Beginning with the initial premise that as the Internet has a global character, the paper will argue that the normative evaluation of digital information on the Internet necessitates an evaluative model that is itself universal and global in character. The paper will show that information has a dual normative structure that commits all disseminators of information to both epistemological and ethical norms that are in principle universal and thus global in application. Based on this dual normative characterization of information the (...) paper will seek to demonstrate: that information and internet information specifically, as a process and product of communication, has an inherent normative structure that commits its producers, disseminators, communicators and users, everyone in fact that deals with information, to certain mandatory epistemological and ethical commitments; and that the negligent or purposeful abuse of information in violation of the epistemological and ethical commitments to which its inherent normative structure gives rise is also a violation of universal rights to freedom and wellbeing to which all agents are entitled by virtue of being agents, and in particular informational agents. Since the cognitive revolution, it has become commonplace that cognition involves both computation and information processing. Is this one claim or two? Is computation the same as information processing? The two terms are often used interchangeably, but this usage masks important differences. In this paper, we distinguish information processing from computation and examine some of their mutual relations, shedding light on the role each can play in a theory of cognition. In this paper, an objective conception of contexts based loosely upon situation theory is developed and formalized. Unlike subjective conceptions, which take contexts to be something like sets of beliefs, contexts on the objective conception are taken to be complex, structured pieces of the world that (in general) contain individuals, other contexts, and propositions about them. An extended first-order language for this account is developed. The language contains complex terms for propositions, and the standard predicate "ist" that expresses the relation (...) that holds between a context and a proposition just in case the latter is true in the former. The logic for the objective conception features a global classical predicate calculus, a local logic for reasoning within contexts, and axioms for propositions. The specter of paradox is banished from the logic by allowing "ist" to be nonbivalent in problematic cases: it is not in general the case, for any context c and proposition p, that either ist(c,p) or ist(c, ¬p). An important representational capability of the logic is illustrated by proving an appropriately modified version of an illustrative theorem from McCarthy's classic Blocks World example. (shrink)

