This chapter reviews four books published in 2018 which are not readily categorized as works in ‘modern European philosophy’: Gurminder K. Bhambra, Kerem Nişancloğlu, and Dalia Gebrial’s edited volume Decolonising the University, Chantal Mouffe’s For a Left Populism, Cinzia Arruzza, Tithi Bhattacharya, and Nancy Fraser’s Feminism for the 99%, and Andreas Malm’s The Progress of this Storm. Yet their uneasy relationship to this philosophy is precisely the reason they constitute a significant contribution to it. The philosophical originality and critical purchase (...) of these books proceed from the fact that each is a singular case of philosophy’s dependence on ‘non-philosophy’; each exposes the impossibility of viewing philosophy as a self-sufficient discipline. In particular, they are a timely reminder that the best political philosophy is produced through actually existing social movements to change (which ecologically now means simply saving) the world. This chapter reviews three of the most consequential works in modern European philosophy published in 2017: Étienne Balibar’s Citizen Subject, Nick Nesbitt’s edited volume The Concept in Crisis, and William Clare Roberts’s Marx’s Inferno. These works reflect the fact that 2017 witnessed an upsurge of philosophical publications on Marx and Marxism. On one level, this is because 2017 was simultaneously the 150-year anniversary of the publication of the first volume of Marx’s Capital and the 100-year anniversary of the Russian Revolution. (...) Yet on another, more substantial, level, these works point to the enduring question of the meaning of ‘Marxist philosophy’ in its dual, and disputed, relationship to transformative political practice, on the one hand, and to the history of philosophy on the other. There are different threads that tie these works together, but two concepts, coming out of Louis Althusser’s work, stand out: those of ‘conjuncture’ and ‘symptomatic reading’. In short, this chapter suggests that the importance of modern European philosophy is in large part attributable to the theoretical and political problems that Marxism constitutes for it, problems which, at the same time, Marxism cannot articulate without this philosophy. This chapter picks up on what Heidegger in his 1949 ‘Letter on ‘Humanism’’ calls ‘the historical in being’, that dimension of being within which, for Heidegger, a ‘productive dialogue’ between phenomenology and existentialism, on the one hand, and Marxism, on the other, ‘first becomes possible.’ It introduces the possibility of this dialogue through a particular, and particularly revealing, problem with The German Ideology: namely, Marx and Engels offer no analysis of the relationship between time, temporality and their materialist concept of (...) history. Three recently published books, by Stavros Tombazos, Jonathan Martineau, and Harry Harootunian, join a now established body of literature that highlights the temporal aspects of Marx’s work. Their differences notwithstanding, these books are united by the conviction that, at its core, capitalism is an immense and complex organisation of time, and thus that the importance of Marx’s work is realised by its singular contribution to our understanding of this. The guiding premise of this thesis is that the concept of historical time constitutes a distinct philosophical problem for Karl Marx’s work. Marx does not examine the relationship between time and history in his work, rendering the historicist framework of linear, progressive time the overriding framework through which he understands this relationship. However, the larger problem is that, despite this lack, the philosophical originality and critical function of Marx’s work is in no small measure defined by the contribution it makes (...) towards our understanding of this relationship. Therefore, this thesis argues that it is necessary to construct a concept of historical time out of Marx’s work. Methodologically, this begins with an outline of the broad contours of the materialist concept of history in 'The German Ideology', and a temporal reading of the historical act – the creation of the means of human life – on which this concept is based. This reading is then ontologically grounded, first by Martin Heidegger’s 'Being and Time', in order to establish how the act as such temporalises, and then by Jean-Paul Sartre’s 'Critique of Dialectical Reason', in order to grasp how this temporalisation can be thought in relation to the movement of historical totalisation, which is to say the ongoing totalisation of the time of all human lives. In short, Heidegger and Sartre enable us to secure labour and need – the two concepts upon which the materialist concept of history depends – as the two basic forces upon which historical temporalisation depends. Yet if, as Marx’s 'Capital' reveals, the specifically capitalist category of ‘abstract labour’ is the condition of thinking the transhistorical category of ‘labour in general’, and if abstract labour exists to satisfy capital’s need to self-expand, not the human’s need to live, then capital – not the human – is the condition of thinking history. Capital and its times give history its intelligibility, such that capitalism is the only standpoint from which ‘history as such’, ‘history itself’, can be conceived. However, the concept of historical time cannot simply register that capital makes the category of history possible. It must also account for the historically changing character of the relationship between time and history, and hence the possibility of social and historical time after capitalism. (shrink)

Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

George Berkeley (1685-1753) is the superstar of Irish Philosophy. He entered Trinity College, Dublin, in 1700 and became a fellow in 1707. In 1724 he resigned his Fellowship to become Dean of Derry, and in 1734 he was made Bishop of Cloyne. He settled in Oxford in 1752 and died the following year. The work of George Berkeley is marked by its diversity and range. His writings take in such topics as mathematics, psychology, politics, health, economics, deism and (...) education, as well as that with which he is most associated - philosophy. Whatever topic he dealt with, his grasp of the subject matter was always impressive and his criticisms of his contemporaries often acute. Among the most noteable of the British Empiricists, he took his starting point from Locke's new 'way of ideas', but he rejected abstract ideas and the possibility of real existence outside perception. It is for this doctrine that he is most known - that there is no such thing as matter, and that things are collections of ideas which can exist only in our minds and only for so long as they are perceived. This philosophy, summed up in his phrase 'to be is to be perceived', he termed 'immaterialism'. A.C. Fraser's collection includes a series of what were previously unpublished notes by Berkeley on all the main topics of his philosophy. This, the 1901 edition, was the first complete edition of his works. (shrink)

In this paper, I argue against recent modifications of the Knowledge Condition on intentional action that weaken the condition. My contention is that the condition is best understood in the context of Anscombe’s Intention and, when so understood, can be maintained in its strongest form.

What mechanisms underlie children’s language production? Structural priming—the repetition of sentence structure across utterances—is an important measure of the developing production system. We propose its mechanism in children is the same as may underlie analogical reasoning: structure-mapping. Under this view, structural priming is the result of making an analogy between utterances, such that children map semantic and syntactic structure from previous to future utterances. Because the ability to map relationally complex structures develops with age, younger children are less successful than (...) older children at mapping both semantic and syntactic relations. Consistent with this account, 4-year-old children showed priming only of semantic relations when surface similarity across utterances was limited, whereas 5-year-olds showed priming of both semantic and syntactic structure regardless of shared surface similarity. The priming of semantic structure without syntactic structure is uniquely predicted by the structure-mapping account because others have interpreted structural priming as a reflection of developing syntactic knowledge. Bioethicists appearing in the media have been accused of "shooting from the hip" (Rachels, 1991). The criticism is sometimes justified. We identify some reasons our interactions with the press can have bad results and suggest remedies. In particular we describe a target (fostering better public dialogue), obstacles to hitting the target (such as intrinsic and accidental defects in our knowledge) and suggest some practical ways to surmont those obstacles (including seeking out ways to write or speak at length, rather than (...) in sound bites). We make use of our own research into the way journalists quote bioethicists. We end by suggesting that the profession as a whole look into this question more fully. (shrink)

This paper offers a novel solution to the Wrong Kind of Reason problem that afflicts Fitting-Attitude analyses of value. I argue that we can distinguish reasons of the right kind from reasons of the wrong kind by being clear about what our reasons are for. In Wrong Kind of Reason cases, our reason to have a certain affective attitude is a reason for an action, and it is this category-mistake that is the source of the problem.

George Herbert Mead (1863-1931) had a powerful influence on the development of American pragmatism in the twentieth century. He also had a strong impact on the social sciences. This classic book represents Mead's philosophy of experience, so central to his outlook. The present as unique experience is the focus of this deep analysis of the basic structure of temporality and consciousness. Mead emphasizes the novel character of both the present and the past. Though science is predicated on the assumption (...) that the present is predictable based on a thorough knowledge of the past, the experience of the present, says Mead, is an utterly unique moment comparable to no other, and when it is past the novel character of that unique experience is irrevocable. The emergence of novelty within the perceived rational order of reality is the crux of the problem that Mead explores. The present, in his words, is "the emergent event . . . something which is more than the processes that have led up to it and which by its change, continuance, or disappearance, adds to later passages a content they would not otherwise have possessed." The present as "the seat of reality" heavily conditions our retrospective view of the past as much as it helps to shape the future. The novelty of every present experience causes us to reconstruct our preceding experiences to make sense of the past, which is naturally assumed to be the main cause of what we presently experience. Our perspective on reality is thus relative to the conditioning of each new event and it changes continuously as the effects of the present shift our view of the past and future. This emphasis on the integrative, holistic nature of reality, in which everything past, present, and future is a condition of everything else, makes Mead's philosophy highly relevant to today's scientific picture of a quantum universe, where chance and probability play a role in the emergence of reality. Also of great interest is the way in which he extends his basic analysis of temporal-spatial reality to the emergence of mind and consciousness as a natural development of the evolutionary process. This stimulating and provocative work attests to John Dewey's praise of Mead as "the most original mind in philosophy in America" of his generation. (shrink)

