The health care systems are fairly similar in theScandinavian countries. The exact details vary, but inall three countries the system is almost exclusivelypublicly funded through taxation, and most (or all)hospitals are also publicly owned and managed. Thecountries also have a fairly strong primary caresector (even though it varies between the countries),with family physicians to various degrees acting asgatekeepers to specialist services. In Denmark most ofthe GP services are free. For the patient in Norwayand Sweden there are out-of-pocket (...) co-payments for GPconsultations, with upper limits, but consultations forchildren are free. Hospital treatment is free inDenmark while the other countries use a system without-of-pocket co-payment. There is a very strongpublic commitment to access to high quality healthcare for all. Solidarity and equality form theideological basis for the Scandinavian welfare state.Means testing, for instance, has been widely rejectedin the Scandinavian countries on the grounds thatpublic services should not stigmatise any particulargroup. Solidarity also means devoting specialconsideration to the needs of those who have lesschance than others of making their voices heard orexercising their rights. ArgumentThe Scandinavian countries share a solid reputation as longstanding contributors to top level Arctic research. This received view, however, veils some deep-seated contrasts in the ways that Sweden, Norway, and Denmark have conducted research in the Arctic and the North Atlantic. In this paper it is argued that instead of focusing on the geographical determinism of science – the fact that the Arctic is close to, indeed part of, Scandinavian territories – we should look more closely at (...) the geopolitics of science to understand the differences and similarities between these three Nordic countries. Through case studies of, mainly, Swedish Arctic and North Atlantic glaciology in the 1920s through to the 1940s, and of Norwegian preparations in the 1950s for the International Geophysical Year 1957/58, the paper demonstrates how different styles of research – research agendas, methodological choices, collaborative patterns, international networks, availability of infrastructure, relations to politics and power – are conditioned on economic interests and strategic and geopolitical trajectories, either these are explicitly put in the forefront of scientific priorities as in the case of Norway in the 1950s, or when they are manifestly disregarded in the name of scientific internationalism, as in the case of Swedish glaciology. The case of Danish colonial science in Greenland is only cursorily drawn into this analysis but corroborates the overall thesis. The analysis of this wider science politics of Scandinavian circumpolar science is exercised against a brief introductory backdrop of Arctic science historiography. Its chief message is that the analysis of polar science applying modern theory and method of the social studies of science is comparatively recent and that the full potential of merging the literature of Arctic science and exploration with those of security, geopolitics, indigenous voices, and the politics of nationalism is yet to be realized. This article focus on paradigms, methods and ethics of action research in the Scandinavian countries. The specific features of the action research paradigm are identified. a historical overview follows of some main action research projects in Norway, Sweden and Denmark. The tendency towards upscale action research projects from organisational or small community projects to large-scale, regional based network approaches are also outlined and discussed. Finally, a synthesised approach of the classical, socio-technical action research approach and the large-scale network (...) and holistic approaches is suggested as a promising approach for the future. The overall aim of this article is to explore the analytical potential and normative value of Helga M. Hernes' concept about woman-friendly welfare states in analysis of Scandinavian countries. The first part discusses the underlying theoretical, political and normative assumptions about gender equality and social justice related to dimensions such as redistribution, recognition and representation. The second part addresses the analytical potential of the concepts for understanding gender equality developments in Scandinavia. The focus is on three themes related (...) to the desirability, feasibility, and theoretical strength of the Scandinavian welfare and gender equality model and the underlying normative, empirical and theoretical premises. The analysis deals with debates about the public—private split in relation to woman-friendly policies, focusing on parental leave, childcare, and age restrictions in marriages involving foreigners. State feminism is explored in relation to women's political participation and representation and women's ability to influence gender equality policies. Furthermore, national variations in views about state feminism are identified. Finally, the article addresses the role of woman-friendly policies in debates about responses of Western welfare states to globalization, ageing and multiculturalism. (shrink)

This article examines the Scandinavian political responses to radical left-wing activism in the interwar period. This is done by combining an anal­ysis of legalistic aspects with rhetoric. Although the Scandinavian countries— Denmark, Sweden and Norway—did not embark on a path of emergency powers to fight a communist enemy, attempts to tame and ban communist parties certainly took place. The article argues that all three countries imposed restrictive legislation to inhibit any kinds of movements, hostile to the (...) demo­cratic system, but also that there were limits to the restrictions. Thus, the parliamentarians decided to criminalize tendencies to political violence, but to tolerate anti-democratic sentiments to be voiced. By addressing the response to subversive movements, the article offers insights into Scandinavian efforts to safeguard democracy in a time of political and social crisis. (shrink)

Body care is considered a key aspect of nursing and imperative for the health, wellbeing, and dignity of older people. In Scandinavian countries, body care as a professional practice has undergone considerable changes, bringing new understandings, values, and dilemmas into nursing. A systematic mapping review was conducted with the aims of identifying and mapping international nursing research on body care of older people in different institutionalized settings in the healthcare system and to critically discuss the dominant assumptions within (...) the research by adapting a problematization approach. Most identified papers reported on empirical research with a biomedical approach focusing on outcome and effectiveness. Conceptual papers, papers with a focus on the perspectives of the older people, or contextual and material aspects were lacking. The research field is dominated by four dominant assumptions: Body care as an evidence‐based practice, body care as a relational ethical practice, the body as a body‐object and a body‐subject, the objects in the body care practices as nonrelational materialities. Given the complexities of professional body care practices, there is a need for other research designs and theoretical perspectives within nursing that expand our understanding of body care taking into consideration the multiple social and material realities. The Scandinavian welfare states have public health care systems which have universal coverage and traditionally low influence of private insurance and private provision. Due to raises in costs, elaborate public control of health care, and a significant technological development in health care, priority setting came on the public agenda comparatively early in the Scandinavian countries. The development of health care priority setting has been partly homogeneous and appears to follow certain phases. This can be of broader interest (...) as it may shed light on alternative models and strategies in health care priority setting. Some general trends have been identified: from principles to procedures, from closed to open processes, and from experts to participation. Five general approaches have been recognized: The moral principles and values based approach, the moral principles and economic assessment approach, the procedural approach, the expert based practice defining approach, and the participatory practice defining approach. There are pros and cons with all of these approaches. For the time being the fifth approach appears attractive, but its lack of true participation and the lack of clear success criteria may pose significant challenges in the future. (shrink)

