The neuroanatomical substrates controlling and regulating sleeping and waking, and thus consciousness, are located in the brain stem. Most crucial for bringing the brain into a state conducive for consciousness and information processing is the mesencephalic part of the brain stem. This part controls the state of waking, which is generally associated with a high degree of consciousness. Wakefulness is accompanied by a low-amplitude, high-frequency electroencephalogram, due to the fact that thalamocortical neurons fire in a state of tonic depolarization. Information (...) can easily pass the low-level threshold of these neurons, leading to a high transfer ratio. The complexity of the electroencephalogram during conscious waking is high, as expressed in a high correlation dimension. Accordingly, the level of information processing is high. Spindles, and alpha waves in humans, mark the transition from wakefulness to sleep. These phenomena are related to drowsiness, associated with a reduction in consciousness. Drowsiness occurs when cells undergo moderate hyperpolarizations. Increased inhibitions result in a reduction of afferent information, with a lowered transfer ratio. Information processing subsides, which is also expressed in a diminished correlation dimension. Consciousness is further decreased at the onset of slow wave sleep. This sleep is controlled by the medullar reticular formation and is characterized by a high-voltage, low-frequency electroencephalogram. Slow wave sleep becomes manifest when neurons undergo a further hyperpolarization. Inhibitory activities are so strong that the transfer ratio further drops, as does the correlation dimension. Thus, sensory information is largely blocked and information processing is on a low level. Finally, rapid eye movement sleep is regulated by the pontine reticular formation and is associated with a ''wake-like'' electroencephalographic pattern. Just as during wakefulness, this is the expression of a depolarization of thalamocortical neurons. The transfer ratio of rapid eye movement sleep has not yet been determined, but seems to vary. Evidence exists that this type of sleep, associated with dreaming, with some kind of perception and consciousness, is involved in processing of ''internal'' information. In line with this, rapid eye movement sleep has higher correlation dimensions than slow-wave sleep and sometimes even higher than wakefulness. It is assumed that the ''near-the-threshold'' depolarized state of neurons in the thalamus and cerebral cortex is a necessary condition for perceptual processes and consciousness, such as occurs during waking and in an altered form during rapid eye movement sleep. Merker suggests that the thalamocortical system is not an essential system for consciousness, but, instead, that the midbrain reticular system is responsible for consciousness. Indeed, the latter is a crucial system for consciousness, when consciousness is regarded as the waking state. However, when consciousness is regarded as phenomenal consciousness, for which experience and perception are essential elements, the thalamocortical system seems to be indispensable. The validity of dream recall is discussed. What is the relation between the actual dream and its later reflection? Nielsen proposes differential sleep mentation, which is probably determined by dream accessibility. Solms argues that REM sleep and dreaming are double dissociable states. Dreaming occurs outside REM sleep when cerebral activation is high enough. That various active sleep states correlate with vivid dream reports implies that REM sleep and dreaming are single dissociable states. Vertes & Eastman reject that REM sleep is (...) involved in memory consolidation. Considerable evidence for this was obtained by REM deprivation studies with the dubious water tank technique. Walker's target article proposes a refinement of the well known two-stage model of memory formation to explain the positive effects of sleep on consolidation. After a first stage in which a labile memory representation is formed, a further stabilisation of the memory trace takes place in the second stage, which is dependent on (REM) sleep. Walker has refined the latter stage into a stage in which a consolidation-based enhancement occurs. It is not completely clear what consolidation-based enhancement implies and how (...) it can be dissociated from a stage for memory-stabilisation. A more serious consideration, however, is whether a second stage in memory consolidation that is solely dependent on sleep, is really necessary. The classical, passive, interference theory is able to explain adequately the findings related to the effects of sleep and memory, and can lead perhaps better to an understanding of the highly variable data in this field. This paper introduces and discusses three models of future: a determinist model, a stochastic model, and the model of True Prophetic Knowledge. All three models coexist in natural languages and are represented both in their grammatical systems and in the text-building discourse strategies speakers and authors apply to.

