Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

She appealed at length to the righteousness of Stoic cosmopolitanism in past publications such as Cultivating Humanity in 1997. Now, according to The Cosmopolitan Tradition, that founding ideal cannot be right. She presently advocates what may be called “ethical nationalism” since no system of political internationalism could be good enough. A reassessment of cosmopolitanism by this (...) unimpeachable expert must be considered carefully. Despite saying that “cosmopolitanism” is a term “too vague to be useful,” her chapters are replete with tenets taken as essential to this tradition that she must reluctantly abandon. The internalism versus externalism debate in philosophy of mind has proceeded to a higher level, as Wilson’s remarkable book shows. Wilson describes how the metaphysical assumptions of internalism, which holds that minds are individuated by nervous systems without reference to anything external, must be seriously questioned. Many of these assumptions date from the nineteenth century, when psychology turned sharply individualistic in order to set up disciplinary boundaries against biology, sociology, and anthropology. However, these assumptions have become challengeable by the modified (...) understandings of “individuals” and their minds that have arrived with the maturation of these “fragile sciences.”. The chronicle of John of Worcester is one of the most important sources of earlier English history. The chronicle, which was written at Worcester by 1140, is of considerable interest to historians of both the Anglo-Saxon period and of the late eleventh and twelfth centuries. Its backbone is a translation of an Anglo-Saxon chronicle with varied connections, and this edition makes possible the detailed examination of these allegiances. Its annals for the second half of the ninth century provide one (...) of the earliest surviving witnesses to the text of Asser's Life of Alfred. The author had access to otherwise unrecorded sources of events in the eleventh century, and the chronicle's value as a contemporary source for the reign of Stephen has long been acknowledged. Dr McGurk has completed the edition of the work left unfinished by R. R. Darlington on his death in 1977. The chronicle will be published in three volumes. Volume II covers the annals for 450 to 1066, and volume III the annals from 1067 to 1140. Volume I will be published last, and will contain a general introduction and supplementary material. A relativistic one-particle, quantum theory for spin-zero particles is constructed uponL 2(x, ct), resulting in a positive definite spacetime probability density. A generalized Schrödinger equation having a Hermitian HamiltonianH onL 2(x, ct) for an arbitrary four-vector potential is derived. In this formalism the rest mass is an observable and a scalar particle is described by a wave packet that is a superposition of mass states. The requirements of macroscopic causality are shown to be satisfied by the most probable trajectory of (...) a free tardyon and a nontrivial framework for charged and neutral particles is provided. The Klein paradox is resolved and a link to the free particle field operators of quantum field theory is established. A charged particle interacting with a static magnetic field is discussed as an example of the formalism. (shrink)

The problem of a relativistic spin-1/2 particle scattering from a step potential is solved within the theoretical framework of relativistic dynamics. This treatment avoids the Klein paradox. An experiment for testing the theory is suggested.

