ABSTRACTThe pragmatist reform and opening-up in 1978 has revolutionised the way China communicates internally and engages with the outside world. Firmly embedded within this broader historical context, the interpreter-mediated and televised Premier-Meets-the-Press conferences are a high-profile institutional event in China. At this discursive event, the Chinese premier – ranked second in China’s political hierarchy – is put in the international media limelight, answering journalists’ questions on a range of topics. The section involving the interpreters’ rendering of journalists’ (...) questions is triadic and dynamic and represents a particularly interesting site of ideological contestation, which can be conceptualised profitably using Bakhtin’s concept dialogised heteroglossia. Drawing on a corpus containing 20 years’ press conference data between 1998 and 2017, this CDA study interrogates the interpreters’ agency, particularly in constructing the Chinese government’s image when rendering journalists’ questions. Despite the commonplace assumptions of interpreters being impartial with little agency, the government-affiliated interpreters are found to actively engage in facework and image construction. This leads to a discursive pattern described in Van Dijk’s ideological square, which involves further emphasising and foregrounding the positive elements yet de-emphasising and mitigating the negative elements about Beijing. During the corona pandemic, politicians have been forced to make urgent decisions under pressure while balancing between challenging options: protecting citizens’ health or causing major social and economic difficulties through security measures. Part of the dilemma has been whether the chosen security measures are oversized, causing fundamental economic and social problems, or not sufficiently enough, thus putting people’s lives at risk. In illustrating our discussion with actions taken by press conferences (PCs) of the Finnish Government, we discuss how (...) nonknowing has governed political decision-making in the corona crisis and how tackling the pandemic has required politicians and experts to develop a capability of dealing with the epistemic conditions of nonknowledge. When information about the virus was constantly updated, the epistemic states of ‘not-yet-known’ or ‘partly-known’ substantially affect the rhythms in which political decisions are made in managing the spread of COVID-19. We suggest that Prime Minister Marin and her cabinet developed a policy of epistemic humility where the legitimation of decision is not based on scientific knowledge but rather on the temporality of nonknowing. The crisis created a favourable momentum for addressing issues of nonknowing in politics, which are easily kept outside of the public attention. (shrink)

If the important role of written translation in the construction and contestation of knowledge and narratives remains largely under-explored, then the part played by interpreting and interpreters is even less examined in knowledge construction and story-telling. At a time when Beijing increasingly seeks to bolster its discursive power and have the Chinese story properly told, the interpreter-mediated and televised Premier-Meets-the-Press conferences constitute a typical discursive event andregime of truthin articulating China’s officially sanctioned “voice.” Discursive in nature, the institutionalised (...) event permits Beijing to construct a desired version of truth, fact and narrative in front of the more vociferous and dominant West. As an attempt to employ digital humanities (DH) methods to real-world language use, this corpus-based CDA study explores the press conference interpreters’ agency and mediation in rendering key concepts and discourses (e.g., ECONOMY and REFORM) constitutive of the broader Reform and Opening-up meta-narrative, which legitimises China’s political and economic systems, developments, policies and positions in the post-1978 era. The interpreters are found to maintain and often further reinforce Beijing’s discourse in English at various levels. Apart from indicating issues of institutional alignment, this study points to interpreters’ agency in communicating beyond national borders, (re)constructing political and institutional knowledge, counterbalancing the naturalised and taken-for-granted Western narratives, and contributing to the shifting East-West power differentials discursively. This study highlights the significance of interpreters as indispensable (re)tellers of the Chinese story in an increasingly mediat(is)ed world, where the interpreted discourse is routinely quotedverbatimon various platforms and taken for granted as the correct version of Beijing’s official “voice.”. The novel coronavirus pandemic (COVID-19) has had far-reaching effects on public health around the world. Attempts to prevent the spread of the disease by quarantine have led to large-scale global socioeconomic disrup- tion. During the outbreak, public authorities and politicians have struggled with how to manage widespread ignorance regarding the virus. Drawing on insights from social epistemology and the emerging interdisciplinary field of ignorance studies, this article provides evidence that the temporality of non- knowing and its intersection with knowing is (...) a force that leads political decision-making during a crisis. Illuminating the epistemic analysis with statements given by the Finnish government to the media in decision- making documents and in press conferences, this paper proposes that a crisis situation, itself, seems to demand from political decision-makers dynamic action while simultaneously knowing little (‘non-knowing’) about the different fronts of tackling the pandemic. We conclude that non-knowing must be recognized explicitly as an enduring and central condition in deci- sion-making, which we call ‘epistemic humility.’. (shrink)

