ID 68, the important Delian inscription found in 1910 prohibiting access to outsiders and with jurisdiction probably over the Archegesion, is shown to have been inscribed twice. This is not a matter of republication, rather of simultaneous publication within the same sanctuary. The article provides a new text and a complete bibliography for the double publication before analyzing the architectural function of the two inscriptions and their significance as sacred law. With emphasis on the palaeography and aesthetic (...) value of the letterforms as well as on the physical evidence of the stones themselves, the meaning of the prohibition is reexamined, resulting in the proposal of a specific social context and date. In recent years, policymakers have begun to problematize how legislation stands in the way of the digitalization of the public sector. We are witnessing the emergence of a new phenomenon, digital-ready legislation, which implies that, whenever possible, new legislation should build on simple rules and unambiguous terminology to reduce the need for professional discretion and allow for the extended use of automated case processing in public-sector organizations. Digital-ready legislation has potentially wide-ranging consequences because it creates the conditions for how public (...) organizations are digitalized. The processes, practices, choices, and responsibilities for drafting digital-ready legislation, however, are not well-described or debated. Digital-ready legislation is a dormant issue. This paper develops the notion of the “double darkness” of digitalization to account for this. Based on a qualitative study, the paper investigates how digital-ready legislation as a sociotechnical arrangement is shaped by policy tools and by a complex, collaborative process where responsibility for legislation is fragmented. It argues that although the policy tools are aimed at making actors responsible for digitalization and creating clarity about the process, actors seem to be reluctant to take on the responsibility for making political decisions related to digitalization. Performance pressure is a unique stressor in the public sector. Prior studies revealed that it could be a challenge that stimulates functional behavior or a threat that leads to dysfunctional consequences. But these articles failed to provide an integrated theoretical model to explain both phenomena simultaneously. We introduced the double-edged sword effect of performance pressure to fill this theoretical gap. Furthermore, the mediation role of mission valence was examined to explore the buffet mechanism toward this nonlinear relationship. We collected (...) 1,464 valid questionnaire data from snowball sampling to test the research model. Our results revealed that: performance pressure had an inverted U-shaped relationship with dedication and mission valence; performance pressure hurt vigor rather than the curvilinear relationship; mission valence can mediate the inverted U-shaped relationship between performance pressure and dedication. These empirical findings give theoretical contributions and practical insights to public personnel management. (shrink)

India is the emerging country with the world’s greatest social banking program, so Indian banks are required to finance the weaker sectors of society that are excluded from the traditional financial system, while also providing mainstream banking services to non-priority sectors. For social banks to promote the ethical–social management of their dual mission and to be successful in today’s business environment, they must be as efficient as possible in both dimensions of their banking activity. Whereas the efficiency of Indian banks (...) in the financial dimension is well understood, to date there has been no research evaluating their double bottom-line of achieving social and financial goals. Our study applies an innovative Network Slack-Based DEA model to evaluate how efficient Indian public banks are when providing credit to priority and non-priority sectors. We also explore the main factors influencing bank efficiency. Results suggest that Indian public banks have performed relatively well in both activities, although social efficiency has been slightly greater than financial efficiency. Moreover, their commitment to priority sector lending has not come into conflict with the profit-seeking objectives of mainstream banking services. As regards determinants of social and financial efficiency, there are countervailing forces played by regional wealth, bank size, branch networks, and rural location. Our findings are therefore useful for stakeholders of Indian public banks as they indicate if these entities have adequately managed their double bottom-line, and hence if they are critical for poverty alleviation and development in India. This study is the first book-length account of the history and issues surrounding this controversial approach to hard cases. To effectively reduce the homework burden and off-campus training burden of students in the