Those familiar with Ayn Rand's ethical writings may know that she discusses issues in metaethics, and that she defended the objectivity of morality during the heyday of early non-cognitivism. But neither her metaethics, in general, nor her views on moral objectivity, in particular, have received wide study. This article elucidates some aspects of her thought in these areas, focusing on Rand's conception of the way in which moral values serve a biologically based human need, and on her account of moral (...) values as both essentially practical and epistemically objective in a sense fundamentally continuous with the objectivity of science. The bearing of her epistemological writings on her ethical thought is emphasized throughout, and her epistemology is defended against a line of criticism inspired by John McDowell's criticism of the so-called “myth of the given.”. Characterizing the genetic structure of populations is of importance to evolutionary biology, to human disease gene mapping, and to forensic science. Sewall Wright introduced a set of F-statistics to describe population structure in 1951, and he emphasized that these quantities were ratios of variances. Responding to uncertainty over the best way to estimate F-statistics, Weir and Cockerham published a method-of-moments set of estimators in 1984. This paper continues to be widely cited, with over 7,000 citations to date. No consensus yet exists on how to handle incidental fnd-ings in human subjects research. Yet empirical studies document IFs in a wide range of research studies, where IFs are fndings beyond the aims of the study that are of potential health or reproductive importance to the individual research participant. This paper reports recommendations of a two-year project group funded by NIH to study how to manage IFs in genetic and genomic research, as well as imaging research. We conclude that researchers (...) have an obligation to address the possibility of discovering IFs in their protocol and communications with the IRB, and in their consent forms and communications with research participants. Researchers should establish a pathway for handling IFs and communicate that to the IRB and research participants. We recommend a pathway and categorize IFs into those that must be disclosed to research participants, those that may be disclosed, and those that should not be disclosed. (shrink)

In this paper we describe an experimental test of the validity of the Pauli Exclusion Principle (for electrons) which is based on a straightforward idea put forward a few years ago by Ramberg and Snow (Phys. Lett. B 238:438, 1990). We perform a very accurate search of X-rays from the Pauli-forbidden atomic transitions of electrons in the already filled 1S shells of copper atoms. Although the experiment has a very simple structure, it poses deep conceptual and interpretational problems. Here we (...) describe the experimental method and recent experimental results, which we interpret in the framework of quon theory. This study investigated the importance of socioeconomic factors such as education, income, religion, family structure and residence in explaining the increased risk of mortality among vulnerable populations aged less than 20 years in Rio de Janeiro, Brazil. Data used were from the 1991 Brazilian Demographic Census and comprised 121,060 women aged 15–49 residing in Rio de Janeiro. Two alternative statistical methods were used to calculate the risk of death: the widely used Brass method (an indirect estimate which assesses population risks) (...) and a case-control study (which assesses individual risks). The study also focused on the importance of indicators of human and social capital, the lack of which may explain the higher risk of death among children and adolescents. Lack of education was found to be a major determinant of mortality at young ages. Residence in a favela (shantytown), families in which mothers were the head of the family, and a lower median level of income were found to be significant determinants of mortality among vulnerable populations in Brazil. However, religion was not found to be as important a predictor of high mortality. (shrink)

In order to determine whether there is a significant difference between the medical literature and the surgical literature in terms of their bioethics content, we conducted a computerized search of the MEDLINE database. The journals searched were selected from the 'Medicine' and 'Surgery' sections of the 'Brandon-Hill List', and the search was limited to 1992 issues of these journals. Three hundred and seven bioethics bibliographic records (out of a total of 11,239 articles indexed) were retrieved from the 15 medical journals (...) searched, while 17 bioethics bibliographic records (out of a total of 2,645 articles indexed) were retrieved from the 12 surgical journals searched. We conclude that there is a statistically significant (p < 0.001) difference between the medical literature and the surgical literature with respect to their quantitative bioethics content. (shrink)

