The COVID-19 pathogen led to a fast expanding pandemic because it proved lethal in certain populations but could be transmitted by persons who appeared healthy. As a result, researchers came under unprecedented time pressure to develop a vaccine. This case study focuses on the first COVID-19 vaccine, which was approved for use in humans, known as Comirnaty, the BioNTech-Pfizer COVID-19 vaccine or Vaccine BNT162b2. With the benefit of hindsight, we show how close collaboration with regulators and trust-based decisions meant that (...) the race for a COVID-19 vaccine was won without purposefully infecting healthy participants with an infectious agent that can cause severe illness or death and for which no rescue therapy had existed. This study aimed to explore practices and strategies that have successfully reduced time-to-proficiency of the workforce in large multinational organisations and develop a model based on them. The central research question of this study was: How can organisations accelerate time-to-proficiency of employees in the workplace? The study addressed three aspects: the meaning of accelerated proficiency, as seen by business leaders; the business factors driving the need for shorter time-to-proficiency and benefits accrued from it; and practices and strategies to shorten time-to-proficiency (...) of the workforce. 85 participants (n=85) from 7 countries who represented 10 economic sectors, 20 business sectors and 28 industry groups contributed 66 successful bounded project cases. A qualitative research approach was used. Data were collected through in-depth interviews with project leaders and by collecting additional project case documents. Data were analysed using thematic analysis to identify the themes in the data. Matrix analysis was then used to perform within-case and cross-case analysis to compare the project cases. 11 overarching themes were developed from the data analysis, out of which two overarching themes explained the characteristics of job-role proficiency and accelerated proficiency, while three overarching themes described the magnituide and scale of time-to-proficiency business problem, business drivers for accelerating proficiency and business benefits of reduced time-to-proficiency. Six overarching themes revealed the business practices employed by organisations to reduce time-to-proficiency: (1) Defining business-driven proficiency measures in terms of expected business outcomes from a job role; (2) Developing a proficiency reference map of all the inputs, conditions and roadblocks that determine or influence how required business outcomes are being produced in a job role; (3) Sequencing an efficient proficiency path of activities and experiences ordered to produce the desired business outcomes in the shortest possible time; (4) Manufacturing accelerated contextual experiences by leveraging on-the-job opportunities or training interventions in a compressed time-frame; (5) Promoting an active emotional immersion through engagements, consequences, stakes, feedback and proficiency assessments; and (6) Setting up a proficiency eco-system, providing timely support to performers while doing the job such as enabling job environment, highly involved manager, structured mentoring from experts, purposeful social connectivity with peers, leveraging subject matter experts and on-demand performance support systems. Organisations orchestrated these six business practices as an input-output-feedback system to reduce time-to-proficiency of the workforce. A conceptual model (Accelerated Proficiency Model) was developed representing interactions among six business-level practices/processes as a closed-loop system to explain the concept and process of accelerated proficiency in the workplace. These practices were implemented through a set of twenty-four strategies proven successful in various contexts. The strategies employed were much beyond the boundaries of conventional training interventions. The job itself acted as the primary mechanism to accelerate proficiency. A two-level hierarchical framework (6/24 framework of strategies) was also constructed in the form of a checklist consisting of six practices and twenty-four strategies for practitioners. Overall, the findings of this research study contribute significantly to the body of knowledge on accelerated proficiency. In particular, the conceptual model and the framework developed in this study can be implemented across a range of contexts, business sectors, job types and settings to reduce time-to-proficiency of the workforce. The high pace business environment poses great competition among firms. The key to an organisation’s survival is its workforce. Time taken by the workforce to reach to full proficiency in their job role takes very long in certain job roles. Thus, shortening time-to-proficiency of employees is a critical business problem for today’s organisations. This qualitative research study explored the proven practices and strategies that have successfully reduced time-to-proficiency of the workforce in various settings. A total of 93 participants from seven (...) countries participated in the research study. Bounded project case was used as sampling unit and unit of analysis in this study. This study collected 67 successful project cases with the evidence of significant reduction in time-to-proficiency of the workforce in their settings. These project cases spanned across nine economic sectors, 20 business sectors and 28 industry groups. This study revealed that project leaders across the board used six practices to successfully reduced the time-to-proficiency. In such a context, Palestinians and international solidarity activists find themselves confronting a quintessential 21 st century activist dilemma: how to craft a strategy of what Paul Virilio calls “popular defense” at a time when everyone seems to be implicated in the machinery of global violence? I argue that while this dilemma represents a formidable challenge for Palestinians, it also helps explain why the Palestinian struggle is increasingly able to build bridges with wider struggles for global justice, ecological sustainability, and indigenous rights. The 2011 Nobel Prize in Physics was awarded to researchers from the Supernova Cosmology Project and the High-z Supernova Search Team for the discovery of the accelerating expansion of the universe. In this paper, I provide a historical analysis of the supernova cosmology evidence put forward by these teams for the accelerating universe, in terms of an iterative model of scientific progress developed by Hasok Chang in the context of his study of the development of measurement standards. I argue, (...) using the key concept of epistemic iteration, that the iterative model adequately accounts for evidence production in experimental science as well. In order to apply Chang’s model to the experimental evidence for the accelerating universe, I introduce the concept of endorsement as a particular mode of progress, and argue that supernova scientists produced an endorsed measurement system to claim evidence for their discovery. Furthermore, I show that the credibility of the evidence was not based on a particular measurement, rather, what proved to be decisive was the “robust