Universal basic income (UBI) has become the rallying cry for a growing international movement seeking redistribution and equality through direct cash payments by governments to all its citizens. Advocates have promoted UBI on multiple grounds: efficiency, equality, as an alternative to traditional anti-poverty aid programs in very poor countries, or even as the foundation for small “c” communist societies. Numerous small-scale experiments of cash transfers have been conducted across the globe purporting to test UBI’s plausibility. In this essay, I explore (...) the multiple agendas of UBI, and consider whether recent scholarship suggests that it might provide a superior path to achieving the historical goals of the political left than that of social democracy and contemporary welfare states. I also raise questions about the political foundations of a movement seeking to end mandatory work, while noting the future possibility of massive job losses that might alter the social, economic, and political possibilities for UBI. However much one may wish for nonviolent solutions to the problems of unjust and unrestrained human violence that Glover explores in Humanity, some of those problems at present require violent responses. One cannot read his account of the Clinton administration’s campaign to sabotage efforts to stop the massacre in Rwanda in 1994 – a campaign motivated by fear that American involvement would cost American lives and therefore votes – without concluding that Glover himself believes that military intervention was morally required (...) in that case. Military intervention in another state that is intended to stop one group within that state from brutally persecuting or violating the human rights of members of another group is now known as “humanitarian intervention.” Those against whom the intervention is directed are almost always the government and its supporters, though this is not a necessary feature of humanitarian intervention. It is, however, a conceptual condition of humanitarian intervention that it does not occur at the request or with the consent of the government. The use of force within another state with the consent of the government counts as assistance rather than intervention. The principal reason that humanitarian intervention is contentious is that it seems to violate the target state’s sovereign right to control its own domestic affairs. Because humanitarian intervention is a response to human rights violations within the target state, it is regarded as altogether different from wars of defense against aggression. Most people are skeptical of the claim that the expectation that a person would have a life that would be well worth living provides a reason to cause that person to exist. In this essay I argue that to cause such a person to exist would be to confer a benefit of a noncomparative kind and that there is a moral reason to bestow benefits of this kind. But this conclusion raises many problems, among which is that it must be (...) determined how the benefits conferred on people by causing them to exist weigh against comparable benefits conferred on existing people. In particular, might the reason to cause people to exist ever outweigh the reason to save the lives of existing people? (shrink)

Jeff McMahan urges us to reject the view, dominant throughout history, that mere participation in an unjust war is not wrong.

A modified version of the mere exposure effect paradigm was utilized in an implicit artificial grammar learning task in an attempt to develop a procedure that would be more sensitive in assesing nonconscious learning processes than the methods currently utilized within the field of implicit learning. Subjects were presented with stimuli generated from a finite-state artificial grammar and then had to either decide if novel items conformed to the rule structure of the grammar or rate the degree to which they (...) liked novel items. Because the latter of the task was more indirect of the two procedures, subjects′ availability to discriminate between well-formed and ill-formed items on this liking task was taken as a more sensitive piece of evidence of implicit learning, compared to performance on the rule conformity task. A subsequent test of subjects′ explicit knowledge of the rules of the grammar showed that subjects do have some conscious knowledge of the artificial grammar, but subjects making liking decisions exhibited significantly less conscious rule knowledge than subjects initially making rule-conformity judgements. The findings are discussed in relation to synergistic relationships among implicit perception, implicit memory, and implicit learning proceses. (shrink)

