This article describes the education portion of an ongoing grant-sponsored education and research project designed to help graduate students in all engineering disciplines learn about the basic ethical principles, rules, and obligations associated with engineering practice in the United States. While the curriculum developed for this project is used for both domestic and international students, the educational materials were designed to be sensitive to the specific needs of international graduate students. In recent years, engineering programs in the United States have (...) sought to develop a larger role for professional ethics education in the curriculum. Accreditation requirements, as well as pressures from the private sector, have helped facilitate this shift in focus. Almost half of all engineering graduate students in the U.S. are international students. Further, research indicates that the majority of these students will remain in the U.S. to work post-graduation. It is therefore in the interest of the profession that these students, coming from diverse backgrounds, receive some formal exposure to the professional and ethical expectations and norms of the engineering profession in the United States to help ensure that they have the knowledge and skills—non-technical as well as technical—required in today’s engineering profession. In becoming acculturated to professional norms in a host country, international students face challenges that domestic students do not encounter; such as cultural competency, language proficiency, and acculturation stress. Mitigating these challenges must be a consideration in the development of any effective education materials. The present article discusses the project rationale and describes the development of on-line instructional materials aimed at helping international engineering graduate students acclimate to professional engineering ethics standards in the United States. Finally, a brief data summary of students’ perceptions of the usefulness of the content and instructional interface is provided to demonstrate the initial effectiveness of the materials and to present a case for project sustainability. Key overlapping questions examine such issues as an engineering identity, engineering self-understandings enacted in the professional world, distinctive characters of engineering knowledge and how engineering science and engineering design interact in practice. -/- Authors bring with them perspectives from their institutional homes in Europe, North America, Australia\ and Asia. This paper briefly summarizes current thinking in engineering ethics education, argues that much of that ethical instruction runs the risk of being only superficially effective, and explores some of the underlying systemic barriers within academia that contribute to this result. This is not to criticize or discourage efforts to improve ethics instruction. Rather it is to point to some more fundamental problems that still must be addressed in order to realize the full potential of enhanced ethics instruction. This volume, the result of an ongoing bridge building effort among engineers and humanists, addresses a variety of philosophical, ethical, and policy issues emanating from engineering and technology. Interwoven through its chapters are two themes, often held in tension with one another: “Exploring Boundaries” and “Expanding Connections.” “Expanding Connections” highlights contributions that look to philosophy for insight into some of the challenges engineers face in working with policy makers, lay designers, and other members of the public. It also speaks to (...) reflections included in this volume on the connections between fact and value, reason and emotion, engineering practice and the social good, and, of course, between engineering and philosophy. “Exploring Boundaries” highlights contributions that focus on some type of demarcation. Public policy sets a boundary between what is regulated from what is not, academic disciplines delimit themselves by their subjects and methods of inquiry, and professions approach problems with unique goals and by using concepts and language in particular ways that create potential obstacles to collaboration with other fields. These and other forms of boundary setting are also addressed in this volume. Contributors explore these two themes in a variety of specific contexts, including engineering epistemology, engineers’ social responsibilities, engineering and public policy-making, engineering innovation, and the affective dimensions of engineering work. The book also includes analyses of social and ethical issues with emerging technologies such as 3-D printing and its use in medical applications, as well as social robots. Initial versions of the invited papers included in this book were first presented at the 2014 meeting of the Forum on Philosophy, Engineering, and Technology, held at Virginia Tech in Blacksburg, Virginia, USA. Hurricane Katrina was one of the worst disasters in United States history. Failures within New Orleans’ engineered hurricane protection system (levees and floodwalls) contributed to the severity of the event and have drawn considerable public attention. In the time since Katrina, forensic investigations have uncovered a range of issues and problems related to the engineering work. In this article, my goal is to distill from these investigations, and the related literature that has accumulated, some overarching macro-ethical issues that are relevant (...) for all engineers. I attempt to frame these issues, using illustrative examples taken from Katrina, in a way that might be of pedagogical use and benefit for engineering educators interested in engaging their students in discussions of engineering ethics, societal impact of engineered systems, engineering design, or related topics. Some of the issues discussed are problems of unanticipated failure modes, faulty assumptions, lack or misuse of information, the importance of resiliency, the effects of time, balancing competing interests, attending to the details of interfaces, the fickleness of risk perception, and how the past constrains the present. Ontological pluralism is the view that there are different fundamental ways of being. Trenton Merricks has recently raised three objections to combining pluralism with a generic way of being enjoyed by absolutely everything there is: first, that the resulting view contradicts the pluralist’s core intuition; second, that it is especially vulnerable to the charge—due to Peter van Inwagen—that it posits a difference in being where there is simply a difference in kind; and, third, that it is in tension with various (...) historically influential motivations for pluralism. I reply to each of these objections in turn. My replies will help to bring out the true nature of the pluralist’s basic commitments. (shrink)