This paper explores the hypothesis that proper names serve as anchors identifying the individuals in the possible or real world. This hypothesis is tested on Old Icelandic narratives. A prominent feature of Old Icelandic sagas is that the narrative matter is not quite new. A Saga is reliable iff it refers to the events relevant for its audience and accepted as true by the whole community. I argue that proper names must be regarded as references to the background knowledge of (...) the medieval audience. I follow two contemporary Sagas based on the fresh events and show that proper names in a Saga mind were arranged in form of a database, each type of a personal designation having its charachteristic text-building profile. The form of the name and its frequency in the Saga are linked with the rank of the character. The high number of people mentioned in the Sagas is explained by the fact that the Sagas aimed at describing the real world, where the names of the individuals and the events they were involved cross-identified each other. Every character had its rigid identifiers. The total amount of propria is always higher than the number of active figures. I classify the Saga characters into five ranks and discuss their information-structural profiles. (shrink)

Since it is now broadly acknowledged that ethics should receive early consideration in discourse on emerging technologies, ethical debates tend to flourish even while new fields of technology are still in their infancy. Such debates often liberally mix existing applications with technologies in the pipeline and far-reaching visions. This paper analyses the problems associated with this use of ethics as “preparatory” research, taking discourse on human enhancement in general and on pharmaceutical cognitive enhancement in particular as an example. The paper (...) will outline and discuss the gap between the scientific and technological state of the art and the ethical debates, pointing out epistemic problems in this context. Furthermore, it will discuss the future role of genuine ethical reflection in discourse on human enhancement, arguing also that such discourse needs to include a technology assessment—in the broad sense of the term—which encompasses, inter alia, anthropological perspectives and aspects of social theory. It is proposed here that the missing principle may be identified through the observation that all knowledge in physics has to be expressed in propositions and that therefore the most elementary system represents the truth value of one proposition, i.e., it carries just one bit of information. Therefore an elementary system can only give a definite result in one specific measurement. The (...) irreducible randomness in other measurements is then a necessary consequence. The aim of this paper is to explore how the history of images and conceptual metaphors resulting from them that we use in educational reflections are formed regardless of if they are problematized in practical life. Insight into history shows how these images are shaped not only by our own experiences and by the context of our lives, but also by the history of such images, which are unconsciously inscribed in our metaphorical speech through so called “residues of meaning”. The (...) paper clarifies this, using the examples of alimentary images, that are a transition from nutrix (wet nurse) to nutritor (teacher). The text offers selected examples of consideration of alimentary images. These are among the most primitive and therefore the deepest images of human experience. This history is an example of a cultural line that goes from ancient educational imagination to the more recent forms of such images, even if always with different accents. (shrink)

