Models of both speech perception and speech production typically postulate a processing level that involves some form of phonological processing. There is disagreement, however, on the question of whether there are separate phonological systems for speech input versus speech output. We review a range of neuroscientific data that indicate that input and output phonological systems partially overlap. An important anatomical site of overlap appears to be the left posterior superior temporal gyrus. We then present the results of a new event‐related (...) functional magnetic resonance imaging (fMRI) experiment in which participants were asked to listen to and then (covertly) produce speech. In each participant, we found two regions in the left posterior superior temporal gyrus that responded both to the perception and production components of the task, suggesting that there is overlap in the neural systems that participate in phonological aspects of speech perception and speech production. The implications for neural models of verbal working memory are also discussed in connection with our findings. (shrink)

There is little doubt that predictive coding is an important mechanism in language processing–indeed, in information processing generally. However, it is less clear whether the action system is the source of such predictions during perception. Here I summarize the computational problem with motor prediction for perceptual processes and argue instead for a dual-stream model of predictive coding.

Grodzinsky's localization claim can be questioned on empirical grounds. The Trace Deletion Hypothesis fails to account for a number of comprehension facts in Broca's aphasia and conduction aphasics show similar comprehension patterns. Frontoparietal systems are recruited during sentence comprehension only under conditions of increased processing load and/or attentional demands.

In the verbal domain, there is only very weak evidence favoring the view that working memory is an active state of long-term memory. We strengthen existing evidence by reviewing two recent fMRI studies of verbal working memory, which clearly demonstrate activation in the superior temporal lobe, a region known to be involved in processing speech during comprehension tasks.

In Complicity and Moral Accountability, Gregory Mellema presents a philosophical approach to the moral issues involved in complicity. Starting with a taxonomy of Thomas Aquinas, according to whom there are nine ways for one to become complicit in the wrongdoing of another, Mellema analyzes each kind of complicity and examines the moral status of someone complicit in each of these ways. Mellema's central argument is that one must perform a contributing action to qualify as an accomplice, and that it (...) is always morally blameworthy to perform such an action. Additionally, he argues that an accomplice frequently bears moral responsibility for the outcome of the other's wrongdoing, but he distinguishes this case from cases in which the accomplice is tainted by the wrongdoing of the principal actor. He further distinguishes between enabling, facilitating, and condoning harm, and introduces the concept of indirect complicity. Mellema tackles issues that are clearly important to any case of collective and shared responsibility, yet rarely discussed in depth, always presenting his arguments clearly, concisely, and engagingly. His account of the nonmoral as well as moral qualities of complicity in wrongdoing--especially of the many and varied ways in which principles and accomplices can interact--is highly illuminating. [This is an edited and improved version of "You Are Not Your Brain: Against 'Teaching to the Brain'" previously published in *Review of Higher Education and Self-Learning* 5(15), Summer 2012.] Since educators are always looking for ways to improve their practice, and since empirical science is now accepted in our worldview as the final arbiter of truth, it is no surprise they have been lured toward cognitive neuroscience in hopes that discovering how the brain learns will provide a nutshell explanation (...) for student learning in general. I argue that identifying the person with the brain is scientism (not science), that the brain is not the person, and that it is the person who learns. In fact the brain only responds to the learning of embodied experience within the extra-neural network of intersubjective communications. Learning is a dynamic, cultural activity, not a neural program. Brain-based learning is unnecessary for educators and may be dangerous in that a culturally narrow ontology is taken for granted, thus restricting our creativity and imagination, and narrowing the human community. While this situation is obviously to be welcomed, it also presents contemporary phenomenologists with the challenge of acquiring a compass that will enable them to find their bearings in this rapidly reconfiguring philosophical landscape, and according to principles that still partly elude those who are committed to them. That is, is the left-hemisphere dominance for language a function of a linguistic specialization or a function of some domain-general specialization(s), such as temporal processing or motor planning? Investigations of the neurobiology of signed language can help answer these questions. As with spoken languages, signed languages of the deaf display complex grammatical structure but (...) are perceived and produced via radically different modalities. Thus, by mapping out the neurological similarities and differences between signed and spoken language, it is possible to identify modality-specific contributions to brain organization for language. Research to date has shown a significant degree of similarity in the neurobiology of signed and spoken languages, suggesting that the neural organization of language is largely modality-independent. In this condensed survey, I look to recent perspectives on evolution suggesting that cultural change likely alters the genome. Since theories of development are nested within assumptions about evolution (evo-devo), I next review some oft-cited developmental theories and other psychological theories of the 20th century to see if any match the emerging perspectives in evolutionary theory. I seek theories based neither in nature (genetics) nor nurture (the environment) but in the creative play of human communication responding to necessity. This survey (...) finally looks to more recent work to do with the appearance of independent self-consciousness in the individual following empathic group awareness. The result of such self-created group awareness and symbolic communication is seen to be cultural consciousness, unique to humanity, from which individual consciousness and personhood derive. I conclude by noting the general implications for these approaches in our schools, politics, and in ultimate ontological questions. (shrink)