Pessimism is, roughly, the view that life is not worth living. In chapter 46 of the second volume of The World as Will and Representation, Arthur Schopenhauer provides an oft-neglected argument for this view. The argument is that a life is worth living only if it does not contain any uncompensated evils; but since all our lives happen to contain such evils, none of them are worth living. The now standard interpretation of this argument (endorsed by Kuno Fischer and Christopher (...) Janaway) proceeds from the claim that the value—or rather valuelessness—of life’s goods makes compensation impossible. But this interpretation is neither philosophically attractive nor faithful to the text. In this paper, I develop and defend an alternative interpretation (suggested by Wilhelm Windelband and Mark Migotti) according to which it is instead the actual temporal arrangement of life’s goods and evils that makes compensation impossible. Newberry "I forgive him as far as humanity can forgive. I would do him no injury." Mrs. Dale in Anthony Trollope's The Last Chronicle of Barset, 1867. In the recent philosophical literature on forgiveness, a topic of great concern is the proper characterization of (...) forgiveness or, said in another way, the proper definition of forgiveness. Forgiveness has been defined in a multitude of ways: among others, as the overcoming of resentment, the overcoming of moral hatred, as a speech act, and as forbearance. Of these definitions the one that enjoys anything close to a kind of consensus is that forgiveness is the overcoming of resentment. This position, with various qualifications and stipulations, is held by numerous philosophers, among them R. S. Downie, Kathleen Dean Moore, A. C. Ewing, Martin Hughes, and Jeffrie Murphy. 1 The progenitor of this view is widely acknowledged to be Joseph Butler, who wrote sermons on both resentment and forgiveness nearly three hundred years ago. 2In this paper I will demonstrate that the attribution of this definition of forgiveness to Butler is in error: he did not define forgiveness as the overcoming of resentment but rather as the checking of revenge, or forbearance. Aside from the goal of setting the historical record straight, I have a broader and more important purpose in this essay. One sees that such an interpretation of Butler must provoke two questions. First, why did Butler define forgiveness only in terms of how one is to act, therefore paying no attention, apparently, to how one feels? Second, how do Murphy and the others incorrectly attribute this view to Butler? [End Page 233] I contend that these answers can be addressed if we take a close look at the role of emotions and theories of emotion in the definitions offered by Butler and Murphy (as representative of the group). If I am successful in showing this claim to be plausible, then I will also have demonstrated that more attention needs to be paid to theories of emotion underlying work on forgiveness. But since the misinterpretation of Butler is widespread among contemporary writers on forgiveness and not peculiar to Murphy, my claim is a gesture toward what I take to be a problem greater than mere misinterpretation. Given the fact that a feeling theory of emotions was the predominant theory among philosophers in Butler's day until the end of the nineteenth century and that cognitive theory is currently a dominant philosophical theory, I fear that what has happened is that modern commentators on Butler are unaware that they are imposing their own presupposed theories of emotion onto a text from an earlier historical period.The plan of the paper is first to show by careful exegesis how Butler characterizes forgiveness and then, after a brief sketch of the difference between feeling theory and cognitive theory, to demonstrate how Butler's definition presupposes the former and Murphy's the latter. The distinction between qualitative and non-qualitative properties should be familiar from discussions of the principle of the identity of indiscernibles: two otherwise exactly similar individuals, Castor and Pollux, might share all their qualitative properties yet differ with respect to their non-qualitative properties—for while Castor has the property being identical to Castor, Pollux does not. But while this distinction is familiar, there has not been much critical attention devoted to spelling out its precise nature. I argue that the class of non-qualitative (...) properties is broader than it is often taken to be. When properly construed, it will not only include properties such as being identical to Castor, which somehow make reference to particular individuals, it will also include more general properties such as identity, composition, set membership, as well as various peculiarly ontological properties. Given that some of these more general properties help to explain objective similarity, we have reason to believe that there are fundamental non-qualitative properties. (shrink)

