We designed the system, Rescue-MIKE, and implemented to the RoboCup Rescue Simulation System. The Rescue MIKE system aims to communicate with large numbers of relief workers and controllers working in a rescue domain. The system has an ability to report the situation of the domain like a newscaster. Our system consists of multiple agents. The system collects information from a simulated disaster scenario, and then produces a dialogue that fits to the actions of the agents (...) in the domain. We described the design policy, implementation of our system, and Rescue-MIKE's facility. Rescue-MIKE initial version can provide aural information that helps to explain the unfolding scenarios to onlookers. We discussed the future applications of our system, including knowledge elicitation about disaster relief control methods, automated relief support systems, and public education about the dangers of large natural disasters such as earthquakes, floods or volcanic eruptions. We address the problem of information flow in disaster relief scenarios by presenting an architecture for generating natural language dialogue between large numbers of agents. This architecture is the first step towards real-time support systems for relief workers and their controllers. Our work demonstrates how natural generation techniques from the MIKE commentary system for RoboCup soccer can be carried over to that of RoboCup Rescue. Thanks to this background, the initial product of our (...) research is a system that explains a RoboCup Rescue simulation not to the agents in the domain themselves but to a watching audience. Dans le Phèdre, Platon veut montrer que, au moment même où il écrit, il (...) est le plus grand écrivain de la Grèce. Il démontre ce point en deux étapes: il entame tout d'abord une « joute oratoire » avec Lysias, alors considéré comme le meilleur écrivain de son temps, où il fait montre de sa supériorité sur les rhéteurs tant sur la forme que sur le contenu; il propose ensuite une théorie de l'art d'écrire dont le caractère adéquat se fonde sur la méthode dialectique. Il énonce de surcroît les trois critères fondamentaux qui doivent gouverner tous les discours, que ceux-ci soient écrits ou oraux: 1 / il faut connaître l'essence de la chose dont on parle; 2 / il faut connaître la nature des âmes auxquelles on s'adresse; 3 / il faut adapter les contenus des messages que l'on veut communiquer aux capacités de réception des âmes auxquelles on s'adresse. The author summarizes in this article the content of his Phaedrus' commentary which will appear in May of 1998. The Phaedrus constitutes a true « manifesto ». It presents a programme in which Plato (who was then aged sixty or sixty-five), defends a position on the question of writing at a time when writing was being substituted for orality as the primary instrument of communication. In the Phaedrus, Plato wants to show, while he is writing it, that he is the greatest writer in Greece. He demonstrates this point in two stages: first, he initiates an « oratorical contest » with Lysias who was then considered the best writer of this time, where he shows his superiority over the orators both in form and in content; then, he proposes a theory of the art of writing the appropriate character of which is based on the dialectical method. Moreover, Plato states the three primary criteria which must govern any discourse whether oral or written: 1 / knowledge of the essence of what one speaks; 2 / knowledge of the nature of the souls to be addressed; 3 / knowledge of the content of the messages that one addressed. However, the messages of the philosopher cannot be transmitted only by writing. The most precious things are written by the philosopher in the souls of men, in other words, he communicates them in the register of dialectical orality. Written discourses have no autonomy since they need the « help » of the author. To understand written discourse, including the best, a preliminary knowledge of the things with which they deal is necessary, knowledge which can only be obtained through paths different from those which are provided by written discourse. The expression, “Realizing Reason in History,” has at least two senses, both of which Hegel tries to bring out in his philosophy of history. The first suggests that there is reason in history. That is, the task of the philosopher is to show how reason has developed itself through history. The second sense suggests that, not only does history show us that reason has developed over time, but the task of history is precisely to develop or realize reason in (...) time. There is reason in history because that is what history brings about. Thus, the “realization” of reason in history is both something that is recognized and something that must be done. This “realization” is accomplished, willy-nilly, through the doings and sufferings of concrete human beings. Hegel wants to show that history is not a cold, anonymous process which simply sweeps up human lives and never looks back. Indeed, his philosophy of history is primarily concerned with the concrete doings and sufferings of human beings, and wishes to rescue from meaninglessness all those ephemeral human lives which populate the historical process. The production of good sound generation in the violin is a complex task that requires coordination and spatiotemporal control of bowing gestures. The use of motion-capture technologies to improve performance or reduce injury risks in the area of kinesiology is becoming widespread. The combination of motion accuracy and sound quality feedback has the potential of becoming an important aid in violin learning. In this study, we evaluate motion-capture and sound-quality analysis technologies developed inside the context of the TELMI, a (...) technology-enhanced music learning project. We analyzed the sound and bow motion of 50 participants with no prior violin experience while learning to produce a stable sound in the violin. Participants were divided into two groups: the experimental group received real-time visual feedback both on kinematics and sound quality, while participants in the control group practiced without any type of external help. An additional third group of violin experts performed the same task for comparative purposes. After the practice session, all groups were evaluated in a transfer phase without feedback. At the practice phase, the experimental group improved their bowing kinematics in comparison to the control group, but this was at the expense of impairing the sound quality of their performance. At the retention phase, the experimental group showed better results in sound quality, especially concerning control of sound dynamics. Besides, we found that the expert group improved the stability of their sound while using the technology. All in all, these results emphasize the importance of feedback technologies in learning complex tasks, such as musical instrument learning. (shrink)

Many believe that quantum mechanics makes the world hospitable to the tensed theory of time. Quantum mechanics is said to rescue the significance of the present moment, the mutability of the future and possibly even the whoosh of time’s flow. It allegedly does so in two different ways: by making a preferred foliation of spacetime into space and time scientifically respectable, and by wavefunction collapse injecting temporal ‘becoming’ into the world. The aim of this paper is (...) to show that the reasoning underlying these claims is wishful thinking. Against the first claim I develop what I call the “coordination problem” for tensers. The upshot of this problem is that if tensers escape the threat of relativity, they do so only by embracing conflict with the branch of physics they believed saved them, quantum mechanics. I then step back from the fray and examine some methodological issues, concluding that scientific methodology will always be “against” tenses as they are currently conceived. Poor air quality is a pressing global challenge contributing to adverse health impacts around the world. In the past decade, there has been a rapid proliferation of air quality information delivered via sensors, apps, websites or other media channels in near real-time and at increasingly localized geographic scales. This paper explores the growing emphasis on self-monitoring and digital platforms to supply informational interventions for reducing pollution exposures and improving health outcomes at the individual level. It presents a technological (...) case study that characterizes emerging air quality