International research collaborations engage multiple countries, researchers, and universities. This enhances the magnitude of contextual challenges, including legal and ethical dimensions across various jurisdictions, that must be bridged in qualitative research regardless of discipline, also in the construction of informed consents. From a Scandinavian perspective, this discussion paper explores challenges pertaining to the construction of informed consents related to EU data protection legislation, to which research institutions are subject when processing data related to EU residents. Next, it discusses (...) challenges related to different traditions in terms of handling informed consent and research participants’ integrity, including the possibilities to waive anonymity in research. In international, multidisciplinary studies where researchers also operate in relatively ‘unknown territory’, it is especially important to be aware of and reflect on (inter)national possibilities and limitations related to laws, ethics, and culture/traditions in societies and within the academic fields. The variations in laws, ethical guidelines, and traditions in different countries demand that researchers are up to date with laws and ethical guidelines in the studied countries. Their practical implementation in the countries at stake in international, collaborative research endeavours are important, especially since such regulations and guidelines are far from static and change over time. The implementation of good ethical research practice requires democratic, reflexive, and responsive processes in all phases of research. Especially the preparation phase functions as a period to increase and ensure the knowledge and legal/ethical competences of the entire research team to meet the demands in the countries at stake. Historically, the Italian and Scandinavian institutionalisation of action research has developed along different tracks. The question is, if there are any promising prospects to combine different action research experiences and methodologies across European regions? Alternatively, should we conclude that action research is mainly a local activity firmly rooted in a special culture in the different European countries?

This paper describes an exploratory study of corporate responsibility, corporate reputation, and stakeholder support in Norway, Sweden and Denmark—countries recognized worldwide as providing an institutional climate uniquely conducive to responsible business practice. Conducting a secondary analysis of Scandinavian data from Reputation Institute’s extensive global research on corporate reputation and responsibility, we examine four key questions: First, do Scandinavians agree with external observers that firms in their countries demonstrate superior levels of corporate responsibility? Second, relative to other reputation (...) drivers, to what extent does corporate responsibility predict corporate reputation for the countries in our dataset? Third, to what extent does corporate responsibility predict stakeholder intent in these countries to engage in supportive behavior toward the firm? Finally, are stakeholder perceptions of and responses to corporate responsibility sufficiently similar across Norway, Sweden, and Denmark to justify claims for a monolithic “Scandinavian approach” to CSR? Previous research examining the relationship of corporate responsibility to corporate reputation and stakeholder support is reviewed, analytical methods are described, results presented, and implications discussed. The impact of Rawls's work in the Nordic countries has been wider than expected. The first section identifies some legal, political, and cultural features that would lead us to expect little interest in Rawls's work: Scandinavian legal realism, the social democratic welfare state regimes, and pervasive ethnic and cultural homogeneity. The second section gives an overview of the reception of Rawls's work, both in the academy and in public fora, on the basis of extensive but not exhaustive searches. (...) The third section offers some conclusions and speculates that Rawlsian contributions - and political philosophy in general - will increase, largely due to Europeanization. Appendix 1 provides bibliographical information about first translations and presentations of Rawls's work starting with the 1955 article `Two Concepts of Rules'. The media coverage of immigration serves as an important test for modern democracies’ ability to handle difficult public issues. Systematic and comparative studies over longer time periods are, however, still rare. This is deeply unfortunate as the nature of both immigration and the press systems vary considerably not only across nations but also over time. This article charts the immigration debate in seven Scandinavian newspapers from the birth of modern immigration in the early seventies to the present-day situation. While (...) supporting claims about a general historical shift towards a more problematizing and cultural discourse in Scandinavia, the analysis also identifies major differences in how countries, publications, and genres have handled this complex issue, which brings out fundamental dilemmas for both modern welfare states and journalists. Using the method of multiple correspondence analysis and subsequent cluster analysis, the article also demonstrates how historical press coverage can be fruitfully studied using Geometric Data Analysis as an alternative to frequentist methods. The Scandinavian countries of Denmark, Norway, and Sweden are similar in many respects, not least with regards to the basic administrative set-up: a non-federal task-related division between state, counties and municipalities. In all three countries, counties and municipalities raise a large share of their own revenue, which is then supplemented by government grants. In addition, central government redistributes large amounts of locally collected revenue between the municipalities and the counties respectively, severely hampering local budgetary autonomy. Tax matters (...) are generally centralised, although local governments to a varying degree play a role in the collection of taxes as well as in the setting of local tax rates. In Denmark, Norway, and Sweden alike, the administrative set-up has not been able to prevent a massive increase in local public expenditure in the latter part of the 20th century.Les pays scandinaves, Danemark, Norvège et Suède présentent des similitudes sur beaucoup de points et notamment sur le plan de l’organisation de la base administrative : une division sans relation utilitaire fédérale entre l’Etat, les régions et les municipalités. Dans ces trois pays, les régions et les municipalités lèvent une large part de leurs propres revenus qui sont alors augmentés par les subventions du gouvernement.De plus, le gouvernement central redistribue de larges sommes de revenus collectés localement entre les municipalités et les régions respectivement, ce qui gêne sérieusement l’autonomie budgétaire locale. Les questions fiscales sont généralement centralisées, bien que les gouvernements locaux, à des degrés divers, jouent un rôle dans la collecte des impôts aussi bien que dans la fixation des taux d’impositions locales. Au Danemark et en Norvège tout comme en Suède, l’organisation administrative n’a pas été capable de prévenir une augmentation massive des dépenses publiques locales dans les dernières années du 20ème siècle. The article takes as its point of departure the notion that the Scandinavian countries have been dominated by a monocultural Lutheranism. This notion is nuanced by focusing on everyday life and oppositional voices. In the nineteenth century, the Lutheran state churches began to interpret their past as religious cultural heritage. Focusing especially on Norway, it is argued that this monocultural perspective has been replaced by a multicultural one with emphasis on ethnic minorities and indigenous religious heritage, dialogue and (...) tolerance. The actuality of the research topic is that for the development of Ukraine it is necessary to take into account the indisputable fact that globalization together with the information revolution has created new conditions for all types of life. Humanity continues to grow quantitatively and increase the number of independent states whose citizens use the national languages. The purpose of the study is a critical analysis of the reasons for the unprecedented complexity of language changes in Ukraine after the collapse (...) of the Soviet Union and the restoration of its independence. Objectives of the study - to identify the deep causes of the loss of the truth of Ukrainians about their linguistic past; to prove on the basis of the latest scientific discoveries the peculiarity of the linguistic contribution of the ancestors of Ukrainians to the emergence of the Indo-European linguistic family thousands of years ago; to fulfill the forecast for the future of international languages. The methodology of the research is the noointegral, systemic and noohistorical methods that allow a newer way to analyze the affinity of the Ukrainian language with English and to make a forecast of changes in the role of the English language in the future. Presenting main material: the result of the study is the discovery of evidence that the Ukrainian language is not just a little branch of the Russian language, but a transformed primary Indo-European language. The scientists from the West were proved that Ukrainians were the part of the inventors of agriculture in Levant. During the movement on the West they chose life on the black earths of Ukraine, joined with the Arians and created the civilization "Trypillya-1". Trypillians domesticated a horse, invented a wheel, created a metallurgy of bronze and formed the economic zone of the Greate Trypillya between the Carpathians and Western Siberia. All the common words of today about 400 Indo-European languages are a cloud of tags spread from the Great Trypillya. The article is devoted to the concept of "international language". The analysis of contemporary world language changes is carried out in order to assess the possibility of converting English into a global international language. Examples of the growth and decline of languages of certain peoples in the past are considered. The data on evolution and changes in the international language ranking in the New Times are given. The facts of the temporary leadership of the French, German and Russian languages are revealed and the main reasons for their retreat and decline are indicated. The reasons for the global use of English in the twentieth century are explained, but the assumption about the impossibility of its transformation into the universal language of humanity in the future is expressed. A forecast of the influence of progress in computer technologies and artificial intelligence on the ways of using English and other languages is made. The fact of the appearance of the first version of the computer multilingual translator Travis-1 is noted and its rapid improvement and inclusion in the software of near-future mobile devices, which spread on the planet in billions of copies, is envisaged. Conclusions - formulated suggestions for plans for the development of the education system in Ukraine. It is proposed to use positive experience in Scandinavian countries - Sweden and Finland in modernizing the teaching of English and other foreign languages. (shrink)

