This interview with Bernard Stiegler’s long-time translator and collaborator, Daniel Ross, examines the connections between different periods of Stiegler’s work, thought, writing and activism. Moving from the three volumes of Technics and Time to the final large-scale collaborative project of The Internation, the discussion concentrates on Stiegler’s conceptualization of ‘protentionality’, hope and care for a world confronted by climate crises, entropy and computational economic reconfigurations of work, economy and imaginations for futural possibilities. This article, which introduces the special section on The Urban Problematic, takes as its starting point the ways in which categories associated with the ‘urban’ have broken down, such that the once singular and coherent concept ‘city’ has disintegrated in certain ways: the notion has been demythologized, so that representations of the city must now be regarded as partial and invested; and cities themselves have become opaque and unpredictable both to urban scholars and to governments, planners and various kinds of (...) welfare organizations. The indications of crisis, captured for instance by concerns about the slums, favelas and shanty towns of the world’s megacities, also indicate that much of what counts in modern urban life is in some way connected with the marginal, the unofficial, and the supplemental. The article takes a supplemental view of the current state of urban dwelling. This involves at the same time a longer, more patient, historical view in its attempt to understand the current state of the city as part of a shift in the play of heterogeneous forces. With reference to the articles contained in The Urban Problematic, this introductory article finally draws attention to some of the urgent and critical issues of contemporary urbanism. (shrink)

Roland Barthes’ entire career pursued a dream of being freed from the tyranny of ossified, institutionalized, rote language use, as articulated from his first massively influential work on ‘writing degree zero’ in 1953. The anaemic role of institutional rhetoric and its dusty formulations dulled the capacity for using language and thought otherwise. For Barthes, fragments played a privileged role in the escape from the tyranny of meaning imposed by doxa and received wisdom, sometimes called ‘literature’ and ‘rhetoric’. Barthes once referred (...) to almost all of his writing, and indeed theorizing, as ‘a circle of fragments’. The artist and theorist Victor Burgin has been profoundly influenced by Barthes’ writings and his attempts to escape the ideological constraints of language, institutions and images. His visual rhetorical practice now often takes the form of projection loops that are accessible by gallery attendees at any point in the loop. Their basic building block is also the fragment, and the loop constitutes another circle of fragments. His 2016 work Belledonne uses the time Barthes spent in the sanatorium for tuberculosis treatment as the basis for the piece, its computer-generated imagery and textual intertitles. This article examines Barthes’s writings on pre-Socratic rhetoric, as well as his self-reflexive engagement with his own theorizing, combined with Burgin’s reconsideration of moving image work in gallery or museum spaces as attempts to offer potentially liberatory strategies for eluding rote use and effects of language, image and thought. This article commemorates Jean Baudrillard’s career with an account of the consistency of his interventionist logic, the subtlety of his styles of argument and the prescience of his observations. It provides an account of Baudrillard’s sustained engagement with the intensification of simulation that has increasingly codified trends in communications, technology politics, the social, the psychological and economics in the name of functionality. The consistency of Baudrillard’s arguments belies the many superficial judgements made about them, which were anyway often knowingly encouraged (...) by Baudrillard’s rhetorical strategies. (shrink)

His work on simulation, media, the status of the image, the system of objects, hyperreality, & information technology continues to influence intellectual work in a diverse set of fields.