Liberal education has been under siege in recent years. Far-right ideologues in journalism and government have pressed for a uniform curriculum that focuses on the achievements of Western culture. Partisans of the academic left, who hold our culture responsible for the evils of society, have attempted to redress imbalances by fostering multiculturalism in education. In this eloquent and passionate book a distinguished scholar criticizes these positions and calls for a return to the tradition of independent thinking that he contends has (...) been betrayed by both right and left. Under the guise of educational reform, says David Bromwich, these groups are in fact engaging in politics by other means. Bromwich argues that rivals in the debate over education have one thing in common: they believe in the all-importance of culture. Each assumes that culture confers identity, decides the terms of every moral choice, and gives a meaning to life. Both sides therefore see education as a means to indoctrinate students in specific cultural and political dogmas. By contrast, Bromwich contends that genuine education is concerned less with culture than with critical thinking and independence of mind. This view of education is not a middle way among the political demands of the moment, says Bromwich. Its earlier advocates include Mill and Wollstonecraft, and its roots can be traced to such secular moralists as Burke and Hume. Bromwich attacks the anti-democratic and intolerant premises of both right and left - premises that often appear in the conservative guise of "preserving the tradition" on the one hand, or the radical guise of "opening up the tradition" on the other. He discusses the new academic"fundamentalists" and the politically correct speech codes they have devised to enforce a doctrine of intellectual conformity; educational policy as articulated by conservative apologists George Will and William Bennett; the narrow logic of institutional radicalism; the association between personal reflection and social morality; and the discipline of literary study, where the symptoms of cultural conflict have appeared most visibly. Written with the wisdom and conviction of a dedicated teacher, this book is a persuasive plea to recover a true liberal addition in academia and government - through independent thinking, self-knowledge, and tolerance of other points of view. This article examines and exposes substantial fragments of the crucial for the Russian autocracy discursive formation that hegemonically produces disempowered identities and relationships, inactive social practice and representations for ordinary Russian people. Employing a multi-sited critical discourse analysis of a school textbook, TV coverage of protests, and an annual press-conference with Vladimir Putin, this study looks at the contexts, representations and identities constructed via interrelated means of power, participation and change. The analysis shows how the state perpetually and diversely (...) propagates via the discourse of non-participation a necessity to leave the matter of the social change to those in power. As a result, non-participation represents both the politically intentional absence of participatory practices among citizens, and forms of ‘participation’ suggested and mediated by the state. Overall, the study illustrates the suppressive ideological work that the Russian state performs exploiting various communication channels, institutions, and social domains to sustain the hegemonic domination over its citizens. Since its initial publication in 2018, Professor Anya Plutynski’s Explaining Cancer: Finding Order in Disorder has garnered a great deal of accolades.1 In 2021, The London School of Economics and Political Science conferred Professor Plutynski the Lakatos Award, recognizing the book’s significant contribution to the philosophy of science. On the heels of its recent reissuing as a paperback, it is an ideal time to revisit this remarkable work.

The aim of this article is to propose a taxonomy of speakers from a socio-pragmatic perspective by taking an original approach to the study of single-turn political discourse, that is, political speeches, rather than debates, interviews or press conferences. This limitation on the scope of the study stems from the fact that the categorisation advanced is not concerned with turn-taking, but concentrates on the speaker’s use of other voices in his/her representation of reality. Thus, a clear (...) distinction is made between the speaker and the sayer, namely the original speaker whose words are reported, or rather creatively reconstructed, by the current speaker ‘here and now’. The taxomony comprises a number of categories employed strategically by the current speaker in the service of different objectives. The speaker categories are inherently limited due to a single principle of categorisation: the form of the report. The singular speaker is the default type which enables the speaker to present himself/herself as an individual as well as his/her attitudes, values and beliefs, while the collective speaker enhances the speaker’s belonging to a group and allows him/her to speak on behalf of its members. The sayer categories, by contrast, are more varied due to three independent principles of categorisation: the form of the report, the genuineness of the sayer’s utterance and the number of accounts embedded in the narrating event. The approach taken to the analysis of the narrative passages that involve the proposed speaker types owes much to Chilton’s Discourse Space Theory and is concerned with conceptualisation of the speaker’s representation of events from chosen perspective. The corpus of speeches selected to investigate and illustrate individual categories consists of over 80 political speeches delivered by three Democratic American Presidents: John Kennedy, William Clinton and Barack Obama. Il y a vingt-cinq ans, j’étais un étudiant de doctorat intéressé par la philosophie d’Aristote et à la recherche d’un sujet de thèse. Au cours de mes études supérieures, j’ai eu la chance d’étudier l’Éthique à Nicomaque avec Rémi Brague et Les Politiques avec Judith Swanson. Ces deux érudits m’ont, à leur façon, fait prendre conscience de l’importance d’enquêter sur le public cible des œuvres d’Aristote. Tous deux parlaient en bien du livre Le philosophe et la cité (Les Belles Lettres, (...) 1982) de Richard Bodéüs, qui venait d’être traduit en anglais sous le titre The Political Dimensions of Aristotle’s Ethics (State University of New York Press, 1993). Il se trouva qu’un jour de printemps, ayant été appelé à siéger comme juré, je pris avec moi mon tout nouvel exemplaire du volume de Bodéüs. Heureusement, le jury ne fut pas convoqué, mais on ne me laissa pas partir avant la fin de l’après-midi. Aussi passai-je toute la journée au palais de justice à lire l’ouvrage de Bodéüs et à réfléchir à la relation entre le concept de justice déployé dans l’Éthique à Nicomaque et les analyses des constitutions qu’on trouve dans Les Politiques. Je découvris alors une réflexion savante, riche et profondément historique, portant sur la façon de comprendre les divers traités d’Aristote sur «la philosophie des choses humaines» (EN 10.9.1181b15). C’est ainsi que je fus mis sur la voie du sujet de sur lequel porterait ma thèse : la nature de la justice politique chez Aristote. C’est aussi ainsi que j’en vins à penser en compagnie de l’un des plus éminents spécialistes et traducteurs d’Aristote du siècle dernier. En 2018, la Northeast Political Science Association annonça que sa réunion annuelle allait se tenir à Montréal et invita ses membres à soumettre des contributions dans les deux langues officielles canadiennes. Étant donné que Montréal abrite également l’université dans laquelle Bodéüs avait enseigné, l’Université de Montréal, il m’est immédiatement venu à l’esprit de proposer un panel bilingue pour explorer la philosophie d’Aristote à la lumière de son ouvrage novateur, Le