In recent years, and especially after the outbreak of the global financial crisis, right-wing and left-wing populist parties and movements have enjoyed significant political success in Europe. One of these parties is SYRIZA in Greece. In this paper, we explore some of the particular characteristics of the political discourse articulated by SYRIZA in power. The core argument of the paper is that the Greek radical left party continues to express an inclusionary populist discourse after its rise to power. We examine (...) this issue by utilising the methodology of the Essex School of Discourse Analysis. Moreover, we attempt to substantiate the view that populism does not always have a negative connotation and is not deterministically associated with nationalism or racism. Furthermore, we try to establish whether the concept of "crypto-colonialism” is an important key to understanding the rise of inclusionary populism to power in Greece. Finally, we analyse various manifestations of Greek anti-populism in order to highlight the danger that derives from this kind of stereotypical discourse. (shrink)

The global economic crisis, the popular discontent against traditional parties and post-democratic forms of governance, as well as the sharp increase in migrant and refugee arrivals have led to the resurgence of populist parties around the world. Left-wing parties usually express an inclusionary populist discourse with patriotic features, while right-wing parties utilize an exclusionary populism with strong nationalist and xenophobic characteristics. In Greece in recent years, the radical left party of SYRIZA rose to power through a left-wing populist and anti-imperialist (...) discourse. Alexis Tsipras formed a paradox coalition government with the radical right party of ANEL to reach an agreement that would lessen the effects of austerity policies. However, once in office, SYRIZA transformed some features of its political style and began to follow a type of "pragmatic populism". This paper examines the relationship between populism and anti-imperialism, while analyzing SYRIZA's discourse in opposition and in power. The questions that it attempts to answer are: does Tsipras express an anti-imperialist discourse both in opposition and in power? What forces are considered imperialist by SYRIZA? Can the notion of "crypto-colonialism" explain the rise of left-wing populism in Greece? (shrink)

