What kind of thing, as it were, is power and how does it fit into our understanding of the social world? I approach this question by exploring the pragmatic character of power ascriptions, arguing that they involve fictional expectations directed at an open future. When we take an agent to be powerful, we act as if that agent had a robust capacity to make a difference to the actions of others. While this pretense can never fully live up to a (...) social reality whose future is open, acting on such expectations helps constitute social order. Fictional expectations are thus built into the material practices that constitute power. This account, I argue, helps us make sense of some of the deep disagreements about the nature of power. I develop the account by drawing on Thomas Hobbes’s myth of an original institution of sovereign power before expanding it to other forms of power. (shrink)
The issue of political violence is mostly absent from current debates about power. Many conceptions of power treat violence as wholly distinct from or even antithetical to power, or see it as a mere instrument whose effects are obvious and not in need of political analysis. In this paper, I explore what kind of ontology of power is necessary to properly take account of the various roles that violence can play in creating and maintaining power structures. I pursue this question (...) by contrasting the views of Hannah Arendt and Michel Foucault. For Arendt, power is generated and maintained by communicative practices. She argues that power and violence are ‘opposites’ because violence can only destroy but not create these practices. In contrast, Foucault’s conception explicitly allows violence to play a constitutive role in generating power. I argue that while Arendt is right to insist that power and violence are not identical, it does not follow that violence cannot play any role in constituting power. Guided by Foucault’s approach, I formulate a non-dualist account of the relationship between power and violence that takes seriously the role that bodies, material things, and built infrastructures play in making social relations ‘more durable’ and constituting power. What is the normative import of telling a genealogy of our present reason-giving practices? In this paper, I will focus on Michel Foucault’s materialist genealogies in Discipline and Punish and The History of Sexuality, Vol. 1, which attend to the social and material settings in which we act and give and ask for reasons. A number of influential critics have interpreted them as a critical evaluation of our reason-giving practices. But understood in this way, Foucault’s genealogical project faces significant philosophical (...) problems. I will sketch a different account, arguing that telling a genealogy can have an uncanny effect: It can disrupt our familiarity with the everyday world by revealing to us the embodied norms that structure our everyday activities. Once we recognize that our situation is structured by normative demands, we cannot simply let ourselves be carried along by found norms. The recent global surge in large-scale foreign land acquisitions marks a radical transformation of the global economic and political landscape. Since land that attracts capital often becomes the site of expulsions and displacement, it also leads to new forms of migration. In this paper, I explore this connection from the perspective of a political philosopher. I argue that changes in global land governance unsettle the congruence of political community and bounded territory that we often take for granted. As a case (...) study, I discuss the European Union’s Renewable Energy Directive as a significant driver of foreign land acquisitions. Using its global power, the European Union (EU) is effectively governing land far outside of its international borders and with it the people who live on this land or are expelled from it. As a result, EU citizens ought to consider such people fellow members of their political community. This has implications for normative debates about immigration and, in particular, for arguments that appeal to collective self-determination to justify a right of political communities to exclude newcomers. The political community to which EU citizens belong reaches far beyond the EU’s official borders. (shrink)
Collective self-determination is considered to be an important political value. Many liberal political philosophers appeal to it to defend the right of states to exclude would-be newcomers. In this paper, I challenge the value of collective self-determination in the case of countries like the US, former colonial powers with a history of white supremacist immigration and citizenship policies. I argue for my claim by way of an analogy: There is no value to white neighborhoods in the US, which are the (...) result of racist attitudes and state policies, determining autonomously who should become a neighbor. In light of this commitment, defenders of the US's right to exclude would need to explain why it should be of moral value that a community whose character and composition has been shaped by white supremacy be able to determine its membership on its own terms. Power is often taken to be a central concept in social and political thought that can contribute to the explanation of many different social phenomena. This article argues that in order to play this role, a general theory of power is required to identify a stable causal capacity, one that does not depend on idiosyncratic social conditions and can thus exert its characteristic influence in a wide range of cases. It considers three promising strategies for such a theory, which ground (...) power in (1) the ability to use force, (2) access to resources, or (3) collective acceptance. It shows that these strategies fail to identify a stable causal capacity. The lack of an adequate general theory of power suggests that the concept lacks the necessary unity to play the broad explanatory role it is often accorded. (shrink)