On the Garvaghy Road in the Drumcree community of (...) Portadown, Protestants and Catholics displayed the mutual intolerance and intransigence for which they are notorious. Within each camp, a contagion of ill-will took hold, metamorphosing ancient malice into modern hatred. A volatile fog, toxic with recriminations and threats, descended upon the countryside. The battlelines drawn at Drumcree energized other historical points ofconfrontation across the province. Just as the plucked string of a musical instrument sets the all the others vibrating harmoniously, so the cord struck in Portadown sounded the key to a counterpoint that seemed almost primordial. As the tragic notes of the final measures faded, a numbing silence enveloped a society once again stunned by the violence unleashed within its soul. It was as if the North of Ireland looked at the prospect of peace and announced that it was not going to take it lying down. A strangely 102Byron Bland irrational logic seemed to drive events. Viewed from afar, it never should have happened. Neither Protestants nor Catholics stood to gain anything of tangible value. Only in retrospect—from the finale once the standoff had energized every potential division backwards—do substantive political issues emerge. However, this collapsing of events obscures the interactive process from which this mishap arose and leaves the central and confounding mystery unsolved: how did a dispute about nothing so quickly become a conflict about everything? The answer to this enigma lies in the mimetic theory of René Girard. Sinn Fèin Party Chairman Mitchel McLaughlin parsed correctly, but not insightfully, the social dynamics of this explosive situation. Shortly before the July marching season, he affirmed the right of Protestants to march. Nevertheless, he maintained, Catholics would tolerate no triumphalism. The problem is, of course, that Protestants don't march in the abstract. They march down specific streets, passing through particular communities, toward specified locations. Their Lambeg drums boom out a terrifying cadence. Their Bowler hats, black-thorn canes, and orange sashes shout a silent message for all to hear. Without triumphalism, an Orange march is simply a pointless stroll. It is nothing—a non-event, a momentous occasion that did not happen. Orange triumphalism needs serious nationalist resistance to be more than ludicrous display ofparanoid-driven pomposity. Orange "marching" must provoke a Catholic "rising." It has to find a contumacious partner before the mimetic choreography of "not any inch" can proceed. Only then can the thundering beat of the Lambeg drum transform the contestants into violent doubles, each captivated by a spellbinding obsession with the other. From the pounding rhythms spring forth entranced rivals who are much more than mere competitors. Caught in a tragedy replayed thousands of times, Catholics and Protestants stare across the bloody boundary of small differences that separates them. Their opposition defines the mirrored sameness of their common Irishness as utterly alien. With melodramatic anticipation, both await the moment when violence seals off the expelled other and circumscribes the sacred realm of our metaphysical identity. The development of early childhood care, education, and development programs in Indonesia suggests unexpected linkages between democratization, empowerment, and neoliberal policy regimes. Despite the shift to grassroots organizing and to empowerment as a goal of development, in Indonesia there is tremendous continuity in the use of women's work to provide social welfare at the community level. Ethnographic research illuminates the impact on women's work and their own interpretation of programs to empower children.

A consensus exists among contemporary philosophers of biology about the history of their field. According to the received view, mainstream philosophy of science in the 1930s, 40s, and 50s focused on physics and general epistemology, neglecting analyses of the 'special sciences', including biology. The subdiscipline of philosophy of biology emerged (and could only have emerged) after the decline of logical positivism in the 1960s and 70s. In this article, I present bibliometric data from four major philosophy of science journals (Erkenntnis, (...) Philosophy of Science, Synthese, and the British Journal for the Philosophy of Science), covering 1930-59, which challenge this view. (shrink)

Jean-Jacques Rousseau is often associated with a certain political mode of relating to another, where a person is a locus of enforceable demands. I claim that Rousseau also articulated an affective mode of relating to another, where a person is seen as the locus of a kind of value that cannot be demanded. These are not isolated sides of a distinction, for the political mode constitutes a solution to certain problems that the affective mode encounters in common social circumstances, allowing (...) us to see how these modes might be distinct while the political nevertheless shapes the affective. I contrast this approach with that of some contemporary Kantian writers on affective phenomena who, for reasons rooted in Kant’s moral philosophy, have modeled affective ways of relating to others on duty. I claim that Rousseau’s writing provides us with a way of capturing the correct insight of these accounts—that some of our emotional responses to others are ways of appreciating their personhood—while avoiding the characteristic implausibilities of their close association between the affective and the political. It is common, though perhaps not correct, to think that practical rationality is strictly instrumental.1 The functions of instrumental reason include finding suitable means to our determinate ends, helping to determine our indeterminate ends, and implementing our principles in appropriate actions. One reason that might be given for adopting instrumentalism with respect to rationality might be that our best scientific evidence offers little support for the idea that our brains have powers to detect good and bad as such in persons, (...) actions, or lives. But whatever one’s reasons for taking up instrumentalism, it remains to specify the relationship means are to have with ends. A natural demand is that instrumentally rational actions implement the best means to one’s given ends. Optimizing conceptions of rationality endorse this demand. A competing conception of rationality—the satisficing conception—weakens this requirement and permits some rational actions to implement (merely) satisfactory means to the agent’s given ends. The present article argues that instrumentalist theories of rationality as commonly understood cannot consistently accommodate this satisficing conception of rationality. (shrink)