information communication mechanisms, or ‘AQ channels’, while drawing upon examples throughout the literature. The questions are posed: which air quality channels are ‘freely’ available to individuals in London, UK, and when and where are they accessed? Digital trace data and metadata associated with 54 air quality channels are synthesized narratively and graphically. Results reveal air quality channels derive air pollution estimates using common data sources, display disparate messaging, adopt variable geographic scales for reporting ‘readings’ and maintain psychosocial barriers to access and adoption of exposure-reducing behaviours. The results also point to a clear association between the publication of a high-profile news article about air pollution and increased air quality channel access. These findings illuminate a need for greater transparency around how air quality channels generate personalized air pollution exposure estimates and tailor messaging. The paper concludes by calling for air quality channel developers to exercise co-creative methods that can support sustainable, democratic data and knowledge production around air quality, while critically approaching disproportionate patterns of both pollution and information exposure. With the innovation of computer, virtual clothing has also emerged. This research mainly discusses the real-time animation complex of interactive clothing design based on computer simulation. In the process of realizing virtual clothing, the sample interpolation synthesis method is used, and the human body sample library is constructed using the above two methods first, and then, the human body model is obtained by interpolation calculation according to the personalized parameters. Building a clothing model is particularly important for the (...) effect of trying on. The clothing that needs to be displayed can be scanned and then input into the computer to build the model. The model can be directly built in 3DMAX and other software and then its surface texture can be mapped, or the clothing model can be directly built. The 3D model in the 3ds file is loaded by the loop body nested switch branch selection structure. Correspondingly, the write-back operation of 3ds files is similar. Just follow the general structure of the 3ds file and write the root block, version information block, edit information block, key frame information block, etc. to a brand new file in sequence. The main reason for this article to perform the 3ds file write-back operation is that, after the clothing model is dynamically simulated through the dynamic principle, the deformed key animation frame needs to be saved as a 3ds file so that it can be further imported into the 3DSMAX software and generated by the renderer, form high-quality picture information, and finally get high-definition animation video. In the CPU-GPU hybrid method, modules such as force calculation, collision processing, and position update use the GPU method, while overstretching is processed by the CPU method, making the overall performance 10 times higher than the pure CPU method. Children and adults use established global knowledge to generate real‐time linguistic predictions, but less is known about how listeners generate predictions in circumstances that semantically conflict with long‐standing event knowledge. We explore these issues in adults and 5‐ to 10‐year‐old children using an eye‐tracked sentence comprehension task that tests real‐time activation of unexpected events that had been previously encountered in brief stories. Adults generated predictions for these previously unexpected events based on these discourse cues alone, whereas (...) children overall did not override their established global knowledge to generate expectations for semantically conflicting material; however, they do show an increased ability to integrate discourse cues to generate appropriate predictions for sentential endings. These results indicate that the ability to rapidly integrate and deploy semantically conflicting knowledge has a long developmental trajectory, with adult‐like patterns not emerging until later in childhood. Over the last decade and a half, in a literature otherwise obsessed with citizenship in all its forms, a broad array of scholars has downplayed, criticized, and at times trivialized national citizenship. The assault on citizenship has had both an expansionary and a contractionary thrust. It is expansionary in that the language of citizenship is no longer linked with nationality, but rather protest politics. An earlier generation of social scientists would have described these actions as lobbying; they have now (...) become “citizenship practice.” It is contractionary in that what one might have thought to be the core of citizenship; nationality, the possession of a nation-state’s passport is viewed as less and less relevant to citizenship. Scholars have dislodged both the substance of citizenship, what it is, and the location of citizenship, where it “happens,” from the nation-state and national citizenship. The article challenges this devaluation of citizenship and the nation-state on empirical, conceptual, and normative grounds. Empirically, scholars, whom I link together under the umbrella term “postnationalists,” have based their anti-statist arguments on evidence that, when subjected to further inspection, wholly fails to support the arguments advanced. Conceptually, postnationalists rely on categories that are confused and untenable, being that national variables are cited as evidence of transnational developments. Normatively, postnationalists have lost the emancipatory thrust that once gave concerns with citizenship real-world purchase. (shrink)

Alterations in dural venous sinus hemodynamics have recently been suggested as the major contributing factors in venous pulsatile tinnitus. Nevertheless, little is known about the association between real-time alterations in hemodynamics and the subjective perception of venous PT. This study aimed to investigate the hydroacoustic correlations among diverticular vortices, mainstream sinus flow, and PT using various Doppler ultrasound techniques. Nineteen venous PT patients with protrusive diverticulum were recruited. The mainstream sinus and diverticular hemodynamics before and after ipsilateral internal (...) jugular vein compression were investigated using an innovative retroauricular color-coded Doppler method to examine the correlation between the disappearance of PT and hemodynamic alterations. To reveal the hydroacoustic characteristics of disparate segments of venous return, a computational fluid dynamics technique combined with the transcranial color-coded Doppler method was performed. When the ipsilateral IJV was compressed, PT disappeared, as the mean velocity of mainstream sinus flow and diverticular vortex decreased by 51.2 and 50.6%, respectively. The vortex inside the diverticulum persisted in 18 of 19 subjects. The CFD simulation showed that the flow amplitude generated inside the transverse–sigmoid sinus was segmental, and the largest flow amplitude difference was 20.5 dB. The difference in flow amplitude between the mainstream sinus flow and the diverticular flow was less than 1 dB. In conclusion, the sensation of PT is closely associated with the flow of kinetic energy rather than the formation of a vortex, whereby the amplitude of PT is correlated to the magnitude of the flow velocity and pressure gradient. Additionally, the range of velocity reduction revealed by the RCCD method may serve as a presurgical individual baseline curative marker that may potentially optimize the surgical outcomes. (shrink)

