Instead of thinking of ‘public order’ as the type of power that police deploy to manage disorder, this article suggests that we understand it as a set of background affects. The problem of analysing these affects is that (aside from moments of unrest) the majority of the populace is anaesthetised to them. Most people take the public feelings of calm predictability for granted. Crucially, however, the everyday management of public order does not anaesthetise everyone. It also produces ‘suspect populations’, who (...) must remain attentive to its low background hum. This article focuses on the US ‘colony within’ literature, developed by civil rights and black nationalist traditions from the late 1960s. The article suggests that this internal colony analysis contains a nuanced exploration of the spatialised affects of public order; the clouds of suspicion; the atmospheres of tension; and the police encounters that generate an affective substrate of relations. In 1894, the Institut Colonial International was founded in Brussels, with the aim to engage and promote transnational exchanges between jurists, scholars, politicians, colonial administrators and experts, comparing different colonial experiences. As the Institut Colonial International’s founders had hoped, its publications promoted legal debates, discussions and the prospects of specific legislation, decrees or norms to be adapted and used in entirely different colonial systems. This paper will show that the Institut Colonial International encouraged the exchange of ideas about the various (...) colonial experiences in order to create common and universal principles. International law and domestic law, or national law concerning land register systems and land law were part of the colonial discourse as it endeavoured to create and adopt universal principles of law, trying to establish a platform of common dialogue, with common premises, concerning different colonies, different colonial experiences and ultimately different cultural, social and political contexts. There is lively debate on the question if states have legitimate authority to enforce the exclusion of (would-be) immigrants. Against common belief, I argue that even non- cosmopolitan liberals have strong reason to be sceptical of much contemporary border authority. To do so, I first establish that for liberals, broadly defined, a state can only hold legitimate authority over persons whose moral equality it is not engaged in undermining. I then reconstruct empirical cases from the sphere of international relations in (...) which what I call ‘colonial norms’ continue to play significant structuring roles. I argue that it is sometimes only by unveiling these colonial norms and the roles they play that we can understand how some states today culpably contribute to undermining the moral equality of persons over whom they will come to claim immigration-related authority. I thus contend that paying attention to colonial norms distinctly enables us to reveal a set of instances in which all liberals should agree that states forfeit legitimate authority over would-be immigrants. The absence of colonial and post-colonial examinations of the conflict-ravaged Chittagong Hill Tracts (CHT) – a Bangladesh’s distant fringe– warranted me to explore how colonial legacy facilitated the post-colonial statist approach and majoritarian Bengali supremacists’ tendencies to exploit and subjugate the distinct CHT culture. This reconnaissance endeavour finds that the history of extortion of the Chittagong Hill Tracts (CHT)indigenous peoples is a suitable example of racism victims, and thus it examines in the light of the colonial and post-colonial discourses. As European colonies in Asia and Africa became independent nations, as the United States engaged in war in Southeast Asia and in covert operations in South America, anthropologists questioned their interactions with their subjects and worried about the political consequences of government-supported research. By 1970, some spoke of anthropology as “the child of Western imperialism” and as “scientific colonialism.” Ironically, as the link between anthropology and colonialism became more widely accepted within the discipline, serious interest in examining the history of (...) anthropology in colonial contexts diminished. This volume is an effort to initiate a critical historical consideration of the varying “colonial situations” in which (and out of which) ethnographic knowledge essential to anthropology has been produced. The essays comment on ethnographic work from the middle of the nineteenth century to nearly the end of the twentieth, in regions from Oceania through southeast Asia, the Andaman Islands, and southern Africa to North and South America. ABSTRACTIn 1799 Dirk van Hogendorp published a Report on the Current Conditions of Dutch Possessions in the East Indies, a document that has garned comparisons to Adam Smith’s Wealth of Nations for its condemnation of the Dutch East India Company and for its insistence on the importance of property rights to economic growth. The text is also an anti-Chinese diatribe, castigating the supposedly inveterate avarice of Java’s Chinese minority. Hogendorp’s advocacy of colonial reform and sinophobia intertwine in his use of (...) the term ijver, then the standard Dutch translation of ‘emulation’, a keyword of eighteenth-century political economy. Read against the status of emulation in European thinking, Hogendorp’s employment of the ijver offers an opportunity to re-examine emulation’s fraught, ambivalent quality, which has been noted by scholars like Istvan Hont and Sophus Reinert concerned primarily with a division between benevolent domestic emulation and dangerous international emulation. The colonial sphere, neither wholly domestic nor wholly foreign, was a discursive site wherein the tensions of emulation were worked out in new ways. (shrink)

