This paper describes a three-year project designed to build the capacity of members of research ethics committes to perform their roles and responsibilities efficiently and effectively. The project participants were made up of a cross-section of the membership of 13 Research Ethics Committees (RECs) functioning in Nigeria. They received training to develop their capacity to evaluate research protocols, monitor trial implementation, provide constructive input to trial staff, and assess the trial's success in promoting community engagement in the research. Following the (...) training, technical assistance was provided to participants on an ongoing basis and the project's impacts were assessed quantitatively and qualitatively. Results indicate that sustained investment in capacity building efforts (including training, ongoing technical assistance, and the provision of multiple tools) improved the participants’ knowledge of both the ethical principles relevant to biomedical research and how effective REC should function. Such investment was also shown to have a positive impact on the knowledge levels of other RECs members (those who did not receive training) and the overall operations of the RECs to which the participants belonged. Building the capacity of REC members to fulfill their roles effectively requires sustained effort and investment and pays off by enabling RECs to fulfill their essential mission of ensuring that trials are conducted safely and ethically. A familiar slogan in the literature on temporal experience is that ‘a succession of appearances, in and of itself, does not amount to an experience of succession’. I show that we can distinguish between a strong and a weak sense of this slogan. I diagnose the strong interpretation of the slogan as requiring the support of an assumption I call the ‘Seems→Seemed’ claim. I then show that commitment to this assumption comes at a price: if we accept it, we either (...) have to reject the extremely plausible idea that experience is as it seems, or we are forced to provide an account of temporal experience that isn’t compatible with the phenomenology. I conclude by noting that the only plausible interpretation of the slogan is the weak interpretation, and outline a positive account of temporal experience, according to which an appearance of succession requires a succession of appearances. Russell had two theories of definite descriptions: one for singular descriptions, another for plural descriptions. We chart its development, in which ‘On Denoting’ plays a part but not the part one might expect, before explaining why it eventually fails. We go on to consider many-valued functions, since they too bring in plural terms—terms such as ‘4’ or the descriptive ‘the inhabitants of London’ which, like plain plural descriptions, stand for more than one thing. Logicians need to take plural reference seriously (...) if only because mathematicians take many-valued functions seriously. We assess the objection (by Russell, Frege and others) that many-valued functions are illegitimate because the corresponding terms are ambiguous. We also assess the various methods proposed for getting rid of them. Finding the objection ill-founded and the methods ineffective, we introduce a logical framework that admits plural reference, and use it to answer some earlier questions and to raise some more. This paper pursues a thorough-going instrumentalist, or means-ends, approach to the theory of inductive inference. I consider three epistemic aims: convergence to a correct theory, fast convergence to a correct theory and steady convergence to a correct theory (avoiding retractions). For each of these, two questions arise: (1) What is the structure of inductive problems in which these aims are feasible? (2) When feasible, what are the inference methods that attain them? Formal learning theory provides the tools for a complete (...) set of answers to these questions. As an illustration of the results, I apply means-ends analysis to various versions of Goodman's Riddle of Induction. (shrink)

What is the nature of the decision-related personal values of corporate management? Managers' attitudes and behaviors are built upon their personal value systems (PVS). Knowledge about the structure of management's PVS assists in understanding the attributes of corporate decision making. Utilizing a survey instrument developed and used by England (1967, 1975), this article updates this research into corporate managers' personal value systems. England's PVS consists of sixty-six pre-tested values clustered into five groups. As one could expect with personal values, statistical (...) tests reveal that even with dramatic changes in the business environment the overall personal values structure has not changed over the intervening three decades. The results also reveal that corporate managers retain their pragmatic value orientation as discussed by England. (shrink)