Background:Several studies have investigated the experiences of first-generation immigrant nurses in new workplaces. Yet, little is known about how native nurses and newcomers collaborate in their care for aging residents in European nursing homes.Objective:To gain a deeper understanding of interactions between first-generation immigrant nurses and native nurses in their care for aging residents in a Dutch nursing home.Methods:Ethnography, including 105 h of shadowing immigrant and native nurses, 8 semi-structured interviews with 4 immigrant and 4 established nurses, and 2 (...) focus group discussions with 8 immigrant and 6 established nurses in a Dutch nursing home. Data were analyzed by a post-positivist grounded theory coding approach.Ethical consideration:The Medical Ethical Review Committee of the Leiden University Medical Center approved this study.Results:The interactions between established staff and newcomers were influenced by norms, rules and regulations, policies and protocols. In daily practice and institutional structure, we observed both opportunities and challenges. The strict time schedules and the requisite standards of care were opportunities related to nurses’ expectations. Residents’ needs were sometimes challenging and inhibited newcomers’ active participation. However, sometimes new practices were developed where nurses created common ground, tinkered, and formed an inclusive playing field to enact good care.Conclusion/ discussion:This study shows that despite obstacles, there was room to make small changes in the rules of the game of nursing. These moments of tinkering may be sufficient to establish a stable, inclusive workforce for first-generation immigrants and give room to the evolvement of hybrid professional identities.Implications:The findings of this Dutch study are relevant for nursing ethics related to “good care” and nurses in other cultural contexts on how the integration of immigrant nurses in European countries in general could be facilitated. Public discourse about the COVID-19 that appears on Twitter and other social media platforms provides useful insights into public concerns and responses to the pandemic. However, acknowledging that public discourse around COVID-19 is multi-faceted and evolves over time poses both analytical and ontological challenges. Studies that use text-mining approaches to analyse responses to major events commonly treat public discourse on social media as an undifferentiated whole, without systematically examining the extent to which that discourse consists of distinct sub-discourses or (...) which phases characterize its development. They also confound structured behavioural data with unstructured user-generated data in their sampling methods. The present study aims to demonstrate how one might go about addressing both of these sets of challenges by combining corpus linguistic methods with a data-driven text-mining approach to gain a better understanding of how the public discourse around COVID-19 developed over time and what topics combine to form this discourse in the Australian Twittersphere over a period of nearly four months. By combining text mining and corpus linguistics, this study exemplifies how both approaches can complement each other productively. (shrink)

Despite the increase of middle-class people among Asian immigrants to the United States over the past three decades,research has paid little attention to these women. Focusing on women’s paid employment, prior research also tends to overlook the significance of mothering to the analysis of gender relations in immigrant families. By bringing together the literatures on gender and immigration and on mothering in families of color,this article examines how immigration and gender ideology,mediated by a family’s economic situation and the employment prospects (...) for educated women of color,shape the organization of mothering and how each pattern of mothering affects the power dynamics underlying the gender division of labor in immigrant families. Three distinct arrangements of mothering emerge from in-depth interviews with middle-class Korean immigrant women collected from suburbs in New York State: shared mothering based on transnational,transgenerational,and nuclear family networks; isolated and privatized mothering; and mothering after retreat from full-time employment. Concern with context in its many forms is integral to pragmatist philosophy, but the range and depth of Fischer’s research make her papers especially valuable. She helps us understand the extent to which the horizon of understanding is bounded by the particularities of time and place. Careful elucidation of less familiar concrete horizons can give us a better understanding of (...) unfamiliar beliefs and values and illuminate our own pre-suppositions.Such concreteness cuts two ways. By the most conservative estimates, 30,000 were wounded, but this statistic fails to take into account the most commona and often just as disablinga category of combat-related injuries: post-traumatic stress disorder and related traumatic brain injury. While COVID-19 has generated a massive burden of illness worldwide, healthcare workers (HCWs) have been disproportionately exposed to SARS-CoV-2 coronavirus infection. During the so-called ‘first wave’, infection rates among this population group have ranged between 10% and 20%, raising as high as one in every four COVID-19 patients in Spain at the peak of the crisis. Now that many countries are already dealing with new waves of COVID-19 cases, a potential competition between HCW and non-HCW patients for scarce resources can (...) still be a likely clinical scenario. In this paper, we address the question of whether HCW who become ill with COVID-19 should be prioritised in diagnostic, treatment or resource allocation protocols. We will evaluate some of the proposed arguments both in favour and against the prioritisation of HCW and also consider which clinical circumstances might warrant prioritising HCW and why could it be ethically appropriate to do so. We conclude that prioritising HCW’s access to protective equipment, diagnostic tests or even prophylactic or therapeutic drug regimes and vaccines might be ethically defensible. However, prioritising HCWs to receive intensive care unit (ICU) beds or ventilators is a much more nuanced decision, in which arguments such as instrumental value or reciprocity might not be enough, and economic and systemic values will need to be considered. Ibn Bāğğa’s commentary on Aristotle’s On Generation and Corruption (Kitāb al-Kawn wa-l-fasād, Latin De generatione et corruptione) is one of the first commentaries to elaborate on the essential aspect of Aristotle’s text, that is, the analysis of change (μεταβολή, taġayyur). The commentary’s extant parts comprise a consecutive exposition of the contents of Aristotle’s work. However, the commentary may be read more as an introduction or a guide to the topic of generation than as a substitution (...) for the original, as the paraphrases by Averroes seem to have become in the later tradition. The present study provides a new critical edition of the Arabic text and, for the first time, an English translation and a study of the structure of the commentary on the basis of the only two known manuscripts. The COVID-19 pandemic has generated an imbalance between the clinical needs of the population and the effective availability of advanced life support (ALS) resources. Triage protocols have thus become necessary. Triage decisions in situations of scarce resources were not extraordinary in the pre-COVID-19 era; these protocols abounded in the context of organ transplantation. However, this prior experience was not considered during the COVID-19 outbreak in Spain. Lacking national guidance or public coordination, each hospital has been forced to put forth independent (...) and autonomous triage protocols, most of which were, nonetheless, based on common ethical principles and clinical criteria. However, controversial, non-clinical criteria have also been defended by Spanish scientific societies and public institutions, including setting an age cut-off value for unilaterally withholding ALS, using ‘social utility’ criteria, prioritising healthcare professionals or using ‘first come, first served’ policies. This paper describes the most common triage criteria used in the Spanish context during the COVID-19 epidemic. We will highlight our missed opportunities by comparing these criteria to those used in organ transplantation protocols. The problems posed by subjective, non-clinical criteria will also be discussed. We hope that this critical review might be of use to countries at earlier stages of the epidemic while we learn from our mistakes. (shrink)

This article examines whether and how the participation of women in the firm’s board of directors and senior management enhances financial performance. We use the Fama and French (1992, 1993) valuation framework to take the level of risk into consideration, when comparing firm performances, whereas previous studies used either raw stock returns or accounting ratios. Our results indicate that firms operating in complex environments do generate positive and significant abnormal returns when they have a high proportion of women officers. Although (...) the participation of women as directors does not seem to make a difference in this regard, firms with a high proportion of women in both their management and governance systems generate enough value to keep up with normal stock-market returns. These findings tend to support the policies currently being discussed or implemented in some countries and organizations to foster the advancement of women in business. (shrink)