Harmony has become a major challenge for modern governance in the twenty-first century because of the multi-religious, multi-racial and multi-ethnic character of our increasingly globalized societies. Governments all over the world are facing growing pressure to integrate the many diverse elements and subcultures which make up modern pluralistic societies. This book examines the idea of harmony, and its place in politics and governance, both in theory and practice, in Asia, the West and elsewhere. It explores and analyses the meanings, mechanisms, (...) dimensions and methodologies of harmony as a normative political ideal in both Western and Asian philosophical traditions. The book argues that in Western political thought - which sees politics as primarily concerned with resolving social conflicts and protecting individual rights - the concept of harmony has often been neglected. In contrast, since earliest times harmony or ‘he’ has been a profound theme in Confucian thought, and current leaders of many East Asian governments, and the Chinese government, have explicitly declared that the realisation of a harmonious society is their aim. The book also assesses how harmony is pursued, jeopardized or deformed in the real world of politics, based upon empirical analysis of a variety of different cultural, social and political contexts, including: China, Hong Kong, Singapore, Malaysia, Singapore, Vietnam, Denmark, Latin America and the Scandinavian countries. It shows how harmony as an organizing concept can help to promote new thinking in governance, and overcome problems of modern-day governance like distrust, adversarial conflicts, hyper-individualism, coercive state intervention, and free-market alienation. It also discusses the potential problems posed by the pursuit of harmony, in particular in the grave threat of totalitarianism, and considers how these risks could best be mitigated. (shrink)

This article refers to the main features of contemporary criminality in Lithuania. The period of analysis of those main features is 2004-2011. From 2004, a period of stable state registration of criminality, i.e. a period without significant changes in criminal laws commenced. The article deals with the analysis of spreading criminality in Lithuania, and the main socio-demographical features of persons charged with criminal offences. The registered number of criminal offences in 2011 decreased by about 15%, compared to 2004. The largest (...) decrease was recorded in 2007. Yet during the economic crisis, after 2007, the number of registered criminal offences slightly increased, however, as has already been mentioned, the registered number of criminal offences in 2011 was 15% less. Nevertheless, we must bear in mind that the changes in criminality came two-three years after certain social changes, in this case – the economic crisis. The characteristic features of the contemporary criminality in Lithuania are: the tendency of decrease in violent crimes (homicides, rapes, serious bodily injuries). During the researched period, the number of homicides decreased by 39%, of serious bodily harms – by 56%; and of rapes and attempts – by 26.5%. Another tendency is the decrease in property crimes. The most widespread property crime is theft. The registered number of thefts decreased by 25%. Among them, the registered number of car thefts decreased the most – by 65%; and the decrease of domestic burglaries amounted to 55.5%. The registered number of robberies decreased by 53%. During the researched period, destruction of or damage to property and swindling – their registered number – increased by 80% and 92% respectively. In the countries with much more developed market economy than in Lithuania (e. g. in Scandinavian countries), the indicators of those crimes are 2 to 3 times higher. This means, firstly, that in future the number of those crimes in Lithuania will increase; secondly, the decrease in violent crimes and the increase of swindling means that market economy in Lithuania has become more developed than before. In Lithuania, the number of persons charged with criminal offences during the researched period tended to decrease, but not much, only by 12%. Some socio-demographic characteristics of persons charged with criminal offences are: juveniles make up 15%; traditionally, they are men, but in contemporary criminality in Lithuania we observe a small (only by 3%) increase of women; the increase in the number of persons aged from 18 to 24 is observed, and it seems that the socio-economic situation of this age group has become more complicated; during the economic crisis in Lithuania, the number of unemployed and not studying persons increased significantly (up to 60% in the structure of all registered persons charged with criminal offences) and almost reached a problematic situation that existed during the transitional period from socialist economy to market economy, from totalitarian society to democratic society (before 2000). This paper investigates the roles that Danish government has played in the development of corporate social responsibility (CSR). Denmark has emerged as a first mover among the Scandinavian countries when it comes to CSR. We argue that government has played a pivotal role in making this happen, and that this reflects strong traditions of regulation, corporatism and active state involvement. However, there is no unitary “Danish model of CSR” being promoted by government. Although Danish society is often associated (...) with a model of consensus, our claim is that Danish government policy on CSR is characterized by a lack of common direction and that we need to approach it on such terms. In order to provide a critical account of ‘the Danish model’ we apply a governmentality perspective that allows us to stress political difference. We argue that Danish government policy consists of three distinct regimes of practice and show how they subject CSR to different modes of rationalization and action. We conclude that the problem with public policy being split into three is not different as such, but the failure of each regime to recognize the value of the others. As a result, government tends to add to the confusion and opaqueness of CSR. (shrink)

