Limitless is a movie (released in 2011) as well as a novel (published in 2001) about a tormented author who (plagued by a writer’s block) becomes an early user of an experimental designer drug. The wonder drug makes him highly productive overnight and even allows him to make a fortune on the stock market. At the height of his career, however, the detrimental side-effects become increasingly noticeable. In this article, Limitless is analysed from two perspectives. First of all, building on (...) the views of the French novelist Emile Zola, the novel is seen as the report of a closely monitored experiment. Subsequently, building on the phenomenology of Ludwig Binswanger, I will show how the cognitive enhancement drug not only boosts the protagonist’s information processing capacities, but also modifies his experience of space and time, his sense of spatiality, his way of being-in-the-world. On the basis of these (complementary) analyses I will indicate how genres of the imagination (such as movies and novels) may play a significant role in assessing the societal implications of emerging technological developments such as neuro-enhancement, especially during the preparatory or anticipatory stage. According to some technology enthusiasts our technological developments appear to be accelerating at an exponential rate. A common vision of such enthusiasts is that the accelerating pace of science and technology development will enable us to transform the world in more profound and significant ways than at any other time in our history. More importantly, some of these technology enthusiasts have gone beyond having technological-driven visions about the future to be actively engaged in a diverse set of activities aimed at (...) shaping the future they envision. In her short story “Stable Strategies for Middle Management,” Eileen Gunn imagines a future in which Margaret, an office worker, seeks radical genetic enhancements intended to help her secure the middle-management job she wants. One source of the story’s tension and dark humor is dramatic irony: readers can see that the enhancements Margaret buys stand little chance of making her life go better for her; enhancing is, for Margaret, probably a prudential mistake. This paper argues that our positions in the (...) real world are sufficiently similar to Margaret’s position in Gunn’s fictional world that we should take this story seriously as grounding an argument from analogy for the conclusion that radical genetic enhancements are, for us, probably a prudential mistake. The paper then defends this method. When the question at hand is one of speculative ethics, there is no method better fit to the purpose than argument from analogy to speculative fiction. (shrink)

In "Making Sense of Animal Disenhancement" Adam Henschke provides a framework for fully understanding and evaluating animal disenhancement. His conclusion is that animal disenhancement is neither morally nor pragmatically justified. In this paper I argue that Henschke misapplies his own framework for understanding disenhancement, resulting in a stronger conclusion than is justified. In diagnosing his misstep, I argue that the resources he has provided us, combined with my refinements, result in two new avenues for inquiry: an application of concepts from (...) political theory to disenhancement, and an inquiry in to the mode of valuation that underlies industrial animal agriculture and disenhancement proposals. The number of publications that highlight the influence of visions and futuristic narratives on the development of emerging technologies increases. Toolboxes such as “Hermeneutical Technology Assessment” and “Vision Assessment” provide methodological considerations on how to assess techno-futuristic narratives, their proponents, and their impact on technological development. Because of their contributions to the technoscientific discourse, a special responsibility for technological processes is attributed to the “visioneers” of such narratives. While such a claim naturally follows from an agential role in a process, (...) it is not clear whether visioneers should be held responsible. Some problems of this attribution will be addressed in the present paper. Particularly the following questions will be considered: Which role does autonomy play for responsibility? Is causation sufficient for the attribution of responsibility? Which role do intentions and alternatives play for the responsibility of visioneers? These questions will be discussed against the backdrop of contemporary approaches to the responsibility of visioneering and classic philosophical works in the field. Furthermore, the problem of accountability will be considered. Socio-technical systems are highly complex, which makes it hard to trace back the origins of particular developments. It will be argued that it is currently unreasonable to give visioneers the status of an important player. The article will shed light on the several dimensions of responsibility and provide a more nuanced understanding of responsibility in the context of new and emerging technologies. (shrink)

We are at the crux of a return of animals to the battlefield. Framed as an improvement over current limitations of biomimetic devices, couplings of microelectrical mechanical systems with insect bodies are currently being designed and created in laboratories, with funding from military agencies. Moving beyond the external attachment of computerized ‘backpacks’, MEMS are being implanted into larval stages to allow for living tissue to envelop otherwise fragile circuitry and electronics: the creation of bioelectronic interfaces. The weaponization of animals, with (...) insect cyborgs as a first step—a foundation for the remaking of more complex species—is an anthropocentric solution to an anthropocentric problem. Speciesism is the normative context in which technoscientific discourse and such approaches to nanoscience and nanotechnology are situated. This is a network of actors and relationships within and across science and society. Animals are framed as mechanical devices that can be dis/enhanced for human ends. This paper engages with the remaking of species, the blurring of boundaries between mechanism and organism, and the implications of the effective disappearance of the animal as key sociotechnological challenges. A faulty understanding of the relationship between morality and politics encumbers many contemporary debates on human enhancement. As a result, some ethical reflections on enhancement undervalue its social dimensions, while some social approaches to the topic lack normative import. In this essay, I use my own conception of the relationship between ethics and politics, which I call “political minimalism,” in order to support and strengthen the existing social perspectives on human-enhancement technologies.

