This book presents the first critical examination of the overlapping ethical, sociocultural, and policy-related issues surrounding disasters, global bioethics, and public health ethics. These issues are elucidated under the conceptual rubric: Public health disasters. The book defines PHDs as public health issues with devastating social consequences, the attendant public health impacts of natural or man-made disasters, and latent or low prevalence public health issues with the potential to rapidly acquire pandemic capacities. Michael S. Brady offers a new account of the role of emotions in our lives. He argues that emotional experiences do not give us information in the same way that perceptual experiences do. Instead, they serve our epistemic needs by capturing our attention and facilitating a reappraisal of the evaluative information that emotions themselves provide.

The aim of this paper is two-fold. First, it explains what a constitutivist theory of reasons is and why the theory promises to deliver the holy grail of moral philosophy, which is an argument to the conclusion that each of us would choose to act morally if we had and exercised the capacity to respond rationally to the circumstances in which we find ourselves. The introduction of Western healthcare, via colonialism, into Africa facilitated a confrontation of indigenous and exogenous “medical” knowledge as well as the attendant praxis. Although colonialism has been expunged from the shores of Africa, the epistemic and ideological frictions it introduced into the sphere of healthcare linger and raise different dilemmas. Against this background, this paper explores pragmatic and ethical approaches that may help engage these tensions in the context of drug development based on validated traditional phytomedicines.

There has been considerable debate regarding the relative merits of two theses about moral obligation known as actualism and possibilism. Both theses seek to give expression to the general idea that one ought to do the best one can. According to actualism, one’s obligations turn on what would happen if one chose some course of action, whereas, according to possibilism, they turn on what could happen if one chose some course of action. There are two strands to the debate: the (...) substantive verdicts that the two theses render in particular cases, and the accounts that they yield of the conceptual structure of moral obligation. Possibilism is conceptually appealing, whereas actualism is not, but the latter may seem to render superior substantive verdicts. In this paper, it is argued that, by turning from the objectivist’s emphasis on what is actually best to the prospectivist’s emphasis on what one’s evidence indicates is best, possibilists can provide an account of moral obligation that is both conceptually and substantively attractive. Many drugs used in paediatric medicine are off-label. There is a rising call for the use of adaptive clinical trial designs in responding to the need for safe and effective drugs given their potential to offer efficiency and cost-effective benefits compared with traditional clinical trials. ADs have a strong appeal in paediatric clinical trials given the small number of available participants, limited understanding of age-related variability and the desire to limit exposure to futile or unsafe interventions. Although the ethical value (...) of adaptive trials has increasingly come under scrutiny, there is a paucity of literature on the ethical dilemmas that may be associated with paediatric adaptive designs. This paper highlights some of these ethical concerns around safety, scientific/social value and caregiver/guardian comprehension of the trial design. Against this background, the paper develops a non-static conceptual lens for understanding PADs. It shows that ADs are epistemically open and reduce some of the knowledge-associated uncertainties inherent in clinical trials as well as fast-track the time to draw conclusions about the value of evaluated drugs/treatments. On this note, the authors argue that PADs are ethically justifiable given they have multiple layers of safety, exposing enrolled children to lesser potential risks, create social/scientific value generally and for paediatric populations in particular, specifically foster the flourishing of paediatric populations and can significantly improve paediatric trial efficiency when properly designed and implemented. However, because PADs are relatively new and their regulatory, ethical and logistical characteristics are yet to be clarified in some jurisdictions, the cooperation of various public and private stakeholders is required to ensure that the interests of children, their caregivers and parents/guardians are best served while exposing paediatric research subjects to the most minimal of risks when they are enrolled in paediatric trials that use ADs. Recent research highlights that inflammatory signaling pathways such as pattern recognition receptor (PRR) signaling and inflammatory cytokine signaling play an important role in both on‐demand hematopoiesis as well as steady‐state hematopoiesis. Knockout studies have demonstrated the necessity of several distinct pathways in these processes, but often lack information about the contribution of specific cell types to the phenotypes in question. Transplantation studies have increased the resolution to the level of specific cell types by testing the necessity of inflammatory pathways specifically (...) in donor hematopoietic stem and progenitor cells (HSPCs) or in recipient niche cells. Here, we argue that for an integrated understanding of how these processes occur in vivo and to inform the development of therapies that modulate hematopoietic responses, we need studies that knockout inflammatory signaling receptors in a cell‐specific manner and compare the phenotypes caused by knockout in individual niche cells versus HSPCs. “The physics of representation” aims to define the word “representation” as used in the neurosciences, argue that such representations as described in neuroscience are related to and usefully illuminated by the representations generated by modern neural networks, and establish that these entities are “representations in good standing”. We suggest that Poldrack succeeds in, exposes some tensions between the broad use of the term in neuroscience and the narrower class of entities that he identifies in the end, and between the meaning (...) of “representation” in neuroscience and in psychology in, and fails in. This results in some hard choices: give up on the broad scope of the term in neuroscience or continue to embrace the broad, psychologically inflected sense of the term, and deny the entities generated by neural nets are representations in the relevant sense. This chapter discusses the nature of and relation between value and normativity. Words such as “good” and “bad” give expression to value, while words such as “right,” “wrong,” “ought,” and “reason” give expression to normativity. Some philosophers hold the view that value is to be understood in terms of normativity, others hold the view that normativity is to be understood in terms of value. This chapter examines both views, explaining how each is plausible and yet also problematic.