In the past two decades academic and research literature on “corruption” has flourished. During the same period organizations and initiatives fighting against corruption have also significantly expanded, turning “anti-corruption” into a new research subject. However, despite a few exceptions there is a division of labor between scholars who study corruption itself and those who study the global anti-corruption industry. Juxtaposing corruption’s local discourses and anti-corruption international practices, this article is an attempt to bring together these two intertwined research dimensions and (...) explore how an ethnographic approach might contribute to framing them together. Firstly, it describes how corruption in Romania is often conceptualized and explained in terms of national heritage, something related to old and recent cultural history, including traditional folklore. Secondly, it explores how anti-corruption works in practice, focusing on international legal cooperation projects monitoring the progress and shortcomings both prior to and post Romania’s accession to the European Union. Finally, revealing the articulations of these two apparently unrelated research fields, the article argues that corruption’s local explanations and the circular logic of auditing observed within the anti-corruption industry share a common developmental ideology mirroring the crypto-colonialist structure of power relations and dependency among European nation-states emerging out of the Cold War. SYRIZA is the first radical left party in Europe which managed to seize power through a strong inclusionary populist and anti-austerity discourse. In this paper, we examine the political discourse articulated by SYRIZA in power (2015-17) through Laclau’s theory and “Populismus” approach and we utilize the lexicometric tool of “Populismus Observatory” to search the frequently appeared words in Alexis Tsipra’s discourse. “Populismus” is a research project and an open access web-based Observatory at the Aristotle University of Thessaloniki (School of Political (...) Science) that analyzes populism through a discursive methodological framework. The simple lexicometric analysis can help us to sketch a statistical outline of the discourse, followed by theoretical scrutiny. Our aim is to find if SYRIZA transforms its rhetoric after the conquest of power (January 2015) and which central signifiers tends to use and avoid. Furthermore, we argue that the concept of “crypto-colonialism” can explain the dominance of egalitarian populism in the Greek politics but we question the use of the term for any inclusionary populist case. Moreover, we underline the failure of SYRIZA to fulfill the popular demands and we seek out the reasons of this fiasco. ABSTRACT The present article extracts the normative and the crypto-normative from the polemical contexts in which they have been deployed as charges to study them in their more affirmative dimensions. Polemics increasingly contribute to a disabling dismissal of normativity that ultimately blocks nuanced re-conceptualizations of normative operations. Against this backdrop, the article attempts a first theorization of crypto-normativity as a concept in its own right independently from the Habermasian-Foucauldian polemics that initially framed it. However, instead of emerging as (...) an escape route from normativity, crypto-normativity is defended as part and parcel of a broader set of normative “technologies” that assist human beings in their critical reshuffling of themselves and of their realities. In ‘Colonialism, territory and pre-existing obligations,’ Cara Nine argues that Lea Ypi’s account of the wrongness of colonialism has a hole in it: Ypi leaves open the possibility of justified settler colonialism. Nine suggests that we can patch this hole by attaching value to existing political associations. But Nine’s solution has its own hole. Many political associations exist due to settler colonialism, and thus if we endorse the value of these associations we seem to endorse (...) class='Hi'>colonialism. In response, we could say that past colonial injustices have been remediated or superseded. Or, we could leave the hole open: colonialism is sometimes justified. I argue that, surprisingly, the second option is likely preferable, because it does not require us to say that the injustices of colonialism are gone, and because it points towards a better theory of colonialism’s wrongness than Ypi’s: cosmopolitan instrumentalism, according to which colonialism is wrong only when it is unjust according to one’s overall theory of cosmopolitan justice. This article first seeks to describe the key characteristics of colonialism as a system of domination and subjugation, before considering the legitimacy of contemporary judgments on the morality of historical colonialism. It then examines how the particular character of colonialism complicates arguments relating to the rectification of injustice. Considering the mutual benefits of blockchain and transhumanism, this essay proposes crypto cloudminds as a safe mechanism by which the human mind might transcend its unitary limitations by permissioning partial resources to join a multi-party mind in a cloud-based environment. Cloudminds could have diverse purposes including problem solving, learning, experience, exploration, innovation, artistic expression, and other personal development activities. Crypto cloudminds could be multicurrency, operating with payment remuneration, security, and ideas as the denominations of measure. For thriving in (...) the future, mind node peers could enter “Yes-and” Payment Channels with one another for collaborative idea development. For surviving in the future, good-player behavior could be game-theoretically enforced with the simultaneous privacy-transparency property of blockchains, together with the immutable peer-confirmed consensus algorithm and audit-log checks and balances system. Overall, blockchains might serve as an institutional technology that is the basis for treaties and progress in a multi-species society of human, algorithm, and machine, guiding the way to positive transhuman futures. This article examines the controversy that has arisen concerning the interpretation of Immanuel Kant's account of European colonialism. One the one hand there are those interpreters such as Robert Bernasconi who see Kant's account as all of a piece with his earlier views on race which demonstrate a certain narrow mindedness in relation to black and coloured people and, on the other hand, there are those such as Pauline Kleingeld and Allen Wood who argue that the earlier writings on (...) race are not wholly typical of Kant's approach and suggest that Kant's later discussions of colonialism in Perpetual Peace and the Metaphysics of Morals provide a better indication of Kant's progressive views on the treatment of non-European societies. The article draws attention to the very strong evidence of Kant's dislike for the pattern of European expansion to other parts of the globe and indicates that within Kant's writings there are the seeds of a wholly unconventional critical understanding of western colonialism that have yet to be developed fully. The article suggests that this critical understanding surpasses the unsystematic objections made to colonialism in post - modernist thought and also the critique proffered by the determinist Marxist account. Fascism is a virulent historical social pathology that presents itself as a political ideology or a component of general ideology. It is historical in a double sense. It is actualized at specific times and places. It is also, a recurring feature of history itself. Crypto-fascism is the manipulation of the ambiguity of language for the purpose of fascistic actualization. Crypto-fascism is often an early “tell” or warning of the presence of more widespread fascism. There have been several powerful (...) and deep studies of fascism and its co-optation of the ambiguity of language. Two of these approaches are of particular importance. In both instances fascism is addressed as a potentiality or susceptibility tied to the human condition per se. The first is Freudian and the second is existential. These approaches both meet the historical criteria noted above. In this essay I follow the work of Erich Fromm and Jean-Paul Sartre to understand the ground of fascism and its crypto variant. Camouflage is the hallmark of crypto-fascism, and it is exactly this that Fromm’s analysis and that of Sartre discloses. (shrink)