The article proposes to further develop the ideas of the Extended Evolutionary Synthesis by including into evolutionary research an analysis of phenomena that occur above the organismal level. We demonstrate that the current Extended Synthesis is focused more on individual traits (genetically or non-genetically inherited) and less on community system traits (synergetic/organizational traits) that characterize transgenerational biological, ecological, social, and cultural systems. In this regard, we will consider various communities that are made up of interacting populations, and for which the (...) individual members can belong to the same or to different species. Examples of communities include biofilms, ant colonies, symbiotic associations resulting in holobiont formation, and human societies. The proposed model of evolution at the level of communities revises classic theorizing on the major transitions in evolution by analyzing the interplay between community/social traits and individual traits, and how this brings forth ideas of top-down regulations of bottom-up evolutionary processes (collaboration of downward and upward causation). The work demonstrates that such interplay also includes reticulate interactions and reticulate causation. In this regard, we exemplify how community systems provide various non-genetic ‘scaffoldings’, ‘constraints’, and ‘affordances’ for individual and sociocultural evolutionary development. Such research complements prevailing models that focus on the vertical transmission of heritable information, from parent to offspring, with research that instead focusses on horizontal, oblique and even reverse information transmission, going from offspring to parent. We call this reversed information transfer the ‘offspring effect’ to contrast it from the ‘parental effect’. We argue that the proposed approach to inheritance is effective for modelling cumulative and distributed developmental process and for explaining the biological origins and evolution of language. Agency is a power, but what is it a power to do? The tradition presents us with three main answers: (1) that agency is a power to affect one’s own will, consequent upon which act further events ensue, beginning with the movement of a part of one's body; (2) that agency is a power to affect one’s own body, consequent upon which act further events ensue, beginning with the movement of an object that one touches; and (3) that agency is (...) a power to affect that material upon which one brings one's action to bear---e.g. the apple one is peeling (with a knife in one's hand). These three answers correspond to three increasingly expansive conceptions of the province of human agency. I refer to them, respectively, as volitionalism, corporealism and materialism. Only the first two are seriously considered in contemporary action theory. Favoring the third, and hoping to sharpen the conflict between the third and the first, I criticize the second. Corporealism has been a popular position—arguably, the default position in the philosophy of action—since Donald Davidson’s classic paper “Agency” (1971). Although it seems to occupy a sensible middle ground between volitionalism and materialism, corporealism is, I argue, indefensible: it shares the vulnerabilities of both its two rivals, without possessing the strengths of either. Nevertheless, reflection on corporealism lights the road to materialism, which, in the end, is the only possible alternative to volitionalism. (shrink)

Anscombe holds that a proper account of intentional action must exhibit “a ‘form’ of description of events.” But what does that mean? To answer this question, I compare the method of Anscombe’s Intention with that of Frege’s Foundations of Arithmetic—another classic work of analytic philosophy that consciously opposes itself to psychological explanations. On the one hand, positively, I aim to identify and elucidate the kind of account of intentional action that Anscombe attempts to provide. The conclusion of practical reasoning is commonly said to rest upon a diverse pair of representations—a “major” and a “minor” premise—the first of which concerns the end and the second, the means. Modern and contemporary philosophers writing on action and practical reasoning tend to portray the minor premise as a “means-end belief”—a belief about, as Michael Smith puts it, “the ways in which one thing leads to another,” or, as John McDowell puts it, “what can be relied on to bring (...) about what.” On this point there is little difference between followers of Davidson and followers of Anscombe, or between those who invoke Hume’s legacy and those who invoke Aristotle’s. But Aristotle himself held a very different position. According to him, the minor premise concerns particulars, a sphere controlled by perception. The perception of particulars—that is, of the really-existing people and things confronted in the field of action—plays no essential role in the modern account of rational agency. Because it does not, the modern account fails to explain how one could act for a reason, or how practical reasoning could deliver any conclusion. (shrink)

Due primarily to technological advances over the last decade, quantum research has become a key priority area for science and technology policy all over the world. With this manifesto, we wish to prevent quantum technology from running into fiascos of implementation at the interface of science and society. To this end, we identify key stumbling blocks and propose recommendations.

When an agent intentionally changes something separate from herself—when, say, she opens a bottle—what is the relation between what the agent does and what the patient suffers? This paper defends the Aristotelian thesis that action is to passion as the road from Thebes to Athens is to the road from Athens to Thebes: they are two aspects of a single material reality. Philosophers of action tend to think otherwise. It is generally taken for granted that intentional transactions must be analyzed (...) in terms of a causal relation. Controversy surrounds the question what the causal relata are: event-causalists claim that both of the relata are events; agent-causalists claim that the first relatum is an agent, and they dispute among themselves whether the second is an event or a terminal state of the patient. But the entire controversy assumes the necessity of some causal analysis of transactions. This paper argues that, far from being necessary, no such analysis is even possible. (shrink)