This work presents a system to detect small boats to help tackle the problem of this type of perilous immigration. The proposal makes extensive use of emerging technologies like Unmanned Aerial Vehicles combined with a top-performing algorithm from the field of artificial intelligence known as Deep Learning through Convolutional Neural Networks. The use of this algorithm improves current detection systems based on image processing through the application of filters thanks to the fact that the network learns to distinguish the aforementioned (...) objects through patterns without depending on where they are located. The main result of the proposal has been a classifier that works in real time, allowing the detection of pateras and people, kilometres away from the coast. This could be very useful for Search and Rescue teams in order to plan a rescue before an emergency occurs. Given the high sensitivity of the managed information, the proposed system includes cryptographic protocols to protect the security of communications. (shrink)

The passage of time pertains to the dynamic happening of anticipated future events merging into a present actuality and subsequently becoming the past. Philosophers and scientists alike often endorse the view that the passage of time is an illusion. Here we instead account for the phenomenology of time passage as a real psycho-biological phenomenon. We argue that the experience of time passage has a real and measurable basis as it arises from an internal generative (...) model for anticipating upcoming events. The experience of passage is not merely a representation by a passive recipient of sensory stimulation but is generated by predictive processes of the brain and proactive sensorimotor activity of the whole body. Although some philosophical approaches to time consider some psycho-biological evidence, the biological basis of the passage of time has not been examined in detail from a thorough scientific perspective. Translating ethical theories into clinical practice presents a perennial challenge to educators. While many suggestions have been put forth to bridge the theory-practice gap, none have sufficiently remedied the problem. We believe the ascendance of hospital medicine, as a dominant new force in medical education and patient care, presents a unique opportunity that could redefine the way clinical ethics is taught. The field of hospital medicine in the United States is comprised of more than 50,000 hospitalists—specialists in inpatient medicine—representing the (...) fastest growing subspecialty in the history of medicine, and its members have emerged as a dominant new force around which medical education and patient care pivot. This evolution in medical education presents a unique opportunity for the clinical ethics community. Through their proximity to patients and trainees, hospitalists have the potential to teach medical ethics in real time on the wards, but most hospitalists have not received formal training in clinical ethics. We believe it is time to strengthen the ties between hospital medicine and medical ethics, and in this article we outline how clinical ethicists might collaborate with hospitalists to identify routine issues that do not rise to the level of an “ethics consult,” but nonetheless require an intellectual grounding in normative reasoning. We use a clinical vignette to explore how this approach might enhance and broaden the scope of medical education that occurs in the inpatient setting: A patient with an intra-abdominal abscess is admitted to the academic hospitalist teaching service for drainage of the fluid, hemodynamic support, and antimicrobial therapy. During the initial encounter with the hospitalist and his team of medical students and residents, the patient reports night sweats and asks if this symptom could be due to the abscess. Average shift in the point of subjective equality , calculated by Klein on Libet's data, and corresponding change in mean shift, calculated by Libet et al. , may be “corrected,” taking as a reference point the end of the minimum train duration. Values obtained, if significant, indicate a latency for conscious sensation of the skin stimulus of at least 230 ms. Pockett's main conclusions (...) are favored, but her explanation of peripheral–lemniscal couplings is found to be unconvincing. Although some commentators have noted that Woolf's high modernist style lends itself to a number of readings with respect to (...) sense of self, the passage of time, and a sort of phenomenological reflection, philosophical concerns have, in general, not played a large role in Woolf scholarship to date.In this article I shall argue that some of Woolf's best known work—especially To the Lighthouse—exemplifies a concern for time, reality and a sense of interior life-as-lived that is overtly philosophical in its construction, and even somewhat didactic. Furthermore, I will claim, it is part and parcel of modernism as it is ordinarily conceived to address these issues in some fashion, even if, in many cases, they are not addressed as thoroughly as they are in Woolf's work. Even if we can be certain that a great deal of Woolf's mental disturbance, or mental illness, was the result of childhood abuse, or even inherited tendencies, it still does not detract from the power with which she was able to use depictions of inner turmoil to give us a sense of the fleeting and transitory nature of the real. Indeed, such a sense is one of the hallmarks of Woolf's work and is acknowledged by most of her critics, even if it is not termed a philosophical concern. I will analyze constructs of time and the chronological through a view of To the Lighthouse.IA number of philosophers have offered conceptions of time; these efforts range from those of antiquity to the more technical articulations [End Page 300] of the twentieth century. One of the most haunting evocations of the power of time is in the work of one whose thought is seldom cited in this regard, Simone de Beauvoir. In Old Age, she offers a phenomenological account of the passage of time that reflects an emphasis on the internally-felt disparity between the past and the present that is a frequently-remarked upon aspect of old age.1 There is a paucity of experience-of-the-present among the very elderly, and a reliance upon the past. Concomitantly, there is a foreshortening of the future. As Beauvoir writes: "How far does memory allow us to retrieve our lives? The images... are far from possessing the richness of their original object. An image is the seeing of an absent object by means of an organic and affective analogue" (p. 147). Despite the fact that these images may lack the richness of the original, the somewhat paradoxical effect of being older is that these images predominate.In To the Lighthouse, Woolf plays with time in a way that allows for a development of the internally-sensed structure of time on the parts of the various characters. Although many have remarked upon the well-known middle section, "Time Passes," this aspect of the felt sensation of time as an internal phenomenon, and one on which her characters seem to draw at regular intervals, is a somewhat little remarked feature of the rest of the book. It is present from the outset: James's first thoughts about the trip to the lighthouse highlight time in a sort of reversal of the way that Beauvoir has indicated for the elderly; James's conception of the passing of time is altered in another sense, since he is only six. He has projected himself forward so intently to the trip to the lighthouse that everything else has seemed somewhat unreal. As Woolf writes, "he had looked forward, for years and years it seemed...."2Although the differences between the felt constructions of time between, for example, childhood and old age might seem to partake of the commonplace, Beauvoir is among those philosophers who have used the notion of the truncation of time and the foreshortening of the future among the elderly to make philosophical commentary. In his response to "The Politics of Rescue," Winston argues that the real dilemma facing the international system is not a question of what form intervention will take, but rather a question of the existence of political will to act on the humanitarian impulse.

