Information and communication technology has become the great technological fix of our time and not the least in the education system. There seems to be no end to the hype of ICT and the accompanying promises that education will be revolutionized—“smart” pupils will be made and the so-called knowledge society propelled. This master narrative has many co-authors, some of whom have the best intentions and realize the big challenge of educating the world population. Information and Communications Technologies (ICTs) open up the possibility of new forms of relationship and engagement, which form part of the sociality of modern society, leading some to characterize this as a transition to an "information society", a "network society", or a "third industrial revolution". This has implications for Social Quality, especially in terms of social cohesion, social inclusion and social empowerment. Drawing upon recent research we find that ICTs have added new dimensions to social life in ways (...) that go beyond the original formulations of the digital divide. Conversely, Social Quality can also add important insights into our understanding of the relationship between society and technology. Despite the great expansion and many benefits of information and communication technologies in healthcare, the attitudes of Polish general practitioners to e-health have not been explored. The aim of this study was to determine the GPs’ perception of ICT use in healthcare and to identify barriers to the adoption of EMR in the Podlaskie Voivodeship. Online and telephone surveys were conducted between April and May 2013. Responses from 103 GP practices, 43% of all practices in the region, were (...) analysed. The results showed that 67% of the respondents agreed that IT systems improve quality of healthcare services. In the GP group who declared at least partial EMR implementation, 71.4% see the positive impact of IT on practice staff processes and 66.1% on personal working processes. In this group, more than three-quarters of GPs did not see any positive impact of ICT on the average number of patients treated per day, number of patients within the practice or scope of services. The four most common barriers to EMR implementation were: lack of funds, risk of a malfunction in the system, resistance to change, and lack of training and proper information. Although the use of ICT by Polish GPs is limited, their attitude to e-health is generally positive or neutral and resembles the overall pattern in Europe. Barriers identified by GPs need to be taken into account to ensure the effective implementation of e-health across the country. (shrink)

The study examines the need to train future teachers using modern information and communication technologies in the context of adaptation to the aspects of postmodern society. It was found that contemporary postmodern education is impossible without application of information and communication technologies, the use of which gradually leads to changes in the content, the methods and technologies of training future teachers. The analysis of scientific literature, which confirms recognition of ICT as a key technology of (...) the 21st century and the urgency of the problem of development and application of educational technologies capable of modernizing and reforming traditional forms of education in order to meet the level of education of future teachers to the present-day requirements. The current trends of ICT in the training of future teachers in postmodern times are considered, modern practices of ICT use which are the most popular in the educational process of future teachers are singled out. The content of the following compulsory components, according to the authors, of professional training of future teachers, is generalized and concretized: didactic, legal, social and methodological. Discussion issues and perspective directions of future scientific research related to complex ethical contradictions due to uncertainty or lack of necessary knowledge, unexpected effects and insufficient transparency of functioning of information and communication technologies are outlined. The different and seemingly unrelated practices of Information and Communication Technologies used to collect and share personal and scientific data within networked communities, and the organized storage of human genetic samples and information—namely biobanking—have merged with another recent epistemic and social phenomenon, namely scientists and citizens collaborating as “peers” in creating knowledge. These different dimensions can be found in joint initiatives where scientists-and-citizens use genetic information and ICT as powerful ways to gain more control over their (...) health and the environment. While this kind of initiative usually takes place only after rights have been infringed —as the two cases presented in the paper show—collaborative scientists-and-citizens’ knowledge should be institutionally allowed to complement and corroborate official knowledge-supporting policies. Components and priority areas for capital investment in the ICT market were determined. The relativity of relationship between the placement of supercomputers in the countries and their level of innovation was revealed. The tendencies of world ICT market development were defined. The place of Ukraine in the world ICT market was established.

