Our aim is to shed light on the relationships between research, knowledge, and policy in the case of goitre and the use of iodine as a preventive measure against it in Norway from the 1850s onward. Goitre was previously widespread in certain areas of Norway, but disappeared around 1950. After many decades of silence about goitre and iodine, an expert report in 2016 argued that action should be taken to prevent iodine deficiency. Already in 1927, an (...) international conference on goitre led to the agreement that the best preventive measure against goitre was to fortify table salt with iodine. The conference had Norwegian participants, but Norwegian health authorities did not follow the recommendations from the conference. To understand why new knowledge and recommendations did not result in new policy, we explore the history of Norwegian research on goitre and iodine, and Norwegian contributions to and the inspiration from international research in the field. Furthermore, we analyse the measures for the prevention and curing of goitre that have been implemented by authorities over time. The preventive measures introduced in Norway from the 1930s were very modest and differed from those in other countries. We argue for the importance of analysing the political context to understand the success or failure of advice given by researchers to policymakers. (shrink)

This chapter concentrates mainly on biomedical cognitive enhancements, but many of the remarks apply equally to enhancements that work on non‐cognitive capacities, and to non‐biomedical means of enhancement. Proponents of a positive right to enhancements could argue their case on grounds of fairness or equality, or on grounds of a public interest in the promotion of the capacities required for autonomous agency. The societal benefits of effective cognitive enhancement may turn out to be so large and unequivocal that it would (...) be economically efficient to subsidize enhancement for the poor, just as the state now subsidizes education. The example on iodine deficiency illustrates that cognitive enhancement policy need not center on preparing the ground for sophisticated, yet‐to‐be‐realized technologies. “Smart policy” should, rather, take as its starting point the recognition that effective cognition is not only subjectively valuable to individuals, but also delivers significant social, cultural, financial, and scientific benefits. I give a brief overview of Albert Casullo’s Essays on A Priori Knowledge and Justification, followed by a summary of his diagnostic framework for evaluating accounts of a priori knowledge and a priori justification. I then discuss Casullo’s strategy for countering deficiency arguments against empiricism. A deficiency argument against empiricism can be countered by mounting a parallel argument against moderate rationalism that shows moderate rationalism to be defective in a similar way. I argue that a particular deficiency (...) argument put forth by George Bealer in “The Incoherence of Empiricism” can withstand a parallel challenge mounted by Casullo.I then consider Casullo’s preferred analysis of the concept of a priori justification, which identifies a belief’s being justified by some nonexperiential source as the feature by virtue of which it is justified a priori. On the analysis, an apriori-justfied belief that is justified to a degree that is sufficient for knowledge is not taken to be empirically indefeasible. I argue that Casullo could avail himself of an empirical indefeasibility requirement that is consistent with his minimal and fallibilist conception of a priori knowledge. Jennifer Lackey presents a puzzle to which she argues there is no current solution. Lackey's claim is that testimonial knowledge can have something conspicuously wrong with it and still be knowledge. Testimonial knowledge can be ‘deficient’. Given that knowledge is a normative category, that it describes what it is for a belief to go right, there is a puzzle that comes with accounting for how a testimonial belief could be knowledge and yet go wrong in the ways Lackey has in (...) mind. In this paper, I argue that the deficiency is one of teamwork, and that Lackey's puzzle offers one a window into the respect in which testimony is a kind of team achievement. (shrink)

