There are two opposing equally well-argued views on the emergence and development of all things: either the evolution of the world that led to the emergence of life and intelligence is something natural, or everything happened quite by accident and could have been different. It determines the aim and the tasks which are the emergence of intelligence can be considered as a certain stage of such a naturally unfolding evolutionary process, or it is the result of a coincidence. Research methods (...) are complex and is based on philosophicalanthropological and philosophical-cultural analysis of the problems of global evolutionism and the development of human intelligence in their dialectical unity.The principles of systematicity, objectivity, ascent from the abstract to the concrete, etc. are also used to solve specific research tasks. Research results: Analysis of the process of universal evolutionism shows that the general direction of the development of existence is the movement from the appearance of simple objects to the formation of the highest of the material structures known today, which are the bearer of intelligence in its biological forms. The author argues the position that further evolution, with a high probability, will occur as a transition from intelligence on organic carriers - the human mind - to artificial intelligence based on inorganics. Together or separately from the human mind, artificial intelligence has the ability to give a new impetus to the development of earthly civilization, penetration into deep space and the development of its limitless possibilities.Discussion. Opponents of the concept of global evolutionism were limited to the planetary scale and for the most part considered the universe as a whole infinite and stationary, and therefore devoid of history. However, it is more attractive to think that the development of the biosphere embodies a number of trends that affected long before the formation of the Earth and the solar system, and this direction is focused on creating an integrated theory of the past from the Big Bang to the present. Conclusion. The global evolution of all things moves in the direction from inorganics to organics - in the form of life and mind, and then - again to inorganics - in the form of artificial intelligence. The growing field of machine morality has becoming increasingly concerned with how to develop artificial moral agents. However, there is little consensus on what constitutes an ideal moral agent let alone an artificial one. Leveraging a recent account of heroism in humans, the aim of this paper is to provide a prospective framework for conceptualizing, and in turn designing ideal artificial moral agents, namely those that would be considered heroic robots. First, an overview of what it means to be (...) an artificial moral agent is provided. Then, an overview of a recent account of heroism that seeks to define the construct as the dynamic and interactive integration of character strengths and situational constraints that afford the opportunity for moral behavior . With this as a foundation, a discussion is provided for what it might mean for a robot to be an ideal moral agent by proposing a dynamic and interactive connectionist model of robotic heroism. Given the limited accounts of robots engaging in moral behavior, a case for extending robotic moral capacities beyond just being a moral agent to the level of heroism is supported by drawing from exemplar situations where robots demonstrate heroism in popular film and fiction. In this article, I argue that there are three widely accepted views within contemporary theorising about justice that present barriers to accepting that non-human animals possess direct entitlements of justice. These views are that the basis of entitlements of justice is either contribution to a cooperative scheme for mutual advantage or the capacity to so contribute; political liberalism, that is, the view that requirements for coercive state action can be justified only by appeal to the ideal of citizens as free (...) and equal and the principles of justice that are entailed by that ideal; and that the principles of justice apply directly to the institutions of what John Rawls calls the ‘basic structure of society’, and not to the conduct of individuals. I then consider several attempts to ground direct entitlements of justice for animals via modest revisions to one or more of these widely accepted views, and argue that they fail, and that, more generally, any such attempt must fail. I claim that any theory that can include direct entitlements for animals must reject and at least one of and, and that there are reasons to think that those who are inclined to endorse direct entitlements for animals are unlikely to be satisfied with any view that does not reject all three of the widely accepted views. Genome editing holds the promise of revolutionizing many fields in which human interventions have hitherto proved to be insufficient to meet major global challenges, like nutrition and environmental protection. However, it is controversial how far this method might also be applied to the human germline with a view to preventing the transmission of serious genetic diseases to offspring. While there is a near-consensus that genome editing, at the present stage of science, should not be applied clinically, it is unclear whether (...) this also extends to clinically oriented research. It is argued that among the arguments against interventions in the human germline there is only one that is sufficiently strong to be practically relevant: The argument that it is doubtful whether the challenge of off-target effects with potentially fatal health consequences can be met. Since nearly all objectives of human germline genome editing can be attained by PGD, there are good grounds for directing clinically oriented research toward the improvement of this alternative method, which has been proven to be without substantial risks and which involves no ethical problems over and above those involved in genome editing. To support such complex interactions, recent efforts have worked toward the design of adaptive human-autonomy teaming systems that can provide feedback in or near real time to achieve the desired individual or team results. However, while significant advancements have been made to better model and understand the dynamics of team interaction and its relationship (...) with task performance, appropriate measures of team coordination and computational methods to detect changes in coordination have not yet been widely investigated. Having the capacity to measure coordination in real time is quite promising as it provides the opportunity to provide adaptive feedback that may influence and regulate teams’ coordination patterns and, ultimately, drive effective team performance. A critical requirement to reach this potential is having the theoretical and empirical foundation from which to do so. Therefore, the first goal of the paper is to review approaches to coordination dynamics, identify current research gaps, and draw insights from other areas, such as social