This paper rejects most aspects of John W. Lango and Eric Patterson’s proposal that the United States should plan for a possible intervention in Sudan on secessionist and humanitarian grounds and announce this planning as a deterrent to the central government of Sudan attacking the people of South Sudan if they would opt in a January 2011 referendum for independence. I argue that secession is not a just cause for armed intervention and that, rightfully, neither the American people nor (...) many of its men and women in uniform would be prepared to engage in an intervention that might easily escalate. I also caution that American intervention against an Islamic regime might have high global security costs. For the sake of avoiding these negative consequences and harm to the people of Sudan, available nonviolent policy alternatives should be pursued. Still, I grant that the global community should intervene in Sudan if mass slaughter of civilians were to occur as a result of renewed hostilities between North and South Sudan. My objections to Lango and Patterson’s intervention proposal appeal to jus ad bellum principles as well as just military preparedness (jus ante bellum) principles. (shrink)

Maintaining systems of military plans is critical for military effectiveness, but is also challenging. Plans will become obsolete as the world diverges from the assumptions on which they rest. If too many ad hoc changes are made to intermeshed plans, the ensemble may no longer lead to well-synchronized and coordinated operations, resulting in the system of plans becoming itself incoherent. We describe in what follows an Adaptive Planning process that we are developing on behalf of the Air (...) Force Research Laboratory (Rome) with the goal of addressing problems of these sorts through cyclical collaborative plan review and maintenance. The interactions of world state, blue force status and associated plans are too complex for manual adaptive processes, and computer-aided plan review and maintenance is thus indispensable. We argue that appropriate semantic technology can 1) provide richer representation of plan-related data and semantics, 2) allow for flexible, non-disruptive, agile, scalable, and coordinated changes in plans, and 3) support more intelligent analytical querying of plan-related data. A mass casualty (MASCAL) event is different to a major incident. The crux of this difference is that in a major incident, by the adoption of special measures, normal or near-normal standards of care can be maintained. In a MASCAL, irrespective of what special measures are instituted, standards of care inevitably drop. This is a, currently unmet, challenge for medical planning and planning policy. Twenty-First century weaponry is capable of producing thousands of causalities a day over a period (...) of several days in peer-on-peer conflict. In this chapter, we propose that medical planning for military events on this scale should include the following: explicit acceptance that ‘gold standard’ care cannot be given to patients who are triaged for treatment, a better understanding how to identify those patients who will not be triaged for treatment, a focus on ensuring patient flow (which includes diversion, self-care and remote monitoring), and implementation of the principle that care should be given by the lowest capable provider. We attempt to begin to develop some principles for planners to consider drawing on historical precedents and explore some of the ethical implications of our proposals. (shrink)

The main reason for the putsch was the believe that the Buhari regime had no plan to return Nigeria to civilian rule. Apart from this, the country was beset with various nation-building challenges that the junta had no clear-cut answers to. Such challenges include that of corruption, ethnicity, governance (...) and religion. Babangida carried-out his coup ostensibly to return the country to civilian rule, tackle these nation-building challenges and turn Nigeria into a cohesive, functional and viable polity. To achieve these important aims and objectives, Babangida established a transition programme to return Nigeria to civilian rule and used institutional, praetorian and constitutional mechanisms to tackle the country’s nationhood challenges. This work is an analysis of the programmes, measures and initiatives that the Babangida regime used to tackle Nigeria’s nation-building challenges and prepare the country for eventual return to civilian rule. This groundbreaking work challenges modernist military science and explores how a more open design epistemology is becoming an attractive alternative to a military staff culture rooted in a monistic scientific paradigm. The author offers fresh sociological avenues to become more institutionally reflexive -- to offer a variety of design frames of reference, beyond those typified by modern military doctrine. Modernist military knowledge has been institutionalized to the point that blinds militaries to alternative designs organizationally and in (...) their interventions. This book seeks to reconstruct strategy and operations in "designing ways" and develops theories of action through multifaceted contextualizations and recontextualizations of situations, showing that military design does not have to rely on set rational-analytic decision-making schemes, but on seeking alternative meanings in- and on-action. In this paper I will argue an alternative perspective, one that embraces difference rather than uniformity as a means of developing military units and their soldiers. In doing so I will ground my argument in the academic discourse on postmodern education. It is my understanding that educational practices prone to postmodern thinking are embedded in narratives sensitive to constructivism, complexity and contextualism, and thus use emancipation, deconstruction, vocabulary, dialogue, diversity and aesthetics as pedagogical strategies in their creation of ‘new’ meaning. A discussion of these strategies in relation to the topic of ‘the unpredictable’ constitutes the main body of this paper. (shrink)