philosophe et la cité, qui fut déterminant pour mon parcours intellectuel. Deux panels furent constitués. Le premier rassemblait les participants anglophones : Jordan Jochim (Cornell University), Kevin Cherry (Richmond University) et moi-même (Quinnipiac University), et fut présidé par Jill Frank (Cornell University). Le second panel rassemblait les participants francophones : Léa Derome (Université McGill), Timothée Gautier (Université Paris 1 — Panthéon-Sorbonne), Louise Rodrigue (Collège universitaire dominicain), et fut présidé par Elsa Bouchard (Université de Montréal). Bodéüs, qui est à présent professeur émérite, accepta généreusement de lire toutes les contributions à l’avance et, combattant un mal de gorge le jour de la conférence, accompagna chacune d’entre elles de commentaires à la fois perspicaces et magnanimes. N’ayant pas pu inclure toutes les présentations de la conférence de novembre 2018, ce numéro de Dialogue comprend les versions révisées de trois contributions : mon “ὁμόνοια: The Hinge of Aristotle’s Ethics and Politics?”, la contribution de Kevin Cherry, “Lawgivers, Virtue, and the Mixed Regime: Reflections on Richard Bodéüs’s The Political Dimensions of Aristotle’s Ethics,” et celle de Louise Rodrigue, «La conception aristotélicienne de la servilité dans l’Éthique et la Politique». Both volumes present wonderfully rich material and invaluable resources for the study of Christian ethics. Charles Curran and James Keenan are two of the foremost Catholic ethicists in the United States today. Keenan’s case is to be applauded for convening the 2010 conference in Trento, which brought together some six hundred Roman Catholic ethicists from around the world. His book, which assembles that conference’s thirty-one plenary addresses, does justice to this tremendous feat. Curran, for his part, has produced a text that focuses acutely on the Church in the United States and will benefit ethicists for years to come.Keenan uses the introduction to Catholic Theological Ethics Past, Present, and Future to provide an overview of the Trento conference and its attendees and proceedings. Keenan expertly identifies a common theme among the 240 diverse papers at the conference, noting that ethicists “always begin with the premise that there is a deficit in our location, and, therefore, we need to work together to find a way to remedy it” (6). What follows in the remainder of the book boldly moves toward remedies for many of the world’s ills. A few of these essays deserve particular mention.The conference and the collection of essays share the basic organizational principle of looking to the past, the present, and the future of Catholic theological ethics. Unsurprisingly, the Council of Trent played a foundational role in understanding the “past” of Catholic moral theology. Laurenti Magesa [End Page 216] (Kenya) explains that the African experience of the Council of Trent has remained largely unchanged since the conclusion of that council: “The Catholic Church in Africa is essentially a Tridentine church” (57). This essay makes clear that in Africa, the dominant voices are Western males. The missing voices, then, are given attention by Antônio Moser (Brazil), Anne Nasimiyu-Wasike (Kenya), and Bryan Massingale (United States). Massingale’s essay was most impressive, addressing the role of racism in our culture and concluding that Catholic ethicists “need to lament, mourn, and grieve our history” (121). This, he claims, is both a fruitful way to act in the present and a hopeful way to look toward the future.In focusing on the present, the strongest subsection of the book attended to political ethics. Here David Kaulemu’s (Zimbabwe) essay, “Catholic Social Teaching at a Crossroad,” has the potential to open the eyes of any reader. He writes, “It is frustrating and discouraging to the lay faithful to be inspired by Catholic social teaching and yet receive no recognition or support by ‘official’ church structures” (177). This highlights a serious problem to which all Catholic ethicists must attend. As for the future, Julie Hanlon Rubio (United States) points to a tripartite vision for marriage in the twenty-first century that sets high standards not only within the marital unit itself but also for the impact of the spouses on the larger society. Julie Clague (Scotland) presents a wonderful essay on the burgeoning relationship between moral theology and gender.Among the wealth of positive features of this collection is the great geographical diversity of the authors. This affirms that Catholic theological ethics is very healthy throughout the entire world and that on each continent there are voices of women and men willing to contribute fresh ideas to the discipline. This article deals with the territorial claims of Armenia against Azerbaijan and the diplomatic struggle among related parties after the establishment of independent states in the South Caucasus. Azerbaijani and Armenian delegations at the Istanbul conference on Armenia's territorial claims, and at the same time, details of the negotiations between the diplomatic representatives of the two countries in Tbilisi have been illustrated according to the documents of the archives of Azerbaijan and Turkey and materials from the Istanbul press in (...) 1918. The scale of the territorial claims of Armenia and the arguments referenced by Armenians have been identified. Also, contrary arguments made by the Azerbaijani side against these allegations have been interpreted. Archival documents, notes, and statements of the parties presented on the problem were brought into scientific circulation for the first time. It was concluded that the total territory of Armenia, whose independence was declared on May 30, 1918, was only 9000 km2. This territory was also given to Armenia under a number of conditions. After the declaration of independence, Armenia made territorial claims against all states with which it has a territorial border. The total volume of Armenia's territorial claims is 43500 km2, of which 17600 km2 is directed against Turkey, 16500 km2 against Azerbaijan, and 9400 km2 against Georgia. Armenia referred to racial-national principles, Azerbaijan to ethnic-religious and geographical principles, and Georgia to historical principles to resolve disputed territorial-border issues between South Caucasus republics. Cambridge: Cambridge Universtiy Press, 2002, 396 pp. Giovan Pietro Bellori is a name familiar to all who have studied seventeenth-century Italian art. His magisterial book, The Lives of the Modern Painters, Sculptors, and Architects (Le (...) vite de' pittori, scultori, ed architetti moderni), published in Rome in 1672, continued in the grand tradition of artists' biographies established by Giorgio Vasari in the sixteenth century, while at the same time espousing a classical theory of artistic creation that has often been seen as the foundation of academic classicism, popular well into the nineteenth