This article focuses on the current trends and initiatives in human capacity building in Africa. It takes as it starting point that human capacity development is essential for Africa to become an information and know-ledge society and therefore an equal partner in the global sharing of knowledge. Four knowledge areas are identified and discussed. These are education, research and development, brain drain and information and documentation drain. The paper concludes that there is a clear understanding in Africa that its future (...) lies with education and that most African leaders have a strong political will to invest in human capacity building on the continent. It is also clear that much has been done, particularly primary education. Africa will most defi-nitely benefit from this in the long run. Problem areas remain however. These are in the needed growth of research and development and how to address the brain and information drain phenomena. (shrink)

We introduce and explore the notion of duality for entailment relations induced by preference orderings on states. We discuss the relationship between these preferential entailment relations from the perspectives of Boolean algebra, inference rules, and modal axiomatisation. Interpreting the preference relations as accessibility relations establishes modular Gödel-Löb logic as a suitable modal framework for rational preferential reasoning.

There are various contexts in which it is not pertinent to generate and attend to all the classical consequences of a given premiss—or to trace all the premisses which classically entail a given consequence. Such contexts may involve limited resources of an agent or inferential engine, contextual relevance or irrelevance of certain consequences or premisses, modelling everyday human reasoning, the search for plausible abduced hypotheses or potential causes, etc. In this paper we propose and explicate one formal framework for a (...) whole spectrum of consequence relations, flexible enough to be tailored for choices from a variety of contexts. We do so by investigating semantic constraints on classical entailment which give rise to a family of infra-classical logics with appealing properties. More specifically, our infra-classical reasoning demands (beyond ${\alpha\models\beta}$ ) that Mod(β) does not run wild, but lies within the scope (whatever that may mean in some specific context) of Mod(α), and which can be described by a sentence ${\bullet\alpha}$ with ${\beta\models\bullet\alpha}$ . Besides being infra-classical, the resulting logic is also non-monotonic and allows for non-trivial reasoning in the presence of inconsistencies. (shrink)

The global digital divide represents one of the most significant examples of international inequality. In North America and Western Europe, nearly 70% of citizens use the Internet on a regular basis, whereas in Africa less than 4% do so. Such inequality impacts business and trade, online education and libraries, telemedicine and health resources, and political information and e-government. In response, a group of educators and community leaders in South Africa and the United States have used various information technologies to create (...) a ―global classroom‖ that connects people in the two countries. University students, high school students, and other citizens communicate via Internet exchanges, video conferencing, and digital photo essays. The project has produced a number of tangible benefits and it has developed a model for reducing inequality in global education, at least for those institutions with the technological resources to participate. We also present several recommendations for how to expand the initiative and thereby increase the number of people who can benefit from it. (shrink)