The purpose of this paper is to present some of the findings (which were reported on more extensively in earlier work) regarding the visibility of gender issues in the literature on selected information and communication technologies (ICTs) with a view to make predictions about potential ethical issues that the application of these ICTs may bring about in the future. On the basis of the analysis of around 100 published sources, which dealt with various aspects of selected ICTs, conclusions (...) have been drawn regarding gender issues and concerns that the applications of these ICTs may cause. The authors' analysis is theoretically informed by critical discourse analysis (CDA) which assumes that texts, both written and spoken, as well as other forms of symbolic representations, are indicative of social practices. Of particular methodological relevance was the survey of methods of text and discourse analysis presented in Titscher et al and especially the application of keyword search as a way to measure the prominence of each investigated method. This approach to literature surveying proved very useful in selecting analytic material: only those published sources on the selected four ICTs have been included in the survey, for which the analysis of keywords, abstracts and indexes of terms indicated authors' interest in gender issues. Findings - First, ICTs such as affective computing, ambient intelligence, and artificial intelligence, have been found to have the potential of positively affecting gender power relations and thus positively affecting gender balance in the areas of labour market related to ICT across EU countries and worldwide. Second, more research on the relationship between gender and ICT design, application and representation is needed, so as to enhance a better understanding of ethical issues resulting from unequal participation of women and men in all aspects of ICT production and implementation, which in itself is an ethical dilemma with which both the ICT business and legislators have to grapple. The paper offers insight into the relationship between the level of attention devoted to particular ICTs by ICT researchers, as evidenced in the reviewed literature, and the likelihood of the application of a particular ICT in the future, which is looked at and assessed from a gender perspective. The article deals with the self-education of future specialists in the field of culture and art within the context of philosophical, psychological, and pedagogical studies of the postmodern era. This substantiates the need to use e-learning in professional training. The use of cloud computing technologies is one of the educational process’ innovations. As shown by our research and personal experience implementing cloud computing technologies into the educational process proves to be feasible for training future professionals in the field of culture (...) and art, including their self-education. The article shows that the aim of self-education of the future professionals in the field of culture and art is personal and professional perfection, and also achievement, at the maximum possible level, of the creative ideal. Today their professional training is focused on self-perfection, ability to self-educate, skill to foresee the consequences of their professional activity and search for the new ways to solve their professional tasks using ICT. The article justifies that cloud computing technologies allow spreading content in the Internet, they facilitate posting the text messages, photographs, pictures and musical files. Accessibility, openness, interactivity of the cloud computing technologies cause their wide use for both on-line and off-line communication, data sharing of text, multimedia and audio resources for all participants of the educational process that enriches the self-education of future professionals in the field of culture and art and makes it rich in content, practically-oriented and enhances professional competence. Socio-cultural reality of the present time is marked by quite significant events. First, the active penetration into society of the latest information and communication technologies, which arose as a result of the rapid development of electronics. And secondly, the formation and spread of a special type of worldview under the general name of "postmodernism". It is the need for a philosophical understanding of these two events and determined the main idea of this article. The article also shows the (...) role of information technology in the transformation of the cultural reality of postmodernism. Also the main directions of application of information systems and innovative technologies in the field of education and science in general, and at studying of disciplines of a natural cycle in particular are covered. Peculiarities of studying natural sciences by students are revealed, didactic potential of ICT and its realization in the process of studying natural disciplines is considered, methodical analysis of the problem of application of information technologies in natural education is carried out. The principle of integration, multimedia clarity, interactive interaction of participants of educational process at application of new information technologies at studying of natural disciplines is allocated. It is determined that ICT in the teaching of natural sciences can intensify the educational process, accelerate the transfer of knowledge and experience, as well as improve the quality of teaching and education. The differences between parents and adolescents in relation to information and communication technologies (ICT) are well documented, yet little is known about how adolescents experience these differences. The study reported in this paper therefore