interaction, relationship science, and psychotherapy. In today’s world the growth potential of freedom with its resulting risks and responsibilities can be found in three major interrelated areas of globalization, epistemization and humanization. Our analysis is based on the idea of freedom as a personality’s value, viewed as an individual self-determination towards the most valuable of all possible choices. Globalization provides a general access to collective achievements and introduces new opportunities for development at a global, personal and local level. Epistemization presupposes that leadership positions in society (...) are taken by individuals with what we call as “K-knowledge”; i.e., knowledge and competencies that are key to the advancement of society. We maintain that to implement K-knowledge such individuals ought to possess high ethical standards. Finally, humanization is the ongoing recognition, ideologically and practically of the priority of human dignity and the value of each and every individual. The advancement of human rights is rooted in the implementation of freedom opportunities in all the three areas but mostly agrees with humanization processes. As a result, humanization today needs developing meta-principles, embracing a variety of local value-regulatory systems. Our claim is that the umbrella meta-principles should be those of humanity, justice and tolerance. (shrink)

Both direct, and evolved, behavior-based approaches to mobile robots have yielded a number of interesting demonstrations of robots that navigate, map, plan and operate in the real world. The work can best be described as attempts to emulate insect level locomotion and navigation, with very little work on behavior-based non-trivial manipulation of the world. There have been some behavior-based attempts at exploring social interactions, but these too have been modeled after the sorts of social interactions we see in insects. But (...) thinking how to scale from all this insect level work to full human level intelligence and social interactions leads to a synthesis that is very different from that imagined in traditional Artificial Intelligence and Cognitive Science. Recent advances in neuroscience have paved the way to innovative applications that cognitively augment and enhance humans in a variety of contexts. This paper aims at providing a snapshot of the current state of the art and a motivated forecast of the most likely developments in the next two decades. Firstly, we survey the main neuroscience technologies for both observing and influencing brain activity, which are necessary ingredients for human cognitive augmentation. We also compare and contrast such technologies, as their (...) individual characteristics (e.g., spatio-temporal resolution, invasiveness, portability, energy requirements and cost) influence their current and future role in human cognitive augmentation. Secondly, we chart the state of the art on neurotechnologies for human cognitive augmentation, keeping an eye both on the applications that already exist and those that are emerging or are likely to emerge in the next two decades. Particularly, we consider applications in the areas of communication, cognitive enhancement, memory, attention monitoring/enhancement, situation awareness and complex problem solving, and we look at what fraction of the population might benefit from such technologies and at the demands they impose in terms of user training. Thirdly, we briefly review the ethical issues associated with current neuroscience technologies. These are important because they may differentially influence both present and future research on (and adoption of) neurotechnologies for human cognitive augmentation: an inferior technology with no significant ethical issues may thrive while a superior technology causing widespread ethical concerns may end up being outlawed. Finally, based on the lessons learned in our analysis, using past trends and considering other related forecasts, we attempt to forecast the most likely future developments of neuroscience technology for human cognitive augmentation and provide informed recommendations for promising future research and exploitation avenues. This essay contributes to the debate over whether there is, or can be, any place for metaphysics in pragmatism, in William James's pragmatism, in particular. The paper defends the possibility of pragmatist metaphysics, seeking to show how interesting forms of such metaphysics with a grounding in key Jamesian texts can, pragmatically, be put to work. This task is interesting from the perspective of both James scholarship and the ongoing re-evaluation and critical transformation of the pragmatist tradition. Furthermore, we need metaphilosophical (...) discussion of the possibility and prospects of metaphysics in a situation in which many philosophers believe metaphysics to be dead and buried, partly thanks to the classical pragmatists and their followers. Thus, the present paper examines critically the widespread idea that pragmatism is an inherently non- or even antimetaphysical philosophy (a view held not only by radical neopragmatists like Richard Rorty but also by scholars of classical pragmatism such as Charlene Haddock Seigfried). Evolutionary psychology purports to explain human capacities as adaptations to an ancestral environment. A complete explanation of human language or human reasoning as adaptations depends on assessing an historical claim, that these capacities evolved under the pressure of natural selection and are prevalent because they provided systematic advantages to our ancestors. An outline of the character of the information needed in order to offer complete adaptation explanations is drawn from Robert Brandon (1990), and explanations offered for the evolution of language (...) and reasoning within evolutionary psychology are evaluated. Pinker and Bloom's (1992) defense of human language as an adaptation for verbal communication, Robert Nozick's (1993) account of the evolutionary origin of rationality, and Cosmides and Tooby's (1992) explanation of human reasoning as an adaptation for social exchange, are discussed in light of what is known, and what is not known, about the history of human evolution. In each case, though a plausible case is made that these capacities are adaptations, there is not enough known to offer even a semblance of an explanation of the origin of these capacities. These explanations of the origin of human thought and language are simply speculations lacking the kind of detailed historical information required for an evolutionary explanation of an adaptation. The paper introduces the field of consciousness studies to an audience outside of philosophy and the cognitive sciences, using the work of the late David Brooks as a starting point. Brooks' account of consciousness, and the cognitive and evolutionary significance of for-the-organism properties, are discussed. Brooks' account is evaluated in the light of the debate over conscious inessentialism; and alternative lines for developing Brooks' account are proposed, drawing on the work of Gerald Edelman.