compulsory education stage in China, China adopts the double reduction policy to carry out corresponding governance in the field of education. This study aims to explore the public's psychological cognition of the current education system under the implementation of the double reduction policy. The public's opinion data on education concepts under the implementation of the double reduction policy are collected, then the SPSS software (...) and Amos software to quantitatively analyze the public's educational concept data are used, and a corresponding structural model equation to analyze the public's opinion on the implementation of the double reduction policy is established. The psychological concepts of all aspects of education are observed, the public's psychological views on education under the implementation of the double reduction policy are finally obtained, the ideological connotation of popularizing the double reduction policy for the general public is provided, and the balanced development of the domestic education system for the implementation of the double reduction policy is ensured. Two suggestions are made in order to provide a corresponding reference for the public's psychological cognition research on the current education system under the implementation of the double reduction policy. Contemporary debates about scientific institutions and practice feature many proposed reforms. Most of these require increased efforts from scientists. But how do scientists’ incentives for effort interact? How can scientific institutions encourage scientists to invest effort in research? We explore these questions using a game-theoretic model of publication markets. We employ a base game between authors and reviewers, before assessing some of its tendencies by means of analysis and simulations. We compare how the effort expenditures of these groups interact (...) in our model under a variety of settings, such as double-blind and open review systems. We make a number of findings, including that open review can increase the effort of authors in a range of circumstances and that these effects can manifest in a policy-relevant period of time. However, we find that open review’s impact on authors’ efforts is sensitive to the strength of several other influences. (shrink)

In response to the continued expansion of “red flag” laws allowing broader classes of people to petition a court for the removal of firearms from individuals who exhibit dangerous conduct, this paper argues that state laws should adopt a double-filter provision that balances individual rights and government public safety interests. The main component of such a provision is a special statutory category — “reporting party” — that enables a broader social network, such as co-workers or school administrators, to request (...) that a law enforcement officer file a petition for an Extreme Risk Protection Order. A double-filter provision would not give reporting parties a right to file a court petition directly. Instead, parties would file a request for petition with law enforcement officers, who must seek an ERPO from the court if they find the reporting party's information credible. That information is then transmitted to the court as a sworn affidavit of the reporting party. The goal is to facilitate a balanced policy model that widens the reporting circle in order to feed more potentially life-saving information into the system, mitigates the risk of erroneous deprivation of constitutionally protected due process and Second Amendment rights. Virtue signaling—using public moral discourse to enhance one’s moral reputation—is a familiar concept. But, what about profile pictures framed by “Vaccines work!”? Or memes posted to anti-vaccine groups echoing the group’s view that “Only sheep believe Big Pharma!”? These actions don’t express moral views—both claims are empirical (if imprecise). Nevertheless, they serve a similar purpose: to influence the judgments of their audience. But, where rainbow profiles guide their audience to view the agent as morally good, these acts guide their audience (...) to view the agent as epistemically good. They are instances of epistemic virtue signaling. The first goal of this paper is to offer an account of epistemic virtue signaling. I argue that epistemic virtue signaling occurs through both behavioral and propositional signals, and serves purposes similar to those of moral virtue signaling across a wide variety of discourses. The second is to show that there is much work for this concept to do. In particular, this concept illuminates a double bind faced by those who suffer from and seek to overcome testimonial injustice. I close by demonstrating how this double bind arises in the dissolution of medical autonomy, focusing on the care gap faced by pregnant women of color in the United States today, as compared with their white counterparts. The double‐blind peer‐review of manuscripts for potential publication is a longstanding tradition in the production of scholarship. Nursing has adopted this