Corruption has been a major obstacle to economic growth around the world. In this paper, we examine how firms interact with corrupt government officials either to minimize the impact of corruption on their operations or to maximize their benefit of paying a bribe. Our estimates show that firms know exactly what they need and use their limited resources to bribe only relevant government authorities. In other words, firms are rational bribers who know exactly what they need and optimize their bribes (...) to fulfill that need. This type of intentional bribery could be reduced by enhanced institutional environments and improved openness of the economy. (shrink)

This paper gives two complete and elementary proofs that if the speed of light over closed paths has a universal value c, then it is possible to synchronize clocks in such a way that the one-way speed of light is c. The first proof is an elementary version of a recent proof. The second provides high precision experimental evidence that it is possible to synchronize clocks in such a way that the one-way speed of light has a universal value. The word 'athletics' is derived from the Greek verb 'to struggle for a prize'. After reading this book, no one will see the Olympics as a graceful display of Greek beauty again, but as war by other means. Nigel Spivey paints a portrait of the Greek Olympics as they really were - fierce contests between bitter rivals, in which victors won kudos and rewards, and losers faced scorn and even assault. Victory was almost worth dying for, and a number of (...) athletes did just that. Many more resorted to cheating and bribery. Contested always bitterly and often bloodily, the ancient Olympics were not an idealistic celebration of unity, but a clash of military powers in an arena not far removed from the battlefield. In this paper I develop a theory of 'function' and function as a deontic modal word and phenomenon. Kratzer’s account of the semantics for the deontic modals is invoked and using her approach a formal schema for the semantics of 'function'-sentences is proposed. My account of function is a modalized and extended version of Cummins’ systems-type account of function. In the biological and physical sciences, on this account, function is a complex empirical deontic modal property. It is built on the (...) property of X’s doing Y well enough to enable Z, which is implicitly deontic because of the evaluative but nonetheless empirical in its biological and physical applications. This account of function resolves many of the traditional puzzles about biological and physical function, and extends naturally to include the other types of function. With a variant treatment of the semantics, this account is argued also to apply to mathematical function, where it is shown to be interestingly related to Frege’s account of function. (shrink)

Contribution of Malay Muslims in science and modern world; proceedings of a seminar.

This thesis defends the diagnostic accuracy and political usefulness of the claim that women are complicit in their sexual objectification. Feminists have long struggled to demarcate the appropriate limits of feminist critiques of sexual objectification, particularly when it comes to objectifying practices which women both consent to and experience as empowering. These struggles, I argue, are the result of a fundamental misdiagnosis of what happens when women are sexually objectified, whereby the abstract notion of 'treating as an object' is called (...) upon to explicate the kind of phenomena which can only be properly understood in light of a more general set of social norms of masculinity and femininity. A more accurate diagnosis of sexual objectification, I argue, is provided by Catharine MacKinnon's radical feminist theory, according to which sexually objectifying acts are manifestations of the social process through which women are made into objects of male sexual gratification. One important implication of this account is that women themselves play a role in perpetuating the norms through which sexually objectifying treatment of women is enabled: insofar as they participate in the re-constitution of the social context which facilitates their sexual objectification, they are complicit in it. Although this idea lacks intuitive appeal from a feminist perspective, I argue that understanding the nature of the contribution women make to perpetuating their objectification enables a better understanding of what practices of resistance are necessary for effectively combatting the sexual objectification of women. I defend the explanatory power of the complicity account of objectification in light of two pressing debates in contemporary feminist philosophy: the question of how women can disidentify from femininity given the strong attachments they develop to it, and the question of how feminism can continue to appeal to the motif of solidarity considering the anti-essentialist commitments of recent feminist theory. The reason for physics’ failure to find a final theory of the universe is examined. Problems identified are: the lack of unequivocal definitions for its fundamental elements (time, length, mass, electric charge, energy, work, matter-waves); the danger of relying too much on mathematics for solutions; especially as philosophical arguments conclude the universe cannot have a mathematical basis. It does not even need the concept of number to exist. Numbers and mathematics are human inventions arising from the human predilection for measurement. (...) Following Aristotle, a single fundamental cause is proposed to explore the efficacy of using pure non-mathematical philosophy to explain the universe, contrary to current quantum physical views. The cause is taken as Time, which is then defined, surprisingly leading automatically to a definition of a three-dimensional space answering the question into what can a universe be placed (space before space seems non-sensical). This enables the philosophical arguments to derive a universal rule giving clear-cut descriptions (definitions) of force (both gravitational and electromagnetic), motion, energy, and particles. The formation of atomic nuclei and atomic properties together with an unexpected role for neutrinos follow. In particular, a Popper-test can be prepared by introducing the concept of measurement to allow the philosophy arguments to be tested in another discipline - mathematics. The solution agrees with human physical observations to a remarkable degree of accuracy, automatically explaining and predicting values for Planck’s and the fine-structure constants. Although mathematical, it is included as confirming the efficacy of philosophy in attaining a final theory. (shrink)