This paper discusses basic concepts and recentdevelopments in intellectual property ownership in theUnited States. Various philosophical arguments havepreviously been put forward to support the creation andmaintenance of intellectual property systems. However, in an age of information, access toinformation is a critical need and should beguaranteed for every citizen. Any right of controlover the information, adopted as an incentive toencourage creation and distribution of intellectualproperty, should be subservient to an overriding needto ensure access to the information. The principlesunderlying intellectual property regimes (...) in the UnitedStates recognize and embody this. In addition, thephilosophical/ethical dimensions of this debate couldalso be structured to support this attitude as well. Intellectual property is fast becoming digitalproperty. New technologies allow owners to extendtheir control of both legitimate uses and misuses ofthe intellectual property. Recent trends demonstratethat the access principle has not always beenparamount in judicial or legislative applications. Thetrend rather is to allow a proprietarianism factor todominate the analysis. Finally, several principles areforwarded which would assist adjudicators and policymakers in reaffirming the basic purpose of theintellectual property law, which is to benefit thepublic at large. This article explores recent developments inthe regulation of Internet speech, inparticular, injurious or defamatory speech andthe impact the attempts at regulation arehaving on the `body' in the sense of theindividual person who speaks through the mediumof the Internet and upon those harmed by thatspeech. The article proceeds in threesections. First, a brief history of the legalattempts to regulate defamatory Internet speechin the United States is presented; a shortcomparative discussion of defamation law in theUK and Australia is included. As discussedbelow, this (...) regulation has altered thetraditional legal paradigm of responsibilityand, as a result, creates potential problems forthe future of unrestricted and even anonymousspeech on the Internet. Second, an ethicalassessment is made of the defamatory speechenvironment in order to determine which actorshave moral responsibility for the harm causedby defamatory speech. This moral assessment iscompared to the developing and anticipatedlegal paradigm to identify possible conformityof moral and legal tenants or to recognize theconflict between morality and law in assigningresponsibility to defamatory actors. Thisassessment then concludes with possiblesuggestions for changes in the legal climategoverning the regulation of defamatory speechon the Internet, as well as prediction of theresult should the legal climate continue todevelop on its present course. This is not tosuggest that all law, or even the law ofdefamation, be structured to reflect thesubjectivity of a moral construct, but since itis the authors position that the legalassignment of liability in online settings ismisaligned, this reflection can serve asbeginning reassessment of that assignment. This paper continues the power ordering approach to verisimilitude. We define a parameterized verisimilar ordering of theories in the finite propositional case, both semantically and syntactically. The syntactic definition leads to an algorithm for computing verisimilitude. Since the power ordering approach to verisimilitude can be translated into a standard notion of belief revision, the algorithm thereby also allows the computation of membership of a belief-revised theory.

We investigate an aspect of defeasibility that has somewhat been overlooked by the non-monotonic reasoning community, namely that of defeasible modes of reasoning. These aim to formalise defeasibility of the traditional notion of necessity in modal logic, in particular of its different readings as action, knowledge and others in specific contexts, rather than defeasibility of conditional forms. Building on an extension of the preferential approach to modal logics, we introduce new modal osperators with which to formalise the notion of defeasible (...) necessity and distinct possibility, and that can be used to represent expected effects, refutable knowledge, and so on. We show how KLM-style conditionals can smoothly be integrated with our richer language. We also propose a tableau calculus which is sound and complete with respect to our modal preferential semantics, and of which the computational complexity remains in the same class as that of the underlying classical modal logic. Modal accounts of normality in non-monotonic reasoning traditionally have an underlying semantics based on a notion of preference amongst worlds. In this paper, we motivate and investigate an alternative semantics, based on ordered accessibility relations in Kripke frames. The underlying intuition is that some world tuples may be seen as more normal, while others may be seen as more exceptional. We show that this delivers an elegant and intuitive semantic construction, which gives a new perspective on defeasible necessity. Technically, the (...) revisited logic does not change the expressive power of our previously defined preferential modalities. This conclusion follows from an analysis of both semantic constructions via a generalisation of bisimulations to the preferential case. Reasoners based on the previous semantics therefore also suffice for reasoning over the new semantics. We complete the picture by investigating different notions of defeasible conditionals in modal logic that can also be captured within our framework. (shrink)

Various representation results have been established for logics of belief revision, in terms of remainder sets, epistemic entrenchment, systems of spheres and so on. In this paper I present another representation for logics of belief revision, as an algebra of theories. I show that an algebra of theories, enriched with a set of rejection operations, provides a suitable algebraic framework to characterize the theory change operations of systems of belief revision. European integration has increased to encompass security-related policies. One such policy is defense industry policy, which traditionally has been a national concern rooted in defense and security policy. Efforts have been made since the 1990s to create a European defense industry market. However, there have been different ideas of how this goal should be achieved or which model for state—industry relations the market should rest on. Using Sweden to illustrate the development, this article argues that for the Europeanization of defense (...) industry policy, marketization has played a vital role. Building on official documents and interviews, the article analyzes the efforts to create a European defense industry market, marketization of Swedish defense industry policy, and the increased interaction between Swedish and European defense industry policy processes. The analysis also shows domestic challenges that the processes of Europeanization and marketization have brought about. (shrink)

