BackgroundPatient advocacy organizations (PAOs) have an increasing influence on health policy and biomedical research, therefore, questions about the specific character of their responsibility arise: Can PAOs bear moral responsibility and, if so, to whom are they responsible, for what and on which normative basis? Although the concept of responsibility in healthcare is strongly discussed, PAOs particularly have rarely been systematically analyzed as morally responsible agents. The aim of the current paper is to analyze the character of PAOs’ responsibility to provide (...) guidance to themselves and to other stakeholders in healthcare.MethodsResponsibility is presented as a concept with four reference points: (1) The subject, (2) the object, (3) the addressee and (4) the underlying normative standard. This four-point relationship is applied to PAOs and the dimensions of collectivity and prospectivity are analyzed in each reference point.ResultsUnderstood as collectives, PAOs are, in principle, capable of intentionality and able to act and, thus, fulfill one prerequisite for the attribution of moral responsibility. Given their common mission to represent those affected, PAOs can be seen as responsible for patients’ representation and advocacy, primarily towards a certain group but secondarily in a broader social context. Various legal and political statements and the bioethical principles of justice, beneficence and empowerment can be used as a normative basis for attributing responsibility to PAOs.ConclusionsThe understanding of responsibility as a four-point relation incorporating collective and forward-looking dimensions helps one to understand the PAOs’ roles and responsibilities better. The analysis, thus, provides a basis for the debate about PAOs’ contribution and cooperation in the healthcare sector. (shrink)

Nicht zuletzt der Krieg in der Ukraine zeigt die herausragende Bedeutung des Weltraumes für unsere Gesellschaft sowie die militärische Operationsführung im Allgemeinen. Bereits in 2019 wurde durch die NATO dieser Bedeutung Rechnung getragen, in dem der Weltraum als fünfte Dimension neben Luft, Land, See und Cyber anerkannt wurde. Die für den Weltraum notwendige Infrastruktur wird gemeinhin als kritisch betrachtet und fällt damit auch unter die Abschreckungssystematik der NATO. Der Beitrag diskutiert die Abschreckungspolitik der NATO im Kontext Weltraum entlang der zwei (...) vorherrschenden Paradigmen – deterrence by punishment und deterrence by denial. In der Folge wird diskutiert, inwieweit die Förderung einer tragfähigen Responsive Space-Mentalität und deren Umsetzung in anwendbare Strategien von wesentlicher Bedeutung für die Übertragung auf eine kollektive Abschreckungsstrategie der NATO sein wird. Reaktionsfähige Weltraumkapazitäten werden es allen Mitgliedstaaten ermöglichen, zu den kollektiven Verteidigungsanstrengungen des Bündnisses beizutragen und den Grundsatz der deterrence by denial zu stärken. Contract-based approaches have been a focus of attention in business ethics. As one of the grand traditions in political philosophy, contractarianism is founded on the notion that we will never resolve deep moral disagreement. Classical philosophers like Hobbes and Locke, or recent ones like Rawls and Gaus, seek to solve ethical conflicts on the level of social rules and procedures. Recent authors in business ethics have sought to utilize contract-based approaches for their field and to apply it to concrete business (...) dilemmas. However, the application of contractarianism to management contexts can cause difficulties. Our article discusses this conceptual problem of contractarian business ethics and presents the idea of order ethics as an alternative. Order ethics, as we argue, can make a difference by conceptually bridging the gap between contractarianism and business ethics. (shrink)

