In Epicurean Meteorology Frederik Bakker discusses the meteorology as laid out by Epicurus and Lucretius, offering an updated and qualified account of Epicurean meteorology.

Greco-Roman meteorology will be described in four overlapping developments. In the archaic period, astro-meteorological calendars were written down, and one appears in Hesiod’s Works and Days; such calendars or almanacs originated thousands of years earlier in Mesopotamia. In the second development, also in the archaic period, the pioneers of prose writing began writing speculative naturalistic explanations of meteorological phenomena: Anaximander, followed by Heraclitus, Anaxagoras, and others. When Aristotle in the fourth century BCE mentions the ‘inquiry that all our predecessors (...) have been calling meteorology’ (338a26), he is referring to these writers. In the third development, the first two enterprises were combined: empirical data collection about meteorological phenomena began to be married to naturalistic theoretical explanation. This innovation was prompted by Democritus and synthesised in its most influential form by Aristotle. At this point more sophisticated techniques of both short-term weather forecasting and long-term speculation about global climate change were also developed. In the fourth development, the wider implications of the naturalistic explanation of meteorological phenomena were contested. The views of ‘meteorologists’ had been controversial since the archaic period because they were perceived, and sometimes intended, to displace the divine prerogatives and undermine traditional religion. These controversies intensified throughout the classical and Hellenistic periods. (shrink)

Summary Meteorology, a scientific discipline almost exclusively associated with weather forecasting in the first half of the twentieth century in the USA, was viewed with disdain by more mathematically based scientific communities. A descriptive science lacking in physical and mathematical rigor, meteorology was typically without an academic home in US colleges and universities. This stood in sharp contrast to the meteorological communities across the Atlantic which were supported by dedicated geophysical institutes. Four factors kept US meteorologists, unlike their (...) European colleagues, on the fringes of the scientific mainstream: a lack of ?rigor?, a lack of academic presence, a lack of patronage (governmental or private), and a pervasive public view that meteorological information was ?free? and yet should be tailored to a variety of users. The symbiotic relationship of these factors created an almost insurmountable hurdle to disciplinary advancement. That hurdle was effectively overcome in mid-century when the military demands of the Second World War presented meteorology with the opportunity to leave behind its legacy as a ?guessing science? and assume its place as a mathematically and physically based theoretical scientific discipline. Descartes claimed that he thought he could deduce the assumptions of his Meteorology by the contents of the Discourse. He actually began the Meteorology with assumptions. The content of the Discourse, moreover, does not indicate how he deduced the assumptions of the Meteorology. We seem to be left in a precarious position. We can examine the text as it was published, independent of Descartes’ claims, which suggests that he incorporated a presumptive or hypothetical method. On the other (...) hand, we can take Descartes’ claims as our guide and search for the epistemic foundations of the Meteorology independent of the Discourse. In this paper, I will pursue the latter route. My aim is to explain why, and how, Descartes thought that he had deduced the assumptions of the Meteorology. My interest, in this case, is solely Descartes’ physical foundation for the Meteorology, in the physics and physiology that resulted in Descartes’ explanation. With this aim, I provide an interpretation of Descartes’ World where many of its conclusions serve as evidence for the assumptions of the Meteorology. I provisionally conclude that Descartes thought that his World was the epistemic foundation for his Meteorology. (shrink)

In the 1811 report Ideas on Medical Meteorology, commissioned by the Prussian Ministry of the Interior via the physician Johann Christian Reil (1759–1813), Steffens argued for a new, “organic” perspective on meteorology focusing on interrelations between the atmosphere and diseases among humans and animals. This new outlook, he argued, was to be realized via a series of (...) observations directed by the state administration. Excerpts from the report are translated and commented upon in order to illuminate their context. These show the report to be part of a significantly older European tradition of inquiry into the connection between changes in the atmosphere and health. A speculative variation of this tradition, for which the general term “Organic Meteorology” is introduced here, was ignited in German-speaking regions through Schelling’s natural philosophy. The report and its context show that the Prussian state was willing to engage with “Romantic” natural philosophy, that Steffens gladly provided expertise for this purpose, and that this was part of a more general effort to professionalize medicine. A survey of what Arabic scholars have written on the subjects treated in Aristotle's Meteorology . It is investigated how they were influenced by one another and by previous Greek commentators. Also, two Arabic treatises are edited and translated.

Barhebraeus' major philosophical work draws on earlier Greco-Syriac and Arabic sources. This partial edition of the work casts important light on the manner in which Greek science and philosophy were transmitted in the Orient.