century. He is, in other words, an immensely significant figure, as a source of information on artists' lives, and, more importantly, as a cogent, early spokesperson for one of the dominant aesthetic modes of Western European culture.Given this importance, the relative dearth of publications dedicated toBellori, especially in the Anglo-American world, is surprising. PerhapsBellori's famously negative assessment of Caravaggio, or his complete avoidance of two of the most successful Italian artists of the seventeenth century, Pietro da Cortona and Gian Lorenzo Bernini, account for the scarcity ofscholarly treatments, or maybe his supposed insistence that all great art should be grounded in rules is to blame. Stemming from a 1996 conference organized by the Association for Textual Scholarship in Art History and held at the American Academy in Rome, the volume is divided into two roughly equal sections, one on "Bellori and the Republic of Letters in Seventeenth-Century Rome," and the other on "Bellori's Lives: History, Criticism, Theory." It comprises twelve essays, including a long and very useful introduction by Janis Bell, one of the editors of the book. The overall goal of the collection is to treat Bellori's activity as a whole, rather than focus single-mindedly on the Lives. After all, as Bell points out, the preponderance of Bellori's publishing was not dedicated to aesthetic theory, or even artists' biographies, but to antiquarian studies. In this, the present volume is very different from the other major new work on Bellori, a two-volume cataloguepublished in 2000 to accompany anexhibition held at the Palazzo delle Esposizioni in Rome, L'idea del Bello: viaggio per Roma nel Seicento con Giovan Pietro Bellori. The exhibition did acknowledge Bellori's antiquarian interests, but was aimed principally at something else: making visible his aesthetic theory. Unfortunately, the authors of Art History in the Age of Belloriwere not able to take into account fully [End Page 116] the conclusions of this important study,although it should be noted that several authors are represented in both publications.The first group of essays in the book, six in number, treats a wide range of themes, with the intention of crafting a context, both literary and political, for understanding Bellori's achievement. Giovanna Perini's essay, the first of section one, describes Bellori's career trajectory, and, more significantly, how this path had an impact on his life as a scholar. Bellori did not come from the wealthiest stratum of society. On the contrary, he was of relatively modest means, which meant that he had to rely on employment income. One implication of being economically beholden to his employers was that his writing had to conform to their political agendas. The Vite, for instance, are famous for lionizing the French artist Nicolas Poussin, of obvious appeal to his Francophile patrons. Diego Velázquez, however, was not included in the Vite, perhaps because he was Spanish and would thus have appealed to the opposing political faction in Rome at the time, which was linked to Spain. Roger Emerson identifies “Scottish contexts for David Hume’s political-economic [End Page 123] thinking” (10), and Ian Simpson Ross traces “the emergence of David Hume as a political economist” (31) in a more strictly biographical perspective. Emerson draws on his knowledge of Scottish improvers, most notably Lord Ilay, third duke of Argyll, and explores the several ways in which Hume could have been aware of their activities and the issues they had to confront. Ross directs attention to specific episodes in Hume’s life that may have stimulated Hume’s interest in economic affairs. By their use of the conditional and the subjunctive, both contributors acknowledge that the suggested connections are speculative: for reasons which he left to be inferred, Hume was reluctant to apply his arguments explicitly to local, Scottish circumstances. But as Ross demonstrates in the case of Hume’s friendship with Isaac Pinto, and later in the volume Robert Dimand documents in the matter of Hume’s memorandum on Canadian paper money, there are still details of Hume’s biography to be filled out. As more Hume letters become available, it is likely that further such episodes may come to light: Hume’s biography is not an exhausted subject.A fine essay by Christopher Berry on “Hume and Superfluous Value” (49) opens the second set of contributions. Re-visiting Hume’s intervention in the Luxury Debate, Berry argues that Hume rejected the Stoic ideal of poverty embodied in Epictetus’s view that slippers were simply for the protection of the foot indoors, and any ornamentation was superfluous “luxury.” Instead, Hume deliberately attached value to the superfluous. It was precisely the indulgence of luxury, the enjoyment of a more beautiful slipper, which aroused and sustained the “industry” of men, whence derived the enrichment of society and the strengthening of the power of the sovereign. Other contributions in this group are less successful. Till Grüne-Yanoff and Edward McClennen target Albert Hirschman’s thesis that in a commercial society the passions are tamed by the increasing importance attached to the particular passion of “interest.” Instead of relying solely on “interest,” Hume envisages an evolution or “refinement” of the passions, in which reason “serves” the passions by helping individuals to determine how to achieve their ends (86). Quite why this process should be termed a “natural history of the passions” (86) is, however, unclear, as is the extent to which the authors wish to rehabilitate “reason” in Hume’s explanation of action. Richard Boyd seeks to extrapolate from Hume’s writings a concept of “civility” adequate to the pluralism of modern commercial society. Millau: Maury, 1994. 220 pp. During the eighth centenary of the birth of St. Clare, many symposiums were planned in France: Millau, Béziers, Montpellier, Perpignan and Paris. Sainte Claire en Rouergue presents most of the conferences from the symposium of Millau, (...) September 29 to October 3, 1993. This symposium celebrated the Franciscan presence in the region of Rouergue, France, during the last eight hundred years as well as the history and spirituality of St. Clare. Although the presentations were focused on a clearer history of the Poor Clares, they provided much information about the First Order as well as the Third Order Franciscan women of the nineteenth and twentieth centuries. The book presented a clear overview of the Franciscan foundations, devastations, and their re-establishment after the French Revolution and the disappearance of many communities. The first section highlighted the person of Saint Clare and her historical moment. The various articles provided an interesting review of many different dimensions: of Ladies in history in the 11th to the 13th century (Pernoud), the new religious structure begun by Clare (Dejour), her