The idea of a profound urban–rural divide has shaped analysis of the 2016 U.S. presidential election results. Here, through examples from agri-food systems, we consider the limitations of the urban–rural divide framework in light of the assumptions and intentions that underpin it. We explore the ideas and imaginaries that shape urban and rural categories, consider how material realities are and are not translated into U.S. rural development, farm, and nutrition policies, and examine the (...) blending of rural and urban identities through processes of rural deagrarianization and urban reagrarianization. We do not argue that an urban–rural divide does not exist, as studies and public opinion polls illustrate both measured and perceived differences in many aspects of the lived experiences that shape our individual and collective actions. Ultimately, we suggest that the urban–rural divide concept obscures the diversity and dynamism of experiences each category encompasses. Additionally, it ignores the connections and commonalities that demand integrative solutions to challenges in agri-food systems, and draw attention to the power relations that shape resource access and use within and across urban and rural spaces. In this article, I consider a curious blind spot in constitutional scholarship concerning the resurging rural/urban divide—a readily evident phenomenon closely associated with political resentment and anti-establishment sentiments—and how we may begin to address that challenge through creative constitutional designs. Specifically, I draw upon insights from comparative constitutionalism to discuss four main areas of constitutional law and theory that appear to hold some intellectual promise in this context: formal constitutional commitment at the national level to recognizing the (...) class='Hi'>urban/rural divide and commitment to addressing it; creative electoral system designs that take into account the spatial dimension of politics; spatial pluralization based on concepts such as “mixed constitutions,” “community standards,” and “margin of appreciation”; and rethinking elements of equalization and fiscal federalism more generally. Taken together, the four directions I discuss here offer a repertoire of constitutional design possibilities that hold promise in mitigating the resurging rural/urban gulf. More generally, they serve as an invitation to constitutional thinkers to shake up the rather stagnant constitutional thought of spatial governance, and to think creatively about the ever-expanding urban/rural divide and its consequences for the theory and practice of 21st century constitutional democracy. Migrations from rural to urban areas do not occur equitably. Food, economic, and health systems are strained by this global rural–urban transformation. Climate change exacerbates agricultural shifts and biodiversity loss. The fields of social entrepreneurship and social innovation address these systemic inequities by re-envisioning challenges as opportunities for positive change. Innovative finance models emerge in support of such initiatives. Despite this transformative potential, social innovators face significant challenges when mobilizing resources, and when moving beyond niche endeavors (...) to scale impacts that facilitate systemic change. This article engages in a sensemaking exercise: we review literature on social entrepreneurship and innovative finance, and report outcomes from a participatory symposium in China with a variety of ecosystem stakeholders. The results presented in this paper help clarify the space and offer next steps for theorists, social entrepreneurs, non-governmental organizations, development agencies, policymakers and investors. In order to realize the sustainable development of urban overall space, aiming at the increasingly serious environmental problems in the process of contemporary rapid urbanization, based on the relationship between urban and rural space and environmental capacity, a suitability evaluation method of urban and rural spatial planning based on artificial intelligence is proposed. This paper constructs the theoretical system of sustainable development evaluation of urban and rural spatial resources and uses artificial intelligence (...) technology to reasonably select evaluation factors and standardize the evaluation indicators so as to achieve the research goal of accurately evaluating the suitability of urban and rural spatial planning. It analyzes the influencing factors of urban–rural spatial standard regional division, develops the design of the spatial planning suitability analysis system, and establishes the urban-rural spatial suitability evaluation. The scope of sustainability evaluation was extended to the level of urban and rural spatial planning and design, and the preliminary work was done to solve the problems of urban spatial structure and decision-making. The ensuing scandal became a symbol for the danger of every progressive movement of that time: the Romantic literature, the natural philosophy of Schelling and Brownianism in its German version, represented by Andreas (...) Rural community organisations (RCOs) are part of a non-governmental organisations network, an effective tool for tackling local problems and reducing growing territorial exclusion. Despite their significance, it is not fully clear how many of these organisations exist in Lithuania. This is due to several reasons: the typology of settlements in the national law (more specifically, the definition of rural areas) no longer reflects the demographic reality, and the definitions contained in the sub-legislation are ‘manipulated’. In the context of (...) the activities of RCO, this is a flawed practice as it slows down the empowerment of the existing potential of organisations. The article presents the issue of the RCO network as well as addresses the problem of the typology of the settlement system itself. Adapting the research practice opens a scientific debate to launch a search for answers to emerging problems. (shrink)

In March 2020, the rapid increase in severe COVID‐19 cases overwhelmed the healthcare systems in several European countries. The capacities for artificial ventilation in intensive care units were too scarce to care for patients with acute respiratory disorder connected to the disease. Several professional associations published COVID‐19 triage recommendations in an extremely short time: in 21 days between March 6 and March 27. In this article, we compare recommendations from five European countries, which combine medical and ethical reflections on this (...) situation in some detail. Our aim is to provide a detailed overview on the ethical elements of the recommendations, the differences between them and their coherence. In more general terms we want to identify shortcomings in regard to a common European response to the current situation. (shrink)