aimed to elucidate adolescents’ views on these differences, and in the process to explore the possible impact on parent-adolescent relationships. The participants comprised 23 Grade 10 learners, conveniently selected from three high schools in the Cape Peninsula, South Africa. The compulsive habit model proposed by Everitt and Robbins has accumulated important empirical evidence. One of their proposals is the existence of an axis, on which each a person with a particular addiction can be located depending on the evolutionary moment of his/her addictive process. The objective of the present study is to contribute in addressing the identification of such axis, as few studies related to it have been published to date. To do so, the use/abuse of Information and (...) Communication Technologies (ICT) was quantified on an initial sample of 807 subjects. Questionnaires were also delivered to measure impulsivity, compulsivity and symptoms of prefrontal dysfunction. Evidence of the existence of the proposed axis was obtained by means of Machine Learning techniques, thus allowing the classification of each subject along the continuum. The present study provides preliminary evidence of the existence of the Impulsivity-Compulsivity axis, as well as an IT tool so that each patient that starts getting treatment for an addiction can be statistically classified as “impulsive” or “compulsive.” This would allow the matching of each person with the most appropriate treatment depending on his/her moment in the addiction/abuse process, thus facilitating the individualized design of each therapeutic process and a possible improvement of the results of the treatment. PurposeThe purpose of this paper is to investigate the effect of internet filtering, and its impact on marginalized groups including non‐governmental organizations, female activists, ethnic, and religious minorities, the younger generation and the increase of the digital divide in Iran.Design/methodology/approachThe paper raises two main questions: to what extent do information and communications technologies and in particular, the internet, promote freedom of speech, and gender equality in Iran? What is the impact of state censorship and ICT filtering on these activities? (...) To answer these research questions, the author uses narratives of the internet's usage along with a comparison study with other Middle Eastern countries to analyze the impact of ICTs on citizen's freedom of expression.FindingsThe paper argues that restrictions imposed on ICT tools and services by the Government of Iran which has been claimed to protect country's national security against the corruption and immorality imposed by Western countries not only affect the expansion of ICTs negatively but also civil liberties – thus increasing the digital divide internally, regionally, as well as on a global scale.Research limitations/implicationsAlbeit this research is limited to the case study of Iran, the author believes that lessens learned from the Iran's case study can be applied to other Islamic countries and in particular countries located in the Middle East region.Practical implicationsICT tools and services such as the internet and short message service are effective emancipatory media for citizens' participation and mobilization in democratic processes.Originality/valueThis paper contributes to the existing knowledge and understanding of the impact of ICTs on freedom and democracy. The potential contributions information and communication technology (ICT) can make to advancing human capabilities are acknowledged by both the capability approach (CA) and ICT communities. However, there is a lack of genuine engagement between the two communities. This paper addresses the question: How can a collaborative dialogue between the CA and ICT communities be advanced? A prerequisite to exploring collaboratively the potential use of particular technologies with specific capabilities is a conceptual framework within which a dialogue can (...) be undertaken to advance the operationalization of capabilities through the use of ICT. A communicative connection constituted of a dialogic space consisting of the CA and ICT communities and a set of normative values and objectives is proposed. The normative values of the communicative connection are derived from the human right to communicate (RTC) which serves as axiomatic principle of the communicative connection. The shared objectives are to operationalize through the use of ICT both the capability and the right to communicate, which are distinct but present in and reinforce each other. Alternative concepts of communication and freedom of expression to those held by the two communities is presented along with a comparison of the values embodied in the RTC and found in the CA. Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive (...) to ethical issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. This article, first of all, supports the idea that the undeniable process of ICT-based technological convergence implies the social, cultural and business unification of the world of media and culture. The poor performance of the megamerger is a clear indicator of the unstable ground of the convergence hypothesis. Secondly, it argues in favour of cooperation between different expertise, skills and cultures to make multimedia products or to supply multimedia services, instead of creating from scratch a brand new class of hybrid (...) skills and professions. Thirdly, a variety of new possible and realistically achievable professional profiles in cultural industries and institutions are illustrated. Human capital and ICT have a significant role in determining human development. The impacts of ICT and human capital on green growth and