tradition to secure a place of legitimacy and authority for its scholarship amongst the other disciplines in the academy. However, despite its ubiquity and avowed utility, the peer‐review has not generally been the subject of much research let alone intense philosophical scrutiny and debate. This manuscript attempts such an engagement with a view to uncovering specific concerns about (...) the essentially conservative and sometimes restrictive effects the double‐blind peer‐review produces. Drawing on the deconstructionist writings of Derrida and his acolytes this paper attempts to dig beneath the surface mechanics of the double‐blind peer‐review and in so doing, expose its rather shaky philosophical foundations. It is written to open debate from others who too, have harboured doubts about its adequacy and supremacy as a technology in the production of (legitimate) knowledge. (shrink)

This paper reconsiders whether Aquinas is rightly read as a double-effect thinker and whether it is right to understand him as concurring with Paul’s dictum that evil is not to be done that good may come. I focus on what to make of Aquinas’s position that, though the private citizen may not intend to kill a man in self-defense, those holding public authority, like soldiers, may rightly do so. On my interpretation, we cannot attribute to Aquinas the position that (...) aiming to kill in self-defense is prohibited where so aiming is the only way to stay alive. Instead, for the private citizen though not for the public authority, it is aiming to kill as an end in itself, over and above the aim of saving one’s life, that is prohibited. Accordingly, we also cannot attribute to Aquinas the third condition of the principle of double effect in its textbook formulation. (shrink)

The object of this paper is two-fold: first, to show that contrary to what seem to have become a widely accepted view among historians of biology, the famous 1953 first Nature paper of Watson and Crick on the structure of DNA was widely cited — as compared to the average paper of the time — on a continuous basis from the very year of its publication and over the period 1953–1970 and that the citations came from a wide array (...) of scientific journals. A systematic analysis of the bibliometric data thus shows that Watson's and Crick's paper did in fact have immediate and long term impact if we define "impact" in terms of comparative citations with other papers of the time. In this precise sense it did not fall into "relative oblivion" in the scientific community. The second aim of this paper is to show, using the case of the reception of the Watson—Crick and Jacob—Monod papers as concrete examples, how large scale bibliometric data can be used in a sophisticated manner to provide information about the dynamic of the scientific field as a whole instead of limiting the analysis to a few major actors and generalizing the result to the whole community without further ado. Drawing on Mikhail Bakhtin’s theory of double-voicedness and James Scott’s theory of public and hidden transcripts, this essay investigates the colonial context of Romans 13:1–7 with particular attention to the Roman imperial cult. It is my contention that Paul attempts to persuade the audience to resist the imperial cult, whilst negotiating colonial power and authority. It is assumed that colonial discourse is, by nature, a double-voiced discourse in that the public transcript of the dominant and the hidden transcript (...) of the suppressed coexist in a continued state of internal tension and conflict. Seen in this light, Paul as a colonised subject parodies the public transcript of the elites in his own hidden transcript. However, Paul’s doubled-voiced discourse finally turns out to be subversive against the dominant culture by suggesting that ultimate honour, fear, and authority should not be due to the rulers of the Roman Empire but to God. The paper provides an analysis of Martin Buber’s intellectual conversion and shows how it facilitates a deeper understanding of the phenomenon of nationalism. Buber, who is today known mainly as a key representative of dialogical philosophy, was in the 1910s part of the double wave of German and Jewish nationalism which strongly affected the German-speaking Jewish public. Buber provided intellectual support for this wave of nationalism and interpreted World War I as a unique chance for the spiritual unification of (...) European Jewry. Consequent to his conflict with Gustav Landauer Buber underwent a complex intellectual and existential transformation. He abandoned key concepts of his pre-dialogical thought and laid the foundations of his dialogical thought. He rejected his endorsement of Geman nationalism and substantially reevaluated his political positions. The analysis of Buber’s intellectual development sheds light on some important aspects of the dynamics of nationalism. (shrink)