Food issues are generally regarded as agricultural and rural issues. The urban food system is less visible than such other systems as transportation, housing, employment, or even the environment. The reasons for its low visibility include the historic process by which issues and policies came to be defined as urban; the spread of processing, refrigeration, and transportation technology together with cheap, abundant energy that rendered invisible the loss of farmland around older cities; and the continuing institutional (...) separation of urban and rural policy. Despite its low visibility, the urban food system nonetheless contributes significantly to community health and welfare; to metropolitan economies; connects to other urban systems such as housing, transportation, land use, and economic development; and impacts the urban environment. We examine existing or potential city institutions that could offer a more comprehensive look at the urban food system. To improve the intelligence of urban and rural buses, it is necessary to realize the accurate prediction of bus arrival time. This paper first introduced urban and rural buses. Then, the arrival time prediction was divided into two parts: road travel time and stop time, and they were predicted by the support vector regression method and k-nearest neighbor (KNN) method. A section of a bus route in Pingdingshan city of Henan province was taken as an example (...) for analysis. The results showed that the method designed in this study had better accuracy, and the result was closer to the actual value, with a maximum error of 84 s, a minimum error of 10 s, an average error of 42.5 s, and an average relative error of 5.74%, which could meet the needs of passengers. The results verify the reliability of the designed method in predicting the arrival time of urban and rural buses, which can be popularized and applied in practice. (shrink)

This volume contains papers presented at the Poznań Reasoning Week multi-conference held in Poznań in September 11-15, 2018. PRW aims at bringing together experts whose research offers a broad range of perspectives on systematic analyses of reasoning processes and their formal modelling. The 2018 edition consisted of three conferences, which addressed the following topics: (i) games in reasoning research, (ii) the interplay of logic and cognition, and (iii) refutation systems. The papers collected in this volume address all these topics.

This paper deals with Gärdenfors’ theory of conceptual spaces. Let \({\mathcal {S}}\) be a conceptual space consisting of 2-type fuzzy sets equipped with several kinds of metrics. Let a finite set of prototypes \(\tilde{P}_1,\ldots,\tilde{P}_n\in \mathcal {S}\) be given. Our main result is the construction of a classification algorithm. That is, given an element \({\tilde{A}}\in \mathcal {S},\) our algorithm classifies it into the conceptual field determined by one of the given prototypes \(\tilde{P}_i.\) The construction of our algorithm uses some physical analogies (...) and the Newton potential plays a significant role here. Importantly, the resulting conceptual fields are not convex in the Euclidean sense, which we believe is a reasonable departure from the assumptions of Gardenfors’ original definition of the conceptual space. A partitioning algorithm of the space \(\mathcal {S}\) is also considered in the paper. In the application section, we test our classification algorithm on real data and obtain very satisfactory results. Moreover, the example we consider is another argument against requiring convexity of conceptual fields. (shrink)

Farmers, especially those within historically underserved populations, utilize networks to access educational training, community support, and market opportunities. Through a case study of the Pennsylvania Women's Agriculture Network's three-year Women's Rural–Urban Network (WRUN) initiative, this research analyzes the process of developing solidarity across geographic and racial lines while building a statewide farmers' network. Applying White's (2018) Collective Agency Community Resilience (CACR) theoretical framework to this initiative offers a way to evaluate how socially marginalized groups in agriculture build farmers’ (...) networks to resist oppression within the white heteropatriarchal agricultural system. This research draws on interviews with 12 steering committee members and three years of participant observation to understand how participants assessed the initiative. Findings suggest that changes to existing programming were influential in creating a place for diverse women farmers and growers to meet, thus contributing to prefigurative politics; however, the inability to form commons as praxis and economic autonomy due to divergent needs, varying roles in the agrifood system, and different levels of engagement with racial justice deterred network-building efforts. This initiative examines food justice theory through praxis. Findings offer insights for predominately white non-profits, research institutions, and activists in future anti-racism and food justice efforts in the agrifood system. (shrink)

Social security is an important part of the national security system from the perspective of the overall security concept, and social security is an important influencing factor of social security. Using the CFPS2018 data, this study uses the critical weight method to measure residents’ individual security and uses path analysis to empirically study the impact of endowment insurance and medical insurance on residents’ security in urban and rural areas. The results show that the depth of endowment insurance (...) has a significant positive impact on the sense of security of urban residents. The depth of meniscal insurance has no impact on the sense of security of urban residents. The depth of endowment insurance and medical insurance has a significant positive impact on the sense of security of rural residents. The depth of endowment insurance has a significant positive impact on the sense of security of urban residents. The influence of full sense is greater than that in rural areas, and the influence of meniscal insurance coverage depth on residents’ sense of security in rural areas is greater than that in urban areas. Therefore, the impact of social security on residents’ sense of security is heterogeneous between urban and rural areas. We should allocate the limited social security investment to urban and rural areas in a reasonable and balanced way to promote the overall sense of security of social residents. Integrate and improve the social security system and promote regional and group equity. Change the concept of government management, build a communication platform between the government and the people, and improve residents’ subjective sense of security. We should continue to expand the coverage of the system, promote the coverage of basic social security projects, and improve the ability of urban and rural residents to cope with risks. (shrink)

The present work critically examines two assumptions frequently stated by supporters of cognitive neuroenhancement. The first, explicitly methodological, assumption is the supposition of effective and side effect-free neuroenhancers. However, there is an evidence-based concern that the most promising drugs currently used for cognitive enhancement can be addictive. Furthermore, this work describes why the neuronal correlates of key cognitive concepts, such as learning and memory, are so deeply connected with mechanisms implicated in the development and maintenance of addictive behaviour so that (...) modification of these systems may inevitably run the risk of addiction to the enhancing drugs. Such a potential risk of addiction could only be falsified by in-depth empirical research. The second, implicit, assumption is that research on neuroenhancement does not pose a serious moral problem. However, the potential for addiction, along with arguments related to research ethics and the potential social impact of neuroenhancement, could invalidate this assumption. It is suggested that ethical evaluation needs to consider the empirical data as well as the question of whether and how such empirical knowledge can be obtained. (shrink)