In 2020, COVID-19, the Australia bushfires, and other global threats served as vivid reminders that human and nonhuman fates are increasingly linked. Human use of nonhuman animals contributes to pandemics, climate change, and other global threats which, in turn, contribute to biodiversity loss, ecosystem collapse, and nonhuman suffering. Jeff Sebo argues that humans have a moral responsibility to include animals in global health and environmental policy. In particular, we should reduce our use of animals as part of our pandemic (...) and climate change mitigation efforts and increase our support for animals as part of our adaptation efforts. Applying and extending frameworks such as One Health and the Green New Deal, Sebo calls for reducing support for factory farming, deforestation, and the wildlife trade; increasing support for humane, healthful, and sustainable alternatives; and considering human and nonhuman needs holistically. Sebo also considers connections with practical issues such as education, employment, social services, and infrastructure, as well as with theoretical issues such as well-being, moral status, political status, and population ethics. In all cases, he shows that these issues are both important and complex, and that we should neither underestimate our responsibilities because of our limitations, nor underestimate our limitations because of our responsibilities. Both an urgent call to action and a survey of what ethical and effective action requires, Saving Animals, Saving Ourselves is an invaluable resource for scholars, advocates, policy-makers, and anyone interested in what kind of world we should attempt to build and how. Governments today often apologize for past injustices and scholars increasingly debate the issue, with many calling for apologies and reparations. Others suggest that what matters are victims of injustice today, not injustices in the past. Spinner-Halev argues that the problem facing some peoples is not just the injustice of the past, but that they still suffer from injustice today. They experience what he calls enduring injustices, and it is likely that these will persist without action to address them. The history (...) of these injustices matters, not as a way to assign responsibility or because we need to remember more, but in order to understand the nature of the injustice and to help us think of possible ways to overcome it. Suggesting that enduring injustices fall outside the framework of liberal theory, Spinner-Halev spells out the implications of arguments for conceptions of liberal justice and progress, reparations, apologies, state legitimacy and post-nationalism. Avia Pasternak’s book makes a significant contribution to our understanding of citizen responsibility for historical wrongs. This review nevertheless offers some scepticism about resting citizen liability exclusively on the idea of intentional participation. It argues that the necessity of the state possessing continuing legal responsibility over time is so intrinsic to the function of statehood that the question of citizen liability should be seen as part of the general theory of political obligation. So seen, fair play duties provide a more (...) plausible general ground for citizen liability, even when adapted to unjust regimes. The model of intentional participation may by contrast harbour a muted connection between the ideas of blameworthiness and responsibility that the book in the main wishes to deny. And the practical problems of resting responsibility on intentional participation alone are substantial. Pasternak’s major contribution, untouched by this critique, is to explain how the special obligations undertaken by intentional citizenship strengthen and extend beyond that more foundational duty of responsible citizens. The author interprets the relation to Heidegger's ontology to theology in terms of a correlation. He develops his inquiry from several different perspectives: a brief overview of Heidegger's thought; an overview of the traditional connections of God and being, between ontology and theology, and of the necessity of the connection; an overview of the theological reception of Heidegger's work; and finally a discussion of the current situation in theology.

This paper argues against two prominent accounts of what it is to "promote a desire," found in the work of Stephen Finlay and Mark Schroeder.

I argue that Husserlian phenomenology is metaphysically neutral, in the sense of being compatible with multiple metaphysical frameworks. For example, though Husserl dismisses the concept of an unknowable thing in itself as “material nonsense”, I argue that the concept is coherent and that the existence of such things is compatible with Husserl’s phenomenology. I defend this metaphysical neutrality approach against a number of objections and consider some of its implications for Husserl interpretation.

Promotion is the relation between an act and a desire that obtains when the act advances or serves the desire. Under what conditions does an act promote a desire? Probabilistic accounts of promotion, the most prominent accounts, analyze promotion in terms of an increase in the probability of the desire’s satisfaction. In this paper, we clarify the promotion relation and explain why probabilistic accounts are attractive. Then we identify two questions probabilistic accounts must answer: the Baseline Question and the Interpretation (...) Question. We discuss and reject the three answers to the Baseline Question found in the literature, and explain the challenge future attempts at answering this question will face. Proponents of probabilistic accounts have not adequately addressed the Interpretation Question. We survey three answers to this question, finding each unsatisfactory. We conclude that no satisfactory probabilistic account has yet been offered, and that there are significant hurdles to providing one in the future. (shrink)

Jacques Derrida is the most famous philosopher of the late twentieth century. His philosophy is an array of rigorous tactics for destabilizing texts, meanings, and identities. "Introducing Derrida" introduces and explores his life and work and explains his influence within both philosophy and literature.