One of the ethical principles of medical research involving human subjects is obtaining proper informed consent (IC). However, if the participants’ actual awareness of medical research terminology is lower than the researchers’ prediction of that awareness, it may cause difficulty obtaining proper IC. Therefore, this study aims to clarify the presence of “perception gaps” and then discuss IC-related issues and measures based on the insights obtained. We conducted two online surveys: a “public survey” to understand the Japanese public’s awareness of (...) 11 medical research terms and a “physicians’ survey” to investigate physicians’ predictions regarding public awareness. In the “public survey,” for each term, respondents were instructed to select their situation from “understand,” “have heard,” or “have never heard.” In the “physicians’ survey,” respondents were asked to estimate the proportions of the general public who would “have understood,” “have heard,” or “have never heard” by using an 11-step scale. We analyzed separately in two age groups to understand the age-related difference. We received 1002 valid responses for the “public survey” and 275 for the “physicians’ survey.” Of the public respondents, more than 80% had never heard of terms such as interventional study, prospective clinical study, cohort study, Phase I clinical trial, or double-blind study. Concurrently, physicians overestimated general public awareness of the terms placebo, cohort study, double-blind study, and randomized clinical trial (in the group of people under 60). The results revealed the perception gap between the general public and physicians which raise serious concerns about obtaining proper IC from clinical research participants. (shrink)

Although Karl Polanyi is best known for his theorization of market regulation and the double movement, democratizing the economic was one of his core concerns. He believed societies need to bring labor, land, and money under collective oversight to displace the logic of market fundamentalism with the logic of human needs. In this article, the author draws on Polanyi’s vocabulary to shed light on the denial of money politics and the possibility of democratization. The author illustrates these dynamics through (...) an analysis of long-term dynamics of (de)politicization in British colonial America and the United States through the 1930s. _This paper discusses the concept of compassion fatigue in light of the importance that political decisions, especially the application of the concept of public spirit, have had on care and nursing in a Danish hospital context during the COVID-19 pandemic. The paper is based on recent research literature in the field as well as the author’s own participatory observation study. The paper suggests that nurses already show a sense of public spirit due to their authorization and professional ethics, but at (...) the same time they must balance the ambiguity of nursing care. A linguistic-philosophical study of public spirit shows that the concept can have a discursive, double-binding and interpellative effect on nurses, who may therefore have an experience of inadequacy and compassion fatigue. In this context, compassion fatigue must be understood as the fact that nurses cannot provide the care they want or that is expected of them. Public spirit can be said to have had a renaissance and linguistic and moral supremacy during the COVID-19 pandemic. The paper views the concept of __waywardness 1 as a possible response for how to prevent or completely avoid compassion fatigue, so that nurses instead have an experience of compassion / self-compassion. There are many uncertainties concerning climate change, but a rough international consensus has emerged that a doubling of atmospheric carbon dioxide from its pre-industrial baseline is likely to lead to a 2.5 degree centigrade increase in the earth's mean surface temperature by the middle of the next century. Such a warming would have diverse impacts on human activities and would likely be catastrophic for many plants and nonhuman animals. The author's contention is that the problems engendered by the possibility of (...) climate change are not purely scientific but also concern how we ought to live and how humans should relate to each other and to the rest of nature; and these are problems of ethics and politics. This paper has a two-fold task. First, I show that there are three types of individuals associated with the Thrasymachean view of society: the many, i.e., the ruled or those exploited individuals who are just and obey the laws of the society; the tyrant or ruler who sets down laws in the society in order to exploit the many for personal advantage; the "stronger" individual or member of the society who is detached from the many and aspires to become the (...) tyrant. Second, I argue that if Thrasymachus’s account of the perfectly unjust life of the tyrant is to be more than a theoretical ideal, then the stronger individual who aspires to the tyrant’s position would do well to lead a double life—namely, pursuing private injustice while maintaining the public ‘appearance’ of justice. My interpretation accords with that