In the debate on the ethics of the non-medical use of pharmaceuticals for cognitive performance enhancement in healthy individuals there is a clear division between those who view “cognitive enhancement” as ethically unproblematic and those who see such practices as fraught with ethical problems. Yet another, more subtle issue, relates to the relevance and quality of the contribution of scholarly bioethics to this debate. More specifically, how have various forms of speculation, anticipatory ethics, and methods to predict scientific trends and (...) societal responses augmented or diminished this contribution? In this paper, we use the discussion of the ethics of cognitive enhancement to explore the positive and negative contribution of speculation in bioethics scholarship. First, we review and discuss how speculation has relied on different sets of assumptions regarding the non-medical use of stimulants, namely: terminology and framing; scientific aspects such as efficacy and safety; estimates of prevalence and consequent normalization; and the need for normative reflection and regulatory guidelines. Second, three methodological guideposts are proposed to alleviate some of the pitfalls of speculation: acknowledge assumptions more explicitly and identify the value attributed to assumptions; validate assumptions with interdisciplinary literature; and adopt a broad perspective to promote more comprehensive reflection. We conclude that, through the examination of the controversy about cognitive enhancement, we can employ these methodological guideposts to enhance the value of contributions from bioethics and minimize potential epistemic and practical pitfalls in this case and perhaps in other areas of bioethical debate. Research on ethical, legal and social aspects of life sciences and new technologies has mainly been focused on impacts and consequences, while the emerging framework of Responsible Research and Innovation focuses rather on increased involvement and reflexivity in research processes to foster science and technology that better answers the needs of society. I argue that philosophy of science should be a central feature of RRI and demonstrate how the philosophy of science can contribute in this sense. I show how investigating (...) basic assumptions in research, here exemplified by reductive assumptions in causal modeling, can have important ethical and societal implications. (shrink)

The production, manipulation and exploitation of future visions are increasingly important elements in practices of visioneering socio-technical processes of innovation and transformation. This becomes obvious in new and emerging science and technologies and large-scale transformations of established socio-technical systems. A variety of science and technology studies provide evidence on correlations between expectations and anticipatory practices with the dynamics of such processes of change. Technology assessment responded to the challenges posed by the influence of visions on the processes by elaborating methodologies (...) for a “vision assessment” as a contribution to what is now increasingly known as “hermeneutical TA”. But until now, the practical functions of visions in the processes have not been explained in a way that satisfies the empirical needs of TA’s vision assessment—that is to provide future-oriented knowledge based on the analysis of ongoing changes in the present without knowing the future outcomes. Our leading hypothesis is that we can only understand the practical roles of visions in current processes if we analyse them as socio-epistemic practices which simultaneously produce new knowledge and enable new social arrangements. We elaborate this by means of two cases: the visions of In Vitro meat and of the smart grid. Here, we interpret visioneering more in its collective dimension as a contingent and open-ended process, emerging from heterogeneous socio-epistemic practices. This study considered the range of ethical issues and potential stakeholder priorities associated with the application of genomic technologies applied to animal production systems, in particular those which utilised genomic technologies in accelerated breeding rather than the application of genetic modification. A literature review was used to inform the development of an ethical matrix, which was used to scope the potential perspectives of different agents regarding the acceptability of genomic technologies, as opposed to genetic modification techniques applied to animal production (...) systems. There are very few studies carried out on stakeholder attitudes regarding the application of genomics to animal production in the human food chain and it may be that this technology is perceived as no more than an extension of traditional breeding techniques. While this is an area which needs more research, it would appear from this study that genomics, because it avoids many of the disadvantages and consumer perceptions associated with GM, is likely to prove a more publicly acceptable route than is GM for the development of healthier and more productive animals. However, stakeholders also need to have an approach to the moral status of the animals involved that finds credibility and acceptability with civil society. (shrink)