environmental sustainability should be explored for sustainable economic development. This research contributes to the literature on the role of ICTs and human capital in the determination of green growth and environmental performance. Based on time-series data 1990–2019, the study intends to investigate the impact of ICTs and human capital on environmental and green growth performance for China. The (...) study reports that ICTs tend to reduce CO2 emissions and improve green growth in the long-run. However, education reduces CO2 emissions in the long-run but does not produce any significant impact on green growth in the long-run. It is suggested that government should invest in environmental efficiency and environmental technologies simultaneously with human capital that could significantly contribute to pollution reduction. Lastly, policies to increase human capital should be implemented simultaneously with policies to promote ICTs contribution in order to confirm green growth and environmental protection. (shrink)

This research aims at establishing the impact of information and communication technologies (ICT) on e-commerce development of industrial enterprises by means of economic and mathematical modelling. The goal was achieved using the following methods: theoretical generalization, analysis and synthesis (to critically analyse the scientific approaches of scientists regarding the expediency of using mathematical models in the context of enterprises’ e-commerce development), target, comparison and grouping (to reveal innovative methodological approach to assessing ICT impact on e-commerce development of industrial (...) enterprises), tabular, analytical and integral method (for summarizing the analysis results of enterprises readiness to implement ICT, ICT use in the activities of industrial enterprises of Ukraine and the analysis of e-commerce development), mathematical modelling (to build a regression model determining impact of changes in ICT use on the market share occupied by industrial enterprises), generalization (to determine promising directions of e-commerce developing of industrial enterprises). The implementation of a comprehensive approach to understanding the importance of ICT influence on e-commerce development of industrial enterprises will ensure acceleration of the digitalization of business processes, will contribute to the speed increase of enterprises response to customer requests, and increase the market share occupied by enterprises. A new vision of directions for developing e-commerce of industrial enterprises is suggested, which are determined by the need for enterprise rebranding, the development of e-commerce tools and technologies, the importance of outsourcing service automation and promotion of subscription trade. ICT is considered as integration factor that determines prospects for e-commerce development of industrial enterprises and contributes to increasing efficiency of online business management. Research results demonstrate that the use of economic and mathematical modelling is an important tool for assessing ICT impact, and its absence can negatively affect the accuracy and validity of online business management. Time theft is a prevalent, costly, and generally discreet employee activity in firms; nonetheless, very limited research is available on it. To explore why, how, and when employees exhibit time theft, we investigate the influence mechanism of work-related use of information and communication technologies after hours (W_ICTs) on time theft from the perspective of resource gain and loss. Our study found that W_ICTs significantly promotes employee time theft. Emotional exhaustion and moral disengagement play a mediating role in the (...) relationship between W_ICTs and time theft, respectively, and these two variables have a chain-mediating role in the relationship above. Perceived organizational support moderates this chain mediation by moderating the positive effect of W_ICTs on emotional exhaustion. For largely historical reasons, information and communication technology in education has been heavily influenced by a form of constructivism based on the transmission and transformation of information. This approach has implications for both learning and teaching in the field. The assumptions underlying the approach are explored and a critique offered. Although the transmission approach is entrenched in procedures and pedagogies, it is increasingly challenged by an action-theoretical form of constructivism. Subjective well-being is defined as how happy and satisfied a person is in his life. To date, among the significant determinants of subjective well-being, national income is considered an important one. However, not much focus has been paid to other determinants of subjective well-being, such as education and information and communication technologies. Therefore, this study aims to investigate the short- and long-run impact of education and ICTs on subjective well-being in China over the period 1996–2020. To empirically investigate (...) the nexus, we have employed bounds testing approach to cointegration and error correction modeling. The long-run estimates attached to education are positive and significant, implying that a rise in average years of schooling help increases the level of happiness. However, the long-run estimate attached to the internet is significant and positive in the happiness model. As far as the interaction term between education and the internet is concerned, the estimate is positive and significant. In short-run, the estimates of education, ICTs, and an interaction term between them are also significantly positive. (shrink)

