The standardized precipitation index is one of the most widely used indices for characterizing and monitoring drought in various regions. SPI's applicability has regional and time-scale constraints when it observes in several homogeneous climatic regions with similar characteristics. It also does not provide sufficient knowledge about precipitation deficits and the spatiotemporal evolution of drought. Therefore, a new method, the regional spatially agglomerative continuous drought probability monitoring system, is proposed to obtain spatiotemporal information and monitor drought characteristics more expeditiously. The proposed (...) framework uses spatially agglomerative precipitation and copulas’ functions to continuously monitor the drought probability in the homogenous region. The RSACDPMS is validated in the region of the Northern area of Pakistan. The outcomes of the current study provide a better quantitative way to obtain appropriate information about precipitation deficits and the spatiotemporal evolution of drought. (shrink)

Historians and philosophers of science generally conceptualize scientific progress to be dichotomous, viz., experimental observations lead to scientific laws, which later facilitate the elaboration of explanatory theories. There is considerable controversy in the literature with respect to Mendeleev’s contribution to the origin, nature, and development of the periodic table. The objectives of this study are to explore and reconstruct: a) periodicity in the periodic table as a function of atomic theory; b) role of predictions in scientific theories and its implications (...) for the periodic table; and c) Mendeleev’s contribution: theory or an empirical law? The reconstruction shows that despite Mendeleev’s own ambivalence, periodicity of properties of chemical elements in the periodic table can be attributed to the atomic theory. It is argued that based on the Lakatosian framework, predictions play an important role in the development of scientific theories. In this context, Mendeleev’s predictions played a crucial role in the development of the periodic table. Finally, it is concluded that Mendeleev’s contribution can be considered as an “interpretative” theory which became “explanatory” after the periodic table was based on atomic numbers.Author Keywords: Periodic table; Mendeleev’s contribution; Theory; Empirical law; Interpretative theory. We begin this article by delineating the explanatory gaps left by prevailing gene‐focused approaches in our understanding of phenotype determination, inheritance, and the origin of novel traits. We aim not to diminish the value of these approaches but to highlight where their implementation, despite best efforts, has encountered persistent limitations. We then discuss how each of these explanatory gaps can be addressed by expanding research foci to take into accountbiological agency—the capacity of living systems at various levels to participate in (...) their own development, maintenance, and function by regulating their structures and activities in response to conditions they encounter. Here we aim to define formally what agency and agents are and—just as importantly—what they are not, emphasizing that agency is an empirical property connoting neither intention nor consciousness. Lastly, we discuss how incorporating agency helps to bridge explanatory gaps left by conventional approaches, highlight scientific fields in which implicit agency approaches are already proving valuable, and assess the opportunities and challenges of more systematically incorporating biological agency into research programs. Drought is a creeping phenomenon that slowly holds an area over time and can be continued for many years. The impacts of drought occurrences can affect communities and environments worldwide in several ways. Thus, assessment and monitoring of drought occurrences in a region are crucial for reducing its vulnerability to the negative impacts of drought. Therefore, comprehensive drought assessment techniques and methods are required to develop adaptive strategies that a region can undertake to reduce its vulnerability to drought substantially. For (...) this purpose, this study proposes a new method known as a regional comprehensive assessment of meteorological drought. The Standardized Precipitation Index, Standardized Precipitation Evapotranspiration Index, and Standardized Precipitation and Temperature Index are jointly used for the development of the RCAMD. Further, the RCAMD employs Monte Carlo feature selection and steady-state probabilities to comprehensively collect information from various stations and drought indices. Moreover, the RCAMD is validated on the six selected stations in the northern areas of Pakistan. The outcomes associated with the RCAMD provide a comprehensive regional assessment of meteorological drought and become the initial source for bringing more considerations to drought monitoring and early warning systems. Senior physicians of modern medicine in India play a key role in shaping policies and public opinion and institutional management. This paper explores their perceptions of