The data produced by the scientific community impacts on academia, clinicians, and the general public; therefore, the scientific community and other regulatory bodies have been focussing on ethical codes of conduct. Despite the measures taken by several research councils, unethical research, publishing and/or reviewing behaviours still take place. This exploratory study considers some of the current unethical practices and the reasons behind them and explores the ways to discourage these within research and other professional disciplinary bodies. These interviews/discussions with PhD (...) students, technicians, and academics/principal investigators were conducted mostly in European higher education institutions including UK, Italy, Ireland, Portugal, Czech Republic and Netherlands.Through collegiate discussions, sharing experiences and by examining previously published/reported information, authors have identified several less reported behaviours. Some of these practices are mainly influenced either by the undue institutional expectations of research esteem or by changes in the journal review process. These malpractices can be divided in two categories relating to methodological malpractices including data management, and those that contravene publishing ethics. The former is mostly related to “committed bias”, by which the author selectively uses the data to suit their own hypothesis, methodological malpractice relates to selection of out-dated protocols that are not suited to the intended work. Although these are usually unintentional, incidences of intentional manipulations have been reported to authors of this study. For example, carrying out investigations without positive controls; but including these from a previous study. Other methodological malpractices include unfair repetitions to gain statistical significance, or retrospective ethical approvals. In contrast, the publication related malpractices such as authorship malpractices, ethical clearance irregularities have also been reported. The findings also suggest a globalised approach with clear punitive measures for offenders is needed to tackle this problem. (shrink)

Inflectional morphology has been taken as a paradigmatic example of rule-governed grammatical knowledge (Pinker, 1999). The plausibility of this claim may be related to the fact that it is mainly based on studies of English, which has a very simple inflectional system. We examined the representation of inflectional morphology in Serbian, which encodes number, gender, and case for nouns. Linguists standardly characterize this system as a complex set of rules, with disagreements about their exact form. We present analyses of a (...) large corpus of nouns which showed that, as in English, Serbian inflectional morphology is quasiregular: It exhibits numerous partial regularities creating neighborhoods that vary in size and consistency. We then asked whether a simple connectionist network could encode this statistical information in a manner that also supported generalization. A network trained on 3,244 Serbian nouns learned to produce correctly inflected phonological forms from a specification of a word's lemma, gender, number, and case, and generalized to untrained cases. The model's performance was sensitive to variables that also influence human performance, including surface and lemma frequency. It was also influenced by inflectional neighborhood size, a novel measure of the consistency of meaning to form mapping. A word-naming experiment with native Serbian speakers showed that this measure also affects human performance. The results suggest that, as in English, generating correctly inflected forms involves satisfying a small number of simultaneous probabilistic constraints relating form and meaning. Thus, common computational mechanisms may govern the representation and use of inflectional information across typologically diverse languages. (shrink)

In this article, Peter and Rowland explore the role of implicit statistical learning in syntactic development. It is often accepted that the processes observed in classic implicit learning or statistical learning experiments play an important role in the acquisition of natural language syntax. As Peter and Rowland point out, however, the results from neither research strand can be used to fully explain how children's syntax becomes adult‐like. They propose to address this shortcoming by using the structural priming paradigm.

