Whilst the nature of human illness is not determined by time of day or day of week, we currently structure health service delivery around a five-day delivery model. At least one country is endeavouring to develop a systems-based approach to planning a transition from five- to seven-day healthcare delivery models, and some services are independently instituting program reorganization to achieve these ends as research, amongst other things, highlights increased mortality and morbidity for weekend and after-hours admissions to hospitals. In this (...) article, we argue that this issue does not merely raise instrumental concerns but also opens up a normative ethical dimension, recognizing that clinical ethical dilemmas are impacted on and created by systems of care. Using health policy ethics, we critically examine whether our health services, as currently structured, are at odds with ethical obligations for patient care and broader collective goals associated with the provision of publicly funded health services. We conclude by arguing that a critical health policy ethics perspective applying relevant ethical values and principles needs to be included when considering whether and how to transition from five-day to seven-day models for health delivery. IntroductionThe abstracts of a conference are important for informing the participants about the results that are communicated. However, there is poor reporting in conference abstracts in disability research. This paper aims to assess the reporting in the abstracts presented at the 5th African Network for Evidence-to-Action in Disability (AfriNEAD) Conference in Ghana.MethodsThis descriptive study extracted information from the abstracts presented at the 5th AfriNEAD Conference. Three reviewers independently reviewed all the included abstracts using a predefined data extraction form. Descriptive statistics (...) were used to analyze the extracted information, using Stata version 15.ResultsOf the 76 abstracts assessed, 54 met the inclusion criteria, while 22 were excluded. More than half of all the included abstracts (32/54; 59.26%) were studies conducted in Ghana. Some of the included abstracts did not report on the study design (37/54; 68.5%), the type of analysis performed (30/54; 55.56%), the sampling (27/54; 50%), and the sample size (18/54; 33.33%). Almost all the included abstracts did not report the age distribution and the gender of the participants.ConclusionThe study findings confirm that there is poor reporting of methods and findings in conference abstracts. Future conference organizers should critically examine abstracts to ensure that these issues are adequately addressed, so that findings are effectively communicated to participants. (shrink)

The “information age” is often thought in terms of the digital revolution that begins with Turing’s 1937 paper, “On computable numbers, with an application to the Entscheidungsproblem.” However, this can only be partially correct. There are two aspects to Turing’s work: one dealing with questions of computation that leads to computer science and another concerned with building computing machines that leads to computer engineering. Here, we emphasize the latter because it shows us a Turing connected with mechanisms of information flow (...) rather than solely with the mathematical and logical problems of computability for which he is better known. Our reasons for doing so will become clear in what follows. In fact, the 1937 paper just mentioned provides a general schematic for building a computing machine; this mechanical connection puts Turing on an historical continuum with others who discovered mechanisms to cope with information. Of those involved in this quest in the 19th Century, two people in particular, Edison and Bell, had explicit visions of an information age that would follow from their work. Because they were explicitly aware of what they were doing and partly brought it about long before 1937, they deserve substantial credit for the information age they set out to inaugurate. Regarding one purely mechanical and non-electronic technology, Edison noted ten uses for the phonograph, including not only the replication of sound, but also “connection with the telephone, so as to make that instrument an auxiliary in the transmission of permanent and invaluable records, instead of being the recipient of momentary and fleeting communication”. Even though the telephone was only two years old when Edison wrote of a network made up of mechanical hard storage systems and people connected by wire, the network vision was already clearly in his head. The PBR theorem gives insight into how quantum mechanics describes a physical system. This paper explores PBRs’ general result and shows that it does not disallow the ensemble interpretation of quantum mechanics and maintains, as it must, the fundamentally statistical character of quantum mechanics. This is illustrated by drawing an analogy with an ideal gas. An ensemble interpretation of the Schrödinger cat experiment that does not violate the PBR conclusion is also given. The ramifications, limits, and weaknesses of the PBR (...) assumptions, especially in light of lessons learned from Bell’s theorem, are elucidated. It is shown that, if valid, PBRs’ conclusion specifies what type of ensemble interpretations are possible. The PBR conclusion would require a more direct correspondence between the quantum state ) and the reality it describes than might otherwise be expected. A simple terminology is introduced to clarify this greater correspondence. (shrink)

An overview of: "Why Red Doesn't Sound Like a Bell. Understanding the feel of consciousness".