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. Christopher Timpson proposes a deflationary view about information, according to which the term ‘information’ is an abstract noun and, as a consequence, information is not part of the material contents of the world. The main purpose of the present article consists in supplying a critical analysis of this proposal, which will lead us to conclude that information is an item even more abstract than what Timpson claims. The research programme of the philosophy of information (PI) proposed in 2002 made it an independent area or discipline in philosophical research. The scientific concept of ‘information’ is formally accepted in philosophical inquiry. Hence a new and tool-driven philosophical discipline of PI with its interdisciplinary nature has been established. Philosophy of information is an ‘orientative’ rather than ‘cognitive’ philosophy. When PI is under consideration in the history of Western philosophy, it can be regarded as a shift of large tradition. There (...) are three large traditions at large, known as Platonic, Kantian and Leibniz-Russellian. In the discussion of the position of the possible worlds, we have modal Platonism and modal realism, but both of the theories are made in the framework of Western philosophy. In this essay, it is argued that possible worlds could be seen as worlds in information, which is then an interpretation of modal information theory (MIT). Our interpretation is made on the basis of Leibniz’s lifelong connection with China, a fact often overlooked by the Western philosophers. Possible world theory was influenced by the Neo-Confucianism flourishing since the Song Dynasty of China, the foundation of which is Yijing. It could be argued that Leibniz’s possible world theory was formulated in respect to the impact of the thoughts reflected in Yijing, in that one of the prominent features is the model-theoretic construction of theories. There are two approaches to theory construction, i.e., axiom-theoretic and model-theoretic. The origin of the former is from ancient Greece and the latter from ancient China. And they determined the different features of theoretic structures between the oriental and occidental traditions of science and technology. The tendency of the future development of science and technology is changing from the axiom-theoretic to the model-theoretic orientation, at least the two approaches being complementary each other. To some extent, this means the retrospective of tradition in the turning point of history, and some of the China’s cultural traditions might become the starting points in formulating the future Chinese philosophy of science and technology. A network of aligned ontologies is a distributed system, whose components are interacting and interoperating, the result of this interaction being, either the extension of local assertions, which are valid within each individual ontology, to global assertions holding between remote ontology syntactic entities through a network path, or to local assertions holding between local entities of an ontology, but induced by remote ontologies, through a cycle in the network. The mechanism for achieving this interaction is the composition of relations. In (...) this perspective, we introduce the notions of local composable relations, which relate ontology entities belonging to the same ontology, remotely induced composable relations, which relate ontology entities belonging to remote ontologies through a path of ontologies and alignments in the network, and network induced local composable relations, which relate ontology entities belonging to the same ontology, but through a path of ontologies and alignments forming a cycle starting and ending at the same ontology, to characterize the logical consequences extracted from a network of aligned ontologies, and we propose a category-based methodology for detecting semantic inconsistencies in networks of aligned ontologies, which is based on contravariant representable functors and on the definition of two composition operators suitable for propagating local knowledge through the network. In this paper, I examine the comparatively neglected intuition of production regarding causality. I begin by examining the weaknesses of current production accounts of causality. I then distinguish between giving a good production account of causality and a good account of production. I argue that an account of production is needed to make sense of vital practices in causal inference. Finally, I offer an information transmission account of production based on John Collier’s work that solves the primary weaknesses of current (...) production accounts: applicability and absences. Several logical puzzles, riddles and problems are defined based on the notion of games in informative contexts. Hintikka argues that epistemology or the theory of knowledge must be considered from the notion of information. So, knowledge cannot just be based on the notions of belief and justification. The present proposal will focus on the logical structure of information, and not only on the quantification of information as suggested by Claude A. Shannon. In many cases, the information bits, although seemingly or (...) factually contradictory, are quite relevant. The paraconsistent systems of logic offer a formalization of reasoning that can support certain contradictions. The well-known “Bar-Hillel–Carnap Paradox” causes embarrassment when it concludes that the informational content of a contradiction would be maximum, opposing the traditional notion that the semantic information must be true, and that contradictions are necessarily false. Tarski’s conceptual analysis of the notion of logical consequence is one of the pinnacles of the process of defining the metamathematical foundations of mathematics in the tradition of his predecessors Euclid, Frege, Russell and Hilbert, and his contemporaries Carnap, Gödel, Gentzen and Turing. However, he also notes that in defining the concept of consequence “efforts were made to adhere to the common usage of the language of every day life.” This paper addresses the issue of what relationship Tarski’s analysis, and (...) Béziau’s further generalization of it in universal logic, have to reasoning in the everyday lives of ordinary people from the cognitive processes of children through to those of specialists in the empirical and deductive sciences. It surveys a selection of relevant research in a range of disciplines providing theoretical and empirical studies of human reasoning, discusses the value of adopting a universal logic perspective, answers the questions posed in the call for this special issue, and suggests some specific research challenges. It is common in cognitive science to equate computation (and in particular digital computation) with information processing. Yet, it is hard to find a comprehensive explicit account of concrete digital computation in information processing terms. An information processing account seems like a natural candidate to explain digital computation. But when ‘information’ comes under scrutiny, this account becomes a less obvious candidate. Four interpretations of information are examined here as the basis for an information processing account of digital computation, namely Shannon (...) information, algorithmic information, factual information and instructional information. I argue that any plausible account of concrete computation has to be capable of explaining at least the three key algorithmic notions of input, output and procedures. Whist algorithmic information fares better than Shannon information, the most plausible candidate for an information processing account is instructional information. (shrink)

Game theoretic pragmatics is a small but growing part of formal pragmatics, the linguistic subfield studying language use. The general logic of a game theoretic explanation of a pragmatic phenomenon is this: the conversational context is modelled as a game between speaker and hearer; an adequate solution concept then selects the to‐be‐explained behavior in the game model. For such an explanation to be convincing, both components, game model and solution concept, should be formulated and scrutinized as explicitly as possible. The (...) article demonstrates this by a concise overview of both evolutionary and non‐evolutionary approaches to game theoretic pragmatics, arguing for the use of agent‐based micro‐dynamics within evolutionary, and for the use of epistemic game theory within non‐evolutionary approaches. : This article provides replies to, and comments on, the contributions to the special issue on the philosophy of information. It seeks to highlight con‐vergences and points of potential agreement, while offering clarifications and further details. It also answers some criticisms and replies to some objections articulated in the special issue.

There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information (SDI) as meaningful data, in favour of the Dretske‐Grice approach: meaningful and well‐formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth‐values do not supervene on (...) semantic information, and misinformation (that is, false semantic information) is not a type of semantic information, but pseudo‐information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo‐information. As a consequence, SDI is revised to include a necessary truth‐condition. The last section summarises the main results of the paper and indicates some interesting areas of application of the revised definition. (shrink)

