The Escape of the Mind is part of a current movement in psychology and philosophy of mind that calls into question what is perhaps our most basic, most cherished, and universally accepted belief--that our minds are inside of our bodies. Howard Rachlin adopts the counterintuitive position that our minds, conscious and unconscious, lie not where our firmest introspections tell us they are, but in how we actually behave over the long run. Perhaps paradoxically, the book argues that our introspections, (...) no matter how positive we are about them, tell us absolutely nothing about our minds. The name of the present version of this approach to the mind is "teleological behaviorism."The approaches of teleological behaviorism will be useful in the science of individual behavior for developing methods of self-control and in the science of social behavior for developing social cooperation. Without in any way denigrating the many contributions of neuroscience to human welfare, The Escape of the Mind argues that neuroscience, like introspection, is not a royal road to the understanding of the mind. Donald Regan's book is a study of forms of utilitarian theory and of properties to which these forms may aspire. He deals exclusively with “fully objective” theories that seek to systematize and set conditions for obligations that an agent is supposed to lie under as a consequence of features of situations in which he finds himself, with no dependence on his possibly defective beliefs, attitudes, and values. Metaethical questions concerning the nature of these obligations are not raised. And practical problems (...) that could be encountered in attempts to apply these theories receive very little attention. They are said to lie outside the main project of the book which is to explain and then to circumvent a certain apparent logical impasse that utilitarianisms ca. 1980 are supposed to confront. The book consists for the most part of abstract, often very long and difficult, arguments, and detailed elaborations of a small number of minimally specified, highly artificial cases of the sort now common in semi-formal utilitarian theory. In the present note, while leaving unquestioned and unstated the presuppositions of Regan's book, I first outline its central two-stage “argument”. Next I explain several distinctions important to issues it addresses and relate these distinctions to several of Regan's theses. I then discuss prima facie cases against his main claim, according to which the apparent impasse that utilitarianisms confront is circumvented by a new utilitarian theory designed for the task. Many situations in human life present choices between (a) narrowly preferred particular alternatives and (b) narrowly less preferred (or aversive) particular alternatives that nevertheless form part of highly preferred abstract behavioral patterns. Such alternatives characterize problems of self-control. For example, at any given moment, a person may accept alcoholic drinks yet also prefer being sober to being drunk over the next few days. Other situations present choices between (a) alternatives beneficial to an individual and (b) alternatives that are less beneficial (...) (or harmful) to the individual that would nevertheless be beneficial if chosen by many individuals. Such alternatives characterize problems of social cooperation; choices of the latter alternative are generally considered to be altruistic. Altruism, like self-control, is a valuable temporally-extended pattern of behavior. Like self-control, altruism may be learned and maintained over an individual's lifetime. It needs no special inherited mechanism. Individual acts of altruism, each of which may be of no benefit (or of possible harm) to the actor, may nevertheless be beneficial when repeated over time. However, because each selfish decision is individually preferred to each altruistic decision, people can benefit from altruistic behavior only when they are committed to an altruistic pattern of acts and refuse to make decisions on a case-by-case basis. Previous research has discovered a curious phenomenon: groups cooperate less than individuals in a deterministic prisoner’s dilemma game, but cooperate more than individuals when uncertainty is introduced into the game. We conducted two studies to examine three possible processes that might drive groups to be more cooperative than individuals in reducing risks: group risk concern, group cooperation expectation, and pressure to conform to social norms. We found that ex post guilt aversion and ex-post blame avoidance cause group members to be (...) more risk concerned than individuals under uncertainty. These concerns drive groups to choose the cooperation (and risk-reduction) strategy more frequently than individuals. Groups also have higher cooperation expectations for their corresponding groups than individuals have for their corresponding individuals. We found no evidence of pressure to conform to social norms driving groups to be more cooperative than individuals. (shrink)