Recent radical changes to university education in England have been discussed largely in terms of the arrangements for transferring funding from the state to the student as consumer, with little discussion of what universities are for. It is important, while challenging the economic rationale for the new system, to resist talking about higher education only in the language of economics. There is a strong principled case for rejecting the extension of neoliberalism to education and university education especially. ‘The market’ (...) claims to be the language of perfect rationality: thus it narrows the range of what can be said and thought, driving out the other forms of rationality to which it is the function of education and culture to introduce successive generations. One distinctive role of the university, in our time as always, is to speak richer and more complex languages, invoking other values and goods than those which currently underpin what passes for policy. The Univalence axiom, due to Vladimir Voevodsky, is often taken to be one of the most important discoveries arising from the Homotopy Type Theory research programme. It is said by Steve Awodey that Univalence embodies mathematical structuralism, and that Univalence may be regarded as ‘expanding the notion of identity to that of equivalence’. This article explores the conceptual, foundational and philosophical status of Univalence in Homotopy Type Theory. It extends our Types-as-Concepts interpretation of HoTT to Universes, and offers an account (...) of the Univalence axiom in such terms. We consider Awodey’s informal argument that Univalence is motivated by the principle that reasoning should be invariant under isomorphism, and we examine whether an autonomous and rigorous justification along these lines can be given. We consider two problems facing such a justification. First, there is a difference between equivalence and isomorphism and Univalence must be formulated in terms of the former. Second, the argument as presented cannot establish Univalence itself but only a weaker version of it, and must be supplemented by an additional principle. The article argues that the prospects for an autonomous justification of Univalence are promising. (shrink)

The great political ideas and movements of the modern world were founded on a promise of universal emancipation. But in recent decades, much of the Left has grown suspicious of such aspirations. Critics see the invocation of universality as a form of domination or a way of speaking for others, and have come to favor a politics of particularism—often derided as “identity politics.” Others, both centrists and conservatives, associate universalism with twentieth-century totalitarianism and hold that it is bound to lead (...) to catastrophe. The question is especially pressing if one bears in mind that such a principle of bargaining in fact underlies many institutionally regulated interactions. Moreover, to the extent that (...) morality is thought of as a mechanism for guaranteeing mutual advantage in the resolution of conflicts, it may indeed seem necessary that it reflect the bargaining power of the parties (in order to make sure that it is indeed advantageous for all of them). In fact, there is a prominent tradition of social-contract theories (from Hobbes to Gauthier) that work under this assumption and claim to provide an answer to what justice requires as much as Rawls's theory does. So seen, the burden of proof seems to fall rather on the shoulders of those committed to claim both that morality is a mechanism that works to the advantage of all and that it nevertheless requires neutralizing all differences in bargaining power. The circulation and entanglements of human beings, data, and goods have not necessarily and by themselves generated a universalising consciousness. The "global" and the "universal", in other words, are not the same. The idea of a world-society remains highly contested. Our times are marked by the fragmentation of a double relativistic character: the inevitable critique of Western universalism on the one hand, and resurgent identitarian and neo-nationalistic claims to identity on the other. Sources of an argumentation for a strong universalism (...) brought forward by Western traditions such as Christianity, Marxism, and Liberalism have largely lost their legitimation. All the while, manifold and situated narratives of a common world that re-address the universal are under way of being produced and gain significance. This volume tracks the development and relevance of such cultural and social practices that posit forms of what we call minor universality. I explore physics implications of the External Reality Hypothesis (ERH) that there exists an external physical reality completely independent of us humans. I argue that with a sufficiently broad definition of mathematics, it implies the Mathematical Universe Hypothesis (MUH) that our physical world is an abstract mathematical structure. I discuss various implications of the ERH and MUH, ranging from standard physics topics like symmetries, irreducible representations, units, free parameters, randomness and initial conditions to broader issues like consciousness, parallel universes and (...) Gödel incompleteness. I hypothesize that only computable and decidable (in Gödel’s sense) structures exist, which alleviates the cosmological measure problem and may help explain why our physical laws appear so simple. I also comment on the intimate relation between mathematical structures, computations, simulations and physical systems. (shrink)