Researchers sometimes engage in various forms of dishonesty and unethical behavior, which has led to regulatory efforts to ensure that they work according to acceptable standards. Such regulation is a difficult task, as research is a diverse and dynamic endeavor. Researchers can disagree about what counts as good and acceptable standards, and these standards are constantly developing. This paper presents and discusses recent changes in research integrity and ethics regulation in Norway, Denmark, and Sweden. Recognizing that research norms are developed (...) through practice and are therefore unsuited for comprehensive national regulation, the Scandinavian countries focus on empowering the research community to regulate itself instead, except for the most severe cases of misconduct. This empowerment takes the form of giving research institutions tools and investigatory powers while also holding them responsible for ensuring that both the institution and individual researchers are up to date on relevant norms. In this way, the Scandinavian governments seek to avoid some of the challenges found in more legalistic approaches, which risk lagging behind the continuous development of research norms and can be insensitive to the fact that different disciplines have different norms. While the new approach in Scandinavian has several potential benefits, it also involves potential trade-offs and limitations. The new laws can create confusion about what researchers are allowed to do. Another issue is that it only addresses the fundamental drivers of misconduct to a limited extent. (shrink)

This article surveys the distribution of wealth and its relationship to economic inequality more broadly. It shows that wealth inequality is high and contributes significantly to inequality in income and consumption, although higher wealth inequality is not always an indicator of greater inequality in well-being. In particular, welfare state policies can improve the well-being of low income groups while at the same time reducing their incentive to save. This may lead to high observed wealth inequality in places where it would (...) otherwise not be expected, such as some of the Scandinavian countries. Nielsen Danish University of Education, Copenhagen Two problem areas which both concern the question of music pedagogy as a field of theory and research are addressed in this paper. The first one concerns the question of the normative and prescriptive versus the descriptive and (...) analytical aspects of music pedagogy. The second is about the theory of and the criteria for the selection of content in music education. In order to address these problems it is necessary to formulate certain preconditions, each of which comprises important distinctions. Preconditions and Problem Areas German pedagogical tradition features the term Didaktik, and when the area in question is placed in relation to an educational subject, such as music, the word and the concept of Fachdidaktik (subject-oriented Didaktik) arises. In Scandinavian countries corresponding concepts can be found.1Two features of the German concept of Didaktik should be emphasized. First, it denotes both the theory and science and the planning and decision-making of teaching and learning. Thus it refers to the theoretically oriented as well [End Page 5] as the practically directed concerns in pedagogy. Second, from the point of view of disciplines, Didaktik is part of the discipline of pedagogy, but there are diverging conceptions and theories of how it is to be delimited in relation to other subsections of pedagogy (such as teaching methodology). Roughly speaking, there exists a narrow or specific conception of Didaktik, which is first and foremost concerned with the question of the content, aim, and rationale of teaching and learning, together with the criteria for the selection of content, and a wide conception, according to which practically all problems regarding teaching and learning are viewed as didaktisch (including questions of teaching methods, forms of organization, and the choice of media).Significant arguments can be put forward in favor of the specific concept of Didaktik because it provides the opportunity (and actually the compulsion) to focus distinctly and separately on the fundamental issue of educational content and its selection. From this specific point of view, Didaktik can be defined as dealing with the theory and science, together with planning and decision-making, about the rationale, aim, and content of teaching and learning. The most central didactic question may then be formulated in this way: What is essential to learn, and therefore to teach, and why? In the present context it is important to note that this definition comprises both a descriptive/analytical and a prescriptive/normative determination of Didaktik. Hence arises the first of the problem areas I intend to address in greater detail, that is, the question of the normative and prescriptive character of pedagogy versus its descriptive, analytical, and scientific standing (in the present case that part of pedagogy which I have termed Didaktik).Several types of high-level rationale for the selection of teaching/learning content can be established. For general education in a subject like music (yet with application to other subjects as well) I have formulated four such types, which I also refer to as paradigms.2 Here I use the word "didactics" in the sense of the German Didaktik. The first type I call "basic subject didactics" in which the point of departure is the subject itself and its structure, in our case the subject of music. There is more on this point below. The second type is "ethno-didactics" in which the point of departure is pupil culture and the everyday experience of the pupils or criteria arising out of current local culture. It represents a micro-cultural position in post-modern style. The third type is "challenge didactics" in which the point of departure is the great social problems, such as environmental issues, global North-South relations, conditions of democracy, or for that matter terrorism. Retractions solicited by authors following the discovery of an unintentional error—what we henceforth call a “self-retraction”—are a new phenomenon of growing importance, about which very little is known. Here we present results of a small qualitative study aimed at gaining preliminary insights about circumstances, motivations and beliefs that accompanied the experience of a self-retraction. We identified retraction notes that unambiguously reported an honest error and that had been published between the years 2010 and 2015. We limited our sample to retractions (...) with at least one co-author based in the Netherlands, Belgium, United Kingdom, Germany or a Scandinavian country, and we invited these authors to a semi-structured interview. Fourteen authors accepted our invitation. Contrary to our initial assumptions, most of our interviewees had not originally intended to retract their paper. They had contacted the journal to request a correction and the decision to retract had been made by journal editors. All interviewees reported that having to retract their own publication made them concerned for their scientific reputation and career, often causing considerable stress and anxiety. Interviewees also encountered difficulties in communicating with the journal and recalled other procedural issues that had unnecessarily slowed down the process of self-retraction. Intriguingly, however, all interviewees reported how, contrary to their own expectations, the self-retraction had brought no damage to their reputation and in some cases had actually improved it. We also examined the ethical motivations that interviewees ascribed, retrospectively, to their actions and found that such motivations included a combination of moral and prudential considerations. These preliminary results suggest that scientists would welcome innovations to facilitate the process of self-retraction. (shrink)

The transformations that have occurred at the state economic level, the change in the trends of opinion that animate postmodern societies, the increase in population have strongly affected the crime rate in the last 10-20 years in all the states of the world. The trends in the matter of sanctions vary greatly, whether it is the frequency of custodial sentences, the harshness - in general - of criminal sentences, the preference for punishments whose special maximums are higher or lower or (...) the adoption of some alternative measures to imprisonment or even criminal justice in general. Many of the new criminal policies are justifiable in the context of the national law of states, but few have a real chance of globalization. Penal reform was or is on the working table of all states of the world. The details vary from case to case, but the trend is general. The Scandinavian countries modified their sanctioning system and created new punishments, the Western European countries created systems for sanctioning and re-educating delinquents in an extra-criminal regime, in the U.S. one can note, paradoxically, the generalized tightening of punishments, a model followed by Great Britain and Australia, but at a lower level. There is a continuous debate at the level of legal doctrine on the appropriateness of adopting an authoritarian system of repression in criminal matters. This article aims to analyze the advantages and disadvantages of the liberal model of criminal repression in the European space, in the context of the phenomenon of globalization. (shrink)

