Delivering high quality genomics-informed care to patients requires accurate test results whose clinical implications are understood. While other actors, including state agencies, professional organizations, and clinicians, are involved, this article focuses on the extent to which the federal agencies that play the most prominent roles — the Centers for Medicare and Medicaid Services enforcing CLIA and the FDA — effectively ensure that these elements are met and concludes by suggesting possible ways to improve their oversight of genomic testing.

This reader has been assembled in response to increasing dissatisfaction among a growing number of international relations scholars with the currently dominant theory of realism as well as in recognition of the large number of newly independent states which are having to write new constitutions and develop foreign relations. The book includes excerpts and essays from political theory and international relations which provide a starting point for further study of these subjects. We discuss our surgical philosophy concerning the subtle interplay between the size of the surgical margin taken and the resultant morbidity from ablative oncological. procedures, which is ever more evident in the treatment of head and neck malignancy. The extent of tissue resection is determined by the "trade off" between cancer control and the perioperative, functional and aesthetic morbidity and mortality of the surgery. We also discuss our dilemmas concerning recent minimally invasive endoscopic microsurgical. techniques for the trans-oral laser removal. In giving an account of the content of perceptual experience, several authors, including Fred Dretske, Gareth Evans, Christopher Peacocke, and Michael Tye, have employed the notion of nonconceptual representational content.[1].

W. V. O. Quine's contention that translation is indeterminate has been among the most widely discussed and controversial theses in modern analytical philosophy. This chapter offers some initial reflections on the content and implications of the indeterminacy thesis, and of the presuppositions that Quine makes in treating it as a stepping‐stone to semantic irrealism. It distinguishes Quine's two principal arguments for the thesis: the famous 'gavagai' argument of Word and Object, and the argument from the underdetermination of empirical theory by (...) data emphasized in 'On the reasons for the indeterminacy of translation', and lays out the essentials of the former argument. The chapter assesses the cogency of Evans's objections, and lays‐out certain basic distinctions and implications of the second and more radical argument. The translation of theoretical terms in the native scientists' language can be no more indeterminate than is the selection of an empirically adequate theory of those data. (shrink)

"Saving the Differences: Essays on Themes from ‘Truth and Objectivity’ ". By Crispin Wright, Harvard UP, 2003, 9780674010772. This volume collects together Crispin Wright’s papers on realism and its oppositions, from his 1987 Gareth Evans Memorial Lecture, in which the programme of his 1992 book Truth and Objectivity was first adumbrated, to papers on aspects of the programme published as recently as 2002. Readers familiar with Truth and Objectivity, and Wright’s earlier collection Realism, Meaning and Truth, will (...) not be surprised to hear that the body of work collected together in Saving the Differences is of the very highest calibre. Wright has been at the forefront of the realism debate for a good quarter-century, and here again we see analytic philosophy at its very best, with traditional philosophical issues tackled in a way that shows how the virtues of the analytic approach – clarity, logical rigour, precision – can be pursued at no expense to profundity or depth. In this study, I shall briefly survey Wright’s programme and the contents of the volume, before raising a few queries that occurred to me in reading through the articles in the book. (shrink)

This chapter focuses on a set of arguments whose upshot is that, whatever tacit knowledge of the axiomatic base of a semantic theory is, it cannot be construed as a genuine propositional attitude or intentional state. It outlines three criticisms that Crispin Wright has raised against Evans's dispositionalist account of tacit knowledge of semantic axioms, and the responses that have been offered by Martin Davies on Evans's behalf. The chapter outlines Wright's alternative proposal, and argues that it presupposes, (...) rather than undercuts, the Evans‐Davies account which proceeds via the imposition of the mirror constraint. It attempts to defend the suggestion that the construction of theories of meaning should be subject to Davies's mirror constraint. The chapter concludes by considering whether the project of constructing semantic theories in accordance with the mirror constraint is in tension with Wittgenstein's reflections on rule‐following. The world contains objective causal relations and universals, both of which are intimately connected. If these claims are true, they must have far-reaching consequences, breathing new life into the theory of empirical knowledge and reinforcing epistemological realism. Without causes and universals, Professor Fales argues, realism is defeated, and idealism or scepticism wins. Fales begins with a detailed analysis of David Hume's argument that we have no direct experience of necessary connections between events, concluding that Hume was mistaken on this fundamental (...) point. Then, adopting the view of Armstrong and others that causation is grounded in a second-order relation between universals, he explores a range of topics for which the resulting analysis of causation has systematic implications. In particular, causal identity conditions for physical universals are proposed, which generate a new argument for Platonism. The nature of space and time is discussed, with arguments against backward causation and for the view that space and time can exist independently of matter or causal process. Many of Professor Fales's conclusions seem to run counter to received opinion among contemporary empiricists. Yet his method is classically empiricist in spirit, and a chief motive for these metaphysical explorations is epistemological. The final chapters investigate the perennial question of whether an empiricist, internalist and foundational epistemology can support scientific realism. (shrink)