Responding to a major pandemic and planning for allocation of scarce resources under crisis standards of care requires coordination and cooperation across federal, state and local governments in tandem with the larger societal infrastructure. Maryland remains one of the few states with no state-endorsed ASR plan, despite having a plan published in 2017 that was informed by public forums across the state. In this article, we review strengths and weaknesses of Maryland’s response to COVID-19 and the role of the Maryland (...) Healthcare Ethics Committee Network in bridging gaps in the state’s response to prepare health care facilities for potential implementation of ASR plans. According to a familiar argument, iterated prisoner's dilemmas of known finite lengths resolve for ideally rational and well-informed players: They would defect in the last round, anticipate this in the next to last round and so defect in it, and so on. But would they anticipate defections even if they had been cooperating? Not necessarily, say recent critics. These critics "lose" the backward-induction paradox by imposing indicative interpretations on rationality and information conditions. To regain it I propose subjunctive interpretations. The United Nations is the most general international organization in the world at present, the primary mission of which is to establish a new international security framework in order to maintain international peace and security. The UN not only preserved international cooperation organs like the World Health Organization , the International Labour Organization, and the International Court of Justice, and facilitated the transformation of the world from a Eurocentric to a global system; but also provided a focus for world politics. But it has not succeeded in creating an international security framework conceived by its fathers and a new world order from which every state gains a security shield. It remains to be seen whether the end of the Cold War will eventually restore the capacity of the UN to fulfil the role set in its Charter; or whether, as scents more likely, the disappearance of superpower confrontation will only reveal deeper systematic obstacles of the creation of an effective global structure of international security. While basic income (BI) has long been advocated for its social benefits, some scholars also propose it in response to the ecological crises. However, the empirical evidence to support this position is currently lacking and the concept of an ecological BI (EBI) is underdeveloped. Part one of this paper attempts to develop such a concept, arguing that an EBI should seek to reduce aggregate material throughput, improve human needs satisfaction, reduce inequalities, rebalance productive activity towards social activities in the autonomous (...) sphere, and promote societal values of cooperation and sufficiency. Part two examines how BI interventions consider the principles of an EBI in their designs and discusses what their findings infer about BI’s ecological credentials. The results find that while ecological considerations are largely absent from BI intervention designs, their findings suggest that interventions aligned with the principles of an EBI could play a role in addressing the ecological crises. This paper is about David Gauthier’s concept of constrained maximization. Attending to his most detailed and careful account, I try to say how constrained maximization works, and how it might be changed to work better. In section I, that detailed account is quoted along with amplifying passages. Difficulties of interpretation are explained in section II. An articulation, a spelling out, of Gauthier's account is offered in section III to deal with these difficulties. Next, in section IV, constrained maximization thus articulated (...) is tested on several choice problems and shown to be seriously wanting. It appears that there are prisoners’ dilemmas in which constrained maximizers would not cooperate to mutual advantage, but would interact sub-optimally just as straight-maximizers would. ‘Coordination problems’ are described with which constrained maximizers might, especially if transparent to one another, not be able to cope–problems in which they might not be able to make up their minds to do anything at all. And I prove that there are prisoners’ dilemmas that, though possible for real agents and for straight maximizers, are not possible for constrained maximizers, so that agents’ internalising dispositions of constrained maximization could not be of help in connection with such possibly impending dilemmas. Taking constrained maximization as it stands, there are many problems for which it does not afford the ‘moral solutions’ with which Gauthier would have it replace Hobbesian political ones. After displaying these shortcomings of constrained maximization as presently designed, I sketch, in section V, possible revisions that would reduce them, stressing that these revisions would not be cost-free. Whether finishing the job of fixing up and making precise constrained maximization would be worth the considerable trouble it would involve lies beyond the issues taken up in this paper. So, of course, do substantive comparisons of constrained maximization, perfected and made precise, and straight maximization. (shrink)

Maximizers in isolated Prisoner's Dilemmas are doomed to frustration. But in Braybrooke's view maximizers might do better in a series, securing Pareto-optimal arrangements if not from the very beginning, at least eventually. Given certain favourable special conditions, it can be shown according to Braybrooke and shown even without question-begging motivational or value assumptions, that in a series of Dilemmas maximizers could manage to communicate a readiness to reciprocate, generate thereby expectations of reciprocation, and so give rise to optimizing reciprocations which, (...) in due course, would reinforce expectations, the net result of all this being an increasingly stable practice to mutual benefit. In this way neighbours could learn to be good neighbours: they could learn to respect each other's property, to engage in reciprocal assistance, and perhaps even to make and keep promises covering a range of activities. So maximizers are, Braybrooke holds, capable of a society of sorts. Out of the ashes they might build something. But even under favourable conditions they could not build much and