This paper has three goals. The first is to introduce the “knowledge game”, a new, simple and yet powerful tool for analysing some intriguing philosophical questions. The second is to apply the knowledge game as an informative test to discriminate between conscious (human) and conscious-less agents (zombies and robots), depending on which version of the game they can win. The possible-worlds semantics for modality says that a sentence is possibly true if it is true in some possible world. Given classical prepositional logic, one can easily prove that every consistent set of propositions can be embedded in a ‘maximal consistent set’, which in a sense represents a possible world. However the construction depends on the fact that standard modal logics are finitary, and it seems false that an infinite collection of sets of sentences each finite subset of which is (...) intuitively ‘possible’ in natural language has the property that the whole set is possible. The argument of the paper is that the principles needed to shew that natural language possibility sentences involve quantification over worlds are analogous to those used in infinitary modal logic. We present a formal semantics for epistemic logic, capturing the notion of knowability relative to information (KRI). Like Dretske, we move from the platitude that what an agent can know depends on her (empirical) information. We treat operators of the form K_AB (‘B is knowable on the basis of information A’) as variably strict quantifiers over worlds with a topic- or aboutness- preservation constraint. Variable strictness models the non-monotonicity of knowledge acquisition while allowing knowledge to be intrinsically stable. Aboutness-preservation models (...) the topic-sensitivity of information, allowing us to invalidate controversial forms of epistemic closure while validating less controversial ones. Thus, unlike the standard modal framework for epistemic logic, KRI accommodates plausible approaches to the Kripke-Harman dogmatism paradox, which bear on non-monotonicity, or on topic-sensitivity. KRI also strikes a better balance between agent idealization and a non-trivial logic of knowledge ascriptions. (shrink)

Abstract In this essay, I will argue that images can play a substantial role in argumentation: exploiting information from the context, they can contribute directly and substantially to the communication of the propositions that play the roles of premises and conclusion. Furthermore, they can achieve this directly, i.e. without the need of verbalization. I will ground this claim by presenting and analyzing some arguments where images are essential to the argumentation process. Call an explanation in which a non-mathematical fact is explained—in part or in whole—by mathematical facts: an extra-mathematical explanation. Such explanations have attracted a great deal of interest recently in arguments over mathematical realism. In this article, a theory of extra-mathematical explanation is developed. The theory is modelled on a deductive-nomological theory of scientific explanation. A basic DN account of extra-mathematical explanation is proposed and then redeveloped in the light of two difficulties that the basic theory faces. We pursue a model-oriented rather than axiomatic approach to the foundations of Quantum Mechanics, with the idea that new models can often suggest new axioms. This approach has often been fruitful in Logic and Theoretical Computer Science. Rather than seeking to construct a simplified toy model, we aim for a 'big toy model', in which both quantum and classical systems can be faithfully represented—as well as, possibly, more exotic kinds of systems. To this end, we show how Chu spaces can (...) be used to represent physical systems of various kinds. In particular, we show how quantum systems can be represented as Chu spaces over the unit interval in such a way that the Chu morphisms correspond exactly to the physically meaningful symmetries of the systems—the unitaries and antiunitaries. In this way we obtain a full and faithful functor from the groupoid of Hubert spaces and their symmetries to Chu spaces. We also consider whether it is possible to use a finite value set rather than the unit interval; we show that three values suffice, while the two standard possibilistic reductions to two values both fail to preserve fullness. The paper explores whether David Bohm’ s proposal about quantum theoretical active information, and the mind-matter scheme he developed on the basis of it, can help us to explain consciousness. Here it is important to acknowledge that other researchers in philosophy of mind and consciousness studies have also made use of the concept of information in their theories of mind and consciousness. For example, Dretske and Barwise and Seligman have explored the possibility that information in the sense of factual semantic (...) contents can be grounded in environmental information. For Dretske this was an important part of his attempts to give a naturalistic account of sensory experiences, qualia and consciousness. During recent years the notion of information has been used to explain consciousness most notably by David Chalmers, as well as by Giulio Tononi and his co-workers. The strategy of this paper will be to first describe Bohm’ s mind-matter scheme, and then to briefl y consider Chalmers’ and Tononi et al.’ s ideas in the light of this scheme. (shrink)

Our point of departure is Russell’s (1913) argument for the ‘complete extrusion’ of the word ‘cause’ from the philosophical vocabulary. We argue that at least three different types of philosophical project concerning ‘cause’ should be carefully distinguished, and that failures to distinguish them lie at the root of some apparently recalcitrant problems. We call them the ‘cognitive’, the ‘scientific’ and the ‘metaphysical’.

Evolutionary theory has recently been applied to language. The aim of this paper is to contribute to such an evolutionary approach to language. I argue that Kripke’s causal account of proper names, from an ecological point of view, captures the information carried by uses of a proper name, which is that a certain object is referred to. My argument appeals to Millikan’s concept of local information, which captures information about the environment useful for an organism.

The notion of that information is relative to a context is important in many different ways. The idea that the context is small — that is, not necessarily a consistent and complete possible world — plays a role not only in situation theory, but it is also an enlightening perspective from which to view other areas, such as modal logics, relevant logics, categorial grammar and much more. In this article we will consider these areas, and focus then on one further (...) question: How can we account for information about one thing giving us information about something else? This is a question addressed by channel theory. We will look at channel theory and then see how the issues of information flow and conditionality play a role in each of the different domains we have examined. (shrink)