This paper is based on manuscripts found in the Archives du service historique de la marine, Vincennes, France. Pierre-Alexandre-Laurent Forfait visited England in 1790 with his colleague Daniel Lescallier , and was much impressed by England's superior naval organization. He was persuaded that the only way to defeat the old enemy was by invasion, and for several years he tried to convince Bonaparte of the necessity for action. Forfait dedicated himself to the planning and organization of an invasion fleet (...) which was never used. In the Appendix, documents are reproduced to illustrate military plans and Bonaparte's relationship with Forfait; others throw light on life in the French ports during this turbulent period of history. The influence of Napoleon Bonaparte on the Ecole Polytechnique has long been a matter for debate. In this article, the extent of this influence is illustrated, together with resistance within the school itself to Napoleon's attempts to bend it to his own will and use it for purposes of military adventure. Manuscript material, including Napoleon's own private plans for the reorganization of the school, is reproduced to throw light on his intentions and his own attitudes to education.

The aim of the article is to develop the existing methodological approaches to assessing the military and economic capabilities of the country in conditions of war and peace. To achieve the purpose of the study, its decomposition was carried out and the following were investigated: existing approaches to assessing the military and economic potential of the country, the country's power and national power; the concept of critical load of the national economy is revealed; the generally accepted norms on (...) financing of defense needs are resulted; the experience of financing the needs of defense by the leading countries of the world - in the conditions of the Second World War is given; a methodical approach to assessing the military and economic capabilities of the country is proposed. The article proposes a methodical approach to assessing the military and economic capabilities of the country. According to the results of the research, the existing theory of military economy has been improved in the context of understanding the allowable burden on the country's economy in conditions of war and the development of methodological approaches to assessing the country's military and economic capabilities. The proposed methodological approach is the development of existing military-economic thought and capability-based military-economic planning. The proposed methodological approach allows to assess the ability of the national economy to meet military and economic needs in wartime by industry and type of military support, taking into account the critical load of the national economy, which will help simplify and improve the process of military policy decisions. The practical value of the study is that the proposed method of assessing the military and economic capabilities of the country allows to identify critical sectors of the economy, assess their ability to provide resources for military needs in wartime, based on which to form and make appropriate management decisions. The results of the study can be used in further studies of the development of military and economic potential of the country, balancing military and civilian economic needs in war, as well as military-economic planning based on capabilities. A limitation of the study is the use of publicly available sources. Future research is seen in the further development of methodological approaches to assessing and developing the military and economic potential of the country. (shrink)

In its reaction on the terroristic attacks of September 9th, 2001, the US-government threatened Afghanistan's Taleban with war in order to force them to extradite terrorist leader Bin Laden; the Taleban said that they would not surrender to this kind of blackmail – and so, they were removed from Kabul by means of military force. The rivalling versions of this story depend crucially on notions such as "terrorism" and "blackmail". Obviously you'll gain public support for your preferrend version of (...) the story if you are able to determine how those notions are to be used. So we had better reflect about their very meaning and about the moral implications of their proper usage. To gain a deeper understanding of our notions of "blackmail" and "terrorism" I shall propose an extreme thought experiment: Cassandra's plan. Cassandra foresees that sooner or later one of the nuclear powers might take the liberty to use atomic bombs. From fright she founds an NGO for blackmailing the statesmen who are in charge of nuclear weapons; she announces in public that all ministers and leaders of any government shall be hunted down, and executed, whose soldiers drop but one atomic bomb. (Cassandra's NGO keeps killer teams in constant training so as to increase the effect of the threat; this is being financiated from private donations). In my paper I shall raise two questions (without claiming to provide definite answers). First, would we have to say that Cassandra's NGO was a terrorist organisation? Second, would it be morally wrong if Cassandra blackmailed statesmen in the way indicated? (shrink)

This research examines how the meaning of risk, safety, and accidents are constructed in a military context. We compare meanings of these constructs among members working for three organizations (Health and Safety Executive, Ministry of Defence, and Royal Marine Commandos) jointly responsible for planning and executing "safe" military training and maneuvres in a particular unit of the United Kingdom's Royal Marine Commandos. The discourse among these members embodies the inter-organizational collaboration over military safety, and through an (...) analysis of this discourse we situate and frame shared and contested meanings of risk, safety, and accidents within this particular community of practice. We discuss implications of these findings for theory and practice, rallying for a more contextualized understanding of what risk, safety, and accidents mean in organizational life and thus the relative nature of the standards to which organizations are expected to adhere. Although smallpox was declared eradicated in 1980, there are fears that stocks of the virus manufactured for military purposes by the Soviet Union may have fallen into the hands of “rogue nations” or terrorists. Worries about bioterrorism have thus sparked debate about whether or not the smallpox vaccine, which can be dangerous, should be offered to the general public. Meaningful public debate on this issue requires expert information about the likelihood that the virus will in fact be used as (...) a weapon. Informed voluntary individual decision making, about whether to get vaccinated if vaccine is made available to the public, would similarly require appreciation of the likelihood of attack. Public deliberation and private deliberation thus both require briefing by the intelligence community. (shrink)