spirituality (Fabre) and the living of the Gospel by Francis and Clare (Dutheil). The direction of the symposium was not only to the past glories of Clare, but examined her place in social communication today (Gritti) and gave practical suggestions so as to concretize her spirituality and her influence in the future of Franciscan life (Miniou, Mercadier, Ghirard). The second section of the book focused on the history of the Franciscan presence in southwestern France. Information was gathered from many sources about the various branches of Franciscan life in Rouergue: Friars Minor, Coletans, Capuchins, Recollects, Cordeliers, Cordelières, Damianites, Minorettes, and Urbanists. The symposium presented different backgrounds and aspects of Franciscan life in Rouergue using archives, iconography, descriptions of artifacts and images, charts and maps. A more detailed 354BOOK REVIEWS description of these various communities was given through the use of obituaries, personal and communal histories, photographs, and listing of dowries. The three Poor Clare communities of Rouergue were: Millau (founded in 1291); Granayrac-(1326-1677) moved to Villefranche-deRouergue (1677-1792); and Mur-de-Barrez (founded in 1653). Villefranche began as a rural contemplative monastery, but later moved to the city where they taught young girls and allowed elderly women to live with them. Through the stormy history of the Calvinist revolt and the French Revolution, the Poor Clare communities were dispersed more than once, but they are re-established in Millau and Mur-deBarrez today. Besides the political struggles, the Poor Clares of Millau had a long history of religious controversy and intrigue as well as glory. Presentations are also given on the Annunciationists, another branch of the Poor Clares founded by Jeanne of France and the Franciscan, Gabriel-Maria. These women came to Rodez in 1519. Third Order religious congregations were the first to return to Rouergue after the dispersion of the French Revolution. A half hour before checking my voice mail and receiving the invitation to write this review, I stood at the University of (...) Georgia Press table at the Association for the Study of Literature and the Environment (ASLE) conference in Flagstaff, Arizona. Picking up Betty Jean Craige's new text, I thought to myself, "This book looks interesting! I'm going to have to read it!" Not only did that wish come true; now I have the opportunity to share my thoughts.Prima facie, it may seem odd to print a review on a biography of a scientific ecologist in an environmental ethics journal. In fact, however, nothing could be more appropriate. The science of ecology is directly relevant--even essential--to the ethics of the environment: the human/nonhuman dynamic is contingent upon the identity of human beings, the essence of natural systems, and the interactive relationship between the two. As an environmental philosopher, it was this realization which directed me to the life sciences. [End Page 119]I recommend that environmental philosophers read Craige's book for at least three reasons. First, as just mentioned, the science of ecology addresses some of the necessary conditions for developing an environmental ethic--the ontology of natural systems and the relationship of biota (including Homo sapiens) with the abiotic environment.Second, and more specifically, Odum is a scientist of special concern to environmental philosophers--not to mention moral philosophers and philosophers of science--with his reticence to take seriously the is/ought (or fact/value) gap first identified by the great David Hume. As is widely known, philosophers and scientists who maintain the existence of such a gap contend that it is logically impossible to derive value-laden statements, such as ethical statements, from value-free statements, such as factual statements. According to this line of reasoning, the only way to move from the observation that human activity is causing species extinction to the imperative PRESERVE SPECIES! is another normative assumption that anthropogenic species extinction is bad. Thus Odum is at loggerheads with Bertrand Russell when the philosopher writes: "... questions as to 'values' lie wholly outside the domain of knowledge. That is to say, when we assert that this or that has 'value,' we are giving expression to our own emotions, not to a fact[.]" Siding with Russell against Odum, many ecologists refrain from making ethical (and hence environmentalist) injunctions.What makes Odum especially fascinating is that he recovered from the hangover of Modernity which numerous scientists and philosophers still suffer from: the inability of moving from descriptive science to prescriptive ethics. As Craige remarks over and over again, Odum moves easi-ly between ecology and environmentalism (p. 64): "His inclusion of human beings in ecosystems turned ecosystem ecologists into environmentalists--that is, advocates of policies and social behaviors protective to the natural environment--erasing the line traditional to Western thought between science and politics" (p. 45. See also p. xvii, p. 41). Odum's attitude marks a major breakthrough for the project of grounding environmental ethics in ecological science.Third, Odum is a great scientist whose work is relevant to a host of other philosophical issues. In our recent book, The Philosophy of Ecology: From Science to Synthesis (University of Georgia Press, 2000), Frank Golley and I struggled not to include a piece by Odum in every section of the book. Odum's work has implications for every area in the philosophy of ecology: the ontology of the ecological entity, the reductionism/holism [End Page 120] debate, the rationalism/empiricism debate, evolutionary ecology, and the relationship of ecology to ethics. The 1991 war against Iraq was one of the first televised events of the global village in which the entire world watched a military spectacle unfold via global TV satellite networks.1 In retrospect, the Bush administration and the Pentagon carried out one of the most successful public relations campaigns in the history of modern politics in its use of the media to mobilize support for the war. The mainstream media in the United States and elsewhere tended to be a compliant (...) vehicle for the government strategy to manipulate the public, imperiling democracy which requires informed citizens, checks and balances against excessive government power, and a free and vigorous critical media (see Kellner 1990 and 1992). Indeed, if the media do not adequately inform citizens, provide a check against excessive government power and corruption, and adequately debate the key issues of the day, democracy is undermined. M oreover, the U.S. media, especially CNN, completely dominated global coverage of the event. CNN had cameras and reporters in Baghdad throughout the war, a large crew in Israel, and live coverage of all U.S. military and government press conferences. Thus its images, discourses, and material tended to shape global coverage of the event. This meant that the Bush administration and Pentagon was able to control the flow of images and discourses and thus to manage the TV spectacle of the Gulf War.2 In this chapter, I first discuss the production of the text of the "crisis in the Gulf" and then "the Gulf war." This will involve analysis of disinformation and propaganda campaigns by the Bush administration, the Pentagon, and their allies, as well as dissection of the constraints produced by the so-called pool system. I also indicate how the political economy of the media in the United States facilitated the manufacturing of consent for U.S. government policies. Then I analyze the meanings embedded in the text of the war against Iraq and the reception of the text/event by the audience.. (shrink)