NielsenIn the preface to the revised edition of my book, Almen musikdidaktik (The General Didaktik of Music) published in 1998, I wrote that the bibliography had been supplemented with a great deal of music education literature that had been published since the first edition of the book came out in 1994. (...) I drew attention in particular to, among other things, the journal Philosophy of Music Education Review, which began in 1993. I found that publication of this journal was significant and interesting not least because it continuously supplemented the approach to a theoretical and philosophic music pedagogical reflection with new English language literature. At the same time, it provided an opportunity to ask what sort of concepts and phenomena 'the philosophy of music education' and 'the philosophy of music teaching and learning' really are and what sort of functions they can have in relation to practice-oriented music education, including the education of music teachers. Therefore, the publication of PMER was a great step forward. But, like all such steps, it also revealed interesting issues and raised new questions. [End Page 7]In the Scandinavian countries too the research-based and theory-oriented music education literature has grown considerably since the early 1990s. This is the result of local initiatives in individual countries as well as Nordic cooperation in the form of the Nordic Network for Research in Music Education, which was formalized and institutionalized in 1992. The publication of the network's yearbooks, Nordic Research in Music Education–Yearbook, since 1995 is noteworthy in this context. In our part of the world this was another step forward, but one that also raised some challenging questions. In particular it gave rise to the question: What is the structure of the object of study for music education as a science and how can this object of study be delimited appropriately in relation to other disciplines? I think we have moved further toward giving reflected and well-founded answers to these questions, even though the answers are not unambiguous and may create problems in relation to the institutional affiliations of music pedagogy as a theoretical and scientific discipline.My first encounter with the initiators of the PME symposia took place in 2003 when I attended PME-5 in Lake Forest near Chicago. Even though there were participants from a number of different countries, including the Scandinavian countries (but none, for example, from Germany), it was clear that the event was dominated by North Americans. I contributed with a paper that was based on German and Nordic didactic (didactological) theory, which apparently was quite unfamiliar to most of the conference participants. To me this was a reminder of how important it is that a society that calls itself "international" should strive to embrace and include various traditions from several different points of view if it is to live up to the designation "international."The International Society for the Philosophy of Music Education (ISPME) was formally founded at the symposium in Lake Forest. For the past two years I have enjoyed the honor of being the society's co-chair together with Estelle Jorgensen. As those of you who attended the symposium in 2003 know, I accepted this task only after some hesitation and with some reservations. Since then I have had the opportunity to consider and experience what the task entails.I mentioned that my impression of PME-5 in Lake Forest was that it was dominated by North Americans. Nielsen Danish University of Education, Copenhagen Two problem areas which both concern the question of music pedagogy as a field of theory and research are addressed in this paper. The first one concerns the question of the normative and prescriptive versus the descriptive and (...) analytical aspects of music pedagogy. The second is about the theory of and the criteria for the selection of content in music education. In order to address these problems it is necessary to formulate certain preconditions, each of which comprises important distinctions. Preconditions and Problem Areas German pedagogical tradition features the term Didaktik, and when the area in question is placed in relation to an educational subject, such as music, the word and the concept of Fachdidaktik (subject-oriented Didaktik) arises. In Scandinavian countries corresponding concepts can be found.1Two features of the German concept of Didaktik should be emphasized. First, it denotes both the theory and science and the planning and decision-making of teaching and learning. Thus it refers to the theoretically oriented as well [End Page 5] as the practically directed concerns in pedagogy. Second, from the point of view of disciplines, Didaktik is part of the discipline of pedagogy, but there are diverging conceptions and theories of how it is to be delimited in relation to other subsections of pedagogy (such as teaching methodology). Roughly speaking, there exists a narrow or specific conception of Didaktik, which is first and foremost concerned with the question of the content, aim, and rationale of teaching and learning, together with the criteria for the selection of content, and a wide conception, according to which practically all problems regarding teaching and learning are viewed as didaktisch (including questions of teaching methods, forms of organization, and the choice of media).Significant arguments can be put forward in favor of the specific concept of Didaktik because it provides the opportunity (and actually the compulsion) to focus distinctly and separately on the fundamental issue of educational content and its selection. From this specific point of view, Didaktik can be defined as dealing with the theory and science, together with planning and decision-making, about the rationale, aim, and content of teaching and learning. The most central didactic question may then be formulated in this way: What is essential to learn, and therefore to teach, and why? In the present context it is important to note that this definition comprises both a descriptive/analytical and a prescriptive/normative determination of Didaktik. Hence arises the first of the problem areas I intend to address in greater detail, that is, the question of the normative and prescriptive character of pedagogy versus its descriptive, analytical, and scientific standing (in the present case that part of pedagogy which I have termed Didaktik).Several types of high-level rationale for the selection of teaching/learning content can be established. For general education in a subject like music (yet with application to other subjects as well) I have formulated four such types, which I also refer to as paradigms.2 Here I use the word "didactics" in the sense of the German Didaktik. American pragmatism was, in the beginning of the twentieth century, a major movement not only in its home country but also in other parts of the globe as well, largely (but not exclusively) thanks to William James’s (1842–1910) international activity. In Europe, Italian and French philosophers, in particular, established their own pragmatist “schools,” and pragmatism also spread to the northern parts of the continent, including Germany and the Scandinavian countries. Even in the relatively remote Finland, Jamesian pragmatism rapidly (...) became well known. The West German positivist dispute in the 1960s is well known and thoroughly studied. At about the same time positivist disputes also took place in two Scandinavian countries: one in Norway and one in Sweden. What did the front lines in the debate look like in the three countries? What was the outcome of the different disputes? The main focus in the article is on the Swedish case, but some comparative perspectives relating to the three disputes will (...) also be presented. The Swedish positivist dispute originated with Gerard Radnitzky’s doctoral dissertation in theory of science, defended at the University of Gothenburg in May 1968, Contemporary Schools of Metascience (2 volumes). The dissertation caused a stir of controversy. It meant a challenge to the Swedish philsophical establishment because it leaned heavily on continental philosophers such as Karl-Otto Apel and Jürgen Habermas, who at the time were more or less unknown in Sweden. The controversy was continuated in the following years, most notably in the leftist journal Häften för kritiska studier (Notebooks for Critical Studies). (shrink)