Ensuring that clinical trials, once launched, successfully complete and generate useful knowledge is an important and indeed ethically imperative goal, given the risks and burdens borne by research participants. Since there are insufficient willing research participants to power all the trials that are currently undertaken,1 addressing underenrolment will require prioritisation decisions that reduce the number of trials competing for participants. While there are multiple levels at which research priority-setting can and does take place, competition between trials often plays out in (...) real time at the institutional or site level, where complex decisions must be made about how to manage overlapping trials in ways that balance different considerations, including the risk of non-completion. We sought to explore what research institutions in particular might ethically do to mitigate the risk that competition between trials will contribute to recruitment shortfalls. Against this backdrop, we appreciate the thoughtful replies to our article and are especially encouraged that all three respondents acknowledge the importance and indeed necessity of setting research priorities in ways that respect the rights and interests of various parties. The key question raised by the commentaries primarily concerns not whether research prioritisation should take place but rather how it is best accomplished. In what follows, we clarify our argument in the original article, and then focus on several points raised in the commentaries regarding the role of institutions in research priority-setting. Our approach is animated by the risk that competition between clinical trials for the same population of participants can be a cause of underenrolment when there are insufficient participants to meet the statistical needs of all open studies. In such situations, one or more of the competing studies will fail to meet recruitment targets, reducing their statistical ability to answer the research question. Decision-making capacity in children and adolescents in healthcare requires thorough assessment: the minor's maturity, understanding of the decision, risk of the situation and contextual factors needs to be explored. The intention was to design and validate a test—the Maturtest—to assess the maturity of minors in decision-making processes in healthcare. A reasoning test on moral conflicts for adolescents was designed to infer the degree of maturity of minors applied to decision-making regarding their own health. The test was completed by a sample (...) of 441 adolescents aged from twelve to sixteen, with a corresponding analysis of their psychometric skills to measure feasibility, viability, reliability, validity, and sensitivity to change. Psychometric test results showed viability, reliability, validity, and sensitivity to change. High correlation between the test score and the reference method were notable. A high stability was obtained with an intraclass correlation coefficient. The average response time of the test was twenty-three minutes. This test measures the moral maturity of adolescents. It is presented as an objective, useful, valid, reliable tool, easy to fill out, edit and apply in a healthcare context. It helps to assess the maturity of minors faced with a decision. (shrink)

The border is an area where the rule of law has often found difficulty taking root, existing as law-free zones characterized by largely unbounded legal and administrative discretion. In his important new book, The Rule of Law in the Real World, Paul Gowder deftly combines historical examples, formal models, legal analysis, and philosophical theory to provide a novel and compelling account of the rule of law. In this paper I consider whether the account Gowder offers can provide the tools (...) needed to bring the border under the rule of law. I argue that on Gowder’s account, there are two ways in which we might try to extend the rule of law to the border.The first is to look at concrete connections that current citizens or members of the political community have with non-citizens. Just as the interests of current citizens give them strong reasons to coordinate to establish the rule of law in their own community, so may the interests of current members in connections with nonmembers give them reason to work to extend the rule of law to the border. These interests can include family ties, other forms of personal relationships, offers of employment, intellectual connections, and others. Some of these connections already serve to give greater legal protections, including protections from arbitrary decision-making, to some non-citizens, and the general trend, I argue, can and should be further strengthened The second method for extending the rule of law to the border involves appealing to certain universal norms so as to build a sense of community that stretches beyond borders. While these norms are not as robust or well established as domestic law, and therefore are unlikely to extend all of the protections of the rule of law to all people at the border, they can, I argues, be a basis for working against the worst arbitrary actions by border officials. I conclude by considering the vexed dispute about providing “amnesty” for unauthorized immigrants in the United States and other countries. I argues that Gowder’s account of the amnesty provided to supporters of the oligarchic coups in ancient Athens provides a model for thinking about when and how amnesties for unauthorized migrants can be done without offending the rule of law, thereby making them more palatable to current citizens. Famously insightful and famously complex, his writings have been studied and puzzled over by generations of students. Kosho Uchiyama was a beloved twentieth-century Zen teacher and author of over twenty books, who here addressed himself head-on to unpacking Dogen's wisdom for a modern audience. Recent work on transnationalism provides evidence to support the argument that transnational ties to the home country and integration into the host state are not mutually exclusive processes . Moreover, connections to the home country attenuate over time and by the third generation immigrants are usually fully integrated into the receiving country. Given that some of the existing transnational ties are encouraged and facilitated by the home country, critics of sending states' diaspora engagement activities argue that their promotion (...) of ongoing transborder connections limits immigrants' integration into the host state. The case of Mexico shows that there are stated and unstated objectives in the state's diaspora engagement policies, including the promotion of the government's political and economic interests, the need to maintain its legitimacy at home and abroad, and the interest in facilitating and securing remittance flows. But since the 1990s the programs developed by the Mexican government directed to migrants in the U.S. also seek to improve their living conditions in the host country. An issue that requires further exploration and is addressed in this paper is whether and how the services that Mexico provides to emigrants through its 50 consulates and the Institute of Mexicans Abroad contribute to or limit migrants' process of integration in the United States. Such services include, among others, preventive health care and medical referrals, adult education programs, and leadership development. This paper examines the effects of the Mexican government's programs on the integration of Mexican immigrants based on interviews in various U.S. cities. It also examines the response in the U.S. to the Mexican government's active role in this regard. (shrink)

Background Ethical conflicts generate difficulties in daily clinical activity. Which methods of ethical advice are most frequently used to resolve them among Spanish doctors has not been studied. The objective of this study is to describe what methods hospital internal medicine physicians in Spain use to resolve their ethical doubts and which they consider most useful. Design A cross-sectional observational study was conducted through a voluntary and anonymous survey and distributed through an ad hoc platform of the Spanish Society of (...) Internal Medicine. Measures We measured methods by which to resolve doubts, types of tools sought, frequency of consulting the Clinical Ethics Committees, and satisfaction with resolution of ethical issues. Results Of 261 internists surveyed, 86 per cent resolve their ethical doubts with assistance, the most frequently used method being consultation with colleagues (58.6 per cent), followed by using specific protocols or guides (11.8 per cent) and consultation with experts in bioethics (9.6 per cent). The most preferred tools are the creation of protocols (30.3 per cent) and the establishment of a consultant/expert in bioethics (27.8 per cent). Conclusions Internists in Spain usually seek assistance to resolve their ethical doubts. Consulting colleagues is the most frequently adopted method. The majority regard tools to resolve ethical conflicts as necessary, seeking above all protocols and consultants/experts in bioethics. (shrink)