Traditionally, theories of mindreading have focused on the representation of beliefs and desires. However, decades of social psychology and social neuroscience have shown that, in addition to reasoning about beliefs and desires, human beings also use representations of character traits to predict and interpret behavior. While a few recent accounts have attempted to accommodate these findings, they have not succeeded in explaining the relation between trait attribution and belief-desire reasoning. On my account, character-trait attribution is part of a hierarchical system (...) for action prediction, and serves to inform hypotheses about agents’ beliefs and desires, which are in turn used to predict and interpret behavior. ‘Fake news’ has become an increasingly common refrain in public discourse, though the term itself has several uses, at least one of which constitutes Frankfurtian bullshit. After examining what sorts of fake news appeals do and do not count as bullshit, I discuss strategies for overcoming our openness to such bullshit. I do so by drawing a parallel between openness to bullshit and naïve skepticism—one’s willingness to reject the concept of truth on unsupported or ill-considered grounds—and suggest that this parallel (...) indicates three principles for how we ought to combat our openness to fake news and other bullshit. First, the root causes of bullshit openness are not monolithic; we should adopt anti-bullshit strategies in recognition of this fact. Second, our efforts to overcome bullshit openness should be collaborative efforts to create an environment that allows for sustained interrogation of our bullshit openness, rather than a confrontational provision of contrary evidence, despite the fact that such strategies are more time-intensive. Third, social media is unlikely to be a fertile ground on which we will make meaningful progress in the fight against bullshit because of the inherent nature of social media platforms as spaces for short, declarative, confrontational claims. This paper consists of four parts. In section 1, I shall offer a strategy to bypass a counter‐example which Gareth Evans (1975) offers against Quine’s Thesis of the Inscrutability of Reference. In section 2, I shall introduce a criterion recently pro‐duced by Crispin Wright (1997) in terms of ‘psychological simplicity’ which threatens the perverse route offered in section 1. In section 3, I shall argue that a LOT model of human cognition could motivate Wright’s criterion. In section 4, (...) I shall argue that if we instead model human cognition by a recurrent neural network, then Wright’s criterion is unmotivated. Thus I shall produce a Connectionist Defence of the Inscrutability Thesis. (shrink)

I challenge a commonly held view (recently argued by Todd Ryan) that Hume, unlike Bayle, does not present oppositions of reason--what Kant called antimonies.

This manuscript discusses the author’s experience implementing a secularized version of Lectio Divina, a medieval monastic contemplative reading practice, in an introductory philosophy classroom. Following brief discussion of Lectio Divina’s history and a description of how the practice was modified for the classroom, I discuss three benefits (increased attention to cognitive and noncognitive reactions to the text, willingness to engage with the material in novel ways, and the opportunity to engage in independent disciplinary practice) and three potential challenges (the time (...) required, student engagement, and the practice’s perceived religiosity) arising from the exercise. Following this, I discuss potential modifications to the exercise that instructors may wish to consider, namely strategies for addressing students’ status as novice meditators, focusing textual selections on course materials, and having students engage in some aspects of the practice as homework. This study is a new look at the question of how God can act upon the world, and whether the world can affect God, examining contemporary work on the metaphysics of causation and laws of nature, and current work in the theory of knowledge and mysticism. It has been traditional to address such questions by appealing to God’s omnipotence and omniscience, but this book claims that this is useless unless it can be shown how these two powers "work." Instead of (...) treating the familiar problems associated with omnipotence and omniscience, this book asks directly whether, and how, causal interactions between God and His world could occur: both between God and the physical world and between God and other minds, as well as between the world and God. Birch sketches out an ingenious account of how the psychology of social norms emerged from individual-level norms of skill. We suggest that these individual-level norms of skill are likely to be much more widespread than Birch suggests, extending deeper into the hominid lineage, across modern great ape species, all the way to distantly related creatures like honeybees. This suggests that there would have been multiple opportunities for social norms to emerge from skill norms in human prehistory.

Scientific findings suggest that the problem boils down to adherence. The dietary and physical activity recommendations that weight loss programs promote are effective; however, people have difficulty initiating and maintaining changes. Effective Weight Loss presents 25 detailed sessions of (...) an empirically supported, cognitive-behavioral treatment package called Acceptance-Based Behavioral Treatment. The foundation of this approach is comprised of the nutritional, physical activity, and behavioral components of the most successful, gold-standard behavioral weight loss programs. These components are synthesized with acceptance, willingness, behavioral commitment, motivation, and relapse prevention strategies drawn from a range of therapies. ABT is based on the idea that specialized self-control skills are necessary for weight control, given our innate desire to consume delicious foods and to conserve energy by avoiding physical activity. Professors are increasingly encouraged to adopt multiple role relationships with their students. Regardless of professor intent, these relationships carry risks. Left unexamined is whether student–faculty social multiple relationships impact student in-class behaviors. Provocatively, our exploratory study provides empirical support suggesting that when undergraduate students perceive that their professors engage in the multiple faculty–student relationships of friendships, drinking (alcohol) relationships, and sexual partnerships, students report they are more likely to engage in uncivil behaviors in the professor’s classroom. This target article presents a taxonomy of perceptual completion phenomena to organize and clarify theoretical and empirical discussion.
