The analysis deals with the power shifts that can be observed in various relationships : between data-specialists and other civil servants ; between different departments within the same Ministry; between different Ministries; between centra! and local administrations ; between legislative and executive bodies ; between politicians and civil servants.The theoretical bases for the analysis are drawn from the sociology of organizations. The observation itself draws upon the Belgian administration. It leads to more general questions of political science concerning the evolution (...) of some power relationships. Pierre Duhem’s influential argument for holism relies on a view of the role that background theory plays in testing: according to this still common account of “auxiliary hypotheses,” elements of background theory serve as truth-apt premises in arguments for or against a hypothesis. I argue that this view is mistaken. Rather than serving as truth-apt premises in arguments, auxiliary hypotheses are employed as “epistemic tools”: instruments that perform specific tasks in connecting our theoretical questions with the world but that are (...) not premises in arguments. On the resulting picture, the acceptability of an auxiliary hypothesis depends not on its truth but on contextual factors such as the task or purpose it is put to and the other tools employed alongside it. I argue that the appropriateness of an assertion is sensitive to context—or, really, the “common ground”—in a way that hasn’t previously been emphasized by philosophers. This kind of context-sensitivity explains why some scientific conclusions seem to be appropriately asserted even though they are not known, believed, or justified on the available evidence. I then consider other recent attempts to account for this phenomenon and argue that if they are to be successful, they need to recognize the kind of context-sensitivity that (...) I argue for. Over the last twenty-five years, climate scientists working on the attribution of climate change to humans have developed increasingly sophisticated statistical models in a process that can be understood as a kind of calibration: the gradual changes to the statistical models employed in attribution studies served as iterative revisions to a measurement(-like) procedure motivated primarily by the aim of neutralizing particularly troublesome sources of error or uncertainty. This practice is in keeping with recent work on the evaluation of models more (...) generally that views models as tools for particular tasks: what drives the process is the desire for models that provide more reliable grounds for inference rather than accuracy to the underlying mechanisms of data-generation. This paper offers an overview of "the species problem", arguing for a view of species as homeostatic property cluster kinds, positioning the resulting form of realism about species as an alternative to the claim that species are individuals and pluralistic views of species. It draws on taxonomic practice in the neurosciences, especially of neural crest cells and retinal ganglion cells, to motivate both the rejection of the species-as-individuals thesis and species pluralism.

Climate scientists frequently employ heavily idealized models. How should these models be interpreted? Some philosophers have advanced a possibilist interpretation: climate models stand in for possible scenarios that could occur, but do not provide information about how probable those scenarios are. The present paper argues that possibilism is (a) undermotivated, (b) incompatible with successful practices in the science, and (c) unable to correct for known biases. The upshot is that the models should be interpreted probabilistically in at least some cases.

Drawing on a passage from Ramsey's Truth and Probability, we formulate a simple, plausible constraint on evaluating the accuracy of credences: the Calibration Test. We show that any additive, continuous accuracy measure that passes the Calibration Test will be strictly proper. Strictly proper accuracy measures are known to support the touchstone results of accuracy-first epistemology, for example vindications of probabilism and conditionalization. We show that our use of Calibration is an improvement on previous such appeals by showing how it answers (...) or sidesteps problems that have been raised for previous work in this area. (shrink)

Climate scientists often apply statistical tools to a set of different estimates generated by an “ensemble” of models. In this paper, I argue that the resulting inferences are justified in the same way as any other statistical inference: what must be demonstrated is that the statistical model that licenses the inferences accurately represents the probabilistic relationship between data and target. This view of statistical practice is appropriately termed “model-based,” and I examine the use of statistics in climate fingerprinting to show (...) how the difficulties that climate scientists encounter in applying statistics to ensemble-generated data are the practical difficulties of normal statistical practice. The upshot is that whether the application of statistics to ensemble-generated data yields trustworthy results should be expected to vary from case to case. (shrink)

The thirty chapters work through various fundamental metaphysical issues, sometimes focusing more on scholastic thought, sometimes on the seventeenth century.