The article examines the Scandinavian model of public administration, which is characterized by a corporate decision-making system (state – trade unions – employers), in which the role of coordinator in this structure is assigned to the authorities. It was determined that the state assumes responsibility for providing the population with social benefits and exercises control over the economy, promoting fair competition, safe working conditions and employment of the population. Characteristic features are a high level of trust of citizens in (...) public authorities and their participation in decision-making (through a referendum, consultations with the public, trade unions), openness and accountability of public authorities to the population. It is highlighted that the studied Scandinavian countries, Sweden and Norway, are leaders in the world in terms of the standard of living of the population, economic development, ensuring social standards and political stability, which is a guarantee of the high competitiveness of the Scandinavian countries. It is noted that different levels of government (state, regional, local) work together on favorable conditions for the country’s development and on ensuring quality living conditions for its citizens. A reliable basis for ensuring the high competitiveness of the countries under study is the balanced and effective functioning of all subsystems within the nation. Scandinavian countries are able to maximally combine progressive political and economic development and a high level of social security in modern conditions, which is a necessary condition for achieving high competitiveness in the world.Thus, the comparative study conducted in the mentioned Scandinavian countries using the method of binary longitudinal temporal comparison made it possible to single out a model of public policy of liberal democratic states, in which effective interaction between the government and society regarding the development and implementation of political decisions is established.Constructive factors that affect the relationship between the government and society and contribute to the functioning of this model of public policy are: clear legislative regulation of the legal status of all participants in the socio-political process; high level of political and legal culture and consciousness; stable economy; the activity of expert groups, the presence of independent institutes of control over the activities of the authorities, and others. The number of constructive factors of influence in these states significantly exceeds the level of destructive ones. An important condition for the functioning of public policy in liberal democracies is the presence of feedback between the government and society. (shrink)

Both volumes—successfully, it should be noted—make the case that Cassirer can and in fact ought to play an important role for what goes on in contemporary philosophy and its projects, be they historical, hermeneutical, sociological, linguistic or other. These two books do a good job of demonstrating that Cassirer was unrightfully forgotten and deserves to be reconsidered, especially now that his complete works have and continue to become accessible in critical edition. This novel scholarship is not only about a reassessment of Cassirer's original achievements, as attempted in Foss/Kasa, but also about placing him in the context of twentieth-century philosophy. Leinkauf's volume, in particular, attempts to take stock of the history of philosophy and its meaning for us today—projects that were of paramount interest to Cassirer. It is only logical, hence, to compare his method to Dilthey's, whose manner of doing historiography is framed as a critique of historical reason.Leinkauf's anthology appears in the already well-established Cassirer-Forschungen with Meiner Publishers; as is known, Meiner also edits the critical Cassirer edition and the Collected [End Page 504] Works. Foss's and Kasa's volume, however, is an entirely novel venture into a philosopher who has been only little acknowledged in the Scandinavian countries—perhaps with the exception of Sweden to which the Cassirers emigrated and (after a brief stay in England) became naturalized after the Nazis' seizure of power. This, however, by no means diminishes the importance of this volume. Indeed, in terms of systematic philosophical approaches presented here, the essays in this volume are, with few exceptions, somewhat more lively and fresher than some of the rather staid historical studies of the German anthology. To be fair, the Leinkauf volume has a decidedly more specific agenda, namely, to locate Cassirer's attempts to interpret modernity, especially his studies of the Renaissance period, in a larger project of a historiography of modernity as a whole; a project that has been so much at the forefront in many philosophical endeavors in the late-twentieth and beginning twenty-first century. Cassirer is contrasted, as the title indicates, with another influential attempt at the same task, namely by Wilhelm Dilthey. This review essay reflects on two works that pertain to the postsecular: Josef Bengtson, Explorations in Post-Secular Metaphysics ; and Florian Zemmin, Colin Jager, Guido Vanheeswijck, eds., Working with a Secular Age: Interdisciplinary Perspectives on Charles Taylor’s Master Narrative. The profound influence of Charles Taylor's A Secular Age is well illustrated in these two works under review. The review essay situates postsecularity in the context of debates on secularization and the sociological expectations this process generates. By treating postsecularism in terms (...) of contextualisation, metaphysics arises as a default position pertaining to transcendence in Bengtson’s work. The efforts in the Zemmin, Jager, and Vanheeswijck work to steer the Taylor work in the direction of Islam are given a critical appraisal. A particular outcome of postsecularity is to render as untenable sociology’s customary detachment of religion from theology. Lastly, for Catholicism, postsecularism draws attention to a long-standing and long-denied crisis in the reproduction of belief in modernity and in a secularized Europe in particular. A singular exception to this crisis occurs in Scandinavian countries, notable for their absence of religion, which are experiencing a small, but significant renaissance of Catholicism. This opens out a positive side to debates on postsecularity which indicates that it is not solely about mirages which give comfort to secularized forms of sociology. (shrink)

This introductory essay is neither intended to be a full presentation nor to be a critical evaluation of the contributions to philosophy made by Eino Kaila. Kaila's work will (...) speak to the reader through the four papers here published in English translation from the German. They belong in the tra dition of the Vienna Circle and of logical empiricism. They cover, however, only one period or sector of Kaila's rich and varied life-work. This is the sector best integrated into the mainstream of contemporary philosophic thinking. The primary aim of this essay is to portray an impressive intellectual personality and to make a modest contribution to Finnish and Scandinavian intellectual history. Much of its content may be thought to be of 'local' relevance only. But considering the position which Kaila held in his country and considering his decisive influence on the development of philosophy in Finland, I hope that this local background will also interest an international circle of readers. Corporations are spending a substantial and increasing amount of money on corporate social responsibility. However, little is known about the effects on key stakeholders of these activities. This study investigates if CSR activities have an effect on employees’ affective commitment. Two models test to what extent employees’ CSR perception, involvement in decision processes, and demographic variables are related to their AC relative to their perception of positive organizational support. The analysis is based on a sample of 512 employees from 4 (...) Scandinavian companies; 3 Norwegian and 1 Swedish, randomly selected from a population of 6,710 mostly Norwegian and Swedish employees in those 2 countries. The results indicate that CSR perception is a significant predictor of AC, although how employees feel that the company cares about them has stronger explanatory power on AC. Contrary to the few other studies addressing AC and CSR, gender was not found to be a significant variable in the model. (shrink)

