It might be conjectured that new models of regional economic development, combined with the emerging understanding of multifunctional agriculture, would suggest a new and perhaps more optimistic perspective on the potential of agriculture as an engine of regional economic growth. My purpose here is begin the process of surveying the relevant literature, unraveling the arguments and gleaning evidence from the published empirical record, and drawing-out some implications that may help focus our deliberations over the next few days.

The precautionary principle (PP) is fundamentally a claim that acting to avoid and/or mitigate threats of serious harm should be accorded high priority in public policy. Over the last three decades, governments and international bodies have endorsed it in principle, and some of them have incorporated it into some areas of policy practice. Yet, PP is controversial in policy circles, public discussion and scholarly discourse. Here the PP literature is reviewed from the perspective of economics, where the tendency is to (...) see theory and methods for rational decision-making under risk and uncertainty as well-established and risk management tools as well developed, and to view the PP with some circumspection. Following a brief introduction to PP concepts, history, applications, and controversies, I review and critique the standard economic approach to decision-making and risk management (here labeled ordinary risk management, ORM), identifying areas of incompleteness especially in the treatment of disproportionate and asymmetric threats. After reviewing some of the more prominent PP controversies in the scholarly literature, I suggest a conceptual framework for a PP that may withstand the major criticisms levied against the PP and make a unique and valid contribution to a decision and risk management arsenal that includes ORM. The framework relates the nature of the threat, the evidence, and the remedy indicated; and each of these elements is discussed in some detail. The scope of this PP is identified in general terms and distinguished from the quantity restrictions and regulatory safety margins that often serve as practical heuristics when ORM-based policies are implemented. Because the PP is clearly identified as a principle, I discuss the role of principles in policy design and implementation, and conclude with some suggestions as to how this PP could guide policy and management. Two key research issues in the field of causal learning are how people acquire causal knowledge when observing data that are presented sequentially, and the level of abstraction at which learning takes place. Does sequential causal learning solely involve the acquisition of specific cause-effect links, or do learners also acquire knowledge about abstract causal constraints? Recent empirical studies have revealed that experience with one set of causal cues can dramatically alter subsequent learning and performance with entirely different cues, suggesting that (...) learning involves abstract transfer, and such transfer effects involve sequential presentation of distinct sets of causal cues. It has been demonstrated that pre-training can modulate classic causal learning phenomena such as forward and backward blocking. To account for these effects, we propose a Bayesian theory of sequential causal learning. The theory assumes that humans are able to consider and use several alternative causal generative models, each instantiating a different causal integration rule. Model selection is used to decide which integration rule to use in a given learning environment in order to infer causal knowledge from sequential data. Detailed computer simulations demonstrate that humans rely on the abstract characteristics of outcome variables to select a causal integration rule, which in turn alters causal learning in a variety of blocking and overshadowing paradigms. When the nature of the outcome variable is ambiguous, humans select the model that yields the best fit with the recent environment, and then apply it to subsequent learning tasks. Based on sequential patterns of cue-outcome co-occurrence, the theory can account for a range of phenomena in sequential causal learning, including various blocking effects, primacy effects in some experimental conditions, and apparently abstract transfer of causal knowledge. The λ model suggests that detailed kinematics arise from changes in control variables and need not be explicitly planned. However, we have shown that when moving a grasped object, grip force is precisely modulated in phase with acceleration-dependent inertial load. This suggests that the motor system can predict detailed kinematics. This prediction may be based on a forward model of the dynamics of the loaded limb.