The appearance of consciousness in the universe remains one of the major mysteries unsolved by science or philosophy. Absent an agreed-upon definition of consciousness or even a convenient system to test theories of consciousness, a confusing heterogeneity of theories proliferate. In pursuit of clarifying this complicated discourse, we here interpret various frameworks for the scientific and philosophical study of consciousness through the lens of social insect evolutionary biology. To do so, we first discuss the notion of a forward test versus (...) a reverse test, analogous to the normal and revolutionary phases of the scientific process. Contemporary theories of consciousness are forward tests for consciousness, in that they strive to become a means to classify the level of consciousness of arbitrary states and systems. Yet no such theory of consciousness has earned sufficient confidence such that it might be actually used as a forward test in ambiguous settings. What is needed now is thus a legitimate reverse test for theories of consciousness, to provide internal and external calibration of different frameworks. A reverse test for consciousness would ideally look like a method for referencing theories of consciousness to a tractable model system. We introduce the Ant Colony Test as a rigorous reverse test for consciousness. We show that social insect colonies, though disaggregated collectives, fulfill many of the prerequisites for conscious awareness met by humans and honey bee workers. A long lineage of philosophically-neutral neurobehavioral, evolutionary, and ecological studies on social insect colonies can thus be redeployed for the study of consciousness in general. We suggest that the ACT can provide insight into the nature of consciousness, and highlight the ant colony as a model system for ethically performing clarifying experiments about consciousness. This article examines the development of events after the World War II and how these events influenced the decolonisation process of British Southeast Asia. Britain returned to claim its colonial possessions in Southeast Asia after the defeat of Japan and proposed the Malayan Union plan to further consolidate its power in Malaya. However, Britain’s plan was met with furious opposition from the Malays who demanded a better deal to protect their interest as natives of Malaya. This article also focuses on (...) how the United States reacted towards the British policy in Southeast Asia. International events such as the Cold War, the fall of China to the Communists and the Korean War have deep impact on the policies of both Britain and the United States in Southeast Asia. The United States supported Britain to retain Malaya as one of its colonies and helped Britain in dealing with the Communists. The American and British policies of returning to their former colonies before World War II were also contrary to the Atlantic Charter formed by the allies during World War II. This article showed that the Western powers had no intention to immediately renounce colonialism at the end of World War II. (shrink)

ArgumentThis article focuses on the specific ways in which Zionist scientists studying malaria in Mandatory Palestine presented their work to international scientific circles, moving between the transnational aspects and the local aspects of their work on malaria while suffusing that work with nationalist meanings. This slippery yet seemingly unproblematic movement between the general and the specific, between the colonial world and Palestine, was a necessary mechanism of scientific exchange. In the Zionist case the work on malaria for these scientists was (...) both a marker of their belief in progress and also a sign of their devotion to a specific political and social project. The knowledge imparted by Zionist malariologists and the international reception it received lent scientific legitimacy to the Zionist project while it advanced the goals of settling the land and defining the communal borders within Palestine between the Arab population and the Jewish one. In this way, the Zionist anti-malaria project in Palestine holds a unique place in malaria research of the time. (shrink)

This article examines the colonial and post colonial state and development in Africa; it does so by trying to answer the following questions: what is the nature of the African state and when did impunity become the norm? Who is the colonial and post-colonial state accountable to and how does this impact the welfare of the majority of the people? How can the state be reconstituted in the interests of the Africans ? By development, I mean a process that places (...) the majority of the people at the center of all decisions. Development involves control over the economy, satisfaction of basic needs: food, health, security and shelter. Development is also based on the culture and history of the majority of the people. Human beings rather than institutions are the core of development. Africa is not homogeneous; issues of class, gender, race and cultural differences inform this discussion.It is important to highlight the colonial state and its impact on indigenous institutions as well as the well-being of Africans. Such emphasis should not be misunderstood as self-pity or "blame" or nostalgia for "a golden past." It is simply done here to draw attention to the fact that what started with colonialism is an ongoing process in spite of political independence . I argue that it is only when the colonial state is restructured based on the culture and history of the majority of the people as well as their needs that the culture of impunity, poverty and moral decay will end in African countries. In United Nations (UN) human rights reporting and analysis, ‘honour’ has been systematically conflated with ‘honour-related violence’ (HRV). However, honour and HRV are not the same thing. In this article I examine contemporary UN human rights discourses around honour. I argue that these discourses are underpinned by racialised and orientalist-colonial imaginaries which falsely categorise people and places as either having or not having honour. This conflation presents honour as a cultural problem attributed to racialised communities mostly associated with the Muslim (...) World. Adopting a critical post- and de-colonial