Noam Chomsky and Frances Egan argue that David Marr’s computational theory of vision is not intentional, claiming that the formal scientific theory does not include description of visual content. They also argue that the theory is internalist in the sense of not describing things physically external to the perceiver. They argue that these claims hold for computational theories of vision in general. Beyond theories of vision, they argue that representational content does not figure as a topic within formal computational theories (...) in cognitive science. I demonstrate that Chomsky’s and Egan’s claims about Marr’s theory are false. Marr’s computational theory contains a mathematical theory of visual content, based on empirical psychophysical evidence. It also contains mathematical descriptions of distal physical surfaces and objects, and of their optic projection to the perceiver. Much computational research on vision contains these types of intentional and externalist components within the formal, mathematical, theories. Chomsky’s and Egan’s claims demonstrate inadequate study and understanding of Marr’s work and other research in this area. Computational theories of vision, by containing empirically based mathematical theories of visual content, to this extent present naturalizations of semantics. (shrink)

We claim that adjustable parameters play a crucial role in building and applying simulation models. We analyze that role and illustrate our findings using examples from equations of state in thermodynamics. In building simulation models, two types of experiments, namely, simulation and classical experiments, interact in a feedback loop, in which model parameters are adjusted. A critical discussion of how adjustable parameters function shows that they are boon and bane of simulation. They help to enlarge the scope of simulation far (...) beyond what can be determined by theoretical knowledge, but at the same time undercut the epistemic value of simulation models. (shrink)

Philosophers and historians have long been suspicious of modal and counterfactual claims. I argue, however, that historians often legitimately use modal and counterfactual claims for a variety of purposes. They help identify causes, and hence help explain events in history. They are used to defend judgments about people, and to highlight the importance of particular events. I defend these uses of modal claims against two arguments often used to criticize modal reasoning, using the philosophy of science to ground the truth (...) of modal claims. This analysis puts several important points into perspective, including how certain we can be about our claims about what might have been, and the role that determinism plays in those claims. The proper analysis of modality shows, I argue, that counterfactual claims are legitimate and important, if often uncertain, and that issues of determinism are irrelevant to the modal claims used in historical analysis. The influence of this philosophy was based on a network of followers and disciples who propagated Wolff s work in the scholarly community and defended it against critics. This book, for the first time, explores the role of Ernst Christoph von Manteuffel. As imperial count, minister in the Cabinet of Poland Saxony and an agent of the Court of (...) Episodic memory has been analyzed in a number of different ways in both philosophy and psychology, and most controversy has centered on its self-referential,autonoeticcharacter. Here, we offer a comprehensive characterization of episodic memory in representational terms and propose a novel functional account on this basis. We argue that episodic memory should be understood as a distinctive epistemic attitude taken toward an event simulation. In this view, episodic memory has a metarepresentational format and should not be equated with beliefs about the (...) past. Instead, empirical findings suggest that the contents of human episodic memory are often constructed in the service of the explicit justification of such beliefs. Existing accounts of episodic memory function that have focused on explaining its constructive character through its role in future-oriented mental time travel do justice neither to its capacity to ground veridical beliefs about the past nor to its representational format. We provide an account of the metarepresentational structure of episodic memory in terms of its role in communicative interaction. The generative nature of recollection allows us to represent and communicate the reasons why we hold certain beliefs about the past. In this process, autonoesis corresponds to the capacity to determine when and how to assert epistemic authority in making claims about the past. A domain where such claims are indispensable are human social engagements. Such engagements commonly require the justification of entitlements and obligations, which is often possible only by explicit reference to specific past events. (shrink)

Designing and building complex artifacts like simulation models often rely on the strategy of modularity. My main claim is that the validation of simulation models faces a challenge of holismHolism because modularityModularity tends to erode over the process of building a simulation model. Two different reasons that fuel the tendency to erosion are analyzed. Both are based on the methodologyMethodology of simulation, but on different levels. The first has to do with the way parameter adjustment works in simulation; the second (...) comes from how different groups of software programmers work together. The chapter will conclude by drawing lessons about how holism challenges the validation of simulation and by discussing a corollary to conformational holism: the boundary between validation and verification tends to become blurred, thus undermining a strategy that insists on keeping them separate.