In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the point is (...) to open intellectual horizons. In Philosophy in a Time of Lost Spirit, Beiner reflects on the dualism of theory and practice. The purpose of the theorist is not to offer sensible guidance on the conduct of social life but to test the boundaries of our vision of social order. Whereas the liberal citizen should embody the practical virtues of prudence and moderation, the theorist should be radical, probing, and immoderate. Looking back at the liberal-communitarian debate of the 1980s, Beiner recognizes that the antidote to our spiritless times lies neither in the embrace of community over individualism nor of individualism over community: both individual and community need to be submitted to radical questioning. It is by exposing ourselves to the challenge of fearless thinking encountered at the philosophical extremities that we are most likely to understand our own world at a deeper level. In 1948 the pharmaceutical company Leo launched a placental hormonal preparation, called Gonadex, in Sweden. During a press conference, and in commercials and newspapers, it was said that Gonadex could cure sterility as well as many other problems related to the endocrine system. The remedy was described as effective and pure, with no side effects whatsoever. For several reasons, Gonadex was looked upon as a ‘Swedish triumph’. Inspired by research on ‘mediation’, conducted within the field of social studies of (...) pharmaceutical drugs, the present essay explores the political and scientific visions and values behind Gonadex; the propaganda for and marketing of Gonadex; the mediated image of Gonadex in the press; the reception by the medical profession, and finally the hopes and fears of the women who tried Gonadex. The essay argues that the public image of Gonadex was ‘oversell’ of hormone therapy, and that it was shaped by the way endocrinologists at Karolinska Hospital, notably Professor Axel Westman, mediated between Leo, the mass media, and the consumers when, and even before, Gonadex was introduced to the market. To revisit that event—and the Institute’s five founding collaborators who spoke at it—provides an opportunity (...) to re-vision some of the most significant intellectual, moral, cultural, and political factors that shaped both this Institute and the then-nascent field of bioethics.Eunice Kennedy Shriver, who spoke at the press conference, was intensely committed to a new sort of philanthropy that would effect socio-political change in favor the dignity and well-being of the mentally disadvantaged. As executive vice-president of the Joseph P. Kennedy, Jr. Foundation, she had already applied the Foundation’s vision and resources to the task of harnessing the best of the “biological revolution” of the 1960s to prevent developmental disorders. Prompted by the values at stake in the care of the disadvantaged, she turned the Foundation toward the creation of the Institute in 1971.Just prior to the opening of the Institute, Mrs. Shriver had produced and appeared as introducer in a highly influential film, “Who Shall Survive?”, which dealt with a “mongoloid baby” who was allowed to die in the newborn clinic because of its condition. Showcased at a highly publicized symposium involving 2000 people (Editorial 1971) and widely discussed in the press, the film helped to establish neonatal ethics as paradigmatic for the emerging field of bioethics (Bedeviling Question 1971; Rothman 1991, pp. 190–221). Undoubtedly under the influence of her involvement in the publicizing of those issues, Mrs. Shriver commented at the press conference that she hoped the Institute would re-emphasize the value of children in face of the widespread feeling that children are a burden (Kennedys 1971, p. 19).At the press conference, then president of Georgetown University, Robert J. Henle, S.J., announced the Kennedy Foundation’s grant of $1.35 million to establish the Institute. Henle was undoubtedly alert to the fact that certain issues, such as abortion and terminating the lives of infants, would be perceived [End Page 323] as highly controversial when raised at a Catholic university. Not surprisingly, reporters at the press conference raised provocative questions about how Georgetown University would reconcile Catholic moral doctrine with the Institute’s broadly-based inquiries. Henle replied tersely that the Institute “will be a ‘truly ecumenical and catholic effort,’ defining catholic in its classical meaning of universal” (Helping 1971). The reporters might have found it quite ironic that within a few years Georgetown’s ecumenical vision had provided the intellectual environment that permitted the Institute to become famous for development of the first systematic, secular (principle-based) approach to bioethics (Reich 1995).Father Henle was probably also aware that by launching the Kennedy Institute he was creating the first institute principally devoted to ethics research ever established at a university. It took a special sort of university to take this first step into bioethics research and policymaking. In 1971, ethics was regarded as belonging to religion, and religion was generally regarded as suspect academically. While it was difficult, in that atmosphere, for a nonreligious university to take such a bold step, Henle’s Georgetown University offered a promising setting that could scarcely have been found in any other university. It departed from the common mold of Catholic-college-as-indoctrination-center, yet it had an explicit and unashamed commitment to the investigation of religious and secular values in an environment of academic freedom. It was an increasingly cosmopolitan university, committed to developing the best of secular scholarship. MuckMy assignment is to celebrate Rita's editorial work on Buddhist-Christian Studies, the journal of our society. But I want to begin by acknowledging Rita's contributions to the Society for Buddhist-Christian Studies overall. Her contributions to our society have been enormous. She was a founder and