Here we present the framework of a new approach to assessing the capacity of research programs to achieve social goals. Research evaluation has made great strides in addressing questions of scientific and economic impacts. It has largely avoided, however, a more important challenge: assessing (prospectively or retrospectively) the impacts of a given research endeavor on the non-scientific, non-economic goals—what we here term public values —that often are the core public rationale for the endeavor. Research programs are typically justified in terms (...) of their capacity to achieve public values, and that articulation of public values is pervasive in science policy-making. We outline the elements of a case-based approach to public value mapping of science policy, with a particular focus on developing useful criteria and methods for assessing public value failure, with an intent to provide an alternative to market failure thinking that has been so powerful in science policy-making. So long as research evaluation avoids the problem of public values, science policy decision makers will have little help from social science in making choices among competing paths to desired social outcomes. Scholars and policy-makers have expressed concerns about the crediting of coauthors in research publications. Most such problems fall into one of two categories, excluding deserving contributors or including undeserving ones. But our research shows that there is no consensus on “deserving” or on what type of contribution suffices for co-authorship award. Our study uses qualitative data, including interviews with 60 US academic science or engineering researchers in 14 disciplines in a set of geographically distributed research-intensive universities. We also employ data (...) from 161 website posts provided by 93 study participants, again US academic scientists. We examine a variety of factors related to perceived unwarranted exclusion from co-author credit and unwarranted inclusion, providing an empirically-informed conceptual model to explain co-author crediting outcomes. Determinants of outcomes include characteristics of disciplines and fields, institutional work culture, power dynamics and team-specific norms and decision processes. (shrink)

The question of what the relevant entities or units of analysis for studying the dynamics of R&D are is central not only for adequate characterizations of the system of scientific and technological knowledge production but also for determining the correct focus for evaluation of R&D activities. Typically, R&D performance evaluations have focused not only on the wrong thing but have looked in the wrong place. Most evaluations have been project or program based. Often this focus is misleading. This article presents (...) a “knowledge value” framework as an alternative focus for understanding and evaluating scientific and technical work. This framework consists of two core concepts: the Knowledge Value Collective and the Knowledge Value Alliance. On the basis of the analysis of twenty-eight case studies of research activities, the authors present a typology of KVAs and conclude that they are a better object of evaluation than discipline-based projects. Logic begins but does not end with the study of truth and falsity. Within truth there are the modes of truth, ways of being true: necessary truth and contingent truth. When a proposition is true, we may ask whether it could have been false. If so, then it is contingently true. If not, then it is necessarily true; it must be true; it could not have been false. Falsity has modes as well: a false proposition that could not have been (...) true is impossible or necessarily false; one that could have been true is merely contingently false. The proposition that some humans are over seven feet tall is contingently true; the proposition that all humans over seven feet tall are over six feet tall is necessarily true; the proposition that some humans are over seven feet tall and under six feet tall is impossible, and the proposition that some humans are over nine feet tall is contingently false. Of these four modes of truth, let us focus on necessity, plus a fifth: possibility. A proposition is possible if it is or could have been true; hence propositions that are either necessarily true, contingently true, or contingently false are possible. Notions that are similar to the modes of truth in being concerned with what might have been are called modal. Dispositions are modal notions, for example the disposition of fragility. Relatedly, there are counterfactual conditionals, for example “if this glass were dropped, it would break.” And the notion of supervenience is modal.1 But let us focus here on necessity and possibility. Modal words are notoriously ambiguous (or at least context-sensitive2). I may reply to an invitation to give a talk in England by saying “I can’t come; I have to give a talk in California the day before”. This use of “can’t” is perfectly appropriate. But it would be equally appropriate for me to say that I could cancel my talk in California (although that would be rude) and give the talk in England instead. What I cannot do is give both talks.. Traditional debate on the metaphysics of gender has been a contrast of essentialist and social-constructionist positions. The standard reaction to this opposition is that neither position alone has the theoretical resources required to satisfy an equitable politics. This has caused a number of theorists to suggest ways in which gender is unified on the basis of social rather than biological characteristics but is “real” or “objective” nonetheless – a position I term social objectivism. This essay begins by making explicit the (...) motivations for, and central assumptions of, social objectivism. I then propose that gender is better understood as a real kind with a historical essence, analogous to the biologist’s claim that species are historical entities. I argue that this proposal achieves a better solution to the problems that motivate social objectivism. Moreover, the account is consistent with a post-positivist understanding of the classificatory practices employed within the natural and social sciences. (shrink)

