Etienne Bakissi cherche à trouver une "clef" explicative de l'essence du politique. Il évoque la finalité de celui-ci comme étant celle du Bien commun et s'interroge sur les manières d'y parvenir. Pour lui, c'est la subsidiarité dans sa double forme : ascendante et descendante, qui permet d'atteindre cet objectif. Ce moyen encouragé par l'Eglise de Rome permettrait de sortir de la "malédiction du politique" telle qu'elle s'exprime dans certains pays de l'Afrique francophone.

Since the era of deinstitutionalisation, many clinical approaches have emerged to enable the care and treatment of people suffering from mental illness. In recent years, the use of coercive approaches in the community (e.g., outpatient commitment or community treatment orders) has also increased internationally. Although nurses' role regarding these coercive approaches is central and significant, few empirical and theoretical writings have tackled this controversial nursing practice. The purpose of this paper is to analyse coercive nursing care through the lens of (...) French philosopher Gilles Deleuze's concept of ‘societies of control’. Taking up Michel Foucault's work on disciplinary power, Deleuze explores how the move from the striated spaces of closed institutions to the smooth spaces of societies of control took place since the middle of the 20th century. According to Deleuze, the overall objective of ‘societies of control’ is no longer simply to govern deviant behaviour in closed environments (e.g., psychiatric hospitals and prisons) but to ensure a regime of unrelentless surveillance in the open spaces of our communities. Rousseau’s political project consists in ensuring that the citizens of the social contract, in uniting with each other, preserve their ability to self-legislate, or be autonomous. For this to work, however, members of the social contract would need to feel intrinsically linked to the political whole. This essay investigates what that feeling might be and how it can be grown. I argue that Rousseau develops a model of the energy or character of the being capable of autonomy, capable of experiencing (...) themselves as part of the whole. That energy is a pathos of vigour, a strong sentiment and way of being that I develop from Rousseau’s educational precepts in Émile, which makes the citizen feel free and robust in dependence and boundedness. Autonomy, then, comes from the active exercise of oneself, physically and mentally, in an environment bounded by things, and this results in a sentiment of vigour, a vitality that produces confidence and poise, which then entices further activity. In the organelles of plants and mammals, recent evidence suggests that genomic instability stems in large part from template switching events taking place during DNA replication. Although more than one mechanism may be responsible for this, some similarities exist between the different proposed models. These can be separated into two main categories, depending on whether they involve a single‐strand‐switching or a reciprocal‐strand‐switching event. Single‐strand‐switching events lead to intermediates containing Y junctions, whereas reciprocal‐strand‐switching creates Holliday junctions. Common features in all the (...) described models include replication stress, fork stalling and the presence of inverted repeats, but no single element appears to be required in all cases. We review the field, and examine the ideas that several mechanisms may take place in any given genome, and that the presence of palindromes or inverted repeats in certain regions may favor specific rearrangements. According to the literature, the family is now considered to be the most important resource for the care and support of a sick family member. Families are being increasingly invited and trained to play a utilitarian role, not just as family caregivers, but as healthcare agents. Healthcare institutions, based on neoliberal health policies, are encouraging them to perform increasingly complex and professionalized tasks. The burden associated with this expanded healthcare function, however, is significant (fatigue, emotional distress and exhaustion). The aim (...) of this article was to present French sociologist Jacques Donzelot's theoretical perspective on governing through the family. According to Donzelot, such a government is exercised through various power techniques, including the instrumentalization of the family role and the transfer to families of the responsibility for health care. This author describes how healthcare institutions call on the family to perform hospital and biomedical practices within the home. A spin‐off of neoliberalism, the practices of governing through families specifically target women, who are considered to be the pillar of the family. Donzelot's perspective is very relevant to nursing, but is still rarely mobilized in the discipline. His critical perspective allows for a re‐reading of relations of power and mechanisms of surveillance and control of families, issues that are often overlooked in nursing research. (shrink)