visionary at the beginning. She has, I believe, held every office in the society except for (...) treasurer. And her unfailing willingness to work on whatever needed to be worked on has been an inspiration to us all.But now I want to focus on her work on the editing of Buddhist-Christian Studies. I was chosen for this because Rita and I were coeditors of the journal for ten years, from 1995 to 2005.In one sense Rita and I were guinea pigs. For the first fifteen years of the society, David Chappell, the founding editor, edited the journal. When David retired, the board decided that it would be good to have two editors of the journal, one a Buddhist, one a Christian. It was also in keeping with society commitments that one of us was a man and one a woman.The question was whether two very different people could make a coeditorship work. Coeditorships do not always work. There are two issues. The first is choosing people who actually have the skills to do the job. Coeditorships seem like a great idea when decision makers are wrestling with the internal politics of an organization, especially the issues of proper representation among office holders. In order to avoid appearing to favor one or another identity group within an organization, office-holding choices are often made according to representation rather than skill sets.There is a second issue with coeditorships. Even when the chosen pair satisfies both the representational needs of an organization and the skill sets requirements, there is a question as to whether these two particular people can work together well enough to produce a good journal, whether their work styles mesh, whether their personalities have a reasonable chance of relating positively. In case you are thinking to yourselves, this sounds like my marriage, the analogy is apt.So I would like to spend a few moments remembering for you how this worked with Rita and me. My conclusion is that is worked very well, and I have heard Rita say that from her point of view it worked very well. And there are ten volumes of [End Page 85] Buddhist-Christian Studies sitting on many of our shelves, silent testimonies to the fact that this coeditorship worked well enough so that the journal came out, came out on time, and produced essays and reviews that furthered the aims of the Society for Buddhist-Christian Studies.My recollections will be in the form of personal anecdotes and stories, since to my mind that is really what made it the fun, voluntary endeavor that the work of the society has become for many of us. I will talk about Rita, I will talk about the editing process, and I will reflect a bit on the challenges and rewards of coediting.Rita GrossI first saw Rita Gross at one of the early meetings of the forerunner of the society, the Cobb-Abe dialogue group. It was at a press conference called by the organizers of the meeting to get some publicity. Rita was being interviewed along with a male scholar who shall remain nameless. I remember two things about the press conference. One was that Rita was wearing a pair of platform shoes that appeared to me to be tippy, and I remember thinking how hard it must be to balance oneself while wearing those things. The second thing I remember was the dynamics between Rita and the male scholar. The male scholar was coming across toward her as one of the most condescending people I have ever seen, and those of you who know Rita know that she does not take to patronization very well. After the second or third of these snide comments coming Rita's way from this very famous man, she just lit into him... (shrink)

The 40th annual New York Film Festival was framed by the refusal of the United States government to grant Iranian filmmaker Abbas Kiarostami a visa to attend the screening of his film, _Ten_. In protest Finnish director Aki Kaurismaki, whose apolitical film _The Man Without a Past_ was also on the Festival program, decided not to attend. A week or so into the Festival, Bertrand Tavernier found himself unable to attend his press conference after the screening of his highly (...) political film, _Safe Conduct_, because he was in the hospital. He sent a letter to the Festival apologizing for his absence which made it clear that he had wanted, in addition to discussing his film, to make his own statement about the insult to Kiarostami. Tavernier saluted Kaurismaki for his gesture, but said that his way was to be present at the Festival to raise his voice. Tavernier specifically called attention to the bitter irony of lumping Kiarostami with the Arab terrorists and with Saddam Hussein, only because of his national origin, when the Iranian director had devoted his life to affirming the values of freedom and condemning dictatorship. In short, they do nothing less than provide an authoritative, detailed record of Russell’s published work from 1890 to 1990.As the authors also point out, this is “a bibliography not only of Russell’s writings submitted and actually published, but also of certain other texts. This study investigates the use of modal verbs in Chinese–English government press conference interpretation. Modal verbs mark the speaker’s opinion of or attitude toward the event described in a sentence. Interpreters also use modal verbs to indicate the stances of the source language speakers. The use of modal verbs has been examined in such contexts as research papers, textbooks, and second language learners’ output; however, studies that compare differences in modal verbs between source and target languages in the context (...) of interpreting are sparse. The investigation being reported is based on a comparable corpus—an original Chinese GPC and its English-translated version—and a parallel corpus—a translated English GPC and the original English version from the US. The results of the comparable corpus analysis indicate that the frequency of modal verbs in translated English is significantly higher than in original Chinese, in which only 40% of the modal verbs in translated English are consistent with their Chinese counterparts, while others are employed through amplification and value variation. The results of the parallel corpus analysis suggest that the increase of modal verbs in the target texts may help to achieve certain types of pragmatic functions in English. (shrink)