‘Language and End Time’ is a translation of Sections I, IV and V of ‘Sprache und Endzeit’, a substantial essay by Günther Anders that was published in eight instalments in the Austrian journal FORVM from 1989 to 1991. The original essay was planned for inclusion in the third volume of The Obsolescence of Human Beings. ‘Language and End Time’ builds on the diagnosis of ‘our blindness toward the apocalypse’ that was advanced in the first volume of The Obsolescence in 1956. (...) The essay asks if there is a language that is capable of making us fully comprehend the looming ‘man-made apocalypse’. In response to this, it offers a critique of philosophical jargon and of the putatively ‘objective’ language of science, which are both dismissed as unsuitable. Sections I, IV and V introduce this core problematic. The selection of this text for inclusion in this special journal issue responds to present-day realities that inscribe Anders’s reflections on nuclear science and the nuclear situation into new contexts. The critique that ‘Language and End Time’ advances resonates with the way in which the decisions of a few companies and individuals are shaping the future of life on earth. At the same time, the wider stakes of Anders’s turn against the language employed by scientists are newly laid bare by the realities and politics of climate change and fake news. In this new context, the language of science is all too readily dismissed as if it were a mere idiom that can be ignored without consequence. It is against the backdrop of a future that is, if anything, more uncertain than at the time of Anders’s writing, that the essay’s reflections on popularisation, the limits of language and the nature of truth gain added significance. Following decades of neglect, the work of the German Jewish philosopher, literary author, cultural critic, and poet Günther Anders (1902–1992) is gaining increasing recognition in the English-speaking world. This translation of “Résistance heute” (Resistance Today) makes one of Anders’s most programmatic and polemical short texts available. Published at the height of his anti-nuclear activism, “Resistance Today” is the written version of a speech Anders delivered in November 1962 upon acceptance of the northwest Italian city of Omegna’s Resistance Prize (other notable (...) recipients included Jean-Paul Sartre and Frantz Fanon). It first appeared in print in the West German left-wing journal Das Argument in November 1963. Clearly written for the occasion, the text condenses (and often further radicalizes) key premises about the end of history, the amoral character of work, and the continuity between Nazi totalitarianism, the nuclear age and the world of consumerism that are developed in great nuance across a range of books that Anders had recently published. Key co-ordinates include: Die Antiquiertheit des Menschen 1 (The Obsolescence of Human Beings 1, 1956), his groundbreaking critique of technology; Der Mann auf der Brücke (The Man on the Bridge, 1959), a philosophical travel diary occasioned by Anders’s 1958 visit to Japan and his participation at the World Conference Against Atomic and Hydrogen Bombs in Tokyo; Burning Conscience (1961), a correspondence with the American reconnaissance pilot Claude Eatherly, who scouted the target area before the Enola Gay went on to drop the atom bomb on Hiroshima. It seems likely that Burning Conscience, which turned into an international bestseller, occasioned the award of the prize. (shrink)

This essay traces the complex constellation of ideas that informs Anders's turn to the generalizing expression ‘the human’ in his postwar work. It mobilizes the properties of radioactive material and digital data, which are both curiously imperceptible to our senses, to discuss Anders’s insistence on the universalizing pronoun `we' and assess its significance in the contemporary world. To do so, it aligns Anders's work with current debates about the Anthropocene and critiques of the use of the term ‘the human’ in (...) postcolonial settings. (shrink)

We argue that the economic evaluation of health care (cost–benefit analysis) should respect individual preferences and should incorporate distributional considerations. Relying on individual preferences does not imply subjective welfarism. We propose a particular non-welfarist approach, based on the concept of equivalent income, and show how it helps to define distributional weights. We illustrate the feasibility of our approach with empirical results from a pilot survey.

