Antimicrobial resistance (AMR) is an urgent threat to global public health and development. Mitigating this threat requires substantial short-term action on key AMR priorities. While international legal agreements are the strongest mechanism for ensuring collaboration among countries, negotiating new international agreements can be a slow process. In the second article in this special issue, we consider whether harnessing existing international legal agreements offers an opportunity to increase collective action on AMR goals in the short-term. We highlight ten AMR priorities (...) and several strategies for achieving these goals using existing “legal hooks” that draw on elements of international environmental, trade and health laws governing related matters that could be used as they exist or revised to include AMR. We also consider the institutional mandates of international authorities to highlight areas where additional steps could be taken on AMR without constitutional changes. Overall, we identify 37 possible mechanisms to strengthen AMR governance using the International Health Regulations, the Agreement on the Application of Sanitary and Phytosanitary Measures, the Agreement on Trade-Related Aspects of Intellectual Property Rights, the Agreement on Technical Barriers to Trade, the International Convention on the Harmonized Commodity Description and Coding System, and the Basel, Rotterdam, and Stockholm conventions. Although we identify many shorter-term opportunities for addressing AMR using existing legal hooks, none of these options are capable of comprehensively addressing all global governance challenges related to AMR, such that they should be pursued simultaneously with longer-term approaches including a dedicated international legal agreement on AMR. The target article challenges the increasingly popular portrayal of living kidney sale as potentially a mutually beneficial arrangement, capable not only of saving or improving the lives of patients in need of transplants but also of significantly benefiting poor vendors. Carefully reviewing the literature on harms to vendors in illegal kidney markets and in Iran’s legal market, Koplin argues that many of these harms would persist in the sort of legal regulated system that kidney sale advocates envision. This is an (...) important argument. The kidney sales debate has been skewed in favor of permitting sales by a simplified view of the potential harms involved and excessive optimism about the capacity of regulation to prevent these harms. The article counterbalances these tendencies and thus considerably weakens the case for allowing sales. Nonetheless, some market proponents might remain unconvinced. I shall suggest that in addition to the lessons that Koplin draws from existing kidney markets, there is yet another one, which casts further doubt on the advisability of allowing kidney sales. I recently visited the Soviet Union. I was there for only one week, as a tourist: time to get only a very limited and superficial impression of life there. Nevertheless, it was a sobering and thought-provoking experience. For even such a brief visit forces one to confront the problems raised by the evidently unideal character of the Soviet Union and other `actually existing' socialist societies. These are amongst the greatest problems facing socialists in the world today.