This article aimed at studying how the Norwegian Ministry of Education and Research's intention of digitalization and specific primary goals of learning and teaching issued in 2017 could be retrieved in the overarching documents related to education in the Norwegian Armed Forces (NAF). A second aim was to investigate if digitalization and any digital tools were mentioned in the Norwegian Defence University College (NDUC) organization's study programs and subject plans for teaching, or if specific goals of digitalization was lost from (...) the NAF to the NDUC documents. Finally, a third aim was to investigate if digital tools were implemented in the new NAF Basic Officer's Education, as this would reflect the level of intention of digitalization and specific primary goals of learning and teaching. A mixed methods approach was used in the study as we first investigated documents issued from the government issued for the university and college sector in Norway, the NAF and the NDUC to see if the overall plan for digitalization from the Norwegian Ministry of Education and Research could be traced. In addition, we investigated the answers that officer cadets had given to questions in three course evaluations related to the use of digital tools in their education. Our three hypotheses were the following: Hypothesis 1: Several of the original demands regarding digitalization from the Norwegian government is lost through the dissemination down through the governing documents issued from the ministry to the NAF Basic Officer's Education. Hypothesis 2: No plan has been prepared as part of the educational change process for the introduction and implementation of new digital tools in the NAF Basic Officer Education. Hypothesis 3: It is up to single individuals to introduce and implement the use of new digital tools in the NAF Basic Officer Education. Support for all three hypotheses were received. Introduction. War as a social phenomenon has always been an object of philosophical reflection, since its results largely determine the further de- velopment of society and have a profound impact on all spheres of social life. In connection with the ongoing so-called special military operation which Russia is conducting in Ukraine and which is at the same time a proxy war of the collective West against our country, the modern philosophical discourse of war is clarified. One of the important (...) aspects of the ontology of war is considering its chronotopos. The space-time factor has a signifi- cant impact on the course and outcome of hostili- ties in modern warfare, which makes its study very relevant. The purpose of the study is to describe the chrono- topos of modern warfare, to show the influence of the space-time factor on the course and result of hostilities. Methods. Being supporters of the relational concept of space and time, the authors consider the chronotopos of war as its internal attributive property. In addition, they rely on the methodology of synergetics, which makes it possible, in addition to the external universal space-time, to single out the internal space-time of open complex non-equi- librium systems. The authors apply structural-func- tional analysis to study material and ideal objects that influence the characteristics of space and time in modern warfare. They also use general scientific methods: abstraction, comparison, description and explanation. Scientific novelty of the research. The authors give characteristics of the war chronotopos at the beginning of the 21st century, and consider the tendencies of its changes. The necessity of taking into account spatio-temporal changes in planning and conducting hostilities in modern warfare is substantiated. Results. New means of warfare, as well as the cor- responding changes in tactics, operational art and strategy, will significantly reformat the chronoto- pos of war. The space of modern warfare is being radically transformed due to the fact that the confrontation simultaneously takes place not only on the plane, but also in the air, in space, under water, and even in social networks. New capabili- ties of strike systems are changing the perception of such characteristics of the war space as the front and rear. What was previously considered a deep safe rear, in the era of using missiles and combat drones, is no longer such. The time of war is also changing. An increase in the flight speed of ammu- nition, aircraft, and missiles increases the dynamics of battles and intensifies all processes on the bat- tlefield. Hypersonic systems are changing the pace of war, space satellites, reconnaissance drones and new technologies make it possible for the com- mander officer of the battle to see everything that happens on the battlefield in real time, regard- less of the distance from objects. Each new war is fought in its own space-time continuum. To win the war, all this must be taken into account. Conclusions. The chronotopos of war within the framework of the relational concept of space and time prevailing in modern philosophy is changing due to the emergence of fundamentally new means of warfare with new capabilities, which requires a significant adjustment in combat management, ensuring the adequacy of human behavior in war, training troops, taking into account the character- istics of the space-time continuum of a particular war, understanding on the part of the command staff of the essence of changes in the space and time of modern war. Old stereotyped ideas about the chronotopos of war can cause disorientation of a person on the battlefield, which requires not only a philosophical reflection of the ongoing spatio- temporal changes, but also the practical consid- eration of new knowledge in training troops, in planning and conducting combat operations. The goal of this essay is to explore "the highly contested nature of [decision-making through adopting] a historically comparative and interdisciplinary approach." Internalist history of game theory treats decision theory as a science of making choices to maximize expected gain. Game theory is applied to nuclear deterrence and military strategy, building markets and designing institutions, analyzing collective action, developing jurisprudence, and addressing crime and punishment. This essay draws on recent historiography of Cold War decision-making to draw into focus the (...) constructive aspects of decision theory to argue that the perceived need to avoid worst-case scenarios has instead contributed to a world in which the worst outcome is probabilistically assured to occur over the long duree timeframe. Women's access to reproductive health care is an ongoing source of conflict in U.S. politics; however, women in the military are often overlooked in these debates. Reproductive health care, including family planning, is a fundamental component of health care for women. Unintended pregnancy carries substantial health risks and financial costs, particularly for servicewomen. Compared with their civilian counterparts, women in the military experience greater challenges in preventing unwanted pregnancy and have less access to contraceptive services and abortion. (...) Current military policies, federal laws, and health care practices are not always consistent with evidence-based research and patient-centered care. A multidisciplinary effort on the part of military personnel, lawmakers, and health care providers is needed to eliminate these disparities. We discuss recommendations in the following categories: improving contraceptive education and adherence, expanding research, broadening access to the full range of contraceptive options including emergency contraception, and ensuring access to safe abortion. We can often learn from systematic patterns, so let us focus for a moment on the previous champion, Turkey. As a major U.S. military ally and strategic outpost, Turkey has received substantial military aid from the origins of the Cold War. But arms deliveries began to increase sharply in 1984 with no Cold War connection at all. Rather, that was the year when Turkey initiated a large-scale counterinsurgency campaign in the Kurdish southeast, which also is the site of (...) major U.S. air bases and the locus of regional surveillance, so that everything that happens there is well known in Washington. Arms deliveries peaked in 1997, exceeding the total from the entire period 1950-1983. U.S. arms amounted to about 80 percent of Turkish military equipment, including heavy armaments (jet planes, tanks, etc.). (shrink)