medical tourism (MT) within India which is a complex process involving international demands and policy shifts from service to commercialisation of health care for trade, gross domestic profit, and foreign exchange. Through interviews of 91 physicians in tertiary care hospitals in three cities of India, this paper explores four areas of concern: their understanding of (...) MT, their views of the hospitals they work in, perceptions of the value and place of MT in their hospital and their views on the implications of MT for medical care in the country. An overwhelming majority (90%) of physicians in the private tertiary sector and 74.3 percent in the public tertiary sector see huge scope for MT in the private tertiary sector in India. The private tertiary sector physicians were concerned about their patients alone and felt that health of the poor was the responsibility of the state. The public tertiary sector physicians’ however, were sensitive to the problems of the common man and felt responsible. Even though the glamour of hi-tech associated with MT dazzled them, only 35.8 percent wanted MT in their hospitals and a total of 56 percent of them said MT cannot be a public sector priority. 10 percent in the private sector expressed reservations towards MT while the rest demanded state subsidies for MT. The disconnect between their concern for the common man and professionals views on MT was due to the lack of appreciation of the continuum between commercialisation, the denial of resources to public hospitals and shift of subsidies to the private sector. The paper highlights the differences and similarities in the perceptions and context of the two sets of physicians, presents evidence, that questions the support for MT and finally analyzes some key implications of MT on Indian health services, ethical issues emerging out of that and the need for understanding the linkages between public and private sectors for a more effective intervention for an equitable medical care policy. This article argues that women’s human rights were and are being violated in Afghanistan regardless of who governs the country: Kings, secular rulers, Mujahideen or Taliban, or the incumbent internationally backed government of Karzai. The provisions of the new constitution regarding women’s rights are analysed under three categories: neutral, protective and discriminatory. It is argued that the current constitution is a step in the right direction but, far from protecting women’s rights effectively, it requires substantial revamping. The constitutional commitment to (...) international human rights standards seems to be a hallow slogan as the constitution declares Islam as a state religion which clearly conflicts with women’s human rights standards in certain areas. The Constitution has empowered the Supreme Court to review whether human rights instruments are compatible with Islamic legal norms and, in case of conflict, precedence will be given to Islamic law. Keeping this in view, it is argued that Afghanistan’s ratification of the Women’s Convention without reservations has no real significance unless Islamic law dealing with women’s rights is reformed and reconciled with international women’s rights standards. This book explores the evolving nature of objectivity in the history of science and its implications for science education. It is generally considered that objectivity, certainty, truth, universality, the scientific method and the accumulation of experimental data characterize both science and science education. Such universal values associated with science may be challenged while studying controversies in their original historical context. The scientific enterprise is not characterized by objectivity or the scientific method, but rather controversies, alternative interpretations of data, ambiguity, and (...) uncertainty. Although objectivity is not synonymous with truth or certainty, it has eclipsed other epistemic virtues and to be objective is often used as a synonym for scientific. Recent scholarship in history and philosophy of science has shown that it is not the experimental data but rather the diversity / plurality in a scientific discipline that contributes toward understanding objectivity. History of science shows that objectivity and subjectivity can be considered as the two poles of a continuum and this dualism leads to a conflict in understanding the evolving nature of objectivity. The history of objectivity is nothing less than the history of science itself and the evolving and varying forms of objectivity does not mean that one replaced the other in a sequence but rather each form supplements the others. This book is remarkable for its insistence that the philosophy of science, and in particular that discipline’s analysis of objectivity as the supposed hallmark of the scientific method, is of direct value to teachers of science. Meticulously, yet in a most readable way, Mansoor Niaz looks at the way objectivity has been dealt with over the years in influential educational journals and in textbooks; it’s fascinating how certain perspectives fade, while basic questions show no sign