This chapter examines two basic philosophical challenges for the idea of reparations for past injustices (using colonialism as the focal point). The first challenge is that requiring people today to make reparations for an injustice they themselves did not commit is unfair. The second is that if reparative claims are invoked because of lingering injustices, then recalling the past is in fact normatively redundant if lingering present injustices can be handled by forward-looking principles. In response to the first challenge, (...) I argue that the unfairness worry is deflected if we adopt a collectivist-model of responsibility, ie, one that holds states instead of individuals to be the responsible actor. Against the redundancy objection, I suggest that reparative arguments can supplement and reinforce forward-looking distributive principles. (shrink)

The current debate on why colonialism is wrong overlooks what is arguably the most discernible aspect of this particular historical injustice: its exreme violence. Through a critical analysis of the recent contributions by Lea Ypi, Margaret Moore and Laura Valentini, this article argues that the violence inflicted on the victims and survivors of colonialism reveals far more about the nature of this historical injustice than generally assumed. It is the arbitrary nature of the power relations between colonizers and (...) the colonized which is at the heart of the injustice of colonization, and violence was the way arbitrariness and domination was cemented. The example of colonialism in the Caribbean during the 16th and 17th centuries is used to expose the full extent of this historical injustice. (shrink)

In ‘What’s Wrong with Colonialism,’ Lea Ypi argues that the wrong of colonialism can be expressed as procedural wrongs, not as wronging territorial rights. On her view, colonial practices went wrong in two ways: they forced residents into political associations, and the terms of the political association were not established through equal and reciprocal negotiations. I argue that because Ypi’s account successfully side-lines all but essential claims to territory, her theory ends up being vulnerable to an objection it (...) means to avoid. Historical residents may be subject to unequal treatment under newly formed political associations because their historical patterns of land use are not considered to have any independent moral weight. My analysis does not rely on any appeal to property or territorial rights. Instead, I appeal to pre-existing obligations holding between residents. (shrink)

This paper, rather than providing a comprehensive discussion around Paulo Freire’s ideas, focuses on one aspect of his body of work: colonialism. The emphasis is on the ‘oppressor consciousness’ and cultural invasion (seen in its broadest context to include institutional colonialism with special reference to the traditional, modernizing and prophetic church. It also deals with the complex issue of language in postcolonial contexts, with special reference to education in Guinea Bissau and its implications for other colonial contexts.