Theories of distributive justice are often criticised for either excluding people with disabilities from the domain of justice altogether, or casting them as deficient in personal attributes. I argue that the capabilities approach to justice is largely immune to these flaws. It has the conceptual resources to locate most of the causes of disadvantage in the interaction between a person and her environment and in doing so can characterise the disadvantages of disability in a way that avoids the imputation of (...) natural deficiency. However, I also argue that the capabilities approach cannot accommodate some of the stronger claims advanced by some disability scholars. No plausible capabilities approach can guarantee that social change will always be the just or fair remedy for disadvantage, and there is a small number of severe cases of disability where capability shortfalls will be attributed to the person’s ‘deficient’ physical and mental impairments. Scientific research is supposed to acquire or generate knowledge, but such a purpose would be severely undermined by instances of research misconduct (RM) and questionable research practices (QRP). RM and QRP are often framed in terms of moral transgressions by individuals (bad apples) whose aberrant acts could be made conducive by shortcomings in regulatory measures of organizations or institutions (bad barrels). This notion presupposes, to an extent, that the erring parties know exactly what they are doing is wrong and morally (...) culpable, but had nonetheless proceeded to commit wrongful acts. However, a confession of intent to deceived is often not readily admitted by perpetrators of RM. I posit that beyond the simplistic notion of conscious moral transgression, deficits in epistemic virtues and/or the prevalence of epistemic vices have important roles to play in initiating and driving RM/QRP. For the individual perpetrator, deficits in epistemic virtues could lead to or amplify errors in one’s desperate attempt to be accomplished or to excel, and pushes one across the ethical line or down the slippery slope of misconduct. Likewise, a lack of epistemic virtue within perpetrators’ institution or organization could make it conducive for deceitful acts and suppress indications and warning signs for the former. Furthermore, epistemic vices exhibited by reviewers, editors and journals could also promote RM/QRP. In this view, epistemic failings, rather than widespread moral deficiencies of individuals within the research ecosystem, may underlie the prevalence of RM/QRP. (shrink)

Plato seems to have been pessimistic about how most people stand with regard to virtue. However, unlike the Stoics, he did not conclude that most people are vicious. Rather, as we know from discussions across several dialogues, he countenanced decent ethical conditions that fall short of genuine virtue, which he limited to the philosopher. Despite Plato's obvious interest in this issue, commentators rarely follow his lead by investigating in detail such conditions in the dialogues. When scholars do investigate what kind (...) of virtue, if any, Plato thinks is open to non-philosophers, they typically look to the Republic. But in the Republic Plato sets out an ideal city; therefore, the virtue available to non-philosophers there is likely different from what he thinks is available to them in the real world. If we want to determine Plato's thoughts about the virtue of actual non-philosophers, we must look elsewhere. In this paper, I set my sights on the Phaedo. (shrink)

Although higher education understands the need to develop critical thinkers, it has not lived up to the task consistently. Students are graduating deficient in these skills, unprepared to think critically once in the workforce. Limited development of cognitive processing skills leads to less effective leaders. Various definitions of critical thinking are examined to develop a general construct to guide the discussion as critical thinking is linked to constructivism, leadership, and education. Most pedagogy is content-based built on deep knowledge. Successful critical (...) thinking pedagogy is moving away from this paradigm, teaching students to think complexly. Some of the challenges faced by higher education moving to a critical thinking curricula are discussed, and recommendations are offered for improving outcomes. (shrink)

This paper is a critique of NIH guidelines for the care and protection of laboratory animals. It exposes four serious deficiencies in these guidelines: (1) failure to make it dear that the mere pursuit of knowledge does not justify using animals; (2) failure to give any guidance concerning what constitutes human benefit or well-being; (3) failure to countenance trade-offs between human benefit or well-being and animal well-being; (4) failure to clearly specify what constitutes keeping animals in an ‘environment appropriate to (...) the species and its life history.’ It concludes with the suggestion that the construction and revision of these guidelines is too important to be left to the professionals. As the world's literary, religious, and philosophical traditions attest, deficiency in the world is a matter of perennial human concern. Ontologically speaking deficient existence is a problem that has occupied metaphysical thinking from Heraclitus to Heidegger. What is it to exist deficiently? ;This dissertation addresses the question, first, through a survey of answers given by six ancient philosophers. Parmenides describes deficient existence as changing multiplicity; Plato, as being in an inferior world; Plotinus, as mis-seeing; Augustine, as disorderedness; Gregory of (...) Nyssa, as "nothingification" &parl0;`h e ,xoud e&d12;nwsi v&parr0; ; Dionysius, as failed participation. The dissertation then gives a more systematic answer through close study of the metaphysics of John Scotus Eriugena , who builds on the foundation established by these thinkers. ;The Eriugenian cosmos is a "theophanic" one. To be is to be the showing or expression of God. What exists, then, is divine and good. Furthermore, all deficiencies, such as they are, must be characterized as privations or impoverishments. ;What can deficient existence be in such a world? Eriugena's first answer is that it is existence on an inferior level of reality. This dualistic view must be rejected, however, because it is not consistent with the fundamental metaphysical principles that reality is an ontological unity and every being is divine. ;Two better descriptions of deficient existence can be found in his metaphysics. First, to be deficiently is to see the world deficiently; that is, deficient existence is a misunderstanding of reality. Second, deficient existence is metaphysically incomplete existence. Being as a whole is an ontological work in progress, a creatio ex nihilo that is a creatio ex nihilo hic et illuc et ubique ---here, there, and everywhere. ;Such a creation depends in part on human choice and is subject to the destructive influences of non-being. But rather than a fall from some primordial perfection, creation is a movement towards perfection. Hence the existence that it constitutes is an existence in the theophanic world. Moreover, creation is theophanic to the extent that it does exist, even though, as deficient, it does not yet fully exist. (shrink)