of Glaucon, noted at the beginning of Republic II. I want to extend Glaucon’s interpretation to include the stronger individual as well. I argue that the standpoint of the stronger individual, as distinct from the standpoints of the tyrant and the many, shows Thrasymachus’s three statements regarding justice to be consistent with one another. The paper attempts to consider the problem of W. H. Auden’s political engagement in the 1930s in the context of his famous decision to leave England and settle down in the USA. The transatlantic journey of the eponymous member of so-called “Auden generation” prompted certain critics to set up a distinct caesura between the “English” and the “American” Auden, giving primacy to the accomplishments of the former and downplaying the works of the latter. As it is argued, America was not (...) the place of the poet’s radical volte-face, but only a certain important, logical stage in his personal and poetic evolution. His entanglements with politics were often mythologized, and occasional public and semi-political verse he “committed” often tended to subvert any attempts to pigeonhole the author in terms of his ideological stance. B.F. Skinner was the voice of radical behaviourism for some five decades, fighting relentlessly against consciousness as a scientific question. While in public he always argued the case for behaviourism, in fact Skinner was deeply at odds with himself, as he reveals in several books. Surprisingly, as a college student he was deeply interested in becoming a stream-of-consciousness novelist. When that ambition failed, he reacted with a radical rejection of the conscious life. Decades later Skinner's inner struggle still continued, as (...) his autobiography shows. Like a mystery novelist, B.F. Skinner again and again provides the clues to his own secret. Skinner's conflict about consciousness was not just a personal idiosyncracy. Behaviourism and its radical rejection of personal experience was a major theme of the twentieth century, and continues even today. Rejection of consciousness became a core belief for academic psychologists and philosophers in the English-speaking world, justifying their claim to standing among the physical sciences. Skinner's life suggests that radical behaviourism may be associated with psychological conflict and some degree of dissociation. It also raises questions about the cultural climate that celebrated the rejection of consciousness. (shrink)

In diesem Memorandum, das er im April 1938 an das Reichsministerium des Innern richtete, beschäftigt sich Gerstein ausführlich mit dem gegenwärtigen System der anatomischen Leichenbeschaffung, seiner Wurzeln und Dilemmata. Durch die Einordnung des Memorandums in die größeren Zusammenhänge seines widersprüchlichen Lebens kann eine Lücke in Gersteins Biographie geschlossen werden, in der sein Verhältnis zur Medizin einen Weg moralischer Neuorientierung (...) zwischen christlichem Anspruch und nationalsozialistischer Realität darstellte. Darüber hinaus ermöglichen es die in dem Memorandum ausgeführten Positionen Gersteins, seine Kritik am System anatomischer Leichenbeschaffung und seine Reformvorschläge, die Geschichte der Anatomie in Deutschland nachzuzeichnen. It is difficult for a Catholic, even of a non-itriumphalistic sort, nort rto be moved by his suggestion: not to be stimulated into rserious ~efl.ection upon the meaning of Catholic identity, particularly now in the pT"esent cultural situation in America and indeed the West, which seems-note the subtitle of Neuhaus's book-aptly described in terms of a modernity giving way to posrtmodernity, a modernility searching for genuinely postmodern patterns of thought. Neuhaus is insistent-and the insistence is refresb.ing-,that this reflection be carried through with integri,ty (cf., e.g., p. 150) : the Catholicism. for which our-a postmodern-culture [.g ripe is and must be ·a Caitholicisrn which is fiaithful to the Gospel and to tits own tradition. This double intention of Neuhaus to speak on behalf of a Catholicism which is in and for a postmodern world sets.the context for.the questions I wish to pose in the present inquiry. The rapidly changing field of genetics affects society through advances in health-care and through implications of genetic research. This study addresses the impacts of new genetic discoveries and technologies on different segments of today's society. In spite of Arendt's argument that privileges the limited American Revolution against the boundless French one, in her rhetoric and in her storytelling Arendt presents a unitary but dialectical picture of revolution, where suffering (...) and foundation are inseparably intertwined. The founding public action of revolutionaries implies a crisis of mimetic passions (of fear and pity) which threatens to undo, but also set the stage for, revolution. This negative, passionate and passive side of revolution helps us to come to terms with the non-productive but emancipatory revolutions in the Eastern Europe of 1989-91. (shrink)