This article examines the impact of female leadership on corporate social responsibility (CSR) practices in publicly traded corporations. Our analysis finds that female leadership matters. For example, female leadership at the board level increases the likelihood of having a female CEO and the overall percentage of women executives in firms. The study measures CSR practices using the Thomson Reuters corporate responsibility ratings (TRCRR) from the Thomson Reuters ASSET4 database for 1242 firms over a 7-year period, from 2009 to 2015. Panel (...) regression estimates indicate that board gender diversity (BGD) has a positive impact on CSR, while two other measures of female leadership (presence of female CEO and percentage of female executives) were largely insignificant. We perform our analysis in the context of upper echelons theory and expand on recent studies of the impact of female leadership on CSR practices by using a different and a larger data set than previous research studies. Late in 1990, the Center for the Study of Ethics in the Professions at Illinois Institute of Technology (lIT) received a grant of more than $200,000 from the National Science Foundation to try a campus-wide approach to integrating professional ethics into its technical curriculum.! Enough has now been accomplished to draw some tentative conclusions. I am the grant's principal investigator. In this paper, I shall describe what we at lIT did, what we learned, and what others, especially philosophers, can learn (...) from us. Applied first in ancient Greece to the heights of literary expression, in the 18th-century the sublime was extended to nature and to the sciences, enterprises that viewed the natural world as a manifestation of God's goodness, power, and wisdom. Occupational fraud frequently involves the direct or indirect participation of professional accountants. To reduce fraud, companies often focus on the incentive/pressure and opportunity legs of the fraud triangle, perhaps believing that rationalization is beyond their control. We argue that rationalization reduction is necessary to minimize occupational fraud. We propose that educators and PA consider incorporating fences as controls to reduce rationalization. Because they focus on compliance and risk avoidance and are non-negotiable, fences appeal to accountant’s Myers Briggs personalities and conventional (...) level of moral development. Educators can teach students about the fences used in practice, and explain how they help new professionals resist pressures and temptations. By adding fences to existing professional guidance, accountants can reduce the likelihood that they will be a party to fraud. (shrink)

Sustainable investment, which integrates social, environmental and ethical issues, has grown from a niche market of individual ethical investors to embrace institutional investors resulting in £764 billion in assets under management in the UK alone [Eurosif, 2008: ‘European SRI Study 2008’ ]. Explaining this growth is complex, involving shifts in personal and collective values, reactions to corporate scandals, scientific and media pronouncements about climate change, Government initiatives, responses from financial markets and the influence of SI innovators in The City of (...) London. The article examines the influence of human agency through interviews with 14 SI champions who have variously been responsible for launching SI funds and changing investment processes and organisational structures in order to enhance SI. Interviewees were asked about their motivations and persuasive strategies, the obstacles they faced and how they overcame them as well as broader implications of SI for financial markets. The following key categories inform the results and the discussion: Values; Conservatism, Antipathy and Incredulity; Optimism and Sympathy from Insiders; The Social and Political Context; The Business Case; Organisational Constraints; Inappropriate forms of Remuneration; Short-termism; The Nature of Capitalism. Three discourses were also identified. The first is the necessity to make a business case for SI; the second is the benefits that SI can bring to the quest of overcoming short-termism; the third is a belief that for SI to have a significant influence, greater government intervention is required. Free marketeers claim that theirs is the only economic mechanism which respects and furthers human freedom. Socialism, they say, has been thoroughly discredited. Most libertarians treat the state in anything other than its minimal, 'nightwatchman' form as a repressive embodiment of evil. Some reject the state altogether. But is the 'free market idea' a rationally defensible belief? Or do its proponents fail to examine the philosophical roots of their so-called freedom? _Anti-libertarianism_ takes a sceptical look at the conceptual tenets of (...) free market politics. There is currently no consensus from the relevant stakeholders regarding the operational and construct definitions of child assent for research. As such, the requirements for assent are often construed in different ways, institutionally disparate, and often conflated with those of parental consent. Development of a standardized operational definition of assent would thus be important to