The contemporary debate on justice is understandably dominated by theories and arguments addressing the problems of justice pertinent to nearly just societies, as virtually all the theorists participating in this debate live in such societies. They are obviously, and rightly so, first and foremost concerned with the philosophical problems of their own societies. Although almost all the contemporary theories of justice were formulated in the context of nearly just societies, why can we not apply them to the issues and problems (...) of radically unjust societies? The view that such a move is permissible and wise is at present no more than an unexamined assumption, an unargued view. Such an unargued view leads to the suspicion that a strong case may be made that radically unjust societies generate problems of social and political justice that should be considered in their own right. This does not imply that theories of justice developed in the context of, and aimed at, those issues current in nearly just societies should be disregarded or discarded. What is required are arguments to indicate to what extent the theoretical insights and wisdom contained in these theories can be utilized in a discussion of the social and political problems of radically unjust societies. I argue for the view that the contemporary debate on justice contains a major deficiency. In this article, I attempt to specify this major deficiency, namely that exclusive attention is given to the problems of nearly just societies while the problems of radically unjust societies are mostly ignored. The strategy will be to raise issues pertinent to radically unjust societies and note the extent to which clear and unambiguous solutions could be provided by participants in the contemporary debate on justice. In this paper we use Husserl’s theory of perception to explore how child and adult perception works through the same mechanisms. First, we explore Husserl’s description of sensory perception, showing that the child, like the adult, will be able to enrich the total perception of the object through access to successive appearances of an object. Next, we explore how the child’s ability to perceive objects can be enriched in complex ways, showing that an adult or a child will both be (...) able to access a greater ‘enduring entity’ of the object. Finally, we consider the child’s ability to remember their perceptions through memory, showing how the child and the adult use the ego’s intentionality, rather than active remembering, as a component of the memory of a perception. A natural heme deficiency that exists in cells outside of the circulation broadly compromises the heme contents and functions of heme proteins in cells and tissues. Recently, we found that the signaling molecule, nitric oxide (NO), can trigger or repress the deployment of intracellular heme in a concentration‐dependent hormetic manner. This uncovers a new role for NO and sets the stage for it to shape numerous biological processes by controlling heme deployment and consequent heme protein functions in biology.

This paper is motivated by the increasing popularity of efficient designs for stated choice experiments. The objective in efficient designs is to create a stated choice experiment that minimizes the standard errors of the estimated parameters. In order to do so, such designs require specifying prior values for the parameters to be estimated. While there is significant literature demonstrating the efficiency improvements of employing efficient designs, the bulk of the literature tests conditions where the priors used to generate the efficient (...) design are assumed to be accurate. However, there is substantially less literature that compares how different design types perform under varying degree of error of the prior. The literature that does exist assumes small fractions are used, which is in contrast to computer-aided surveys that readily allow for large fractions. Further, the results in the literature are abstract in that there is no reference point to provide clear insight on the magnitude of any issue. Our objective is to analyze the robustness of different designs within a typical stated choice experiment context of a trade-off between price and quality. We use as an example transportation mode choice, where the key parameter to estimate is the value of time. Within this context, we test many designs to examine how robust efficient designs are against a misspecification of the prior parameters. The simple mode choice setting allows for insightful visualizations of the designs themselves and also an interpretable reference point for the range in which each design is robust. Not surprisingly, the D-efficient design is most efficient in the region where the true population VOT is near the prior used to generate the design: the prior is $20/h and the efficient range is $10–$30/h. However, the D-efficient design quickly becomes the most inefficient outside of this range, and the estimation significantly degrades above $50/h. The orthogonal and random designs are robust for a much larger range of VOT. The robustness of Bayesian efficient designs varies depending on the variance that the prior assumes. Implementing two-stage designs that first use a small sample to estimate priors are also not robust relative to uninformative designs. Arguably, the random design performs as well as any design, and it will perform even better if data cleaning is done to remove choice tasks where one alternative dominates the other. (shrink)