Recent debates in the history of science aimed at reconstructing the history of scientific diplomacy have privileged the analysis of forms of diplomacy coming from above. Instead, the objective of this paper is to raise awareness of these debates by looking at attempts at scientific diplomacy from below. Such a shift in perspective might allow us to observe the impact of marginalized social agents on the construction of international diplomatic choices. This article particularly focuses attention on how the legacy of (...) Bernalism has fostered the emergence of two different types of science diplomacy. On the one hand, Bernalism has influenced the goals of organizations such as UNESCO and the World Peace Council, which are forms of science diplomacy I would term from above. On the other hand, Bernalism has also been at the origin of radical scientific movements that I propose to interpret as forms of scientific diplomacy from below. These have, in fact, played a cardinal role not only in raising public awareness of the social and political roles of science, but also in the more direct participation of scientists in defining the political objectives of their research activity. From this point of view, I analyze how an association like the World Federation of Scientific Workers proposed (at least in the beginning) greater democratic participation than the top‐down structures of other forms of scientific internationalism. Applications of artificial intelligence (AI) for cybersecurity tasks are attracting greater attention from the private and the public sectors. Estimates indicate that the market for AI in cybersecurity will grow from US$1 billion in 2016 to a US$34.8 billion net worth by 2025. The latest national cybersecurity and defence strategies of several governments explicitly mention AI capabilities. At the same time, initiatives to define new standards and certification procedures to elicit users’ trust in AI are emerging on a global scale. (...) However, trust in AI (both machine learning and neural networks) to deliver cybersecurity tasks is a double edged sword: it can improve substantially cybersecurity practices, but can also facilitate new forms of attacks to the AI applications themselves, which may pose severe security threats. We argue that trust in AI for cybersecurity is unwarranted and that, to reduce security risks, some form of control to ensure the deployment of ‘reliable AI’ for cybersecurity is necessary. To this end, we offer three recommendations focusing on the design, development and deployment of AI for cybersecurity. (shrink)

Ricoeur’s autobiographical works, written mainly in the final decade of his life, have proven to be a valuable if contentious resource. On the one hand, they bring into focus the tense relationship between philosophical and religious thought in Ricoeur’s corpus; on the other, they offer new insights into the broader interdisciplinary implications of his philosophy. This essay considers the recent interpretations and potential misconceptions associated with these late publications. I argue that, contrary to recent critiques, these autobiographical works are neither (...) a deviation nor denunciation of his earlier philosophical approach. Rather, they offer a context to better understand Ricoeur’s ambitious hermeneutical project of the 1970s. (shrink)

The author of the Society of Professional Journalists, Sigma Delta Chi's Code of Ethics traces the history of the code and demonstrates how this and other codes are double?edged swords that demand accountability at the same time they attempt to instill the public with some confidence in journalism. A primary concern over the 1973 SPJ/SDX Code is its concluding clause asking SPJ members to censure wrongdoers in the profession. These ?teeth?; have never been effectively utilized, the author maintains. Journalists (...) are uncomfortable with calling attention to the sins of fellow professionals, and are concerned about due process. Recent efforts to establish enforcement procedures have been futile, garnering little support from SPJ leaders or the rank and file. Double Exposure deals with broad, wide-ranging philosophical themes concerning Buddhist thought set in comparative contexts with Western intellectual history since the Enlightenment, especially continental European philosophy. Faure is well known from previous works for his extensive explorations of poststructural theory in examining historical and doctrinal buddhological issues. Clearly, however, this book was intended primarily not for Buddhist studies scholars but for an audience of French intellectuals and cultural critics, encompassing but more diverse than the academic community, who wish to understand how the discourse of Buddhism pertains to, yet remains distinct from, their own recent history of thought. Rather than citing a particular set of poststructural thinkers to illuminate Buddhism, Faure does the converse and uses Buddhism to make key points about the development of Western thought.At the same time, Double Exposure is