The primary objective of this article is to describe how the children of soldiers critiqued and examined media representations of war. Taken from a more extensive qualitative case study involving eight teachers, this article examines one social studies teacher and her students’ perspectives on media coverage of war through two Socratic Seminar discussions focused on two wars: the American Civil War and Gulf War. Data was collected through interviews, focus groups, and classroom observations. Students leveled a specific set of critiques (...) at television media and those who consume it. They also grappled with two ethical quandaries: censorship and the justness of war. This article emerged from an unusual place – a Mathew Brady photograph. The teacher, a lecturer typically, decided to engage her students in discussion. This discussion was designed to provide “process and sense-making time,” according to their teacher, Ms. Jones, after four days of lecture on the American Civil War. Yet, the discussion grew into something much different than Ms. Jones's original plan. It evolved into an interrogation of how the media represents war. Inspired by the thoughtful discussion, several months later, Ms. Jones engaged the same students in an examination of media representations of the first Gulf War. Ms. Jones is the focus of this article because out of the eight other teachers in the larger qualitative study, she was the only one to focus on classroom time (two entire class sessions) on media representations of war. At the end of last year, President George Bush implemented a smallpox vaccination plan covering military operatives, health care workers, and “first-responders”. The program is administered by the federal Department of Health and Human Services in conjunction with the states and follows the smallpox vaccination guidelines established by the Centers for Disease Control and Prevention in September 2002. While inoculation is mandatory for military personnel, health care workers and first-responders are vaccinated on a voluntary basis. The Administration had (...) hoped that 450,000 health care workers would be inoculated within the first month of the program. Toward the end of February, however, only about 1 percent of the anticipated recipients had been inoculated. In an increasingly complex military operating environment, next generation wargaming platforms can reduce risk, decrease operating costs, and improve overall outcomes. Novel Artificial Intelligence enabled wargaming approaches, based on software platforms with multimodal interaction and visualization capacity, are essential to provide the decision-making flexibility and adaptability required to meet current and emerging realities of warfighting. We highlight three areas of development for future warfighter-machine interfaces: AI-directed decisional guidance, computationally informed decision-making, and realistic representations of decision spaces. In the article, some problems of organization attempts of ‘spring campaign‘ to the USSR, which have been conducted by members of ‘first wave‘ monarchist emigration, are studied. A special place is given to the efforts in this trend of monarchist-legitimist members who relied on growth of monarchist sentiments in emigration and inside of USSR. On the example of activities and plans of ‘Union of Russian Royal People‘ named in honor the Grand Duchess Kira Kirillovna in Bulgaria under the leadership of (...) colonel G. I. Dementjev, attempts of search financial resources in USA, involvement into antibolshevik activities emigrant-officers in European countries are attentively examined. Undisputed interest is about project of parachute landing into USSR by aircraft designer I. I. Sikorsky that submitted to legitimist emigrant’s leaders in 1927. There is a brief review of I. I. Sikorsky biography, of his way as a constructor in Russia before the Revolution in 1917 and of period of his emigration in USA when he invented the helicopter in 1939. In conclusion the analysis of failures by organization of military resistance against of Soviet Russia as result of absence of financial resources and the decline of interest by ordinary emigrants to activities of their leaders is given. The article argues that the prohibition of abortion in Chile, other than when the mother's life is in danger, is a form of human rights violation targeting women specifically. The Pro-Birth Policy was established in Pinochet's Chile as a response to the previous government's attempts, under Allende, to encourage family planning and to educate and inform women about their choices. This had been done to put an end to the increase in back-street abortions with the inevitable toll on women's (...) lives. Pinochet's regime reversed these women-oriented family planning policies, and criminalized abortion, on the basis of costs to the state and, more importantly, the need to increase the birth rate for reasons of national security. Women's bodies were used by the Pinochet regime, both by sexual violence and torture, and by the denial of women's reproductive and sexual rights, as a means to impose discipline and order on society. The fact that this is still not acknowledged in the construction of a collective memory indicates that the issue has not yet been resolved in democratic Chile. (shrink)