consistency” of many individual results. The race among global firms to launch its respective products and services into the market sooner than the competitors puts pressure to equip its employees with job-related skills at the pace of business. Today’s global and dynamic business requires employees to develop highly complex cognitive skills such as decision-making, problem-solving, troubleshooting to perform their jobs proficiently. Traditional training models used by some organizations lead to a very slow speed at which employees gain an acceptable level of proficiency in the targeted (...) job skills. Also, these models have long and regimented instructional development cycle. Thus, traditional models are inherently counter-productive to the business and do not enable employees and organizations for today’s business needs. Therefore, business organizations need to explore new training models and strategies that could reduce the time an employee takes to reach target proficiency in complex skills without compromising the effectiveness or outcome. A comprehensive review of the literature shows a very limited amount of academic or practitioner research on this topic. This doctorate research study aims to find various training strategies that have proven successful in organizations for accelerating proficiency of employees in complex job skills. The researcher collected data primarily through 74 in-depth interviews with 86 training experts with known work experience of reducing time-to-proficiency in various settings. A total of 105 project cases have been collected across 42 industries to date. A grounded theory approach with constant comparison method is used to guide the theoretical saturation, analyze the data and to develop a theoretical model of training strategies. This unique study revealed a range of training strategies from non-training solutions to classroom instructions to workplace training to accelerate proficiency of employees in acquiring complex skills. This paper will specifically report the preliminary findings and conceptual model of major classroom-based instructional strategies only that has been found to hold the potential to shorten time-to-proficiency of employees at the workplace. This paper will also discuss the implications of the findings for the practitioners. Results in this study confirmed that classroom-based instructional strategies need to be designed and delivered the way the work is being performed in reality by the learners. Research findings suggest a pattern of five classroom-based instructional strategies that are more successful in reducing time-to-proficiency - 1) Contextualized learning 2) Performance analysis of star performer 3) Active processing and emotional involvement 4) Access to self-guided learning resources 5) Social interconnectivity and informal learning. Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The (...) purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions. To realize the coordinated and sustainable development of hydropower projects and regional society, comprehensively evaluating hydropower projects’ influence is critical. Usually, hydropower project development has an impact on environmental geology and social and regional cultural development. Based on comprehensive consideration of complicated geological conditions, fragile ecological environment, resettlement of reservoir area, and other factors of future hydropower development in each country, we have constructed a comprehensive evaluation index system of hydropower projects, including 4 first-level indicators of social economy, environment, (...) safety, and fairness, which contain 26 second-level indicators. To solve the problem that existing models cannot evaluate dynamic nonlinear optimization, a projection pursuit model is constructed by using rough set reduction theory to simplify the index. Then, an accelerated genetic algorithm based on real number coding is used to solve the model and empirical study is carried out with the Y hydropower station as a sample. The evaluation results show that the evaluation index system and assessment model constructed in our paper effectively reduce the subjectivity of index weight. Applying our model to the social impact assessment of related international hydropower projects can not only comprehensively analyze the social impact of hydropower projects but also identify important social influencing factors and effectively analyze the social impact level of each dimension. Furthermore, SIA assessment can be conducive to project decision-making, avoiding social risks and social stability. (shrink)

The INBIOSA project brings together a group of experts across many disciplines who believe that science requires a revolutionary transformative step in order to address many of the vexing challenges presented by the world. It is INBIOSA’s purpose to enable the focused collaboration of an interdisciplinary community of original thinkers. This paper sets out the case for support for this effort. The focus of the transformative research program proposal is biology-centric. We admit that biology to date has been more (...) fact-oriented and less theoretical than physics. However, the key leverageable idea is that careful extension of the science of living systems can be more effectively applied to some of our most vexing modern problems than the prevailing scheme, derived from abstractions in physics. While these have some universal application and demonstrate computational advantages, they are not theoretically mandated for the living. A new set of mathematical abstractions derived from biology can now be similarly extended. This is made possible by leveraging new formal tools to understand abstraction and enable computability. [The latter has a much expanded meaning in our context from the one known and used in computer science and biology today, that is "by rote algorithmic means", since it is not known if a living system is computable in this sense (Mossio et al., 2009).] Two major challenges constitute the effort. The first challenge is to design an original general system of abstractions within the biological domain. The initial issue is descriptive leading to the explanatory. There has not yet been a serious formal examination of the abstractions of the biological domain. What is used today is an amalgam; much is inherited from physics (via the bridging abstractions of chemistry) and there are many new abstractions from advances in mathematics (incentivized by the need for more capable computational analyses). Interspersed are abstractions, concepts and underlying assumptions “native” to biology and distinct from the mechanical language of physics and computation as we know them. A pressing agenda should be to single out the most concrete and at the same time the most fundamental process-units in biology and to recruit them into the descriptive domain. Therefore, the first challenge is to build a coherent formal system of abstractions and operations that is truly native to living systems. Nothing will be thrown away, but many common methods will be philosophically recast, just as in physics relativity subsumed and reinterpreted Newtonian mechanics. -/- This step is required because we need a