The Ministry of Education of China put forward the concept of “core literacy system” for the first time in the “Opinions on Comprehensively Deepening Curriculum Reform and Implementing the Fundamental Tasks of Moral Education” issued in 2014. This is a new educational reform policy put forward by China based on fully combining China’s national conditions and the new requirements for human development in the 21st century, which has important guiding significance for China’s educational reform. After discussing the background, content, (...) and meaning of core literacy, this study points out the current situation and development trend of core literacy in primary and secondary schools in China and then puts forward guiding opinions on the development of core literacy in rural primary and secondary schools. With the widening gap between urban and rural education, rural people are in urgent need of high-quality educational resources. To narrow the gap between urban and rural education and promote the democratization of education in China, we must unswervingly implement the education reform with the core element system as the key field and main link. In the context of agricultural activity intensification and rural abandonment, neo-rurality has emerged as a back-to-the-land migratory movement led by urban populations seeking alternative ways of life close to nature. Although the initiatives of the new peasantry are diverse, most are land related, such as agriculture and livestock farming. A priori, neorural people undertake agri-food system activities in ways that differ from the conventional model, following the principles of environmental and social sustainability. We conducted a systematic review (...) of the literature on the neo-rural phenomenon with the main objective of examining how neo-rurality has been found to support agroecological transitions. The corpus of neo-rural studies was analyzed from a social-ecological perspective, and a Multiple Correspondence Analysis (MCA) was conducted to determine whether neo-rural agri-food system activities follow agroecological principles. The results indicate that neo-rural studies is an emerging research field that has received considerable attention in western countries. Diverse conceptualizations and terms have been used to address the phenomenon, but the literature agrees on political and environmental motivations and several barriers faced by neo-rural people. This population and in particular new peasants, are employing a wide variety of agroecological practices and strategies throughout the agri-food system. Overall, neo-rural people have been reported to contribute significantly to agroecological transition. (shrink)

Rural Australia has been experiencing dramatic agricultural restructuring. A major contributor to this in some areas is peri-urban and rural residential developments, and amenity/lifestyle developments, including those associated with the inflow of urban middle-class groups into rural areas. These processes are intertwined with neoliberal trends in agri-food governance, and have complex effects on farming. However, there is a lack of farm-level studies that explore how professional farmers have been interacting and co-existing with urban/suburban development (...) while also undertaking agricultural intensification and innovation. This study aims to examine how residential and amenity/lifestyle developments have unfolded in the Illawarra region, New South Wales, and come to influence and interact with local dairy farmers who are also managing the consequences of industry restructuring particularly from 2000. Based on semi-structured interviews, this study shows that with their proximity to Sydney, Illawarra dairy farms are influenced by deregulated planning systems, large-scale residential development, amenity driven demand for rural land, and the amenity/lifestyle economy. These processes bring farmers commercial opportunities and drive farmers to form new social and economic relationships with land buyers and investors. However, it has been increasingly difficult for farmers to acquire land for farming locally. They are also subjected to the expectations and demands of new landholders, including in relation to farm externalities and animal welfare. Farmers have to transform their production systems to fit into this context. The above factors together generate a form of multifunctional rural space. (shrink)