The notion of common morality plays a prominent role in some of the most influential theories of biomedical ethics. Here, I focus on Beauchamp and Childress’s models in the fourth and fifth edition of Principles of Biomedical Ethics as well as on a revision that Beauchamp proposed in a recent article. Although there are significant differences in these works that require separate analysis, all include a role for common morality as starting point and normative framework for theory construction in combination (...) with a coherence theory of moral justification. I defend to some extent the existence and empirical significance of common morality, as delineated by Beauchamp and Childress in different versions, but criticize its normative role. It is neither convincing as a moral foundation nor well compatible with a standard coherentist justification. I suggest that the authors should give up the foundational account for a more modest account of common morality as resource of well-established moral insights and experiences, which have proved generally valid but neither sufficient nor infallible. Beauchamp’s latest proposal appears as a step in this direction; indeed, it may be the beginning of the end of his common-morality theory. (shrink)

This paper develops a means–end analysis of an inductive problem that arises in particle physics: how to infer from observed reactions conservation principles that govern all reactions among elementary particles. I show that there is a reliable inference procedure that is guaranteed to arrive at an empirically adequate set of conservation principles as more and more evidence is obtained. An interesting feature of reliable procedures for finding conservation principles is that in certain precisely defined circumstances they must introduce hidden particles. (...) Among the reliable inductive methods there is a unique procedure that minimizes convergence time as well as the number of times that the method revises its conservation principles. Thus the aims of reliable, fast and steady convergence to an empirically adequate theory single out a unique optimal inference for a given set of observed reactions—including prescriptions for when exactly to introduce hidden particles. Contemporary approaches to “non-market accounting” depend critically on methods of “monetization,” i.e., determining prices for goods outside the market. Monetization constitutes a case of economic measurement in a narrow sense that has not yet been analyzed in the literature on measurement in economics. Monetization, I will argue, uses homo economicus—originally created as a model to explain existing prices—as a measuring device, one that generates new prices for goods that are not traded on markets. Background Conducting clinical trials with pre-term or sick infants is important if care for this population is to be underpinned by sound evidence. Yet, approaching the parents of these infants at such a difficult time raises challenges to obtaining valid informed consent for such research. In this study, we asked, What light does the analytical literature cast on an ethically defensible approach to obtaining informed consent in perinatal clinical trials? -/- Methods In a systematic search, we identified 30 studies. We (...) began our analysis by applying philosophical frameworks, which were then refined as concepts emerged from the analytical studies, to present a coherent picture of a broad literature. -/- Results Between them, the studies addressed four themes. The first three were the ethical basis for parental informed consent for neonatal and/or perinatal research, the validity of parental consent in this context, and the range of possible options in methods for gaining consent. The last was the issue of risk and the possibility of a double-standard or asymmetry in the current approaches to the requirement for consent for research and consent for clinical treatment. -/- Conclusions In addressing these issues, the analysed studies showed that, whilst there are a variety of possible defences for seeking parental ‘consent’ to neonatal and/or perinatal clinical trials, these are all consistent with the strongly and widely held view that it is important that parents do give (or decline) consent for such research. So far as the method of obtaining consent is concerned, none of the existing consent processes reviewed by the research is satisfactory, and there are philosophical reasons for supposing that at least some parents will fail to give valid consent in a neonatal context. Furthermore, in giving parental ‘consent’ in a perinatal context, parents are authorising infant participation, not giving ‘proxy consent’. Finally, there are reasons for giving weight to both parental ‘consent’ and the infant’s best interests in both research and clinical treatment. However, there are also reasons to treat these factors differently in the two contexts, and this may be partly due to the differing relevance of risk in each case. A significant gap is the lack of any detailed discussion of a process of emergency and/or urgent ‘assent’, in which parents assent or refuse their baby’s participation as best they can during the emergency and later give full consent to continuing participation and follow-up. Philosophical discussions of depiction sometimes suffer from a lack of differentiation between several questions concerning the nature of pictorial representation. To provide a suitable framework I distinguish six such questions and several levels on which one might want to proceed in order to answer some of them. With this background, I reconstruct Goodman's and Elgin's answer to the specific question: What distinguishes the pictorial from the verbal or linguistic? I try to reveal some major motivations behind their system-oriented approach and (...) to indicate some reasons why a strategy of this kind is to a certain extent mandatory to grasp the nature of the pictorial.