In the Anglo-American cultural sphere, the growing awareness of global warming and ecocide has coincided with the proliferation of a much discussed, post-apocalyptic imaginary that transports us to uninhabitable planetary futures. These “fictions,” as E. Ann Kaplan notes in a discussion of their mobilising potential, act as “memories for the future” which make us “identify with future selves struggling to survive.” This article turns to Günther Anders’s notion of “apocalypse-blindness” (1956) and Cormac McCarthy’s The Road to set out an alternative (...) way of understanding the powerfully sentimental force such images of doom convey. While seemingly turning our gaze to the future and onto the devastating impact of consumerist lifestyles, I argue that this doom-ridden imaginary also entails a sentimentalisation of our own “inability to feel” and be sufficiently affected by the reality we know ourselves to be contributing to. As such, it bears witness to the trauma of “not being able to adequately feel” what one already knows. By revisiting The Road, a text that occupies a central role in discussions of the potentials and cathartic pitfalls of post-apocalyptic fiction, I suggest that its political potential lies in this confrontation with the limits of feeling. And the politics it opens onto does not hinge on images on ruin, but on a yearning for a socially sanctioned right to feel and express the fear representations only seem able to convey in an inadequate, anaesthetic manner. Mark Coeckelbergh’s mobilisation of Wittgensteinian language games makes an important contribution to exposing the social dimension of machine use. This commentary asks to what extent this social dimension of meaning and the wider imaginary that forms around technological objects on account of the transparency of language is also part of a technological “confidence trick”. It suggests that philosophical anthropology, especially the perspectives developed by Günther Anders and Helmut Plessner, can offer additional resources to trace and critique the wider ownership structures (...) and social relations of power that Mark Coecklebergh’s work productively exposes. It argues that language games alone cannot fully account for the hidden social relations that are habitually presented to us as abilities of “smart”, “intelligent” machines. Here a language that defamiliarizes machines, tries to make them visible by using exaggerated, pessimistic and object-oriented perspectives can perhaps help to make these power-relationships more comprehensible, “obvious” and thereby resistible and open to debate. This volume draws on an expanded field of bioethical, sociological and anthropological research, to set a new agenda for discussing the ethics of disclosing prognostic genetic information.

Children and adolescents with an intellectual disability and autistic traits often attend special needs schools where they are surrounded by peers with diverse characteristics. Given the role that peers can play in social development, we examined whether autistic traits development in students with ID and high levels of such characteristics are influenced by the level of autistic traits among the schoolmates they like most. Furthermore, we investigated the degree to which this peer influence susceptibility depends on students’ gender. A longitudinal (...) design, with data collection points at the beginning and the end of a school year, was used. Staff reported on 330 students with high levels of autistic traits who attended 142 classrooms in 16 Swiss special needs schools. Results showed that students’ future individual level of autistic traits was not predicted by the autistic traits level of preferred peers, controlling for individual autistic traits at T1, level of general functioning, gender, and age. However, the peer effect was significantly moderated by students’ gender, indicating that girls but not boys were susceptible to peer influence. These findings are discussed in terms of implications for understanding autistic traits development and directions of support for children and adolescents in their peer context. (shrink)

Emergence of the novel pathogenic coronavirus SARS‐CoV‐2 and its rapid pandemic spread presents challenges that demand immediate attention. Here, we describe the development of a semi‐quantitative high‐content microscopy‐based assay for detection of three major classes (IgG, IgA, and IgM) of SARS‐CoV‐2 specific antibodies in human samples. The possibility to detect antibodies against the entire viral proteome together with a robust semi‐automated image analysis workflow resulted in specific, sensitive and unbiased assay that complements the portfolio of SARS‐CoV‐2 serological assays. Sensitive, specific (...) and quantitative serological assays are urgently needed for a better understanding of humoral immune response against the virus as a basis for developing public health strategies to control viral spread. The procedure described here has been used for clinical studies and provides a general framework for the application of quantitative high‐throughput microscopy to rapidly develop serological assays for emerging virus infections. La couverture allemande dans le Welt plutôt conservateur, dans le Süddeutsche Zeitung libéral et dans le quotidien économique Handelsblatt du référendum français sur la Constitution européenne est analysée entre le 25 mai et le 4 juin 2005. Dans la couverture de ces trois quotidiens, dominent les ténors de la politique tandis que la voix du peuple n'apparaît qu'à travers la publication des sondages. Les articles se fondent sur des dépêches d'agences de presse et des médias français. Des rapports de correspondants (...) sont l'exception. Cette base d'informations conduit à une perte de réalité du contenu dans la couverture allemande parce que le point de vue de l'élite politique y est repris et que les peurs des citoyens en ce qui concerne les conséquences de l'intégration européenne y sont négligées.Coverage in the German Welt rather conservative in the liberal Süddeutsche Zeitung and Handelsblatt business daily in the French referendum on the European Constitution is analyzed between May 25 and June 4, 2005. Coverage in three newspapers, dominate the political tenor while the people's voice appears only through the publication of opinion polls. The articles are based on dispatches of news agencies and the French media. Corresponding reports are the exception. This information base leads to a loss of reality contained in the German coverage because the point of view of the political elite is over and that the fears of citizens regarding the implications of European integration are neglected. The article reassesses the renown ‘critical iconology’ practiced by Aby Warburg and confronts it with recent theories regarding metadata and the curatorship of information. A close examination of Robert Kitaj’s portrait Warburg as a Maenad (1961–62) affirms Warburg’s ‘combinatory experiments’ (Christopher D. Johnson) to be a main characteristic of his practice. Warburg seems to have operated by applying what can now be described as metadata to the processes of transmission of culture he was accessing in form of migrating images. Further, (...) the insights he was able to gain, namely his famous notion of the ‘Pathosformel’, may have to be considered as a specific form of metadata too. This is of particular interest acknowledging that in the digital world the migration of images takes mainly place in the realm of metadata. Hence ideas put forward by Warburg are able contribute to a deeper understanding of such phenomena. (shrink)