comprehensible, formal system to apply in many domains. Emphasis should be placed on the distinction between multi-perspective analysis and synthesis and on what could be the basic terms or tools needed. The second challenge is relatively simple: the actual application of this set of biology-centric ways and means to cross-disciplinary problems. In its early stages, this will seem to be a “new science”. This White Paper sets out the case of continuing support of Information and Communication Technology (ICT) for transformative research in biology and information processing centered on paradigm changes in the epistemological, ontological, mathematical and computational bases of the science of living systems. Today, curiously, living systems cannot be said to be anything more than dissipative structures organized internally by genetic information. There is not anything substantially different from abiotic systems other than the empirical nature of their robustness. We believe that there are other new and unique properties and patterns comprehensible at this bio-logical level. The report lays out a fundamental set of approaches to articulate these properties and patterns, and is composed as follows. -/- Sections 1 through 4 (preamble, introduction, motivation and major biomathematical problems) are incipient. Section 5 describes the issues affecting Integral Biomathics and Section 6 -- the aspects of the Grand Challenge we face with this project. Section 7 contemplates the effort to formalize a General Theory of Living Systems (GTLS) from what we have today. The goal is to have a formal system, equivalent to that which exists in the physics community. Here we define how to perceive the role of time in biology. Section 8 describes the initial efforts to apply this general theory of living systems in many domains, with special emphasis on crossdisciplinary problems and multiple domains spanning both “hard” and “soft” sciences. The expected result is a coherent collection of integrated mathematical techniques. Section 9 discusses the first two test cases, project proposals, of our approach. They are designed to demonstrate the ability of our approach to address “wicked problems” which span across physics, chemistry, biology, societies and societal dynamics. The solutions require integrated measurable results at multiple levels known as “grand challenges” to existing methods. Finally, Section 10 adheres to an appeal for action, advocating the necessity for further long-term support of the INBIOSA program. -/- The report is concluded with preliminary non-exclusive list of challenging research themes to address, as well as required administrative actions. NIMBY projects are easily stigmatized due to their environmental risk. Stigmatization enlarges residents’ risk perception, urges residents to spread information, and takes actions to resist project implementation, causing environmental mass emergency. Taking paraxylene project as an example, information dissemination model of NIMBY project under stigmatization based on SEIR model in small world network was established, and the information dissemination process and characteristics of NIMBY project under stigmatization were simulated and analysed. The results show that the public (...) risk perception deviation caused by stigmatization promotes residents to disseminate information; stigmatization has a greater impact on the information dissemination of NIMBY project with low environmental risk; stigmatization accelerates the speed of information dissemination and increases the number of residents participating in information dissemination in different dissemination environment. The contribution of this paper is that SEIR model in small world network is used to verify the role of stigmatization in promoting information dissemination of NIMBY project by comparing the information dissemination before and after stigmatization. Aim: The present work proposes the study of the neuromotor activity of the masseter-jaw-tongue articulation during diadochokinetic exercising to establish functional statistical relationships between surface Electromyography, 3D Accelerometry, and acoustic features extracted from the speech signal, with the aim of characterizing Hypokinetic Dysarthria. A database of multi-trait signals of recordings from an age-matched control and PD participants are used in the experimental study. Hypothesis: The main assumption is that information between sEMG and 3D acceleration, and acoustic features may be quantified (...) using linear regression methods. Methods: Recordings from a cohort of eight age-matched control participants and eight PD participants were collected during the utterance of a diadochokinetic exercise. The dynamic and acoustic absolute kinematic velocities produced during the exercises were estimated by acoustic filter inversion and numerical integration and differentiation of the speech signal. The amplitude distributions of the absolute kinematic and acoustic velocities are estimated to allow comparisons in terms of Mutual Information. Results: The regression results show the relationships between sEMG and dynamic and acoustic estimates. The projection methodology may help in understanding the basic neuromotor muscle activity regarding neurodegenerative speech in remote monitoring neuromotor and neurocognitive diseases using speech as the vehicular tool, and in the study of other speech-related disorders. The study also showed strong and significant cross-correlations between articulation kinematics, both for the control and the PD cohorts. The absolute kinematic variables presents an observable difference for the PD participants compared to the control group. Conclusion: Kinematic distributions derived from acoustic analysis may be useful biomarkers toward characterizing HD in neuromotor disorders providing new insights into PD. (shrink)

The aim of the present paper is to show that the fundamental transformation of Russian society that had been realized by the Soviet government since the early twenties included not only the reforms of scientific institutions or the creation of a new educational system but also a radical reevaluation of the social role of the expert knowledge. It proposes a transversal analysis of the institutional history of the Soviet science and its complex relations with the state apparatus in order to (...) show that the research policy of the twenties should be considered not only as an attempt to stimulate a “catch up growth,” but rather as an anticipation of some essential problems discussed in the contemporary social epistemology. The early Soviet government had a very particular vision of “social engineering” that was both utopian and extremely pragmatic. The Soviet Union was considered as the first truly “scientific state,” based on the idea that the historical development could be accelerated due to a party lead popular mobilization. The result of this conviction was the policy of “state-sponsored evolutionism” that created a high demand for the experts in all fields of knowledge. First, it focuses on the dualism of scientific institutions in the twenties when the “old” Academy of Sciences composed of the scientists formed under the Old Regime was disputing the role of