Based on results of an experiment, hypotheses are tested concerning the effects of computer use on decision commitment. The experiment required subjects to make an adoption decision regarding a hypothetical government agency's innovation. Subjects could choose from a variety of information sets, some computer based, some not, before making the decision. After their decision the subjects were given “new evidence” that contradicted their initial position. Two experimental treatments included more difficult access to the computer-based information and higher cost for the (...) computer-based information. Results indicate that access difficulty diminishes confidence in decisions and leads to lesser commitment. However, the cost of the computer information seems to have little bearing on decision commitment. (shrink)

We use the term “Zoomification” to refer to the primary mode of research collaboration used by academic researchers during much of the COVID-19 pandemic. While neither video-enabled technology or remote collaboration is new, the technology developments and needs that occurred during the pandemic proved exceptional, indeed a step-change in approaches to research collaboration. This study, based on in-depth interviews with 65 tenured and tenure track professors in dozens of United States universities in a wide variety of STEM disciplines, focuses on (...) collegial effects of Zoomification on research collaboration, including research with graduate students. We find diverse impacts according to career status, with younger faculty and doctoral students faring least well with an absence of face-to-face communication. As expected, impacts vary according to the nature of work, including the need to work in the field, reliance on laboratory equipment, laboratory animals, samples and high cost, centralized equipment. The effects of remote collaboration are to some extent predictable but there are results that point toward realignment in some of the ways research collaboration is established and maintained. We conclude with speculations about the long-range implications of Zoomification of research collaboration. (shrink)

We provide a critical assessment of the National Science Foundation's “broader impacts criterion” for peer review, which has met with resistance from the scientific community and been characterized as unlikely to have much positive effect due to poor implementation and adherence to the linear model heuristic for innovation. In our view, the weakness of NSF's approach owes less to these issues than to the misguided assumption that the peer review process can be used to leverage more societal value from research. (...) This idea, although undoubtedly well-meaning, is fundamentally flawed. Retooling or refining the Broader Impacts Criterion does not alter the fact that conventional peer review, based on specialized scientific and technical expertise, is not up to the task of ensuring adequate judgements about social impact. We consider some possible alternative approaches to providing greater social impact in science and include in our assessment past and current efforts at NSF and throughout the federal research establishment that address, in some cases having addressed for decades, the intentions and goals of the Broader Impacts Criterion, albeit using alternate mechanisms. We conclude that institution-building and explicit and targeted policy-making are more useful and democratically legitimate approaches to ensuring broad social impacts. (shrink)

The Ukrainian translation of the work of the German neo-Marxist philosopher Theodor Adorno "Education after Auschwitz" is dedicated to the 75th anniversary of the liberation of prisoners of the Nazi concentration camp Auschwitz. In this work, which Theodor Adorno read as a report on Hesse Radio on April 18, 1966, the previous theme of special importance – the cultivation of a new, anti-ideological education in post-totalitarian society as a means of humanistic educational influence on this society – was continued. Adorno (...) suggested that his listeners see as a humanistic need for a post-totalitarian society to spread in its cultural space through the education the each person's understanding of own guilt for the Auschwitz tragedy. According to the philosopher, in this way, it is possible to restore the civilization of the coexistence of man and society, and it will make it impossible to repeat the horrors of the Auschwitz concentration camp. Another factor that should prevent the return of Auschwitz crimes, Adorno called the presence of knowledge about the genesis of an authoritarian character, which is the socio-psychological cause of the suffering of innocent people. Having considered the socio-cultural and anthropological factors of the emergence of an authoritarian character, Adorno identified the undoubted psychological dependence of the bearers of a manipulative character on the authoritarian government. The origins of the authoritarian government German philosopher found in the current state of European culture as one that has lost the spiritual energy needed for its own transformation. In accordance with his basic philosophical and educational beliefs, Adorno postulated the new education as an anti-ideological enlightenment, as knowledge that educates primarily politically aware young citizens, as an effective means of preventing the return of authoritarian government and, consequently, the repetition of Auschwitz. There is growing support for the view that social categories like men and women refer to “objective types” (Haslanger 2000, 2006, 2012; Alcoff 2005). An objective type is a similarity class for which the axis of similarity is an objective rather than nominal or fictional property. Such types are independently real and causally relevant, yet their unity does not derive from an essential property. Given this tandem of features, it is not surprising why empirically-minded researchers interested in fighting oppression and (...) marginalization have found this ontological category so attractive: objective types have the ontological credentials to secure the reality (and thus political representation) of social categories, and yet they do not impose exclusionary essences that also naturalize and legitimize social inequalities. This essay argues that, from the perspective of these political goals of fighting oppression and marginalization, the category of objective types is in fact a Trojan horse; it looks like a gift, but it ends up creating trouble. I argue that objective type classifications often lack empirical adequacy, and as a result they lack political adequacy. I also provide, and in reference to the normative goals described above, several arguments for preferring a social ontology of natural kinds with historical essences. (shrink)

