This paper points out that the provincial mechanics' institutes of England in their early years were as much the product of a general and pervasive scientific culture as they were of a particular educational movement. To this extent the institutes can be interpreted within the context of wider social and economic changes. The bulk of the paper relates to the Mechanics' Institute at Sheffield in the period 1832–50, but through this and other material it is argued that this case study (...) deserves general consideration. This paper attempts to suggest the changing organisation of scientific culture and scientific institutions in London in the approximate period 1790–1820. A preliminary survey of the varieties of science in the city is followed by a treatment of one instance of informal association, the Askesian Society of 1796–1807. The intention is to provide a significant amount of data in an extra-institutional manner, and to illustrate a possible relationship between scientific culture and scientific advance. This paper, the first of two on science and technology in Modern China, sets out to estimate the success of China's technology strategy since 1949. It focuses on a clarification of such key terms as ‘appropriate technology’ and ‘alternative technology’. We argue that any statement about technology policy or its success involves an analysis of institutions as well as physical artifacts or production processes. A review of Chinese economic development in terms of technological phases suggests that recent changes designed to (...) improve the capacity of the Chinese technological system to absorb advanced technology from outside are not, in fact, a denial of the past, but are one measure of the reasonable success of past technological strategies. SummaryThe contrasting economic and technological histories of Japan, China, and India prior to 1914 are very often explained in socio-cultural terms. It is too easily assumed that culturally Japan was somehow more ‘prone’ to development along Western lines than were either of China and India. This paper addresses the socalled ‘failure’ of economic modernization in China and India in terms of socioeconomic processes and mechanisms. Knowledge and machinery were transferred to all three nations prior to 1914. But only in Japan (...) were conditions favourable to the subsequent adoption, diffusion, and adaptation of technologies. A major argument is that officialdom in China and India was not unwary or dissolute but merely hamstrung through a removal of effective sovereignty over decision making. The reduction of sovereignty was of greater importance than the supposed retardative impact of deeply held cultural traits. (shrink)

Often enough, the uniqueness of Japanese economic history has been analysed in terms of overarching ‘cultural’ imperatives. The following paper utilizes key episodes in the transition of the Japanese economy in order to suggest that its impetus lay in the political economy of the nation's relations with Western science and technology and the subsequent developments whereby technological change became institutionalized. The power of the Japanese State—forged from a heady mixture of relative backwardness, fear, and militarism—was a necessary feature of national (...) ‘response’, and therefore an integral ingredient of the process whereby Japan began to pose a serious challenge to the superiority of ‘Western’ modes of development and change. The learning process was not, predominantly, one of national acculturation. Rather, the Japanese leadership from the Tokugawa period onwards deliberately and overtly set out to assimilate Western science and technology within an institutional framework which would ensure self-sustained and increasingly independent economic development. We end with an approach to technological systems which may be considered of more general interest to historians of modern technology. (shrink)