We would offer some remarks on each of these aspects.AI: Back to the FutureAfter some years of crisis, AI seems now to have recovered its original challenging (...) attitude and its identity. In particular all the original ambitions of AI have been renewed under the label of “autonomous agents” (see, for example, Russell and Norvig 1995; Wooldridge and Jennings 1995). This paper and its authors are good representatives of this challenging attitude. Of course, the AI appearing at century’s end is different from, say, the AI of the 1980s. AI systems and models are now conceived for reasoning and acting in open unpredictable worlds, with limited and uncertain knowledge, in real time, with bounded (both cognitive and material) resources, with hybrid architectures, interfering—either co-operatively or competitively—with other systems. The new password for the AI of the 1990s is interaction (Bobrow 1991): interaction with an evolving environment; among several, distributed and heterogeneous artificial systems in a network; with human users; and among humans through computers.This renewed AI, however different though it is in some ways, can be understood as returning to its original aim of modeling “intelligence”: not only static and isolated sub-functions of intelligence but the integrated and pragmatic functioning of autonomous agent architectures as against algorithms. Our renewed AI, based on architectures, can again have important exchanges with other (psychological and social) sciences. This paper is a good example of the fruitful cross-fertilization of ideas which may result from such exchanges. It was indeed just this which originally gave rise to cognitive science.The ArchitectureThe proposed architecture, although quite speculative, and—as the authors themselves emphasize—very much a first sketch, is directly relevant to this new AI. In fact, recent research efforts in the agent-architecture domain are focused exactly on the problem of “goal dynamics” [End Page 129] or “motive processing,” which is the core of this architecture, and on the problem of integrating reactivity and deliberation. Compared with current AI architectures (for example, BDI systems) it is important to note that this “motive-processing” architecture is not yet formalized or implemented to the same extent. On the other hand, it is more interesting from a psychological point of view, and is already able to give us some important insights into human emotions, in particular those emotions (like grief) that involve all or total loss of control of management processes.The Report-Based Analysis of GriefThe report-based description of grief provides a persuasive and rich basis for both modeling and discussing the model. The relevant features of this emotion are well characterized with reference to the self-control problem and motive-processing (though, as we shall see, to use grief as an example of those emotions that involve all or total loss of control of thought processes may provide a partially distorted view of grief itself). In particular, we would stress the relevance of the “intrusive” character of grief-related contents; the rejection of certain beliefs due to the psychic pain they cause; the coping strategies people describe; and the second order motivations related to the control of the emotional state. We believe that psychological models especially of these aspects are usually less specific and explanatory.Let us now try to synthesize some criticisms one could advance of this analysis. Climate migration creates a special setting for a duty to rescue. A duty to rescue is a moral rather than legal duty and imposes on a bystander to take an active role in preventing serious harm to someone else. This paper analyzes the idea of expanding a duty to rescue to climate migration. We address (...) who should have the duty and to whom the duty should extend. The paper discusses ways to define and apply the duty to rescue as well as its limitations, arguing that it may take the form of an ethical duty to prepare. INTRODUCTION Climate migration creates a special setting for a duty to rescue. A duty to rescue is a moral rather than legal duty and imposes on a bystander to take an active role in preventing serious harm to someone else. Examples of circumstances range from person-to-person intimate rescue to saving those in poverty, even in distant parts of the world.[1] Since 2008, an average of twenty million people per year have been displaced by weather events.[2] Circumstances like being thrust from homes under the threat of fire, mudslide, and flooding vary greatly from long-term changes like land becoming too arid for crops or temperatures increasing annually gradually pushing up the number of heat-related deaths, with the area slowly becoming uninhabitable. Imminence in fleeing affects resettling and need for rescue with important implications for how the duty to rescue might apply. This paper reevaluates the ethical framing of the duty to rescue and, while it is arguably a stretch, applies it to climate migration. Climate migration has become common and is expected to increase due to rises in sea level, increases in weather events that make areas uninhabitable, and changes to land that preclude farming or other necessary land uses. We argue that a duty to rescue may help highlight who has moral obligations to whom. Because the problem is so large in scope, we suggest a change in the ethical limits to humans' duty to rescue other humans who are in distress. We imagine an expansion or extension of the duty to rescue to meet some of the basic needs created by climate migration. Yet how it should expand, and how much depend on ethical framing and practical limitations. l. Expanding the Geographical Boundaries Two commonly recognized emergencies, Hurricane Katrina in the case of weather events and the current COVID-19 pandemic, provide a historical and current backdrop to evaluate ethical obligations as more disasters displace people. A significant reassessment of the ethical scope of an obligation to rescue in the case of weather events will be limited by the ability to render aid to those in distress in the case of a planet-wide weather catastrophe. The problems may overwhelm the ability to rescue or the reasonableness of attempting rescue. The extent of the moral obligation borne by humans to other humans in the case of a weather event has been largely defined by its locality and limited geographic influence. Whether we are imagining the scope of ethical obligation in the case of hurricane, flood, tornado, drought, or wildfire events, the perceived ethical obligation is significantly defined by the limited impact of these weather events on people outside the zone of the weather event's direct impact, yet close to that zone. A hurricane affecting New Orleans will not have immediate impact on the residents of California or even those on the northeast coast of the United States until a later time. Wildfires in the Pacific Northwest do not impair the ability of those in the rest of the country to come forward with assistance. But as climate migration crosses international borders, and climate events occur simultaneously in many regions, a more expansive duty to rescue may provide the ethical impulse to help those who live afar or migrate long distances. In this respect, the need for help in the event of widespread climate migration due to global warming is more like a pandemic than a weather event. Its broad impact area diminishes the capability of nearly the entire balance of the human population to help due to those populations' awareness that they will, in short order, have the same need for the same resources, from the same cause. Those living near current flood zones may find their historically safe havens are also a flood zone. Those previously best positioned to rescue may find themselves also needing to relocate. Thus, we may observe the need for new rescuers. ll. The Rule of Rescue The Rule of Rescue as defined by Al Jonsen describes the moral impetus or knee jerk reaction to save identifiable people facing death.[3] A duty to rescue has since been expanded beyond imminent death and beyond the near and identifiable. But there are limitations. For example, by most accounts, the ethical duty tends not to require extreme bodily risk or financial depletion. In comparing Good Samaritans to humanitarians, Scott M. James argues the duty to rescue arises from unique dependence, but the ethical obligation to help strangers through humanitarian aid is of a different nature.