ensure that investigators, institutional review boards, and policy makers consider the assent process in the same way. To this end, we describe a Delphi study that (...) provided consensus from a panel of expert stakeholders regarding the definitions of child assent for research. Based on current guidelines, a preliminary definition of assent was generated and sent out for review to a Delphi panel including pediatric bioethicists and researchers, Institutional Review Board members, parents, and individuals with regulatory/legal expertise. For each subsequent review, the process of summarizing and revising responses was repeated until consensus was achieved. Panelists were also required to rank order elements of assent that they believed were most important in defining the underlying constructs of the assent process. In providing these rankings, panelists were asked to frame their responses in the contexts of younger and adolescents/older children in non-therapeutic and therapeutic trials. Summary rankings of the most important identified elements were then used to generate written construct definitions which were sent out for iterative reviews by the expert panel. Consensus regarding the operational definition was reached by 14/18 of the panel members. Seventeen panelists agreed with the definitions of capacity for assent, elements of disclosure for younger children, and the requirements for meaningful assent, respectively. Fifteen members agreed with the elements of disclosure for adolescents/older children. It is hoped that this study will positively inform and effect change in the way investigators, regulators, and IRBs operationalize the assent process, respect children’s developing autonomy, and in concert with parental permission, ensure the protection of children who participate in research. Derrida takes positions on his detractors, his supporters, and the two major preoccupations of French intellectual life, Marxism and psychoanalysis. The interviews included in this volume offer a multifaceted view of Derrida. "Implications: Interview with Henri Ronse" contains a succinct statement of principles. "Seminology and Grammatology: Interview with Julia (...) Kristeva" provides important clarifications of the role played by linguistics in Derrida's work. "Positions: Interview with Jean-Louis Houdebine and Guy Scarpetta" is a wide-ranging discussion that touches on many of the polemics that Derrida's work has provoked. Alan Bass, whose translation of _Writing and Difference_ was highly praised for its clarity, accuracy, and readability, has provided extremely useful critical notes, full of vital information, including historical background. In the 20th century, genetic explanatory approaches became dominant in both developmental and evolutionary biological research. By contrast, physical approaches, which appeal to properties such as mechanical forces, were largely relegated to the margins, despite important advances in modeling. Recently, there have been renewed attempts to find balanced viewpoints that integrate both biological physics and molecular genetics into explanations of developmental and evolutionary phenomena. Here we introduce the 2017 SICB symposium “Physical and Genetic Mechanisms for Evolutionary Novelty” that was dedicated (...) to exploring empirical cases where both biological physics and developmental genetic considerations are crucial. To further contextualize these case studies, we offer two theoretical frameworks for integrating genetic and physical explanations: combining complementary perspectives and comprehensive unification. We conclude by arguing that intentional reflection on conceptual questions about investigation, explanation, and integration is critical to achieving significant empirical and theoretical advances in our understanding of how novel forms originate across the tree of life. Relying on a sexual encounter that he had once while in graduate school, Soble explores in this essay two important and under-explored ideas in sexual ethics. The first is whether there are sexual duties to others (including, even especially, to strangers), and what the source of such duties might be. He provides good reasons, rooted in both religious and secular thought, for believing that such duties exist. The second is whether there are supererogatory sexual actions—sexual actions that go beyond the (...) demands of duty—and what conditions an act needs to satisfy in order to be supererogatory. Soble uses the sexual encounter that opens the essay to test our intuitions about these two ideas and his own arguments, and to underscore the complications involved in attempting to find secure answers as to whether some sexual acts are dutiful, done from duty, or supererogatory. For humanists the perfect language was a revived Classical Latin. For scholastics it was a practical logic adapted to the needs of education. Though they have long been portrayed as arch rivals, Alan Perreiah here argues that humanists and scholastics were working in complementary ways toward some of the same goals: most significantly, the early modern search for the perfect language. The study advances research on language pedagogy in the Renaissance by clarifying the connections between truth and translation.