We are in a state of impending crisis. And the fault lies in part with academia. For two centuries or so, academia has been devoted to the pursuit of knowledge and technological know-how. This has enormously increased our power to act which has, in turn, brought us both all the great benefits of the modern world and the crises we now face. Modern science and technology have made possible modern industry and agriculture, the explosive growth of the world’s population, global (...) warming, modern armaments and the lethal character of modern warfare, destruction of natural habitats and rapid extinction of species, immense inequalities of wealth and power across the globe, pollution of earth, sea and air, even the aids epidemic (aids being spread by modern travel). All these global problems have arisen because some of us have acquired unprecedented powers to act, via science and technology, without also acquiring the capacity to act wisely. We urgently need to bring about a revolution in universities so that the basic intellectual aim becomes, not knowledge merely, but rather wisdom – wisdom being the capacity to realize what is of value in life, for oneself and others, thus including knowledge and technological know-how, but much else besides. Occupying a space in-between conventional scholarship and imaginative storytelling, The University in Crumbs: A Register of Things Seen and Heard is an experimental work that dramatizes the everyday life of the academy.

I respond to a challenge raised by Jordan Pascoe: Kant’s conception of obtaining full citizenship through working oneself up necessarily condemns some people to passive citizenship. I argue that we should not focus on work to establish universal full citizenship. Rather, a Universal Basic Income, an income paid regularly to everyone and without conditions, can secure everyone’s full citizenship. Moreover, I argue that such a scheme is more Kantian in nature than hitherto assumed.

This book explains why universities, and academics within them, must engage with the diversity of knowledges and knowers that exist in the world. Through philosophical perspectives, theoretical frameworks and practical examples from around the world, the book searches for opportunities for renewal and inclusion in universities. It explains how higher education can better serve the purposes of social justice by re-evaluating the types of knowledge it promotes. Going beyond the identification and analysis of injustices in ways of knowing (...) in academia, the book offers insights and examples of practices in teaching, research and work with the community which aim to move towards justice on an epistemic level. It argues that inclusion in the domain of knowledge can lead to the generation of knowledges and understandings that are more robust and better equipped to address the pressing needs of the plural worlds outside the university. Contributions are included from authors working in varied disciplinary and cultural contexts in universities, who describe and explicate their work towards identifying epistemic injustice and finding spaces to advance knowledge justice in theory and in practice. The present article revolves around the notion of universality and its relation to freedom and temporal orientation in contemporary political thought, with a focus on Susan Buck-Morss' notion of universality. The purpose is twofold. Firstly, I discern and critique the historico-political premises of her approach. Secondly, I suggest an alternative historico-political approach to universality addressing the drawbacks of her approach. I present three objections to her approach. Drawing on Arendt's distinction between liberation and the practice of freedom, I first present (...) a critique of the conceptualisation of freedom on which Buck-Morss' approach hinges, arguing that she overemphasises the moment of liberation. Thereafter, I turn to her reflections on historical orientation. My third objection concentrates on Buck-Morss' concept of universality. As a heuristic tool to expound on my critique, I activate the distinction between fictive and ideal universality as suggested by Étienne Balibar. I contend that Arendt's distinction between liberation and the practice of freedom efficiently elucidates the questions at stake in Balibar's discussion, as well as how his distinction points to the limits of Buck-Morss' argumentation. Ultimately, I contend that these critical remarks open up for a more dialectical approach to universality as a historical-political problem. (shrink)