most conditions would defeat them almost entirely, for many-person Dilemmas whether isolated or in series would be quite beyond them, question-begging motivational assumptions aside. In settings at all like those in which we live, utility maximization assuming only ‘traditional’ motivation is self-defeating without remedy, and most certainly not an adequate basis for social life.' The probable inference from as a conception of individual rationality: for surely truly rational agents would be if not perfectly well designed at least better designed for communal living than utility maximizers would be assuming only ‘traditional’, non-question-begging values or motivation. Or, if this inference is denied and maximization is not challenged as a conception of rationality, we can conclude instead, Braybrooke has more recently suggested, that the advice, ‘Be rational,’ is incomplete, and when addressed to groups should be supplemented by, ‘And be somewhat ‘untraditional’ in your values; respect at least some rules that would make coordination and cooperation possible even in many-person interaction problems.’. I have maintained that some but not all prisoners' dilemmas are side-by-side Necomb problems. The present paper argues that, similarly, some but not all versions of Newcomb's Problem are prisoners' dilemmas in which Taking Two and Predicting Two make an equilibrium that is dispreferred by both the box-chooser and predictor to the outcome in which only one box is taken and this is predicted. I comment on what kinds of prisoner's dilemmas Newcomb's Problem can be, and on opportunities that results (...) reached may open for kinds of cooperative reasoning in versions of Newcomb's Problem. In his final work, Donald N. Levine, one of the great late-twentieth-century sociological theorists, brings together diverse social thinkers. Simmel, Weber, Durkheim, Parsons, and Merton are set into a dialogue with philosophers such as Hobbes, Smith, Montesquieu, Comte, Kant, and Hegel and pragmatists such as Peirce, James, Dewey, and McKeon to describe and analyze dialogical social theory. This volume is one of Levine's most important contributions to social theory and a worthy summation of his life's work. Levine demonstrates that approaching (...) social theory with a cooperative, peaceful dialogue is a superior tactic in theorizing about society. He illustrates the advantages of the dialogical model with case studies drawn from the French Philosophes, the Russian Intelligentsia, Freudian psychology, Ushiba's aikido, and Levine's own ethnographic work in Ethiopia. Incorporating themes that run through his lifetime's work, such as conflict resolution, ambiguity, and varying forms of social knowledge, Levine suggests that while dialogue is an important basis for sociological theorizing, it still vies with more combative forms of discourse that lend themselves to controversy rather than cooperation, often giving theory a sense of standing still as the world moves forward. The book was nearly finished when Levine died in April 2015, but it has been brought to thoughtful and thought-provoking completion by his friend and colleague Howard G. Schneiderman. This article explores the challenge of developing a feminist law reform proposal to decertify sex and gender based on research conducted for the ‘Future of Legal Gender' project. Locating the proposal to decertify within a do-it-yourself, prefigurative approach to law reform, the article asks: Can a law reform proposal be both instrumental and radical? Can a proposal take shape as a viable legislative text and as a more subversive intervention to unsettle and reimagine gender’s relationship to law? This article explores (...) this at two levels. First, it considers the ontological challenges of developing a controversial law reform proposal in terms of its realness (or fictiveness), contours, and temporality, turning to ‘slow law' as a credible way of approaching radical reform. Second, it explores the design-based challenges of legal prototyping—foregrounding questions of legitimacy, participation, and purpose, which arise in designing a decertification law. At the heart of this discussion is the relationship between representation and enactment—between what a proposal presents and what its presentation does and does not accomplish. (shrink)

A legitimate hypothesis, I suggest, is a proposition we hold to be true that fills in one or several of those relations. The problematic character of hypotheses requires that we evaluate our reasons for holding them to be true. While natural modality is grounded in the nature of things, which cannot be fully known, our reasons for assent can and must be grounded on features of objects that are epistemically available to us. This article argues that in the ordinary course of events, most parents routinely practice “reproductive teleology” in that they attempt to manipulate the physical and psychological characteristics of children, and they do so as part of the process of good parenting. Furthermore, such attempts are socially approved of and encouraged. With these two considerations in mind, it is argued that common objections to technological interventions, especially with respect to designer babies— based on the grounds that such processes would promote despotic (...) parenting, deny children an open future, and interfere with the designed child's sense of self—should be seen in the context of reproductive teleology. The implications of this argument encourage an orientation toward the salience of social pressures that promote reproductive teleology. (shrink)

He who knows, and knows not that he knows, is asleep; wake him. But he who knows, and knows that he knows, is a sage; follow him.