What is the normative import of telling genealogies? Genealogies are historical accounts of our present reason-giving practices. They purport to show how certain reasons, forms of reasoning, norms, and concepts came to be authoritative for us, by looking at how these practices developed in concrete social and material settings. I argue in this dissertation that telling genealogies can challenge the legitimacy of found norms and thereby open up a space for normative transformation. To understand the central role that the concept (...) of power plays in genealogies, I develop a novel account of the ontology of power and the pragmatic effects of power attributions. I argue that power cannot play a useful role in social explanations; I show that a number of common strategies to account for power as an explanatorily useful social capacity fail. As an alternative, I develop a fictionalist account of power: When we attribute power to agents, we treat them as if they had social capacities, even if we are not strictly speaking entitled to do so. The resulting fiction of power is not simply an illusion, but is built into the structure of our material practices. Power attributions can play a constitutive role in the creation and maintenance of social order. On the basis of this view, I argue that power talk has an expressive function: Power attributions can make explicit the norms that are embodied in the social and material settings in which we act. I show that pragmatist accounts of reason-giving need such an expressive concept of power, because it allows us to raise questions about the default authority of found, embodied norms. This, I argue, is also the role that the concept plays in genealogies. For the genealogist, power is not a merely causal factor that distorts or undermines rational practices from the outside. Instead, she uses the concept to disrupt our familiarity with the everyday world by making explicit the embodied norms that structure it. As a result, a genealogy calls on us to take responsibility for these norms and practically transform the space in which we act. (shrink)
Political philosophy has long treated the nation-state as the starting point for normative inquiry, while paying little attention to the ongoing legacies of colonialism and imperialism. But given how most modern states emerged, normative discussions about migration, for example, need to engage with the colonial and imperial history of state immigration controls, citizenship practices, and the nation-state more generally. This article critically reviews three historical studies by Adom Getachew, Radhika Mongia, and Nandita Sharma that engage in depth with this history. (...) The studies historicize concepts that are central to discussions in political philosophy: the categories of citizen and migrant, the concept of ‘nationality,’ and the principle of self-determination. I argue that this historicized form of conceptual analysis helps us challenge the default authority of concepts that are deeply embedded in the political structures that we inhabit. (shrink)

This article gives a brief introduction to the MacArthur Competence Assessment Tool-Treatment (MacCAT-T) and critically examines its theoretical presuppositions. On the basis of empirical, methodological and ethical critique it is emphasised that the cognitive bias that underlies the MacCAT-T assessment needs to be modified. On the one hand it has to be admitted that the operationalisation of competence in terms of value-free categories, e.g. rational decision abilities, guarantees objectivity to a great extent; but on the other hand it bears severe (...) problems. Firstly, the cognitive focus is in itself a normative convention in the process of anthropological value-attribution. Secondly, it misses the complexity of the decision process in real life. It is therefore suggested that values, emotions and other biographic and context specific aspects should be considered when interpreting the cognitive standards according to the MacArthur model. To fill the gap between cognitive and non-cognitive approaches the phenomenological theory of personal constructs is briefly introduced. In conclusion some main demands for further research to develop a multi-step model of competence assessment are outlined. (shrink)
Epistemic trust is crucial for science. This article aims to identify the kinds of assumptions that are involved in epistemic trust as it is required for the successful operation of science as a collective epistemic enterprise. The relevant kind of reliance should involve working from the assumption that the epistemic endeavors of others are appropriately geared towards the truth, but the exact content of this assumption is more difficult to analyze than it might appear. The root of the problem is (...) that methodological decisions in science typically involve a complex trade-off between the reliability of positive results, the reliability of negative results, and the investigation's power. Which balance between these is the ‘correct’ one can only be determined in light of an evaluation of the consequences of all the different possible outcomes of the inquiry. What it means for the investigation to be ‘appropriately geared towards the truth’ thus depends on certain value judgments. When interests and preferences of researchers or their sponsors cause bias in experimental design, data interpretation or dissemination of research results, we normally think of it as an epistemic shortcoming. But as a result of the debate on science and values, the idea that all extra-scientific influences on research could be singled out and separated from pure science is now widely believed to be an illusion. I argue that nonetheless, there are cases in which research is rightfully regarded as epistemologically (...) deficient due to the influence of preferences on its outcomes. I present examples from biomedical research and offer an analysis in terms of social epistemology. (shrink)
This paper aims to give an insight into developments that contributed to the significance of the work of Jakob von Uexküll and stresses the importance of his occupation in Hamburg. A biographical survey pays tribute to the implication of the historical pretext and context. A scientific survey describes findings and ideas of Uexküll that proved important for the development of biology and the cognitive sciences. In addition, this paper sets out to reject the common notion that Uexküll’s concepts were ideas (...) of a purely theoretical and philosophical character. It confirms that in fact the central aims of his work were to sustain the empirical method in biology and to give biology a sound epistemological basis. Some examples show how historical and theoretical developments converged at Uexküll’s Institut für Umweltforschung in Hamburg and ignited a productive research activity. (shrink)
This chapter provides an analysis of the long process of introducing an electronic identity for online authentication in Germany. This process is described as a multi-facet innovation, involving actors from different policy fields shifting over time. The eID process started in the late ‘90s in the context of eGovernment and eCommerce with the legislation on e-signatures, which were supposed to allow for online authentication of citizens. When after 5 years it was recognized that this was not the case, a new (...) digital ID card, which had meanwhile been announced, was chosen as token for the eID. This process was dominated by the concerns for visual inspection and border control, including the storage of digital fingerprints. Under the leadership of the Ministry of the Interior (BMI) and technical guidance of the Federal Agency for Information Security (BSI), technical specifications have to a large extent been adopted from the electronic passport, which had been smoothly introduced 2 years before. However, in the legislative process some concern regarding digital fingerprints on the eID card was raised and led to an opt-in solution. In 2009, a bill on the new ID card was passed which regulates the eID function for online authentication as well. This is characterized as a radical innovation by introducing a double-sided, mutual authentication of the citizen and the service provider and implementing the principle of proportionality regarding the access of service providers to data on the chip. At the time of writing, field tests are conducted. Roll-out of the new eID card is to start in November 2010. Therefore no figures about adoption can be provided here. (shrink)
