The author considers the capacity of Catholic Social Teaching (CST) to contribute to the public debate about health care and then remarks on the capacity of CST to assist in the formation of “intentionally Christian institutions.” The author argues for two main points. First, there are some serious obscurities in CST's account of the derivation and interrelation of various rights. Hence, it is not altogether clear what ideal CST is seeking to promote in the public order. Second, (...) the author argues that there is a serious political conflict in CST's commitment to both subsidiarity and the preferential option for the poor. He also claims that it does not follow from these criticisms that CST is useless as a guide for the formation of “intentionally Christian institutions.” Reflection on financing in the light of subsidiarity and the preferential option suggests that there is a need for Christian wealth-producing institutions and schemes of investment that will provide subsidium for healthcare enterprises. Meaningful work is both a moral issue and an economic one. Studies show that workers’ experience of meaninglessness in their jobs contributes to job dissatisfaction which has negative effects to business. If having a meaningful work is essential for the well-being of workers, providing them with one is an ethical requirement for business establishments. The essay aims to articulate an account of meaningful work in the Catholic social teachings. CST rejects the subjectivist and relativist notion of work which (...) affirms the absolute freedom of individuals to choose their commitment and goals, even if this includes experiencing satisfaction in dehumanizing work. First, the paper will present a summary account of some of the current views on meaningful work from the objective-normative approach. This will be followed by a systematic treatment of the meaning and value of work in the CST, the similarities and differences it has with alternative views, and its implications for the way we promote meaningful work. The paper will argue that by recognizing the subjective and objective dimensions of work and affirming that although the two are inseparable, the former takes priority over the latter; CST develops a holistic, comprehensive, and coherent account of meaningful work which overcomes some of the difficulties that are usually encountered in dealing with this issue from a purely objective approach. The essay begins with an explanation of the underlying theological vision that supports Catholic social teaching's commitment to the centrality of the common good and the role of solidarity as both a virtue and a norm. The vision of humanity as one family and the church as a sacrament of unity is the foundation for a communitarian ethic that prizes inclusion, participation, and relative equality in the quest for a truly just society. An array of social (...) science studies is then employed to show that economic inequality “bleeds” into other realms of public life to undermine fundamental commitments of American society, namely, equal opportunity and political democracy. This article explores the major factors that negatively affect the corporate moral responsibility of the pharmaceutical industry to promote human dignity and the common good during COVID-19 applying the ethical lens of Catholic social teaching and structural analysis of sociology. Utilizing textual data from published peer-reviewed articles, books, and media and church documents, it argues that the financialization of Big Pharma and the weakening of state regulation due to conflict of interests and unethical campaign contributions by the (...) pharmaceutical industry to American legislators have resulted in corporate moral irresponsibility and the weakening of state regulation against profiteering in the sale of anti-COVID medicines and vaccines that can harm human dignity and the common good. Catholic Social Teaching on labor unions as promulgated by Pope Leo XIII and several of his successors is contrary to the form of unionism imposed on American workers and employers by the National Labor Relations Act. Since many of the coercive aspects of the NLRA are replicated in laws adopted in several to papal condemnation. In recent years official Roman Catholic documents have addressed the ecological crisis from the perspective of Catholic social teaching. This expansion of Catholic social thought addresses the social and ecological question. This paper links environmental and human ecology with the concept of sustainability and proposes an interpretation of the common good and a definition of sustainability within Catholic social teaching. Our treatment of sustainability and Catholic social teaching (...) includes: an analysis of the ecological processes that sustain nature; insights from human ecology, and an examination of models of sustainability as a foundation for re-structuring society to promote the common good. The paper provides a summary of the historical expansion of the common good within modern Catholic social thought, and concludes with an ecological interpretation of the common good and a definition of sustainability within the Catholic understanding of justice. Using relevant encyclicals issued over the last 100 years, the author extracts those principles that constitute the underpinnings of Catholic Social Teaching about the employment relationship and contemplates implications of their incorporation into human resource policy. Respect for worker dignity, for his or her family's economic security, and for the common good of society clearly emerge as the primary guidelines for responsible human resource