The proportion of the world’s population living in urban areas is increasing rapidly, with the vast majority of this growth in developing countries. As growing populations in urban areas demand greater food supplies, coupled with a rise in rural to urban migration and the need to create livelihood options, there has been an increase in urban agriculture worldwide. Urban agriculture is commonly discussed as a sustainable solution for dealing with gaps in the local food (...) system, and proponents often highlight the many social, environmental, and economic benefits. We argue that the sustainability of urban agriculture should not be assumed. There is a need for research to take a bottom-up approach, exploring the influence that city-level conditions have on livelihood decisions by farmers and how this shapes the practice of urban agriculture. This paper uses a case study for an in-depth look at urban agriculture in Delhi, India to understand from the farmers’ perspective how urban agriculture is practiced and what factors influence farmers’ livelihood decisions. Using a team-based, multi-method Rapid Assessment Process, data were collected through preliminary key informant interviews, field observations, semi-structured interviews with urban farmers, and geographic information systems mapping. This research provides an in-depth description of market-oriented urban agriculture in a developing country, explores how farmers’ livelihood decisions are embedded in the urban context, and discusses the potential of urban agriculture as a sustainable city-system. Background The world is urbanizing rapidly; more than half the world’s population now lives in urban areas, leading to significant transition in lifestyles and social behaviours globally. While offering many advantages, urban environments also concentrate health risks and introduce health hazards for the poor. In Bangladesh, although many public policies are directed towards equity and protecting people’s rights, these are not comprehensively and inclusively applied in ways that prioritize the health rights of citizens. The country is thus facing (...) many issues that raise moral and ethical concerns. Methods A narrative literature review was conducted between October 2016 and November 2017 on issues related to social justice, health, and human rights in urban Bangladesh. The key questions discussed here are: i) ethical dilemmas and inclusion of the urban poor to pursue social justice; and ii) the ethical obligations and moral responsibilities of the state and non-state sectors in serving Bangladesh’s urban poor. Using a Rawlsian theory of equality of opportunity to ensure social justice, we identified key health-related ethical issues in the country’s rapidly changing urban landscape, especially among the poor. Results We examined ethical dilemmas in Bangladesh’s health system through the rural–urban divide and the lack of coordination among implementing agencies. The unregulated profusion of the private sector and immoral practices of service providers result in high out-of-pocket expenditures for urban poor, leading to debt and further impoverishment. We also highlight policy and programmatic gaps, as well as entry points for safeguarding the right to health for Bangladeshi citizens. Conclusions The urban health system in Bangladesh needs a reform in which state and non-state actors should work together, understanding and acknowledging their moral responsibilities for improving the health of the urban poor by engaging multiple sectors. The social determinants of health should be taken into account when formulating policies and programs to achieve universal health coverage and ensure social justice for the urban poor in Bangladesh. Background: Although attention to healthcare ethics in rural areas has increased, specific focus on rural palliative care is still largely under-studied and under-theorized. The purpose of this study was to gain a deeper understanding of the values informing good palliative care from rural individuals' perspectives. Methods: We conducted a qualitative ethnographic study in four rural communities in Western Canada. Each community had a population of 10, 000 or less and was located at least a three hour (...) travelling distance by car from a specialist palliative care treatment centre. Data were collected over a 2-year period and included 95 interviews, 51 days of field work and 74 hours of direct participant observation where the researchers accompanied rural healthcare providers. Data were analyzed inductively to identify the most prevalent thematic values, and then coded using NVivo. Results: This study illuminated the core values of knowing and being known, being present and available, and community and mutuality that provide the foundation for ethically good rural palliative care. These values were congruent across the study communities and across the stakeholders involved in rural palliative care. Although these were highly prized values, each came with a corresponding ethical tension. Being known often resulted in a loss of privacy. Being available and present created a high degree of expectation and potential caregiver strain. The values of community and mutuality created entitlement issues, presenting daunting challenges for coordinated change. Conclusions: The values identified in this study offer the opportunity to better understand common ethical tensions that arise in rural healthcare and key differences between rural and urban palliative care. In particular, these values shed light on problematic health system and health policy changes. When initiatives violate deeply held values and hard won rural capacity to address the needs of their dying members is undermined, there are long lasting negative consequences. The social fabric of rural life is frayed. These findings offer one way to re-conceptualize healthcare decision making through consideration of critical values to support ethically good palliative care in rural settings. (shrink)

There is growing interest in the role of new urban agriculture models to increase local food production capacity in cities of the Global North. Urban rooftop greenhouses and hydroponics are examples of such models receiving increasing attention as a technological approach to year-round local food production in cities. Yet, little research has addressed the unintended consequences of new modes of urban farming and food distribution, such as increased competition with existing peri-urban and rural farmers. We (...) examine how small-scale farmers perceive and have responded to a recently established rooftop greenhouse and online marketplace enterprise in Montréal, Canada. Drawing on interviews with key informants and small-scale farmers, we find that peri-urban and rural producers have been affected in three key ways that represent tensions, adaptations, and synergies arising from this new urban agriculture and food distribution enterprise. First, many farmers are concerned about increased competition and value conflation with the ideals of community supported agriculture and organic farming. Second, some farmers have adapted by developing novel marketing strategies and working with local bridge organizations to collectively market their produce to urban consumers. Third, a few farmers have decided to wholesale their produce to this new enterprise, allowing them to specialize production and avoid marketing their produce directly to urban consumers. Our study suggests that the emergence of a new form of alternative food network in Montréal has created both positive and negative disruptions for existing small-scale producers. Advocates for the expansion of new urban food production and distribution models should therefore give greater consideration to the effects on other actors in the local food system. (shrink)

As world food and fuel prices threaten expanding urban populations, there is greater need for the urban poor to have access and claims over how and where food is produced and distributed. This is especially the case in marginalized urban settings where high proportions of the population are food insecure. The global movement for food sovereignty has been one attempt to reclaim rights and participation in the food system and challenge corporate food regimes. However, given its (...) origins from the peasant farmers' movement, La Via Campesina, food sovereignty is often considered a rural issue when increasingly its demands for fair food systems are urban in nature. Through interviews with scholars, urban food activists, non-governmental and grassroots organizations in Oakland and New Orleans in the United States of America, we examine the extent to which food sovereignty has become embedded as a concept, strategy and practice. We consider food sovereignty alongside other dominant US social movements such as food justice, and find that while many organizations do not use the language of food sovereignty explicitly, the motives behind urban food activism are similar across movements as local actors draw on elements of each in practice. Overall, however, because of the different histories, geographic contexts, and relations to state and capital, food justice and food sovereignty differ as strategies and approaches. We conclude that the US urban food sovereignty movement is limited by neoliberal structural contexts that dampen its approach and radical framework. Similarly, we see restrictions on urban food justice movements that are also operating within a broader framework of market neoliberalism. However, we find that food justice was reported as an approach more aligned with the socio-historical context in both cities, due to its origins in broader class and race struggles. (shrink)