We provide an empirical investigation of leadership characteristics and social justice issues in the context of financial literacy service-learning. Using a unique dataset of student self-ratings, we find that students experience statistically significant increases in 8 of the 10 leadership dimensions and 7 of the 7 social justice issues examined in this study. Leadership dimensions include: persuasion, building community, “commitment to the growth of people,” stewardship, empathy, awareness, foresight, and listening. Interest in social justice issues include: dignity of the human (...) person, community and the common good, rights and responsibilities, option for the poor, dignity of work, solidarity, and care for God’s creation. The statistically significant increases in these dimensions following the completion of the service-learning suggest positive effects on students’ self-perception of leadership qualities and interests in social justice issues: business school students sense improvement in nurturing growth of employees and colleagues, commitment to serving the need of others, understanding and empathizing with others, ethics, ability to foresee the likely outcome of a situation, and listening intently to others. As a consequence of the financial literacy service-learning, we believe that business students become more prepared toward becoming ethical leaders and citizens with compassion to serve the world for the well-being of all people, rich and poor alike. An admirable introduction to inductive logic, this book is both informative and lucidly written. After an excellent introductory chapter comparing deductive with inductive logic, the author presents Hume's problem of induction and several proposed methods for solving or dissolving it, none of which are adequate. Chapter III is devoted to Goodman's paradox about "grue" and the problems it poses for induction. No attempt, however, is made to develop a calculus of projectibility, which is needed to solve this new riddle of (...) induction. The systematic part of inductive logic is presented in the fourth and longest chapter. This chapter begins with a brief account of elementary truth functions which the author then uses to present an updated and rather elegant version of Mill's methods. The rest of the chapter is devoted to the development of the probability calculus in a systematic manner, without, however, any method of assigning initial probabilities. An account of statistics is appended, which is too brief to be of much value. The fifth chapter is devoted to interpretations of the probability calculus. The frequency interpretation of probability is described as an adequate account of descriptive probability. Two interpretations of inductive probability are presented: Carnap's "logic" interpretation and the frequency interpretation of Reichenbach. Both, however, are found lacking in ultimate justification. Though not flawless, this book is of very high quality.—F. S. M. (shrink)

An earlier version of this paper was presented at the 2011 IEEE International Symposium on Technology and Society at Saint Xavier University in Chicago, Illinois. This paper describes a proposed mobile platform, Transafe, that captures and analyses public perceptions of safety to deliver 'crowdsourced' collective intelligence about places in the City of Melbourne, Australia, and their affective states at various times of the day. Public perceptions of crime on public transport in Melbourne are often mismatched with actual crime statistics and (...) such perceptions thus can act as social barriers to visitors and locals traversing within and through the city. Using interactive mobile applications and social media, the visualization of this crowdsourced safety perception information will increase the commuter's awareness of various situations in the City of Melbourne. In addition, through social behavioral analysis and ethnographic research, the collective public intelligence will also help inform the stakeholders of the city for future policy-making and policing strategies for safety perception management. At the centre of the proposed platform is the design and development of a mobile phone application that can contribute to people feeling safer by supporting users to report crimes and misdemeanors that they witness, and provide information about transportation and emergency services around where the users are located. The proposed application can also act as a crime deterrent with one feature that enables user tracking by up to three nominated friends if the user opts to activate tracking when feeling unsafe while roaming the city. The U.S. Food and Drug Administration's rationale for supporting the development and approval of BiDil for heart failure specifically in black patients was based on under-powered, post hoc subgroup analyses of two relatively old trials , which were further complicated by substantial covariate imbalances between racial groups. Indeed, the only statistically significant difference observed between black and white patients was found without any adjustment for potential confounders in samples that were unlikely to have been adequately randomized. Meanwhile, because the accepted (...) baseline therapy for heart failure has substantially improved since these trials took place, their results cannot be combined with data from the more recent trial amongst black patients alone. There is therefore little scientific evidence to support the approval of BiDil only for use in black patients, and the FDA's rationale fails to consider the ethical consequences of recognizing racial categories as valid markers of innate biological difference, and permitting the development of group-specific therapies that are subject to commercial incentives rather than scientific evidence or therapeutic imperatives. This paper reviews the limitations in the scientific evidence used to support the approval of BiDil only for use in black patients; calls for further analysis of the V-HeFT I and II data which might clarify whether responses to H-I vary by race; and evaluates the consequences of commercial incentives to develop racialized medicines. We recommend that the FDA revise the procedures they use to examine applications for race-based therapies to ensure that these are based on robust scientific claims and do not undermine the aims of the 1992 Revitalization Act. Continuous recordings of brain electrical activity were obtained from a group of 176 patients throughout surgical procedures using general anesthesia. Artifact-free data from the 19 electrodes of the International 10/20 System were subjected to quantitative analysis of the electroencephalogram (QEEG). Induction was variously accomplished with etomidate, propofol or thiopental. Anesthesia was maintained throughout the procedures by isoflurane, desflurane or sevoflurane (N = 68), total intravenous anesthesia using propofol (N = 49), or nitrous oxide plus narcotics (N = 59). A set (...) of QEEG measures were found which reversibly displayed high heterogeneity of variance between four states as follows: (1) during induction; (2) just after loss of consciousness (LOC); (3) just before return of consciousness (ROC); (4) just after ROC. Homogeneity of variance across all agents within states was found. Topographic statistical probability images were compared between states. At LOC, power increased in all frequency bands in the power spectrum with the exception of a decrease in gamma activity, and there was a marked anteriorization of power. Additionally, a significant change occurred in hemispheric relationships, with prefrontal and frontal regions of each hemisphere becoming more closely coupled, and anterior and posterior regions on each hemisphere, as well as homologous regions between the two hemispheres, uncoupling. All of these changes reversed upon ROC. Variable resolution electromagnetic tomography (VARETA) was performed to localize salient features of power anteriorization in three dimensions. A common set of neuroanatomical regions appeared to be the locus of the most probable generators of the observed EEG changes. (shrink)