perspective, I undertake a discourse analysis of UN human rights documents to expose orientalist tropes that reproduce epistemic and material violence against honour. There are three strategies employed to commit this violence: first, through the reduction of honour to physical and emotional HRV—a violence predicated upon the logic of coloniality and the orientalist division of the world into modern and pre-modern states; second, by associating honour as violence with Muslims and migrant communities, the discourse furthers structural Islamophobia; third, by reproducing colonial saviour narratives that designate honour as control over women’s sexuality. The human rights discourse on honour forecloses upon alternative ways of understanding what honour is and means for those who live with it. As such, the international human rights discourse on honour extends the coloniality of power and the geopolitics of knowledge. (shrink)

This review article enters into discussion with Peter Kallaway, in his work, The Changing Face of Colonial Education in Africa: Education, Science and Development, who raises serious issues related to the historical development of South Africa’s education during the first half of the 19th century and its current situation and future prospects in the broader context of African education. Education is a dynamic process that encompasses the formal and informal sectors historically. In South Africa, the informal was the norm for (...) centuries before the intrusion of Western influences and formal education needs to work alongside the informal processes based in the home, the church and the community. Formal education is a product of the West and came to occupy the determinative place in the period covered by this book, while the informal sector was relegated to a subservient role despite its inherent value. Kallaway discusses these issues by analysing the contributions of external factors such as the International Missionary Council in the religious sphere and the New Education Fellowship and the British colonial service in the secular sphere. These played a significant role in the movement from ‘culture-bound’ to a universalised approach to education in Africa and particularly South Africa. Alongside this, the role of mission education is discussed as a source of tension with external forces and as a significant contributor to the development of education not restricted to the religious domain. Mission education emerges as an innovative force in educational development as a part of the international movement within the context of an emerging ‘development’ paradigm. The external and internal forces and the cultural and universalising are not necessarily in opposition to one another but often in conversation with and in tension with one another’s assumptions. Kallaway undertakes two case studies of South African scholars, Donald M’Timkulu and SEK Mqhayi in order to refine his analysis. It has been alleged with truth that the trader and settler followed the missionary, who was the agent of European imperialism, working hand in hand with the colonial powers for the subjugation of the black people and the territorial extension of the imperialist power. This view has been challenged by Brian Stanley who cautions against a too simplistic interpretation of the relationship between colonisation and Christianisation reached through ideological means rather than intensive historical research. He concludes that the process first appears more complex and seeks to avoid generalisations. This provides an appropriate starting point for this review article, which attempts to go beyond the historical by raising contemporary issues related to the concept of Africanisation.Contribution: This article contributes to the ongoing debate regarding developments in education in a colonial context from a historical perspective. This is relevant to current debates and challenges to the ongoing effects of colonisation in education in a democratic society and the prospect of an epistemological shift towards the Africanisation of education. This book represents a unique endeavor to elucidate the story of Kosovo's unilateral quest for statehood. It is an inquiry into the international legal aspects and processes that shaped and surrounded the creation of the state of Kosovo. Being created outside the post-colonial context, Kosovo offers a unique yet controversial example of state emergence both in the theory and practice of creation of states. Accordingly, the book investigates the legal pathways, strategies, developments and policy positions of international agencies/actors and regional (...) players (in particular the EU) that helped Kosovo to establish its independence and gradually acquire statehood. Although contested, Kosovo, and its quest for statehood, represents a unique example of successful unilateral secession. The book therefore explores and analyses patterns of state formation and nation-building in Kosovo, and its transition to democracy. It presents a three-level assessment. First, seen from a historical perspective, the book examines the validity of the right of Kosovar-Albanians to self-determination and remedial secession. Second, from a legal positivist perspective, it scrutinizes all of the legalist arguments that support Kosovo's right to statehood, and claims that both traditional and legality-based criteria for statehood remain insufficient to determine whether Kosovo has achieved statehood. Third, from a post-factum perspective, the book analyzes the scope and extent to which the internationally blended element was decisive in Kosovo's state-formation and state-building processes. It explains how the EU's involvement as an 'internationally blended element' in Kosovo's efforts to achieve statehood was instrumental and played a crucial role in shaping the emerging state. In particular, the book elaborates on how the EU was able to streamline its mode of intervention in the context of state-building and reform. (shrink)