In seinem Buch Pazifismus. Eine Verteidigung verteidigt Olaf Müller einen relativ strikten Pazifismus, der im Ukrainekrieg keine militärische Hilfe an die Ukraine erlaubt ‐ trotz der Anerkennung, dass es sich um einen verbrecherischen Angriffskrieg handelt. Müller kritisiert die beiden üblichen Begründungen für solch eine Position, den gesinnungsethischen und den verantwortungsethischen Pazifismus, und entwickelt seine eigene Version, den pragmatistischen Pazifismus.Der vorliegende Beitrag diskutiert Müllers Pazifismus kritisch und gibt einen Ausblick auf eine bessere ethische Alternative, nämlich die wohlfahrtsethische begrenzte Optimierung. Müllers Anliegen (...) ist zutiefst human. Seine Begründung ist differenziert, aber langwierig, verwickelt und unklar. Ein Teil dieses Beitrags besteht darin, diese Begründung zu rekonstruieren und auf das Wesentliche zu reduzieren, um dann die essentiellen Elemente gezielter kritisch diskutieren zu k??nnen. Tragic Play explores the deep philosophical significance of classic and modern tragedies in order to cast light on the tragic dimensions of contemporary experience. Romanticism, it has often been claimed, brought tragedy to an end, making modernity the age after tragedy. Christoph Menke opposes this modernist prejudice by arguing that tragedy remains alive in the present in the distinctively new form of the playful, ironic, and self-consciously performative. Through close readings of plays by William Shakespeare, Samuel Beckett, Heiner Müller, (...) and Botho Strauss, Menke shows how tragedy re-emerges in modernity as "tragedy of play." In Hamlet, Endgame, Philoktet, and Ithaka, Menke integrates philosophical theory with critical readings to investigate shifting terms of judgment, curse, reversal, misfortune, and violence. (shrink)

In light of scientific advances such as genomics, predictive diagnostics, genetically engineered agriculture, nuclear transfer cloning, and the manipulation of stem cells, the idea that genes carry predetermined molecular programs or blueprints is pervasive. Yet new scientific discoveries—such as rna transcripts of single genes that can lead to the production of different compounds from the same pieces of dna—challenge the concept of the gene alone as the dominant factor in biological development. Increasingly aware of the tension between certain empirical results (...) and interpretations of those results based on the orthodox view of genetic determinism, a growing number of scientists urge a rethinking of what a gene is and how it works. In this collection, a group of internationally renowned scientists present some prominent alternative approaches to understanding the role of dna in the construction and function of biological organisms. Contributors discuss alternatives to the programmatic view of dna, including the developmental systems approach, methodical culturalism, the molecular process concept of the gene, the hermeneutic theory of description, and process structuralist biology. None of the approaches cast doubt on the notion that dna is tremendously important to biological life on earth; rather, contributors examine different ideas of how dna should be represented, evaluated, and explained. Diese klugen Reaktionen auf mein Buch unterscheiden sich erheblich. Während Susanne Burri mit meiner Grundthese sympathisiert und mir in deren Rahmen zwei knifflige Probleme vorlegt, die sich konstruktiv bearbeiten lassen, geht Christoph Lumers Kritik ans Eingemachte: Im Rahmen des von ihm bevorzugten philosophischen Ansatzes stellt sich meine Herangehensweise als haltlos dar, weil ihr jede Rationalität abgeht.