of going away. Acceptance of the quantization of the elementary electrical charge was preceded by a bitter dispute between Robert Millikan and Felix Ehrenhaft, which lasted for many years. Both Millikan and Ehrenhaft obtained very similar experimental results and yet Millikan was led to formulate the elementary electrical charge and Ehrenhaft to fractional charges. There have been four major attempts to reconstruct the historical events that led to the controversy: Holton ; Franklin ; Barnes et al. ; Goodstein. So we have the controversy (...) not only among the original protagonists but also among those who have interpreted the experiment. The objective of this study is a critical appraisal of the four interpretations and an attempt to provide closure to the controversy. It is plausible to suggest that Ehrenhaft's methodology approximated the traditional scientific method, which did not allow him to discard anomalous data. Millikan, on the other hand, in his publications espoused the scientific method but in private was fully aware of the dilemma faced and was forced to select data to uphold his presuppositions. A closure to the controversy is possible if we recognize that Millikan's data selection procedure depended primarily on his commitment to his presuppositions. Franklin's finding that the selection of the drops did not change the value of e but only its statistical error carries little weight as Millikan did not perform Franklin-style analyses that could have justified the exclusion of drops. It is plausible to suggest that had Millikan performed such analyses, he would have included them in his publication in order to provide support for his data selection procedures. In the absence of his presuppositions, Millikan could not tell which was the ‘expected correct’ value of e and the degree of statistical error. Finally, if we try to understand Millikan's handling of data with no reference to his presuppositions, then some degree of ‘misconduct’ can be perceived. Recent research shows that research programmes (quantitative, qualitative and mixed) in education are not displaced (as suggested by Kuhn) but rather lead to integration. The objective of this study is to present a rationale for mixed methods (integrative) research programs based on contemporary philosophy of science (Lakatos, Giere, Cartwright, Holton, Laudan). This historical reconstruction of episodes from physical science (spanning a period of almost 300 years, 17th to 20th century) does not agree with the positivist image of science. Quantitative data (...) (empirical evidence) by itself, does not facilitate progress (despite widespread belief to the contrary), neither in the physical sciences nor in the social sciences (education) A historical reconstruction shows that both Piaget and Pascual-Leone’s research programs in cognitive psychology, follow the Galilean idealisation quite closely, similar to the research programs of Newton, Mendeleev, Einstein, Thomson, Rutherford, Millikan and Perl in the physical sciences. This relationship does not imply that researchers in education have to emulate research in the physical sciences. A major argument in favor of mixed methods (integrative) research programs is that it provides a rationale for hypotheses, theories, guiding assumptions and presuppositions to compete and provide alternatives. Similar to the physical sciences, this proliferation of hypotheses leads to controversies and rivalries, and thus facilitates the decision making process of the scientific community. It is concluded that mixed methods research programs (not paradigms) in education can facilitate the construction of robust strategies, provided we let the problem situation (as studied by practicing researchers) decide the methodology. Research in science education has recognized the importance of history and philosophy of science (HPS), and this has facilitated the evaluation of science textbooks. Purpose of this chapter is to review research based on analyses of science textbooks that explicitly use a history and philosophy of science framework. This review has focused on studies published in the 15-year period (1996–2010) and has drawn on the following major science education journals: International Journal of Science Education, Journal of Research in Science Teaching, (...) Science Education, and Science & Education. Based on HPS-related criteria, 52 articles were selected for review, and of these 28 were published in Science & Education, which clearly shows the importance of HPS for this journal. Selected articles were classified in the following subject areas depending on the textbooks analyzed: university biology textbooks (n = 2), university chemistry textbooks (n = 14), university physics textbooks (n = 17), and primary, secondary, and high school textbooks (n = 19). Results obtained revealed the following: (a) Most biology, chemistry, physics, and school science textbooks lack a history and philosophy of science perspective; (b) most of the textbooks analyzed were published in the USA and to a much lesser extent in other countries; (c) few studies provided details of the procedure