In this paper we set out to explore the claims that corporate social responsibility (CSR) itself is little more than a complementary extension of the project of coloniality initiated by the Enlightenment (e.g. Banerjee 2019). We will not dispute that claim. Rather we will develop three points. First, we will apply a non-linear, systems approach to demonstrate how we all, of any color, ethnic origin or historical location are all part of an interconnected interrelated sets of systems—what some thinkers call (...) a complex adaptive system or systems (e.g., Miller and Page 2007) so that dismissing or degrading any particular ethnic, gender, or racial group is dismissing part of our history and origin. Secondly, we will argue that Enlightenment, coloniality, as well as neo-coloniality, and decoloniality sprung up from the Enlightenment projects themselves. Thus, the very critiques of Enlightenment, accurate as they may be, evolved from that perspective and have to be taken into account even in those critiques. Third, what appears to be an “either-or” – that is, that commerce should stick to business and not engage in political activities (forms of neocolonialism) or accept these business-political activities despite critiques – is not a simple choice. Rather, conceding that commerce and political systems cannot be nicely separated, we will provide some principles or ways to evaluate these activities, seemingly ubiquitous particularly in emerging economies. There is a growing body of literature which argues that the two major theories of liberal citizenship (those of John Locke and J.S. Mill) were deeply enmeshed with both colonization (the processes by which the imperial state takes over the land and/or sovereignty of another country) and colonialism (the theoretical framework by which colonization is justified). This article, builds upon this literature but asks whether the existence of hundreds of domestic colonies within (as opposed to outside) the borders of Britain (...) and British settler states for citizens (as opposed to foreigners) at the turn of the twentieth century challenges the scope and definition of 'colonialism' in previous literature. Liberal colonialism, it is argued, seeks to transform those deemed to be 'idle', 'irrational' and/or custom bound, both at home and abroad, into 'industrious and rational' citizens. Domestically this meant housing the idle poor and mentally ill/disabled in labour and farm colonies, respectively in order to break them free through segregation from their bad customs/habits and teaching them, through education and agrarian labour, to become proper citizens. Ultimately, it is hoped that this analysis will help to explain how liberal states could come to embrace rather than reject within their own borders such deeply illiberal practises as segregation and assimilation against 'internal' others well into the twentieth century. During the imperial period, French colonial law developed regimes of exception for indigenous peoples in contravention of the principles of the Declaration of the Rights of Man and the Citizen. These were justified by the need to secure order and by the claim that ‘natives’ were too ‘backward’ for the juridical principles upheld by the Declaration to apply to them. Introduced as temporary measures in Algeria in the 1840s, these measures, which discriminated between the French settler ‘citizens’ and the native (...) ‘subjects’, became firmly entrenched by the Third Republic, supported by the emergence of the ‘colonial sciences’ and the International Colonial Institute in the late 19th century. The exception became the rule. The colonial juridical regimes were derogatory of principle in two major ways: they subsumed universality to territoriality and defined the personhood of indigenous peoples according to racial, cultural or religious affiliations rather than as part of a shared humanity. Two particularly exorbitant measures of wide application were administrative internment without right of review and collective responsibility of a group for individual actions. Such regimes of exception persisted in French colonies until after World War II. (shrink)

In 1878, as a consequence of an international Balkan summit in Berlin, Austria–Hungary was given permission to occupy the troubled Ottoman provinces Bosnia and Hercegovina. A gory invasion campaign ensued, followed by four decades of civil administration. Finally, the territories were annexated by the Habsburg Monarchy in 1908 as an appendix of sorts, which almost caused the premature outbreak of a great war in Europe. This article will sketch the background for this last – and lethal – expansion of the (...) empire and pursue the research questions of (a) whether this constitutes a case of colonialism within Europe and (b) what its repercussions were, critically challenging the alleged ‘civilising mission’ that would legitimise the whole undertaking. This journal article reflects on the conceptualization of a three-day meeting convened to open space for thinking differently about the city of Johannesburg, South Africa, and to begin to explore the possibility of working beyond the constraints of standard urban studies and regimes of spatial planning through which the city is conventionally viewed and researched. The incentive underpinning the 2015 Performative Urbanisms workshop was the desire to find areas of correspondence and overlap in the often widely separated realms of scholarly (...) research and grassroots urban activism. To this end, a group of international and Johannesburg-based academics, writers, artists, analysts, and activists came together to explore a range of themes around the city and its visual, spatial, textual, and especially performative, representations, in the context of its functioning as a global city in comparative perspective. As the contents of this Special Issue show, the workshop provided space to consider diverse research methodologies, creative writings, and artistic strategies aimed at moving beyond formulaic constructs of Johannesburg, and instead to offer an accounting of its novelties, complexities, and originalities. Assembling a series of voices from across the field, this book demonstrates how