Attractions of overseas high-level returned talents have become a widely practiced talent policy, and the spatial structures of city-related interactions are drawing the attention of researchers from various fields. China is particularly an interesting case in point, as it has moved toward an innovation-oriented economy. Based on the movement trajectories of 2,846 returnees in a program entitled “Young Thousand Talents Plan” during 2011–2016, this paper identifies three city types in China: national core city, regional excellent city, and regional special city. (...) Subsequently, this paper employs spatial visualization and qualitative interviews. This paper also goes on to show that the national core cities that possess dense research resources that coincide with premium life conditions and have objectively more favorable conditions, wider opportunities for attracting highly qualified specialists. The paper assumes that to be of practical interest process must be understood as physical action that takes place in the world rather than being an idea in the mind. It argues that if an ontology of process is to accommodate actuality, it must be represented in terms of relative probabilities. Folk physics cannot accommodate this, and so the paper appeals to scientific culture because it is an emergent knowledge of the world derived from action in it. Process is represented (...) as a contradictory probability distribution that does not depend on a spatio-temporal frame. An actuality is a probability density that grounds the values of probabilities to constitute their distributions. Because probability is a conserved value, probability distributions are subject to the constraint of symmetry and must be zero-sum. An actuality is locked-in by other actualities to become a zero-sum symmetry of probability values. It is shown that the locking-in of actualities constructs spatio-temporal locality, lends actualities specificity, and makes them a contradiction. Localization is the basis for understanding empirical observation. Because becoming depends on its construction of being, processes exist as trajectories. The historical trajectories of evolution and revolution as well as the non-historical trajectory of strong emergence are how processes are observed to exist. (shrink)

BackgroundDealing with end of life is challenging for patients and health professionals alike. The situation becomes even more challenging when a patient requests a legally permitted medical service that a health professional is unable to provide due to a conflict of conscience. Such a scenario arises when Victorian health professionals, with a conscientious objection (CO) to voluntary assisted dying (VAD), are presented with patients who request VAD or merely ask about VAD. The Voluntary Assisted Dying Act 2017 (Vic) recognizes the (...) inherent conflict of conscience that may arise for some health professionals when asked to provide VAD and responds by affording broad protection to conscientious objectors who wish to refuse to take part in the VAD process.MethodsSeventeen semi-structured qualitative interviews were conducted with Victorian health professionals with a self-identified CO to VAD in the lead-up to the implementation of VAD in Victoria. Interviews explored how participants anticipated they would manage their CO in practice. Interviews were transcribed verbatim and analyzed thematically.ResultsOur results reveal that the way in which health professionals claimed they would approach CO conversations is variable and was dependant on the strength of their opposition to VAD. We categorized conscientious objectors according to their approach as either dissuasive non-referrers, passive non-referrers, facilitators or negotiators. Our study also explores the perceived difficulties of exercising one’s CO as identified by our participants.ConclusionThe broad protection offered by the Voluntary Assisted Dying Act 2017 (Vic) encourages a range of behaviors from conscientious objectors, due to the minimal obligations imposed. In order to assist conscientious objectors, more policy, institutional guidance, and education needs to be available to conscientious objectors explicitly addressing how to effectively manage one’s CO. Such guidance is imperative to ensuring that their moral integrity is preserved and that they are exercising their CO appropriately. (shrink)

During the debates about the legalization of Voluntary Assisted Dying in Victoria, Australia, the presence of anti-VAD health professionals in the medical community and reported high rates of conscientious objection to VAD suggested access may be limited. Most empirical research on CO has been conducted in the sexual and reproductive health context. However, given the fundamental differences in the nature of such procedures and the legislation governing it, these findings may not be directly transferable to VAD. Accordingly, we sought to (...) understand how CO operates in the context of VAD. Prior to the implementation of the VAD legislation in June 2019, we conducted semi-structured interviews with seventeen health professionals with a self-declared CO to VAD, to explore what motivated their CO. Participants identified multiple motivations, which can be broadly categorized as: concerns for oneself; concerns for patients; concerns about the current Victorian legislation; and concerns for the medical profession. Participants’ moral commitments included personal, professional, and political commitments. In some cases, one’s CO was specific to Victoria’s current legislation rather than VAD more broadly. Our findings suggest CO motivations extend beyond those traditionally cited and suggest a need to better understand and manage CO in the healthcare context. (shrink)