management. Dovetailing these three Church mandates with the economic objectives of the firm could, (...) in essence, alter the firm's nature because profit motivations would be constrained by consideration for worker and societal welfare. Catholic Social Teaching has taken a remarkable turn with the May 1991 document on economic ethics,Centesimus Annus. During their one hundred year history, church documents were notable for their courageous championing of the rights of the least advantaged; they were much less distinguished for their understanding of how markets and incentives function in capitalism. Most business leaders admired church teaching for its compassion but had little respect for its competence. The importance of having ethical oversight in research that is carried out on humans is well established. Research ethics, which is mainly influenced by a biomedical ethical framework, aims to ensure that the well-being and the rights of research participants are upheld and that any potential risks and harms are reduced. However, research is also considered to be a social activity with social effects. Therefore the principles of Catholic Social Teaching as a framework for research (...) ethics may be significant. This paper outlines those principles and demonstrates how these principles may be used for: reflecting ethically on research , judging a research ethics proposal and providing guidelines for action in research. The paper attempts to provide a basis for exploring the continued relevance of Catholic social teaching to business ethics, byinterpreting the historic development of a Catholic work ethic and the traditions of Catholic social teaching in light of contemporary discussions of economic globalization, notably those of Robert Reich and Peter Drucker. The paper argues that the Catholic work ethic and the Church’s tradition of social teaching has evolved dynamically in response (...) to the structural changes involved in the history of modern economic development, and thus is well poised to speak to the ethical challenges implicit in the advent of a knowledge-based society. This argument does not mark (...) Sniegocki’s text as particularly original. However, the dialogue that he constructs between Catholic social teaching (CST) and three schools of thought on development, which he describes as “neoconservative,” “radical,” and “grassroots” views, provides a compelling argument for new directions for both CST and economic globalization.Sniegocki’s book begins with three chapters that provide an overview of development theory (beginning with calls for “modernization” of the “Third World” beginning in the 1950s), examine failures of this theory in practice, and discuss the growth of CST concerning development. While these chapters provide important groundwork for understanding the context of Sniegocki’s argument, the heart of the argument comes in the fourth chapter, where he places CST in dialogue with neoconservative and radical approaches to development (represented, respectively, by Michael Novak [End Page 209] and Mary Hobgood). Neoconservatism is clearly incompatible with CST, as any denial of structural inequality or whole-hearted embrace of capitalism— even “democratic capitalism”—would be. However, radical approaches maintain that CST does not sever itself completely from the economic liberalism that underlies neoconservatism. As a result, even when CST recognizes the pitfalls of capitalism and the realities of structural injustice, it still often resorts to liberal assumptions. Radicals maintain that if CST were more consistent, it would more adamantly call for social struggle resulting in “democratic socialism.”Sniegocki finds resources for CST in radicalism but also introduces a third perspective from grassroots critics of development, exemplified by Vandana Shiva. These critics question whether “development equals Westernization via industrialization” (242, quoting Herb Addo), as maintained by both neoconservatives and radicals; they instead call for revitalization of local economies and traditional cultures. Sniegocki concludes that this vision could enhance CST in several ways: resolving the tension in CST between modernization and respect for local cultures, improving its framework for understanding ecological issues, encouraging recognition of grassroots action and social struggle for change, and attending to the role of women in economic and social processes. In the two concluding chapters, Sniegocki proposes that radical and grassroots perspectives together provide a basis for critiquing neoconservatism and improving CST.At least two issues deserve more attention in Sniegocki’s text. First, the principle of subsidiarity, “which asserts that issues should be dealt with at the most decentralized level appropriate to the issue at hand” (121), would seem to offer a strong grounding in CST for many grassroots arguments, yet Sniegocki gives this principle little attention. Second, Sniegocki criticizes the decision-making practices within many international development organizations, such as the International Monetary Fund (IMF), the World Bank (WB), and the World Trade Organization (WTO), for suppressing democratic participation. In many ways, this critique could also be leveled against the Roman Catholic hierarchy. Could deficiencies of CST concerning development be an outgrowth of the decision-making practices of the hierarchy, just as problems with IMF, WB, and WTO policies are an outgrowth of their decision-making practices? Sniegocki seems to recognize this possibility in a single sentence: “The resurgence within the Catholic Church in recent years of more