For as long as there has been anything called “the philosophy of action,” its practitioners have accounted for action in terms of an associated kind of explanation. The alternative to this approach was noticed, but not adopted, by G. E. M. Anscombe. Anscombe observed that a series of answers to the reason-requesting question “Why?” may be read in reverse order as a series of answers to the question “How?” Unlike answers to the question “Why?”, answers to the question “How?” are (...) not explanatory of what they are about: they reveal, not reasons for doing something, but ways of doing something, and they have the form of what Aristotle called a practical syllogism. The alternative to theorizing action in terms of explanation, is, thus, to theorize it in terms calculation. In exploring this alternative, I argue for three main theses: first, that (pace Anscombe) it is not a matter of indifference whether we theorize action in terms of the question “Why?” or in terms of the question “How?”; second, that the question “Why?” is a question for an observer of action (the agent already knows the answer and can learn nothing from the inquiry), whereas the question “How?” is a question for the agent—and moreover, one that the agent must answer in order to achieve any end whatsoever—so that part of what is at stake is the standpoint from which action is to be theorized; and finally, that the standpoint of the agent, revealed by the question “How?”, is prior to that of an observer. This is a wide ranging and deeply learned examination of evolutionary developmental biology, and the foundations of life from the perspective of information theory. Hermeneutics was a method developed in the humanities to achieve understanding, in a given context, of texts, history, and artwork. In Readers of the Book of Life, the author shows that living beings are also hermeneutical interpreters of genetics texts saved in DNA; an interpretation based on the past experience of the cell (cell lineage, species), confronted (...) with and incorporating present environmental clues. This approach stresses the history, not only of the digital record saved in the DNA, but also of the flesh - the cellular organization which has a direct time-continuity with the very origins of life. This book is aimed at reconciling two opposite approaches to life. The first strictly sticking to a belief that all phenomena observed in the realm of the living can be explained from laws of physics. The opposite stressing the importance of features characteristic for a given level of description. To bring both views into a common understanding, the first part gives a comparison of the two problem solving strategies. The second part surveys the development of 20th century biology, bringing to light branches that never became part of the research mainstream. To determine what the speaker in a cooperative dialog meant with his assertion, on top of what he explicitly said, it is crucial that we assume that the assertion he gave was optimal. In determining optimal assertions we assume that dialogs are embedded in decision problems (van Rooij 2003) and use backwards induction for calculating them (Benz 2006). In this paper, we show that in terms of our framework we can account for several types of implicatures in a uniform way, (...) suggesting that there is no need for an independent linguistic theory of generalized implicatures. In the final section, we show how we can embed our theory in the framework of signaling games, and how it relates with other game theoretic analyses of implicatures. (shrink)

Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. We are currently witnessing the emergence of a discourse on responsible research and innovation in the field of quantum technology. Working on the assumption that the initial stage of discourse is of particular importance with regard to the ascription of meaning to an emerging field, our point of departure is a small corpus of prominent policy-oriented reports on quantum technology recently published in Europe. With a view to these publications, the article analyses various approaches to RRI and discusses lessons learned (...) in nanotechnology discourse as these may impact on emerging discourse on quantum technology and its stance towards RRI. On the basis of our analyses, we outline a strategy for fostering RRI in this promising field of science and technology. We propose implementing a “strong” RRI approach which entails linking parliamentary or other core policy processes to stakeholder dialogues, decision-supporting public engagement and a wide variety of other public communication activities. At the same time, taking our cue from lessons learned in nanotechnology discourse, we argue that a strong RRI approach to quantum technology should be modest and focused in terms of thematic and societal scope. In this article, I discuss the specific ways in which Hegel's account of life and organisms advances upon Kant's account of natural purposes in the third Critique. First of all, I argue that it is essential for Hegel's account that it contains two levels. The first level is that of logical life, the discussion of which does not depend on any empirical knowledge of natural organisms. I provide my reconstruction of this logical account of life that answers to the objection (...) made by a number of Hegel scholars to the effect that Hegel does in fact rely on empirical knowledge at this place in the logic. The second level is that of natural organisms themselves. I argue that it is with the help of this separation of the logical and natural levels, as well as his doctrine of the impotence of nature, that Hegel, unlike Kant, (a) is able to claim that not everything in natural organisms is purposive, and (b) provide a philosophical, and not merely empirical, account of the distinction between plants and animals. In both of these respects, Hegel's position can be seen as a welcome advance over Kant. (shrink)