consistent with and an extension of Faure's earlier books in that it tracks the role of the twofold or double in its various manifestations both in Buddhist thought and in methodological approaches to interpreting Buddhism. Faure is endlessly fascinated by and delights in exposing the fact that the Buddhist tradition, nwhich claims to espouse a standpoint of nondualism, invariably and inevitably divvies reality up into an endless series of polarities and paradoxes regarding the apparent oppositions or contradictions between the realms of nirvāṇa and samsāṃra, karmic causality and transcendence of karma, ultimate and mundane reality (or two levels of truth), and sudden and gradual enlightenment. Weir Mitchell and W.E.B. Du Bois 1 Susan Wells Here are two stories about double consciousness: they will become, eventually, stories about the public sphere: W. E. B. Du Bois formulating the theory of double consciousness, and S. Weir Mitchell presenting Mary Reynolds's case history, an instance of a (...) mental disorder known in the nineteenth century as double consciousness. I will begin with Du Bois's story, by far the most familiar to us: few texts are more central to contemporary rhetoric or cultural studies than the discussion of double consciousness in the opening pages of The Souls of Black Folk. 2 In the theory of double consciousness, Du Bois concentrated his contradictory experiences of scholarship, activism, social isolation, and active cosmopolitanism. Double consciousness was a methodological constraint that enabled Du Bois to build into the structure of The Souls of Black Folk a recognition that the complexity of African American life requires more than one perspective. And double consciousness was also a technique of writing, shaping the ironic and urgent voice of the book, by turns indignant and tender, eloquent and colloquial, a form of double address to both African American and Caucasian readers that allowed Du Bois to be two places at once. Double consciousness therefore controlled both the development and the presentation of The Souls of Black Folk, from the arc of its argument to its formal elements, includingDu Bois's famous use of chapter epigraphs to link canonic poetry with the melodies of the sorrow songs. Like the most relentlessly formal high modernist poem, the book continually enacts in its form not only its informing idea, but the circumstances of its composition and the constraints that shape its reading.The book's initial essay, "Of Our Spiritual Strivings," offers an analysis of double consciousness as it is shaped by three central categories of modernity: temporality, embodiment, and expertise. Such appropriation is supported and mediated by the form of the book: Du Bois ends with an invocation to "God the Reader," who alone can ensure that "these crooked marks on a fragile leaf be not indeed THE END" (19).Double consciousness is also connected with embodiment, specifically the embodiment of African Americans, externalized and displaced in two images: blood, which I will discuss later in the essay, and the veil or caul that grants second sight. Like skin color, the caul is an inconsequential physical object invested with enormous symbolic power (8); it is a mark of origins that foretells the future. The "second sight" offered to the Negro is a vision of "two warring ideals," a vision that can barely be supported by "one dark body, whose dogged strength alone keeps it from being torn asunder"(9). Social scientists have traditionally attempted to avoid extending strategies for acquiring experimental knowledge to the sphere of the social. Bruno Latour, however, has introduced a notion of the collective experiment, an experiment conducted by and with us all. In this short paper I seek to explore, by way of elucidating the talk of collective experiments, that Latour's notion has long since existed in the theory and practice of ecological design and restoration. Practitioners in ecological restoration projects find themselves in a (...) situation of double contingency, since neither do they know how nature will respond to their intervention nor is their interpretation of these responses already certain. Experimental practice in society then becomes the proceduralization of this contingency. (shrink)

This survey on biotechnology and bioethics was carried out on national random samples of the public and scientists in November 2000-January 2000 throughout Japan, and attendees at the Novartis Life Science Forum held on 29 September, 1999 in Tokyo. The sample size was 297, 370, and 74 respectively. While there is better awareness of GMOs in 2000 compared to 1991; the trend shows an increase in the perceived risks of GMOs followed by growing resistance in Japan. While a majority of (...) persons believed genetic engineering would make life better over the next twenty years, the proportion of respondents who thought genetic engineering would make life worse over the next twenty years doubled from 1997 to 2000. Respondents were asked whether they had heard about