Land is a constitutional issue in Ethiopia. Article 40 of the FDRE constitution enshrines governing provisions about rural and urban land. Legislation power is given to the federal government (Article 51(5) of the constitution) although this power can be delegated to regions (Article 50(9) of the same constitution). In contrast, administration power is allocated to regions (Article 52 (2(d)) of the constitution). The federal government has enacted the Rural Land Administration and Use Proclamation 456/2005. Both federal and (...) regional land laws have Alternative Dispute Resolution clauses. However, the opportunities and challenges of these clauses from the access to justice perspective are not studied very well. The main objective of this paper is to assess the legal framework and practice of ADR mechanisms in the rural land administration system from the access to justice perspective and come up with a policy option. Doctrinal type of legal research is applied where it involves theory testing which deals with studying existing laws (both federal and regional laws). In addition, both primary and secondary sources have been used. Primary qualitative data was collected through semi-structured interviews. The study found that there are legal constraints. One significant legal constraint is the requirement for mandatory mediation in certain regional states before seeking recourse in a court of law. Mediation is not clearly and uniformly applied per the law and in practice (often the practice and legal framework confuse mediation with arbitration, inappropriately giving decision-making powers to mediators, and turning them into arbiters). Women and Vulnerable Groups are generally more negatively affected by the overreaching of mediators into decision-making, because the mediators are more easily influenced by the party opposing women and Vulnerable Groups, and/or the mediators are culturally biased. This study recommends that mediation should be made optional, where mediators are chosen by the parties and the legal framework is clear that the role of the mediators does not involve imposing decisions. For Oromia and SNNPR, the legal regime of mediation should be clarified to avoid confusion with the arbitration. It is necessary to train community-level mediators in the law and the protection of land rights of Vulnerable Groups against gender discrimination. (shrink)