The capacity-building strategy used by a US-based research organisation, the Pacific Institute for Research and Evaluation , to strengthen the system for the protection of human research subjects and the infrastructure of its international collaborating partner, the University of Liberia, are discussed. To conduct the much-needed biomedical and social science-based research-related activities in the future, this partnership is expected by PIRE to gradually evolve over time to strengthen the capacity of the local investigators and administrators of the University of Liberia. (...) Accordingly, a unique opportunity to share technology and resources with a post-conflict, resource-constrained country is created by this partnership. This capacity-building model to strengthen the protection of human subjects in research can also be replicated in similar resource-constrained international settings and, accordingly, our experiences and limitations are shared in this paper. It is argued that Lonergan's account grounds not only a critical meta-philosophy, but also provides a heuristic structure for a nuanced genetic account of philosophic differences. In this regard, Lonergan's account is claimed to be an adequate grounding for a thorough contemporary response to the Hegelian requirement that philosophers account not (...) only for their own views but for the existence of contrary and differing philosophic convictions. James V. Neel, one of the leading human geneticists of the 21st Century, has long been concerned about the consequences of human overpopulation and the accompanying destruction of the earth's ecosystem. His point of view, summarized in this paper, is contrasted with some recent optimistic projections presented by demographers and population biologists who believe the population bomb has been defused by evidence of a decrease in worldwide fertility along with a significant increase in food production. The authors of this paper (...) are not so optimistic and see a continuing need for concern rather than complacency based on ever increasing human wants and aspirations together with the minimal results of recent environmental summits. The case of HIV/aids is used to illustrate the evolutionary implications of the interaction between population dynamics and genetic change based on the concepts of population bottlenecks, genetic drift and founder effects. What becomes evident from this illustration is that epidemics by viral and other pathogens in the 21st Century can affect the size of human populations and thereby the course of the species' evolutionary makeup. The potential of evolutionary medicine and in particular molecular biology to improve our prediction capabilities and modulate some of the possible consequences is discussed. (shrink)

Technology is fundamental to and embedded in the way practice is conceptualized and institutionalized in social service work. Many scholars assume and expect that good practices of care are achieved with the correct application of theory produced by rigorous scientific research. However, there are significant critiques of this viewpoint. We examine the work of Donald Schön and Martin Heidegger and agree with these authors' suggestions that technical rationality and modern technology are not the way to achieve good practice in the (...) human services. At the same time, we are not convinced that the alternatives offered by Schön and Heidegger provide what good practice requires. We draw on Aristotle's account of the intellectual virtues and make the case for phronesis and praxis as other possibilities for inspiring new kinds of social welfare practice in the twenty-first century. This article presents a retrospective analysis of the evolution of the Russian humanities and social sciences education system, highlighting issues that the current system has faced during the country's repeated transformations in the twentieth century, especially in the 1990s.