Frauchiger and Renner have recently claimed to prove that “Single-world interpretations of quantum theory cannot be self-consistent”. This is contradicted by a construction due to Bell, inspired by Bohmian mechanics, which shows that any quantum system can be modelled in such a way that there is only one “world” at any time, but the predictions of quantum theory are reproduced. This Bell–Bohmian theory is applied to the experiment proposed by Frauchiger and Renner, and their argument is critically examined. (...) It is concluded that it is their version of “standard quantum theory”, incorporating state vector collapse upon measurement, that is not self-consistent. (shrink)

I live just off of Bell Road outside of Newburgh, Indiana, a small town of 3,000 people. A mile down the street Bell Road intersects with Telephone Road not as a modern reminder of a technology belonging to bygone days, but as testimony that this technology, now more than a century and a quarter old, is still with us. In an age that prides itself on its digital devices and in which the computer now equals the telephone as (...) a medium of communication, it is easy to forget the debt we owe to an era that industrialized the flow of information, that the light bulb, to pick a singular example, which is useful for upgrading visual information we might otherwise overlook, nonetheless remains the most prevalent of all modern day information technologies. Edison’s light bulb, of course, belongs to a different order of informational devices than the computer, but not so the telephone, not entirely anyway. Alan Turing, best known for his work on the Theory of Computation (1937), the Turing Machine (also 1937) and the Turing Test (1950), is often credited with being the father of computer science and the father of artificial intelligence. Less well-known to the casual reader but equally important is his work in computer engineering. The following lecture on the Automatic Computing Engine, or ACE, shows Turing in this different light, as a mechanist concerned with getting the greatest computational power from minimal hardware resources. Yet Turing’s work on mechanisms is often eclipsed by his thoughts on computability and his other theoretical interests. This is unfortunate for several reasons, one being that it obscures our picture of the historical trajectory of information technology, a second that it emphasizes a false dichotomy between “hardware” and “software” to which Turing himself did not ascribe but which has, nonetheless, confused researchers who study the nature of mind and intelligence for generations.. It is argued that the conventional formulation of quantum mechanics is inadequate: the usual interpretation of the mathematical formalism in terms of the results of measurements cannot be applied to situations in which discontinuous transitions (''quantum jumps'') are observed as they happen, since nothing that can be called a measurement happens at the moment of observation. Attempts to force such observations into the standard mould lead to absurd results: ''a watched pot never boils''. Experiments show both that this result is (...) correct when the experiment does indeed consist of a series of measurements, and that it is not when the experiment consists of a period of observation: quantum jumps do happen. The possibilities for improving the formulation by incorporating transitions in the basic postulates are reviewed, and a satisfactory postulate is obtained by modifying a suggestion of Bell's. This requires a distinction between the external description of the whole of a physical system and internal descriptions which are themselves physical events in the system. It is shown that this gives correct results for simple unstable systems and for the quantum-jump experiments. (shrink)