Romanian interwar geopolitics emerged mostly through a radicalization and instrumentalization of sociology, seen as a militant science serving the nation-state. Geography re-defined itself as both geohistory and geopolitics and tried to articulate German Geopolitik and French géographie politique in order to create a science of national and global spaces compatible with this new sociology. Geopolitics became, at the end of the 1930s and during WWII, a major discourse in national politics and gathered a group of scholars, public administrators, and (...) class='Hi'>military elites, who aimed to quickly and massively transform the nation and the state. Two important local scholars, the sociologist-demographer Anton Golopenţia and the geographer-turned-sociologist Ion Conea, were central in constituting geopolitics as an important political language and an instrument of state reform inside a radical biopolitical project. The international debate on the ethics and legality of autonomous weapon systems (AWS), along with the call for a ban, primarily focus on the nebulous concept of fully autonomous AWS. These are AWS capable of target selection and engagement absent human supervision or control. This paper argues that such a conception of autonomy is divorced from both military planning and decision-making operations; it also ignores the design requirements that govern AWS engineering and the subsequent tracking and tracing of (...) moral responsibility. To show how military operations can be coupled with design ethics, this paper marries two different kinds of meaningful human control (MHC) termed levels of abstraction. Under this two-tiered understanding of MHC, the contentious notion of ‘full’ autonomy becomes unproblematic. (shrink)

Much of the most substantive and in‐depth experience with formal cost‐benefit analysis in the public policy realm has occurred in the context of federal environmental regulation in the United States. This experience has many important lessons to teach in the realm of synthetic biology. Indeed, many of the dangers and pitfalls that arise when decision‐makers use formal CBA to evaluate environmental regulation seem likely to arise in the synthetic biology context as well, sometimes in particularly troubling forms. Unfortunately, while in (...) many instances these concerns may well point toward a rejection of formal CBA for synthetic biology, the experience from environmental regulation turns out to be far less helpful in identifying alternative decision‐making tools. Because the decisions that arise in the synthetic biology context have a fundamentally different structure from decisions about environmental regulation, the most useful alternatives from that context do not map easily onto this new context.It may well be generally true that in the search for decision‐making tools, we should not be looking for a single silver bullet that will work in all public policy realms. Perhaps, instead, different kinds of decision‐making call for different tools. This may be true even within the realm of synthetic biology. I am not entirely sure what the “right” tool is for synthetic biology applications, or even whether a “right” tool exists. But at the end of this essay, I offer a few tentative thoughts about why scenario analysis—a strategic planning tool first developed in the context of military planning following World War II—might be one alternative worth considering. Plans to automate killing by using robots armed with lethal weapons have been a prominent feature of most US military forces? roadmaps since 2004. The idea is to have a staged move from ?man-in-the-loop? to ?man-on-the-loop? to full autonomy. While this may result in considerable military advantages, the policy raises ethical concerns with regard to potential breaches of International Humanitarian Law, including the Principle of Distinction and the Principle of Proportionality. Current applications of remote piloted robot planes or (...) drones offer lessons about how automated weapons platforms could be misused by extending the range of legally questionable, targeted killings by security and intelligence forces. Moreover, the alleged moral disengagement by remote pilots will only be exacerbated by the use of autonomous robots. Leaders in the international community need to address the difficult legal and moral issues now, before the current mass proliferation of development reaches fruition. (shrink)