Within the framework of pragma-dialectics, this paper analyzes the use of dissociations in the spokespersons’ replies at the press conferences held by the Chinese Ministry of Foreign Affairs between 2015 and 2017. As shown in the research results, to cut down the authority of their opponents in criticizing China and to convince the international general public of the Chinese standpoints, four subtypes of dissociation are used, which can be differentiated as: “distorted” Term I versus “authentic” Term II, “ambiguous” (...) Term I versus “univocal” Term II, “broadened” Term I versus “exact” Term II, and “narrowed” Term I versus “exact” Term II. The strategic maneuvering carried out by the spokespersons in confronting their immediate opponents by means of the various subtypes of dissociation is in the first place directed at their primary audience, i.e. the international general public. To make a convincing case, in using dissociations the spokespersons not only adapt in their strategic maneuvering to the demands of their primary audience but also in their selection from the topical potential and the presentational devices. As part of a research project on confrontational maneuvering in the spokespersons’ argumentative replies at the regular press conferences of China’s Ministry of Foreign Affairs between 2015 and 2018, this article analyzes, within the framework of Pragma-Dialectics, how the spokespersons declare a standpoint at issue unallowed or indisputable in order to avoid having to resolve a difference of opinion as it is, according to the questioning journalist, presented by their immediate opponents. Starting from the various rationales the spokespersons (...) presuppose to be understood and regarded acceptable by the questioning journalist and the international general public, three subtypes of declaring a standpoint unallowed or indisputable are differentiated: the “Necessity Rationale” subtype, the “Desirability Rationale” subtype, and the “Feasibility Rationale” subtype. The confrontational maneuvering by declaring a standpoint unallowed or indisputable carried out by the spokespersons is directed both at the immediate opponent and at the international general public. However, it is the international general public that the spokespersons primarily intend to convince. For this purpose, they make in all three subtypes of the unallowed or indisputable declaration an effort to adapt their response to their primary audience’s demand by making strategic choices from the available topical potential and the available presentational devices. Political philosophy is mostly what I do, and in one way or another, it’s organized around ideas about justice. Often, my work focuses on problems that are present in public political discourse, which then I try to approach by offering a solution to them that is tied to philosophically acceptable foundations. For a few years now, my work has been concerned with building a constructive theory of the “grounds of justice” at the global level. The book that is (...) in the process of emerging is called "The Grounds of Justice: An Inquiry about the State in Global Perspective," and is under contract with Princeton University Press. Since I've been working on this project for a while, and since I have been presenting bits and pieces of it at numerous conferences and colloquia, I'm putting the first thirteen chapters up here, so that people who are interested in this work can see how it all fits together. Beginning with the criticism of democracy as command and control, Dorf and Sabel show how current democratic practices are part of the problem rather than the solution. Even as democratic experimentalists have successfully explored democracy beyond the state in the European Union, I (...) argue that they have not fully transnationalized democracy or fully appreciated “the new circumstances of politics.” With the emergence of pervasive forms of interdependence, Rousseau’s conception of democracy as self legislation is no longer adequate, despite its cogent normative assumptions. Instead, the new transnational circumstances of justice suggest a stronger conception of democracy as self determination. In order to minimize domination and maximize self determination, cross-cutting constituencies must achieve a shared democratic minimum, through which democracy may once again become a means to justice. Hundreds of thousands of conferences have taken place since their first appearance in the late eighteenth century, yet the history of science has often treated them as stages for scientific practice, not as the play itself. Drawing on recent work in the history of science and of international relations, the introduction to this special issue suggests avenues for exploring the phenomenon of the international scientific conference, broadly construed, by highlighting the connected dimensions of communication, sociability and international relations. It (...) lays out a typology of scientific conferences as a way of gaining an overview of their diversity in the nineteenth and twentieth centuries. This paper analyses the demands for abolishing passports after WWI. The international regime of obligatory passports, as it exists today, is a legacy of the Great War. After the Armistice, two Passport Conferences organized by the League of Nations considered its abolition. Before the second conference, a resolution of the Sixth Assembly of the League of Nations stated that "public opinion is certainly waiting for at least one step towards the most generalized abolition of the passport system ". Was (...) this just a diplomatic figure of speech, or is there really such an "expectation" to be found, for instance, in the press? If there was such an expectation in the press, what was the political orientation of the newspapers in favor of abolishing passports: was it left-wing? This article analyzes a corpus of over 600 articles published in the French press between the World Wars to show, firstly, that interest in the "abolition of passports" was not circumstantial. It's not because the League of Nations is discussing it that the press is discussing it - the opposite is true. The issue of the "abolition of passports" gave rise to a greater number of articles than the League’s "passport conferences". secondly, and more surprisingly, the newspapers that published the most articles on the abolition of passports were center-right and mostly regional. This article explores the discursive behaviour of Chinese local officials in press conferences handling the recent 2015 crisis of Tianjin blasts. Drawing upon the previous analyses on relations of trust and discourse, and on the crucial aspects of trustworthiness, it examines how the officials struggled for trustworthiness discursively, and how their ‘doing’ trustworthiness varied in two phases of crisis communication. The analysis reveals markedly different approaches to the officials’ ‘doing’ trustworthiness in two phases. In the ‘unsatisfactory’ phase, the (...) officials mainly constructed the aspect of expertise, with few expressions conveying integrity and none conveying care; while in the ‘well-handled’ phase, the officials constructed all three aspects. In addition, their discursive strategies of constructing expertise changed from extensively using ‘techs’ to combining ‘techs’ and vernacular language, and those of constructing integrity changed from not saying ‘what lacks evidence’ to providing information with adequate evidence. Effects of different aspects and discursive strategies on trust are also discussed. (shrink)