posthuman theory can be employed to better understand and tackle some of the challenges faced by contemporary international law. With the vast environmental devastation being caused by climate change, the increasing use of artificial intelligence by international legal actors, and the need for international law to face up to its colonial past, international law needs to change. Drawing on the analytic of the “colonial matrix of power” developed by Aníbal Quijano within the Latin American modernity/coloniality research program, this article theorises how a system of coloniality underpins the structuring logic of artificial intelligence (AI) systems. We develop a framework for critiquing the regimes of global labour exploitation and knowledge extraction that are rendered invisible through discourses of the purported universality and objectivity of AI. ​​Through bringing the political economy literature on AI production into conversation with scholarly work (...) on decolonial AI and the modernity/coloniality research program, we advance three main arguments. First, the global economic and political power imbalances in AI production are inextricably linked to the continuities of historical colonialism, constituting the colonial supply chain of AI. Second, this is produced through an international division of digital labour that extracts value from majority world labour for the benefit of Western technology companies. Third, this perpetuates hegemonic knowledge production through Western values and knowledge that marginalises non-Western alternatives within AI’s production and limits the possibilities for decolonising AI. By locating the production of AI systems within the colonial matrix of power, we contribute to critical and decolonial literature on the legacies of colonialism in AI and the hierarchies of power and extraction that shape the development of AI today. Marcel Mauss published his essay The Gift in the context of debates about the European sovereign debt crises and the economic growth experienced by the colonies. This article traces the discursive associations between Mauss’ anthropological concepts and the reformist program of French socialists who pushed for an “altruistic” colonial policy in the interwar period. This article demonstrates that the three obligations which Mauss identified as the basis of a customary law of international economic relations served as key references in the (...) French debate about the relationships between metropolises and colonies in the interwar period. Mauss made this relation between colonial policy and the ethnology of the gift explicit in his book, The Nation. International service learning programs are growing more popular with students looking to advance their skills and knowledge to become global citizens. While the benefits of these programs among students are well documented, little is known about the implications they have on host communities themselves. This volume explores the impact of ISL programs on members of host communities who are increasingly influenced by the presence of international students in their lives. Drawing upon post-colonial, feminist and other critical and decolonizing theories, it (...) examines the complicated power relations between North American ISL students and host communities in East and West Africa, the Caribbean and Central America. This article presents the case of José Vicente Barbosa du Bocage (1823–1907), a Portuguese zoologist who had formal diplomatic responsibilities in a context of competition for the colonization of Africa in the nineteenth century. He used his knowledge in African geography to implement colonial and diplomatic strategies that (...) aimed at outcompeting rival powers. The development of a network of actors with scientific, colonial, and diplomatic expertise was crucial for the negotiations that involved the partition of the Congo basin, which resulted in victories for Portugal that surpassed the country's marginal political relevance at the international level and had long‐lasting consequences. Her address highlights (...) how these cartographic art productions are processes of (re)mapping that challenge colonial spatialities. Drawing on Michi Saagig Nishnaabeg scholar Leanne Betasamosake Simpson's poem "i am graffiti," Goeman frames these art works as Indigenous graffiti, insofar as they are everyday acts of resurgence1 that resist erasure and enact rematriation.My comments aim to articulate how Romero's and Dorame's works both reveal and disrupt a colonial unknowing by showing the cracks of settler colonial spatiality. I take Goeman's address to illustrate that the changing of minds and unsettling of settler identity will not occur through argumentation, facts, and figures alone, but rather through aesthetic and cartographic practices that "provide a way of seeing Indigenous futurities and relationalities" ("Caring for Landscapes" 52).Maps as Tools of Settler ColonialismIn order to highlight how these art practices enact a kind of (re)mapping that breaks through the veneer of colonial permanence, we first need to consider the way mapping transforms land into property in the service of Indigenous erasure and land dispossession. In her address, Goeman offers a short history of what is now called Los Angeles through the lens of dispossession that occurs through "international claiming of property and burgeoning US property law" ("Caring for Landscapes" 53). Tovaangar was divided into Spanish (and [End Page 64] then Mexican) land grants that, after 1846, were "registered under the US as property" (Goeman, "Caring for Landscapes" 53; emphasis added). The Land Act of 1851 "established the domestication of the California landscape under US governance" by legitimating existing Mexican land rights and mapping out territory yet "unclaimed" ("Caring for Landscapes" 54). The mapping of this so-called "unclaimed" territory propelled a violent erasure of California Indians by "establishing new and ongoing commerce centers" ("Caring for Landscapes" 53). Land was transferred into property—as a thing owned—without "the consent of those who … lived on the land since time immemorial, following the settler structure of passing land between Christian nations" ("Caring for Landscapes" 53). By showing how property rights legitimate conquest and violence, Goeman illustrates how mapping has been (and continues to be) an "essential settler-colonial tool to domesticate land in Southern California and propel development" ("Caring for Landscapes" 54). While she demonstrates how the mapping of Tovaangar using 493 hand-drawn Diseños maps served to sever Indigenous communities (and their relationships with land, such as the Gabrieliño Tongva with the San Gabriel Mountains), she emphasizes that this is an ongoing process that has not been left in a distant past. Newer maps that may seem more objective and scientific with "better models of scale or a more realist representation" remain, at their core, maps of dispossession ("Caring for Landscapes" 54).The very desire to objectively determine location by assigning latitude and longitude reveals a colonial spatiality, which "territorialize[s] the physical landscape by manufacturing categories and separating land from people" and conceives of space in terms of property logics (Goeman, "[Re]Mapping Indigenous Presence" 296). In addition to Indigenous land dispossession, this colonial spatiality rejects relationality by creating dualist boundaries between human and non-human, in which land is the raw material for human development and the creation of culture. Cherokee philosopher Brian Burkhart speaks of relationality in terms of locality, which he defines as "being-fromthe-land, knowing-from-the-land, and meaning-from-the-land" (Indigenizing Philosophy xvii). The severing of locality can be understood in terms of the transformation of land as relative to inert matter to be acted upon. Mapping serves as a tool of settler colonial erasure insofar as it delocalizes "land as the relational ground of kinship" into "land as a mere object that only has meaning or value in relation to people" ("Indigenizing Philosophy... During the imperial period, French colonial law developed regimes of exception for indigenous peoples in contravention of the principles of the Declaration of the Rights of Man and the Citizen. These were justified by the need to secure order and by the claim that ‘natives’ were too ‘backward’ for the juridical principles upheld by the Declaration to apply to them. Introduced as temporary measures in Algeria in the 1840s, these measures, which discriminated between the French settler ‘citizens’ and the native (...) ‘subjects’, became firmly entrenched by the Third Republic, supported by the emergence of the ‘colonial sciences’ and the International Colonial Institute in the late 19th century. The exception became the rule. The colonial juridical regimes were derogatory of principle in two major ways: they subsumed universality to territoriality and defined the personhood of indigenous peoples according to racial, cultural or religious affiliations rather than as part of a shared humanity. Two particularly exorbitant measures of wide application were administrative internment without right of review and collective responsibility of a group for individual actions. Such regimes of exception persisted in French colonies until after World War II. (shrink)

In this paper, we will critically examine the notion of rationality and the disabling instinct of self-preservation that play out in human relationships. That “man is a rational animal,” as Aristotle declared is usually taken for granted in social studies. But whether humans act rationally all the time, and in all circumstances remains questionable. Here, we shall investigate this concern from a decolonial perspective by engaging some contradictions thrown up in the context of coloniality within which a section of humanity (...) dehumanizes the rest. The question then is, how rational is the intellectual program of coloniality? Taking a cue from conversational thinking that places the notion of relationship at the center of decolonial analysis, we argue that coloniality fractures the inter and intra-racial relationships due mainly to the instinct of self-preservation that overwhelms human rationality. What has emerged today as the superior/inferior divide, racialism, classism, internal colonialism, ethnic cleansing, apartheid, xenophobia, and genocide are some of the consequences of warped and uncritical thinking driven by an extreme form of the instinct of self-preservation. We argue that the promotion of critical (higher-order) thinking in addition to ordinary (lower-order) thinking could be crucial in a decolonial program. (shrink)

Despite growing internationalization, national ties have remained a structural aspect of missionary and humanitarian work. This was especially true of the Interwar period in the Middle East, where colonial powers, independent states and political ideologies competed. The beginnings of the Action Chrétienne en Orient bear witness to this: the ACO, specialized in assistance to Christian Anatolian refugees and missionary work towards Muslims, made strategic use of its national connections. It retained German and Protestant connections, while serving as a formally French (...) broker between refugees or Protestant missionary organizations and the French colonial authority. Yet as looming independence seemed to threaten the position of Christian refugees, the ACO gradually entered the ‘colonial quadrillage’ through which France exerted guidance over voluntary organizations. In the last two decades, major cities in Malaysia have witnessed a spate of urban redevelopment including commercial and retail complexes, and residential estates. The current urban transformations taking place in Malaysian cities are mainly market-driven and characterized by fast-track development with a strong priority on the road infrastructure. This is a typical example of an intensive property-led development that is becoming a central driver of the national economy. This article provides a deeper understanding of the complexity of urban development (...) in Malaysia. Here, the major aim is to understand the Malaysian cities' transitions in the trajectory of their colonial past, national identity, multi-cultural community, culture, and religion. Focusing on South East Asian urbanism, this article determines how internal and external forces and global trends such as neoliberalism and property-led development affect the transformation of urban landscapes and expansions in Malaysia. The outcomes of this paper will indicate how much property-led development and globalisation have affected the traditional and tropical climate-responsive urban environment in Malaysia. It will also identify sustainable design and planning measures that should be implemented in the cities of Malaysia to combat the ill-effects of globalisation. (shrink)