A number of philosophers of science have argued that there are important differences between robustness in modeling and experimental contexts, and—in particular—many of them have claimed that the former is non-confirmatory. In this paper, I argue for the opposite conclusion: robust hypotheses are confirmed under conditions that do not depend on the differences between and models and experiments—that is, the degree to which the robust hypothesis is confirmed depends on precisely the same factors in both situations. The positive argument turns (...) on the fact that confirmation theory doesn’t recognize a difference between different sources of evidence. Most of the paper is devoted to rebutting various objections designed to show that it should. I end by explaining why philosophers of science have (often) gone wrong on this point. (shrink)

Are interpersonal comparisons of desire possible? Can we give an account of how facts about desires are grounded, that underpins such comparisons? This paper supposes the answer to the first question is yes, and provides an account of the nature of desire that explains how this is so. The account is a modification of the interpretationist metaphysics of representation that the author has recently been developing. The modification is to allow phenomenological affective valence into the “base facts” on which correct (...) interpretation is grounded. To use this extra resource within that theory to vindicate interpersonal comparisons, we will need to appeal rational connections between level of valence and level of desire, which this paper sets out and examines. Wilson [Dialectica 63:525–554, 2009], Moore [Int Stud Philos Sci 26:359–380, 2012], and Massin [Br J Philos Sci 68:805–846, 2017] identify an overdetermination problem arising from the principle of composition in Newtonian physics. I argue that the principle of composition is a red herring: what’s really at issue are contrasting metaphysical views about how to interpret the science. One of these views—that real forces are to be tied to physical interactions like pushes and pulls—is a superior guide to real forces than (...) the alternative, which demands that real forces are tied to “realized” accelerations. Not only is the former view employed in the actual construction of Newtonian models, the latter is both unmotivated and inconsistent with the foundations and testing of the science. (shrink)

In an influential paper, Wendy Parker argues that agreement across climate models isn’t a reliable marker of confirmation in the context of cutting-edge climate science. In this paper, I argue that while Parker’s conclusion is generally correct, there is an important class of exceptions. Broadly speaking, agreement is not a reliable marker of confirmation when the hypotheses under consideration are mutually consistent—when, e.g., we’re concerned with overlapping ranges. Since many cutting-edge questions in climate modeling require making distinctions between mutually consistent (...) hypotheses, agreement across models will be generally unreliable in this domain. In cases where we are only concerned with mutually exclusive hypotheses, by contrast, agreement across climate models is plausibly a reliable marker of confirmation. (shrink)

The best and most popular argument for probabilism is the accuracy-dominance argument, which purports to show that alethic considerations alone support the view that an agent’s degrees of belief should always obey the axioms of probability. I argue that extant versions of the accuracy-dominance argument face a problem. In order for the mathematics of the argument to function as advertised, we must assume that every omniscient credence function is classically consistent; there can be no worlds in the set of dominance-relevant (...) worlds that obey some other logic. This restriction cannot be motivated on alethic grounds unless we’re also willing to accept that rationality requires belief in every metaphysical necessity, as the distinction between a priori logical necessities and a posteriori metaphysical ones is not an alethic distinction. To justify the restriction to classically consistent worlds, non-alethic motivation is required. And thus, if there is a version of the accuracy-dominance argument in support of probabilism, it isn’t one that is grounded in alethic considerations alone. (shrink)

Philosophy of science has witnessed substantial recent debate over the existence of a structural analogue of chaos, which is alleged to spell trouble for certain uses of climate models. The debate over the analogy can and should be separated from its alleged epistemic implications: chaos-like behavior is neither necessary nor sufficient for small dynamical misrepresentations to generate erroneous results. The kind of sensitivity that matters in epistemology is one that induces unsafe beliefs, and the existence of a structural analogue to (...) chaos is better seen as an explanation for known safety failures than as providing evidence for unknown ones. The paper offers an analysis of Protagoras’ fr. DK 80 B 1 and rejects the traditional reading of Protagoras as relativist. By considering the ipsissima verba that Protagoras makes use of in his passage, it is argued that alternative interpretations are possible, of which epistemological reism and psychological individualism are proposed. On a more general level, it is discussed to what extent Protagoras’ fragment contains descriptive rather than normative claim.