Arguments for scepticism about perceptual knowledge are often said to have intuitively plausible premises. In this discussion I question this view in relation to an argument from ignorance and argue that the supposed persuasiveness of the argument depends on debatable background assumptions about knowledge or justification. A reasonable response to scepticism has to show there is a plausible epistemological perspective that can make sense of our having perceptual knowledge. I present such a perspective. In order give a more satisfying response (...) to scepticism, we need also to consider the standing of background beliefs. This is required since the recognitional abilities that enable us to have perceptual knowledge are informed by, or presuppose, a picture or conception of the world the correctness of which we have not ascertained. The question is how, in the face of this, to make sense of responsible belief-formation. In addressing this problem I make a suggestion about the standing of certain crucial beliefs linking appearances with membership of kinds. (shrink)

I will use Angle's book as a platform for consideration of a (...) number of issues regarding the role of philosophy, history, and power politics in relation to human rights in China and elsewhere.Angle focuses his discussion on two claims: first, that countries have different concepts of human rights, and second, that we ought not demand that countries comply with human-rights concepts different from their own.1 These two claims (or something similar) are central to China's official position on rights and to humanrights debates more generally, including the debate about values in Asia.2Angle's response, in short, is that there are distinctive concepts of human rights in China, and that "there have been both continuities and changes in the ways that rights have been conceptualized over the course of China's rich and distinctive rights discourse" (p. 250). However, the only way a community can unilaterally declare its values and practices immune from the scrutiny of others is through "parochialism," which, according to Angle, cuts off that community from making legitimate demands on others. Rather, he suggests, we "should seek an accommodation of differences with one another in the spirit of toleration, and on that basis engage one another on as many levels as possible" (pp. 250-251).One of the many great strengths of this book is that Angle grounds his responses in an interesting and insightful discussion of contemporary philosophers, assessing along the way the contributions and limits of MacIntrye, Rawls, Dworkin, Raz, Walzer, and especially Brandom, among others, to this cross-cultural inquiry of human rights. It might seem, given this list of luminaries, Angle's own training in Western analytic philosophy, and his position in the philosophy department of an American university, that Western philosophy is driving the debate and dictating the fundamental terms and parameters of the inquiry.3 This, of course, is precisely one of the complaints of non-Westerners such as Liu Huaqiu, who argue that they are being measured by Western standards, that rights are concepts grounded in historically contingent modern Western philosophical traditions, and that the rights movement is biased in favor of secular liberalism, which is at odds with and may preclude states based on religious worldviews and communitarian or collectivist [End Page 283] points of view that do not privilege autonomy, choice, and individual interests to the extent that liberals do.Angle's response is twofold. First, he argues, sensibly enough, that we cannot and need not set aside or escape our traditions and value systems. Cross-cultural inquiry must begin from somewhere. But we must remain open-minded and willing to continue the conversation, at least for a considerable while and in most cases indefinitely, even if in some cases we simultaneously must rely on coercion and repression.4 As discussed below, Angle endorses a limited moral pluralism that tolerates some differences while not providing an excuse for appeasing dictators or turning a blind eye to genocide and other atrocities.Second, Angle is not out simply to measure China by the standards of contemporary Western philosophers. Rather, he wants to show that China has its own distinctive discourse on rights, and that this discourse is multifaceted and constantly evolving. According to Angle, "Chinese rights discourse should be seen as an ongoing creative achievement, rather than a reaction to or misunderstanding of Western ideas and institutions" (p. 2).5 He shows this by providing a detailed intellectual history of Chinese rights discourse, another great strength of the book. This book aims to distil the essentials of liberal constitutionalism from the jurisprudence and practice of contemporary liberal-democratic states. Most constitutional theorists have despaired of a liberal consensus on the fundamental goals of constitutional order. Instead they have contented themselves either with agreement on lower-level principles on which those who disagree on fundamentals may coincidentally converge, or, alternatively with a process for translating fundamental disgreement into acceptable laws. Alan Brudner suggests a conception of fundamental justice that liberals of competing (...) philosophic schools may accept as fulfilling their own basic commitments. He argues that the model liberal-democratic constitution is best understood as a unity of three constitutional frameworks: libertarian, egalitarian, and communitarian. Each of these has a particular conception of public reason. Brudner criticizes each of these frameworks insofar as its organizing conception claims to be fundamental, and moves