and reliability of the application of criteria/rubric for analyzing textbooks; (d) some of the topics analyzed in the textbooks were nature of science, atomic structure, Newtonian mechanics, quantum mechanics, special theory of relativity, and evolution; (e) textbooks avoided including controversial and difficult aspects of different topics (e.g., concepts of force, weight, heat, temperature, origin of the quantum hypothesis, oil drop experiment, Millikan’s data supported Einstein’s photoelectric equation but not his theory); and (f) various science topics provide an opportunity to illustrate the tentative nature of scientific knowledge, and still very few textbooks referred to this important aspect. As textbooks do refer to laws and theories while referring to historical content, it is concluded that HPS is already “inside” the science curriculum provided textbook authors make an effort to scrutinize the historical reconstructions while dealing with the different topics. Propositional logic, with the aid of SAT solvers, has become capable of solving a range of important and complicated problems. Expanding this range, to contain additional varieties of problems, is subject to the complexity resulting from encoding counting constraints in conjunctive normal form. Due to the limitation of the expressive power of propositional logic, generally, such an encoding increases the numbers of variables and clauses excessively. This work eliminates the indicated drawback by interpolating constraint symbols and the set of natural (...) numbers \ into the alphabet of propositional logic and adjusting the underlying language accordingly. In the extended logic counting constraints are naturally formulated, while many important aspects, such as Boolean nature and the soundness and completeness theorems, are kept preserved. (shrink)

Recovering a marginal body of pluralist political thought from early twentieth-century India, this article explores how the question of popular sovereignty shaped the federalist reconfiguration of the anticolonial democratic project. The turn to federalism was facilitated by the Indian reckoning with Hegel in the late nineteenth century, which led to the diagnosis that the universality ascribed to monist sovereignty relies on a “unilinear” theory of development. Through a sustained engagement with British pluralist and American progressive thought, Indian federalist thinkers eventually (...) developed a many-willed conception of the people. In so doing, they hoped to overcome the denial of Indian peoplehood on the ground of its lack of national unity and historical backwardness. However, the alternative source of sovereignty the federalists pointed to—plural and many-willed—stood in tension with their simultaneous pursuit of a people speaking in one voice. In this way, the constitutive tension of the pluralist conception of sovereignty came strikingly alive in the colonial world. (shrink)

The banking model manufactures human consciousness that is easy to control. It programs individuals to accept and believe in a false concept of reality so that they fail to perceive the connection between human action and their immediate and higher social reality. In this way, it creates submissive subjects for the order of oppression. The oppressed are conditioned and incapable of perceiving the truth. Their critical and creative thinking potential is systematically annulled. This paper aims to reinterpret Freire’s essay on (...) “the Banking Model of Education” using Tyler’s model of curriculum to uncover the practices of the educators at every level of the oppressor-controlled educational system. As Tyler’s model is often termed as a “Product model”, its framework can be useful in analyzing the banking model, which is purely productoriented, to achieve deeper understanding of the process which the banking model adopts to produce a certain type of psyche that can ensure the survival of oppression. The aim and objective of this study is to analyse the causes of domestic violence against married women in Pakistan providing a complete picture of understanding on the phenomenon. This study was conducted in Safoora Goth, Karachi one of the oldest residential centre of Karachi where all local ethnic groups and class of people are inhabited. The factors included in the study were various reasons of domestic violence, nature of domestic violence, types of domestic violence, separation, and feeling of deprivation, (...) husband drug addiction, partner violence, family system, family economic, ages of women and all other such related causes regarding domestic violence. The universe of the study was Safoora Goth, Karachi. The calculated sample size was 313 respondents in which researcher selected simple random sampling technique. The tool for the data collection was a questionnaire. Hypotheses were tested statistically among 5 hypotheses all have gotten accepted and showed the result as there are various causes of domestic violence. Thus, the researcher concluded that family system, family income and husband drug addiction are related to the domestic violence in a great deal. (shrink)