Austin is not much in fashion these days. In Austin’s Way with Skepticism, Mark Kaplan swims against the current, arguing that Austin still has much to teach us about how to do epistemology. Methodologically, Austin’s insistence on fidelity to ordinary ways of talking about knowledge is a non-negotiable constraint on epistemological theorizing. Substantively, Austin has important things to say about knowledge. But while I am fully in accord with the spirit of Kaplan’s enterprise, I take Austin to occupy a more (...) radical position: that getting the linguistic facts straight should lead us to call into question the very idea of a theory of knowledge, at least as ‘theory of knowledge’ has traditionally been understood. This article explores the construction of extremism in media discourse, the factors driving specific constructions and the implications of these constructions for counterterrorism policy. We contend that extremism has predominantly and increasingly been framed as a security issue. This article explores the implications of this practice through the framework of securitisation. We measure the average intensity of security framing in 38,616 articles found in three major US newspapers, New York Times, Wall Street Journal and Los Angeles Times, between 20 January (...) 1993 and 19 January 2017 comprising the Clinton, Bush and Obama presidencies, and look at factors influencing the shift in intensity over time. Through our analysis, we show that it is possible to return to a pre-9/11 discourse but that the confluence of real-world events and the strategic choices of political actors have so far prevented this from fully occurring. We then explore the effect of securitisation on public perceptions of the threat from terrorism, finding that increases in the intensity of security framing artificially increases the public’s worry about becoming a victim of terrorism. We conclude by discussing implications for the communication of counterterrorism policy and the requirements for an after, after 9/11 approach. (shrink)

Advocates of the principle have failed to take note of the distinction between actual intrinsic value and virtual intrinsic value. Purported cases of organic unities, where the actual intrinsic value of a part of a whole is allegedly defeated by the actual intrinsic value of the whole itself, are more plausibly seen as cases where the part in question has no actual intrinsic value but instead a plurality of merely (...) virtual intrinsic values. The two terms the question relates – 21st century science and nursing care – are each of central importance for nursing and in philosophical enquiry about nursing as a practice, profession, or institution. The concept of intrinsic value has enjoyed a long, rich history. From the time of the ancient Greeks to the present day, philosophers have placed it at the foundation of much of their theorizing. This is especially true of G.E. Moore, who made it the cornerstone of his Principia Ethica. Yet this venerable concept has recently come under serious, sustained attack. My aim in this paper is to show that this attack has been unsuccessful.When Principia Ethica appeared, its impact on (...) the philosophical community was immediate and profound. Of course, much of what Moore had to say was, and continues to be, strongly disputed. The view that goodness is a simple nonnatural property has been criticized by many people and in many ways. Some have argued that goodness is an analyzable property. Others have argued that it is a natural property. Still others have argued, more radically, that goodness is not a property at all. But none of these critics has rejected the very idea of goodness. None of them, that is, has contended that to say of something that it is good is to speak nonsense. (shrink)

This paper is concerned with the question of how the social and economic structure of cities affects the degree of political competition and how in turn these factors affect the degree of a political stability. It isbased on a comparative empirical study of the outcomes of the communal elections of 1952, 1958 and 1964 in 147 Belgian cities that had a population size of 10.000 or more in 1947.In the first place the following generalizations are made with regard to the (...) election outcomes in these cities during the 1952-1964 period. 1. A general proliferation of lists or parties participating in the elections from 1952 to 1964.2. A trend from one-party-control over the college of the city council toward coalition-control.3. A net increase in the number of catholic lists and a net decrease in the number of socialist and liberal lists participating in the colleges of these townships.4. An increase in the number of cities in which newer, smaller and nontraditional parties or lists participated in the college of the city council.Three measures of politica! competitions are employed :1. The average number of parties or lists, that entered the communal election of 1952, 1958 and 1964.2. The average number of lists that received at least ten per cent of the vote in these three elections, and3. The presence or absence of a coalition on the college of the city council in 1952.The two measures of politica! stability, which are also based on the results of the same elections, are :1. The degree of stability in the lists and parties participating in the college of the city council, and2. The degree of stability in the list or party controlling the college of the city council.In general, measures of structural differentiation, linguistic diversity, industrial diversity, and social heterogeneity are found to be positively related to the degree of competition in local politics. In turn, measures of each of these structural factors and the measures of political competition are found to be negatively related to measures of political stability. Regression analysis supports the interpretation that diversity and heterogeneity in the social structure of cities - specifically, population size, density, and the presence of many persons with high occupational status - contribute to greater politica! competition in local polities, but that it is the degree of political competition that most strongly affects the degree of political stability.The conclusion is drawn that cities with a high degree of social and economic heterogeneity have a greater amount of conflict and cleavage. This results in greater competition in the political arena whichin turn predisposes such cities to have a high degree of instability in the control of their city governments. (shrink)

Both fairness and efficiency are important considerations in market design and regulation, yet many regulators have neither defined nor measured these concepts. We develop an evidencebased policy framework in which these are both defined and measured using a series of empirical proxies. We then build a systems estimation model to examine the 2003–2011 explosive growth in algorithmic trading on the London Stock Exchange and NYSE Euronext Paris. Our results show that greater AT is associated with increased transactional efficiency and reduced (...) information leakage in top quintile stocks. For less liquid stocks, manipulation at the close declines. We also document the tradeoff between reduced spreads and increased manipulation or information leakage following the introduction of MiFID1. (shrink)