Abstract:This article defends the idea that colonialism still has a grasp on a valuable tool in the construction of our reality: memory. Developments in cognitive neuroscience and interdisciplinary memory studies propose that memory is far more creative and tied to one's imaginal capacities than we used to believe, suggesting that remembering is not simply a reproductive process, but a complex reconstructive process. Drawing on the psychiatric works of Frantz Fanon, in Alienation & Freedom; Black Skin, White Masks; and Wretched (...) of the Earth, this article seeks to illustrate the ways in which colonialism continues to be involved in this reconstructive memory process. Colonialism has affected both episodic memories, the kind we have as individuals regarding our own past, and collective memories, the intersubjective shared narratives we possess in our societies. I argue that dominant collective memories ought to be rejected as a means of self-preservation for racialized individuals because these memories do not do justice to the violence of colonialism. Nevertheless, rejection of dominant collective memories comes at a significant personal cost in our societies, as it creates a traumatic loop for racialized individuals. I propose that psychiatry itself plays an instrumental role in the alienation experienced by racialized individuals because psychiatry has not yet appreciated the ways in which colonialism continues to have a hold on memory. Piecing together a theory of remembering in Fanon's texts, this article suggests that this cycle of alienation can be broken, if psychiatrists incorporate Fanon's insights regarding memory into their practice. Notwithstanding the opportunities it provides, the implementation of some measures of the EU Common Agricultural Policy (EU CAP), including agri-environment-climate measures (AECMs), also generates threats. The study identifies an extremely disturbing process that can be referred to as “internal neo-colonialism”, which has been driven by the technocratic agrarian policy of the EU and transformations in Poland at the turn of the twenty-first century. The associated disadvantageous practices mainly affect areas under threat of marginalisation and peripheralisation, including Poland with its (...) post-Socialist heritage, which has shaped the attitudes and behaviour of society and has consolidated linkages between politics and business. In order to retrace such activities, the study analyses EU funds granted in support of farmers implementing AECMs, with a focus on analysing the place of residence of the “farmer” and the location of the farm. As the research shows, the attractiveness of CAP support causes Polish agriculture and Poland’s countryside, including its natural and financial resources, to be drained by so-called “suitcase farmers”, i.e. people/entities not tied to the place where the agricultural activity is pursued, many of whom live in cities. One common practice is to take over land located in legally protected areas noted for their high quality of natural environment. Not only does the practice of land grabbing strengthen the social exclusion of rural communities and the peripheralisation and pauperisation of these areas, but it also hinders discussion about environmental justice and the ecological integrity of rural areas. Settler colonialism is structured in part according to the principle of civilizational progress yet the roots of this doctrine are not well understood. Disparate ideas of progress and practices related to colonial dispossession and domination can be traced back to the Enlightenment, and as far back as ancient Greece, but there remain unexplored logics and continuities. I argue that civilizational progress and settler colonialism are structured according to the opposition between politics governed by reason or faith and the (...) figure of the child as sinful or bestial. Thus, it is not contingent, but rather necessary that justificatory frameworks of European empire and colonialism depict Indigenous peoples as children. To illustrate how the theoretical link between Indigenous peoples and children emerges not as a simple analogy, but rather, as the source of the premodern/modern and savage/civilized binaries, I trace the various historical iterations of the political/childhood opposition through the classical, medieval, enlightenment, and modern eras. I show how the model of civilizational progress from a premodern and savage state of childhood continues to serve as the model for settler colonial exclusion and domination of Indigenous peoples. The paper argues that the theme of cultural and racial oppression is present throughout Freire’s work. In particular, it explores Paulo Freire’s contribution to the discussion of colonialism and decolonization. To this purpose, first of all it takes into consideration some writings elaborated between the end of the 1950s and the 1970s, enhancing the dialogue with authors such as Albert Memmi, Frantz Fanon and Amílcar Cabral. Then it focuses on concepts which, although not directly linked to the analysis of (...) colonialism, can help reinvent and expand Freire’s proposal in a decolonial key. Contemporary scholars routinely argue colonialism and imperialism are indistinguishable. In this essay, I challenge this argument. While it is true the “colonial” and “imperial” overlap and intersect historically, I argue there is a central thread of modern colonialism as an ideology that can be traced from the seventeenth century to mid-twentieth century that was not only distinct from—but often championed in explicit opposition to—imperialism. I advance my argument in four parts. First, I identify key ways in which the (...) colonial can be distinguished from the imperial, including most importantly the specific kind of productive power inherent in colonialism. Second, I examine how colonialism and imperialism evolve in meaning and are redefined by both champions and critics, in relation to each other in the late nineteenth/early twentieth centuries. Third, I examine the historical moment when colonialism and imperialism fully conflate after WWII through the UN process of decolonization as the “salt water thesis” delimits colonialism to mean foreign racialized domination, and it thus becomes synonymous with imperialism. I conclude with an analysis of why the distinction still matters in both theory and practice. (shrink)