No new ethical issue is created by reproductive technologies. The state should not intervene to suppress individual rights to take advantage of these technologies, including third party donations. Some individuals will view these technologies as the best available option for having and rearing children. The major values to be protected in public policy ought to be compassion, privacy and procreative rights.

Some properties such as having a beard and being a philosopher are intuitively qualitative, while other properties such as being identical to Plato and being a student of Socrates are intuitively non-qualitative. It is often assumed that, necessarily, a property is qualitative if and only if it can be designated descriptively without the aid of directly referential devices. I argue that this linguistic thesis fails in both directions: there might be non-qualitative properties that can be designated descriptively, and there appear (...) to be qualitative properties that can only be designated directly. I conclude that while the linguistic thesis is ultimately untenable as stated, it can be plausibly recast as a thesis about our concepts rather than the properties they designate. (shrink)

This is not to criticize or discourage efforts to improve ethics instruction. Rather it is to point to some more fundamental problems that still must be addressed in order to realize the full potential of enhanced ethics instruction. How do we think about what we plan to do? One dominant answer is that we select the best possible option available. However, a growing number of philosophers would offer a different answer: since we are not equipped to maximize we often choose the next best alternative, one that is no more than satisfactory. This strategy choice is called satisficing. This collection of essays explores both these accounts of practical reason, examining the consequences for adopting one or the other for (...) moral theory in general and the theory of practical rationality in particular. It aims to address a constituency larger than contemporary moral philosophers and bring these questions to the attention of those interested in the applications of decision theory in economics, psychology and political science. In 1897, Cambridge University created a professorship in Mental Philosophy and Logic; despite the double name it was filled by a “mental philosopher,” James Ward, who did no work in logic. The chief logician candidate, John Venn, then turned his attention elsewhere, leaving Cambridge without senior leadership in logic. Ward himself turned to other philosophical issues, doing little further original work in mental philosophy. Cambridge became a center for a fresh interpretation of logic in the early 20th century, but with (...) no help from Venn. Psychology split off from mental philosophy, and what remained, the “philosophy of mind,” was developed elsewhere until after Ward’s tenure. (shrink)

Approaches to Meaning in Music presents a survey of the problems and issues inherent in pursuing meaning and signification in music, and attempts to rectify the conundrums that have plagued philosophers, artists, and theorists since the time of Pythagoras. Optimism and pessimism are two diametrically opposed views about the value of existence. Optimists maintain that existence is better than non-existence, while pessimists hold that it is worse. Arthur Schopenhauer put forward a variety of arguments against optimism and for pessimism. I will offer a synoptic reading of these arguments, which aims to show that while Schopenhauer’s case against optimism primarily focuses on the value or disvalue of life’s contents, his case for pessimism focuses on the ways in which life (...) as a whole is structurally defective. Recent literature defends consequentialism against the charge that consequentialists cannot be friends. This paper argues in rebuttal that consequentialists value friends for the wrong reasons. Even if they are motivated by love and affection, consequentialists must act as if they valued their friends as merely instrumental goods, a mode of valuing I call. I conclude by suggesting the root cause of the problem of intrinsic value for consequentialism.

In the first part of this paper, I argue that the positions set out in traditional debates about abortion are focused on the status of the fetus to the extent that they ignore the value and meaning of pregnancy as something involving persons other than the fetus. -/- In the second part of the paper, I build on Hilde Lindemann’s ideas by arguing that recognition of the related activities of calling a fetus into personhood and creating an identity as a (...) parent allow us to make sense of a variety of reactions to pregnancy and pregnancy loss while recognizing that pregnancy can and does have meaning for many people in many cases. The evil God challenge argues that for every theodicy that justifies the existence of an omnibenevolent God in the face of evil, there is a mirror theodicy that can defend the existence of an omnimalevolent God in the face of good. People who invoke the evil God challenge further argue that because we find evil God theodicies to be implausible, we should find good God theodicies to be equally implausible.
