The article explores the fundamental difference between two aspects of justice: international and global. It is then argued that for the sake of global justice, the difference can be overcome by taking a closer look at the basic human right of self-preservation in relation to moral agency, human well-being and social/distributive justice at both global and national levels. The essay explicates Aimé Césaire’s contribution to the discipline of African philosophy, which ironically, is unknown to many scholars within African philosophy, especially in Anglophone Africa. In his Return to my Native Land, Césaire introduced two new concepts: “négritude” and “return”. These would later turn out to be crucial to the discourse on African identity and African philosophy. In his Discourse on Colonialism, Césaire raised two very closely related objections against Placide Tempels’ Bantu Philosophy. His first dissatisfaction was that Tempels (...) merely followed Lévy-Bruhl and his adherents by proposing another point of view in support of the misguided theory of the prelogical. Secondly, in so doing, his aim was nothing more than to make a presentation of an argument insupport of European imperialism and colonialism. His Discourse on Colonialism, therefore, set the ground for later criticisms that were levelled against ethnophilosophy as an approach to African philosophy. ABSTRACT The essay has two parts. The first part outlines one cardinal aspect that runs through traditional African societies: the communal spirit. It is argued that it is this aspect of traditional African societies that sets them apart from the individualistic Western societies. The notions of ontology, ethics, and marriage are used to characterize the communal spirit. The second part, which is the core of the essay, focuses on the naming system among the Luo ethnic group of Kenya. Three categories (...) are identified in their naming system and it is maintained that all the categories reflect the prevalent communal principle and is the reason why Joluo treat names with reverence. Commentators on the four trends in contemporary African philosophy as enunciated by H. Odera Oruka frequently focus on the merits and demerits of each trend. However, many of them are obblivious to the way in which sagacity emancipates African philosophy by putting reason in its rightful pivotal position. This article argues that while the professional philosophers accused ethno-philosophers of doing disservice to African philosophy, they too stand accused of the same. This is due to the fact that both ethno-philosophy and (...) professional philosophy function within the Western grid and therefore in the interest and service of theWestern world. Philosophic sagacity, the article argues, discards the undesirable elements of ethno-philosophy and professional philosophy, while retaining desirable ones, namely, the Africanness in ethno-philosophy and the objectivity in professional philosophy. Because philosophic sagacity is African and objective, it is a desired tool of change in Africa. It can, for example, be used to address negative aspects of ethnicity that bedevil Africa. There lies the most important contribution by H. Odera Oruka to philosophy in general and African philosophy in particular. (shrink)

This article traces the larger theme of egalitarianism within the context of equality of the sexes throughout H. Odera Oruka’s interviews with Kenyan sages, whom he asked to share their views on the topic. Often, the sages asserted men’s superiority to women. This paper analyses the sages’ responses, as well as Odera Oruka’s rejoinders to their comments. I have broadened my study to include five sages interviewed by Frederick Ochieng’-Odhiambo, included in his dissertation completed under Odera Oruka’s (...) supervision (1994). I find that the sages’ arguments for women’s inferiority were weak and flawed. Many contemporary Kenyans find fault with views similar to the sages’. The one sage who did elaborate on women’s equality failed to acknowledge that men discourage women from taking action to improve their situation. This article does not reject sage philosophy as an approach to the topic but insists that further study, including women sages, is needed to address the shortcomings of the sage interviews included in Odera Oruka’s Sage Philosophy (1991). This study aimed to explore experiences and practices of key research team members in obtaining informed consent for pharmacogenetics research and to identify the approaches used for enhancing understanding during the consenting process. Data collection involved 15 qualitative, in-depth interviews with key researchers who were involved in obtaining informed consent from HIV infected individuals in Uganda for participation in pharmacogenetic clinical trials. The study explored two prominent themes: approaches used to (...) convey information and enhance research participants’ understanding and challenges faced during the consenting process. Several barriers and facilitators for obtaining consent were identified. On site monitoring of research is one of the most effective ways to ensure compliance during research conduct. However, it is least carried out primarily for two reasons: presumed high costs both in terms of human resources and finances; and the lack of a clear framework for undertaking site monitoring. In this paper we discuss a model for research site monitoring that may be cost effective and feasible in low resource settings.