This paper explores the relationship between operations research as practised during the Second World War and the claims of many of its proponents that it constituted an application of scientific method. It begins with an examination of the pre-war work of two of the most notable leaders in wartime OR, the British experimental physicist Patrick Blackett and the American theoretical physicist Philip Morse. Despite differences in their scientific work, each saw science as an essentially creative act relying on the skill (...) and judgement of the individual scientist in the deployment of rational methods for the development of legitimate conclusions. When scientists began to study military operations, their investigations were defined by the technically sophisticated heuristic practices already surrounding military planning. They did not seek to replace these practices with their own rational methods. Rather, they became scholars of the military's methods and adapted their pre-war experience by shifting their self-disciplined attitude to their own work to bodies of military knowledge. Thus scientists learned so well to navigate an alien heuristic system that investigations they conducted within it took on the characteristics that they judged defined scientific work. (shrink)

Telerobotically operated and semiautonomous machines have become a major component in the arsenals of industrial nations around the world. By the year 2015 the United States military plans to have one-third of their combat aircraft and ground vehicles robotically controlled. Although there are many reasons for the use of robots on the battlefield, perhaps one of the most interesting assertions are that these machines, if properly designed and used, will result in a more just and ethical implementation of warfare. This paper will focus on these claims by looking at what has been discovered about the capability of humans to behave ethically on the battlefield, and then comparing those findings with the claims made by robotics researchers that their machines are able to behave more ethically on the battlefield than human soldiers. Throughout the paper we will explore the philosophical critique of this claim and also look at how the robots of today are impacting our ability to fight wars in a just manner. (shrink)

The international debate on the ethics and legality of autonomous weapon systems (AWS) as well as the call for a ban are primarily focused on the nebulous concept of fully autonomous AWS. More specifically, on AWS that are capable of target selection and engagement without human supervision or control. This thesis argues that such a conception of autonomy is divorced both from military planning and decision-making operations as well as the design requirements that govern AWS engineering and subsequently (...) the tracking and tracing of moral responsibility. To do this, this thesis marries two different levels of meaningful human control (MHC), termed levels of abstraction, to couple military operations with design ethics. In doing so, this thesis argues that the contentious notion of ‘full’ autonomy is not problematic under this two-tiered understanding of MHC. It proceeds to propose the value sensitive design (VSD) approach as a means for designing for MHC. (shrink)