The family, like so many other modern institutions, often looks more like an arena of competing wills than an ordered life in common. If we hope, therefore, to protect the special role that parents should have in relation to their children, and that the family in general should have in relation to its members, we will need a much more developed account of the goods that are at stake and why we think they are important enough to require authority, even (...) when members of the family oppose the decisions of that authority. This essay develops an older account of authority, one rooted in the thought of Aristotle and St. Thomas Aquinas, and applies this account to our present difficulties concerning the authority of the family over its members in health care decision making. This essay first develops St. Thomas Aquinas’s appropriation of Aristotle's hylomorphic account of human nature by considering Aquinas’s commentary on the De anima and Aquinas's own mature account of human nature in the Summa Theologiae. It is then made clear how a series of problems arises for Aquinas’s position based on whether we emphasize body/soul unity or the special status of the intellectual soul, taking as the central difficulty the status of the disembodied soul between death and resurrection. Frequent and open interaction between venture capitalists and entrepreneurs is necessary for venture capital investments to occur. Increasingly, these investments are made across jurisdictions. The vast majority of these cross-border investments are carried out in a syndicate of two or more VCs, indicating the effects of intra-industry networks needing further analysis. Using China as a model, we provide a novel multidimensional framework to explain cross-border investments in innovative ventures across developed and emerging economies. By analyzing a unique international dataset, we (...) examine worldwide venture capital investment flows from 2000–2012 and consider the effects of geographical, cultural, and institutional proximity as well as institutional and relational trust. We find trust to mitigate the negative effects of geographical and cultural distance, where institutional trust is more relevant for investments in emerging economies, and relational trust is more relevant for investments in developed economies. This essay develops the foundations of a Thomistic ethics of inquiry by proposing an account of 'consilium' (or practical deliberation) that is essentially social. This account in turn has three important implications. First, the moral knowledge available to us prior to the workings of 'consilium' is too vague to ground anything approaching substantive moral conclusions (the content of 'synderesis' is significantly limited). Second, if the apprehension of all but the very highest moral truths depends on a series of deliberative relationships, (...) the nature and development of those relationships must be a central task of Thomistic ethics. Next SectionPublic and healthcare professionals differ in their attitudes towards euthanasia and physician-assisted suicide (PAS), the legal status of which is currently in the spotlight in the UK. In addition to medical training and experience, religiosity, locus of control and patient characteristics (eg, patient age, pain levels, number of euthanasia requests) are known influencing factors. Previous research tends toward basic designs reporting on attitudes in the context of just one or two potentially influencing factors; we aimed to test the comparative (...) importance of a larger range of variables in a sample of nursing trainees and non-nursing controls. One hundred and fifty-one undergraduate students (early-stage nursing training, late-stage nursing training and non-nursing controls) were approached on a UK university campus and asked to complete a self-report questionnaire. Participants were of mixed gender and were on average 25.5 years old. No significant differences in attitude were found between nursing and non-nursing students. There was a significant positive correlation between higher religiosity and positive attitude toward euthanasia (r=0.19, p<0.05) and a significant negative relationship between internal locus of control and positive attitude toward PAS (r=−0.263, p<0.01). Multivariate analyses revealed differing predictor models for attitudes towards euthanasia and PAS, and confirm the importance of individual differences in determining these attitudes. The unexpected direction of association between religiosity and attitudes may reflect a broader cultural shift in attitudes since earlier research in this area. Furthermore, these findings suggest it possible that experience, more than training itself, may be a bigger influence on attitudinal differences in healthcare professionals. (shrink)

Jacques Maritain claims in the opening pages of Scholasticism and Politics that his distinction between individuality and personality is a universal one, and is found prominently, for example, in classical Hindu philosophy. After explaining Maritain's use of these terms, and their importance in Scholasticism and Politics, I consider the principle Upanishads and The Bhagavad Gita in order to see how true Maritain's claim might be, and what importance this might have for politics.

This paper develops some foundations for an Aristotelian ethics of the built environment by combining the formal elements of Aristotelian justice with the design theory of Christopher Alexander. The resulting ordered set of human actions and their corresponding built environments require social deliberation about the integration of activities. This deliberation is required at all levels of human action, is characterized by local and step-wise decision making, and in important ways makes it possible for us to know if and how we (...) are harming others. On the political level this is embodied in the “public square,” whose essential purpose as integrative and moral-epistemological has deep and provocative implications for our built environment. For example, walkable human communities should be the default ethical choice for our built environment. I conclude by discussing a two-fold challenge to the New Urbanism movement for the light this sheds on the overall argument. (shrink)

