In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. In this paper, I explore and probe Joseph Carens’ remarks, in his recent book The Ethics of Immigration, on the immigration status of foreign convicted criminals who have served their sentence, and who wish either to immigrate into our country or who are already here. Carens rejects deportation when it is not called for by considerations of national security, and agrees that considerations of public order can justify barring convicted foreign criminals from entering the country. I broadly agree with (...) his arguments against deportation: my remarks in this respect are clarificatory and exploratory as much as anything else. But both his argument for open borders and his scepticism with respect to radical cosmopolitanism are in tension with his claim that past criminal convictions can act as a bar to entry. (shrink)

To a large extent, the differences between my four interlocutors and me have more to do with the way we choose to frame a question or approach a problem than with substantive disagreements. In her discussion of temporary workers and the brain drain, Gillian Brock implicitly assumes a different background framework of moral responsibility from the one I adopt in my book. Similarly, Cécile Fabre asks important questions about the intersection of immigration and criminal justice, but ones that I (...) chose not to pursue in quite the same way or, in some cases, at all. Matthias Risse says that political theory should be ‘action-guiding’, and I try to problematize that claim, at least to the extent that it limits the questions we can ask. Finally, I applaud the attention that Sarah Song brings to the link between political community and social membership but resist her suggestion that this shows that political community is more fundamental than social membership. I also suggest the need to clarify further the limits to democratic self-determination. (shrink)

In his recent paper ‘Knowing What Things Look Like’, Matthew McGrath offers a challenge to the idea that knowing an object by seeing it, ‘visual objectual knowledge’ is an instance of immediate knowledge. I offer supporters of the notion of immediate visual objectual knowledge two potential strategies for blocking McGrath’s argument: either by questioning McGrath’s claim about the role that knowing what an object looks like plays in visual objectual knowledge or by denying that any explanation of how knowing what (...) an object looks like plays that role must proceed through an appeal to factual knowledge involving that object’s looks. Like any philosophically interesting health care practice, ethical analysis of Pre-implantation Genetic Diagnosis has produced a wide range of moral positions. For example, one might contrast David King's view that warns PGD should be strictly limited and regulated because it will soon result in the expansion of a troubling "laissez-faire eugenics" with Julian Savulescu's argument for the "principle of procreative beneficence" morally requiring parents to use information attained through PGD to select the "best child". The debate concerning the role of intuitions in philosophy has been characterized by a fundamental disagreement between two main camps. The first, the autonomists, hold that, due to the use in philosophical investigation of appeals to intuition, most of the central questions of philosophy can in principle be answered by philosophical investigation and argument without relying on the sciences. The second, the naturalists, deny the possibility of a priori knowledge and are skeptical of the role of intuition in providing evidence (...) in philosophical inquiry. In spite of the seemingly stark and deep disagreement between the autonomist and the naturalist, in this paper I will attempt to suggest that there is a way to mount a partial defense of intuition-based philosophical practice on naturalist grounds. As will be seen, doing so will require a number of concessions that will satisfy few autonomists while simultaneously disappointing those naturalists who might have thought that all notions of the a priori had been successfully laid to rest. However, I will argue that the account proposed here will preserve those features of traditional philosophical practice that matter most and better explain the history of successes and failures of that practice, thus answering the worries of the autonomist, and that the rejection of the No A Priori Thesis attendant with the account presented here is indeed demanded by the current theories of our best scientific understanding of the mind, thus pacifying the rabid naturalistic critic of any version of apriorism. Joseph Agassi is a critic, a gadfly, a debunker and deflater; he is also a constructor, a speculator and an imaginative scholaro In the history and philosophy of science, he has been Peck's bad boy, delighting in sharp and pungent criticism, relishing directness and simplicity, and enjoying it all enormously. As one of that small group of Popper's students (ineluding Bartley, Feyerabend and Lakatos) who took Popper seriously enough to criticize him, Agassi remained his own man, holding Popper's work (...) itself to the criteria of critical refutation. Agassi's range is wide and his publications proliik. He has published serious studies in the historiography of science, applied sociology (on Hong Kong with LC. Jarvie), foundations of anthropology, interpretive scientific biography (Faraday), Judaic studies, philosophy of technology (which Agassi pioneered, particulady in distinguishing it from the philosophy of science), as weIl as the many works on the Iogic, methodoI­ ogy, and history of science. Philip the Chancellor was the first of a new generation of medieval theologians to engage the question of whether the world could have been infinite in past duration. This paper examines Philip’s Summa de bono in order to show, first, how Philip handles the Aristotelian material that seems to prove that past time is infinite in duration, a claim that placed Aristotle in direct conflict with the religious orthodoxy of his day. Second, though Philip himself believed that past time was (...) necessarily finite in a created world, this paper will show how his arguments for this position have weaknesses that allowed later thinkers to build upon Philip’s distinctions between time and eternity to demonstrate the conceptual possibility of a created world infinite in past duration. We evaluate the literature on the memorability of supernatural concepts, itself part of a growing body of work in the emerging cognitive science of religion. Specifically, we focus on Boyer’s Minimally Counterintuitive hypothesis according to which supernatural concepts tap a cognitively privileged memory-enhancing mechanism linked to violations of default intuitive inferences. Our assessment reveals that the literature on the MCI hypothesis is mired in empirical contradictions and methodological shortcomings which makes it difficult to assess the validity of competing theoretical models, (...) including the MCI hypothesis itself. In light of this fractured picture, we make the case for an account of the MCI effect which dispenses with a memory mechanism specific to supernatural concepts. This account has several desirable properties. First, it preserves Boyer’s pioneering insights regarding the ontological status of supernatural concepts and the cognitive mechanisms that give rise to their cultural prevalence. Second, our account is based on independently-motivated mechanisms that are well-established in the literature. Third, this account offers a principled resolution of the tension in the extant literature between studies that do replicate the MCI effect and those that seemingly fail to do so. Finally, because the proposed mechanisms are not specific to supernatural concepts, the scope of the MCI effect may be extended to account for a broader range of highly transmissible concepts than those it was originally intended to explain. We conclude with a set of theoretical and methodological prescriptions designed to guide future research on the memorability of supernatural concepts. (shrink)