the leading research institution with the newly created Communist Academy. This period could be described as the era of “New Scientific Policy” or some kind of “primitive accumulation” of the expert knowledge. Later it explores another dualism that existed since the creation of the Soviet Union: it consisted of the opposition between two rival projects of state building. The first one was promoted by State Planning Committee and made an emphasis on the administrative division based on economical basis, the second one was a project of People’s Commissariat of Nationalities, that proposed a creation of multiple soviet “national states” based on the principle of self-determination. Both projects required a large amount of data in various fields of knowledge and promoted a creation of new research institutions and favored the pioneering study in both central economy planning and social engineering. The aim of this article is to place the soviet experience in the comparative perspective, claiming that the communist modernization should be analyzed in the context of elaboration, in Foucault’s terms, of new “governmental technologies” which are supposed to be the products of new research institutions directly or indirectly influenced by a modern state. There are problems. In an age when even the Pentagon is suffering from cutbacks, so are we. The copy must be prepared by one typesetter who also acts as the Project secretary. That one person is handling a load that had previously been handled by three. Our university, like most others, is slashing budgets so that it has been forced to reduce its contributions to our funding. While we remain relatively fortunate in our level of university support, we in the Project have had to tighten our already taut belts even more. McMaster's budget cuts could mean that we cannot hire summer students for our research. This loss would be difficult but bearable. Next year some of the grants will run out. Then we will be even more dependent on a university, like others in Ontario, which is retrenching through a hiring 96 Russell summer 1990 freeze and other mortifications. Fortunately our May 1989 grants from the Social Sciences and Humanities Research Council of Canada remain unchanged. But the Russell Project has demonstrated that it is a hardy survivor. In the past we have endured cuts from S.S.H.R.C.C. and cutbacks from the university. But we have persevered and certainly accelerated our output significantly as our understanding of this massive enterprise has continued to develop. The term “globalization” was popularized by Marshall McLuhan in War and Peace in the Global Village. In the book, McLuhan described how the global media shaped current events surrounding the Vietnam War [1] and also predicted how modern information and communication technologies would accelerate world progress through trade and knowledge development. Globalization now refers to a broad range of issues regarding the movement of goods and services through trade liberalization, and the movement of people through migration. Much has also been (...) written on the global effects of environmental degradation, population growth, and economic disparities. In addition, the pace of scientific development has accelerated, with both negative and positive implications for global health. Concerns for national health transcend borders, with a need for shared human security and an enhanced role for international cooperation and development [2]. These issues have significant bioethical implications, and thus a renewed academic focus on the ethical dimensions of public health is needed. Future developments in science and health policy also require a firm grounding in bioethical principles. These core principles include beneficence; nonmaleficence ; respect for persons and human dignity ; and attention to equity and social justice. Volume 8 of this landmark edition follows Peirce from May 1890 through July 1892—a period of turmoil as his career unraveled at the U.S. Coast and Geodetic Survey. The loss of his principal source of income meant the beginning of permanent penury and a lifelong struggle to find gainful employment. His key achievement during these years is his celebrated Monist metaphysical project, which consists of five classic articles on evolutionary cosmology. Also included are reviews and essays from The Nation (...) in which Peirce critiques Paul Carus, William James, Auguste Comte, Cesare Lombroso, and Karl Pearson, and takes part in a famous dispute between Francis E. Abbot and Josiah Royce. The project format has become a standard and self-evident way to organize research work in today's accelerated university context, leading to the projectification of science. This paper argues that the project format is not a mere technical organizational tool, but that it challenges and reshapes research practices and ideals. The project format is embedded in a specific temporality which is called project time. The key characteristics of project time are scrutinized by distinguishing it from process (...) time, which refers to the internal organizational logic of research. In addition, project time is examined through Barbara Adam's theorizing on the commodification, control, compression and colonization of clock time. In the last part of the paper, temporal conflicts in project-based research are examined empirically by drawing upon interview material with Finnish academics working in the social sciences. The first learning game to be developed to help students to develop and hone skills in constructing proofs in both the propositional and first-order predicate calculi. It comprises an autotelic (self-motivating) learning approach to assist students in developing skills and strategies of proof in the propositional and predicate calculus. The text of VALIDITY consists of a general introduction that describes earlier studies made of autotelic learning games, paying particular attention to work done at the Law School of Yale University, called (...) the ALL Project (Accelerated Learning of Logic). Following the introduction, the game of VALIDITY is described, first with reference to the propositional calculus, and then in connection with the first-order predicate calculus with identity. Sections in the text are devoted to discussions of the various rules of derivation employed in both calculi. Three appendices follow the main text; these provide a catalogue of sequents and theorems that have been proved for the propositional calculus and for the predicate calculus, and include suggestions for the classroom use of VALIDITY in university-level courses in mathematical logic. Il s’agit de montrer comment ce type de dispositif de gestion de la créativité, loin d’être une réponse à la « critique artiste », prolonge le projet de rationalisation des activités de conception initié par la gestion de projet. The first part of this evolutionary study of the persistence of the autocratic/oligarchic variety of personal rule in Russia provides a historical overview, followed by two theories explaining why it persisted, interrupted by brief “times of troubles,” for over 500 years. Edward Keenan, on the one hand, hypothesizes successful long-term adaptation to a demanding environment. Richard