This paper offers one explanation for the institutional basis of food insecurity in Australia, and argues that while alternative food networks and the food sovereignty movement perform a valuable function in building forms of social solidarity between urban consumers and rural producers, they currently make only a minor contribution to Australia’s food and nutrition security. The paper begins by identifying two key drivers of food security: household incomes (on the demand side) and nutrition-sensitive, ‘fair food’ agriculture (on the (...) supply side). We focus on this second driver and argue that healthy populations require an agricultural sector that delivers dietary diversity via a fair and sustainable food system. In order to understand why nutrition-sensitive, fair food agriculture is not flourishing in Australia we introduce the development economics theory of urban bias. According to this theory, governments support capital intensive rather than labour intensive agriculture in order to deliver cheap food alongside the transfer of public revenues gained from rural agriculture to urban infrastructure, where the majority of the voting public resides. We chart the unfolding of the Urban Bias across the twentieth century and its consolidation through neo-liberal orthodoxy, and argue that agricultural policies do little to sustain, let alone revitalize, rural and regional Australia. We conclude that by observing food system dynamics through a re-spatialized lens, Urban Bias Theory is valuable in highlighting rural–urban socio-economic and political economy tensions, particularly regarding food system sustainability. It also sheds light on the cultural economy tensions for alternative food networks as they move beyond niche markets to simultaneously support urban food security and sustainable rural livelihoods. Population aging has brought great challenges to many regions throughout the world. Enhancing the sense of participation, access, and well-being of older adults is the goal of China’s aging development. This study, taking urban–rural difference as the entry point, examined the difference in subjective well-being between urban and rural older learners. A total of 2,007 older adults learners aged over 50 years were recruited in Zhejiang, Anhui, and Shandong Provinces in China, including 773 rural older (...) adults and 1,234 urban older adults. This study found that there was a significant positive correlation between senior learning and the subjective well-being of urban and rural older adult learners. Furthermore, there was a significant difference between the subjective well-being of urban and rural older adult learners’ and there was also an urban–rural difference between the effects of older adult learning on the subjective well-being. Based on the above findings, this study reveals the mechanism of the impact of older adult learning on subjective well-being of urban and rural older adults and gives relevant suggestions for improving the subjective well-being of urban and rural older learners. Prior to this intervention the site used to be a degraded fiscal property, that functioned as a bus yard, a police legal deposit, and a restaurant parking lot. Underneath it runs the Maldonado stream culvert, covered by a concrete slab at a depth of only -20cm. Next to the site is a 5m high railroad embankment. The plot is strategically located at the end of Juan B. Justo avenue and works as a gateway to the Tres de Febrero park (also (...) known as Bosques de Palermo, the Buenos Aires’s biggest green space designed by Charles Thays in 1875). It is situated in the neighborhood of Palermo, an area that underwent a vertiginous residential and commercial expansion since the late 90´s. -/- The design approach is influenced by the adjacent urban fragments: the grounds of the Sociedad Rural Argentina, the surrounding Avenues Santa Fe-Sarmiento; the opening of Darregueyra street expected for the near future, the implementation of historic preservation guidelines for the Tres de Febrero Park, and the proposal for the development of nearby railroad yards. -/- Specifically, the project seeks to minimize the impact of the fast traffic that runs along Bullrich avenue, improving pedestrian and cycle access to the park. At the same time it defines new landscape features, utilizing the earth made available by the tunneling works of a new subway line. -/- The project comprises the structuring of an existing 800 meter long embankment and the transformation of the sidewalk into a public promenade. This is achieved through a wider sidewalk of 12m on average, which is part of a series of longitudinal stripes ranging from high speed to quiet spaces. The first band of grass and aged tipas (tipuana tipu) buffer pedestrian and cyclist from automotive traffic. Cycle traffic is organized on its own lane. The sidewalk itself contains several bays that act as urban lounges. Next, a continuous concrete bench delimits the beginning of the slope, backed by a stripe of grass that works as a soft extension. Finally, plants for contemplation are arranged as undulating traces. Rhythmic use of retaining gabions defines longitudinal segments of varying slope, unifying the spacial criterion. This series is punctuated by an amphitheater and framed by triangular plazas at the corners. -/- Material choices for hard surfaces are constrained by concerns of durability, low cost, and consistency with other ongoing public works. -/- Hard materials, as well as the plant selection needed to be low-maintenance. The palette was kept to reinforced concrete, granitic slabs, and granite stone in large size –forming retaining gabions- and as loose finishing for pavements. Likewise, the lack of a protective enclosure and of continuous surveillance dictated that urban furniture and fixtures be anti-vandalic. The stealing of these components –from inspection lids, to benches, to plants- is a common problem in urban spaces in many Latin American cities. To prevent this, fixtures must be designed according to precise specifications regarding their weight, fixing and anchoring systems, and mechanical parts. -/- Sidewalks are organized through a 6 meter grid made of granitic white slab, infilled with textured combed nonslip concrete modules. Extended bays and corner squares are finished with white and black slabs respectively. These materials are similar to another used in public spaces under construction, in the believe that it creates a collective identification of themselves along the city. -/- The continuous reinforced concrete bench is 1.10 m wide, in order to allow people to use it in non-conventional ways. Further up on the slope, undulating paths separate plant species and provide access for gardening, but are also open to use by the public. They are paved with 2 meter-long precast concrete slabs (smaller and lighter pieces were avoided to deter robbery). As they reach the gabions they connect with sloping paths covered with loose granitic stones. The gabions themselves allow the creation of varying slopes while contributing to retaining the soil, which is reinforced with geosynthetic fabric in the perimeter to avoid landslides originated by strong rains typical of the region. -/- Urban furniture is featured on the wider bays of the sidewalk and at corner plazas. It includes seats, water fountains, bicycle racks, wastepaper baskets. As a counterpoint to the linear concrete bench, groups of concrete seats are arranged informally. These seats are a reinterpretation of the dynamic BKF chair (also known as Butterfly chair), the classic Argentinean design of the 1930’ by Antonio Bonet, Juan Kurchan, and Jorge Ferrari-Hardoy. A few low concrete tables complete these spaces as authentic urban lounges. Lighting design accompanies the general features of the project and creates a new scenography emphasizing night-time usage. -/- Landscape gardening criteria is set up by a selection of various species of high-resistant pasture (grass). The higher the slope, the higher the grass, increasing the final volumetric result. Based on considering the original tipas line (tipuana tipu, a species from the north of Argentina, yellow flowering) as a vertical wall that frames the view, the horizontal stripes contain a single species each, differing in size, shade and flowering periods –adding, in the middle band, a changing color on the big green plane slope in the same chromatic range. The final configuration of the stripe sequence from bottom to top: bermuda grass, bulbine frutescens, euryops pectinatus. The upper band existing native species is reinforced with new samples: paspalum exaltatum + cortadera selloana and ipomea + thumbergia climbing the railway fence. Each sector between gabions has an automated system of drip irrigation. Near the corner plazas, several palms are planted to provide shade and identity to the street-crossing. -/- The intervention proposes an ambivalent effect on the landscape, trascending the merely ornamental by accompanying the motorist in speed, while conforting the pedestrian with spaces for contemplation and urban relax. Background: Although attention to healthcare ethics in rural areas has increased, specific focus on rural palliative care is still largely under-studied and under-theorized. The purpose of this study was to gain a deeper understanding of the values informing good palliative care from rural individuals' perspectives. Methods: We conducted a qualitative ethnographic study in four rural communities in Western Canada. Each community had a population of 10, 000 or less and was located at least a three hour (...) travelling distance by car from a specialist palliative care treatment centre. Data were collected over a 2-year period and included 95 interviews, 51 days of field work and 74 hours of direct participant observation where the researchers accompanied rural healthcare providers. Data were analyzed inductively to identify the most prevalent thematic values, and then coded using NVivo. Results: This study illuminated the core values of knowing and being known, being present and available, and community and mutuality that provide the foundation for ethically good rural palliative care. These values were congruent across the study communities and across the stakeholders involved in rural palliative care. Although these were highly prized values, each came with a corresponding ethical tension. Being known often resulted in a loss of privacy. Being available and present created a high degree of expectation and potential caregiver strain. The values of community and mutuality created entitlement issues, presenting daunting challenges for coordinated change. Conclusions: The values identified in this study offer the opportunity to better understand common ethical tensions that arise in rural healthcare and key differences between rural and urban palliative care. In particular, these values shed light on problematic health system and health policy changes. When initiatives violate deeply held values and hard won rural capacity to address the needs of their dying members is undermined, there are long lasting negative consequences. The social fabric of rural life is frayed. These findings offer one way to re-conceptualize healthcare decision making through consideration of critical values to support ethically good palliative care in rural settings. (shrink)

The shift from the conventional agri-food system to alternative practices is a challenging transition for agricultural producers, yet surprisingly under-studied. Little research has examined the social and cultural processes in rural communities that mobilize producers and construct and sustain producer-driven alternative food networks (AFNs). For AFNs to go beyond just offering “alternative foods” or “alternative networks” and to be constructed as “alternative economies”, this transformation in the producer community is indispensable. This paper presents a case study of a (...) rural cooperative in Shanxi, China. The discontent with both productivist agriculture and the social decay in communities motivated a group of women to engage in a decade-long process of social mobilization, cultural reconstruction, and learning by experimentation. Through this, they developed an alternative vision and successfully created a localized alternative socio-economic model, which I call “anti-productivism”. It prioritizes ecological sustainability, self-reliance, reciprocity, and cultural values over output maximization, productivity growth, commodity exchange, and monetary gains. This case contrasts sharply with the urban-initiated, consumer-driven AFNs studied in the China literature, which mostly just offered alternative foods but brought little change to the producer community. It shows that the alternative economy must be embedded in an alternative community united by strong social bonds and shared cultural values. (shrink)