THE SAME PHILOSOPHICAL IDEAS often become the object of extremely diverse opinions. When Leibniz presented his idea of "possible worlds," Voltaire used the occasion for an ironic comment on "metaphysico-theologo-cosmology," whereas for P. L. M. de Maupertuis it was an idea that inspired his important discoveries in the domain of mathematical analysis of dynamic systems. Similar differences of opinion appear today in discussions on the so-called Anthropic Principle. Unequivalent variants of this principle state the existence of close links between the (...) appearance of carbon-based life and the cosmological structure of the universe, between the laws of cosmic evolution and values of physical constants. Many authors question the philosophical significance of the Anthropic Principle, regarding the principle as the product of arbitrary speculations. Their philosophical opponents try to show that certain versions of the principle, which do not go beyond generalization of empirical data, provide grounds for solid teleological assertions claiming that the appearance of the human observer is the goal of cosmic evolution. IN DEBATES CONCERNING the relationship between basic principles of Whiteheadian process philosophy and the classical doctrine of substance, one can distinguish at least three types of essentially different approaches to the discussed issue: Process metaphysics implies definitive rejection of substantialist categories of traditional philosophy, and introduces a radically new perspective in which notions of flux and change replace the former categories of enduring substances and relative immutability of individual subjects. Whitehead's approach to the traditional doctrine of substance results in a (...) strong critique of it but not in total rejection. Certain elements of the Aristotelian and Cartesian legacy must be critically revised, but they cannot be eliminated from a rational interpretation of nature. Their implicit presence in Whiteheadian interpretative schemes substantiates the opinion that process metaphysics introduces a reformed version of the doctrine of substance. In spite of explicit critique of the concept of substance found in Whitehead's texts, the same texts implicitly presuppose the necessity of reference to certain substantialist categories. Whitehead himself did not always formally recognize such a necessity; his metaphysical assertions, however, provide an objective basis for developing a modified theory of substance. (shrink)