BackgroundIn response to COVID-19 pandemic, the Government of Uganda adopted public health measures to contain its spread in the country. Some of the initial measures included refusal to repatriate citizens studying in China, mandatory institutional quarantine, and social distancing. Despite being a public health emergency, the measures adopted deserve critical appraisal using an ethics and human rights approach. The goal of this paper is to formulate an ethics and human rights criteria for evaluating public health measures and use it to (...) reflect on the ethical propriety of those adopted by the government of Uganda to contain the spread of COVID-19.Main bodyWe begin by illustrating the value of ethics and human rights considerations for public health measures including during emergencies. We then summarize Uganda’s social and economic circumstances and some of the measures adopted to contain the spread of COVID-19. After reviewing some of the ethics and human rights considerations for public health, we reflect upon the ethical propriety of some of Uganda’s responses to COVID-19. We use content analysis to identify the measures adopted by the government of Uganda to contain the spread of COVID-19, the ethics and human rights considerations commonly recommended for public health responses and their importance. Our study found that some of the measures adopted violate ethics and human rights principles. We argue that even though some human rights can sometimes be legitimately derogated and limited to meet public health goals during public health emergencies, measures that infringe on human rights should satisfy certain ethics and human rights criteria. Some of these criteria include being effective, strictly necessary, proportionate to the magnitude of the threat, reasonable in the circumstances, equitable, and least restrictive. We reflect on Uganda’s initial measures to combat the spread of COVID-19 and argue that many of them fell short of these criteria, and potentially limit their effectiveness.ConclusionThe ethical legitimacy of public health measures is valuable in itself and for enhancing effectiveness of the measures. Such legitimacy depends on the extent to which they conform to ethics and human rights principles recommended for public health measures. (shrink)

Measured against the gloomy pre-COVID-19 predictions, Africa has fared far better than most regions in managing the pandemic. This much, however, has received less attention. This paper answers the question: how have the new rituals of self determination in public health affected the successful management of COVID-19 in Africa, and how can the continent and the rest of the world build on such models/lessons in the post-pandemic era? I employ emancipatory theorising in reviewing literature on approaches to governance of COVID-19. (...) The rationale is to empower the grassroots and to accentuate the urgency for a decolonized local ownership of the governance of all public health crises. I argue that while traditional international cooperation is necessary for additional resource and expertise from the global North for sustainable health, the political will of Southern governments remains fundamental for any extraordinary success due to its grassroots/community orientation towards non-pharmaceutical interventions and initial pre-emptive rituals. The novelty in this paper is that it lays bare the ignored African responses and lessons and reveals how to harness protective communitarian ethos in solving future crises. The paper further provides population health as an ‘immune system’ policy framework for explaining and predicting how a scientific and human-centrered grassroots leadership can yield optimal outcomes in any future crisis. Imposition of lockdown restrictions during the coronavirus disease 2019 (COVID-19) pandemic was sudden and unprecedented and dramatically changed the life of many people, as they were confined to their homes with reduced movement and access to fitness training facilities. Studies have reported significant associations between physical inactivity, sedentary behavior, and common mental health problems. This study investigated relations between participants’ reports of change in physical activity (PA; i.e., Reduced PA, Unchanged PA, or Increased PA) and levels of anxiety and depression (...) symptoms during the COVID-19 pandemic lockdown in Norway in the time period from March 12, 2020 to June 15, 2020. The relations between age and gender and levels of anxiety and depression symptoms as well as how different levels of resilience influenced the relation between changes in PA and levels of anxiety and depression symptoms were also investigated. A cross-sectional survey design was used. Participants (N= 1,314; females = 31%) were members of an endurance sports organization aged between 18 and 81 years (M= 49 years;SD= 11.50 years). Participants completed the Resilience Scale for Adults and the Hospital Anxiety and Depression Scale and reported their changes in PA after lockdown restrictions were implemented on March 12, 2020. Regression analysis, independent samplest-test, and two-way multivariate analysis of variance were conducted. Reduced PA was associated with a higher risk of anxiety and depression symptoms. Younger participants in Reduced PA and Unchanged PA subgroups scored significantly higher on levels of anxiety symptoms and significantly higher on depression symptoms in Unchanged PA subgroup. Females in Unchanged PA and Increased PA subgroups scored significantly higher on levels of anxiety symptoms, whereas no gender differences were found for depression symptoms. The main and interaction effects of change in PA and resilience were significantly associated with depression symptoms. For anxiety symptoms, only the main effect of resilience, but not PA, and the interaction effect were significant. Results further showed that resilience was an important factor that influenced the levels of change in PA. High levels of resilience were associated with lower anxiety and depression symptoms in Reduced, Unchanged, and Increased PA subgroups during the COVID-19 lockdown. Promoting PA while boosting resilience factors such as confidence in own ability and drawing on the social support of even reduced social networks or connections while under lockdown can protect against common mental health problems. The coronavirus disease pandemic fundamentally disrupted humans’ social life and behavior. Public health measures may have inadvertently impacted how people care for each other. This study investigated prosocial behavior, its association well-being, and predictors of prosocial behavior during the first COVID-19 pandemic lockdown and sought to understand whether region-specific differences exist. Participants from eight regions clustering multiple countries around the world responded to a cross-sectional online-survey investigating the psychological consequences of the first upsurge of lockdowns in spring 2020. Prosocial behavior (...) was reported to occur frequently. Multiple regression analyses showed that prosocial behavior was associated with better well-being consistently across regions. With regard to predictors of prosocial behavior, high levels of perceived social support were most strongly associated with prosocial behavior, followed by high levels of perceived stress, positive affect and psychological flexibility. Sociodemographic and psychosocial predictors of prosocial behavior were similar across regions. (shrink)