The research explores a novel phenomenon in which information and communication technology (ICT), which is originally designed for knowledge transferring, may result in employees’ knowledge hiding due to increasing use intensity. Specifically, drawing upon the appraisal theory of empathy, we develop a moderated mediation model of empathy linking ICT use intensity and knowledge hiding. The hypothesized model is tested by conducting a scenario-based experimental study (Study 1, N = 194) and a multi-wave field study (Study 2, N (...) = 350). Results show that ICT use intensity is positively related to employees’ knowledge hiding through the mediating role of their empathy. Moreover, competitive goal interdependence strengthens the negative relationship between ICT use intensity and employees’ empathy, and the indirect positive effect between ICT use intensity and employees’ knowledge hiding. Overall, the research answers the questions of how and when ICT use intensity may influence employees’ knowledge hiding. Finally, the theoretical and practical implications of the research findings are discussed. (shrink)

The importance of the topic of the article lies in the fact that in the era of postmodernism, informatization of the elementary school allows you to improve the quality of the educational process, through the use of information and communication technologies (ICT) to simplify management of the educational process, to organize the exchange of teaching experience, to expand didactic capabilities of the lesson. The purpose of the article is the need to study and justify the importance of using (...) new ICT in primary school lessons, to expand the experience of e-learning in primary school. The article expands the concept of information and communication technologies and their benefits in primary school; given the rationale for conducting a lesson using ICT; the experience of e-learning in the primary school of the postmodern era is characterized. Thus, one of the priorities of the development of education in postmodern society is the professional application in all areas of information technology and e-learning, which can increase the interest of present students and improve the ability to adapt to current electronic information society. The effectiveness of complaint handling and service recovery policies in customer retention has been the focus of both scholars and service organizations. In the past decade, Justice Theory has provided the basis of the dominant theoretical framework for complaint management and service recovery. However, it does not explicitly address unfair trade practices, which constitute an ethical issue. Favorable outcomes in complaint handling may not be able to restore the reputation of a company and the potential harm perceived by consumers. Using (...) face-to-face interviews, this study applies Fairness Theory to explore the psychological responses of consumers in the post-complaint phase, particularly in ethical judgment. The findings suggest that an unfavorable outcome in the post-complaint stage leads to counterfactual thinking by the consumer about the consumer's state of well-being. The complaint must be due to the discretionary actions of the service provider whose accountability is assessed. Those harmful actions are then judged against an ethical standard. Explanations can reduce blame, and their effectiveness is moderated by outcome favorability but not ethical judgment. Favorable outcome, captured by "Would Perception," has only limited influence on Perceived Potential Harm (PPH), which is an important determinant of ethical judgment. This study makes both theoretical and practical contributions. It is the first study to validate Fairness Theory empirically and apply it to complaint handling as a complement of Justice Theory in the information and communication technology (ICT) service context. The study indicates that customers may condemn a service provider because of PPH even though the outcome is favorable. Unfair trade practices are what make customers hate ICT service providers. A major part of our lives is now entangled with new media devices – mobile phones, laptops, iPods, blogs, twitters, SMS, e-mails, TV screens, etc. Our daily life happens in a cultural context where television, video, advertisement and computer images are more real to us than the non-media physical reality that surrounds us. In this article, within an ontological setting marked by Heidegger’s notions of being-inthe- world and Ge-stell, we argue that information and communication technologies (ICT) would only (...) essentially show up as what they are as long as they are experienced in-the-world where they are what they already have been for us. In this light, we submit that new media are essentially and paradoxically linked to instrumentality. On the one hand, within Ge-stell, the essence of ICT is shown to be far removed from its obvious toolness; yet, on the other, we submit that it is this very instrumentality that bounds new media that cannot be stripped out of what they most essentially are. At this point our article brings together earlier and later Heidegger, in a manner not done up to now, and that we claim is epistemologically consistent. The in-the-worldness of ICT, of its many devices but fundamentally of its revealing, that is, of the conditions of possibility for contemporary life for being what it is – is achieved in the decisive entering of Ge-stell into language. Thus, we aim to show that new media essentially unfold as a background of action. We conclude the article by pointing out that this ontologically background is in full swing, letting beings be in accordance to what might be its deepest ontological hallmark, a human being capable of substituting backgrounds. Purpose This paper aims to examine the challenges facing fish farmers