Scientific communication takes place at two registers: first, interactions with colleagues in close proximity—members of a network, school of thought or circle; second, depersonalised transactions among a potentially unlimited number of scholars can be involved (e.g., author and readers). The interference between the two registers in the process of peer review produces a drift toward conflict of interest. Three particular cases of peer review are differentiated: journal submissions, grant applications and applications for tenure. The current conflict of interest policies do (...) not cover all these areas. Furthermore, they have a number of flaws, which involves an excessive reliance on scholars’ personal integrity. Conflicts of interest could be managed more efficiently if several elements and rules of the judicial process were accepted in science. This paper discusses the impact of East Asian philosophical ideas on the origins and development of martial arts. The article argues that the ideas of Daoist philosophy were developed into ‘soft styles’ or ‘internal schools’ that are based on the doctrine of ‘wuwei’ (action through non-action, effortless action) which follows the path of Yin. These styles are in opposition to ‘external’ or ‘hard styles’ of martial arts that follow the path of Yang. Daoist philosophy of ‘ziran’ (naturalness, spontaneity) influenced ‘animal’ (...) or ‘imitation styles’ and the paradigm of natural, unplanned, and unforced combat movements. The influence of Buddhism on martial arts is found in techniques of mental tranquillity training for the extreme conditions of combat. The work also shows the significance of Confucianism for the formation of a code of honor for warriors, which includes the ethics of duty and respect. (shrink)

In this paper, I attempt to reconstruct Schelling’s theory of organism, primarily as it is elaborated in the First Outline of a System of the Philosophy of Nature and the Introduction to the Outline. First, I discuss the challenge that the properties of organisms presented to the dominant scientific viewpoint by the end of the eighteenth century. I present different responses to this challenge, including reductive materialism, metaphysical and heuristic vitalism, and the Kantian response, and I situate Schelling’s account of (...) organism with respect to these responses. I argue that while Schelling agrees with vitalism in that he wants to preserve the specificity of organic phenomena, he rejects principles such as vital forces or the formative drive postulated by vitalism, even for purely heuristic purposes. I argue that Schelling understands organisms fundamentally in terms of the coordinated functioning of their organs. I further clarify Schelling’s account of problematic organic phenomena by focusing on his treatment of the relation between organic activity and organic receptivity. For Schelling, organic activity and organic receptivity mutually condition each other. I provide a detailed account of how this is supposed to work. (shrink)

This paper takes a stand on Hamblin semantics and its relation to the semantics-to-pragmatics interface. Biased questions, where the speaker finds one of the options more likely and expects the confirmation that p is true, raise a concern about the limits of Hamblin semantics. I argue that biased questions have modified Hamblin semantics, while unbiased questions have unconstrained Hamblin semantics. The optional bias feature explains compositionally. It is triggered by likelihood presuppositions ranging Hamblin sets and highlighting the preferred alternative(s). Biased (...) effects are exceptionally possible in alternative and wh-questions, but only in polar questions, they can be encoded lexically and grammatically. I argue that Hamblin semantics covers all core types of questions, while some of its applications for non-questions are problematic. (shrink)

In this paper we are going to show that error coping strategies play an essential role in linguistic pragmatics. We study the effect of noisy speaker strategies within a framework of signalling games with feedback loop. We distinguish between cases in which errors occur in message selection and cases in which they occur in signal selection. The first type of errors affects the content of an utterance, and the second type its linguistic expression. The general communication model is inspired by (...) the Shannon–Weaver communication model. We test the model by a number of benchmark examples, including examples of relevance implicatures, quantity implicatures, and presupposition accommodation. (shrink)