[4] The wrongness of failing to help is arguably more egregious when one is in a unique position to help. Like in the tragedy of the commons, where there is no unique positioning, when the global community is called upon to help, each individual in it may feel less obliged to do so. Climate migration falls in between—it requires helping strangers, yet it may move forward without anyone seeing themselves as uniquely positioned to help until those strangers become part of communities, at which time, there may be more moral justification to help a community member in need. Generally, arguments about Good Samaritans hinge on extraordinary acts, praiseworthy because they are acts of compassion, not obligation. Now all US states have Good Samaritan laws[5] which protect helpers from liability for help gone wrong or for a failure to succeed once engaged in an act of rescue. Extraordinary help as a moral good is thus somewhat encouraged through legal protection, but not imposed. Conversely, jobs like firefighting, search and rescue, and emergency medical care tend to oblige employees to take on risks that would be extraordinary if undertaken by the average bystander, yet they are rendered ordinary rescue as part of the job. Three states, Minnesota, Rhode Island, and Vermont have a broad duty to rescue, adding legal considerations to an otherwise moral conundrum. The laws do not require bystanders to take on risk for the sake of rescuing strangers.[6] The moral duty will require looking beyond law, but it is unclear how the moral duty to rescue should be distributed in the case of climate migration. A bare minimum would prevent taking advantage of newcomers, paying sub-minimum wage, and discriminating against them. Yet such a minimum is hardly rescue. lll. An Ethical Rather than Legal Duty The difficulty in defining the duty to rescue as a legal obligation is that it is difficult to determine the extent of risk a rescuer ought to be required to take. The nature of this ethical duty is also arguably tied to the experiences of both the rescuer and the rescued. There are subjective aspects like what someone perceives as a danger that make it difficult to write enforceable laws requiring rescue. It is one thing to expect a rescuer to step into several inches of relatively warm water to lift a person lying face down in a pond and enable them to breathe. It is something altogether different to expect that rescuer to dive into frigid water and attempt to extricate someone trapped in a submerged automobile. As the legal philosopher H.L.A. Hart observed, it is always easier to define application of the core intention of any rule, whether law or ethical norm. It is more difficult to create legal certainty about how the law applies to what he described as “penumbra circumstances”. In the case of a hurricane, it is easier to define what surplus resources are available in areas geographically remote from the impact of the storm and demand, as a moral obligation, that those nearby but outside the area provide assistance. It is more difficult to obligate people, organizations, or governments to supply a quantity of medication or some number of ventilators to an adjacent community when they expect to imminently need them for their own community. In the early stages of climate migration, the ethics of extreme weather event assistance, a common application of the duty to rescue, will be useful and appropriate. The rising sea levels first experienced by island nations in the South Pacific[7] will not render those living in other coastal communities, those with greater available “high ground”, unable to supply resources to those in need. But when sea level rise and climate change affect more communities simultaneously, albeit in varying degree, the task of defining what response is ethically obligatory becomes increasingly complicated. Pinpointing the obligations of those communities which are resource rich to those communities which are resource deprived, and of those partly affected to those more severely affected may become necessary. The limitations of the traditional duty to rescue could expand to meet the needs. lV. Contribution to the Problem Many argue that the duty to rescue may depend on any appropriate claim of those needing rescue. One issue is whether preferential claims among those who can identify the source of the harm should call for a greater duty or whether everyone in need should be approached as like candidates for rescue, shaping the duty as equal across those on the receiving end. As climate change does have human-made causes, there are strong arguments to impose a greater ethical duty on any entity that caused the climate-related problems leading to the mass exodus. While the global north is often implicated in pollution that causes migration, industries like energy, transportation, and agriculture are tied to climate change and associated with significant greenhouse gas emissions.[8] Practices like directing agriculture to less sustainable single crop growth generally made land less farmable. Yet it is difficult to place blame and identify specific causal relationships as most migration is due to many factors. A movement toward greater accountability can be reframed as a greater duty to rescue, a duty to engage in the extraordinary. The fossil fuel industry, for example, should have a larger obligation than the average person. Similarly, some may argue anyone unjustly enriching themselves while contributing to climate change or people who over-consume have an elevated duty to rescue.[9] Climate change lawsuits demonstrate an eagerness to hold governments and corporations accountable, despite difficulty proving causation. V. The Most Vulnerable One ethical dimension of climate migration that remains unexplored is how a duty to rescue applies to vulnerable populations who stand to be left behind or unable to migrate without assistance. Researchers from the Global North working across the Global South are increasingly observing the phenomenon of ethics dumping, where the research ethics of some countries are imposed on research subjects in other countries.[10] In that vein, rescuers should be careful not to impose unwelcome cultural standards or exploit people who are in the process of migrating. There is a gap in discussions reflecting voices that have been left out. The duty to rescue is incomplete without an attempt to understand the ethical experiences of those being rescued. The actual people affected by climate migration who are the least likely to have the means to migrate, or to do so without extreme hardship, should have a voice informing the global community including those in a position to carry out rescue. People who have the means and are young and healthy may easily make decisions to avoid the catastrophic consequences that climate migration brings. However, what about those who are left behind? For example, especially recognizing cultural differences, the homeless community, disabled community, refugees, the elderly community, and women[11] and children may suffer differently and call for more attention. In some parts of the world, human rights are severely constrained. An ethical duty to rescue, with many considerations and variables, may be more justified in the case of those most in need. As climate migration continues and increases significantly, it may be reasonable to ask the local and global community to focus on those least well positioned to migrate successfully. In this context, the use of phenomenology to understand the lived experiences of those migrating, sometimes termed “ethical experiences”, may help flesh out how a duty to rescue takes shape. The discussion of duty and obligation requires an articulation of the ethical experiences (how the local community in need of rescue views the proposed rescue). Then, the obligation to interpret the duty as ‘one shall not’ or ‘one must’ can be focused on the migrants’ needs rather than the rescuers’ feelings of obligation.[12] A revised theory of the duty to rescue taking into account the asymmetrical experiences of communities involved could ensure that the needs of people whose living situations, gender, ethnicity, age, or race impact their ability to even begin the migration process are considered. In this discussion, the rescuing is directed toward communities /collectives of persons migrating, whether at once or across a period of time. Often, the climate migrant may not be in a state to articulate the nature of this event when it happens, given its subjective proximity. Yet, when communities are given the space and opportunity to articulate their shared values, the ethical action of rescue derives its meaningfulness from the community rather than the rescuers. In other words, allowing climate migrants to explain their feelings can add complexity to what some see as a binary receiver-giver (of rescue) dynamic. This is necessary because the concept of vulnerable populations is fraught with problematic assumptions. There have been various definitions and criteria to determine what would constitute vulnerable populations.