We are currently witnessing the emergence of a discourse on responsible research and innovation in the field of quantum technology. Working on the assumption that the initial stage of discourse is of particular importance with regard to the ascription of meaning to an emerging field, our point of departure is a small corpus of prominent policy-oriented reports on quantum technology recently published in Europe. With a view to these publications, the article analyses various approaches to RRI and discusses lessons learned (...) in nanotechnology discourse as these may impact on emerging discourse on quantum technology and its stance towards RRI. On the basis of our analyses, we outline a strategy for fostering RRI in this promising field of science and technology. We propose implementing a “strong” RRI approach which entails linking parliamentary or other core policy processes to stakeholder dialogues, decision-supporting public engagement and a wide variety of other public communication activities. At the same time, taking our cue from lessons learned in nanotechnology discourse, we argue that a strong RRI approach to quantum technology should be modest and focused in terms of thematic and societal scope. The current issue of our journal features a special section on technoscientific developments and animals, an extremely sensitive and highly politicized issue. There is widespread unease and even outrage, at least in many Western societies, over the use and treatment of animals in various sectors, particularly in food production, in technoscience, and in entertainment. The spectrum of opponents to certain uses and treatments of animals extends from those who wish to see better protection of animals to proponents of far-reaching animal (...) rights. On a political level, recent decades have for example seen animal protection included in the German constitution [1] and the use of great apes in animal testing banned in several countries. Such activities are often based on animals being perceived as fellow beings and categorically different from objects. Animal models are used in experiments in the behavioural neurosciences that aim to contribute to the prevention and treatment of cognitive and affective disorders in human beings, such as anxiety and depression. Ironically, those animals that are likely to be the best models for psychopathology are also likely to be considered the ones that are most morally problematic to use, if it seems probable that (and if indeed they are initially selected as models because) they have experiences that are similar (...) to human experiences that we have strong reasons to avoid causing, and indeed aim to alleviate (such as pain, anxiety or sadness). In this paper, against the background of contemporary discussions in animal ethics and the philosophy of animal minds, we discuss the views that it is morally permissible to use animals in these kinds of experiments, and that it is better to use less cognitively complex animals (such as zebrafish) than more complex animals (such as dogs). First, we criticise some justifications for the claim that human beings and more complex animals have higher moral status. We argue that contemporary approaches that attribute equal moral status to all beings that are capable of conscious strivings (e.g. avoiding pain and anxiety; aiming to eat and play) are based on more plausible assumptions. Second, we argue that it is problematic to assume that less cognitively complex animals have a lesser sensory and emotional experience than more complex beings across the board. In specific cases, there might be good reasons to assume that more complex beings would be harmed more by a specific physical or environmental intervention, but it might also be that they sometimes are harmed less because of a better ability to cope. Determining whether a specific experiment is justified is therefore a complex issue. Our aim in this chapter is to stimulate further reflection on these common assumptions behind the use of animal models for psychopathologies. In order to be able to draw more definite conclusions, more research will have to be done on the influence of cognitive complexity on the experience of (human and non-human) animals. (shrink)

Human enhancement is one of the leading research topics in contemporary applied ethics. Interestingly, the widespread attention to the ethical aspects of future enhancement applications has generated misgivings. Are researchers who spend their time investigating the ethics of futuristic human enhancement scenarios acting in an ethically suboptimal manner? Are the methods they use to analyze future technological developments appropriate? Are institutions wasting resources by funding such research? In this article, I address the ethics of doing human enhancement ethics focusing on (...) two main concerns. The Methodological Problem refers to the question of how we should methodologically address the moral aspects of future enhancement applications. The Normative Problem refers to what is the normative justification for investigating and funding the research on the ethical aspects of future human enhancement. This article aims to give a satisfactory response to both meta-questions in order to ethically justify the inquiry into the ethical aspects of emerging enhancement technologies. (shrink)

Enhancing cognition is a complex activity, for the sake of which humanity has developed a rich array of techniques and skills. We can distinguish between three categories: a) cognitive supports and education; b) neural cognitive enhancers: drugs and other ways to improve the functionality of cognitive neural networks; c) technological cognitive enhancers: implants, extended minds and technological supports variously integrated in the neural cognitive networks. Applying a version of the Parity Principle, I argue that there is no morally relevant difference (...) in the three categories. What we want to preserve while using these techniques is not the biological status quo of the mind of persons, but rather personal identities. In this perspective, there can be no general objection to cognitive enhancement. Every technique, even very traditional ones, have their drawbacks, especially when they threaten to reduce the autonomy of agents in moulding their own personal identity. (shrink)