The ability to differentiate between what is just and what is unjust may be considered as the precondition to demand one's own rights. Starting from this point, this research was carried out to describe the level of awareness of patients concerning their rights. The main hypothesis was: the higher the socioeconomic and cultural level of patients, the higher is their awareness of their rights. This research was conducted in one of the state hospitals in Turkey in 1998. It is a (...) descriptive study carried out on 128 inpatients in medical and surgical wards. The data were collected by a questionnaire, which included questions on the rights of patients and gave sample cases. The sample cases were designed by referring to the World Health Organization Declaration on the Promotion of Patients' Rights in Europe. Only 23% of the participants were able to recognize patient rights, while 32% could not; the majority (45%) were undecided in recognizing patient rights. The awareness scores were statistically significantly different for educational level categories (F = 5.84; p<0.001). A continuously declining trend was observed for patient rights awareness scores from the highest educational level to the lowest. This partly proves the hypothesis of the research. However, the awareness scores were not significantly different for the other background variables (p>0.05). Most strikingly, 38% of the patients had no idea about their diagnosis and 63% of those who had undergone surgery did not know why they had had the operation. (shrink)

Next SectionObjectives To evaluate the adequacy of paediatric informed consent and its augmentation by a supplemental computer-based module in paediatric endoscopy. Methods The Consent-20 instrument was developed and piloted on 47 subjects. Subsequently, parents of 101 children undergoing first-time, diagnostic upper endoscopy performed under moderate IV sedation were prospectively and consecutively, blinded, randomised and enrolled into two groups that received either standard form-based informed consent or standard form-based informed consent plus a commercial (Emmi Solutions, Inc, Chicago, Il), sixth grade level, (...) interactive learning module (electronic assisted consent). Anonymously and electronically, the subjects' anxiety (State Trait Anxiety Inventory), satisfaction (Modified Group Health Association of America), number of questions asked, and attainment of informed consent were assessed (Consent-20). Statistics were calculated using t test, paired t test, and Mann Whitney tests. Results The ability to achieve informed consent, as measured by the new instrument, was 10% in the control form-based consent group and 33% in the electronic assisted consent group (p<0.0001). Electronically assisting form-based informed consent did not alter secondary outcome measures of subject satisfaction, anxiety or number of questions asked in a paediatric endoscopy unit. Conclusions This study demonstrates the limitations of form-based informed consent methods for paediatric endoscopy. It also shows that even when necessary information was repeated electronically in a comprehensive and standardised video, informed consent as measured by our instrument was incompletely achieved. The supplemental information did, however, significantly improve understanding in a manner that did not negatively impact workflow, subject anxiety or subject satisfaction. SummaryThis study evaluated the prevalence of overweight and obesity in the male Sardinian population, and verifies that it has increased over the last 30 years. Data were collected during 2003–2004 from military registers in the Archive of the Military District of Cagliari for the years 1969 and 1998. A total of 22,345 forms were analysed from all Sardinia. The conscripts were classified on the basis of their place of residence and socioeconomic status. The overall prevalence of overweight and obesity in (...) Sardinia were 4.33% and 0.55%, respectively, for the conscripts of 1969 and 9.8% and 3% for 1998. Olbia-Tempio was the province with the highest incidence of overweight and obesity in 1969, and Nuoro had the highest incidence in 1998. Distribution of body mass index, overweight and obesity across the island showed a statistically significant heterogeneity that strongly decreased from 1969 to 1998. Among the conscripts of 1969, the incidence of overweight and obesity were higher in rural than in urban regions. An opposite trend was observed for the 1998 prevalence, it being more frequent in urban than rural regions. Comparison with other Italian regions was made. The percentages of overweight and obese individuals in Sardinia have markedly increased during the last 30 years, but their low incidence with respect to other Italian populations could be explained by the genetic peculiarity of the island. The change in the internal distribution of obesity clearly reflects socioeconomic changes. (shrink)