In the late Middle Ages the philosopher and mystic Meister Eckhart preached that to know the truth you must be the truth. But how to be the truth? Eckhart's answer comes in the form of an imperative: release yourself, let be. Only then will you be able to understand that the deepest meaning of being is releasement. Only then will you become who you truly are. This book interprets Eckhart's Latin and Middle High German writings under the banner of an (...) imperative of releasement, and then shows how the twentieth-century thinker Martin Heidegger creatively appropriates this idea at several stages of his career. Heidegger had a lifelong fascination with Eckhart, referring to him as "the old master of letters and life." Drawing on archival material and Heidegger's marginalia in his personal copies of Eckhart's writings, Moore argues that Eckhart was one of the most important figures in Heidegger's philosophy. This book also contains previously unpublished documents by Heidegger on Eckhart, as well as the first English translation of Nishitani Keiji's essay "Nietzsche's Zarathustra and Meister Eckhart," which he initially gave as a presentation in one of Heidegger's classes in 1938. In the part of the first Critique known as “The Paralogisms of Pure Reason” Kant seeks to explain how even the most acute metaphysicians could have arrived, through speculation, at the ruefully dogmatic conclusion that the self (understood as the subject of thoughts or "thinking I") is a substance. His diagnosis has two components: first, the positing of the phenomenon of “Transcendental Illusion”—an illusion, modelled on but distinct from, optical illusion--that predisposes human beings to accept as sound--and as known to (...) sound--certain in fact flawed arguments for substantive theses about the nature of the self; second, the identification of the fallacy we commit when we succumb to this illusion. It is explained how these two elements combine to produce a central instance of (what Kant sees as) dogmatic speculative metaphysics, namely, the doctrine that the self is a substance in the sense of a necessarily non-inhering subject of inherence. It is argued that Kant has a novel, ingenious, and even somewhat plausible account of the route by which the rational psychologist arrives--or might arrive--at this view, an account that involves identifying a rather deep-rooted confusion about the very nature of conceivability. The paper argues that philosophers commonly misidentify the substitutivity principle involved in Russell’s puzzle about substitutivity in “On Denoting”. This matters because when that principle is properly identified the puzzle becomes considerably sharper and more interesting than it is often taken to be. This article describes both the puzzle itself and Russell's solution to it, which involves resources beyond the theory of descriptions. BackgroundSocio-cultural perceptions surrounding death have profoundly changed since the 1950s with development of modern intensive care and progress in solid organ transplantation. Despite broad support for organ transplantation, many fundamental concepts and practices including brain death, organ donation after circulatory death, and some antemortem interventions to prepare for transplantation continue to be challenged. Attitudes toward the ethical issues surrounding death and organ donation may influence support for and participation in organ donation but differences between and among diverse populations have not (...) been studied.ObjectivesIn order to clarify attitudes toward brain death, organ donation after circulatory death and antemortem interventions in the context of organ donation, we conducted a scoping review of international English-language quantitative surveys in various populations.Study appraisalA search of literature up to October 2020 was performed, using multiple databases. After screening, 45 studies were found to meet pre-specified inclusion criteria.Results32 studies examined attitudes to brain death, predominantly in healthcare professionals. In most, around 75% of respondents accepted brain death as equivalent to death of the person. Less common perspectives included equating death with irreversible coma and willingness to undertake organ donation even if it caused death. 14 studies examined attitudes to organ donation following circulatory death. Around half of respondents in most studies accepted that death could be confidently diagnosed after only 5 min of cardiorespiratory arrest. The predominant reason was lack of confidence in doctors or diagnostic procedures. Only 6 studies examined attitudes towards antemortem interventions in prospective organ donors. Most respondents supported minimally invasive procedures and only where specific consent was obtained.ConclusionsOur review suggests a considerable proportion of people, including healthcare professionals, have doubts about the medical and ethical validity of modern determinations of death. The prognosis of brain injury was a more common concern in the context of organ donation decision-making than certainty of death. (shrink)

A dealbreaker, in the sense developed in this essay, is a relationship between a person's psychology and an aspect of an artwork to which they are exposed. When a person has a dealbreaking aversion to an aspect of a work, they are blocked from embracing the work's aesthetically positive features. I characterize dealbreakers, distinguish this response from other negative responses to an artwork, and argue that the presence or absence of a dealbreaker is in some cases an appropriate target of (...) moral evaluation. I then use the concept of dealbreakers to develop a new approach to the question of our moral obligations with respect to the work of immoral artists, arguing that there is no general obligation binding us to cultivate or eliminate a dealbreaking aversion to their work. I conclude by suggesting several other philosophical debates that could benefit from a focus on dealbreakers. (shrink)

In the Tractatus Wittgenstein criticizes Frege and Russell's view that laws of inference (Schlussgesetze) "justify" logical inferences. What lies behind this criticism, I argue, is an attack on Frege and Russell's conceptions of logical entailment. In passing, I examine Russell's dispute with Bradley on the question whether all relations are "internal".