School effectiveness research together with what is now described as the 'school improvement movement' has captured both the Conservative and New Labour imaginations as a basis for educational planning and policy making in the UK. Internationally school effectiveness enjoys and expanding and enthusiastic audience. This book provides a critique of this research genre, particularly in the light of the recent calls for teaching to go 'back to the basics'. The editors argue that this school effectiveness research is simplistic in its (...) analysis of educational problems. Far from getting to the bottom of the problem of failing students and schools, they argue, these 'movements' are merely scratching at the surface of the problems and coming up with notions for superficial improvements. Donors to biobanks are typically asked to give blanket consent, allowing their donation to be used in any research authorized by the biobank. This type of consent ignores the evidence that some donors have moral, religious, or cultural concerns about the future uses of their donations – concerns we call “non-welfare interests”. The nature of non-welfare interests and their effect on willingness to donate to a biobank is not well understood. In order to better undersand the influence of non-welfare interests, (...) we surveyed a national sample of the US population using a probability-based internet panel. Logistic regression models assessed the demographic and attitudinal characteristics associated with participants’ willingness to give consent for unspecified future uses of their donation when presented with 7 research scenarios that raised possible non-welfare interest concerns. Most people had non-welfare interests that significantly affect their willingness to donate to a biobank using blanket consent. Some non-welfare interests are associated with subgroups but others are not. A positive attitude toward biomedical research in general was associated with increased willingness to donate, while concerns about privacy and being African American were associated with decreased willingness. Non-welfare interests matter and can diminish willingness to donate to a biobank. Our data suggest that trust in research promotes willingness to donate. Ignoring non-welfare interests could erode this trust. Donors’ non-welfare interests could be accommodated through greater transparency and easier access to information about the uses of donations. Two welcome extensions of evolutionary thinking have come to prominence over the last thirty years: the so-called ’extended evolutionary synthesis’ (EES) and debate about biological kinds and individuals. These two agendas have, however, remained orthogonal to one another. The EES has mostly restricted itself to widening the explanations of adaptation offered by the preceding ’modern evolutionary synthesis’ by including additional mechanisms of inheritance and variation; while discussion of biological kinds has turned toward philosophical questions of essential vs. contingent properties of (...) life forms and realist vs. epistemological approaches to categorization and classification. Here we attempt to broaden the explanatory scope of evolutionary theory by linking these two agendas. We expand on the mechanistic orientation of the EES, using new understandings of networked systems of components in order to engage the distinct intellectual challenge of the origination of “historical kinds”. With this phrase we designate a subset of natural kinds that acquires, through evolutionary processes, a quasi-independent lineage-history. Such kinds emerge in both biology and culture, and we enlarge the limited number of historical kinds that have thus far been recognized in evolutionary biology in a series of paradigmatic exemplars, from genes and cell types to rituals and music. For each exemplar we discern specific mechanisms by which it arose and persists; comparing these, we suggest a general unity in the ways in which diverse historical kinds originate. (shrink)

This article discusses the intensification of research performance demands in UK universities in relation to the complex terrain of academic identity formation. It considers whether a demand for academic researchers to produce and evidence economic and societal impact – in the rewards game of the UK’s performance-based research funding system, the Research Excellence Framework – influences their self-concept as ‘engaged researchers’. While a designation of being REF impactful may be considered constitutive to a researcher’s sense of self-worth and advantageous to (...) their professional and institutional profile, a consultation of researchers included within REF2014 impact case studies challenges these assumptions. Instead, respondents are found to complain of identity dispossession and exploitation by their universities where their public contributions are appropriated for positional gain. Their testimony confirms the prevalence of a culture of ‘competitive accountability’ across UK universities which is with a systemic insatiability for ‘scholarly distinction’, causing the privileging of appearance in rationalisations of publicly funded research. Using the theoretical insights of Guy Debord and Erving Goffman it is argued that REF impact elucidates the UK higher education sector as a ‘society of the Spectacle’ that subjugates ‘authentic’ versions of the academic Self. However, REF-impact is also seen to provide an opportunity for cultural detournément and a means to elicit and concurrently invert ‘simulations’ of research praxis’, thus enabling the assertion or ‘front-staging’ of perceived and idealised academic identities. This book, written by one of the most distinguished of contemporary philosophers of mathematics, is a fully rewritten and updated successor to the author's earlier The Unprovability of Consistency. Its subject is the relation between provability and modal logic, a branch of logic invented by Aristotle but much disparaged by philosophers and virtually ignored by mathematicians. Here it receives its first scientific application since its invention. Modal logic is concerned with the notions of necessity and possibility. What George Boolos (...) does is to show how the concepts, techniques, and methods of modal logic shed brilliant light on the most important logical discovery of the twentieth century: the incompleteness theorems of Kurt Godel and the 'self-referential' sentences constructed in their proof.