In this book Joseph Heath brings Jürgen Habermas's theory of communicative action into dialogue with the most sophisticated articulation of the instrumental conception of practical rationality-modern rational choice theory. Heath begins with an overview of Habermas's action theory and his critique of decision and game theory. He then offers an alternative to Habermas's use of speech act theory to explain social order and outlines a multidimensional theory of rational action that includes norm-governed action as a specific type.In the second (...) part of the book Heath discusses the more philosophical dimension of Habermas's conception of practical rationality. He criticizes Habermas's attempt to introduce a universalization principle governing moral discourse, as well as his criteria for distinguishing between moral and ethical problems. Heath offers an alternative account of the level of convergence exhibited by moral argumentation, drawing on game-theoretic models to specify the burden of proof that the theory of communicative action and discourse must assume. In his Laozi Commentary and Structure of the Laozi’s Subtle Pointers, Wang Bi 王弼 seems to identify the Dao 道 with “absence” or “nothingness”. Despite this identification, some modern commentators regard Wang Bi’s Dao as a being. Other commentators deny that the Dao is a being but, nonetheless, seem to regard it as a reality of some kind. In contrast, I propose that Wang Bi’s Dao is literal absence and that we need not reify this absence in any way. Wang (...) Bi’s descriptions of the Dao can be understood as metaphorical descriptions of mere absence. To support this proposal, I present an interpretation of Wang Bi’s Dao and then apply this interpretation to the first section of Wang Bi’s Laozi Commentary and to the first section of the Structure of the Laozi’s Subtle Pointers. Purpose The purpose of this study is to examine the primary sources and methods of Web-based messaging during the early stages of the coronavirus pandemic. The authors use ethical lens to develop a conceptual framework to inform and reduce conflicts of Web-based messaging associated with COVID-19. Design/methodology/approach This paper provides a comprehensive review of three different ethical schools and identifies the cohesive theme of common good across them. Common good leading to a greater good serves as the overarching ethical construct (...) for Web-based messages that focus on society and not the singular individual, business or political ideology. Findings The findings suggest that the ethical construct of common good focuses on prioritizing the society over the individual and draws upon utilitarian principles focused on consequences, Kantian principles focused on intentions and Aristotelian principles focused on the definition of good. Web-based messaging on COVID-19 originates from diverse public and private sources and ethically can be governed by adherence to achieving the greatest good for society. Pervasive conflicts with COVID-19 messaging can be mitigated by pursuing a more ethical agenda with messages. Originality/value This manuscript provides a conceptual framework, based on ethical principles, to serve as a blueprint for Web-based messaging during a pandemic. This work offers an ethical perspective for communication during a pandemic and it is original in conceptualizing the components of Web-based messaging and decomposing them into the different levels where conflicts can occur. This article can serve as a template for Web-based communication pertaining to future pandemics and other events that benefit from prioritizing the impact on society over the impact on the individual. This book collects 13 papers that explore Wittgenstein's philosophy throughout the different stages of his career. The author writes from the viewpoint of critical rationalism. The tone of his analysis is friendly and appreciative yet critical. Of these papers, seven are on the background to the philosophy of Wittgenstein. Five papers examine different aspects of it: one on the philosophy of young Wittgenstein, one on his transitional period, and the final three on the philosophy of mature Wittgenstein, chiefly his Philosophical (...) Investigations. The last of these papers, which serves as the concluding chapter, concerns the analytical school of philosophy that grew chiefly under its influence. Wittgenstein’s posthumous Philosophical Investigations ignores formal languages while retaining the view of metaphysics as meaningless -- declaring that all languages are metaphysics-free. It was very popular in the middle of the twentieth century. Now it is passé. Wittgenstein had hoped to dissolve all philosophical disputes, yet he generated a new kind of dispute. His claim to have improved the philosophy of life is awkward just because he prevented philosophical discussion from the ability to achieve that: he cut the branch on which he was sitting. This, according to the author, is the most serious critique of Wittgenstein. (shrink)

Popper’s popular critics – Kuhn, Feyerabend, and Lakatos – replace his older, Wittgenstein-style critics, now defunct. His new critics played with the idea of criticism as beneficial, in vain search of variants of these that could better appeal to the public. Some of their criticism of Popper is valid but marginal for the dispute about rationality. He was Fallibilist; they hedged about it. He viewed learning from experience as learning from error; they were unclear about it. His view resembles Freud’s (...) reality principle; they hedged about this too, as they defended the stupid idea of constructive criticism. He stressed his criticism of the view of science as inductive; they endorsed it. They differed from him significantly regarding their intended readers: he had addressed those who readily admit criticism and his popular critics addressed those who find it hard to admit openly that criticism upsets them somewhat. Current popular criticism of Popper’s ideas shows yet again the logical relation between the critical attitude and liberalism: liberalism without critically mindedness is permissible, scarcely the other way around. Hence, we better read the objection that Popper’s popular critics have launched against him not as criticism proper, but as somewhat reasonable protest against his use of the highest standards in his relentless advocacy of liberalism and of criticism in his valuation of science and of democracy as joint. People often choose intuitive rather than equally valid nonintuitive alternatives. The authors suggest that these intuitive biases arise because intuitions often spring to mind with subjective ease, and the subjective ease leads people to hold their intuitions with high confidence. An investigation of predictions against point spreads found that people predicted intuitive options more often than equally valid nonintuitive alternatives. Critically, though, this effect was largely determined by people's confidence in their intuitions. Across naturalistic, expert, and laboratory samples, against personally (...) determined point spreads, and even when intuitive confidence was manipulated by altering irrelevant aspects of the decision context, the authors found that decreasing intuitive confidence reduced or eliminated intuitive biases. These findings indicate that intuitive biases are not inevitable but rather predictably determined by contextual variables that affect intuitive confidence. (shrink)