The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? This book reviews the practice of these countries and finds that the role of (...) societal representatives has diminished from participating members of delegations to mere observers. The Nordic examples illuminate the difficulties of achieving international governance through the practice of deliberative democracy. The recent and ongoing refugee crisis in Europe highlights conflicting attitudes about the rights of migrants and refugees to health care in transition and destination countries. Some European and Scandinavian states, such as Germany and Sweden, have welcomed large numbers of migrants, while others, such as the U.K., have been significantly less open. In part, this is because of reluctance by certain national governments to incur what are seen as the high costs of delivering aid and care to (...) migrants. In response to these assumptions, some theorists have argued that the appropriate way to view the health needs of migrants is not in terms of rights, but in terms of the interests of destination and transition countries—and have argued that providing care to migrants and refugees will generate benefits for their host countries. However, self‐interest alone is less effective at motivating the provision of care for health deprivations that do not pose a threat to third parties, or to migrants and refugees in poor or distant countries. In this paper, I argue that while self‐interest is unlikely in itself to motivate the provision of all necessary health care to all migrants and refugees, and may risk stigmatizing already vulnerable persons, it can provide the foundation upon which such motivations can be built. My goal is therefore to show how and why a more just approach to the provision of health care to migrants can and should be derived from narrower, self‐interested commitments to preserving citizen health. One of the common characteristics of science, technology, and medicine is their ambition to epistemologically and organizationally move beyond the confines of nation states. In practice, however, they develop differently in countries or regions. Scientists, engineers, and physicians are constrained as well as enabled by national boundaries and specific cultures. The cultural status of such practices in reverse is influenced by a country's history, politics, and the view of the role of science, technology, and medicine in society. It is (...) the relation between a specific region, Scandinavia, and the history of science, technology, and medicine within this region that this issue of Science in Context sets out to explore. But what is this “Scandinavia”? TWENTIETH-CENTURY ETHICS. AFTER NIETZSCHE -/- Preface This book tells the story of twentieth-century ethics or, in more detail, it reconstructs the history of a discussion on the foundations of ethics which had a start with Nietzsche and Sidgwick, the leading proponents of late-nineteenth-century moral scepticism. During the first half of the century, the prevailing trends tended to exclude the possibility of normative ethics. On the Continent, the trend was to transform ethics into a philosophy of existence whose self-appointed task was (...) that of describing the human condition as consisting of choices, as unavoidable as arbitrary, without any attempt at providing criteria for making such choices. In the Anglo-Saxon countries, the heir of ethics was a philosophy of morality, that is, an analysis of the language of morality that intended to clarify valuations without trying to justify them. 1958 was the year of the normative turn that led to the Rehabilitation of practical philosophy, a turn followed by decades of controversies between distinct kinds of normative ethics: utilitarian, Kantian, virtue ethics. While the controversy was raging, a quiet revolution took place, that of applied ethics which surprisingly dissolved the controversy's very subject matter by providing methods for making convergence possible on intermediate principles even when no agreement was available about first principles. The normative turn and the revolution of applied ethics have led us, at the turn of the century, to a goal that was quite far from the starting point. Sect 3 discusses the three theses defended by Anscombe in 'Modern Moral Philosophy'. It argues that: a) her answer to the question "why should I be moral?" requires a solution of the problem of theodicy, and ignores any attempts to save the moral point of view without recourse to divine retribution; b) her notion of divine law is an odd one more neo-Augustinian than Biblical or Scholastic; c) her image of Kantian ethics and intuitionism is the impoverished image manufactured by consequentialist opponents for polemical purposes and that she seems strangely accept it; d) the difficulty of identifying the "relevant descriptions" of acts is not an argument in favour of an ethics of virtue and against consequentialism or Kantian ethics, and indeed the role of judgment in the latter is a response to the difficulties raised by the case of judgment concerning future action. Pressure from the internationalization of economies and the globalization of nationally defined and managed welfare states could be a reason for converging trends in welfare states. On the other hand, it could be a reason for developing a more uniform type of welfare state, since a more uniform type, it could be assumed, would be under less pressure than a number of differing types. This may apply in particular in the case of welfare state models with high emphasis on state.nancing, (...) such as the Scandinavian welfare state model, which, it has been argued, has come under immense pressure from globalization. According to Geyer, this pressure would imply that: “the welfare states of the advanced industrial countries should become increasingly similar as the forces of globalization squeeze them into a market-oriented welfare-state model. In essence it does not matter whether the national institutional contexts are conservative or social democratic, if the welfare state is conservative, liberal or social democratic; or if a leftist or rightist party is in power, the constraints have become so extreme that only market-conforming welfare-state structures will be allowed.” But it also seems that “despite undeniable problems posed by economic internationalisation, social democratic welfare states and employment regimes have proven to be highly resilient.“ This article will discuss these contradictory viewpoints by way of analysing convergence, especially on the macro-level. After the approval of a code of ethics, the creation of a permanent board‐level ethics committee is the next step in the institutionalization of business ethics. This study explores how the board's structure and demographic characteristics explain the decision to form an ethics committee. The analysis is based on the constituents of the Standard and Poor's Europe 350 index. Consistent with our hypotheses, we find that ethics committees are more likely to be found in firms with a lower presence of (...) executive directors and of directors holding MBA degrees. However, we also observe that boards chaired by executive directors seem to favor the creation of an ethics committee. Additionally, as we had anticipated, firms with stronger agency conflicts seem to be more willing to create committees. The analysis conducted with segmented samples reveals that the model has greater explanatory power when applied to firms from common‐law and French civil‐law countries than when applied to firms from the German–Scandinavian civil‐law area. Finally, our results indicate that a firm's country of origin is a more influential factor in explaining the decision to create an ethics committee than the industry to which it belongs or even the magnitude of its agency conflicts. The scope of social policy today is extensive. With the changing global scenario, there is a rediscovery of “social” in it. Indubitably, there is a gender perspective on social policy globally. The world Economic Forum states that there are only six countries in the world (Belgium, Denmark, France, Latvia, Luxembourg and Sweden) where women have equal work rights to men. It is noted that the situation in different countries varies when it comes to the working benefits of different (...) genders whether for native or expatriate workers in those places. Though there are rooms to enjoy attractive income and favourable working conditions such as job security, generous retirement plan, and other welfare benefits, there are still various factors that might lead to gender-based differences or gender discrimination in the unique labour market context of the GCC countries. The scenario is distinct in many Scandinavian nations like Sweden. Those countries are often considered the role model for gender equal work allowances. When it comes to India there is still disparity and difference in many areas despite the social security system the country offers in its policies. This paper aims at a descriptive and qualitative study on the causes, consequences and conclusion of the gender disparity in employee allowances in these nations. The study would imply a simple random method of interrogation to examine gender differences empirically within the labour market of the mentioned nations. The economic benefits of a gender-equal nation in the framing of social policy will be emphasized and focused on. (shrink)

