sciences to business ethics. Technically, quantitative content analysis can be applied through human as well as software coding. Examples for both applications are provided and discussed. We make reference to the software solutions ‘Leximancer’, ‘Crawdad’, and (...) ‘Wordle’, and examine their suitability and limitations with regard to ethical questions for researching business ethics. We recommend a mixed‐method approach, combining human and software coding. Furthermore, we propose a three‐step process that discusses quantitative content analysis as a method for business ethics, including an ethical research objective, and most importantly, concluding with ethical reasoning and interpretation of the quantitative results. The question "Where do we come from?" has fascinated philosophers, scientists, and artists for generations. This book reorients the question of the matrix as a place where everything comes from (_chora_, womb, incubator) by recasting it in terms of acts of "matrixial/maternal hospitality" producing space and matter of and for the other. Irina Aristarkhova theorizes such hospitality with the potential to go beyond tolerance in understanding self/other relations. Building on and critically evaluating a wide range of historical and contemporary (...) scholarship, she applies this theoretical framework to the science, technology, and art of ectogenesis (artificial womb, neonatal incubators, and other types of generation outside of the maternal body) and proves the question "Can the machine nurse?" is critical when approaching and understanding the functional capacities and failures of incubating technologies, such as artificial placenta. Aristarkhova concludes with the science and art of male pregnancy, positioning the condition as a question of the hospitable man and newly defined fatherhood and its challenge to the conception of masculinity as unable to welcome the other. What makes the paper relevant is modern strategies of neoliberal politics, according to which the political life of citizens is replaced by everyday politics of individuals. It has been established that the modern concepts of everyday politics of homo sacer and homo sucker contain the limit of ideas about the political life of citizens. The paper considers an ontological model of the political life of citizens built on the basis of thinking as form-of-life (Agamben). The return to the ontological level (...) of research can be explained by the fact that in modern conditions, the survival of a person depends directly on the person’s ability to think. Thinking as the form-of-life of a community is seen as a force that allows citizens to resist not only the inertia of social existence, but also the life watched carefully by the authorities. The paper presents two interpretations of political life based on the following statements: ‘I think, therefore I resist’ (Badiou) and ‘I resist, therefore I think’ (Arendt). (shrink)

Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The (...) purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions. Behavioural flexibility is often treated as the gold standard of evidence for more sophisticated or complex forms of animal cognition, such as planning, metacognition and mindreading. However, the evidential link between behavioural flexibility and complex cognition has not been explicitly or systematically defended. Such a defence is particularly pressing because observed flexible behaviours can frequently be explained by putatively simpler cognitive mechanisms. This leaves complex cognition hypotheses open to ‘deflationary’ challenges that are accorded greater evidential weight precisely because they offer (...) putatively simpler explanations of equal explanatory power. This paper challenges the blanket preference for simpler explanations, and shows that once this preference is dispensed with, and the full spectrum of evidence—including evolutionary, ecological and phylogenetic data—is accorded its proper weight, an argument in support of the prevailing assumption that behavioural flexibility can serve as evidence for complex cognitive mechanisms may begin to take shape. An adaptive model of cognitive-behavioural evolution is proposed, according to which the existence of convergent trait–environment clusters in phylogenetically disparate lineages may serve as evidence for the same trait–environment clusters in other lineages. This, in turn, could permit inferences of cognitive complexity in cases of experimental underdetermination, thereby placing the common view that behavioural flexibility can serve as evidence for complex cognition on firmer grounds.