Concentrating on the Qingdao Observatory, this paper will explore the role of scientific facility in asserting China’s sovereignty during the first half of the twentieth century. Although scholars have explained the efforts of China’s internationalization in diplomacy through the perspectives of politics, economics and culture, they have not paid attention to science. Therefore, this paper aims to shed some light on how scientific issues were solved via diplomacy during the Republic of China, while further asserting that the focus in negotiations (...) was not confined to science itself, but rather to sovereignty within a scientific context. In this process, the meaning of sovereignty has also been expanded basing on the improvement of nation’s scientific capability. Besides, the participation of different actors involved in sovereignty assertion is investigated by this paper. Although the diplomatic negotiation was held at the international level, the local government and scientific community were main promoters in this case, which calls for attention on the various subjects in sovereignty issue. Consequently, this paper argues that Asian countries, such as Republic of China, could also employ science as a means to negotiate with foreign powers and claim their due rights. (shrink)

In 'Meteorology' IV.12, Aristotle explains that homogeneous bodies are defined in terms of their functiony "function" he does nos not mean, as Gill has argued, a functional role in some living thing or artifact, but rather a power of acting or being affected that each homogeneous body has in its own right. This points toward a teleology in Aristotle that is less dependent on his biology than has recently been argued.

Among the phenomena examined in the Meteorologica , some, although they are sublunar, are too distant to be accessible to direct study. To remedy this situation, it was necessary to develop procedures and methods which could allow observation, and above all the geometrical control of observations. The eventual result of this research was to detach the phenomenon under consideration from meteorology, and to insert it within optics or astronomy. Abū Sahl al-Qūhī , composed a treatise on shooting stars in (...) which he carries out such an insertion. In a second treatise, he deals with another type of observation, intended to measure maritime, terrestrial, and celestial surfaces. Here, the author studies al-Qūhī's contribution and gives the editio princeps of these two treatises, as well as their translation. (shrink)

ArgumentWhat, if anything, uniquely defines the mountain as a “laboratory of nature”? Here, this question is considered from the perspective of meteorology. Mountains played a central role in the early history of modern meteorology. The first permanent year-round high-altitude weather stations were built in the 1880s but largely fell out of use by the turn of the twentieth century, not to be revived until the 1930s. This paper considers the unlikely survival of the Sonnblick observatory in the Austrian (...) Alps. By examining the arguments of the Sonnblick's critics and defenders, it reveals a seemingly paradoxical definition of the mountain as a space that simultaneously maximized isolation and communication. Drawing on the social and environmental history of the Alps, it shows how the Sonnblick came to appear as the perfect embodiment of this paradox. (shrink)