Culinary traditions and food practices are at the center of our daily lives and therefore constitute an important part of culture. Whether they are part of significant rituals or simply routinely enacted, they tell us something about the way we relate to each other and to the non-human world. In other words, food practices have an ethical dimension. Our paper focuses on the possibility to make objective ethical assessments of problematic cultural practices rooted in culinary traditions as a reply to (...) arguments associated with an ethical relativism according to which cultures produce ethical systems that are self-validating and therefore that cannot be criticized objectively. Drawing from examples involving animal cruelty and production methods harmful to the environment, we argue that it is possible to judge ethically questionable food practices from an objectivist standpoint inspired by moral progress, in contrario to a relativist point of view. Following a short discussion of ethical relativism, we present the outline of an acceptability test for questionable food practices and use it to analyse the case of the dog meat industry in South Korea. The presence of slavery in Plato’s political and ethical thought is marked by two contrary tendencies: one signals the conventional character of statutory slavery and tends to reduce the moral boundary between free people and servile people; the other one, going in the opposite direction, strongly reaffirms the functional frontier between these two categories, and makes it impassable. What does this double gesture of integration and exclusion of slavery mean with respect to Plato’s political thought? My claim, based on the (...) analysis of a passage in Book vi of the Laws and some excerpts from the Statesman, is the following: for Plato, the statutory slavery fulfills the function of drawing the inner civic boundary on which the political field must be built if it is to have a true conceptual autonomy, by contrast with what contributes to its construction but without being fully political. Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

First published in French in 2010, _Equaliberty_ brings together essays by Étienne Balibar, one of the preeminent political theorists of our time. The book is organized around _equaliberty_, a term coined by Balibar to connote the tension between the two ideals of modern democracy: equality and liberty. He finds the tension between these different kinds of rights to be ingrained in the constitution of the modern nation-state and the contemporary welfare state. At the same time, he seeks to keep rights (...) discourse open, eschewing natural entitlements in favor of a deterritorialized citizenship that could be expanded and invented anew in the age of globalization. Deeply engaged with other thinkers, including Arendt, Rancière, and Laclau, he posits a theory of the polity based on social relations. In _Equaliberty_ Balibar brings both the continental and analytic philosophical traditions to bear on the conflicted relations between humanity and citizenship. (shrink)

We consider a two-patch epidemiological system where individuals can move from one patch to another, and local interactions between the individuals within a patch are governed by the classical SIRS model. When the time-scale associated with migration is much smaller than the time-scale associated with infection, aggregation methods can be used to simplify the initial complete model formulated as a system of ordinary differential equations. Analysis of the aggregated model then shows that the two-patch basic reproduction rate is smaller than (...) the 1 patch one. We extend this result to a linear chain of P patches . These results are illustrated by some examples for which numerical integration of the system of ordinary differential equations is performed. Simulations of an individual based model implemented with a multi-agent system are also carried out. (shrink)

Kant’s discussion of the highest good is subject to continuous disagreement between the proponents of two interpretations of this concept. According to the secular interpretation, Kant conceived of the highest good as a political ideal which can be realized through human agency alone, albeit only from the Critique of the Power of Judgement onwards. By way of contrast, proponents of the theological interpretation find Kant’s treatment of the highest good in his later works to be wholly coherent with the discussions (...) of this concept found in the second Critique. In their view, however, Kant never conceived of the highest good as a political ideal, and some go as far as to argue that it is the work of God alone. In this article, I defend a theologico-political account of the highest good that avoids the pitfalls of both readings. (shrink)