According to our traditional conception of agency, most human beings are agents and most, if not all, nonhuman animals are not. However, recent developments in philosophy and psychology have made it clear that we need more than one conception of agency, since human and nonhuman animals are capable of thinking and acting in more than one kind of way. In this paper, I make a distinction between perceptual and propositional agency, and I argue that many nonhuman animals are perceptual agents (...) and that many human beings are both kinds of agent. I then argue that, insofar as human and nonhuman animals exercise the same kind of agency, they have the same kind of moral status, and I explore some of the moral implications of this idea. Source Hybridism about practical reasons is the position that facts that constitute reasons sometimes derive their normative force from external metaphysical grounds, and sometimes from internal. Although historically less popular than either Source Internalism or Source Externalism, hybridism has lately begun to garner more attention. Here, I further the hybridist's cause by defending Source Hybridism from three objections. I argue that we are not warranted in rejecting hybridism for any of the following reasons: that hybridists cannot provide an account of (...) normative weight, that hybridists are committed to implausible results concerning practical deliberation, or that Source Hybridism is objectionably unparsimonious. In this article, I articulate and respond to an epistemological challenge to meta-normative realism. The challenge has it that, if realism about the normative is correct, and if evolutionary forces have significantly influenced our normative judgments, then it would be a remarkable coincidence if the content of the normative facts and our normative judgments were aligned. I criticize David Enoch's recent attempt to meet this challenge, but provide an alternative response that is structurally similar. The leitmotif of Freedom in Response, as the title suggests, is a reasoned exposition of the nature of freedom, as it is presented in the Bible and developed by such later theologians as Martin Luther. Oswald Bayer considers Luther's teachings on pastoral care, marriage, and the three estates, bringing in Kant and Hegel as conversation partners, together with Kant's friend and critic, the innovative theologian and philosopher Johann Georg Hamann. Aron Gurwitsch’s theory of the structure and dynamics of consciousness has much to offer contemporary theorizing about consciousness and its basis in the embodied brain. On Gurwitsch’s account, as we develop it, the field of consciousness has a variable sized focus or "theme" of attention surrounded by a structured periphery of inattentional contents. As the field evolves, its contents change their status, sometimes smoothly, sometimes abruptly. Inner thoughts, a sense of one’s body, and the physical environment are dominant field contents. (...) These ideas can be linked with (and help unify) contemporary theories about the neural correlates of consciousness, inattention, the small world structure of the brain, meta-stable dynamics, embodied cognition, and predictive coding in the brain. In this paper I ask how we should treat other beings in cases of uncertainty about sentience. I evaluate three options: an incautionary principle that permits us to treat other beings as non-sentient, a precautionary principle that requires us to treat other beings as sentient, and an expected value principle that requires us to multiply our subjective probability that other beings are sentient by the amount of moral value they would have if they were. I then draw three conclusions. First, (...) the precautionary and expected value principles are more plausible than the incautionary principle. Second, if we accept a precautionary or expected value principle, then we morally ought to treat many beings as having at least partial moral status. Third, if we morally ought to treat many beings as having at least partial moral status, then morality involves more cluelessness and demandingness than we might have thought. (shrink)

Uncertainty exerts powerful influences on life history decisions. This has been demonstrated in experiments on nonhumans and in mathematical models. Studies of human populations are suggestive of the effects of uncertainty, but they rely on measures of environmental stress. In this paper, we derive a new measure of uncertainty, upsilon (υ), for use in non-experimental studies. We estimate its association with reproductive behaviors in a longitudinal panel sample of adolescents in the United States. Results show upsilon’s internal structure is consistent (...) with theoretical models of uncertainty. Its associations with reproductive outcomes are also consistent with theoretical predictions. Upsilon seems to have its largest effect on the timing of fertility—increasing the odds of early fertility by a factor of 7, net of the effects of control variables. We discuss our findings for the association between υ and the timing of reproductive effort as well as our future research on υ. (shrink)

Theories of the structure of affect make competing predictions about whether people can feel happy and sad at the same time. Considerable evidence that happiness and sadness can co-occur has accumulated in the past 15 years, but holes in the case remain. I describe those holes and suggest strategies for testing them in future research. I also explore the possibility that the case may never be closed, in part because the competing hypotheses may not be entirely falsifiable. Fortunately, hypotheses need (...) not be falsifiable to be useful. Research on mixed emotions has been generative and the body of research will continue to shed light on the structure of affect. Young children learn about the power of God's love and creation through simple text and illustrations.