There is broad agreement among social researchers and social ontologists that the project of dividing humans into social kinds should be guided by at least two methodological commitments. First, a commitment to what best serves moral and political interests, and second, a commitment to describing accurately the causal structures of social reality. However, researchers have not sufficiently analyzed how these two commitments interact and constrain one another. In the absence of that analysis, several confusions have set in, threatening to undermine (...) shared goals for the responsible modeling of social kinds of humans. This essay first explains the source and substance of these confusions. Then, by distinguishing different value-laden investigative questions into the classification of social kinds of humans, it sets out specific relations of dependence and constraint between empirically-driven investigations and value-driven investigations into social kinds of humans. The result is a more detailed and fruitful framework for thinking about the classification of social kinds that respects both normative interests and mind-independent causal regularities. (shrink)

In domains like stock brokerage, clinical psychiatry, and long‐term political forecasting, experts generally fail to outperform novices. Empirical researchers agree on why this is: experts must receive direct or environmental learning feedback during training to develop reliable expertise, and these domains are deficient in this type of feedback. A growing number of philosophers resource this consensus view to argue that, given the absence of direct or environmental philosophical feedback, we should not give the philosophical intuitions or theories of expert philosophers (...) greater credence than those of novice philosophers. This article has three objectives. The first is to explore several overlooked issues concerning the strategy of generalizing from empirical studies of non‐philosophical expertise to the epistemic status of philosophical expertise. The second is to explain why empirical research into a causal relationship between direct learning feedback and enhanced expert performance does not provide good grounds for abandoning a default optimism about the epistemic superiority of expert philosophical theories. The third is to sketch a positive characterization of learning feedback that addresses developmental concerns made salient by the empirical literature on expert performance for specifically theory‐driven or “armchair” domains like philosophy. Experimental philosophy involves subjecting philosophical methods and judgments to empirical scrutiny. I begin by exploring conceptual, confirmational, and empirical factors that limit the significance of experiment-based and survey-based approaches to the evaluation of philosophical epistemic activities. I then consider specific criticisms of experimental philosophy: its experimental conditions lack ecological validity; it wrongly assumes that philosophers rely on psychologized data; it overlooks the reflective and social elements of philosophical case analysis; it misconstrues the importance of both procedural and evaluative forms of (...) philosophical expertise; it incorrectly views psychological bias as incompatible with reliability; and it generalizes to a global, self-defeating skepticism about case judgment. I explain why these criticisms should be understood as converging and interdependent. I also set out a three-level model of philosophical case judgment that frames the criticisms. (shrink)

Modularity theorists have challenged that there are, or could be, general learning mechanisms that explain theory-of-mind development. In response, supporters of the ‘scientific theory-theory’ account of theory-of-mind development have appealed to children's use of auxiliary hypotheses and probabilistic causal modeling. This article argues that these general learning mechanisms are not sufficient to meet the modularist's challenge. The article then explores an alternative domain-general learning mechanism by proposing that children grasp the concept belief through the progressive alignment of relational structure that (...) occurs as a result of structural-comparison. The article also explores the implications of the proposed account for Fodor's puzzle of conceptual learning. (shrink)

A certain conception of Hell is inconsistent with God's traditional attributes. My argument is novel in focusing on considerations involving vagueness. God is in charge of the selection procedure, so the selection procedure must be just; any just procedure will have borderline cases; but according to the traditional conception, the afterlife is binary and has no borderline cases.