Hellie, on the other hand, develops a theory of service-class revolutions and a cyclical pattern based on the methods of Russian elites for overcoming relative (...) backwardness. Neither theory takes a neo-Darwinian approach.The second part examines neo-Darwinian evolutionary approaches. In the cosmic perspective of Big History, the human species in its relatively brief existence has had an accelerating impact on other species and the earth’s environment. Biologists modeling complex systems come to a similar conclusion. Agent-driven history, as modeled by demographer Noël Bonneuil, raises questions about the adequacy of the historian’s traditional single-trajectory narrative approach to “the time of human history” and also critiques the biases built into the mathematical models of many evolutionary thinkers. An evolutionary approach to human history does not restrict itself to organic replication, but takes into account populations of evolving human skills and also group projects that act as evolutionary forces as well as units of selection, and outlive generations of organic populations.The third part applies this approach to the Russian tradition of state power by showing how group projects operate as evolutionary forces in a variety of modern power systems. The “parable of the tribes” avers that the aggressive agent in any given power system—ideological, economic, social, military, or political—dictates the dynamics of the system. The “braided stream” approach shows, however sketchily here, how agent-driven modern power systems interact, coevolve, and produce hybrid forms. In this paper we will examine some ethical aspects of the role that computers and computing increasingly play in new genetics. Our claim is that there is no new genetics without computer science. Computer science is important for the new genetics on two levels: from a theoretical perspective, and from the point of view of geneticists practice. With respect to , the new genetics is fully impregnate with concepts that are basic for computer science. Regarding , recent developments in the (...) Human Genome Project have shown that computers shape the practices of molecular genetics; an important example is the Shotgun Method's contribution to accelerating the mapping of the human genome. A new challenge to the HGP is provided by the Open Source Philosophy , which is another way computer technologies now influence the shaping of public policy debates involving genomics. (shrink)

Critical studies in higher education often embrace the ideas of the slowness movement to address time pressure. However, this desirable horizon presents some limitations. On the one hand, by emphasizing solutions at the individual level, boosting slowness may promote tactics incapable of producing changes to the underlying structural dynamics of time pressure. On the other hand, approaches based on slowness may also inadvertently foster a form of ethical paternalism within the context of ethical pluralism by prescribing substantive models of practice (...) ultimately based on ‘do this quickly or do it slowly.’ This theoretical research moves away from the temporal paradigm to that of the way of relating. Building upon the ethical concept of resonance, the approach focuses on a formal critique of the current socioeconomic and ethical dynamics of social acceleration, growth, and innovation that can contribute to projecting non-alienated relationships in higher education. This project is an attempt to frame and develop the questions: What is the relation between the economy, what Marx called the mode of production, and transformations of subjectivity and social relations? How is it possible to think these relations without reducing one to the other, or effacing one for the sake of the other? In short, how can we think the materiality of subjectivity? Several different discourses and lines of research provoke these questions. First, recent and not so (...) recent work within continental philosophy in relation to the "critique of the subject," argues for an investigation of the practices of knowledge, power, and desire productive of historically determinate forms of subjectivity. The second line of research includes a history of heterogeneous Marxist thinkers all of whom attempt to locate in Marx's texts a series of questions, largely unresolved, regarding the relations between production and power, politics and the economy, culture and materiality. To identify these two discourses as provocations, however, is not to suggest that what is at stake in this project is the simple adjudication, or settling of accounts, between Marxism and post-structuralism---a question which would only be of interest to a handful of academics. Rather the investigation into these two lines of research has as its framework a larger and somewhat inchoate series of questions regarding the contemporary socio-historical condition. These questions all begin from the intuition that contemporary society, what is called "post-industrial," "postmodern," or "information society," entails a fundamental transformation of the relations, or an accelerated breakdown of the divisions, between the spheres of the economy, culture, politics, and subjectivity. I argue that these questions, and the current juncture which they attempt to grasp, can be clarified through an articulation of the complex relation between the mode of production and the production of subjectivity; such an articulation takes the form of a genealogy of various critical junctures in the writing of Marx, the debates within western Marxism and critical theory, and contemporary continental philosophy. After the fall of an oppressive regime, public interpretation of the past provides the normative backbone for the new society’s institutional framework. This narrative also molds temporality on a collective level, elevating some events and eras above the floating river of time, while omitting or suppressing others. In all societies, collective memory, and the temporality embedded within it, are mediated within the public domain. This paper argues that the hyper-accelerated time of transition leaves its mediating function vulnerable and prone to (...) slip into manipulation. By monopolizing the public interpretation of the past and manipulating public temporality, political regimes undermine the processes of healing and reconciliation, which require us to recognize different voices and interpretations. A manipulated temporality, that clashes with the personal temporality of lived experience, may violate personal identity and dignity and impede the democratic project. (shrink)