The authors were involved in developing an ethical framework to assist the Queens Region Board (Prince Edward Island, Canada) set priorities in health and health care. Two and one half years after the adoption of this framework, the authors undertook an evaluation of the framework. This paper will discuss: a) the historical background of regionalization in Canada, and in particular the circumstances leading up to the institution of regional boards in Prince Edward Island; b) the sorts of ethical issues facing (...) the Queens Regional Board; c) issues arising in connection with the use and development of ethics frameworks for managing ethical issues in priority setting; d) the framework adopted by the Queens Board and the process that led to its development; e) issues arising as concerns implementation of the framework; f) questions and issues pertinent to other boards and bodies considering similar initiatives. Wolfgang Stegmüller, the leading German philosopher of science, considers the status of scientific revolutions the central issue in the field ever since "the famous Popper-Lakatos-Kuhn discussion" of a decade and a half ago, comments on "almost all contributions to this problem", and offers his alternative solutions in a series of papers culminating with, and summarized in, his recent "A Combined Approach to Dynamics of Theories. How To Improve Historical Interpretations of Theory Change By Applying Set Theoretical Structures", published in Gerard (...) Radnitzky and Gunnar Andersson, editors, The Structure and Development of Science, issued in the Boston Studies in the Philosophy of Science series, volume 59, 1979, pp. 151-86. Popper views scientific revolutions as rational and due to empirical refutations, but there are no refutations in science. Lakatos agrees and assumes that research programs are refutable and their replacements to be revolutions, but the same arguments he launches against Popper apply to him; moreover, applying his philosophy to itself makes it collapse anyway . Kuhn's view was interpreted to be one of scientific revolutions as quite irrational and as arbitrary as mob action. Stegmüller presents revolution in another interpretation of Kuhn - as non-rational, as based on hopes and value judgment but not on facts. He thinks there are big and small revolutions. And he uses his own modifications of J. D. Sneed's famous formal analysis of scientific theory to make his point. After presenting a summary of Stegmüller's ideas in our own way, which seems to us a clarification of presentation with no change of content, especially due to our stressing all differences of opinion, we apply Stegmüller's idea to itself, the way Stegmüller has done with the view of Lakatos, and with similar results. With the advent of social networking websites, privacy concerns have reached a new high. One particularly problematic concern entails employers requesting login credentials to popular social media platforms. While many people may consider this request unethical, they may not agree on the reasons it is unethical. One reason may be to blame the behavior on egoism. Egoism, however, comes in multiple flavors, not all of which would agree that violating privacy is acceptable. In this paper, we articulate how one egoist (...) perspective provides a defense of privacy in the face of unjust information access requests. Objectivism, the philosophy of Ayn Rand, offers an egoist approach to ethics that values individual privacy on rational, self-interested grounds. By applying Objectivist principles to a business context, we observe that businesspeople should not violate other people’s privacy for short-term gains. Furthermore, we observe that privacy can be protected without distinct right to privacy. Rather, Objectivism’s conception of rational self-interest suggests that long-term flourishing is the proper end of individuals and businesses, predicated on, among other things, respecting privacy and enforcing individual rights. It is generally accepted that farmers manage a complex farm system. In this article we seek answers to the following questions. How do farmers perceive and understand their farm system? Are they sufficiently aware of their farm system that they are able to represent it in the form of a map? The research reported describes how causal mapping was applied to sheep/beef farmers in New Zealand and shows that farmers can create maps of their farm systems in ways that allow (...) expression of both individual maps and the formation of group maps which represent the general character of farm systems. A group map was made for all the farmers studied and for subgroups using conventional, integrated, and organic management systems. The results are discussed in terms of the depth of meaning associated with individual elements of the map, map complexity and the limitations of causal mapping. Causal mapping has the potential to contribute to our knowledge of how farmers see their farm systems, and this can benefit farmers and other stakeholders concerned with the management of farms and their economic and environmental performance. The experimental confirmation of nonlocality has renewed interest in Bohm's quantum potential. The construction of quantum potentials for relativistic systems has encountered difficulties which do not arise in a parametrized formulation of relativistic quantum mechanics known as Relativistic Dynamics. The purpose of this paper is to show how to construct a quantum potential in the relativistic domain by deriving a relativistically invariant quantum potential using Relativistic Dynamics. The formalism is applied to three relativistic scalar particle models: a single particle interacting (...) with a scalar potential; N particles interacting with a scalar potential; and a single particle interacting with an electromagnetic 4-vector potential. We can imagine a human operator playing a game of one-upmanship against a programmed computer. If the program is Fn, the human operator can print the theorem Gn, which the programmed computer, or, if you prefer, the program, would never print, if it is consistent. This is true for each whole number n, but the victory is a hollow one since a second computer, loaded with program C, could put the human operator out of a job.... It is useless for (...) the `mentalist' to argue that any given program can always be improves since the process for improving programs can presumably be programmed also; certainly this can be done if the mentalist describes how the improvement is to be made. Manifestly covariant quantum theory with invariant evolution parameter is a parametrized relativistic dynamical theory. The study of parameterized relativistic dynamics (PRD) helps us understand the consequences of changing key assumptions of quantum field theory (QFT). QFT has been very successful at explaining physical observations and is the basis of the conventional paradigm, which includes the Standard Model of electroweak and strong interactions. Despite its record of success, some phenomena are anomalies that may require a modification of the Standard Model. The (...) anomalies include neutrino oscillations, non-locality, and gravity.The two key QFT assumptions that are altered in PRD are the following: fields depend on space and time; and interactions between fields are local. Locality and non-locality refer to the correlation of particles with space-like separation. A local theory does not allow the existence of greater than light speed correlations, while a non-local theory does. PRD is a non-local theory that allows fields to depend on space, time and an invariant evolution parameter. A formulation of PRD is presented together with applications that can be directly compared to results from the conventional paradigm. (shrink)