Official apologies and truth commissions are increasingly utilized as mechanisms to address human rights abuses. Both are intended to transform inter-group relations by marking an end point to a history of wrongdoing and providing the means for political and social relations to move beyond that history. However, state-dominated reconciliation mechanisms are inherently problematic for indigenous communities. In this paper, we examine the use of apologies, and truth and reconciliation commissions in four countries with significant indigenous populations: Canada, Australia, Peru, and (...) Guatemala. In each case, the reconciliation mechanism differentiated the goal of reconciliation from an indigenous self-determination agenda. The resulting state-centered strategies ultimately failed to hold states fully accountable for past wrongs and, because of this, failed to transform inter-group relations. (shrink)

A comprehensive study of the ethics of killing in cases in which the metaphysical or moral status of the individual killed is uncertain or controversial. Among those beings whose status is questionable or marginal in this way are human embryos and fetuses, newborn infants, animals, anencephalic infants, human beings with severe congenital and cognitive impairments, and human beings who have become severely demented or irreversibly comatose. In an effort to understand the moral status of these beings, this book develops and (...) defends distinctive accounts of the nature of personal identity, the evaluation of death, and the wrongness of killing. The central metaphysical claim of the book is that we are neither nonmaterial souls nor human organisms but are instead embodied minds. In ethical theory, one of the central claims is that the morality of killing is not unitary; rather, the principles that determine the morality of killing in marginal cases are different from those that govern the killing of persons who are self‐conscious and rational. Another important theme is that killing in marginal cases should be evaluated in terms of the impact it would have on the victim at the time rather than on the value of the victim's life as a whole. What primarily matters is how killing would affect that which would be rational for the victim to care about at the time of death. By appealing to various foundational claims about identity, death, and the morality of killing, this book yields novel conclusions about such issues as abortion, prenatal injury, infanticide, the killing of animals, the significance of brain death, the termination of life support in cases of persistent vegetative state, the use of anencephalic infants as sources of organs for transplantation, euthanasia, assisted suicide, and advance directives in cases of dementia. In particular, the book defends the moral permissibility of abortion, infanticide, and euthanasia in certain cases and argues that brain death is not the appropriate criterion of death either for a person or a human organism. The question whether cognition is subserved by internal processes in the brain (internalism) or extends in to the world (active externalism) has been vigorously debated in recent years. I show how internalist and externalist ideas can be pursued in a common framework, using (1) open dynamical systems, which allow for separate analysis of an agent's intrinsic and embodied dynamics, and (2) supervenience functions, which can be used to study how low-level dynamical systems give rise to higher-level dynamical structures.

I knew that this was a book a long time in the making, and one that bore the mark of many years of teaching the philosophy discussed in the work. As a publisher, you come to learn that those who have taught courses on what they’re writing about tend to do a better job than those who haven’t, especially when it comes to books, like this one, intended for a wider audience.

This article provides empirical results indicating that acting in a socially respon- sible and lawful manner is a necessary, though not sufficient, condition for increasing shareholder wealth. It meta-analyzes 27 event studies that have mea- sured the stock market's reaction to incidences of socially irresponsible and illicit behavior. It finds that for firms engaging in socially irresponsible and illicit behavior, the effect on shareholder wealth is negative (wealth decreases), statisti- cally significant (p <.001), and so substantial in size (D = (...) -.932) that the distribution of abnormal returns is shifted nearly a full standard deviation to the left (i.e., negatively) from their expected standard normal distribution. This result gives rationally self-interested firms a self-interested reason to act in a socially responsible and law-abiding manner. It also provides support for a moral position called enlightened self-interest, which prescribes that firms should act in a socially responsible manner to promote the shareholders' interests. An important issue in epistemology concerns the source of epistemic normativity. Epistemic consequentialism maintains that epistemic norms are genuine norms in virtue of the way in which they are conducive to epistemic value, whatever epistemic value may be. So, for example, the epistemic consequentialist might say that it is a norm that beliefs should be consistent, in that holding consistent beliefs is the best way to achieve the epistemic value of accuracy. Thus epistemic consequentialism is structurally similar to the family (...) of consequentialist views in ethics. Recently, philosophers from both formal epistemology and traditional epistemology have shown interest in such a view. In formal epistemology, there has been particular interest in thinking of epistemology as a kind of decision theory where instead of maximizing expected utility one maximizes expected epistemic utility. In traditional epistemology, there has been particular interest in various forms of reliabilism about justification and whether such views are analogous to—and so face similar problems to—versions of consequentialism in ethics. This volume presents some of the most recent work on these topics as well as others related to epistemic consequentialism, by authors that are sympathetic to the view and those who are critical of it.