Allow me to preface my remarks today by saying that I am not going to give a lecture in the usual sense of communicating results or presenting a systematic statement. Rather, what I have to say will remain on the level of an essay; it is no more than an attempt to take up and further develop the problems of the so-called Frankfurt discussion. I recognize that many uncomplimentary things have been said about this discussion, but I am equally aware (...) that it approaches the problem correctly and that it would be wrong always to begin again at the beginning. The kinds of real or natural kinds that support explanation and prediction in the social sciences are difficult to identify and track because they change through time, intersect with one another, and they do not always exhibit their properties when one encounters them. As a result, conceptual practices directed at these kinds will often refer in ways that are partial, equivocal, or redundant. To improve this epistemic situation, it is important to employ open-ended classificatory concepts, to understand when different research (...) programs are tracking the same real kind, and to maintain an ongoing commitment to interact causally with real kinds to focus reference on those kinds. A tempting view of these non-idealized epistemic conditions should be avoided: that they signal an ontological structure of the social world so plentiful that it would permit ameliorated classificatory schemes to achieve their normative aims regardless of whether they defer to real-kind classificatory schemes. To ground these discussions, the essay appeals to an overlooked convergence in the systematic naturalistic frameworks of Richard Boyd and Ruth Millikan. (shrink)

The theory of mind debate has reached a “hybrid consensus” concerning the status of theory-theory and simulation-theory. Extant hybrid models either specify co-dependency and implementation relations, or distribute mentalizing tasks according to folk-psychological categories. By relying on a non-developmental framework these models fail to capture the central connection between simulation and theory. I propose a “dynamic” hybrid that is informed by recent work on the nature of similarity cognition. I claim that Gentner’s model of structure-mapping allows us to understand simulation (...) as a process in which psychological representations are aligned, causing the spontaneous abstraction of theoretical generalizations about the psychological domain. It is increasingly clear that children's excessive consumption of products high in added sugar causes obesity and obesity-related health problems like type 2 diabetes, cardiovascular disease, and metabolic syndrome. Less clear is how best to address this problem through public health policy. In contrast to policies that might conflict with adult's right to self-determination — for example sugar taxes and soda bans — this article proposes that children's access to products high in added sugars should be restricted in the same (...) way that children's access to tobacco products is restricted. The article first considers how the recommended policy will protect a child's right to an open future while not violating parental rights. The article then explores how the implementation of the recommended policy can help transform the social meaning of sugar and thereby curb the parental supply of added sugar to children — a central cause of obesity. In this article, I explore the value of philosophy of science for history of science. I start by introducing a distinction between two ways of integrating history and philosophy of science: historical philosophy of science and philosophical history of science. I then offer a critical discussion of Imre Lakatos’s project to bring philosophy of science to bear on historical interpretation. I point out certain flaws in Lakatos’s project, which I consider indicative of what went wrong with PHS in the past. (...) Finally, I put forward my own attempt to bring out the historiographical potential of philosophy of science. Starting from Norwood Russell Hanson’s insight that historical studies of science involve metascientific concepts, I argue that philosophical reflection on those concepts can be historiographically fruitful. This volume makes available in English for the first time Adorno’s lectures on metaphysics. It provides a unique introduction not only to metaphysics but also to Adorno’s own intellectual standpoint, as developed in his major work Negative Dialectics. Metaphysics for Adorno is defined by a central tension between concepts and immediate facts. Adorno traces this dualism back to Aristotle, whom he sees as the founder of metaphysics. In Aristotle it appears as an unresolved tension between form and matter. This basic (...) split, in Adorno’s interpretation, runs right through the history of metaphysics. Perhaps not surprisingly, Adorno finds this tension resolved in the Hegelian dialectic. Underlying this dualism is a further dichotomy, which Adorno sees as essential to metaphysics: while it dissolves belief in transcendental worlds by thought, at the same time it seeks to rescue belief in a reality beyond the empirical, again by thought. It is to this profound ambiguity, for Adorno, that the metaphysical tradition owes its greatness. The major part of these lectures, given by Adorno late in his life, is devoted to a critical exposition of Aristotle’s thought, focusing on its central ambiguities. In the last lectures, Adorno’s attention switches to the question of the relevance of metaphysics today, particularly after the Holocaust. He finds in metaphysical experiences, which transcend rational discourse without lapsing into irrationalism, a last precarious refuge of the humane truth to which his own thought always aspired. This volume will be essential reading for anyone interested in Adorno’s work and will be a valuable text for students and scholars of philosophy and social theory. (shrink)