This paper will discuss the nature of language. I find the present state of the subject, the Philosophy of Language, and the present state of Lin- guistics to be both, for different reasons, unsatisfactory. The problem with the Philosophy of Language is that its practitioners tend to lose sight of the psy- chological reality of language, i.e. of speaking and writing. Historically this is because the Philosophy of Language began with Frege’s logic and has continued to the present day to (...) be heavily influenced by considerations of formal logic. Logicians need not be interested in the psychological reality of logical systems. Frege’s logical system is much more powerful than Aristotle’s, but for all I know Aristotle may be closer to the way people actually think. It does not matter to logicians. (shrink)

This essay briefly describes a few of the problems associated with using personhood language to defend the right to life of the pre‐implantation embryo. Arguing that an immaterial soul explains the personal identity of an embryo is problematic for many people because there is no apparent spiritual activity in the unborn. While some scholars argue that the embryo has the potential to act as an adult person and thus should be protected from harm, others contend that potentiality alone is insufficient (...) reason to ascribe special moral worth to the embryo in utero. For Thomas Aquinas, the soul is not only the life‐principle that organizes the human body, but it is also that by which the human being thinks and wills. By making suitable corrections to Aristotle's hylomorphic depiction of the soul–body relation, I suggest that a rational soul must be present from the moment of conception and that it is at the service of the person. What is of critical importance here is to accept that a human being is present from the moment of conception, something the vast majority of embryologists maintain, notwithstanding the inveiglement of those who state that the pre‐implantation blastocyst is simply a disorganized clump of cells. The paper argues that a good philosophical investigation employs various methods, but there exists a constant temptation in philosophy to become obsessed by one method as opposed to another. It was once supposed to be two rival methods for practicing analytical philosophy: the ordinary language method and the formal logic method. Yet, those methods were not genuinely rival, as they were usually used to answer different questions. A method supposed to be in opposition to the analytic methods was developed by (...) phenomenology. The phenomenological method — suitable for analyzing phenomena of our own experience — is not however applicable to certain important philosophical issues. One of them is: how do we get from sound to meaning? The answer to this question provided by the Heideggerian method proves that phenomenologists cannot hear the question and cannot grasp the answer given by the author, for they mistakenly think that the question: \"what is the logical relation between sound and meaning\" is reducible to the phenomenological question; how does it seem to the agent. The same problem arises with regard to social reality. Thus, the phenomenological method is inadequate to answer such questions, because it does not allow to recognize the distinction between brute facts and reality built upon them (such as institutional facts), and logical relations between them. Phenomenology will enable us to begin the investigation, but in order to keep going with the investigation we should go beyond the level of phenomenology to the level of underlying logical structures. The lesson to be drawn from the above considerations is that there is a variety of methods suitable for philosophical investigations and the general principle is to let the nature of the problem dictate the method for its solution rather than letting the nature of methods dictate the sort of problems regarded as important.