"Ludvig Holberg was the foremost representative of the Danish-Norwegian Enlightenment and also a European figure of note. He was an Enlightenment thinker in the conventional sense, with significant works in natural law and history, but also a very important body of moral essays and epistles. He authored several engaging autobiographies and European travelogues; and - not least - a major utopian novel that was a European bestseller, a couple of interesting satires, and a large number of plays, mainly comedies. These (...) comedies have secured Holberg's status as the most significant playwright in Scandinavia before Ibsen and Strindberg; his plays remain hugely popular and have hardly been off the stage since he died. Through his extensive oeuvre, but especially through his plays, Holberg had a decisive influence on the formation of modern Danish as a literary language, something that was a self-conscious effort on the part of a man who saw himself as an educator of the public. Despite all these accomplishments Holberg is most often remembered outside of the Nordic countries for Edvard Grieg's Holberg Suite and in the title of one of the most prestigious prizes in the humanities. It is the aim of the contributors to this volume to revive Holberg as a very major figure from a very minor corner of the Enlightenment world, presenting the latest scholarship from Scandinavia on the main areas of Holberg's work with serious emphasis on the wider European Enlightenment context and perspectives. In lieu of an abstract, here is a brief excerpt of the content:Philosophy and Literature 27.1 (2003) 21-39 [Access article in PDF] Capability and Language in the Novels of Tarjei Vesaas Catherine Wilson I THOUGH RELATIVELY UNKNOWN to English-speaking readers, Tarjei Vesaas (1897-1970) is recognized as one of the great Scandinavian novelists and literary innovators of the last century. His oeuvre is substantial, extending to thirty-four volumes published between 1923 and 1966, many of them translated into English and European (...) languages. He was one of four nominees for the 1964 Nobel Prize in literature, and he received a number of other awards and citations in the course of his life. At the same time, his work has failed almost entirely to generate a secondary literature going beyond plot summary, stylistics, and moral approval, and even that literature remains strongly regionalized. 1 Vesaas wrote in nynorsk or "New Norwegian," the minority language of the country created from south-central dialects and distinct from the official, bureaucratic bokmal. He settled permanently on a farm in the remote Telemark district of Norway and assumed no role in European culture as critic or essayist, refusing to discuss his own work in literary or philosophical terms. As a result, analytic and comparative studies have proved difficult to launch.The present essay is intended to provide one such analytical study, addressed specifically to the philosophical themes of ethical resignation, the precariousness of communication, and inwardness. These are familiar themes in twentieth-century literature. In his study of the "literary conquest of the void," R. M. Adams shows how Moravia, Musil, and Beckett amongst others make use of devices of paralysis, immobility, exhaustion, and incomprehension that have their origins in the romantic literature of the nineteenth century, notably in Baudelaire [End Page 21] and Gogol. 2 Literary modernism rejected certain nineteenth-century conventions of plot and character, but did not abandon the fascination of the preceding century with nihilistic themes. Vesaas's work demands to be read in this literary context. The novels, at once semirealistic and highly stylized, deal almost exclusively with rural people and their struggles against the elemental forces of nature. The main characters are often children and adolescents who suffer some degree of helplessness. Simple contrasts are posed: warmth and cold; loss and retrieval, childbirth and death. Agricultural cycle motifs abound. The choice of protagonists and the dominance of vitalistic and biological themes pose the threat of sentimentality and preciousness, but it is avoided by the ubiquity of devastation and destruction in the moral landscape. According to Randi Brox's note in the Dictionary of Scandinavian Literature, the early novels in particular "advocate as the highest goal in life an accepting, contented attitude toward the human condition." 3This judgment reflects what might be termed a judicial-theological picture of fiction. On this view, a novel constitutes a testing ground for discovering what sort of world we live in and what pursuits are possible and worthwhile. Various alternatives are set up as hypotheses, and novels prove and disprove them through narrative demonstrations of the causal effects of adopting them. False theories of the human world and untenable values are subject to refutation. This template is surprisingly useful, not only with respect to the nineteenth-century novel, with its apparent tendency to confident judgment, but even to modern fiction. Moravia, for example, can be seen to be awarding divergent roles to characters and allowing the qualities they represent to struggle for supremacy. 4Yet poststructuralist and postmodernist criticism have cast doubt on the notion that, to the extent that they are important, such contests can ever be decided, and it is increasingly clear that the greatest nineteenth-century novelists, Hardy and Eliot, did not regard the hierarchy of values as settled and demonstrable. His development, which takes place over a lifetime of playwriting, is nevertheless only obscurely recognized in theories ofthe modern. Critics quarrel about his antecedents: Scribe, Feydeau, as well as Norwegian and Scandinavian dramatists and poets. Yet nothing in any of his predecessors could prepare one (...) for the great prose plays of the last twenty-five years of his career. How did he modernize himself? In the case ofNorway during Ibsen's time, it is the crisis caused by the delegitimation ofDano-Norwegian as the uncontested literary language, in favor of competing versions of an emerging national language for a 1 Ibsen's famous comment is in a letter to Edmund Gosse, 15 January, 1874: "Speaking generally, the dialogue must conform to the degree of idealization which pervades the work as a whole. My new drama is no tragedy in the ancient sense. What I sought to depict were human beings, and therefore I would not let them talk the 'language of the Gods'" (Sprinchorn 145). 142William A. Johnsen uniquely national literature that provokes a rivalry for atavistic or nativist preeminence: Who is the most Norwegian ofall? Ibsen and Henry James (as well as Borges) do not choose chauvinist atavism, yet they also avoid becoming mere disciples of the dominant philosophical traditions which have marginalized them. They are more outspoken discussants of the significant historical and cultural developments analyzed in Girard's Deceit, Desire, and the Novel because they are from "new" countries, outsiders to European culture. It is here we must avoid the occupational hazard ofcritical theory: we must not permit a resemblance between a literary and a theoretical text to degenerate into a transcoding of the former into the latter, without ever considering that their resemblance means that each proposes some contribution to a converging theory ofhuman behavior. Critics who merely convert literature into the theories they already know contribute little to literary knowledge, and nothing to theory. Girard has insisted on the quasitheoretical potential of literary texts from the beginning. Only by staying as close to Ibsen as possible, can we ever hope to add to the considerable work that Girard's hypothesis has already achieved. If there is a general principal at stake in not prematurely transcoding the language of Ibsen's plays into theoretical language (not being prematurely theoretical for the sake of a more inclusive theory), there is also the specific risk of burying the peculiar diversity of his dramatic accomplishment. Ibsen is above all the playwright of complex characterization —no one before him was as subtle in motivating the ordinary characters ofeveryday life. Yet during his time, his plays were awaited for the intense discussions of ideas that they were certain to provoke. How is it that Ibsen is not considered the most theoretical and didactic of writers? Partly, the sheer number of controversial ideas and positions dramatized in play after play kept him from being seen (for very long) as the propagator ofany one ofthem. Michael Meyer reproduces in his biography ofIbsen a contemporary Norwegian political cartoon, which depicts Ibsen flailing first right, then left, then all (Meyer 447). More importantly, Ibsen, beginning with Samfundets Stotter (1877) [Pillars ofSociety], created a drama of ensemble theorizing conducted by characters themselves. Ibsen's work, beyond the creation ofcharacter, was to imagine the conditions and events that might make it possible for ordinary individuals to contribute discoveries about human behavior which, collectively, allow amplification and consolidation as a hypothesis.