This article serves as the introduction to the Annual Review special section entitled ‘Bernard Stiegler and the Internation Project: Computational Practices and Circumscribed Futures’. As such, it introduces the collective undertaking of the Internation Project in relation to Stiegler’s long career as a thinker, educator and community organizer. The introduction pursues a number of themes addressed in the section’s contributions, including pharmacological logic, transindividuation, computational practices, bifurcation and negentropy (means of slowing entropic processes at individual and collective levels). All of (...) these themes pertain to the climate crises the world collectively faces and posit means by which futures can be conceived in less detrimental and destructive economic, social, technological and intellectual ways. The Internation Collective as represented and furthered in this special section responds to the demands of climate crises through a macroeconomic model designed to combat entropy at various scales, from the bio-chemical to the biosphere. Using a number of his recent site-specific installations, conceptual artist and theorist Victor Burgin discusses the status and future of the camera from photography to moving image to computer-generated virtual works that combine both still and moving images. In the process he modifies Bazin’s question ‘What is cinema?’ to ask ‘What is a camera?’ These works extend and develop Burgin’s long-standing interest in the relationship of aesthetics and politics as rendered through visualization technologies, especially as it pertains to space. Burgin’s (...) discussion constructs a genealogy of seeing, visualizing and image-making as technologically-determined and crafted. The ideology of vision and the ideological artefacts produced by and through visual technologies from perspectival painting to analog photography to computer imaging constitute, in Burgin’s argument, ‘the ideological chora of our spectacular global village’. In this article we outline the ways in which questions of language have both revealed problems with conceptions of knowledge and suggested constructive ways of addressing those problems. Having examined the limitations of instrumental notions of language, we outline some alternatives, especially those developed from the middle of the 19th and throughout the 20th century. We locate forceful and influential philosophical interventions in the writings of Nietzsche and Heidegger and foundational revisions in the linguistics of Ferdinand de Saussure and his (...) structuralist inheritors. We also chart the parallel path of literary theory from Mallarmé through Blanchot and poststructuralism to deconstruction. We conclude, after making some observations about the politicization of language in the works of feminist and postcolonial theorists, with some remarks about how the question of language helps to problematize global knowledge. The scale and diversity of megacities finds analogous scale and diversity in the violence witnessed and experienced in these complexly dense urban sites. From full-scale military invasion to internecine ethnic and tribal conflict, from paramilitary incursions to strategic car bombs, from slum clearance to pervasive everyday low-level violence, from Mafia-led armies to incessant inflictions of violence on the urban poor, and from missile launches to machete attacks, megacities, most unfortunately, have them all. This article contextualizes many of the key concerns (...) and issues addressed by the four main articles in the section; it does so by arguing for some specific historical, genealogical and technological explanations for the range and scale of violence inflicted upon and within megacity sites. The section proleptically discusses megacity phenomena that will be taken up in greater detail in the forthcoming second volume of the New Encyclopaedia Project Megacities: Problematizing the Urban. This article introduces the themes and theoretical concerns of a special section that explores the various ways the specificities of the Mumbai attacks serve as a metonym for issues found in other urban sites within the conditions, concerns and vulnerabilities of globalization-as-urbanization and does so through the rubric of the city-as-target. As urbanization grows exponentially in unforecastable ways, the likelihood of violent urban targeting of many different kinds — state-sponsored, paramilitary, sectarian, economic, racial, tribal, etc., to name but a few (...) — grows as well. Mumbai is a specific event, but it is also the common-place, the cityscape that is our daily lives and quotidian existence rendered unusual in all the expected ways. With Mumbai, the article argues, one does not necessarily see the future of the urban, but rather a reminder of what the urban has always been, even from the great walled cities of antiquity: a target. There is an imperative, then, to rethink urban space at all levels. The pieces in this section consider immaterial and material aspects of the city: its plan, infrastructure, buildings and dwellings, polity and policy, protection and penetration. The technologies and technicities involved in the attacks, as well as the specific historicity, reveal a great deal about the Mumbai events, as well as revealing potential modes of engagement with cities in the present and future. The article examines the distinction between the state of emergency and the normal state and an inherent undecidability at the base of the distinction. We argue that states of emergency arise from strategic sovereign decisions to divide visible from invisible, enemy from ally, underground economy from above-ground, illegitimate war from legitimate war. The capacity to so divide is manifested, for instance, in the technology of air raid sirens in a way that indicates the momentum of the technicity that covertly underlies (...) sovereign power. The article, furthermore, shows how the distinction between the visible and the invisible can serve as a mystification, perpetuating the state of emergency by disguising the intrinsic connection between the two domains. The import of underground facilities in military strategy