Philosophical naturalists claim macroevolution shows order emerging by pure chance. This claim is incompatible with accepted physical and biological principles. The present state of the universe is implicit in its initial state and the laws ofnature. Logical principles essential to science require these laws to be maintained by a self-conserving reality identifiable as God. Further, the laws share a common dynamic with human committed intentions. Both are logical propagators seen to the intentional by theists and naturalists alike. Mechanism and teleology (...) project a single reality into different conceptual spaces. Statistically, evolution is only possible given predefined goals. For fitness to be explanatory, it must be prior to survival events, entailing immanent goals verified by convergent evolution, toolkit genes, and evolutionary stasis. Aristotle's falsifiable claims for teleology are confirmed by evolution. Evolution is not random, but fully intentional, evidencing mind in nature. (shrink)

Adaptive management is commonly identified as a way to address situations where ecological and social uncertainty exists. Two discourses are common: a focus on experimentation, and a focus on collaboration. The roles of experimental and collaborative adaptive management in contemporary practice are reviewed to identify tools for bridging the discourses. Examples include broadening the scope of contributions during the buy-in and goal-setting stages, using conceptual models and decision support tools to include stakeholders in model development, experimentation using indicators of concern (...) to stakeholders, an experimental focus that reflects the level of statistical confidence required by management, and the engagement of stakeholders in data interpretation so that those affected by management outcomes can learn and adapt accordingly. In this context, a framework of questions that managers can use to reflect on both ecological and social uncertainties as they relate to individual management contexts is proposed. (shrink)

The paper proposes an explication of causation in terms of laws and their explanatory systematization. A basic notion is "nomic dependence". The definition given by David Lewis is suitable for deterministic laws, and a general definition drawing on Wesley Salmon's statistical-relevance model of explanation is proposed. A test is offered for establishing that one chain of nomically dependent events is more direct than another that ends with the same event by considering the relationship between the two chains when an explanation (...) in terms of more basic laws is sought. The chain to an event can be defined as causal if it is the most direct nomically linked chain leading up to that event. (shrink)

Advancement in cognitive science depends, in part, on doing some occasional ‘theoretical housekeeping’. We highlight some conceptual confusions lurking in an important attempt at explaining the human capacity for rational or coherent thought: Thagard & Verbeurgt’s computational-level model of humans’ capacity for making reasonable and truth-conducive abductive inferences (1998; Thagard, 2000). Thagard & Verbeurgt’s model assumes that humans make such inferences by computing a coherence function (f_coh), which takes as input representation networks and their pair-wise constraints and gives as output (...) a partition into accepted (A) and rejected (R) elements that maximizes the weight of satisfied constraints. We argue that their proposal gives rise to at least three difficult problems. (shrink)

