Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

The evolutionary theory of artefact proper function holds that an artefact’s proper function is that effect which explains the reproduction of past instances of the artefact type. This theory has many sources but received its clearest presentation in Beth Preston’s essay “Why Is a Wing Like a Spoon?”. More recently, Preston has raised an objection to the theory, based on the phenomenon of ‘phantom functions’: these are functions that an artefact type is unable to perform, but which nonetheless apparently constitute (...) its proper function. Deflecting qi energy, for example, is the proper function of feng shui mirrors, even though no feng shui mirror is able to do this. Preston concludes that the existence of phantom functions refutes the evolutionary theory of artefact proper function. In this paper, the evolutionary theory is defended, by arguing that it can adequately account for phantom function cases. (shrink)

Difficulties in distinguishing veridical reports of experience from confabulations have implications for theories of consciousness. I develop some of these implications through a consideration of out-of-body experiences (OBEs). Do these variations indicate individual variation in experience or are they post-hoc confabulations, stories told by subjects to themselves in an attempt to make sense of the core phenomenology? I argue that no existent or possible evidence would be sufficient to favour one hypothesis over the other. How such evidence is interpreted depends (...) on prior commitments to one or other of these hypotheses or to a theory of consciousness that is not neutral as to these hypotheses. One of these types of theory, namely vehicle theories, has difficulty accommodating the existence of confabulations and so allows for only the elaborate phenomenology hypothesis. Because we cannot know that reports are not confabulations, vehicle theories are insufficient to explain OBEs. (shrink)

This essay argues for a re-conception of the sublime in terms of the notion of epistemic expansion. Doing so not only provides a plausible account of traditional examples of the sublime, but also provides us with language that can capture an important but neglected aesthetic dimension of experimental science: the expansion of human perception. What are we to make of Western Buddhism? Glenn Wallis argues that in aligning their tradition with the contemporary self-help industry, Western Buddhists evade the consequences of Buddhist thought. This book shows that with concepts such as vanishing, nihility, extinction, contingency, and no-self, Buddhism, like all potent systems of thought, articulates a notion of the "real." Raw, unflinching acceptance of this real is held by Buddhism to be at the very core of human "awakening." Yet these preeminent human truths (...) are universally shored up against in contemporary Buddhist practice, which contradicts the very heart of Buddhism. The author's critique of Western Buddhism is threefold. It is immanent, in emerging out of Buddhist thought but taking it beyond what it itself publicly concedes; negative, in employing the "democratizing" deconstructive methods of François Laruelle's non-philosophy; and re-descriptive, in applying Laruelle's concept of philofiction. I compare Frith and colleagues’ influential comparator account of how the sense of agency is elicited to the multifactorial weighting model advocated by Synofzik and colleagues. I defend the comparator model from the common objection that the actual sensory consequences of action are not needed to elicit the sense of agency. I examine the comparator model’s ability to explain the performance of healthy subjects and those suffering from delusions of alien control on various self-attribution tasks. It transpires that the comparator (...) model needs case-by-case adjustment to deal with problematic data. In response to this, the multifactorial weighting model of Synofzik and colleagues is introduced. Although this model is incomplete, it is more naturally constrained by the cases that are problematic for the comparator model. However, this model may be untestable. I conclude that currently the comparator model approach has stronger support than the multifactorial weighting model approach. (shrink)

Generally, as in its treatment of the question of whether the long-standing contrast between cyclical and linear views of history is helpful, it introduces important thinkers who have considered the question. A preoccupation of the book is the appearance and reappearance across the centuries of patterns used to organize temporal and cultural experience. After an opening essay on transcendental truth and cultural relativism, the second (...) chapter traces a distinction, common in historical writings during the past two centuries, between an alleged ancient classical "cyclic" view of time and history, used to describe the claimed repetitiveness of and similarities between historical events ("nothing is new under the sun"), and a contrasting Jewish-Christian linear view, sometimes described as providential in that it moves through a series of unique events to some end intended by God. In the latter, history is "about something," the education of the human race or the redemption of humankind. As in each of the remaining essays, the book then attempts to draw out the limitations of what the current consensus on this topic has become. It does this for such things as our current understanding of religious toleration, humanism, natural law, and teleology. Some of the essays, such as those on debate about Augustine's understanding of marriage or the concluding illustrated essay on the baroque city of Lecce, are published for the first time. Others are based on previously published contributions to the scholarly literature, though generally each of these chapters concludes with a postscript that engages with current scholarly debate on the subject. From 19th January 2013 there have been changes in the operation of driver training centres due to the legislation regarding vehicle drivers coming into force. Changes related to the conduct of driving schools concern four major areas. The first one is a new form of enrolment on driving courses by candidates for drivers, which is done by using the so-called Profile of Candidate for Driver (PCD) generated by the county authorities. The second aspect is the new formula of the theoretical (...) state examination. The third issue is the introduction of cash registers for the operators conducting drivers’ education. The fourth feature is the introduction of new categories of the driving license, in particular a category including two-wheeled vehicles. The existing regulations, as well as the huge competition in the market, have contributed to the fact that the activity of training of candidates for drivers has been dominated by the principle according to which the service must be performed in a cheap and fast way. It automatically translates into the low quality of training and the disregard of procedural steps associated with it. In practice, the lack of adequate control on the part of the state is the reason for the fact that driving has become an arbitrary function based on ruthless marketing and low-cost services. In this situation, ethical dilemmas arise that, in the author’s opinion, will not necessarily be resolved by the new legal standards for drivers. (shrink)