We present a novel variant of decision making based on the mathematical theory of separable Hilbert spaces. This mathematical structure captures the effect of superposition of composite prospects, including many incorporated intentions, which allows us to describe a variety of interesting fallacies and anomalies that have been reported to particularize the decision making of real human beings. The theory characterizes entangled decision making, non-commutativity of subsequent decisions, and intention interference. We demonstrate how the violation of the Savage’s sure-thing principle, known (...) as the disjunction effect, can be explained quantitatively as a result of the interference of intentions, when making decisions under uncertainty. The disjunction effects, observed in experiments, are accurately predicted using a theorem on interference alternation that we derive, which connects aversion-to-uncertainty to the appearance of negative interference terms suppressing the probability of actions. The conjunction fallacy is also explained by the presence of the interference terms. A series of experiments are analyzed and shown to be in excellent agreement with a priori evaluation of interference effects. The conjunction fallacy is also shown to be a sufficient condition for the disjunction effect, and novel experiments testing the combined interplay between the two effects are suggested. (shrink)

In contrast to other studies, the article focuses on the development and importance of human capital in the realities of post-industrial society. Namely, the concept of human capital in the realities of post-industrial society is considered, the state of human capital development in modern conditions is analyzed, the influence and challenges of post-industrial society on human capital development are studied and the method of comparative analysis is applied. Drawing on an idea proposed by Darwin, it has recently been hypothesised that violent intergroup conflict might have played a substantial role in the evolution of human cooperativeness and altruism. The central notion of this argument, dubbed ‘parochial altruism’, is that the two genetic or cultural traits, aggressiveness against out-groups and cooperativeness towards the in-group, including self-sacrificial altruistic behaviour, might have coevolved in humans. This review assesses the explanatory power of current theories of ‘parochial altruism’. After a brief synopsis of (...) the existing literature, two pitfalls in the interpretation of the most widely used models are discussed: potential direct benefits and high relatedness between group members implicitly induced by assumptions about conflict structure and frequency. Then, a number of simplifying assumptions made in the construction of these models are pointed out which currently limit their explanatory power. Next, relevant empirical evidence from several disciplines which could guide future theoretical extensions is reviewed. Finally, selected alternative accounts of evolutionary links between intergroup conflict and intragroup cooperation are briefly discussed which could be integrated with parochial altruism in the future. This chapter assesses the prospects and limits of human rights as ethical constructs and political mechanisms for protecting against forms of environmental harm that threaten human well-being. Advantages of a rights-based ethical framework include the linking of ethical norms of environmental protection or stewardship with international law and commitments to promoting humanitarian objectives, which provide those norms with an institutional foundation and help narrow the gap between environmental imperatives and those with global justice imperatives and development objectives. It considers the (...) role of recognized human rights in efforts to better guard against anthropogenic environmental harm as well as specifically environmental rights that have been proposed for inclusion alongside them, and it finds rights to confer more political advantages through the social empowerment of right holders and linkage with rights-protecting institutions than philosophical ones in clarifying or motivating the obligations of individual or collective agents. This contribution focuses on two claims advanced by the proponents of the project of “Converging Technologies for Improving Human Performance.” Firstly, it is maintained that this project represents something genuinely new and quite unique. Secondly, it is argued that the future prospects of the project are extraordinarily positive. In order to critically assess both claims this paper first focuses on the question of whether there is actually anything genuinely new about the project of improving human performance by means of converging (...) In Morocco’s process of liberalization (and democratization), the dynamics between social actors defining themselves as “secular” and those labeled “Islamist” are critical. This paper probes the possibility of these actors transcending their frequent opposition and building mutual trust and “civil” interaction, thereby strengthening civil society and the possibility of continued reform in Morocco. Using Morocco’s recent Equity and Reconciliation Commission as an analytical tool, the paper focuses on the human rights arena as a potentially fruitful place for Islamists and secularists (...) to meet. To what extent is a shared commitment to human rights norms possible for non-violent Islamists and secularists? And can a flexible idea of human rights be an effective tool to create trust despite mutual perceptions of threatening ideal aims in the “other”? (shrink)

Many philosophers invoke the "wisdom of nature" in arguing for varying degrees of caution in the development and use of genetic enhancement technologies. Because they view natural selection as akin to a master engineer that creates functionally and morally optimal design, these authors tend to regard genetic intervention with suspicion. In Part II, we examine and ultimately reject the evolutionary assumptions that underlie the master engineer analogy (MEA). By highlighting the constraints on ordinary unassisted evolution, we show how intentional genetic (...) modification can overcome many of the natural impediments to the human good. Our contention is that genetic engineering offers a solution that is more eff icient, reliable, versatile, and morally palatable than the lumbering juggernaut of Darwinian evolution. In Part III, we evaluate a recent attempt to ground precautionary enhancement heuristics in adaptive etiology. Our problem with this approach is two-fold: first, it is based on the same "strong adaptationist" interpretation of evolution that motivates the flawed MEA, and second, the etiological concept of function on which it relies provides indirect and potentially misleading information about the likely consequences of genetic intervention. We offer instead enhancement criteria based on causal relationships in ontogeny. We conclude that rather than grounding a presumption against deliberate genetic modification, the causal structure of the living world gives us good moral reason to pursue it. (shrink)