On the Friday before the AAR's annual (...) meeting begins, the board meets in the morning and early afternoon, followed by an AAR-advertised session late that afternoon and then a field trip that evening. On Saturday, another paper session or panel is followed by the Society's annual members' meeting.Friday afternoon's 4:00-6:30 session, titled "Constructing Buddhist Identities in the West," was standing room only. The four papers presented at that panel are included in this volume.On Saturday morning, then SBCS president Miriam Levering presided at a well-attended session from 9:00 to 11:30. The topic was "Christian Readings of Buddhist Texts." Catherine Cornille (Boston College), editor of the Christian Commentaries on Non-Christian Sacred Texts series, gave the first presentation, titled "Reading the Religious Other." She discussed the origin and nature of the series and gave examples of the methodologies used in various volumes they had published. Francis X. Clooney (Harvard University) presented "Reading Inter-religiously as a Theologically Necessary Act." Insisting that "reading well has a lot of common factors whether or not a text is from one's own or another tradition," he noted that "saying you read both the same doesn't mean you put them on same doctrinal level.... We defer the apologetics not just to be polite, but because there are many other things to do first." Leo Lefebure (Georgetown University) spoke about "Reading the Dhammapada" in light of his work with Peter Feldmeier in writing The Path of Wisdom: A Christian Commentary on the Dhammapada, published within the Christian Commentaries on Non-Christian Sacred Texts series. The volume was the winner of this year's Frederick J. Streng Book Award, which was presented by Amos Yong (Regent University). Lefebure pointed out that biblical wisdom literature and the Dhammapada both insist [End Page 129] that how we view the world largely shapes our happiness or unhappiness, and that both describe "decidedly unskillful and skillful ways to live."Between the Saturday morning session and the members' meeting that followed, Karen Enriquez presented the graduate student award to Kyeongil Jung, a student of Paul Knitter's at Columbia University-Union Theological Seminary. An article by F. Ochieng'-Odhiambo asserted that Prof. H. Odera Oruka's work on "philosophic sagacity" in Kenya could be divided into three periods, beginning with an early period denouncing ethnophilosophy and ending with a later period which embraced and engaged in ethnophilosophy. This article says that such a characterization is inaccurate, because Odera Oruka continued to distinguish sage philosophy from ethnophilosophy in several key ways, even in his later work. While pointing out Odera Oruka's changing positions is a (...) service to scholars, Ochieng'-Odhiambo implicitly champions the early work at the expense of the latter. This article argues that folk sages were added to the later stages of the sage philosophy project with good reason, and that the project as it developed provided insights on ethical and socio-political issues as well as identity issues facing Kenyans. This study examines the philosophical foundations of Hegel's social theory by articulating the normative standards at work in his claim that the central social institutions of the modern era are rational or good.

This is the first book in English to elucidate the central issues in the work of Johann Gottlieb Fichte, a figure crucial to the movement of philosophy from Kant to German idealism. The book explains Fichte's notion of subjectivity and how his particular view developed out of Kant's accounts of theoretical and practical reason. Fichte argued that the subject has a self-positing structure which distinguishes it from a thing or an object. Thus, the subject must be understood as an activity (...) rather than a thing and is self-constituting in a way that an object is not. In the final chapter, Professor Neuhouser considers how this doctrine of the self-positing subject enables us to understand the possibility of the self's autonomy, or self-determination. (shrink)

Written by one of the pre-eminent interpreters of Heidegger, this book is an important statement about the basis of human sociability that is a major contribution to the continuing debates about Heidegger in particular, and ethics in general. Existential philosophy is often thought to promote moral nihilism in which everything is permitted. This book demonstrates that, in the case of Martin Heidegger, any such accusation is unjust. On the contrary, Heidegger thought seriously about the implications of human co-existence, and this (...) book shows that conceptions of trust and responsibility that lie at the very heart of morality are to be found in the sketch of Mitsein - our being together with one another in the world - offered in Being and Time. That Heidegger never developed these conceptions may explain why they have been overlooked, but renders them no less important for that. (shrink)