forward to suggest an Hegelian conception of public reason within which each framework is contained as a constituent element of a whole. When viewed in this light, the liberal constitution embodies a surprising synthesis. It reconciles a commitment to individual liberty and freedom of conscience with the perfectionist idea that the state ought to cultivate a type of personality whose fundamental ends are the goods essential to dignity. Such a reconciliation, the author suggests, may attract competing liberalisms to a consensus on an inclusive conception of public reason under which political authority is validated for those who share a confidence in the individual's inviolable worth. To speedily explore as many innovations as possible, students are sometimes encouraged to (...) follow an alternative pathway, to create “design fiction.” Intended to exist only on paper or the screen, a “design fiction” is not really destined for the real world.1 As a learning technique, it allows for a significant degree of technical experimentation as well as the imagining of new social arrangements. Many design experts see this “free-for-all” method as rather annoying and untrustworthy—more art than science. Yet for the most creative students, it serves to liberate them from the various constraints of their discipline. My own peculiar process of “design fiction” is what I call the “Literary Method of Urban Design.” I will come to this method in a moment.Last year, I was invited by the Bauhaus Museum in Weimar, Germany, to contribute artworks for a special exhibition entitled “Ways to Utopia: Life Between Desire and Crisis” (running from April 1, 2023—January 29, 2024).2 [End Page 560] This exhibition is a celebration of the one-hundredth anniversary of the Bauhaus’s first architectural product: a modern suburban family home in the city of Weimar called the Haus Am Horn. Built in 1923 the Haus Am Horn ushered in the Bauhaus style, a streamlined functional elegance presented in clean, bright, hopeful hues.3 Beyond just style, though, the house was proffered up in utopian terms. Its Bauhaus creators suggested that such a home could be mass-produced on an industrial scale cheaply and efficiently to provide elegant living to every single family in Europe, be they rich or poor. In its first iteration, the Staatliches Bauhaus was a high-spirited, playful, future-oriented, and socially aware fine arts and architecture school that ran from 1919 to 1933 in Weimar, then Dessau, then Berlin. However, its liberalism and experimentation away from traditional teaching and practice invited scorn from conservatives and from the Nazi Party. The former took the Bauhaus school’s funding away; the latter shuttered it for good. Despite the closure of the building, the Bauhaus style transformed design across the world as former teachers and ex-students applied Bauhaus principles and approaches in new settings. The old Bauhaus school has since been resurrected, with the opening of Bauhaus Universität Weimar, and the Bauhaus Museum, with locations in Weimar and Dessau.A few years back, Skyhorse Publishers published a book of my own “design fictions” depicting real-world cities set far in the future, each presented in utopian terms.4 Because of this, the Bauhaus approached me to help them celebrate their centennial anniversary by displaying my utopian urban designs in their museum. However, to convey the centenary theme of the exhibition, they requested exactly 100 different artworks of 100 different urban utopias portraying 100 different real-world cities set 100 years in the future. At the time, I had only produced eighty such works over the preceding decade. However, since the exhibition was to include masterworks by Bauhaus design greats like George Muche and Alma Buscher, I did not want to fall short. While his critique of modernity is often persuasive, this essay questions whether Cavanaugh's assessment of modernity can be complemented by a more differentiated approach. In this volume, authors Alan Bailey and Dan O'Brien examine the full import of David Hume's arguments and the context of the society in which his work came to fruition. They analyze the nuanced nature of Hume's philosophical discourse and provide an informed look into his position on the possible content and rational justification of religious belief. The authors first detail the pressures and forms of repression that confronted any 18th century thinker wishing to challenge publicly the truth of (...) Christian theism. From there, they offer an overview of Hume's writings on religion, paying particular attention to the inter-relationships between the various works. They show that Hume's writings on religion are best seen as an artfully constructed web of irreligious argument that seeks to push forward a radical outlook, one that only emerges when the attention shifts from the individual sections of the web to its overall structure and context. Even though there is no explicit denial in any of Hume's published writings or private correspondence of the existence of God, the implications of his arguments often seem to point strongly towards atheism. David Hume was one of the leading British critics of Christianity and all forms of religion at a time when public utterances or published writings denying the truth of Christianity were liable to legal prosecution. His philosophical and historical writings offer a sustained and remarkably open critique of religion that is unmatched by any previous author writing in English. Yet, despite Hume's widespread reputation amongst his contemporaries for extreme irreligion, the subtle and measured manner in which he presents his position means that it remains far from clear how radical his views actually were.