The aim of this paper is to explore the role of ethical climate on the relationship between the paternalistic leadership and team identification at the team level. In contrast to the prior studies which tended to focus on ethical climate as a whole dimension, this paper further classified the domain of construct into the categories of egoism, benevolence, and principle using a sample from 143 teams in Mainland China and Taiwan. Hierarchical regression results showed that the average paternalistic leadership had (...) a significant impact on the team identification at the team level. Moreover, the results indicated that the ethical climate of benevolence fully mediated while the ethical climate of egoism partially mediated the relationship between authoritarian leadership and team identification. Also, the ethical climates of benevolence and principle had a partial mediating effect on the relationship between benevolent leadership and team identification as well as moral leadership and team identification, respectively, but the ethical climate of egoism did not play a significant role. To study how religiosity affects family business goals, we merge literatures on goal setting, temporal orientation, and family business to argue that family business goals can be distinguished into short-term and long-term orientations and propose that religiosity affects both orientations, but to varying degrees. Drawing on a sample of private U.S. family businesses and applying partial least squares structural equations modeling, we find tentative support that religiosity has a stronger positive effect on long-term goal orientation than on short-term goal orientation. This paper advocates for making epistemic interests a central object of philosophical analysis in epistemology and philosophy of science. It is argued that the importance of epistemic interests derives from their fundamental importance for the notion of objectivity. Epistemic interests are defined as individuated by a set of objectives, each of which represents a dimension of the search for truth. Among these dimensions, specificity, sensitivity, and productivity are discussed in detail. It is argued that the relevance of productivity is often (...) overlooked in debates about the ends and means of science. A definition of the objectivity of inquiry is proposed that takes the notion of epistemic interest as its starting point. (shrink)

As nation-states make greater efforts to regulate the flow of people on the move—refugees, economic migrants, and international travelers alike—advocates of DNA profiling technologies claim DNA testing provides a reliable and objective way of revealing a person’s true identity for immigration procedures. This article examines the use of DNA testing for family reunification in immigration cases in Finland, Germany, and the United States—the first transatlantic analysis of such cases—to explore the relationship between technology, the meaning of family, and immigration. Drawing (...) on our analyses of archival records, government documents, and interviews with immigration stakeholders, we argue that DNA testing is not conclusive about the meaning of family. While the technology may facilitate decision making for both would-be immigrants and state officials, our study shows hesitancy among the latter to let DNA testing make the final determination. We introduce the concept of social validity—whether the interpretation of test results matches social or political meanings in a given local context—in order to make sense of the complexities and challenges of DNA testing in practice. We show that DNA testing is not just a technology of belonging or a way to claim citizenship rights. It may also enable exclusion and denial of rights. (shrink)
A common complaint against the increasing privatization of research is that research that is conducted with the immediate purpose of producing applicable knowledge will not yield knowledge as valuable as that generated in more curiosity‐driven, academic settings. In this paper, I make this concern precise and reconstruct the rationale behind it. Subsequently, I examine the case of industry research on the giant magnetoresistance effect in the 1990s as a characteristic example of research undertaken under considerable pressure to produce applicable results. (...) The example permits one to arrive at a more optimistic assessment of the epistemic merits of private, application‐driven research. I attempt to specify the conditions that, in this case, advanced the production of interesting and reliable knowledge. (shrink)
In various debates about science, appeal is made to the freedom of scientific research. A rationale in favor of this freedom is rarely offered. In this paper, two major arguments are reconstructed that promise to lend support to a principle of scientific freedom. According to the epistemological argument, freedom of research is required in order to organize the collective cognitive effort we call science efficiently. According to the political argument, scientific knowledge needs to be generated in ways that are independent (...) of the major political powers because of the important role it plays for the citizens and their capacity to form well-informed political preferences. Both arguments are examined critically in order to identify their strengths and limitations. I argue that the scientific freedom established by both rests on a number of critical preconditions, and that the arguments’ force must be weighed against competing societal interests and values in each case of their application. Appeal to a principle of scientific freedom should therefore never mark the end, but rather the beginning of a public debate about the ends and means of science. (shrink)

Dabei interessierte der Einfluss soziodemografischer, sportbezogener sowie soziokultureller Merkmale. Mitglieder der ersten Migrationsgeneration waren entlang dreier Integrationsdimensionen weniger stark integriert als einheimische und immigrierte Mitglieder der zweiten bzw. dritten Generation. Multiple Regressionsanalysen verdeutlichten, dass einige Merkmale signifikant mit den Integrationsdimensionen zusammenhängen und somit relevanter für die soziale Integration sind als andere.