Count Me In (CMI) was launched in 2015 as a patient-driven research initiative aimed at accelerating the study of cancer genomics through direct participant engagement, electronic consent and open-access data sharing. It is an example of a large-scale direct-to-patient (DTP) research project which has since enrolled thousands of individuals. Within the broad scope of ‘citizen science’, DTP genomics research is defined here as a specific form of ‘top-down’ research endeavour developed and overseen by institutions within the traditional human subjects (...) research context; in novel ways, it engages and recruits patients with defined diseases, consents them for medical information and biospecimens sharing, and stores and disseminates genomic information. Importantly, these projects simultaneously aim to empower participants in the research process while increasing sample size, particularly in rare disease states. Using CMI as a case study, this paper discusses how DTP genomics research raises new questions in the context of traditional human subjects research ethics, including issues surrounding participant selection, remote consent, privacy and return of results. It aims to demonstrate how current research ethics frameworks may be insufficient in this context, and that institutions, institutional review boards and investigators should be aware of these gaps and their role in ensuring the conduct of ethical, novel forms of research together with participants. Ultimately, a broader question is raised of whether the rhetoric of participatory genomics research advocates for an ethic of personal and social duty for contributing to the advancement of generalisable knowledge about health and disease. T he relevance of the topic of research of information management as a modern direction of the development of society is that in the 21st century the development of modern civilization in the direction of globalization - economic, political, cultural is accelerated. The central problem for the development of information civilization is information as one of the most important attributes and resources of human activity, which grows into knowledge. The article substantiates the essence, tasks and main directions of the development (...) of the concept of information management, determined by informationalism. The transition to a new information civilization has the character of a "technocratic project", based on the innovative development of society, which is based on the information infrastructure. The development of information management is promoted by the "knowledge society", which cultivates a creative person, the formation of which is based on information and knowledge. The research tasks are the conceptualization of the development of information and communication technologies, which are the basis for the development of information management; clarification of the essence, content and main directions of the development of information and communication technologies, which are introduced into the practice of the higher school educational process. The methodological basis for the formation and development of the concept of the information society is the informationalism studied by M. Castells, as well as the autopoiesic methodology of Maturana and Varela, as well as the synergistic and non-informational methods based on nonlinearity and informiology. The results of the research are the formation of the concept of information management as one of the most modern trends in the development of the 21st century society, which is quite innovative, requiring the development of an information and innovation society and an information and innovation personality. Conclusions - the concept of information management should be introduced in all areas of the development of society, including the higher school, which requires the formation of a creative personality as a subject of an information and innovation society. In the background of accelerated interdisciplinary development of phenomenology, there appears more clearly a deficiency of the epistemological groundingand methodological explanation of present research. This is particularly evident in the field of social phenomenology, in which the research positions extend fromthat of the “orthodox” transcendental phenomenologists to an endless search for a new foundation for pragmatic social phenomenology in philosophical anthropology, to a vague thesis about “fruitful discussion” between E. Husserl and A. Schutz. The main task of this article consists (...) in the establishment of the fundamental significance of the epistemological succession between Husserl’s transcendental phenomenology and Schutz’s natural phenomenology. This confirms itself through the analysis of such concepts as sense and constitution, which play the prominent methodological role in the main works – Ideas-I and correspondingly The Phenomenology of the Social World. Such comparative analysis allows not only to highlight the most important similarities in the projects of both thinkers such as a “sense-giving function” of consciousness, but also to distinguish small deviations of the mundane phenomenology from the transcendental project, i.e., the rejection of transcendental reductions and the “pragmatic conditioning” of the subjective action’s sense through now- and so-states of the ego. It is proposed to interpret the famous Schutzian “turning away from Husserl” first of all as a skeptical turn; however, that does not mean that the essential transcendental prerequisites such as a correlation of “attitude – experience – world” should be abandoned. In the end, it is demonstrated that the main metaphysical statements of Husserl can still retain their value within the framework of the contemporary conventional research models such as the “scientific research program” by I. Lakatos, whereas further theoretical statements, i.e., of social phenomenology, can be bound with this “hard core” as “auxiliary hypotheses” in cooperation with empirical sciences. (shrink)

Norbert Elias’s project in The process of civilization involved reconstructing invisible movement—both the slow tempoof long-term historical change and the modification of psychic structures and embodied dispositions. To do this, he resorted to uncommon devices: treating historical texts as constituting a series amenable to a rudimentary discourse analysis, he constructed an imagined ‘curve of civilization’ serving as an approximation of the hidden process of change. Elias’s curve was not supposed to represent single past states, but movement itself, its direction (...) and pace. This novel concept of historical representation was related to the perception of cinema as a new medium making actual movement visible. But beyond making it possible to imagine how one could telescope long-term historical process, cinema also held the promise of serving as a microscope, making the minute movements of the human body, gestures and manners available for close inspection. While anthropologists were devising ways of using the new medium to document fleeting gestures and bodily postures, it was used by popular audiences as a source for remodelling behaviour and acquiring polite manners and body techniques, as noticed by such acute observers as Marcel Mauss and Joseph Roth. Hence, popular appropriation of the cinema gave rise to a heightened awareness of the historicity of gestures and the changing modalities of their transmission. Change in scientific practice and its implications for the status of scientific claims, examined through an analysis of three episodes at a synchrotron laboratory. After World War II, particle physics became a dominant research discipline in American academia. At many universities, alumni of the Manhattan Project and of Los Alamos were granted resources to start programs of high-energy physics built around the promise of a