Political philosophy has long treated the nation-state as the starting point for normative inquiry, while paying little attention to the ongoing legacies of colonialism and imperialism. But given how most modern states emerged, normative discussions about migration, for example, need to engage with the colonial and imperial history of state immigration controls, citizenship practices, and the nation-state more generally. This article critically reviews three historical studies by Adom Getachew, Radhika Mongia, and Nandita Sharma that engage in depth with this history. (...) The studies historicize concepts that are central to discussions in political philosophy: the categories of citizen and migrant, the concept of ‘nationality,’ and the principle of self-determination. I argue that this historicized form of conceptual analysis helps us challenge the default authority of concepts that are deeply embedded in the political structures that we inhabit. (shrink)

In this paper, I explain Black feminist identity politics as a practice that is ‘on the way’ to settler decolonization in a US context for the fact that it makes demands that we attend to our “originating” stories and, in doing so, 1) generate potential for difficult coalitions for decolonization in settler colonial USA and 2) promoting a range of refusals (Simpson 2014) that aid in resisting the completion of settler colonialism in North America, which is still an uncompleted project. Ultimately, I claim Black feminist identity politics, properly understood, is a practice that aids in retaining the possibility of decolonization in a settler colonial state by resisting the historical unknowing that facilitates settler futurity. Sartre's writing on colonialism and anti-colonial critique is diverse, protean and frequently self-contradictory, and for this reason has generated a good deal of controversy. His celebrated and notorious 'Orphée noir', written as the preface to Senghor's Anthologie de la nouvelle poésie nègre et malgache de langue française, has been read as both veneration and critique of the negritude movement, and he has been named both spokesman and traitor of anti-colonial resistance in Africa. Explicating the dynamics of an assertion of black (...) identity in contradistinction to colonial influence, Sartre introduced revolutionary black poetry to the European audience it was directed against, only to be condemned by some of the other negritude thinkers, such as Alioune Diop, as eurocentric and blinded by his own position as a metropolitan, and therefore colonial, intellectual. The version of negritude promoted in 'Orphée noir' was criticised by such thinkers for being too rigid and essentialist, yet conversely, Fanon objected that Sartre's stress on the movement as transitory and provisional meant that was insufficiently immersed in 'authentic black experience'. In addition, Sartre's more journalistic writing, which called for the withdrawal of the French presence in Algeria during the war of independence, aptly served to draw attention to dissension about the Algerian question within French society, but, as Robert Young points out, the Marxist approach underpinning many of these pieces has also been seen as universalising. Research involving human participants has been conducted in the Philippines since the beginning of the Spanish colonial period. Such studies are expected to adhere to internationally accepted ethical guidelines. This paper discusses trends in clinical research ethics in the Philippines during the American colonial period (1898‐1946). Specifically, studies were assessed on: 1) their observance of ethical protocols, including review; 2) identification of inclusion and exclusion criteria in the selection of participants; 3) use of vulnerable subjects; and 4) practice of the (...) informed consent process. Only the informed consent process had a significant logistic correlation with progression of years. Recruitment of vulnerable groups was common during this period; children and prisoners were the most common participants. Trends in medical ethics in the Philippines reflected those in the United States prior to the publication of the Nuremberg Code, which served as a milestone in the protection of human welfare in clinical research. ABSTRACT This essay analyses French literature on protectorates that was published in the late nineteenth and early twentieth centuries. Firstly, I examine French understanding of protectorates with a focus on contrasting views about whether or not a protectorate treaty warrants the intervention of the protector in the internal affairs of the protected. In doing so, I attempt to delineate specific ways legal scholarship engaged with the ideological construction of a supposedly uncivilized other. Then I move on to trace the (...) development of a type of argument employed by the French to justify their colonialism that had to do with protectorate treaties. In the discussion, I explain the particular role the ‘violation’ argument played within French colonial discourse, both in the absence of the ‘territorium nullius’ argument, and in the face of critics of empire. Lastly, I place under scrutiny the relationship between the ‘violation’ argument and the distinction of two kinds of coercion – coercion of a state, and coercion of its representative. (shrink)