Philosophers have recently argued that self-fulfilling beliefs constitute an important counter-example to the widely accepted theses that we ought not and cannot believe at will. Cases of self-fulfilling belief are thought to constitute a special class where we enjoy the epistemic freedom to permissibly believe for pragmatic reasons, because whatever we choose to believe will end up true. In this paper, I argue that this view fails to distinguish between the aim of acquiring a true belief and the aim of (...) believing what is true. While one cannot usually fail to establish that one will acquire a true belief without establishing the truth of the believed proposition, in the case self-fulfilling belief the two can come apart. I argue that insofar as the aim of belief has to do with determining whether the believed proposition is true, it will be both impossible and impermissible to believe for pragmatic reasons. (shrink)

In fact, the traditional problem with the theory of imprecise probability is that coherent inference is too complicated rather than unsettling. Progress has been made simplifying coherent inference by demoting sets of probabilities from fundamental building blocks to secondary representations (...) that are derived or discarded as needed. Among the most influential and enigmatic thinkers of the modern age, Nietzsche and Heidegger have become pivotal in the struggle to define postmodernism. In this work, Gregory Smith offers the most comprehensive examination to date of the turn to postmodernity in the writings of these philosophers. Smith argues that, while much of postmodern thought is rooted in Nietzsche and Heidegger, it has ironically attempted, whether unwittingly or by design, to deflect their philosophy back onto a modern path. Other alternative (...) paths emanating from both Nietzschean and Heideggerian thought that might more powerfully speak to postmodern culture have been ignored. Nietzsche and Heidegger, Smith suggests, have made possible a far more revolutionary critique of modernity then even their most ardent postmodern admirers have realized. Smith contends that the influences on the postmodern in the thought of Nietzsche and Heidegger are founded in a new vision of praxis liberated from theory. Ultimately, these philosophers do transcend the nihilism often found in the guise of postmodernism. Their thought is, moreover, consistent with the possibility of limited constitutional government and the rule of law. Smith's book takes the first step toward recovering these possibilities and posing the fundamental questions of politics and ethics in ways that have heretofore been closed off by late-modern thought. Although many of Edmund Burke's speeches and writings contain prominent economic dimensions, his economic thought seldom receives the attention it warrants. Commerce and Manners in Edmund Burke's Political Economy stands as the most comprehensive study to date of this fascinating subject. In addition to providing rigorous textual analysis, Collins unearths previously unpublished manuscripts and employs empirical data to paint a rich historical and theoretical context for Burke's economic beliefs. Collins integrates Burke's reflections on trade, taxation, and revenue within his understanding (...) of the limits of reason and his broader conception of empire. Such reflections demonstrate the ways that commerce, if properly managed, could be an instrument for both public prosperity and imperial prestige. More importantly, Commerce and Manners in Edmund Burke's Political Economy raises timely ethical questions about capitalism and its limits. Challenging the fashionable belief that the Constitution should be interpreted in relation to the times, the distinguished contributors to Our Peculiar Security argue that the Constitution has a dual character. On the one hand it is law, in a binding and judicially enforceable sense. On the other hand, it is a decidedly political document.

Public entities around the world are increasingly deploying artificial intelligence and algorithmic decision-making systems to provide public services or to use their enforcement powers. The rationale for the public sector to use these systems is similar to private sector: increase efficiency and speed of transactions and lower the costs. However, public entities are first and foremost established to meet the needs of the members of society and protect the safety, fundamental rights, and wellbeing of those they serve. Currently AI systems (...) are deployed by the public sector at various administrative levels without robust due diligence, monitoring, or transparency. This paper critically maps out the challenges in procurement of AI systems by public entities and the long-term implications necessitating AI-specific procurement guidelines and processes. This dual-prong exploration includes the new complexities and risks introduced by AI systems, and the institutional capabilities impacting the decision-making process. AI-specific public procurement guidelines are urgently needed to protect fundamental rights and due process. (shrink)