in the US grew exponentially after the Gulf War. The success of precision-guided conventional missiles meant that any above-ground building or complex could be accurately targeted and destroyed, thus driving states with less sophisticated weapons to go underground to secure space for covert weapons development and the protection of command and control centres for military and governmental functions. Underground facilities have thus become the main challenge to objects of detection and targeting practices (...) for US military research and development. This article provides a meditation on the underground in relation to military planning and technology, the limits of aerial visual control of terrain, the plans by the US military to counter underground defensive moves, the efficacy of tele-technologies to detect and destroy such installations at a distance, and an oblique genealogy of aerial and subterrestrial strategies in relation to technologies to overcome the limitations of each. In so doing, the article argues a deeply connected relationship between the imaginary and the material in attempts to realize a mastery of space and populations essential to military operations, thus posing questions about sensory perception, the status of the subject with regard to agency and control, and the prosthetic outfitting of the subject that both supports and blunts agency and control. This article considers the capacity of the military body to appropriate various modes of power, personnel and material, in terms of the tache. In particular we examine the (post)colonial military body, especially in Southeast Asia, and its intimate relations to the detachment of the colonial state from the colonial body and attachment to the global regimes of Cold War and neo-liberal post Cold War processes. We do so through a wide range of ‘texts’– including a Conrad novella, a Singaporean documentary (...) series, transformers (toys), and international money laundering – in which the defining logic that the (post)colonial military body deploys is its capacity to attach and detach at will. A series of related and homologous attachments and detachments proceed from this capacity: the power of sovereignty, the generation and circulation of capital, and the transformation of the colonial military body into the postcolonial military body. However, it is also the logic of this empowering connectivity that imposes intractable limits on the desire for ultimate control, as the tache always indicates something beyond the corpus, something outside the locus of control. The design office of Charles and Ray Eames was a collaborative, interdisciplinary, multimedia affair linking Hollywood, the State Department, universities, the corporate sector and international fairs during the height of the Cold War. Bringing together design, furniture, cutting-edge technology and experimental, avant-garde informed-multiscreen projections, the Eames Office operated as a humanities/IT/media/arts lab. For the 1964 World’s Fair, the Eameses created ‘The Information Machine’ for IBM. The techniques of display and experimental juxtaposition of images, sound and new media capacities later migrated (...) to the many ‘happenings’ following in the wake of Allan Kaprow’s medial and performative experiments. The Eames Office crafted for the 1964 World’s Fair a vision of global change and possibility grounded in avant-garde visual techniques and aesthetics that continue to constitute a specific globe crafted by the US Cold War military-industrial-university-entertainment complex that remains the grounds for our current collective nomos. This introduction to the special section ‘The Half-Life of the Avant-Garde: 50 Years On from 50 Years On’ explains why the section is conceived to look back at the century since the First World War. It is designed to offer ways of rethinking the concept and the role of the anniversary, where the First World War constitutes the memorialized event. The organization of the section follows the movement between often hidden or submerged forms of continuity. It attempts to think some (...) of the aesthetic and technological legacies and inheritances of the First World War in its durational 100th anniversary through a specific temporal strategy most succinctly captured in the phrase ‘50 years on from 50 years on’. The entry point is the middle of the 20th century, allowing contributors to work backward and forward by examining links between the three separate temporal frames. The consistency but also the strangeness of critical practices, as world history passes with its violent climaxes and depressions, has unique contours in each frame, with Dada providing an exemplary through-line. Bashir Makhoul and Gordon Hon are the artist and curator, respectively, of the installation Enter Ghost, Exit Ghost. Many of the ideas behind the work were developed in discussions between them and here they have formalized this process in a transcribed discussion conducted after the first manifestation of the piece in Beijing. They have also just completed work on a co-authored book on contemporary Palestinian art and they discuss the context of Enter Ghost, Exit Ghost specifically as a Palestinian artwork (...) in China. They raise many of the issues that were discussed during its production, such as surveillance and the merging of virtual and real space in modern military and colonial conflict. They explore the notion of threat of space as manifested by surveillance, military training and colonial occupation. (shrink)

Violence is spoken of in several senses but its most basic definition, as a force exerted by one thing on another, harbors serious problems, especially when it comes to a consideration of its source or cause. We begin this article by identifying some of the aporias of violence with reference to philosophical and religious discourses and then we go on to analyze how violence problematizes concepts of law and justice in world historical contexts. We examine several traditions including Indo-European mythology, (...) as well as Hindu, Taoist, and ancient Greek philosophy, before addressing the concept of violence in modern thought, as a revision of Christianity.