new and more powerful particle accelerator, the synchrotron. The synchrotron was also a source (...) of very intense X-rays, useful for research in solid states physics and in biology. As synchrotron X-ray science grew, the experimental practice of protein crystallography, garnered funding, prestige, and acclaim. In Velvet Revolution at the Synchrotron, Park Doing examines the change in scientific practice at a synchrotron laboratory as biology rose to dominance over physics. He draws on his own observations and experiences at the Cornell University synchrotron, and considers the implications of that change for the status of scientific claims. Velvet Revolution at the Synchrotron is one of the few recent works in the sociology of science that engages specific scientific and technical claims through participant observation--recorded evocatively and engagingly--to address issues in the philosophy of science. Doing argues that bureaucratic change in science is neither "top-down" nor "bottom-up" but rather performed in and realized through recursively related forums of technical assertion and resistance. He considers the relationship of this change to the content of science, and the implications of this relationship for the project of laboratory studies begun in the late 1970s. (shrink)

Philosophers have long struggled to reconcile Martin Heidegger's involvement in Nazism with his status as one of the greatest thinkers of the twentieth century. The recent publication of his Black Notebooks has reignited fierce debate on the subject. These thousand-odd pages of jotted observations profoundly challenge our image of the quiet philosopher's exile in the Black Forest, revealing the shocking extent of his anti-Semitism for the first time. For much of the philosophical community, the Black Notebooks have been either used (...) to discredit Heidegger or seen as a bibliographical detail irrelevant to his thought. Yet, in this new book, renowned philosopher Donatella Di Cesare argues that Heidegger's "metaphysical anti-Semitism" was a central part of his philosophical project. Within the context of the Nuremberg race laws, Heidegger felt compelled to define Jewishness and its relationship to his concept of Being. Di Cesare shows that Heidegger saw the Jews as the agents of a modernity that had disfigured the spirit of the West. In a deeply disturbing extrapolation, he presented the Holocaust as both a means for the purification of Being and the Jews' own "self-destruction": a process of death on an industrialized scale that was the logical conclusion of the acceleration in technology they themselves had brought about. Situating Heidegger's anti-Semitism firmly within the context of his thought, this groundbreaking work will be essential reading for students and scholars of philosophy and history as well as the many readers interested in Heidegger's life, work, and legacy. For coping with the "accelerating crises" in the "human predicament," and for avoiding the realization of "doomsday predictions," we need, among other things, a new philosophical model of the world, compatible with newly available knowledge. Indeed, referring to the lack of such a model, Bahm writes: "It would not be unreasonable to claim that the greatest crisis today in America and in the world is a philosophical one", namely, the lack of an appropriate model of the world. He declares, in (...) this connection, that obsolete philosophies which contribute to our present predicament "need to be eliminated or reduced in their effectiveness". Accordingly, he finds fault with André Mercier, secretary-general of the International Federation of Philosophical Societies, for ruling out "projects that can be called applied philosophy". While calls to integrate ethics into computer science education go back decades, recent high-profile ethical failures related to computing technology by large technology companies, governments, and academic institutions have accelerated the adoption of computer ethics education at all levels of instruction. Discussions of how to integrate ethics into existing computer science programmes often focus on the structure of the intervention—embedded modules or dedicated courses, humanists or computer scientists as ethics instructors—or on the specific content to be included—lists of case studies (...) and essential topics to cover. While proponents of computer ethics education often emphasize the importance of closely connecting ethical and technical content in these initiatives, most do not reflect in depth on the variety of ways in which the disciplines can be combined. In this paper, I deploy a framework from cross- disciplinary studies that categorizes academic projects that work across disciplines as multidisciplinary, interdisciplinary, or transdisciplinary, depending on the degree of integration. When applied to computer ethics education, this framework is orthogonal to the structure and content of the initiative, as I illustrate using examples of dedicated ethics courses and embedded modules. It therefore highlights additional features of cross-disciplinary teaching that need to be considered when planning a computer ethics programme. I argue that computer ethics education should aim to be at least interdisciplinary—multidisciplinary initiatives are less aligned with the pedagogical aims of computer ethics—and that computer ethics educators should experiment with fully transdisciplinary education that could transform computer science as a whole for the better. Sensory and tracking technologies are being introduced into workplaces in ways Taylor and the Gilbreths could only have imagined. New work design experiments merge wellness with productivity to measure and modulate the affective and emotional labour of resilience that is necessary to survive the turbulence of the widespread incorporation of agile management systems, in which workers are expected to take symbolic direction from machines. The Quantified Workplace project was carried out by one company that fitted sensory algorithmic devices to (...) workers’ computers and bodies, which, this article argues, identify workers’ so-called agility and reveal management practices that track affective and emotional labour, categorized in the project as stress, subjective productivity and wellbeing. Capital’s accelerated attempts to capture more areas of work and workers’ capacities facilitate the conversion of labour power into a source of value but also results in alienation and abstraction. Participants’ resistance to participation in the Quantified Workplace reveals tensions in the labour process when affect is measured in processes of corporate change. (shrink)