ONE COULD SAY THAT THE SCIENCE OF METAPHYSICS was born of Parmenides wondering how to divide being. His reasoning, namely that nothing belonging to being could divide it, and that nonbeing, since it in no way exists, cannot divide anything, set the terms of the problem within which the great Western traditions of Platonic and Aristotelian metaphysics developed. In reply to this Parmenidian challenge to divide being, Plato writes in the Sophist of the participation of being in the other, and (...) Aristotle in the Metaphysics of a pros hen equivocation of the name being. In response to the same seminal challenge to divide being, Thomas Aquinas speaks in the Quaestiones de veritate of modes of being and of modes of existing. Tailoring climate change messages to a particular spatial scale (e.g. a specific country or region) is often seen as an effective way to frame communication about climate change. Yet the empirical evidence for the effectiveness of this strategy is scarce, and little is known about how recipients react to spatially-framed climate change messages. To learn more about the effects and usefulness of different spatial frames as a communication and engagement tool, we conducted a study in which we presented members of (...) the general public with either a national or a global framing of climate change. In contrast to previous spatial-framing studies, the present research used semi-structured interviews - rather than survey questions - to obtain rich, in-depth information about participants' views of climate change. Irrespective of the framing, participants revealed associations that were located at various spatial scales. Moreover, when participants talked about climate change, they repeatedly switched between different spatial scales, revealing patterns that were consistent with seeking to preserve existing beliefs and preferences. These findings improve our understanding of how the public represents climate change, and provide a novel explanation as to why simple spatial framing often fails to achieve the anticipated effects. The history of Communism in the twentieth century, if the current orthodoxy is to be believed, was no more than a detour in a process in which history ends in a world of civil societies organized as liberal democracies that increasingly relate to each other following the model of liberal democracy itself, through the rule of law, collective discussion, the general recognition of human and civil rights, and so forth. In this image of world history, the worldwide dominance of liberal (...) democracy is the culmination of a process that appears as a first draft in the Westphalian peace, which gradually spread through time, for example, through the internationalist ideology of Woodrow Wilson. In this teleological image of history, Communism appears as a developmental error, an error produced by an accidental combination of erroneous ideology and special circumstances of delayed development in certain countries that made them particularly susceptible to it. With an eye ultimately to answering the question of how business can alleviate poverty completely, the paper examines existing arguments about the approach of business to poverty reduction with the case of people with disabilities living in poverty in Vietnam. The paper suggests that business should take the knowledge and potential of poor people into consideration in its interfaces with different types of poor people: consumers, workers, property owners, etc. Furthermore, investigating how business can help reduce poverty while still (...) earning a profit and ensuring customer satisfaction limits research on business approach to poverty, since it assumes that business will have some “not-for-profit” purposes. However, be­fore these questions can be resolved, it is important to first ask a critical question: Is synthetic biology different enough from the technologies that came before it that it raises new questions or concerns? By putting synthetic biology into context, we gain a better understanding of the issues, both old (...) and new, that it raises. In “Rescuing Conservatism: A Defense of Existing Value,” G. A. Cohen offers an anticapitalist philosophy of valuing that takes as given the existence itself of particular valuable and valued things, and commitment through time to cherishing relationships to them. In this article, I argue that “being placed,” in precolonial senses, and decolonial “being in” and “seeking place,” are the givens of being valuing, living creatures among valuing, living creatures. Valuing as placed and valuing being placed are intrinsic to decolonial (...) feminist resistance to the gendered, racialized, and denatured ideological warfare on the terms of life. Place is not one among other values; place and placed temporality must be accepted as given. In place, the past is living in the present. Placed decolonial valuing is the only resistance to solipsistic destruction of all that has value, to a coloniality that would fragment the past to destroy the life force of the capacity to value present existing and living. Thus I bring Cohen's rescuing valuable things, and the capacity to value them, to intergenerational, interspecies, temporally located placedness shared across diverse peoples prior to fifteenth- and sixteenth-century conquests and nineteenth-century imperialism, and in perpetual resistance to contemporary settler societies and coloniality. In considering how to weigh the risks and benefits of synthetic biology, Kaebnick, Gusmano, and Murray pose the question of whether there is scientific re­search that should not be funded or performed, or if there are potentially dangerous results that should not be wide­ly disseminated. Such questions, they propose, require a new set of rules and norms for knowledge generation—an “ethics of knowledge.” They identify two examples of research that might fall into a nonpermissible category, including “research that is aimed (...) at producing and dis­seminating knowledge of... how to produce more dan­gerous forms of H5N1 and smallpox.” There are already rules and norms to guide the funding and generation of scientific knowledge, however, including research on in­fluenza and smallpox. Even if more rules and guidance were added to the practice of science, potentially prob­lematic, “dual‐use” research would still occur, and as a practical matter, it is unlikely that results from those stud­ies can be contained, particularly if the research is of wide interest. This paper follows directly from an earlier paper where we discussed the requirements for an artifact to be a moral agent and concluded that the artifactual question is ultimately a red herring. As before, we take moral agency to be that condition in which an agent can appropriately be held responsible for her actions and their consequences. We set a number of stringent conditions on moral agency. A (...) moral agent must be embedded in a cultural and specifically moral context and embodied in a suitable physical form. It must be, in some substantive sense, alive. It must exhibit self-conscious awareness. It must exhibit sophisticated conceptual abilities, going well beyond what the likely majority of conceptual agents possess: not least that it must possess a well-developed moral space of reasons. Finally, it must be able to communicate its moral agency through some system of signs: A "private" moral world is not enough. After reviewing these conditions and pouring cold water on recent claims for having achieved "minimal" machine consciousness, we turn our attention to a number of existing and, in some cases, commonplace artifacts that lack moral agency yet nevertheless require one to take a moral stance toward them, as if they were moral agents. According to Jerry Fodor, meaningful expressions denoting no actual entity, like „unicom", do not constitute an exception to his project of semantic naturalization based on the notion of asymmetrical dependence between causal relations. But Fodor does not give any principled reason in order to show that, say, a non-unicom caused "unicom"-token means UNICORN, as he on the contrary does regarding a non-X caused "X"-token for any existing X. Nevertheless, his claim that one such expression has a mere denotational meaning (...) can be accounted for, though in a non-naturalistic way. Suffice it that one appeals to the weak Meinongianism contained in the thesis that one can directly refer to possible entities by means of suitable fixing reference description. (shrink)