top-down, centralized, and secretive ecclesiastical practices, while the church at the same time recommends to the broader world the importance of grassroots participation, dialogue, and human rights, makes ongoing attention to these issues especially urgent” (331). Although this sentence touches on an important question, Sniegocki leaves it here. In 2017, Carson and Flood outlined a general duty to be vaccinated, arguing from Catholic social teaching on justice, love, solidarity and the common good. This necessarily relied on assumptions about the typical nature of vaccination, assumptions which do not always hold true in concrete situations. I identify twelve criteria that, where they hold, strengthen the particular duty to be vaccinated, and, if not met, weaken or reverse it. These pertain to the biological agent which vaccination aims (...) to protect against, the vaccine and its supply, the costs and benefits of vaccination to the individual and society, and the alternative courses of action. The two-way relationship between the moral duty to be vaccinated and vaccine mandates is discussed. Individuals and policy-makers need to know these criteria – and be provided the necessary information to evaluate vaccination against them – in order to make a truly rational judgement. (shrink)

(bio)I shall approach the issue of justice in the allocation of scarce resources from the viewpoint of Catholic social teaching, as developed over the last century. This teaching is found primarily in the social encyclicals issued by popes from Leo XIII (1878–1903) to John Paul II (1978- ), but also (...) in the pastoral letters of the various bishops’ conferences, especially in the United States and in Latin America. These documents, which enjoy a high standing in Catholic teaching but which are not taken as binding in all their particulars, form part of a tradition of moral and social theorizing that a contemporary American would regard as “communitarian.” On social questions, this tradition also has shown itself to be historicist in that it is capable of modifying itself in significant ways in response to changing political and economic situations. It normally approaches issues from a universalist perspective, though it has shifted from a preoccupation with the concerns of the industrial societies of Europe to an advocacy of much of the reform agenda of the Third World.Rooted in classical and biblical sources and modified in the course of the last [End Page 401] century to include a principled acceptance of religious freedom, of human rights, and of democratic political institutions, the Catholic social tradition proposes a number of ideas that can serve as the basis for significant criticism of currently dominant liberal modes of organizing and interpreting advanced industrial societies. These ideas do not form a countertheory to liberalism so much as they indicate ways in which a religious organization that includes both hierarchical and egalitarian elements in its structure and that has both moral commitments and practical responsibilities with regard to health care can draw on its intellectual resources to develop alternative strategies for the reform of health care.I shall survey six ideas that figure prominently in Catholic social teaching and that are relevant to the allocation of scare resources in American health care. Space constraints require that I present them in a very condensed fashion, without tracing the complex development they have undergone in the internal Catholic debate or subjecting them to much criticism.First, Catholic social teaching, especially the great encyclical of John XXIII, Pacem In Terris (PT 1963), affirms the full range of human rights recognized in such modern documents as the Universal Declaration of Human Rights (1949). In addition to the civil and political rights enumerated in the Bill of Rights added to the original U.S. Constitution (1791), the Universal Declaration includes rights “to life, to bodily integrity, and to the means which are suitable for the proper development of life; these are primarily food, clothing, shelter, rest, medical care, and finally the necessary social services” (PT 11). Catholic social teaching has not committed itself to one particular way of institutionalizing these rights, but it effectively endorses the comprehensive West European welfare states that the Christian Democratic political parties helped to construct in the period after 1945.Second, Catholic social teaching has accorded a central organizing role to the notion of the common good, the realization of which “is the whole reason for the existence of civil authorities” (PT 54). The common good, however, is not to be understood as identical with the interest or the power of the state; rather, it “embraces the sum total of those conditions of social living whereby men are enabled to achieve their own integral perfection more fully and more easily” (PT 58; quoting Mater et Magistra). John XXIII is particularly anxious to affirm that the common good cannot be construed so as to exclude some groups or to violate the rights of individuals and that it must include both physical and spiritual goods (PT 55–61). The notion of the common good has both an inherent attractiveness and a vagueness that cries out for specification and clarification. It is important to bring Catholic social teaching to bear on the decisions we make as responsible citizens. We will not have a just health care policy or meaningful health care reform until the people in this country demand it. For us as Catholics, we come to decisions about what is a just health care policy based largely on the Church's social teaching.