The recent introduction of the concepts of tenderness, vulnerability, and parental care in the field of moral emotions has brought us closer to an understanding of the underlying mechanisms, but has not yet resulted in a systematic evolutionary and proximate analysis. Applying such an analysis, the present article proposes a hypothetical care mechanism that produces different motivational states or moral emotions in response to individuals perceived as vulnerable. The mechanism consists of a care system automatically triggered by vulnerability cues, a (...) system for defense and aggression, and a process of causally attributing changes in the vulnerable object’s well-being. The mechanism may also be useful in explaining moral responses in domains other than harm prevention. (shrink)

The statement that [Formula: see text] (...) is well founded for any dilator [Formula: see text] will still be equivalent to [Formula: see text]-comprehension. This article presents a project of general theory of memory that embraces different types of memory: physical, biological, and social. The theory of memory presented here revises and unifies the general theory of sign systems and the theory of information, because memory processes in biological and social systems are informational processes that continuously construct and are constructed by sign systems. This article shows that memory cannot be reduced only to inherited information and material structures that “keep,” “represent,” or “carry” that (...) information ; mostly, memory is a system-defining and system-defined principle that actively reconstructs information and processes of the system on the basis of inherited information, and is thus constantly reconstructed by it. For the most part, biological and social processes do not look like memory processes, but I will argue that dynamic, evolving, and self-reproductive systems have to be memory systems, and that life, society, and cognition are embodied producers and products of memory. Previous research on scalar implicature has primarily relied on meta-linguistic judgment tasks and found varying rates of such inferences depending on the nature of the task and contextual manipulations. This paper introduces a novel interactive paradigm involving both a production and a comprehension side and a precise conversational goal. The main research question is what is reliably communicated by some in this communicative setting, both when the quantifier occurs in unembedded and embedded positions. Our new paradigm involves an action-based task (...) from which participants’ interpretation of utterances can be inferred. It incorporates a game-theoretic design, thereby including a precise model to predict participants’ behaviour in the experimental context. Our study shows that embedded and unembedded implicatures are reliably communicated by some. We propose two cognitive principles that describe what can be left unsaid. In our experimental context, a production strategy based on these principles is more efficient than a strategy based on literal descriptions. (shrink)

This paper deals with an approach to the integration of science (with technology and economics), ethics (with religion and mysticism), the arts (aesthetics) and Nature, in order to establish a world-view based on holistic, evolutionary ethics that could help with problem solving. The author suggests that this integration is possible with the aid of “Nature’s wisdom” which is mirrored in the macroscopic pattern of the ecosphere. The corresponding eco-principles represent the basis for unifying soft and hard sciences resulting in “deep (...) sciences”. Deduction and induction will remain the methodology for deep sciences and will include conventional experiments and aesthetic and sentient experiences. Perception becomes the decisive factor with the senses as operators for the building of consciousness through the subconscious. In this paper, an attempt at integrating the concepts of the “true”, the “right” and the “beautiful” with the aid of Nature’s wisdom is explained in more detail along with consequences. (shrink)

Watsuji Tetsurô is famous for having constructed a systematic socio-political ethics on the basis of the idea of emptiness. This essay examines his 1938 essay “The Concept of ‘Dharma’ and the Dialectics of Emptiness in Buddhist Philosophy” and the posthumously published The History of Buddhist Ethical Thought, in order to clarify the Buddhist roots of his ethics. It aims to answer two main questions which are fundamentally linked: “Which way does Watsuji's legacy turn: toward totalitarianism or toward a balanced theory (...) of selflessness?” and “Is Watsuji's systematic ethics Buddhist?” In order to answer these questions, this essay discusses Watsuji's view of dharma, dependent arising, and morality in Hīnayāna Buddhism. It then proceeds to Watsuji's fine-tuning of the concept of emptiness in Mādhyamika and Yogācāra Buddhism. Finally, this essay shows how Watsuji's modernist Buddhist theory connects to his own systematic ethical theory. These two theories share a focus on non-duality, negation, and emptiness. But they differ in their accounts of the relations between the individual and the community, between the “is” and the “ought,” and between hermeneutics and transcendence. These findings give us hints as to Watsuji's origins, pitfalls, and possibilities. (shrink)

Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options.