BackgroundCoronary heart disease is closely associated with cognitive impairment, especially in severe cases of heart failure. However, it is unclear whether cardiac systolic function plays a role in the relationship between pre-existing CHD and cognitive impairment in subjects without clinical heart failure.MethodsIn total, 208 subjects from the First Affiliated Hospital of Xi’an Jiaotong University were recruited from June 2014 to January 2015, and were divided into CHD and non-CHD groups according to the inclusion and exclusion criteria. The global cognitive (...) function of all subjects was assessed by the Mini-Mental State Examination and cognitive impairment was defined as the score lower than the cutoff value. Left ventricular ejection fraction was measured using transthoracic echocardiograms. The relationship among pre-existing CHD, LVEF, and cognitive impairment was analyzed by multivariate logistic regression.ResultsIn total, 34 subjects met the criteria of cognitive impairment. Univariate analysis showed that the cognitive impairment prevalence in the CHD group was significantly higher than that in the non-CHD group. Multivariate logistic analysis revealed that CHD was significantly associated with a higher risk of cognitive impairment after adjusting for confounds except for LVEF. However, the OR of CHD decreased when LVEF was further corrected as a continuous variable, and LVEF was negatively associated with the risk of cognitive impairment.ConclusionPre-existing CHD is associated with a higher risk of cognitive impairment, and such an association can be considerably explained by reduced LVEF. An impaired cardiac systolic function may play a key role in the relationship between CHD and cognitive impairment among patients with pre-heart failure conditions. (shrink)

Quality and service improvement (QSI) research employs a broad range of methods to enhance the efficiency of healthcare delivery. QSI research differs from traditional healthcare research and poses unique ethical questions. Since QSI research aims to generate knowledge to enhance quality improvement efforts, should it be considered research for regulatory purposes? Is review by a research ethics committee required? Should healthcare providers be considered research participants? If participation in QSI research entails no more than minimal risk, is consent required? The (...) lack of consensus on answers to these questions highlights the need for ethical guidance. Three distinct approaches to classifying QSI research in accordance with existing ethical principles and regulations can be found in the literature. In the first approach, QSI research is viewed as distinct from other types of healthcare research and does not require regulation. In the second approach, QSI research falls within regulatory guidelines but is exempt from research ethics committee review. In the third approach, QSI research is deemed to be part of the learning healthcare system and, as such, is subject to a different set of ethical principles entirely. In this paper, we critically assess each of these views. While none of these approaches is entirely satisfactory, we argue that use of the ethical principles governing research provides the best means of addressing the numerous questions posed by QSI research. This paper evaluates the existing research on Stand Your Ground (SYG) laws in terms of the extent to which it has accounted for gender. In particular, we address (a) what the available evidence suggests are the gender-based impacts of SYG laws and (b) where, how, and why considerations of gender may be missing in available studies.

The familiar irony of ‘real existing socialism’ is that it never was. Socialist ideals were used to legitimise regimes that fell far short of realising those ideals – indeed, that violently repressed anyone who tried to realise them. This thesis investigates how the derogatory and depoliticizing concept of the criminal has historically allowed, and continues to allow, liberal ideals to operate in a worryingly similar manner. Across the political spectrum, ‘criminal’ is used as a slur. That which is criminal (...) is assumed to be bad, and what is more, to be bad in a way that is not politically interesting. I show how this serves to prevent deep dissent from the status quo, and particularly from the existing, unjust order of property, from registering as dissent at all. Feminists have long argued that the exclusion of what is deemed ‘personal’ from the sphere of the political is itself a political move. I propose that the construction of ‘the criminal’ as a category opposed to the political constitutes a similar barrier to emancipatory social transformation. I suggest, further, that under conditions of ‘real existing liberalism’, some kinds of conflict with the law have the potential not only to manifest but also to forge ‘resistant subjectivities’. I conclude that political philosophy, insofar as its purpose is emancipatory, should be more interested in the perspectives of criminals than it hitherto has been. (shrink)

COVID-19 has caused far-reaching humanitarian challenges. Amongst the emerging impacts of the pandemic is on the dynamics of human trafficking. This paper presents findings from a multi-methods study interrogating the impacts of COVID-19 on human trafficking in Sudan—a critical source, destination, and transit country. The analysis combines a systematic evidence review, semi-structured interviews, and a focus group with survivors, conducted between January and May of 2021. We find key risks have been exacerbated, and simultaneously, critical infrastructure for identifying victims, providing (...) support, and ensuring accountability of perpetrators has been impeded. Centrally, the co-occurrence of the pandemic and the democratic transition undercut the institutional and governance capacity, limiting the anti-trafficking response and exposing already vulnerable groups to increased risks of human trafficking. Findings point to increased vulnerabilities for individuals with one or more of the following identities: migrants, refugees, females, and informal labourers. (shrink)