In the confrontation between states, and especially during the Cold War, these models were insightful and useful in anticipating a wide array of challenges and in stabilizing the world peace enough to prevent nuclear war. But now our society faces a whole new range of challenges from non-state actors who are committed to die (...) in order to kill and terrorize enough of our citizens to change the course of history. The role of metaphor in political discourse has received significant attention in recent years. Expanding on the cognitive theory of metaphor developed by Lakoff and Johnson, scholars in the fields of sociolinguistics and discourse analysis have examined politicians' use of metaphorical concepts to justify policies and define events. The metaphors examined in these studies frequently have attained the status of idioms; they consequently pass unnoticed while retaining their ability to frame perspectives. However, political discourse does not limit itself to such (...) lexicalized metaphors, but makes use of new metaphors as well. Such uses are specifically designed to attract attention, which may become problematic if the metaphor is rejected, resulting in a classic `failure to launch'. This article examines such a case. Through an analysis of the metaphors used to describe President Bush's military plan to increase US forces in Iraq, I explore the mechanisms by which the meanings of novel metaphors are negotiated in the political arena, and demonstrate that, although their vivid imagery can generate persuasive force in political language, this effect may backfire when they encounter resistance. The import of underground facilities in military strategy in the US grew exponentially after the Gulf War. The success of precision-guided conventional missiles meant that any above-ground building or complex could be accurately targeted and destroyed, thus driving states with less sophisticated weapons to go underground to secure space for covert weapons development and the protection of command and control centres for military and governmental functions. Underground facilities have thus become the main challenge to objects of detection and (...) targeting practices for US military research and development. This article provides a meditation on the underground in relation to military planning and technology, the limits of aerial visual control of terrain, the plans by the US military to counter underground defensive moves, the efficacy of tele-technologies to detect and destroy such installations at a distance, and an oblique genealogy of aerial and subterrestrial strategies in relation to technologies to overcome the limitations of each. In so doing, the article argues a deeply connected relationship between the imaginary and the material in attempts to realize a mastery of space and populations essential to military operations, thus posing questions about sensory perception, the status of the subject with regard to agency and control, and the prosthetic outfitting of the subject that both supports and blunts agency and control. One of the main tasks of training and career soldiers identified: establishing a clear system of professional selection, attestation and rotation of officers, the implementation mechanism of the forecast of promotion through the introduction of the single set of personal, state, official and statistical accounting of all categories of personnel of the Armed Forces Ukraine. This essay explores how mid-twentieth-century mathematicians at New York University envisioned their discipline, cultural identities and social roles, and how these self-constructed identities materialized in the planning of their new academic building, Warren Weaver Hall. These mathematicians considered their research to be a ‘living part of the stream of science’, requiring a mathematics research library which they equated to a scientific laboratory and a complex of computing rooms which served as an interdisciplinary research centre. Identifying as ‘scientists’, they understood (...) their societal value to be that of researchers, outputting mathematics research valuable to the natural sciences, the emerging field of computer science and the United States government and military, as well as educators. When the building opened in 1965, it was touted by the university administration as an ‘example of excellence’; it later, in 1970, became the site of heated negotiations when university student and faculty protestors staged a sit-in rebuking the Atomic Energy Commission's Computing Center housed on the second floor. A close study of the correspondence between the mathematicians and their peers in the university's administration, private foundations, government agencies and an architectural firm not only illuminates the day-to-day work practices of this eminent group of mathematicians, but also sheds light on their own self-constructed academic and social identities within their contemporaneous Cold War culture. The literature of the past century produced an historical reconstruction of statics theory applied to mechanical structures coinciding–starting with Le Mecaniche (1634) and Discorsi e dimostrazioni matematiche sopra a due nuove scienze (1638) by Galileo Galilei (1564–1642). Based on previous research (RP) and our historical and historiographical line of research [37], in this paper we briefly analyse Buonaiuto Lorini (1540–1611) Le Fortificationi ([1596] 1609) as a bridge between the science of weights and early mechanical science, including the graphical scale and (...) machines. This is a fundamental and advanced military fortification–engineering treatise with an evident important relationship between theory & practice, including designs–projects of both fortresses and machines, understood as tools, to manufacture them. Lorini also presents an excursus on how fortifications developed according to the advent of new artillery/weapons, comprising the crucial passage from the use of square to circular towers up to the description of modern fortresses in all their details, e.g., bulwarks and cavaliers, curtains, orillons, star–shaped plans. Basing on Archimedes’ (fl. 287–212 BCE) techniques (law of the lever) and Guidobaldo del Monte's (1545–1607; Le Mecaniche (1577–1581) he successfully engaged in advanced mechanical considerations. His position (at the end of the first chapter) on the distinction between the mathematician (scientist) and the mechanician (architect–engineer or even machine expert) is historiographically very interesting within the difference between abstract Euclidean geometry and the application of its contents to imperfect and heterogeneous reality. Barak's plan was not given in detail, but the outlines are familiar: they conform to the "final status map" presented by the US-Israel as the basis for the Camp David negotiations that collapsed in July. This plan, extending US-Israeli rejectionist proposals of earlier years, called for cantonisation of the territories that Israel had conquered in 1967, with mechanisms to ensure that usable land and resources remain largely in Israeli hands while the population is administered by a corrupt and brutal Palestinian (...) Authority, playing the role traditionally assigned to indigenous collaborators under the several varieties of imperial rule: the Black leadership of South Africa's Bantustans, to mention only the most obvious analogue. In the West Bank, a northern canton is to include Nablus and other Palestinian cities, a central canton is based in Ramallah, and a southern canton in Bethlehem; Jericho is to remain isolated. Palestinians would be effectively cut off from Jerusalem, the centre of Palestinian life. Similar arrangements are likely in Gaza, with Israel keeping the southern coastal region and a small settlement at Netzarim, which is hardly more than an excuse for a large military presence and roads splitting the Strip below Gaza City. Boston College April 2002 Iwill arrange my comments under four headings: (1) what we had hoped to accomplish; (2) what we actually did accomplish; (3) what we may have learned from this; (4) what this might now enable us to do in thefuture. This epilogueisbeingwritten in April, 2002,twenty-twomonths after the conference. To draw what good we can from this delay, writing at this distance (...) allows me to summarize and draw conclusions with, perhaps, a bit more balance. On the other hand, my listening again to the audio record in the course ofpreparing this publication has enabled me to relive something of the original experience. (1)As I indicated in the introduction, we had unrealistically hoped that, by the time ofthe conference, the five presenters, and perhaps also the twoprincipals inthe "Girard-Lonergan Conversation," wouldhavealready exchanged with each other not just first drafts, but even second drafts of their papers, and that the conference itself would then be invited to join a conversation that was already well under way. As it turned out, I couldn't muster the organizational skills and resources needed to achieve this. But reflecting after the fact, I can see that so carefully detailed a preparation might have been counterproductive. Carrying out our original plan might have been at the cost ofimposing more ofa Western analytic pattern on our discussion ofother traditions, and of!thus smothering from the outset some of the insight that did occur. We had also hoped that the opening "Girard-Lonergan Conversation" would provide an analytic resource for the rest of the meeting. But that did not happen to any great extent. (2)The proximate preparation for this conference began with a draft version ofmy paper being sent to the other major presenters. I opened with 194Robert J. Daly, SJ. a series of brief sketches of salient points in the often unhappy but also occasionally felicitous history ofChristianity on this theme ofviolence and institution. Then, after emphasizing the importance of distinguishing between the normative and the descriptive, I tried to make some sense, both rational and theological, of all this data, especially by reflecting on the influences and consequences ofthe belief in hell, on the one hand, and the hope of universal salvation, on the other. The next major religious theme was Judaism. Reuven Kimelman provided a detailed—and, for some, overwhelming—glimpse of the way the talmudic traditions deal with the theme of war and its restrictions. This highly text-oriented and interpretation-of-texts driven presentation seemed to many, at first, to be irrelevant to mimetic theory and to the need to be confronting actual violence. But, in the course of Sandor Goodhart's response, and in the course ofthe at times spirited discussion that followed, we began to understand that how one interprets texts and traditions, and how these are played off against each other, is indeed fundamental to the way Jews typically try to deal with the practical challenges of violence. Qamar-ul Huda's presentation on IsIamfocused stronglyonthe way the spiritual teachings of Islam—i.e., islam as a religion rather than Islam as a political or national institution—foster peace. The initial reaction was somewhat similarto the reaction to Kimelman's paper: disappointment that Huda was not talking more directly about contemporary Muslim extremist violence. But here, too, the discussion enabled us to catch a glimpse both of the inner spiritual resources of Islam, and of the limitations ofthe range of concerns that Westerners typically bring to the table. Francis Clooney, in his presentation ofHinduism, strongly emphasized the great variety in Hinduism, stressing that one cannot speak ofHinduism as such. Much of this variety comes from the several millennia of Hindu history, and from the complex relationships to Buddhism and Jainism which, themselves, are important parts of Hindu history, and also from the fact that only recently have Hindus, after centuries of Moslem or Colonial domination, once again returned to positions of political and military power. Finally, Christopher Ives's presentation on Buddhism, in a way similar to my presentation on Christianity, but more extensively or more consequently, pointed out the various ways in which Buddhism has been politically and... The Joint Battle Management Language (JBML) is an XML-based language designed to allow Command and Control (C2) systems to interface easily with Modeling and Simulation (M&S) systems. While some of the XML-tags defined in this language correspond to types of entities that exist in reality, others are mere syntactic artifacts used to structure the messages themselves. Because these two kinds of tags are not formally distinguishable, JBML messages in effect confuse data with what the data represent. In this paper we (...) show how a realism-based ontology combined with a rule language can be used to make these distinctions explicit. The approach allows storage of the contents of JBML messages in a Referent Tracking System in a format that mimics the structure of reality thereby providing an aid to message validation. (shrink)