Empirical ethics research is increasingly valued in bioethics and healthcare more generally, but there remain as yet under-researched areas such as pharmacy, despite the increasingly visible attempts by the profession to embrace additional roles beyond the supply of medicines. A descriptive and critical review of the extant empirical pharmacy ethics literature is provided here. A chronological change from quantitative to qualitative approaches is highlighted in this review, as well as differing theoretical approaches such as cognitive moral development and the four (...) principles of biomedical ethics. Research with pharmacy student cohorts is common, as is representation from American pharmacists. Many examples of ethical problems are identified, as well as commercial and legal influences on ethical understanding and decision making. In this paper, it is argued that as pharmacy seeks to develop additional roles with concomitant ethical responsibilities, a new prescription is needed for empirical ethics research in pharmacy—one that embraces an agenda of systematic research using a plurality of methodological and theoretical approaches to better explore this under-researched discipline. In this paper I return to Hegel's dispute with Kant over the conceptual ordering of external and internal purposiveness to distinguish between two conceptions of teleology at play in the contemporary function debate. I begin by outlining the three main views in the debate (the etiological, causal role and organizational views). I argue that only the organizational view can maintain the capacity of function ascriptions both to explain the presence of a trait and to identify its contribution to a current (...) system, for it is the only view that considers teleology as a natural cause. To establish how teleology can be considered as a natural cause, advocates of the organizational view return to Kant's analysis of internal purposiveness. However, while Kant identifies the requirements that an object must meet to satisfy the demands of teleological judgment, I suggest that he denies that we can know whether they are truly met. I argue that Hegel's philosophy of nature is better equipped to determine how internal purposiveness can be considered as a natural cause, for it grounds organization in a form of purposiveness that is more fundamental than a designer's intention. The Plant Ontology (PO) is a community resource consisting of standardized terms, definitions, and logical relations describing plant structures and development stages, augmented by a large database of annotations from genomic and phenomic studies. This paper describes the structure of the ontology and the design principles we used in constructing PO terms for plant development stages. It also provides details of the methodology and rationale behind our revision and expansion of the PO to cover development stages for all plants, particularly (...) the land plants (bryophytes through angiosperms). As a case study to illustrate the general approach, we examine variation in gene expression across embryo development stages in Arabidopsis and maize, demonstrating how the PO can be used to compare patterns of expression across stages and in developmentally different species. Although many genes appear to be active throughout embryo development, we identified a small set of uniquely expressed genes for each stage of embryo development and also between the two species. Evaluating the different sets of genes expressed during embryo development in Arabidopsis or maize may inform future studies of the divergent developmental pathways observed in monocotyledonous versus dicotyledonous species. The PO and its annotation databasemake plant data for any species more discoverable and accessible through common formats, thus providing support for applications in plant pathology, image analysis, and comparative development and evolution. We bear witness to a sweeping social movement for change—fostered and driven by a powerful group of Black nurses and nursing students determined to call out and dismantle anti‐Black racism and discrimination within the profession of nursing. The Black Nurses Task Force, launched by the Registered Nurses' Association of Ontario (RNAO) in July 2020, is building momentum for long‐standing change in the profession by critically examining the racist and discriminatory history of nursing, listening to and learning from the lived experiences (...) of the Black nursing community, and shaping concrete, actionable steps to confront anti‐Black racism and discrimination in academic settings, workplaces, and nursing organizations. The Black Nurses Task Force and the RNAO are standing up and speaking out in acknowledgment of the magnitude of anti‐Black racism and discrimination that exist in our profession, health system, justice system, and economic system. This social movement is demonstrating, in actions, how individuals and a collective act as change agents to drive meaningful and widespread change for our present and future Black nurses. It is a surprising fact that moral philosophers have rarely examined the distinction between what I shall call ‘positive’ or ‘social’ morality on the one hand and ‘autonomous’ or ‘individual’ morality on the other. Accordingly, conceptual and moral issues of the greatest importance have been neglected. The distinction is, I take it, recognised by Hegel, when he contrasts Sittlichkeit with Moralität . However, the rival sides who give a conceptual or a moral preference to one concept over the other rarely (...) come to grips with one another, and the deep conflicts between them are concealed instead of being brought out into the open. Only in Burke's diatribe against Rousseau, Bradley's critique of Sidgwick , Hobhouse's crusade against Bosanquet , Prichard's attack on Green , Hart's criticism of Hare , and above all in Oakeshott's onslaught on Rationalism do we get a glimpse of one of the main issues of moral philosophy and of morality. For just as we have two concepts, so we have two moral conceptual schemes, each of which gives a central place to one concept at the expense of the other. Those who suppose that morality is or ought to be wholly or mainly a social concept may recommend submission to a tradition. Those, on the other hand, who suppose morality to be primarily an individual or independent concept will recommend independent decisions. I want in this paper, firstly, to explain the differences between the two concepts, secondly, to show that neither of them is conceptually illegitimate or degenerate, and lastly, to determine what place, if any, each ought to have in a rational morality.