This article aims to shed light on Hegel's conception of colonialism and its implications for the postcolonial reception of Hegel. Drawing on the abundant literature on the topic, it begins by engaging with Hegel's understanding of colonialism through a close reading of relevant passages of his works, in particular the Heidelberg Vorlesungen über Naturrecht und Staatswissenschaft (1817–18), the Grundlinien der Philosophie des Rechts (1821), the Vorlesungen über die Philosophie des Rechts (1819/20, 1821/22, 1822/23, 1824/25) and the Vorlesungen über (...) die Philosophie der Weltgeschichte (1822/23, 1830). Having mapped and reconstructed Hegel's conception of colonialism through his writings and lectures, the article argues that his account of Europe's modern colonial expansion is based primarily on economic considerations, rather than on civilizational assumptions proclaiming the spiritual superiority of European peoples—to which Hegel nevertheless subscribes. The conclusion explores distinct and divergent postcolonial perspectives for engaging with the contemporary legacy of Hegelianism. It addresses, on the one hand, Tibebu's critical reading of Hegel's philosophical enterprise as ‘the coldest rationalisation of genocidal murder and carnage’ based on ‘paradigmatic apartheid’ and, on the other, Brennan's redemptive reading of Hegel, which values his theoretical contribution to the shaping of 20th century anticolonial thought. After contrasting these two interpretations, the article argues in favour of postcolonial strategies for critical reappropriation and sabotage of the legacy of Hegel's philosophy. (shrink)

There is a growing body of literature which argues that the two major theories of liberal citizenship (those of John Locke and J.S. Mill) were deeply enmeshed with both colonization (the processes by which the imperial state takes over the land and/or sovereignty of another country) and colonialism (the theoretical framework by which colonization is justified). This article, builds upon this literature but asks whether the existence of hundreds of domestic colonies within (as opposed to outside) the borders of (...) Britain and British settler states for citizens (as opposed to foreigners) at the turn of the twentieth century challenges the scope and definition of 'colonialism' in previous literature. Liberal colonialism, it is argued, seeks to transform those deemed to be 'idle', 'irrational' and/or custom bound, both at home and abroad, into 'industrious and rational' citizens. Domestically this meant housing the idle poor and mentally ill/disabled in labour and farm colonies, respectively in order to break them free through segregation from their bad customs/habits and teaching them, through education and agrarian labour, to become proper citizens. Ultimately, it is hoped that this analysis will help to explain how liberal states could come to embrace rather than reject within their own borders such deeply illiberal practises as segregation and assimilation against 'internal' others well into the twentieth century. On 27 March 2014, Loreal Tsingine, a 27-year-old Navajo woman was shot and killed by Austin Shipley, a white male police officer, also 27 years old, who said he was trying to apprehend her for a suspected shoplifting. Shipley was never charged, and the Department of Justice declined to investigate the Winslow police on the matter. This article explores Shipley’s killing of Loreal Tsingine and the police investigation of the shooting as quotidian events in settler colonial states. Police shootings of (...) Indigenous people and the legal response to police use of force (along with everyday settler violence) are a part of the racial terror that is a central part of settler colonialism. Both the shooting and the official narratives of it as a justifiable use of force reveal the psychic and material underpinnings of a settler state, a state that continually imagines and consolidates itself as a community of whites imperiled by Indians among others. White settler violence directed at those imagined as threats lives just beneath the surface of everyday settler life, and importantly, flows through institutions such as policing, embedding itself in everyday professional routines. The extractive relations that are the basis of settler colonialism require and produce white subjects for whom Indigenous lands and bodies are the resource for white identity; policing is one site where white men and women (as well as those aspiring to whiteness), can enact racial hierarchy on behalf of the colonial state with impunity. This paper documents a dispute involving the freedom of the press that captivated the attention of the Berlin intelligentsia in the 1780s. The dispute provides the socio-historical background for the section in Hegel’s Phenomenology of Spirit entitled “The Struggle of the Enlightenment with Superstition.” (GW, VI.B.II.488-522) The section can also be read as Hegel’s critique of Jacobi. The latter’s presence in the Phenomenology, although not pervasive, is at least conspicuous.