This paper reviews the work on gendered achievement in the English?speaking Caribbean, with its often explicit focus on underachieving males. However, patterns of gendered achievement are more likely region?specific and variegated in some contexts. In Trinidad and Tobago, the full?scale implementation of national assessments in 2004 provided an opportunity to evaluate mathematics and language performance across the entire pupil population at standards 1 (7? to 8?year?olds) and 3 (9? to 10?year?olds). Census data from the high?stakes 2003 Secondary Entrance Assessment (SEA) (...) administered at standard 5 (ages: 10?11+) were also included in the analysis. Therefore the entire dataset consisted of 52,284 primary school students (26,574 males and 25,710 females). The findings confirmed that female pupils had a statistically significant advantage on all assessments. However, in terms of practical significance, most differentials were negligible to small. Medium?sized differentials were obtained for pupils of low ability, living in rural educational districts, and on language arts. Male achievement scores were also more variable for lower grade levels, low ability groups and language arts. Paradoxically, in some educational districts secondary school placement opportunities still favoured males. These variegated patterns of gendered achievement may be associated with differences in institutional effectiveness and variations in male socialization practices that are especially evident across the urban?rural divide. Local food systems are growing, and little is known about how the constellation of farms and markets change over time. We trace the evolution of two local food systems over six years, including a dataset of over 2690 market connections between 1520 locations. Longitudinal social network analysis reveals how the architecture, actor network centrality, magnitude, and spatiality of these supply chains shifted during the 2012–2018 time period. Our findings demonstrate that, despite growth in the number of farmers’ markets, grocery stores, (...) farms and restaurants in both counties, each local food system also experienced high turnover rates. Over 80% of the market connections changed during the study period. Farms, farmers’ markets, and grocery stores showed a 40–50% ‘survival’ rate, indicating their role in sustaining local food systems over longer time periods. Other actors, such as restaurants, had a much higher turnover rate within the network. Both food systems became more close-knit and consolidated as the center of gravity for both local food systems pulled away from urban areas toward rural farmland. Evidence of both growth and decay within local food systems provides a new understanding of the social networks behind local food markets. (shrink)

Female migrant workers are doubly disadvantaged in China's urban labor market because of their doubly marginalized identities as both women and rural residents. This article takes a process-centered approach to explore how female migrants' two identity categories generate intersectional effects on their job-search experiences in cities. Data from in-depth interviews conducted in Xi'an city, China, in 2010 and 2011 reveal that three patterns of relationship explain the processes where the gender–hukou intersection affects female migrants. In the first pattern, (...) a splintering relationship, hukou and gender work singly to form employment discrimination against female migrants. The second, a contesting relationship, indicates that hukou and gender alternate as the primary identities that affect their employment opportunities. In the third, a collaborating relationship, hukou and gender work together to either positively or negatively shape female migrants' employment prospects. No matter which of the relationships plays out, female migrants' disadvantages as cheap urban laborers have become deeply entrenched in the urban labor market. This can be explained by two powerful social institutions in contemporary China, the hukou system and patriarchy. (shrink)

In an increasingly globalized food economy, local agri-food initiatives are promoted as more sustainable alternatives, both for small-scale producers and ecologically conscious consumers. However, revitalizing local agri-food communities in rural agro-industrial regions is particularly challenging. This case study examines Grant and Chelan Counties, two industrial farming regions in rural Central Washington State, distant from the urban fringe. Farmers in these counties have tried diversifying large-scale processing into organics and marketing niche and organic produce at popular farmers markets (...) in Seattle about 200 miles away. Such strategies invoke the question, “How are ‘local’ agri-food networks socially and geographically defined?” The meaning of what constitutes “local” and/or “sustainable” systems merits consideration in the linking of these rural counties with distant urban farmers markets. Employing historical, in-depth interview and survey research, we analyze production and consumption networks and the non-market systems that residents in these counties access for self-provisioning and food security. Living in rural areas has been described as a driver for behaving in a pro-environmental way, mainly due to the more frequent contact with nature that people from rural areas have. However, the processes that link living in a rural area and behaving in a more ecological manner have not been systematically studied. Moreover, most studies have focused on adults living in developed countries. Given the importance that the actions conducted by people in developing countries have for (...) the future of the environment, as well as the relevance of children’s pro-environmentalism for nature conservation, we present a brief research report examining the relationship between Mexican children’s place of residence and self-reported pro-environmental behavior. Participants were 200 children from Mexican rural areas (less than 1.000 inhabitants) and 200 from a Mexican urban city (more than 150.000 inhabitants). Children were between 9 and 12 years old. Children’s connection to nature was considered as a mediator in the relationship between children’s place of residence and pro-environmental behavior. Our findings revealed that rural children hold a stronger sense of connection to nature and behave in a more pro-environmental way than urban children. In addition, the place of residence was directly and positively linked to their pro-environmental behaviors, and this relationship was mediated by children’s connection to nature. The relationship between connection to nature and pro-environmental behavior was stronger for girls than for boys. The model explained 45% of the variance of children’s self-reported pro-environmental behaviors. (shrink)