Drought is a creeping phenomenon that slowly holds an area over time and can be continued for many years. The impacts of drought occurrences can affect communities and environments worldwide in several ways. Thus, assessment and monitoring of drought occurrences in a region are crucial for reducing its vulnerability to the negative impacts of drought. Therefore, comprehensive drought assessment techniques and methods are required to develop adaptive strategies that a region can undertake to reduce its vulnerability to drought substantially. For (...) this purpose, this study proposes a new method known as a regional comprehensive assessment of meteorological drought. The Standardized Precipitation Index, Standardized Precipitation Evapotranspiration Index, and Standardized Precipitation and Temperature Index are jointly used for the development of the RCAMD. Further, the RCAMD employs Monte Carlo feature selection and steady-state probabilities to comprehensively collect information from various stations and drought indices. Moreover, the RCAMD is validated on the six selected stations in the northern areas of Pakistan. The outcomes associated with the RCAMD provide a comprehensive regional assessment of meteorological drought and become the initial source for bringing more considerations to drought monitoring and early warning systems. High-resolution meteorological satellite image is the basic data for weather forecasting, climate prediction, and early warning of various meteorological disasters. However, the poor image resolution is limited for both subjective and automated analyses. Through our investigation and study, we found that the meteorological satellite image is a kind of complex data with multimodal and multitemporal characteristics. Fortunately, based on zero-shot learning theory, the complexity of the meteorological satellite image can be used to enhance its own image resolution. In this work, (...) we propose a novel framework called MSLp. Specifically, we choose a zero-shot network as a backbone and propose a phase loss function. A mapping from low- to high-resolution meteorological satellite images was trained for improving the resolution by up to a factor of 4×. Our quantitative study demonstrates the superiority of the proposed approach over ZSSR and bicubic interpolation. For qualitative analysis, visual tests were performed by 7 meteorologists to confirm the utility of the proposed algorithm. The mean opinion score is 9.32. These meteorologists think that weather forecasters need higher-resolution meteorological satellite images and the high-resolution images obtained by our method have the potential to be a great help for weather analysis and forecasting. We trace the use of thermodynamics in meteorology from 1850 to 1900 and show the extent to which physicists initiated important lines of research in the use of thermodynamics in meterology. However, it was not until meteorologists adapted physical arguments to the unique requirements of their data that the full power of thermodynamics was achieved. In tracing these developments we remark upon the boundaries between the sciences in the 19th century and tentatively define the criteria for intellectual independence between (...) one science and the science to which it is indebted for its basic principles. The subject of meteorology was central to Girolamo Cardano’s thought. It held together his encyclopedism by tying the celestial realm to the sublunary world and human action. Meteorology, for Cardano, links abstract knowledge to the practical and operative. While many of his Aristotelian predecessors understood weather prediction as distinct from meteorology as a natural philosophical field, Cardano’s profound interest in conjectural arts and probabilistic reasoning led him to tie causal explanations to methods of forecasting future conditions of (...) the air and their effects on humans, especially regarding health and disease. While it might be expected that Cardano would have emphasized astrological tools for weather forecasting, instead he went in a different direction, namely, embracing the ancient tradition of weather signs and revising Aristotelian theories of winds. At the end of his career, which he mostly spent writing commentaries on Hippocratic writings, he integrated his understanding of weather signs with Hippocratic rules of prognosis, revising traditional understandings of the causes of winds. Their works abound with accounts of wind, rain, thunder, lightning, meteorites, waterspouts, whirlwinds, and so on. Through examination of the fragments of the pre-Socratics, we can trace (...) this interest in meteorology from each philosopher to his predecessors right back to Anaxi-mander. 1 Thales might at first seem to be the most obvious candidate as the man who introduced meteorology into philosophy, but Kirk et al. argue persuasively that Thales was more interested in near-eastern mythology. 2 Thus, we must take Anaximander, Thales's protégé, to be the philosopher who made meteorology a topic of philosophical interest.This situation leaves us with an obvious question: where did Anaximander come by his interest and ideas about meteorology if not from Thales? Modern scholarship unanimously points to the Greek mythological tradition of Anaxi-mander's time as recorded primarily by Homer and Hesiod. Gilbert confidently asserts that any inquiry into the origin of Greek meteorology must begin with the stories recorded by these poets, and modern scholars generally echo this opinion. 3 Kahn notes that in classical Athens the Milesian-style, non-mythological accounts of meteorology were treated as direct challenges to the Olympic religion, [End Page 1] as demonstrated by Aristophanes in The Clouds. 4 But to conclude on this basis that Anaximander himself saw his project as the construction of theories by the removal of deities from myths is to mistake the result for the cause. Kirk et al. simply point to Kahn's account and speculate that Anaximander was influenced by Greek legends about Phaethon and Deucalion. 5 None of these scholars consider alternative possible sources of Anaximander's meteorological ideas, so that support for mythology as the source derives largely from the lack of a rival. But there is an alternative, namely, folk meteorology.Folk meteorology may be described as the body of folk wisdom concerning the nature and prediction of weather patterns. It typically comes in the form of pithy statements or jingles such as "Red sky at night, shepherd's delight; red sky in morning, shepherd's warning." 6 Folk meteorology has been almost completely neglected even by folklore scholars, so it is not surprising that it has escaped the attention of philosophers and classical scholars as well. However, an examination of folk beliefs about meteorology reveals significant similarities with some of the philosophical beliefs attributed to Anaximander, most notably, and surprisingly, regarding the concept of justice (dikê) implicit in Anaximander's famous fragment.The purpose of this paper is to construct and defend a case for the influence of folk meteorology on Anaximander, particularly on the concept of justice in the Anaximander fragment. Throughout the late nineteenth century, the British established observatories, meteorological posts, and stations across their burgeoning empire. These institutions and their networks were part of a global endeavor to map and understand the weather by collating vast quantities of data, and, it has been argued, they were also emblematic of imperial prowess and reach. In the Straits Settlements, however, unlike almost every other British colony, observatories came and went, and meteorology lacked central coordination and funding. This essay explores the (...) reasons behind this erratic and often elusive meteorological provision and interest. It argues that contemporary perceptions of the Straits Settlements climate as stable and lacking in seasonality or extremes led to a lack of interest in meteorology at local and international levels. This resulted in a bureaucratic disinclination to invest in the science, despite its major value to agricultural productivity, the linchpin of the economy. In so doing, this study interrogates the absence of formal provision or structure, focusing instead on the diluted mechanisms and sites that kept a meteorological narrative alive until its formal institutionalization in Singapore in 1929. This article explores the main aspects of Aristotle’s scientific method in Meteorology IV. Dispositional properties such as solidifiability or combustibility play a dominant role in Meteor. IV (a) in virtue of their central place in the generic division of homoeomers, based on successive differentiation and multiple differentiae, and (b) in virtue of their role in revealing otherwise undetectable characteristics of uniform materials (composition and physical structure). While Aristotle often starts with accounts of ingredients and their ratio (e.g., solids that (...) contain a significant amount of water are liquefiable), the natural direction of his investigation is from observations regarding dispositional properties and their manifestation to accounts of composition and microstructure. Such passages tend to be easily syllogizable, a feature that—along with the criteria that shape his method of division—argues, I believe, for the compatibility of Meteor. IV with Aristotle’s theory of scientific inquiry. The concluding sections of my article deal more succinctly with reputable opinions and final causation in Meteor. IV.1–11 and with the relation between this treatise and Aristotle’s biological corpus. (shrink)