Torsten Wilholt’s book on the freedom of research is a remarkable contribution to a long-standing debate over an issue which is becoming increasingly important today. As Wilholt points out in the preface, the topic ‘freedom of research’ has a twofold face: On the one hand, freedom of research is the presupposition of an engaged and unprejudiced search for knowledge; on the other hand, it implies the risk of borderless and ‘untamed’ research. In considering this contradiction, Wilholt makes recourse to (...) the history of ideas, his central thesis being that freedom of research still has “a meaningful normative function” (11).After briefly discussing the various forms of freedom of research in current debates, Wilholt, in chapter 2, elaborates on what he calls the “argument from reasons of autonomy”. The notion of ecological rationality implies that the accuracy of a decision strategy depends on features of the information environment in which it is tested. We demonstrate that the performance of a group may be strongly affected by the decision strategies used by its individual members and specify how this effect is moderated by environmental features. Specifically, in a set of simulation studies, we systematically compared four decision strategies used by the individual group members: two linear, compensatory decision strategies and (...) two simple, noncompensatory heuristics. Individual decisions were aggregated by using a majority rule. To assess the ecological rationality of the strategies, we varied the distribution of cue validities, the quantity, and the quality of shared information. Group performance strongly depended on the distribution of cue validities. When validities were linearly distributed, groups using a compensatory strategy achieved the highest accuracy. Conversely, when cue validities followed a J-shaped distribution, groups using a simple lexicographic heuristic performed best. While these effects were robust across different quantities of shared information, the quality of shared information exerted stronger effects on group performance. For a long time the dominant view on the nature of blame was that to blame someone is to have an emotion toward her, such as anger, resentment or indignation in the case of blaming someone else and guilt in the case of self-blame. Even though this view is still widely held, it has recently come under heavy attack. This article explores impact investing within the renewable energy sector. Drawing on ethical decision making and sensemaking, this article contributes to an enhanced understanding of the complex ethical sensemaking process of impact investors when facing plausible situations in a world of contested truths. Addressing the ethical tensions faced by impact investors with mixed motives, this study investigates the way decision makers use context-specific reasons to make sense of and shape the renewable energy investment process. This represents an initial attempt to (...) understand ethical sensemaking in impact investing made within the renewable energy sector using a multi-stakeholder approach. Our findings show that prosocial, personal, reputational, and economic motives are the main drivers of REI, with prosocial and personal motives being value-based, and reputational and economic motives being evidence-based. We find three different modes of ethical sensemaking, allowing for the construction of the four motives noted above. These motives are based on the context-specific reasons of impact investing decision makers in the RE sector. This article contributes to the academic discourse on ethical sensemaking with some key processes involved in ethical decision making, and a better understanding of the underlying motivations of impact investing in the RE sector. In recent years, the philosophy of Ludwig Boltzmann has become a point of interest within the field of history of philosophy of science. Attention has centred around Boltzmann’s philosophical considerations connected to his defense of atomism in physics. In analysing these considerations, several scholars have attributed a pragmatist stance to Boltzmann. In this paper, I want to argue that, whatever pragmatist traits may be found in Boltzmann’s diverse writings, his defense of atomism in physics can not be analysed this way. (...) In other words, I wish to show that he did not defend atomism as “preferable for its practical virtues”, as has been alleged.1 On the contrary, Boltzmann considered the atomist picture to be indispensable — more precisely, an indispensable prerequisite for making the application of continuous differential equations an understandable enterprise. Even though the idea that privacy is some kind of control is often presented as the standard view on privacy, there are powerful objections against it. The aim of this paper is to defend the control account of privacy against some particularly pressing challenges by proposing a new way to understand the relevant kind of control. The main thesis is that privacy should be analyzed in terms of source control, a notion that is adopted from discussions about moral responsibility.