This paper is one in a series of attempts on my part to think through one of the central challenges left to us by Merleau-Ponty’s sudden death in 1961: if we understand the turn, in his later writings, toward an ontology of the flesh as “a radical rethinking of the experience of belonging from within, [as] a phenomenology of being-of-the-world”, how are we to bear witness to such an experience? What modalities are called forth to do justice to this belonging? (...) The task accrues existential and ethical weight when, at stake in our analyses, are historical and social structures like coloniality that normalize experience, perception, and sense-making while marginalizing others. It is my contention, in this article, that when the phenomenological inquiry becomes critical the question of modality becomes ethically central; how we bear witness to experiences of marginalization and the operations of power that produce them matters in that it risks reifying the same normative structures that predicate the oppression of many. With these questions and considerations in mind, in this article, I return to silence and propose that the mobilization of what I call “deep silences” can be a powerful tool for a critical phenomenology that bears witness without capitulating to the imperative of transparency norming the modern/colonial world system. Deep silence, in fact, designates signifying practices that do not primarily operate within the bounds of logocentrism and speech as the foundational principles of meaning, or that rely upon conceptual, analytical, and instrumental thinking, mobilizing instead the somatic, affective, and sensual dimensions of existence. In this article, I am primary concerned with the sense-making effected by the aesthetic as an instance of deep silence. Specifically, I focus on the image- and ritual-centered photographic documentaries of Silvia Rivera Cusicanqui, which, I suggest, challenge the hegemonic normativity of modern/colonial aesthetics, introducing the reader to other sensibilities wherein the distinction between theory and practice has no purchase and the multiplicity of creative expressions is recognized. Qualifying post-Westphalian sovereign statehood as a 'power' as argued for in Hendrik Berkhoff's political theology, this book addresses the decades-long theological-spiritual debate between Christian realism and Christian pacifism in U.S. foreign policy and global Christian circles. It approaches the debate by delving into the pacifist Anabaptist political theology and delineates empirically how sovereign statehood in post-colonial Africa and Asia has fallen into the hands of the devil Satan, as a 'fallen power' in the Foucaultian terms of power structures, techniques and (...) episteme. While the book offers intervention schemes and options, it holds that Christian statecraft remains the source of hope to effectively address a number of serious global issues. By extension, the book is thus an invitation to ignite debates on the suitability of Christian statecraft and the nexus between spirituality and world politics, making it especially interesting for scholars and students in the fields of International Politics, Politics of Asian and African States, Post-colonial Studies and Political Theology.. Mode of philosophizing in post-colonial India is deeply influenced by two centuries of British rule, wherein a popular divide emerged between doing classical Indian philosophy and Western philosophy. However, a closer look reveals that the divide is not exclusive, since there are several criss-cross modes of philosophizing shaped by the forces of colonialism and nationalist consciousness. Contemporary challenges lie in raising new philosophical questions relevant to our time, keeping in view both what has been inherited and what has been imbibed (...) in these centuries-old civilizational journeys. One needs to recognize India’s rich intellectual traditions based on cultural diversity, and at the same time raise fundamental questions that are transcendental in nature, yet historically rooted in our temporal presence. The challenge to articulate the nature of Indian philosophy has remained one of the daunting tasks for scholars of philosophy. Contemporariness of Indian philosophy is another issue to be deliberated. Contemporariness lies not only in raising new questions to classical Indian philosophies, but also in finding newness in old questions. It should further include engaging the classical philosophies with new methodological questions, be it Western philosophical methods or ones internally generated. Contemporariness will include narrating new stories driven by the dynamics of the present, where drive for questioning comes from the authentic philosophical issues of our time. (shrink)

Exploring how modern internationalism emerged as a negotiated process through international conferences, this edited collection studies the spaces and networks through which states, civil society institutions and anti-colonial political networks used these events to realise their visions of the international. Using an interdisciplinary approach, contributors explore the spatial paradox of two fundamental features of modern internationalism. First, overcoming limitations of place to go beyond the nation-state in search of the shared interests of humankind, and second the role of the spaces (...) in which people came together to conceive and enact their internationalist ideas. From Paris 1919 to Bandung 1955, this book shows how modern internationalism interacted with the ongoing influence of nation-states and imperial sovereignty through international conferences. While international 'permanent institutions' such as the League of Nations, UN and Institute of Pacific Relations constantly negotiated national and imperial politics, lesser-resourced and more radical political networks more frequently targeted states. Taken together these conferences radically expand our conception of where and how modern internationalism emerged, and make the case for focusing on internationalism in a contemporary moment when its merits are being called into question.