When A. J. Ayer arrived in Oxford in the autumn of 1929 he had no thought of becoming a professional philosopher. He intended to go to the Bar, but, in the manner of an Etonian, by way of Literae Humaniores rather than the study of law. He had read a couple of philosophical books. The first of them was Russell's Sceptical Essays , which he bought on its first appearance in 1928. The other was Principia Ethica , to which he (...) had been led by a reverent aside in Clive Bell's Art . These choices were significant. Ayer always thought of himself as Russell's successor. He modelled his thought on that of Russell, both in its content and in its unguarded expression and also, to some extent, his manner of life, both political and amorous. What he got from Moore is less obvious, although his respect for Moore is evident, as is shown by the preface to Language, Truth and Logic and by his devoting a book to a close examination of his ideas, along with those of Russell. An important likeness is that both Moore and Ayer were provoked to philosophize by the assertions of other philosophers, not by problems arising outside philosophy in mathematics or the sciences, in history or everyday life. In this article, I demonstrate fundamental weaknesses in the ability of critical understandings of race to produce reliable knowledge of how social actors use social comparisons as a way to align self with ingroup. I trace these weaknesses to two sources: The first is relying on social status as an explanation for race-based assessments, ingroup motivations, and social constructions of otherness. This is opposed to leaning on assessments grounded in social psychological research that links properties of human cognition to the (...) development and maintenance of social identities. The second weakness is an open support for activist research that is often situated in radical multiculturalism. Because critical race scholars openly side with racial minorities’ interests, they tend to establish incomplete assessments of social behaviors and social constructs linked to racial identities in order to maintain their stated political allegiances. To demonstrate these and other weaknesses, I draw upon the theoretical insights of social identity theory which is used to reassess Bell and Hartmann's (2007) critical race analysis of diversity dialogue in American society. Education for Total Liberation is a collection of essays from leaders in the field of critical animal pedagogy (CAP). CAP emerges from activist educators teaching critical animal studies and is rooted in critical theory as well as the animal advocacy movement. Critical animal studies (CAS) argues for an interdisciplinary approach to understanding our relationships with nonhuman animals. CAS challenges two specific fields of theory: (1) animal studies, rooted in vivisection and testing on animals in the hard sciences and (2) human-animal (...) studies, which reinforces a socially constructed binary between humans and animals and adopts abstract theoretical approaches. In contrast, CAS takes a progressive and committed approach to scholarship and sees the exploitation of nonhuman animals as interrelated with oppression of humans based on class, gender, race, ability, sexuality, age, and citizenship. CAS promotes the liberation of all animals and challenges all systems of domination. In the classical case (bits), this means the possible marginal distributions of a probability distribution on a finite number of binary variables; we give necessary and sufficient conditions for a set of probability distributions on all proper subsets of the variables to be the marginals of a single distribution on the full set. In the quantum case (qubits), we consider mixed states of subsets of a set (...) of qubits; in the case of three qubits we find quantum Bell inequalities—necessary conditions for a set of two-qubit states to be the reduced states of a mixed state of three qubits. Trans and gender-nonconforming people sometimes say that certain gender norms are authentic for them. For example, a trans man might say that abiding by norms of masculinity tracks who he really is. Authenticity is sometimes taken to appeal to an essential, pre-social “inner self.” It is also sometimes understood as a moral notion. Authenticity claims about gender norms therefore appear inimical to two key commitments in feminist philosophy: that all gender norms are socially constructed, and that many domains of gender (...) norms are both morally and prudentially bad. I argue that that this apparent tension is illusory. Concordant with existing trans narratives of authenticity, I articulate an existentialist view that understands authenticity as a socially embedded, constructive project undertaken in a non-ideal social world, rather than a reflective uncovering of a pre-given, essential self. I then show that authenticity and morality can come apart; what is authentic for someone need not be either morally good or good for them. I conclude that the authenticity of gender norms does not cut against the feminist commitments that I identify. This conclusion enables a theoretical space that is both respectful of trans experience and critical of dominant gender norms, an important liberatory goal. (shrink)

I detail the most central motivation of this version of the theory against its more traditional rival, according to which there are no irreducible normative properties at all. While philosophers of mind have been arguing over the status of mental representations in cognitive science, cognitive scientists have been quietly engaged in studying perception, action, and cognition without explaining them in terms of mental representation. In this book, Anthony Chemero describes this nonrepresentational approach, puts it in historical and conceptual context, and applies it to traditional problems in the philosophy of mind. Radical embodied cognitive science is a direct descendant of the American naturalist psychology of William James and (...) John Dewey, and follows them in viewing perception and cognition to be understandable only in terms of action in the environment. Chemero argues that cognition should be described in terms of agent-environment dynamics rather than in terms of computation and representation. After outlining this orientation to cognition, Chemero proposes a methodology: dynamical systems theory, which would explain things dynamically and without reference to representation. He also advances a background theory: Gibsonian ecological psychology, "shored up" and clarified. Chemero then looks at some traditional philosophical problems through the lens of radical embodied cognitive science and concludes that the comparative ease with which it resolves these problems, combined with its empirical promise, makes this approach to cognitive science a rewarding one. "Jerry Fodor is my favorite philosopher," Chemero writes in his preface, adding, "I think that Jerry Fodor is wrong about nearly everything."