[13] For example, the United Nations Framework Convention on Climate Change[14] identifies and assesses vulnerable populations. These criteria may be helpful. However, they do not provide the full picture. Rather than identifying categorical criteria of vulnerable populations, engaging with people who are experiencing climate migration and listening to their current experiences and concerns helps determine need. Knowing what people need may prevent the kneejerk reaction to label people who are quite resilient yet have appropriate needs “vulnerable”. Proceeding with caution is important because the duty to rescue has hierarchical underpinnings of "us" and "them." Often when people swoop in to save, there are good and bad consequences of the intervention. We should proceed with caution because often the helper misses the actual needs of those in need. The only way to combat this would be to make sure that people are empowered to inform those agencies that are able to help. In addition to more practical approaches, large scale oral histories could allow those who have migrated already to share their experiences. It would be important to capture the lived experiences of people who are already experiencing the consequences of climate migration or of other migration like that due to political or economic extreme events. These experiences could shape our analysis of whether people in fact wish for rescue. If so, further conversations can determine best actions as well as give important insight into what resources might be necessary to empower people now and in the future. Vl. A Duty to Rescue as a Duty to Prepare If we view Good Samaritans as going above and beyond, then a duty to rescue, something ethically compelled, must bring rescue out of the framework of charity and place it in the context of humanity and obligations. Such a view would also support expanding the geographical reach of the otherwise more proximate duty. The duty may be stronger and take shape in a more workable way if it applies to preparing places expecting to see an influx of people due to climate migration and to helping those most in need. The duty may arise out of expectations of what type of community the place welcoming those migrating due to climate should be—does it want to offer good housing, schooling, and medical care as well as economic opportunity to new people? And if so, at what cost, or with which risks? If the newcomers are viewed as community members rather than strangers, a model of acceptance may lead to better preparation. Some considerations like whether the actions will reasonably help the persons in need of rescue[15] will shape the application of a duty to rescue in the context of climate migration. Similarly, ensuring that people have the chance to articulate their values may help communities support the newcomers. New relationships should not be defined as migrant and rescuer. Voluntariness in participation and not forcing any action deemed rescue would help ensure the human rights of those migrating. In the United States, President Biden issued an executive order addressing impending climate migration steeped in a duty to prepare by making plans for resettlement and to address the impact of climate migration.[16] Vll. At What Risk? As we investigate the ethical obligations to meet even basic needs, we must also ask what level of risk is ethically compelled. There is an extraordinary need to integrate newcomers successfully, but it is difficult to stretch an ethical duty to rescue to require all the prerequisites for successful climate migration. Even defining success would create deep ethical arguments. As observed in almost all migrations, extraordinary charitable acts may be the key to success, while an ethical duty to rescue must try to require the important government and community-based basics and ensuring respect for human rights. That is, the migrating people should be rescued from circumstances that contradict basic human rights. Rather than comparing communities to bystanders, mere places where people will arrive and need to hash out how to find housing, jobs, education, and opportunity, a duty of preparation may be the key to rescue those disenfranchised by migration. There are cultural, personal, physical, psycho-social, and geopolitical issues surrounding how to best help those needing to permanently relocate. Ethics arguments will certainly range from “do nothing”, which may fail people, to “do everything”, which could waste taxpayer money in futile over-preparation while failing to actually help. Communities must avoid planning exclusively for one scenario only to have it not take place. Striking the balance, a duty to rescue as it could apply to climate migration should set goals of societal integration, and providing the basics like education, housing, food, health care, and job opportunity, the precursors to flourishing. Recommending the extraordinary, morally preferred but perhaps not compulsory, when charitable actors are participating, or when wrongdoers are compensating, may be more workable than seeing the duty to rescue as compelling people or local governments to take on significant financial and personal risk for newcomers. While humanitarian ethics supports helping everyone, it is likely that people who resettle in advance of a need to flee will find themselves with more choices and opportunities. Help is warranted for those with more dire needs. Preparing for them may do just that. Vlll. Rescue Prior to Migration and Rescue in the Process of Resettlement The duty to enable the migration in the first-place hints to the inadequacy of a duty to prepare. The traditional duty to rescue perhaps steps in if rescue looks like those geographically just out of harm's way rescuing those in danger. That resembles the traditional moral requirement, or duty to rescue according to the Rule of Rescue. Humanitarian aid typically provided by many institutions makes sense and is in place, although financial support for additional humanitarian aid is always needed. Despite having moved to purportedly more capable communities, migrant communities may be able to develop more egalitarian orders of living. Rather than continually being identified as having been rescued, it is important to make sure people keep or make social ties during and after migration. Immigrants often face social isolation.[17] Small shifts in gestural language also have the potential to welcome people and show they are valued. For instance, some migrants may not like questions like “Where are you from?” and “What brings you here?” as they emphasize differences over fitting in. CONCLUSION The ethical duty to rescue should be expanded to better match those in need of relocation with a welcome environment and the resources needed to achieve success and fully integrate socially and culturally. Expanding a dialogue that includes the voices of people who have recently migrated whether due to violence, poverty, or climate, could properly frame the extent of the duty. If we are to apply the duty of rescue to climate migration, rescuers should avoid labeling people vulnerable, dependent, or needy, although there is reason to focus on those whose needs are the most dire. A soft duty to rescue people during the course of climate migration can come in the form of preparation. People will need help finding housing, education, access to food, and employment. Ultimately, to help them help themselves may be the best goal. While the obligations should be borne differently by people, whether due to a special responsibility, or a special relationship that creates a clearer duty, the global community must prepare for its role in rescuing those displaced by climate events. By helping those displaced at the start of the climate migration process according to a more commonly held notion of the duty to rescue, and by preparing to incorporate newcomers successfully according to an expanded duty to rescue, effectively a duty to prepare, countries that take on climate refugees may find themselves rewarded by the cultural diversity and workplace talents that people bring. After reading Savulescu and colleagues,1 one ought to be in no doubt that human heritable genome editing is a ‘moral imperative’: to cure disease, reduce inequalities, improve public health and protect future generations. They make this argument repeatedly and in no uncertain terms. Yet are they right to do so? I am certainly not against developing HGE or exploring its possibilities. Instead, I aim to sound a cautionary note in relation to claims about its technological potential and how we frame (...) arguments on this basis. The ‘moral imperative’ argument has been made many times, since well before the advent of genome editing, by the present authors and others. It generally rests on a number of preconditions, implicit or explicit: that HGE will be safe, effective, cost-efficient and equitably available. Now, many bioethicists would take no issue with, indeed have supported,5 the proposition that, once all of these conditions are satisfied, HGE is something we have good moral reasons to pursue. At this pivotal moment for global science, ethics and governance, however, we need equally to be concerned with the technology’s immediate future trajectory: whether and how we can reach the point of satisfying these conditions. In this context, the MIA is something of a distraction; at worst, it may even be corrosive and damaging. Consider first the argument from evolutionary fitness, that HGE is morally required to counteract the supposed ‘genetic deterioration’ produced by medically enabled ‘survival of the weak’, that makes ….