Professional Ethics Code in Accounting constitutes a set of principles and values of everyday conduct of people whose work is connected with accounting. Accounting is an information system of enterprises, so it forms the basis of reliable management. Therefore information generated by accounting must be credible. Otherwise, the managing process would be based on false reports, which in consequence could lead to a fall of an economic subject, or it would at least cause the loss of clients, cooperators and associates` (...) trust. Accounting Association in Poland as an organization with more than one hundred years` tradition for people connected with enterprise accounting out of concern for reliability and fairness of carried out and registered economic transactions, recommended the first in Poland ethics code directed to accountants as a professional group. Professional Ethics Code in Accounting is a set of norms which aim is to help people connected with accounting solve ethical dilemmas appearing in their job. It can be said that this code is, so to speak, an answer to unfair accusations formulated against accountants being (in some people`s opinion) a group of “criminals in white collars”. It is obvious that there are different people with different characters in each society. Pathologies were and will be present everywhere. Accountants` environment is not free of them, which is proved by accounting scandals in Poland and abroad (for example the case of Enron company in the United States). In order to avoid generalizing, it must be underlined that among the ones connected with accounting, there are a lot of honest people caring about the company`s good name. (shrink)

Responses to the COVID-19 pandemic prompted people and institutions to turn to online virtual environments for a wide variety of social gatherings. In this perspectives article, we draw upon our previous work and interviews with Ghanaian Christian leaders to consider implications of this shift. Specifically, we propose that the shift from physical to virtual interactions mimics and amplifies the neoliberal individualist experience of abstraction from place associated with Eurocentric modernity. On the positive side, the shift from physical to virtual environments (...) liberates people to selectively pursue the most fulfilling interactions, free from constraints of physical distance. On the negative side, the move from physical to virtual space necessitates a shift from material care and tangible engagement with the local community to the psychologization of care and pursuit of emotional intimacy in relations of one’s choosing—a dynamic that further marginalizes people who are already on the margins. The disruptions of the pandemic provide an opportunity to re-set social relations, to design ways of being that better promote sustainable collective well-being rather than fleeting personal fulfillment. Harry V. Jaffa (1918-2015), professor at Claremont McKenna College and Distinguished Fellow of the Claremont Institute, was one of the most influential thinkers of the 20th century. His hundreds of students have reached positions of power and prestige throughout the intellectual and political world, including the Supreme Court and the Trump White House. Jaffa authored Barry Goldwater's famous 1964 Republican Convention speech which declared, "Extremism in the defense of liberty is no vice. And moderation in the pursuit of justice is (...) no virtue." William F. Buckley, Jaffa's close friend and a key figure in shaping the modern conservative movement, wrote, "If you think it is hard arguing with Harry Jaffa, try agreeing with him." His widely acclaimed book Crisis of the House Divided: An Interpretation of the Issues in the Lincoln-Douglas Debates (1959), was the first scholarly work to treat Abraham Lincoln as a serious philosophic thinker. As the earliest protégé of the controversial scholar Leo Strauss, Jaffa turned his theoretical insights to understanding the United States as the "best regime" in principle. He saw the American Revolution and the Civil War as world-historical events that revealed the true nature of politics. Statesmanship, constitutional government, and the virtues of republican citizenship are keys to unlocking the most important truths of political philosophy. Jaffa's student, Glenn Ellmers, was given complete access to Jaffa's private papers at Hillsdale College to produce the first comprehensive examination of his teacher's vast body of work. The sense of embodiment is vital for self recognition. An examination of anosognosia for hemiplegia—the inability to recognise that one is paralysed down one side of one’s body—suggests the existence of ‘online’ and ‘offline’ representations of the body. Online representations of the body are representations of the body as it is currently, are newly constructed moment by moment and are directly “plugged into” current perception of the body. In contrast, offline representations of the body are representations of what the body (...) is usually like, are relatively stable and are constructed from online representations. This distinction is supported by an analysis of phantom limb—the feeling that an amputated limb is still present—phenomena. Initially it seems that the sense of embodiment may arise from either of these types of representation; however, an integrated representation of the body seems to be required. It is suggested information from vision and emotions is involved in generating these representations. A lack of access to online representations of the body does not necessarily lead to a loss in the sense of embodiment. An integrated offline representation of the body could account for the sense of embodiment and perform the functions attributed to this sense. (shrink)

Rancière’s reception among political theorists connects to what some have called an “aesthetic turn” in the study of politics. One feature of this turn is a critique of the emphasis on reason found in Rawls- and Habermas-inspired political thought. At least on the standard readings of them, Rawls and Habermas conceive of politics as a process of adjudicating competing interests and validity claims. Political theory then becomes an effort to determine the principles that should guide this adjudication and how they (...) might be institutionalized. For theorists of the aesthetic turn, however, such an approach to politics overlooks fundamental issues, specifically about what is sensed and how... (shrink)