The novel coronavirus and its disease, COVID-19, have revealed how many health systems are ill equipped to respond to a population’s health needs. While the Catholic Church has nearly two thousand years of robust engagement in health care, it has been lacking in the realm of global public health. The Catholic Church’s health care ministries have been preoccupied with responding to illness by offering immediate relief to medical suffering. It is necessary to complement the focus on interpersonal healing (...) by transforming the social structures that perpetuate patterns of illness. By drawing on their social teachings, Catholic health care ministries offer a unique contribution to global public health. This paper will develop four contributions for global public health and analyze them in light of the COVID-19 pandemic. (shrink)

Published within a year of one another, Pedagogy of the Oppressed (1970) and Justice in the World (1971) echo very similar themes, including oppression,structural injustice, and a concern for human rights and dignity. The documents also share comparable views concerning the role of schools in engenderingsocietal transformation. Both texts recommend an education which develops critical consciousness in students through a pedagogy of dialogue and praxis.Such an approach to education encourages the poor and marginalized to overcome fatalistic outlooks, which keep them (...) subordinated, and empowers them to actively engage in their own liberation. The author shares how coupling these two texts in her college course provided a means for introducing Catholic Social Teaching into the curriculum and enriching the learning experience of her students. She explains how Pedagogy of the Oppressed might be used to foreground Justice in the World and why this exercise constitutes a useful academic endeavor. The article concludes by asserting that the principles and documents of Catholic Social Teaching possess broad cross-curricular significance and that faculty should consider incorporating them into their syllabi. The social determinants of health are "those conditions in which we live, grow and age, that can affect our health and well-being." Catholic social teaching is "the Church's teaching about the ordering of life in society and about the attainment of individual and social justice." "It comprises (...) theological and philosophical traditions from biblical and ancient sources taken up and developed throughout the Christian era." This book draws on both concepts to fashion a health care resource that will add to our knowledge and understanding of the lived experiences of disadvantaged people, and - more importantly - our appreciation of ways in which this disadvantage can be overcome. The empirical findings in Collins and Porras'' study of visionary companies, Built to Last, and the normative claims about the purpose of the business firm in Centesimus Annus are found to be complementary in understanding the purpose of the business firm. A summary of the methodology and findings of Built to Lastand a short overview of Catholic Social Teaching are provided. It is shown that Centesimus Annus'' claim that the purpose of the firm is broader than just (...) profit is consistent with Collins and Porras empirical finding that firms which set a broader objective tend to be more successful than those which pursue only the maximization of profits. It is noted however that a related finding in Collins and Porras, namely that the content of the firm''s objective is not as important as internalizing some objective beyond just profit maximization, can lead to ethical myopia. Two examples are provided of this: the Walt Disney Company and Philip Morris. Centesimus Annus offers a way to expose such myopia, by providing guidance as to what the purpose of the firm is, and therefore as to what kinds of objectives are appropriate to the firm. (shrink)

Exploring the work of Bernard Lonergan and Robert Doran on culture, he takes aim at the ways in which “common good” and “Catholic social teaching” too often serve as categorical realities, as if they had a universal and absolute meaning applicable to any concrete situation. He recasts CST by placing it in dialogue with contemporary currents in philosophy and social science and notes both the broader meaning and the fluidity of social justice within CST. He develops what he calls a “modified eudemonistic perspective... to highlight incompleteness in social justice and a common good taken by themselves” (25). This calls for a “reflexive culture,” along the lines of the “transcendental humanism” in Benedict XVI’s Caritas in veritate. While the emphasis on “human flourishing” certainly has a long history in the tradition, Hughson’s approach empowers local communities to make CST their own as a mode of discerning what fosters or undermines human flourishing. For too long CST “has ignored how movement toward just social practice depends on two factors, reflexive culture ‘from above’ and popular culture ‘from within’ practicality” (22). This perspective links well with the insights and concerns of liberation theology, notably its ecclesiology, and helps clarify the meaning and potential of CST.Several essays in the volume pick up this theme even as they explore the many prisms through which one can understand “culture.” David Kaulemu reflects on the African situation in ways similar to Paulinus Odozor and Agbonkhianmeghe Orobator, calling for “moral/cultural/spiritual efforts to accompany our political and economic reforms” (37). He explores cultural resources for and barriers to human flourishing in an African context. Agnes Brazal (East Asia) and Joseph Jadhav (India) write in a similar vein: Brazal on the relationship between the role of “harmony” in an East Asian world view and the fragmentation and hybridity engendered by globalization; Jadhav on the interplay between CST and local culture in an arid rural part of India, which has created possibilities for culturally transformative action. John Coleman’s rich and nuanced reflection on North American (especially US) culture underlines the challenges CST faces.Sandie Cornish and David Freeman (Australia) and Johan Verstraeten (EU) explore ecclesiological perspectives: how episcopal, religious, and lay groups have read “the signs of the times” in their area, though largely without a cultural-critical frame. Curiously, the volume avoids any cultural critique of the Church; the dialectic “from above” and “from below” remains ad extra, although Coleman does note how US bishops have frequently undercut their ability to engage culture by focusing narrowly on the institutional interests of the Church. [End Page 212]In sum, the volume advances the work of CST by reframing key concepts within a broader perspective, in particular one that invites voices “from below.” It exposes the reader, especially those familiar with CST, to contemporary dialogues on the ethical significance of “culture” while deepening the value of CST for contemporary reflection. Since Pope Leo XIII wrote Rerum Novarum, the Catholic Church, while opposing socialism, has adopted a skeptical and suspicious posture with regard to the free market. The popes have supported labor unions, the idea of a "just wage," and a variety of other interventions. Yet the economic recommendations of the Church have consistently proven counterproductive, and have apparently been devised without recourse to economic law.