As the per capita income level increases, both environmental quality and income inequality will change significantly, which arouses people’s attention on the relationship between income inequality and environmental quality. Based on mathematical derivations, we first prove that when the relationship between per capita income and environmental pollution is nonlinear, and environmental pollution is not only related to per capita income, but also, among other potential determinants, to income inequality. Then, we use the two-way fixed estimator to estimate the impact of (...) income inequality on environmental quality by decomposing the Stochastic Impacts by Regression on Population, Affluence, and Technology model. The impact of income inequality on environmental pollution is significantly positive, that is, as the income gap widens, industrial pollutant emissions, carbon dioxide emissions, and PM2.5 in the air will increase; there is an “Inverted U-shaped” impact relationship between income inequality and environmental quality, that is, environmental pollution increases first and then decreases with the increase of per capita GDP; per capita income is the intermediate variable between income inequality and environmental quality. The relationship between income inequality and environmental quality should be fully considered when formulating relevant policies. The government should adopt differentiated environmental policies targeted at low-and-high income groups to achieve a win-win situation of economic growth and environmental protection. (shrink)

For society to achieve the Sustainable Development Goals, the agri-food industry needs a substantial sustainability transition toward food systems capable of delivering greater volumes of nutritious food, while simultaneously lowering the environmental footprint. This issue of AHV focuses on the big picture—on mechanisms of sustainability transition, from social innovation, to models of finance and institutional systems, and calls for business and agricultural researchers to transform the sector together. Contributors to this issue embrace a transdisciplinary outlook, including scientific, technical, social and (...) political dimensions of agroecology. This issue is a call to action: to encourage the community of social entrepreneurs, ecosystem players and researchers to contribute analytical methods, experiences and scientific insights on emerging social innovations related to food, agriculture and rural–urban transformation. The structure and “metabolism” (movement and conversion of goods and energy) of urban areas has caused cities to be identified as “super‐organisms”, placed between ecosystems and the biosphere, in the hierarchy of living systems. Yet most such analogies are weak, and render the super‐organism model ineffective for sustainable development of cities. Via a cluster analysis of 15 shared traits of the hierarchical living system, we found that industrialized cities are more similar to eukaryotic cells than to multicellular organisms; (...) enclosed systems, such as factories and greenhouses, paralleling organelles in eukaryotic cells. We further developed a “super‐cell” industrialized city model: a “eukarcity” with citynucleus (urban area) as a regulating centre, and organaras (enclosed systems, which provide the majority of goods and services) as the functional components, and cityplasm (natural ecosystems and farmlands) as the matrix. Environmental landscaping is known to build, plan, and manage landscapes that consider the ecology of a site and produce gardens that benefit both people and the rest of the ecosystem. Landscaping and the environment are combined in landscape design planning to provide holistic answers to complex issues. Seeding native species and eradicating alien species are just a few ways humans influence the region’s ecosystem. Landscape architecture is the design of landscapes, urban areas, or gardens and their modification. It comprises (...) the construction of urban and rural landscapes via coordinating the creation and management of open spaces and economics, finding a job, and working within a confined project budget. There was a lot of discussion about global warming and water shortages. There is a lot of hope to be found even in the face of seemingly insurmountable obstacles. AI is becoming more significant in many urban landscape planning and design elements with the advent of web 4.0 and Human-Centred computing. It created a virtual reality-based landscape to create deep neural networks (DNNs) to make deep learning (DL) more user-friendly and efficient. Users may only manipulate physical items in this environment to manually construct neural networks. These setups are automatically converted into a model, and the real-time testing set is reported and aware of the DNN models that users are producing. This research presents a novel strategy for combining DL-DNN with landscape architecture, providing a long-term solution to the problem of environmental pollution. Carbon dioxide levels are constantly checked when green plants are in and around the house. Plants, on either hand, remove toxins from the air, making it easier to maintain a healthy environment. Human-centered Artificial Intelligence-based web 4.0 may be used to assess and evaluate the data model. BackgroundThe advent of learning healthcare systems (LHSs) raises an important implementation challenge concerning how to request and manage consent to support secondary use of data in learning cycles, particularly research activities. Current consent models in Quebec were not established with the context of LHSs in mind and do not support the agility and transparency required to obtain consent from all involved, especially the citizens. Therefore, a new approach to consent is needed. Previous work identified the meta-consent model as a promising (...) alternative to fulfill the requirements of LHSs, particularly large-scale deployments. We elicited the public’s attitude toward the meta-consent model to evaluate if the model could be understood by the citizens and would be deemed acceptable to prepare for its possible implementation in Quebec.MethodsEight focus groups, with a total of 63 members of the general public from various backgrounds were conducted in Quebec, Canada, in 2019. Explicit attention was given to literacy levels, language spoken at home and rural vs urban settings. We assessed attitudes, concerns and facilitators regarding key components of the meta-consent model: predefined categories to personalized consent requests, a dynamic web-based infrastructure to record meta-consent, and default settings. To analyse the discussions, a thematic content analysis was performed using a qualitative software.ResultsOur findings showed that participants were supportive of this new approach of consent as it promotes transparency and offers autonomy for the management of their health data. Key facilitators were identified to be considered in the implementation of a meta-consent model in the Quebec LHSs: information and transparency, awareness campaigns, development of educational tools, collaboration of front-line healthcare professionals, default settings deemed acceptable by the society as well as close partnerships with recognized and trusted institutions.ConclusionsThis qualitative study reveals the openness of a sample of the Quebec population regarding the meta-consent model for secondary use of health data for research. This first exploratory study conducted with the public is an important step in guiding decision-makers in the next phases of implementing the various strategies to support access and use of health data in Quebec.
