Bryan Caplan’s The Myth of the Rational Voter treats several immensely important and understudied topics—public ignorance of economics, political ideology, and their connection to policy error—from an orthodox economic perspective whose applicability to these topics is overwhelmingly disproven by the available evidence. Moreover, Caplan adds to the traditional and largely irrelevant orthodox economic notion of rational public ignorance the claim that when voters favor counterproductive economic policies, they do so deliberately, i.e., knowingly. This leads him to assume (without any evidence) (...) that “emotion or ideology” explain mass economic error. Straightforward, unchosen mass ignorance of economic principles—neither “rational” nor “irrational,” but simply mistaken—is a more coherent explanation for economic error, and it is backed up by the vast body of public‐opinion research. Examination of a comprehensive database of political knowledge, constructed from pooled 1988 and 1992 National Election Studies, refutes criticisms that haue sometimes been lodged against standard tests that seem to reveal profound levels of public ignorance. Although most people know something about politics, the typical citizen is poorly informed, and only a small group is very knowledgeable about politics. Differentiating people according to their perceptions of the most important national problem does not reveal pockets of well‐informed “issue publics” among the (...) electorate. The NES data also show that knowledge makes a difference in how people feel about government spending for social‐welfare programs, and in how well citizens were able to connect their partisanship and ideological proclivities to their votes in the 2000 presidential election. The topic of the democratic public's limited competence has preoccupied students of democracy for centuries. Anecdotal concerns about the problem reached their peak of sophistication in the writings of Walter Lippmann and Joseph Schumpeter. Not until Philip E. Converse's “The Nature of Belief Systems in Mass Publics” did statistical research overwhelmingly confirm the worst fears of such democratic skeptics. Subsequent work has tended to confirm Converse's picture of a tiny stratum of well‐informed ideological elites whose passionate political debates find little (...) echo, or even awareness, in the mass public. While a great deal of attention has been devoted to “saving” democratic legitimacy from such findings, the Converse‐inspired work of John Zaller (1992) shows how fruitful Converse's basic ideas can be not only in analyzing real‐world political events, but in pulling together and stimulating new lines of research into what moves the “creative synthesizers” of belief systems; into the factors that affect the small numbers of people who grasp such systems and attempt to transmit them to the public; and into the long‐term psychological or cultural sources of the predispositions with which members of the mass public confront the resulting political messages. Over the course of his career, Murray Edelman made one of the few sustained attempts by a theoretically inclined political scientist to explore the effects of the public's overwhelming ignorance of politics. In his early work, he focused on political elites? manipulation of an ignorant public through the deployment of symbolism. In his later work, however, he suggested that even elites are the puppets of their ideologies. His early work has been well received; his later work has gone largely unremarked. (...) Between 1998 and 2006, a new style of television news consumption was born: “news grazing.” With remote control devices in hand, “grazers” flip through TV news channels in order to find interesting news stories. Approximately three‐fifths of the public graze, and this group tends to be younger than non‐grazers. Grazers are less likely than the rest of the public to follow “hard” news about politics and economics, and, not surprisingly, they are even less knowledgeable about public affairs than most people (...) are. Dimensions of character are often overlooked in professional practice at the expense of the development of technical competence and operational efficiency. Drawing on philosophical accounts of virtue ethics and positive psychology, the present work attempts to elevate the role of ‘good’ character in the professional domain. A ‘good’ professional is ideally one that exemplifies dimensions of character informed by sound judgement. A total of 2340 professionals, from five discrete professions, were profiled based on their valuation of qualities pertaining to character (...) and judgement. Profile differences were subsequently examined in the self-reported experience of professional purpose towards a wider societal ‘good’. Analysis of covariance, controlling for stage of career, revealed that professionals valuing character reported higher professional purpose than those overweighting the importance of judgement or valuing neither character nor judgement, F = 7.92, p <.001. No differences were found between the two groups valuing character, irrespective of whether judgement was valued simultaneously. This profiling analysis of entry-level and in-service professionals, based on their holistic character composition, paves the way for fresh philosophical discussion regarding what constitutes a ‘good’ professional and the interplay between character and judgement. The empirical findings may be of substantive value in helping to recognise how the dimensions of character and judgement may impact upon practitioners’ professional purpose. (shrink)