in the use of information and communication technology in information sharing on fish farming. Design/methodology/approach This study used both quantitative and qualitative methods. It involved 240 fish farmers who were randomly selected. Questionnaires, focus group discussions, observation and key informant’s interviews were used as methods of data collection. Both descriptive and inferential statistics were used to analyse quantitative data, while content analysis was used for qualitative (...) data. Findings It was found that the most frequently used ICTs by fish farmers in sharing agricultural information were mobile phones, radio and television. Also, the study revealed that major challenges facing fish farmers in sharing information include unfavourable radio or television broadcasting time, high cost of acquiring and maintenance of ICT facilities, lack of training on ICT, poor network connectivity and low level of literacy. Moreover, it was further found that there was negative significant relationship between challenges associated with the use and degree of ICT usage by fish farmers. Originality/value The study is original with the exception of areas where citations have been made. Based on two case studies of the design of electronic communication networks developed in the public and private sector, this article explores the barriers within current design cultures to account for the needs and diversity of users. Whereas the constraints on user-centered design are usually described in macrosociological terms, in which the user–technology relation is merely understood as a process of the inclusion or exclusion of users in design, the authors suggest that it is important to adopt a (...) semiotic approach. Moreover, they argue that we need to take into account the gender identity of designers to understand how design practices in ICT prioritize male users. The article shows how configuring the user as “everybody” and the use of the “I-methodology” are important constraints in the development of technologies that aim to reach users in all their diversity. The purpose of the study is to theoretically and experimentally investigate the motivational aspect of training future speech therapists to use information and communication technologies in professional activities. The article analyzes various studies, as well as the regulatory framework that consider the problems of training future speech therapists, as well as the motivational aspect of preparing students for the use of information and communication technologies. As part of this study, a survey with students was conducted and (...) analyzed. The scientific novelty lies in a more detailed study of the specific motivational aspect of the training of future speech therapists. The construction of a secure and safe society using information and communication technology is recognised as an urgent issue in Japan. This recognition is based on public fear about crime related to manufactured risk caused by modernisation or industrial civilisation. This fear has created a social atmosphere that has led to the rapid development and implementation of security systems using ICT, such as security cameras, smart IC cards and mobile phones, to establish security and safety in Japanese (...) society. However, the never-ending quest for social security and safety with ICT will inevitably cause further manufactured risk, which could lead to serious problems in the future. This paper uses the network perceived usefulness scale, Information and Communication Technology self-efficacy scale, teacher support questionnaire and higher vocational students’ information literacy scale to explore the multiple intermediary functions of network perceived usefulness and ICT self-efficacy in teacher support and higher vocational students’ information literacy from the perspective of multiple intermediary effects, and uses structural equation model for data modeling and analysis. The results show that the information literacy of higher vocational students is (...) positively correlated with teacher support, usefulness of network perception and ICT self-efficacy. Teachers’ support is positively correlated with ICT self-efficacy and network perceived usefulness, and network perceived usefulness and ICT self-efficacy play a significant mediating role between teachers’ support and information literacy of higher vocational students. Based on the research results, some suggestions are put forward to guide teachers to help students clearly recognize the role of information technology, improve ICT self-efficacy, improve information literacy and better integrate into digital society. The use of the capability approach as an evaluative tool for Information and Communication Technology (ICT) policy and programs in developing countries, in particular at a grass-roots community level, is an emerging field of application. However, one of the difficulties with ICT for development (ICT4D) evaluations is in linking what is often no more than a resource, for example basic access, to actual outcomes, or means to end. This article argues that the capability approach provides a framework (...) for evaluating the strength of this linkage and that the latter is a key determinant of whether or not communities sustain ICT4D programs beyond the initial start-up phase. The argument is made by describing an evaluative application of the capabilities approach to community ICT4D programs using two Indigenous community case studies conducted in Cape York, in the far north-east of Australia. Key to the evaluative approach is the identification of community defined, context specific concepts of well-being and constitutive valued functionings and the derivation from this of required capabilities. This move away from normative definitions of capabilities or capability types to a definition that reflects the Indigenous culture, history, circumstances, and well-being aspirations of each community is intended to give a voice to the people and at the same time provide a deeper informational base—through narrative—for policy and program design than has previously been available. The article concludes that by operationalising the capability approach in a context and purpose specific way, policy and program design can be improved so as to include more communities on the margin and thereby achieve more socially inclusive ICT based development. A process is also outlined for using the evaluative application of the capability approach for community ICT4D within a policy feedback loop. (shrink)