Nearly forty years after its first publication in French, this collection of Sartre’s writings on colonialism remains a supremely powerful, and relevant, polemical work. Over a series of thirteen essays Sartre brings the full force of his remarkable intellect relentlessly to bear on his own country’s conduct in Algeria, and by extension, the West’s conduct in the Third World in general. Whether one agrees with his every conclusion or not, _Colonialism and Neo-Colonialism_ shows a philosopher passionately engaged in using (...) philosophy as a force for change in the world. An important influence on postcolonial thought ever since, this book takes on added resonance in the light of the West’s most recent bout of interference in the non-Western world. (shrink)

This essay examines the relationship between African American internal colonialism and democracy, highlighting the complexities of democracy that make it both susceptible to oppressive violence at home and abroad, as well as a potential resource for emancipation and equality. I understand “internal colonialism” here to encompass various terms used by African Americans beginning in the 1830s, including semi-colonialism, domestic colonialism, and a nation within a nation. Much political philosophy assumes that society is “nearly just” or “generally (...) just,” or that oppression and injustice are found in societies that we nonetheless deem legitimate. Centering the complexities and possibilities of democracy instead shifts the focus to how democracy is compatible with violence and injustice, as well as their overcoming. Such a focus leads to a consideration of abolition democracy and the question of what the process of overcoming internal colonialism demands. (shrink)

In ‘A politics of reminding: Khoisan resurgence and environmental justice in South Africa’s Sarah Baartman district’, Burnett et al. scrutinize the memory activism of the Gamtkwa Khoisan Council, which is part of the wider ‘Khoisan resurgence’ sweeping across post-apartheid South Africa. Although the authors missed important nuances, they also pointed out flaws in the way I used Niezen’s ‘therapeutic history’ [Niezen, R. (2009). The rediscovered self: Indigenous identity and cultural justice. McGill-Queen’s Press] in my work to account for why Khoisan (...) activists turn to the past. I therefore not only respond to their criticism, but also revise aspects of my theoretical framework. Therapeutic history is not divorced from material concerns. Nor is it representative of all engagements with the past by indigenous people or simply the opposite of academic history. Instead, by drawing on my ethnographic fieldwork and theorizing alongside the Khoisan, I show how it captures emic discourses on the past that entangle notions of indigenous identity, healing, and history in order to resist settler colonialism and its oppressive etic histories. While the concept of therapeutic history has its limitations, it effectively highlights indigenous people’s agency in the face of settler colonialism in South Africa and elsewhere. (shrink)

I point to a colonial care discourse that enabled colonizers to define themselves in relationship to "inferior" colonized subjects. The colonized, however, had very different accounts of this relationship. While contemporary care discourse correctly insists on acknowledging human needs and relationships, it needs to worry about who defines these often contested terms. In the following, I concentrate on the nefarious, harmful and unethical dimensions emerging only slowly as the rather new phenomenon of cryptocurrencies and blockchain at large become visible only gradually. For the positive and pro-social use of cryptocurrencies please refer to the article of Claus Dierksmeier in this issue of HMJ. As there are many different dimensions still unknown, I concentrate on the ethical issues emerging from the secretive nature of cryptocurrencies, less on the environmental carbon footprint or economic implications (...) of volatility also discussed in the literature. Among the most critical issues are black market transactions of weapons used in terrorist attacks, drugs, or childpornography. Additionally, cryptocurrencies are more and more found in blackmailing people and as payment for ransom-ware and other computer viruses. Money laundering also is on the rise via cryptocurrencies. I argue that the nefarious use of cryptocurrencies threatens the prosocial potential of cryptocurrencies and in general makes criminal activity easier for criminals and less likely to track down by legal authorities. In closing, I discuss current debates about emerging regulation presenting an overview of some jurisdictions and the option of regulated central bank issues cryptocurrencies. (shrink)