Platons „Phaidon“ stellt eindringlich dar, wie Sokrates angesichts des Todes seine philosophische Lebensführung und seine Überzeugung von der Unsterblichkeit der Seele rational rechtfertigt. Im Dialog wird nahezu das gesamte Spektrum platonischen Philosophierens entfaltet, das Psychologie, Naturphilosophie, Epistemologie, Ontologie, Metaphysik und Mythos miteinander verzahnt. Die existenziell-dramatische Gestalt und der argumentativ-philosophische Gehalt des Werks erfordern verschiedene Interpretationszugänge zur sachgerechten Erschließung des Textes. Der vorliegende Band liefert einen kooperativen Kommentar, in dem in komplementärer Weise philosophische, philologische und religionswissenschaftlich informierte Zugänge zum „Phaidon“ zu (...) Wort kommen. Der Leser erhält so einen fundierten Einblick in alle Facetten dieses vielschichtigen und wirkmächtigen Klassikers. Ist Geschichtsdarstellung ein transparentes Fenster zu einer faktischen Vergangenheit? Oder verlieren Fakten ihre Verbindlichkeit zugunsten der Repräsentation? Der vorliegende Band weist einen vermittelnden Weg zwischen diesen Extremen. Jenseits der positivistisch verstandenen historischen Fakten sowie der infolge des linguistic turn häufig behaupteten Unzugänglichkeit und Unentscheidbarkeit der faktischen Vergangenheit wird die Geschichtsdarstellung selbst als das eigentlich Greifbare zur Geltung gebracht. Geschichte ist demnach in ihrer Darstellung zu suchen – unabhängig davon, ob es sich um historiographische Quellen, literarische Texte, Gemälde oder um Museen (...) als mediale Darstellungsräume handelt. Die Beiträge gehen einem breiten Spektrum unterschiedlicher Dimensionen von Geschichtsdarstellung nach. Medien, Methoden und Strategien bilden dabei die zentralen Koordinaten, anhand derer Geschichtsdarstellung mit ihren narrativen und bildlichen Ausdrucksformen exemplarisch erörtert wird. There is a relationship between time and technology which has been obvious since the classical philosophies of time. Even telling the time necessitates technologies relating to measuring and counting. Technological developments have changed the temporal state of our reality. Key terms such as deceleration, synchronisation, prevention and de-temporalisation point to relevant problem areas in this respect. This yearbook, whose thematic focus is 2021, endeavours to reveal new technological and philosophical perspectives on the temporal conditions in which we think, communicate, work (...) and live. There is, in some quarters, concern about high–level machine intelligence and superintelligent AI coming up in a few decades, bringing with it significant risks for humanity. In other quarters, these issues are ignored or considered science fiction. We wanted to clarify what the distribution of opinions actually is, what probability the best experts currently assign to high–level machine intelligence coming up within a particular time–frame, which risks they see with that development, and how fast they see these developing. We thus (...) designed a brief questionnaire and distributed it to four groups of experts in 2012/2013. The median estimate of respondents was for a one in two chance that high-level machine intelligence will be developed around 2040-2050, rising to a nine in ten chance by 2075. Experts expect that systems will move on to superintelligence in less than 30 years thereafter. They estimate the chance is about one in three that this development turns out to be ‘bad’ or ‘extremely bad’ for humanity. (shrink)