Kramer and Kramarae have identified four sets of masculine gendered ideas that are used in conceptualising the Internet: anarchy, frontier, democracy and community. These are constitutive ideas as opposed to regulative ones; in other words they constitute the Internet. I suggest two alternative constitutive ideas, but not necessarily ‘feminine’ ones, that might be used as constituent parts of the Internet. These are reflexivity, or examining what we are about, and pluralism. The more widespread adoption of these two principles as constitutive (...) ethics would have a profound effect on teaching and practice of using not just the Internet, but developing and using ICT more generally. Cognition, Education, and Communication Technology presents some of the recent theoretical developments in the cognitive and educational sciences and implications for the use of information and communication technology (ICT) in the organization of school and university education. Internationally renowned researchers present theoretical perspectives with proposals for and evaluations of educational practices. This text provides theoretical perspectives on the learning processes that can be used as a foundation for constructing pedagogically valuable tools based on ICT. The combination of results--from cognitive science and pedagogy, with more practically oriented suggestions for how ICT can be used in various forms of education--makes this book suitable for researchers and students in the cognitive and educational sciences, as well as for practitioners and planners of education. PurposeThe purpose of this paper is to argue that in spite of the widely optimistic held view on the effect of information and communication technologies (ICTs) in promoting the “knowledge society” in Europe and economic development elsewhere, evidence suggests that ICT's could be strengthening labour duality world wide.Design/methodology/approachThe paper addresses these issues by presenting a brief assessment of the “Washington Consensus” and the emergence of ICTs in terms of trade, growth and inequality in different regions of our planet. (...) The paper also describes the effects of globalisation and ICTs on European economies. Finally, the paper presents the key finding and raises some policy implications to exploit ICT potentialities to ensure welfare systems in advanced economies and development in emerging countries.FindingsThe lack of sufficient institutional mechanism of distribution in developing economies is not only making it more difficult for economic growth to translate into development but it is also favouring relocations of production, pressures to deregulate employment, control salaries and social expenditure in Europe. This feeds complex processes of social segmentation world wide. To meet this challenge Europe has no choice but to opt for the development of avant‐garde sectors. However, measures linked to the development of the knowledge society may not be sufficient to maintain our welfare states in the current context of globalisation. Europe must play a more internationally active role in the design of another model of globalisation that would encompass social policies at a global scale as one of its pillars.Originality/valueThere are very few studies of ICTs' role in the relationship between openness‐growth‐development‐inequality. This contribution deals with taking up the challenge of sustainable development through human centred systems which aim at the creation and repatriation of global quality in each society, and which are seen to operate as a whole, on a local, regional or even a planetary scale. The paper argues that, particularly in a field such as information, communication, environment, technological processes and innovations, which have structurally revolutionised first of all manufacturing but also education and daily living at the (...) same time. However, producing new pathogenous structures require, by necessity, a political ecology in order to relate these fields to new figures of meditation/mediance and crossbreeding built up by associative networks. PRELUDE'S experience, as an international networking programme of scientists pursuing with other social factors objectives of codevelopments (in response to the failure of bad development in the North and in the South), and its contribution to the theme Global Perspective 2010 of the CE-FAST Programme suggest the actual relevance and, turning to the future, the decisive function of associative networks as a way of approaching more efficiently, because of their flexibility, complex, highly heterogeneous situations to be tackled in a systemic and global fashion. In complementing institutions and established companies these networks give their new performances and efficacity to institute, and so doing displace acquired balances, and increase their capacity to innovate. This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial aspects (...) of ICT development, applications and management. These include arguments about how we should conceptualize ICTs on the basis of their different roles in extending human communication and in performing or facilitating the remote control of humans and animals, machines and systems operations; about the entanglement between telecommunications, transport networks, urban development and work and organization; and about the relations between ICTs, culture and human values. Examples are offered to illustrate the potential that these empirical and philosophical lessons may hold for the construction of a framework for the ethico-political assessment of ICTs. (shrink)