hen the Right Honorable and Reverend Francis Henry, earl of Bridgewater, died in February, 1829, he left £8,000 to support a series of books "on the power, wisdom and goodness of God, as manifested in the creation." William Buckland, England's first official academic geologist and later dean of Westminster, was invited to compose one of the nine Bridgewater Treatises. In it he discussed the most pressing problem of natural theology: if God is benevolent and the creation displays his "power, (...) wisdom and goodness," then why are we surrounded with pain, suffering, and apparently senseless cruelty in the animal world? Although this issue of the JSE, as usual, contains a diverse cocktail of interesting papers, two of those papers are sufficiently out of the ordinary to deserve a few comments. In this issue, we fearlessly address—for the second time in the JSE’s history—one of the thorniest and most interesting topics in English literature—namely, the debate over Shakespeare authorship. As some current SSE members are undoubtedly aware, many have challenged the orthodox view that the works of Shakespeare were written by the (...) person traditionally identified as the author—that is, William Shaxpere of Stratford-upon-Avon. SSE stalwart (and my editorial predecessor) Peter Sturrock tackled the topic in the JSE in 2008 (Sturrock 2008), and then several years later followed that up with a book on the subject (Sturrock 2013). What Sturrock did brilliantly was to demonstrate how one can invoke Bayesian probability theory to challenge the orthodoxy in a compelling way. For this issue, we reprint that paper and combine it with a penetrating new work on the subject by David Roper. Roper approaches the matter from a different angle than that adopted by Sturrock. He draws on the science of cryptography to argue that the true author of the Shakespeare works was Edward de Vere, the 17th Earl of Oxford. (This is also the conclusion emerging most naturally from Sturrock’s book.) Roper argues that Sixteenth-Century techniques of using codes and ciphers were both common and quite well-developed, and that these permitted concealing secret messages within apparently innocent passages of prose or poetry. Moreover, Roper marshals a great deal of historical evidence for the claim that de Vere and others had good reason to conceal de Vere’s authorship of the works attributed to Shaxpere. So I hope our readers will enjoy this excursion into what should be largely unfamiliar territory for most of them. I know I learned a great deal from these papers, and I’m pleased that the JSE can make a scientific contribution to this venerable debate. As I see it, the papers by Sturrock and Roper together constitute a fascinating and impressive full frontal assault on the orthodox view. (shrink)

The institutionalization of History and Philosophy of Science as a distinct field of scholarly endeavour began comparatively earl- though not always under that name - in the Australasian region. An initial lecturing appointment was made at the University of Melbourne immediately after the Second World War, in 1946, and other appoint ments followed as the subject underwent an expansion during the 1950s and 1960s similar to that which took place in other parts of the world. Today there are major (...) Departments at the University of Melbourne, the University of New South Wales and the University of W ollongong, and smaller groups active in many other parts of Australia and in New Zealand. 'Australasian Studies in History and Philosophy of Science' aims to provide a distinctive pUblication outlet for Australian and New Zealand scholars working in the general area of history, philosophy and social studies of science. Each volume comprises a group of essays on a connected theme, edited by an Australian or a New Zealander with special expertise in that particular area. Papers address general issues, however, rather than local ones; parochial topics are avoided. Further more, though in each volume a majority of the contributors is from Australia or New Zealand, contributions from elsewhere are by no means ruled out. Quite the reverse, in fact - they are actively encouraged wherever appropriate to the balance of the volume in question. (shrink)

The 3rd Earl of Shaftesbury drew on the naturalism of Locke to open up a naturalistic reading of experience conceived as a matter of reality revealing pattern perception that was lost to view in the impact of subsequent idealist readings of Locke's epistemology offered by Bishop Berkeley (1685–1753) and David Hume (1711–1776). This essay recovers and explicates Shaftesbury's alternative to idealist conceptions of pattern making.

Undergraduate students with no prior classroom instruction in mathematical logic will benefit from this evenhanded multipart text by one of the centuries greatest authorities on the subject. Part I offers an elementary but thorough overview of mathematical logic of first order. The prefrontal cortex has long been suspected to play an important role in cognitive control, in the ability to orchestrate thought and action in accordance with internal goals. Its neural basis, however, has remained a mystery. Here, we propose that cognitive control stems from the active maintenance of patterns of activity in the prefrontal cortex that represent goals and the means to achieve them. They provide bias signals to other brain structures whose net effect is to guide the flow of (...) activity along neural pathways that establish the proper mappings between inputs, internal states, and outputs needed to perform a given task. We review neurophysiological, neurobiological, neuroimaging, and computational studies that support this theory and discuss its implications as well as further issues to be addressed. (shrink)