Transhumanism is a modern expression of ancient and transcultural aspirations to radically transform human existence, socially and bodily. Before the Enlightenment these aspirations were only expressed in religious millennialism, magical medicine, and spiritual practices. The Enlightenment channeled these desires into projects to use science and technology to improve health, longevity, and human abilities, and to use reason to revolutionize society. Since the Enlightenment, techno‐utopian movements have dynamically interacted with supernaturalist millennialism, sometimes syncretically, and often in violent opposition. Today the transhumanist (...) movement, a modern form of Enlightenment techno‐utopianism, has evolved a number of subsects, from the libertarian utopians funded by billionaire Peter Thiel, to religious syncretists like the Mormon Transhumanist Association, to the left‐wing technoprogressives and their bioliberal intellectual allies. In reaction to accelerating technological innovation and transhumanist ideas, apocalyptic Christians, and even secular catastrophists, have begun to incorporate human enhancement into their End Times scenarios. With all sides believing that the fate of humanity hangs in the balance, there is a growing likelihood of violent confrontation. (shrink)

In 1992, the Walloon Region modified its investment incentive legislation. The new legislation applies the notion of SME to any business employing up to 250 people and which turnover does not exceed 20 million ECU, and replaces the former interest subsidies and capital premiums by a grant calculated as a percentage of investment. According to the size of the business, the activity sector and the area, the maximum aid may vary from 13 to 21 %. The grant total percentage is (...) calculated by summing up the percentage of aid obtained for five criteria under which job creation is by far the most important. The new legislation gives a partial answer to traditional criticisms against investment incentives. First of all it aims at reducing the risk of accelerated substitution of capital for Labour. Besides, it simplifies adminsitrative procedures and reduces the "sprinkling". It should also reduce the risk of inefficient allocation of resources thatarises when grants go to loss-making entreprises. But the question of whether investment incentives actually increase the level of investment remains largely unanswered. Evidence suggests that investment incentives might have contributed to attract foreign investments hut have little impact on thelevel of domestic investment. Nevertheless, as far as SMEs are concerned, public grants might contribute to increased investment not by reducing the cost or increasing the profitability of the project but rather by increasing the means available in the business. The relevance of the study has two sides — individual and general. In its essential aspect, it is the development of achievements of predecessors by consistently taking into account the latest data on trends and changes in the interconnected spheres of education, economics and culture. In the individual aspect, it is about improving the professional means of improving the efficiency of teaching foreign languages in order to form students with a high level of linguistic-professional competence. Public relevance is the goal (...) of educating young people in a new patriotic direction, because today, due to various global influences, the classical principles of life in the agrarian system, created in recent centuries, or in the industrial society, are devalued due to various global influences. The purpose of the study in a broad sense was to highlight the causes and consequences of the European religious Reformation as the main factor in accelerating the movement of the whole of Western Europe to the position of the world leader that previously belonged to China. We see precis e tasks in the integrated analysis on the basis of the latest discoveries of many humanities and exact sciences in the educational, economic and cultural systems of Germany and other successful European states. On this basis, we hope to fulfill the public task which is to make significant proposals in the plans and practice of higher education reform in Ukraine. The methodology of the study relies on the best classical means, on the principle of historicism and the continuity of the connection between the material and the ideal, a modern multidisciplinary approach. For the highest effectiveness of the research, we will use the latest scientific data and recommendations of the innovators who collect and use these data. The results of the study mostly follow from the mentioned new discoveries. They testify that in ancientt history, in the role of locomotives of civilizational progress in the western part of Eurasia, direct descendants of the inventors of agriculture acted, among which the especially great contribution belongs to the ancestors of Ukrainians from the territories of Trypillya and the Great Trypillya. It is indicated that during the existence of the Great Trypillya, future German farmers acquainted themselves with the technologies of the Great Trypillya, so the German language, through borrowed words, became part of the Indo-European family. It is noted that after the collapse of the Great Trypillya, the Germans and Slavs became neighbors along the meridian Elbe. In the age of steppe invasions, future Ukrainians and Germanic tribes did not get in contact, and the influence of the Roman Empire was mostly experienced by western lands. Emphasis was placed on the evolution of ideological, religious and other paradigms in the territory of Germany after the collapse of the Holy Roman Empire, which determined the development of the nation for the next hundreds of years. The religious and philosophical paradigmatic origins of those unique features of culture and education that during the nineteenth century were emphasized. brought Germany to the position of the scientific and technological leader of the world. The high role of German neo-humanism and the Berlin Research University were noted. In the final section, special attention is paid to religious issues and to the destructive impact on social and other processes in the German immigration flows of Islamists. The conclusions focus on the competition of several important paradigms in the education of modern Germany and the proposals made to incorporate German experience in legislation and the use of the Bologna process. An important caution is made regarding the choice of Germany's strategy for the development of the scientific and educational complex 'within the framework of the Lisbon project. This country has become a world leader not only in alternative energy, but also in the implementation of the fourth industrial revolution. This work aims to study strategies used in Argentine local development experiences, focussing on industrial design, marketing and entrepreneurship. In order to this purpose, backgrounds are analysed with this approach adding the study of three strategic plans for national and provincial-level that are currently in force. With the analysis of the transport system in the last decade, an accelerated cost increase is evident, resulting in a relatively higher price of distributed products. This situation that was initially perceived as a disadvantage (...) finally set up an opportunity to produce locally. The goal of this paper is to provide tools that contribute to the work shipped by key institutions for local development (public, private and intermediary organisations), and the way these interact with the actors and the territory. In particular, the identification of productive sectors and the selection of goods that can be produced and consumed locally, as a key input for the formulation of projects. (shrink)