The concept of innovation defines our age. It fuels the global economy, promises a sustainable future, and stands at the heart of our interconnected society. On the one hand, the concept of innovation is widely presupposed in terms of the commercial value it generates. As claimed in the tradition of economic analysis, innovation is characterized by its competitive dynamics and primarily directed at developing marketable products and services. On the other hand, the reality of today’s global issues, such as climate (...) change and food security, urges innovation to generate societal value beyond mainstream economic incentive. To this end, the EU policy discourse has paved the way for Responsible Innovation. The core idea here is to steer innovation processes towards societally desirable outcomes, specifically in response to the ‘grand challenges’ of our time. Under the sway of ‘science with and for society’, the hypothesis is that innovation can only respond to the needs and ambitions of society by including all its actors throughout the process. However, while much effort is dedicated to governing innovation, little thought goes to what innovation itself means conceptually. What understanding of innovation underpins the framework of RI? What implications, if any, does this have for the ambition to achieve RI? These are important questions to raise as they enable critical reflection on the relation between responsibility and innovation, broadly speaking. Does the ‘R’ in RI entail an application of ethical keys to an already existing concept of innovation, or does it require us to rethink the concept of innovation altogether? After providing a general introduction in chapter 1 on the context of the dissertation and its main research objectives, chapter 2 shows how RI emerged from a longer history of efforts to incorporate ethical dimensions in new and emerging technologies, such as Technology Assessment and Science and Technology Studies. While similar to its precursors in prioritizing ethical concerns, RI clearly distinguishes itself by shifting from an ethics of constraints to an ethics of construction. The chapter continues to show that such an approach comes with an epistemic challenge, a political challenge, and a conceptual challenge. Through an extensive analysis of policy documents and academic literature, chapter 3 breaks open the concept of innovation in the RI discourse. Firstly, it demonstrates that the RI discourse tends to presuppose a techno-economic concept of innovation, as coined by the terms ‘technological innovation’ and ‘commercialized innovation’. Secondly, it provides a historical analysis to show that the concept of innovation was originally politically oriented and had little to do with the way in which it is commonly understood today. Thirdly, it discusses the implications of a techno-economic concept of innovation for achieving the ideal of RI and brings into question whether the political origins of innovation may inspire an alternative route. Chapter 4 engages with the philosophy of technology to assess the feasibility of RI at both an ontic and ontological level. While innovation at the ontic level refers to concrete innovative artefacts, innovation at the ontological level refers to the mode through which these artefacts are seen, understood, and created. At the ontic level, RI is shown to play a significant role in steering emerging technologies towards societally desirable outcomes. Even so, at the ontological level, the question is whether the ideal of RI is feasible insofar its scope is limited to governing a techno-economic concept of innovation. Parallel to Martin Heidegger’s view of technology as Enframing, this chapter denotes that in trying to govern a techno-economic concept of innovation, the RI discourse remains subject to its dominance. This in turn explains why, at the operational level, RI is often employed for mere strategic and instrumental purposes, while falling short on its promoted ambitions. Chapter 5 articulates an orientation shift from a techno-economic concept of innovation towards a political concept of innovation in the RI discourse. To this end, the chapter distinguishes between weak RI, which seeks to govern a techno-economic concept of innovation through an applied set of ethical dimensions; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Inspired by the work of Hannah Arendt, the chapter establishes a political concept of innovation that actualizes the human capacity for speech and action, inspires radical novelty, and empowers the public sphere. In doing so, the chapter concludes that strong RI is principally a plural undertaking which guards individual opinion from collective opinion; enables a physical and symbolic openness that genuinely activates citizenry; and stimulates performative speech. The final chapter, chapter 6, briefly recaps the main research objectives and takes stock of the insights gained. It concludes that the contribution of this dissertation does not reside in the concern with the techno-economic ideology of innovation as such – a concern which RI in fact already expressed when it first emerged – but more so in the ontological critique to the idea that this ideology can somehow be overpowered through governance and regulation. The rehabilitation of an ontological dimension in RI in turn provides a new perspective to the philosophy of technology, which over the years has taken a course away from ontological viewpoints. Moreover, the chapter elaborates on how a political concept of innovation adds depth to the foundational claims of RI. Based on these conclusions, the chapter reflects on a range of broader insights, particularly in relation to the philosophy of innovation and the ethics of socially disruptive technologies. In sum, this dissertation politicizes the RI discourse precisely in the way it was originally envisioned, that is, through conceptualizing innovation as a fundamentally political matter. In this view, politics is not merely an extension of RI but is itself the condition of RI; it is what enables innovation to genuinely serve the public good. (shrink)

Current discourse on human enhancement is strongly influenced by far-reaching, radical visions concerning the future of human corporeality and civilisation. These visions are most forcefully brought into the discussions by proponents of transhumanism, which constitutes both a worldview and a sociocultural movement that is increasingly influential in academia, industry and other sectors of society. Aiming to shed new light on our societies’ current fascination with human enhancement discourse, three narratives concerning the genesis of transhumanism and the attractiveness of this worldview (...) are presented. There are two primary camps in which nanotechnology today can be categorized normal nanotechnology and speculative nanotechnology. The birth of nanotechnology proper was conceived through discourses of speculative nanotechnology. However, current nanotech-nology research has detracted from its speculative promises in favour of more attainable material products. Nonetheless, normal nanotechnology has leveraged the popular support and consequential funding it needs to conduct research and development (R&D) as a result of popular conceptions of speculative nanotechnology and its promises. Similarly, the scholarly literature (...) has shifted its focus away from speculative nanofutures towards normal nanotech-nology R&D. This paper shows that there is an incongruence between the representation of nanotechnology in the media, scholarly journals and industry. (shrink)