Evidentialism is a view about the conditions under which a person is epistemically justified in having a particular doxastic attitude toward a proposition. Evidentialism holds that the justified attitudes are determined entirely by the person's evidence. This is the traditional view of justification. It is now widely opposed. The essays included in this volume develop and defend the tradition. Evidentialism has many assets. In addition to providing an intuitively plausible account of epistemic justification, it helps to resolve the problem of (...) the criterion, helps to disentangle epistemic and ethical evaluations, and illuminates the relationship between epistemic evaluations of beliefs and the evaluation of the methods used to form beliefs. These issues are all addressed in the essays presented here. External world skepticism poses the classic problem for an epistemological theory. The final essay in this volume argues that evidentialism is uniquely well qualified to make sense of skepticism and to respond to its challenge. Evidentialism is a version of epistemic internalism. Recent epistemology has included many attacks on internalism and has seen the development of numerous externalist theories. The essays included here respond to those attacks and raise objections to externalist theories, especially the principal rival, reliabilism. Internalism generally has been criticized for having unacceptable deontological implications, for failing to connect epistemic justification to truth, and for failing to provide an adequate account of what makes basic beliefs justified. Each of these charges is answered in these essays. "Biophilia" is the term coined by Edward O. Wilson to describe what he believes is humanity's innate affinity for the natural world. In his landmark book Biophilia, he examined how our tendency to focus on life and lifelike processes might be a biologically based need, integral to our development as individuals and as a species. That idea has caught the imagination of diverse thinkers. The Biophilia Hypothesis brings together the views of some of the most creative scientists of our time, (...) each attempting to amplify and refine the concept of biophilia. The variety of perspectives -- psychological, biological, cultural, symbolic, and aesthetic -- frame the theoretical issues by presenting empirical evidence that supports or refutes the hypothesis. Numerous examples illustrate the idea that biophilia and its converse, biophobia, have a genetic component: fear, and even full-blown phobias of snakes and spiders are quick to develop with very little negative reinforcement, while more threatening modern artifacts -- knives, guns, automobiles -- rarely elicit such a response people find trees that are climbable and have a broad, umbrella-like canopy more attractive than trees without these characteristics people would rather look at water, green vegetation, or flowers than built structures of glass and concrete The biophilia hypothesis, if substantiated, provides a powerful argument for the conservation of biological diversity. More important, it implies serious consequences for our well-being as society becomes further estranged from the natural world. In this article, from the 2009 Oxford University Press collection Epistemic Value, I criticize existing accounts of epistemic normativity by Alston, Goldman, and Sosa, and then offer a new view.

What does it mean to think of philosophy in the condition of modernism, in which its relation to its past and future has become a relevant problem? This book argues that the writings of Wittgenstein, Heidegger, and Kierkegaard are best understood as responsive (each in their own way) to such questions. Through detailed analysis of these authors' most influential texts, Stephen Mulhall reorients our sense of the philosophical work each text aims to accomplish, engendering a critical dialogue between them (...) from which the elements of a new conception of philosophy might emerge. Transnational corporations have become actors with significant political power and authority which should entail responsibility and liability, specifically direct liability for complicity in human rights violations. Holding TNCs liable for human rights violations is complicated by the discontinuity between the fragmented legal/political structure of the TNC and its integrated strategic reality and the international state system which privileges sovereignty and non-intervention over the protection of individual rights. However, the post-Westphalian transition—the emergence of multiple authorities, increasing ambiguity of borders and jurisdiction (...) and blurring of the line between the public and private spheres—should facilitate imposing direct responsibility on transnational firms. Mechanisms for imposing direct responsibility on TNCs are considered including voluntary agreements and international law. However, I conclude that a hybrid public-private regime which relies on non-hierarchical compliance mechanisms is likely to be both more effective and consistent with the structure of the emerging transnational order. Although a number of articles have addressed ethical perceptions and behaviors, few studies have examined ethics across cultures. This research focuses on measuring the job satisfaction, customer orientation, ethics, and ethical training of automotive salespersons in the U.S. and Taiwan. The relationships of these variables to salesperson performance were also investigated. Ethics training was found to be negatively related to perceived levels of ethicalness and performance. High performance U.S. salespeople reported high ethical behavior, while the opposite was true in Taiwan. (...) Customer orientation in both countries was influenced by ethics training. Managers should evaluate current ethics training programs to insure correct ethical behavior is taught and rewarded. (shrink)