applications in several areas and the order of familiarity was: pest-resistant crops, human genes in bacteria, mouse to develop cancer, food and drinks, pigs with human hearts and pre-implantation diagnosis. A divide of opinion can be seen when the results on benefit, risk and moral acceptability of applications of biotechnology by the public are compared to the forum and scientist samples.A significant change in the acceptance of the public occurred in 2000 where only 22% agreed on the moral acceptability of GM food compared to 41% in 1997. In 2000 fewer people said they are willing to buy genetically modified fruits that taste better compared to 1997. The results show less public support for use of gene therapy than 1993 and twice as many scientists rejected gene therapy than they did in 1991.When asked whom is best placed to regulate modern biotechnology, the respondents were overwhelmingly in favor of international regulatory bodies, such as the United Nations and the World Health Organization, rather than national bodies. The comparison between scientists and public is interesting, however the more enthusastic sample were participants from the Novartis Life Science Forum with its mixed occupations. (shrink)

This case study documents a high-profile incident involving the world-famous auto maker Daimler Benz with its customers in China. On the one hand, angry customers felt victimized by the auto maker's lack of willingness to take responsibility and its double standard between industrialized markets and emerging economies in dealing with customer complaints; on the other hand, the auto maker also felt frustrated at how this product warranty matter quickly escalated into a public relations nightmare. The case illustrates the complexity (...) of operating in emerging markets where institutional environments are vastly different, and the difficulty of balancing business interests with social responsibility. It also illustrates the urgent needs for emerging markets to develop institutional infrastructure to protect consumer rights, and to offer proper channel for conflict resolution. (shrink)

Agnes Heller was one of the first critical theorists to turn her attention to a contemporary theory of modernity. Yet her many writings on this topic remained fragments until the publication of her A Theory of Modernity (1999). This article focuses on the structural elements of this account. It traces the evolution of Heller's ideas in regard to logics, dynamic and social arrangement of modernity. It explains how these fit into her own development towards the standpoint she describes as (...) postmodern resignation and her notions of the `double bind' and `pendulum of modernity'. It argues that while Heller has modified her conception of the multiple logics of modernity to keep faith with a critical brief and an open-ended vision, some theoretical tensions remain. In particular, it explores the idea of modernity as a `steamroller' in conjunction with the question of its survival. It also questions whether Heller's emphatic normative vision of cultural modernity can easily be reconciled with the empirical trends of globalization that promise an increasing diversity of modernities. The aim of the present study was to corroborate or undermine a previously presented conjecture that physicians’ estimations of others’ opinions are influenced by their own opinions. We used questionnaire based cross-sectional design and described a situation where an imminently dying patient was provided with alleviating drugs which also shortened life and, additionally, were intended to do so. We asked what would happen to physicians’ own trust if they took the action described, and also what the physician estimated would happen (...) to the general publics’ trust in health services. Decrease of trust was used as surrogate for an undesirable action. The results are presented as proportions with a 95 % Confidence Interval. Statistical analysis was based on inter-rater agreement -test as well as χ2 test and Odds Ratio with 95 % CI. We found a moderate inter-rater agreement between what would happen with the physicians’ own trust in healthcare and their estimations of what would happen with the general population’s trust. We identified a significant difference between being pro et contra the treatment with double intentions and the estimation of the general population’s trust. Focusing on either decreasing or increasing own trust and being pro or contra the action we identified a strong association [OR 79 ]. Although the inter-rater agreement in the present study was somewhat weaker compared to a study about the explicit use of the term ‘physicians assisted suicide’ we found that our hypothesis—physicians’ estimations of others’ opinions are influenced by their own opinions—was corroborated. This might have implications in research as well as in clinical decision-making. We suggest that Merton’s ideal of disinterestedness should be highlighted. (shrink)

The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources.