Si l'histoire de la pensee medievale inclut celle de ses influences, comme l'histoire de la pensee moderne celle de ses sources, il est alors doublement legitime de se demander ce que peut nous apprendre sur la pensee cartesienne sa confrontation historique avec la pensee medievale, au contact de laquelle elle s'est formee, et a l'encontre de laquelle elle s'est developpee. Prenant la suite de travaux anterieurs, cet ouvrage d'Etienne Gilson envisage tout d'abord la confrontation dans une perspective genetique (en cherchant (...) dans certaines doctrines medievales les sources de theses cartesiennes comme l'inneisme, l'etude des meteores ou de la circulation sanguine), avant de considerer plus precisement le rapport de la metaphysique cartesienne et de la metaphysique medievale a travers l'examen de certains points de doctrine particulierement delicats. C'est ici notamment que sont rencontres et eclaircis les problemes de la critique cartesienne des formes substantielles, du dialogue de Descartes avec saint Augustin a l'occasion du cogito, avec saint Thomas dans la preuve de l'existence de Dieu par la causalite de l'idee, et avec saint Anselme dans la preuve dite ontologique. In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources. étienne Balibar has been one of Europe's most important philosophical and political thinkers since the 1960s. His work has been vastly influential on both sides of the Atlantic throughout the humanities and the social sciences. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on multiculturalism and European (...) racism, toward imagining a more democratic and less state-centered European citizenship. Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. He argues for the democratization of how immigrants and minorities in general are treated by the modern democratic state, and the need to reinvent what it means to be a citizen in an increasingly multicultural, diversified world. A major new work by a renowned theorist, We, the People of Europe? offers a far-reaching alternative to the usual framing of multicultural debates in the United States while also engaging with these debates. Le relatif retard de ce continent dans certains domaines semble s’enraciner dans des écueils d’ordre éducatif. La plupart des systèmes éducatifs africains sont en effet perçus comme des structures inadaptées aux réalités socioculturelles des peuples. Le paradigme de la philosophie pour enfants consacre la culture (...) du débat sensé, de l’esprit critique, des valeurs éthiques et démocratiques à travers l’institution des communautés de recherche philosophique. Un usage judicieux du substrat culturel africain comme support heuristique dans les communautés de recherche peut s’avérer bénéfique pour l’éveil de la jeunesse. Cette expérience de la philosophie pour enfants vaut la peine d’être menée en Afrique. | : Africa enjoys a rich cultural heritage. Can it, however, rejoice over the contribution of its daughters and sons to both democracy and modern rationality? The relative delay of that continent in some domains seems to be rooted in failures in education. Most African systems of education are indeed perceived as unadapted to the sociocultural realities of the people. The paradigm of philosophy for children gives precedence to the culture of sensible debate, critical thinking, ethical and democratic values through the institution of philosophical research communities. Judicious recourse to the African cultural substrate as a heuristic support in the research communities may prove beneficial for the awakening of youth. This experience of philosophy for children is worth carrying out in Africa. (shrink)

Etienne Balibar, one of the foremost living French philosophers, builds on his landmark work 'Spinoza and Politics' with this exploration of Spinoza's ontology. Balibar situates Spinoza in relation to the major figures of Marx and Freud as a precursor to the more recent French thinker Gilbert Simondon's concept of the transindividual. Presenting a crucial development in his thought, Balibar takes the concept of transindividuality beyond Spinoza to show it at work at both the individual and the collective level.

A biological function is supposed to be performed adequately, and hence may fail to do so: this is dysfunction. This raises two questions. One is how to make explicit the way in which function can be discriminated from dysfunction without confusing dysfunction with non-function. The second question is how what is “right” and “wrong” can be legitimated by natural regulatory norms. A function can be viewed as a quality to which at least one variable with a definite set of values (...) is associated. Accordingly, function and dysfunction are the same quality of the same trait, but differ in the values associated to this variable. Dysfunction occurs when the associated set of values does not match this normal state. Biological systems have the epistemic singularity that their existence is the consequence of two distinct causal regimes, the so-called “proximate” and “ultimate” causes, whose convergence defines a system’s prescriptive normality. Each cause imposes restrictive rules that limit the possible ways these systems can putatively exist. When a system is insensitive to ultimate cause, it is determined by proximate causation alone, and hence escapes its own prescriptive norms. In conclusion: The normality of a biological system is defined by the convergence of proximate and ultimate causes. A function is a variable-associated quality whose values are defined relative to the norms of the system. Dysfunction occurs when the set of values of the same variable does not match the normality of the system, which can occur when the system is insensitive to ultimate causation. (shrink)

In this final edition of his classic study of St. Thomas Aquinas, Etienne Gilson presents the sweeping range and organic unity of Thomistic philosophical thought. The philosophical thinking of Aquinas is the result of reason being challenged to relate to many theological conceptions of the Christian tradition. Gilson carefully reviews how Aquinas grapples with the relation itself of faith and reason and continuing through the existence and nature of God and His creation, the world and its creatures, especially human beings (...) with their power of intellect, will, and moral life. He concludes this study by discussing the life of people in society, along with their purpose and final destiny. Gilson demonstrates that Aquinas drew from a wide spectrum of sources in the development of his thought-from the speculations of the ancient Greeks such as Aristotle, to the Arabic and Jewish philosophers of his time, as well as from Christian writers and scripture. The Christian Philosophy of St. Thomas Aquinas offers students of philosophy and medieval studies an insightful introduction to the thought of Aquinas and the Scholastic philosophy of the Middles Ages, insights that are still revelant for today.