Knowledge sharing is critical for consulting companies to develop sustainable competitive advantages. While the importance of KS in the information communication technology sector has been proved, the assumed linear relationships in KS mechanisms are confronted with KS dilemmas: consultants’ intention to maximize personal gains from KS resulting in restrained KS efforts, for fear of losing value after sharing knowledge with colleagues. Drawing on motivation theory and goal orientation perspective, this study examines the roles of learning goal orientation (...) and incentive schemes in KS among ICT consultants. The multiple regression analyses of 389 consultants’ responses from 14 Chinese and 8 Korean ICT consulting companies demonstrated an inverted U-shape relationship between LGO and knowledge sharing; incentive schemes moderate this relationship. The findings shed light on the knowledge-sharing dilemma, with theoretical implications to research regarding goal-orientation, knowledge sharing, and managerial practices about the motivation and incentives of ICT consultants. This chapter discusses some conceptual undercurrents, which flow beneath the surface of the literature on information and computer ethics (ICE). It focuses on the potential impact of Information and Communication Technologies (ICTs) on our lives. Because of their 'data superconductivity', ICTs are well known for being among the most influential factors that affect the ontological friction in the infosphere. As a full expression of techne, the information society has already posed fundamental ethical problems, whose complexity and (...) global dimensions are rapidly evolving. The task is to formulate an ethical framework that can treat the infosphere as a new environment worth the moral attention and care of the human inforgs inhabiting it. We have begun to see ourselves as connected informational organisms (inforgs), not through some fanciful transformation in our body, but, more seriously and realistically, through the re-ontologization of our environment and of ourselves. This paper deals with how religions formulate ethical responses to the challenges arising from information-communication technology. For over forty years the Catholic Church has constructed an official teaching that attempts provide a consistent and universal perspective for making moral judgments about these technologies and the communications media they enable and sustain. Because of its stature and size as world religion and because its moral understanding has attempted to keep pace with the rapid development of ICT, the Catholic (...) Church’s views have particular significance and can be taken as an artefact and model of how religion responds to the moral challenges posed by modern technology. This paper will examine how ethics and religion come together in Catholic teaching, discuss certain problems arising from that approach, and conclude with suggestions for a future religious ethics of ICT. There are many ways in which biases can enter processes of scientific reasoning. One of these is what Ludwik Fleck has called a “harmony of illusions”. In this paper, Fleck’s ideas on the relevance of social mechanisms in epistemic processes and his detailed description of publication processes in science will be used as a starting point to investigate the connection between cognitive processes, social dynamics, and biases in this context. Despite its usefulness as a first step towards a more detailed (...) analysis, Fleck’s account needs to be updated in order to take the developments of digital communication technologies of the 21st century into account. Taking a closer look at today’s practices of science communication shows that information and communication technologies (ICTs) play a major role here. By presenting a detailed case study concerning the database SCOPUS, the question will be investigated how such ICTs can influence the division of epistemic labour. The result will be that they potentially undermine the epistemic benefits of social dynamics in science communication due to their inherent tendency to reduce the diversity of scientific hypotheses and ideas. This article explores the relevance of Georg Simmel’s phenomenology of money and interpretation of modernity for understanding and evaluating contemporary financial information and communication technologies (ICTs). It reads Simmel as a philosopher of technology and phenomenologist whose view of money as a medium, a “pure” tool, and a social institution can help us to think about contemporary financial media and technologies. The analysis focuses on the social-spatial implications of financial ICTs. It also makes links to media theory, (...) in particular remediation theory and Marshall McLuhan, and refers to work in anthropology and geography of money to nuance the story of the progressive dematerialization and delocalization of modern life. The conclusion highlights Simmel’s continuing relevance for thinking about the relation between technologies and social change, and explores alternative social-financial media and institutions.