Early versions of satellite and radiosonde datasets suggested that the tropical surface had warmed more than the troposphere, while climate models consistently showed tropospheric amplification of surface warming in response to human-caused increases in greenhouse gases. We revisit such comparisons here using new observational estimates of surface and tropospheric temperature changes. We find that there is no longer a serious discrepancy between modeled and observed trends in the tropics. Our results contradict a recent claim that all simulated temperature trends in (...) the tropical troposphere are inconsistent with observations. This claim was based on the use of older radiosonde and satellite datasets and on two methodological errors: the neglect of observational trend uncertainties introduced by interannual climate variability and application of an inappropriate statistical “consistency test”.This emerging reconciliation of models and observations has two primary explanations. First, because of changes in the treatment of buoy and satellite information, new surface temperature datasets yield slightly reduced tropical warming relative to earlier versions. Second, recently developed satellite and radiosonde datasets now show larger warming of the tropical lower troposphere. In the case of a new satellite dataset from remote sensing systems, enhancedRSS warming is due to an improved procedure of adjusting for inter-satellite biases. When the RSS-derived tropospheric temperature trend is compared with four different observed estimates of surface temperature change, the surface warming is invariably amplified in the tropical troposphere, consistent with model results. Even if we use data from a second satellite dataset with smaller tropospheric warming than in remote sensing systems RSS, observed tropical lapse rates are not significantly different from those in all model simulations.Our results contradict a recent claim that all simulated temperature trends in the tropical troposphere and in tropical lapse rates are inconsistent with observations. This claim was based on the use of older radiosonde and satellite datasets and on two methodological errors: the neglect of observational trend uncertainties introduced by interannual climate variability and application of an inappropriate statistical “consistency test”. We argue that a Wittgensteinian conception of meaninglooms large beneath Hilbert''s conception of implicit definability.Within the specific framework of Horwich''s recent Wittgensteiniantheory of meaning called semantic deflationism, we explain anexplicit conception of implicit definability, and then go on toargue that, indeed, set-theory, defines the set-conceptimplicitly according to this conception. We also defend Horwich''sconception against a recent objection from the Neo-Fregeans Hale and Wright (2001). Further, we employ the philosophicalresources gathered to dissolve all traditional worries about thecoherence of the set-concept, raisedby Frege, Russell and Max Black, and whichrecently have been defended vigorously by Hallett (1984) in hismagisterial monograph Cantorian set-theory and limitationof size. G. E. Moore’s early essay, “The Nature of Judgment,” makes common cause with F. H. Bradley’s Principles of Logic against British empiricism’s characteristic view of judgment. But primarily it attacks positions Bradley and the empiricists share. I develop a fuller analysis of both aspects of “The Nature of Judgment” than has appeared. Bradley’s rejection of empiricist nominalism, I argue, enables him to develop what Moore considers a superior account of judgment to empiricism’s. But positions carried over from empiricism require Bradley (...) to seek all judgments’ truth conditions in existing circumstances, a result intolerable to Moore, who views mathematical and ethical judgments as being true independently of the world. Moore abandons Bradley’s vestigal empiricism, arguing that it leads invariably to self-contradiction. I reconstruct this argument, and draw out of it an unrecognized tension between the anti-empiricist and the anti-idealist themes of Moore’s early writings. (shrink)

Frank Jackson and Robert Pargetter (1987)2 have argued for a version of reductive physicalism about color which they claim can accommodate the basic intuitions that have led others to embrace dispositionalism or subjectivism about color. Jackson (1996) has further developed the view and provided responses to some objections to its original statement. While Jackson and Pargetter do not have much company in endorsing their specific form of color physicalism, elements of their view have shown up in other realist accounts, including (...) the relativized account of color offered by John Spackman (2002), the disjunctivism of color properties endorsed by Peter Ross (2000), and the subjectivist strain present in Sydney Shoemaker’s (1994) discussion of color.3 Additionally, Mark Johnston (1992) has used Jackson and Pargetter’s view as a principal target in his arguments against color physicalism.