Of course, words aren’t magic. Neither are sextants, compasses, maps, slide rules and all the other paraphenelia which have accreted around the basic biological brains of homo sapiens. In the case of these other tools and props, however, it is transparently clear that they function so as to either carry out or to facilitate computational operations important to various human projects. The slide rule transforms complex mathematical problems (ones that would baffle or tax the unaided subject) into simple tasks of (...) perceptual recognition. The map provides geographical information in a format well-suited to aid complex planning and strategic military operations. The compass gathers and displays a kind of information that (most) unaided human subjects do not seem to command. These various tools and props thus act to generate information, or to store it, or to transform it, or some combination of the three. In so doing, they impact our individual and collective problem- solving capacities in much the same dramatic ways as various software packages impact the performance of a simple pc. (shrink)

Before the Doi Moi reforms in 1986, Viet Nam’s economy was devastated by 30 years of warfare with two major military powers, France and the US, ending in 1975. In the subsequent 10 years, Viet Nam suffered from failing economic experiments, including agricultural cooperatization, “industry-commerce rehabilitation,” price-wage-currency reform, among others, under the centrally planned mechanism (Wood 1989), as well as the international isolation and a US trade embargo when its troops entered Cambodia to overthrow the Khmer Rouge (Riedel and (...) Turley 1999). Its per-capita gross domestic product (GDP) declined to USD 97 in 1989 whereas the ratio of external debt to GDP reached 330%. 1 The economy languished and became one of the poorest in the world (VGP 2016).