This paper examines the few, but important legal and coronial cases concerning withdrawing or withholding life-sustaining treatment from severely disabled or critically impaired infants in Australia. Although sparse in number, the judgements should influence common clinical practices based on assessment of “best interests” but these have not yet been adopted. In particular, although courts have discounted assessment of “quality of life” as a legitimate component of determination of “best interests,” this remains a prominent component of clinical guidelines. In addition, this (...) paper highlights the lack of uniform clinical guidelines available to medical professionals and parents in Australia when making end-of-life decisions for severely ill infants. Thus, it is argued here that there is a need for an overarching prescriptive uniform framework or set of guidelines in end-of-life decision-making for impaired infants. This would encourage greater transparency, consistency, and some degree of objectivity in an area that often appears subjective. (shrink)

This study explored how perceived control affects consumers' willingness to purchase self-improvement products under self-deficit situations. For this purpose, three experiments were conducted to examine the following sources of control: the controllability of self-deficits ; the locus of control ; and situational perceived control. According to the results, higher perceived control can reduce consumers' defensive reaction tendencies, thus increasing their willingness to purchase products that claim to improve their current deficits. This enlightening text analyses the origins of Western complaints, prevalent in the late nineteenth century, that Japan was characterised at the time by exceptionally low standards of ‘commercial morality’, despite a major political and economic transformation. As Britain industrialised during the nineteenth century the issue of ‘commercial morality’ was increasingly debated. Concerns about standards of business ethics extended to other industrialising economies, such as the United States. Hunter examines the Japanese response to the charges levelled against Japan in this context, (...) arguing that this was shaped by a pragmatic recognition that Japan had little choice but to adapt itself to Western expectations if it was to establish its position in the global economy. The controversy and criticisms, which were at least in part stimulated by fear of Japanese competition, are important in the history of thinking on business ethics, and are of relevance for today’s industrialising economies as they attempt to establish themselves in international markets. In this paper, I argue that the normative framework of liberal democracy is one of the sources of the failure of international climate politics. The liberal framework makes it very likely that at least some democracies will not consent to an international agreement to mitigate greenhouse gas emissions. In this situation, the institution of judicial review might be viewed as crucial to overcome the risk of a tragedy of the commons. However, judicial review cannot serve this purpose in the case (...) of climate change and an institutional change of the kind required cannot be derived from within the normative framework of liberal democracy itself. The authors analyze deficiencies and perils of the European Convention on Human Rights and Biomedicine , in particular the concept of human rights as given by natural law and the Conventions stand on germline therapy and its refutation of therapeutic enhancement.

Paul Ricœur says that our narrative identity depends on how others understand us. This claim, however, does not explicitly address the fact that not everyone receives the same recognition: it underexplains how certain groups are systemically not acknowledged, respected, or taken seriously. More recent work on narrative co-authoring starts to address this fact by examining how people’s vulnerability to co-authoring depends on the context in which they live. But I argue that this work should be extended to attend to the (...) kinds of vulnerabilities that result from what José Medina calls recognition deficiencies, which become more normalized due to structural oppression, specifically what Iris Marion Young calls cultural imperialism. I then illuminate the kinds of vulnerabilities that result from recognition deficiencies in cases of structural oppression by bringing in work in Black feminist thought and epistemic injustice, particularly that of Audre Lorde and Veronica Ivy, into conversation with narrative scholarship.