In the good old days, when general philosophy of science ruled the Earth, a simple division was often invoked to talk about philosophical issues specific to particular kinds of science: that between the natural sciences and the social sciences. Over the last 20 years, philosophical studies shaped around this dichotomy have given way to those organized by more fine-grained categories, corresponding to specific disciplines, as the literatures on the philosophy of physics, biology, economics and psychology--to take the most prominent four (...) examples--have blossomed. In general terms, work in each of these areas has become increasingly enmeshed with that in the corresponding science itself, increasingly naturalistic (in at least one sense of that term), and in my view, increasingly interesting. If the world itself is metaphysically indeterminate in a specified respect, what follows? In this paper, we develop a theory of metaphysical indeterminacy answering this question.

The Intergovernmental Panel on Climate Change (IPCC) often qualifies its statements by use of probabilistic “likelihood” language. In this paper, I show that this language is not properly interpreted in either frequentist or Bayesian terms—simply put, the IPCC uses both kinds of statistics to calculate these likelihoods. I then offer a deflationist interpretation: the probabilistic language expresses nothing more than how compatible the evidence is with the given hypothesis according to some method that generates normalized scores. In this paper I explore Michael Loux’s important distinction between “tropes” and “tropers”. First, I argue that the distinction throws into relief an ambiguity and discrepancy in the literature, revealing two fundamentally different versions of trope theory. Second, I argue that the distinction brings into focus unique challenges facing each of the resulting trope theories, thus calling into question an alleged advantage of trope theory—that by uniquely occupying the middle ground between its rivals, trope theory is able to recover and (...) preserve the insights of these views. The general concept of a trope – that of a non-shareable character-grounder – admits of a distinction between modifier tropes and module tropes. Roughly, a module trope is self-exemplifying whereas a modifier trope is not. This distinction has wide-ranging implications. Modifier tropes are uniquely eligible to be powers and fundamental determinables, whereas module tropes are uniquely eligible to play a direct role in perception and causation. Moreover, each type of trope theory faces unique challenges concerning character- grounding. Modifier trope theory (...) faces challenges concerning the inscrutability of predication and the incompatibility with bundle theory, whereas module trope theory faces challenges concerning character overdetermination and a collapse into austere nominalism. These differences indicate that the modifier/module distinction divides the advantages of general trope theory and thus presents the trope theorist with a pivotal choice. (shrink)

My aim is to propose affectivity as a criterion for personal identity. My proposal is to be taken in its weak version: affectivity as _only one_ of the criteria for personal identity. I start by arguing for affectivity being a better candidate as a criterion for personal identity than thinking. Next, I focus on synchronic vs. diachronic and on ontic vs. epistemic distinctions (my proposal will concern diachronic ontic personal identity) and consider the realm of affectivity in its temporal dimension. (...) In my argument, I rely on the genuineness of affectivity and I exploit chiefly long- or everlasting feelings (or emotions) and those which involve the feeling subject more rather than less. I conclude by stating that genuine long-lasting feelings (or emotions) are constitutive of diachronic ontic personal identity. (shrink)

A common compatibilist view says that we are free and morally responsible in virtue of the ability to respond aptly to reasons. Many hold a version of this view despite disagreement about whether free will requires the ability to do otherwise. The canonical version of this view is reductive. It reduces the pertinent ability to a set of modal properties that are more obviously compatible with determinism, like dispositions. I argue that this and any reductive view of abilities faces a (...) significant challenge: it cannot adequately explain the freedom-grounding element of this ability. The problem has the form of a dilemma. This leaves reasons-responsive compatibilists with two options: abandon theories of free will grounded in abilities or abandon reductive theories of abilities. Initiated by Robert Wesson, _Evolution and Human Values_ is a collection of newly written essays designed to bring interdisciplinary insight to that area of thought where human evolution intersects with human values. The disciplines brought to bear on the subject are diverse - philosophy, psychiatry, behavioral science, biology, anthropology, psychology, biochemistry, and sociology. Yet, as organized by co-editor Patricia A. Williams, the volume falls coherently into three related sections. Entitled Evolutionary Ethics, the first section brings contemporary research to an (...) area first explored by Herbert Spencer. Evolutionary ethics looks to the theory of evolution by natural selection to find values for human living. The second section, Evolved Ethics, discusses the evolution of language and religion and their impact on moral thought and feeling. Evolved ethics was partly Charles Darwin's subject in _The Descent of Man._ The last section bears the title Scientific Ethics. A nascent field, scientific ethics asks about the evolution of human nature and the implications of that nature for ethical theory and social policy.