W. David Solomon sits at the very center of the revival of virtue ethics. Solomon's work extended what began with the publication of G. E. M. Anscombe's "Modern Moral Philosophy" (1958) by solidifying virtue ethics as a viable approach within contemporary moral philosophy. Beyond the Self: Virtue Ethics and the Problem of Culture comprises twelve chapters: eleven that employ Solomon's work and legacy, followed by a twelfth concluding chapter by Solomon himself. Each chapter deepens and develops virtue ethics as a (...) rich intellectual tradition rooted in Aristotle and Thomas Aquinas. Editor Raymond Hain divides the volume into three sections. The first addresses the historical contexts of happiness, justice, and mercy in the tradition of Aristotle and Thomas Aquinas. The second turns to recent themes in normative ethics, focusing on topics such as morality, virtue, and egoism. The third discusses broader ethical issues with significant cultural implications, such as human dignity, physician-assisted suicide, and secularization. Beyond the Self uncovers the shortcomings of contemporary moral philosophy and the depth and capacity of the Aristotelian and Thomistic traditions, reminding the reader that classical virtue ethics remains the most promising framework for understanding the moral life. The public often believes that parents have a right to make medical decisions about their child. The idea that, in respect of children, doctors should do what parents tell them to do is problematic on the face of it. The effect of such a claim would be that a doctor who acted deliberately to harm a child would be making a morally correct decision, providing only that it is what the child’s parents said they wanted. That is so obviously nonsense (...) that it cannot be what people who claim it actually mean. In this paper, I suggest that the claim actually represents either or both of two misunderstandings. It can be a result of wrongly appealing to the principle of respect for autonomy, or a belief that doctors are not committed to acting in the interests of the child. In this paper, I show that, while neither belief is entirely justified, there are elements of truth in both. I argue that if ethically correct decisions are those that are directed to improving the quality of a child’s existence, then neither parents nor doctors are in a position to make ethically correct decisions about a child except in discussion with one another. Where such discussion is not possible, I suggest there should be a national Children’s Interests Panel to agree on the child’s interests. The panel should include, but not be limited to, paediatricians and lawyers and its decisions should be legally binding on all parties. (shrink)

Introduction The General Medical Council stipulates that doctors must be competent professionals, not merely scholars and practitioners. Medical school curricula should enable students to develop professional values and competencies. Additionally, medical schools are moving towards integrated undergraduate curricula, Cardiff's C21 being one such example. Methods We carried out an audit to determine the extent to which C21 delivers GMC professionalism competencies, and a student questionnaire to explore student perspective on ethics and professionalism. Results and discussion C21 delivers explicit or implicit (...) teaching for all major GMC competencies, though some missed opportunities remain. The questionnaire responses showed that most students value ethics and professionalism teaching, and that it is most well received when delivered in a variety of ways and contexts throughout the curriculum. We also note that some respondents confuse ethics and professionalism with the policing of student behaviour. Conclusions C21 and curricula like it offer many opportunities for nurturing ethically and professionally competent physicians. Students appear to value this, though there remains confusion between medical school discipline and ethics and professionalism which needs further explication. (shrink)

BackgroundExercise is one of the effective ways to improve cognition. Different forms of exercises, such as aerobic exercise, resistance exercise, and coordination exercise, have different effects on the improvement of cognitive impairment. In recent years, exergames based on Non-Immersive Virtual Reality have been widely used in entertainment and have gradually been applied to clinical rehabilitation. However, the mechanism of NIVR-Exergames on improving motor cognition has not been clarified. Therefore, the aim of this study is to find whether NIVR-Exergames result in (...) a better neural response mechanism to improve the area of the cerebral cortex related to motor cognition under functional near-infrared spectroscopy dynamic monitoring in comparison with resistance exercise.MethodsA cross-over study design was adopted in this study, and 15 healthy young subjects were randomly divided into group A and group B according to a computerized digital table method. Task 1 was an NIVR-Exergame task, and Task 2 was resistance band stretching. Group A first performed Task 1, rested for 30 min, and then performed Task 2. Group B had the reverse order. The fNIRS test was synchronized in real time during exercise tasks, and heart rate measurements, blood pressure measurements, and 2-back task synchronization fNIRS tests were performed at baseline, Post-task 1, and Post-task 2. The primary outcomes were beta values from the general linear model in different regions of interest, and the secondary outcomes were heart rate, blood pressure, reaction time of 2-back, and accuracy rate of 2-back.ResultsThe activation differences of Task 1 and Task 2 in the right premotor cortex and the left PMC were statistically significant. There were statistically significant differences in the activation of the right supplementary motor area, left dorsolateral prefrontal cortex, left and right PMC between baseline and Post-task 1. The differences in systolic pressure between the two groups at three time points among women were statistically significant.ConclusionIn this study, we found that NIVR-Exergames combined with motor and challenging cognitive tasks can promote the activation of SMA, PMC and DLPFC in healthy young people compared with resistance exercise alone, providing compelling preliminary evidence of the power for the rehabilitation of motor and cognitive function in patients with central nervous system diseases. In this essay I consider the device of depthlessness in film. I am interested in particular in the ways in which this device can determine, or at least raise questions about, the nature of the fictional world. Taking my cue from two films from the turn of the century – Gary Ross' 1998 film Pleasantville and Matthieu Kassovitz' 1995 La Haine – as well as, more broadly, arts historical and cultural theoretical debates, where rather more attention has been devoted to (...) the issue of depthlessness, I focus on moments in which depth, that is, in Andre Bazin's oft-cited words, the “continuity” of the fictional realm, is flattened so as to trace the correlation between depthlessness and the ontology of the fictional world. The two strategies I look at are shallow focus and the dolly zoom. What I intend, here, is to offer some first, superficial, reflections that may allow us to begin thinking about this cinematic notion of the depthless as a device and concept in its own right, with its own ration...
