The visibility of environmental problems and the increasing awareness of associated consequences have made environmental issues salient in Zambia. The purpose of this study was to investigate correlations between the social and psychological influences affecting college students in Zambia, and the behaviours perceived by them to be appropriately environmentally friendly. The underlying social and psychological factors that would determine individuals' attitudinal responses toward appropriate environmental behaviour were assessed. The study attempted to measure behavioural tendencies towards environmental conservation. Behaviour involving energy (...) and water conservation (EW) was consistently rated as the most important, and appropriate category of environmental behaviour, whereas social and political action (SP) was viewed as the least favourable behaviour according to the respondents in Zambia. The respondents who were older in the graduate level of the study and had frequently contact with environmental education activities and courses were more likely to hold positive behavioural tendencies toward environmental conservation in general. The philosophical problems of liberty may be classified as those of definition, of justification and of distribution. They are so complex that there is a danger of being unable to see the wood for the trees. It may be helpful, therefore, to provide an aerial photograph of a large part of the wood, namely, the liberty ofindividual persons. But it is, of course, a photograph taken from an individual point of view, as Leibniz would have put it.

In this essay I will try to demonstrate that the principle of self-determination is based on a formal and individualistic view of liberty rights. I also propose a different perspective that takes into account the relationships rather than the individual. I will show how this result can only be achieved through a different ascription of rights to individuals: in particular, I will try to demonstrate 1) that any social practices express specific values, 2) that these values are the (...) result of historical and cultural circumstances, 3) that they are subject to an ongoing public debate, and finally 4) that only if the individual praxis is consistent with these values can it lead to recognition of rights. Public health policy often limits people’s liberty for their own good. The very point of many types of public health measures is to restrict people’s options in order to stop them from doing unhealthy things, for example use harmful recreational drugs or drive without a seatbelt. While such restrictive public health policies enjoy widespread support, so does the traditional liberal idea that liberty (or autonomy) is a higher value, to be given priority in most, if not all, circumstances. This book addresses the moral, social and political problems emerging from the practice of healing and caring, biomedical research and the provision of health care services. The primary aim of many professional bioethicists is, of late, to solve as efficiently as possible, the problems encountered by health care providers and scientists in clinical, laboratory and administrative settings. Seen from the viewpoint of applied philosophy, however, this is a dangerous tendency if the grounds for the suggested solutions are not properly examined. (...) This paper explores the relationship between federalism and individual liberty. It is shown that a complete treatment of the relationship between federalism and individual liberty should consider two countervailing effects. On the one hand, a federalist structure enhances individual liberty by enlarging the choice set of the citizens. On the other hand, however, a federalist system leads to institutional diversity, a fact that per se leads to higher exit costs, which a citizen must bear (...) if he or she decides to change jurisdictions. This effect on individual liberty is a negative one, since a consequence of every increase in the exit costs is a decrease of individual liberty. The optimum range of diversity of jurisdictions is shown to lie where the two effects counterbalance each other. (shrink)

Libertarian paternalism describes the idea of nudging—that is, steering individual decision-making while preserving freedom of choice. In medicine, libertarian paternalism has gained widespread attention, specifically with respect to interventions designed to promote healthy behaviours. Some scholars argue that nudges appropriately balance autonomy and paternalistic beneficence, while others argue that nudges inherently exploit cognitive weaknesses. This paper further explores the ethics of libertarian paternalism in public health. The use of nudges may infringe on an individual’s voluntary choice, autonomy and (...) informed consent, but they are ethically justified when there is a clear public health benefit to the manipulation of choice. The answer, it might seem, must be Yes. Prominent defenders of a free market system commonly assume that an important part of the rationale for the free market is that it protects individual liberty. (...) Appearances are misleading, however. The free market ideal is not a mere corollary in the economic domain of the ideal of individual liberty. It stands, rather, at some distance from it, in both content and rationale. Indeed, conflict between these ideals in certain contexts can not be ruled out. The country's leading libertarian scholar sets forth the essential principles for a legal system that best balances individual liberty versus the common good.

Recent developments in biology have made it possible to acquire more and more precise information concerning our genetic makeup. There are four groups of people who may want to know about our genes. First, we ourselves can have an interest in being aware of own health status. Second, there are people who are genetically linked with us, and who can have an interest in the knowledge. Third, individuals with whom we have contracts and economic arrangements may have an interest in (...) knowing about our genetic makeup. Fourth, society as a whole can have an interest in the composition of our genes. As regards the question of motivation, the term 'should' can be interpreted in three ways. Prudentially speaking, to say that individuals should act in a certain manner is to say that the actions in question promote the long-term self-interest of these individuals. From the viewpoint of morality, we should do what is right and avoid doing what is wrong. When it comes to legal thinking, it is held in most liberal societies that grave other-regarding harm should be the primary justification for the use of coercion and constraint. I examine Bertrand de Jouvenel’s understanding of individual liberty as it develops in his three postwar works of political philosophy: On Power, Sovereignty, and The Pure Theory of Politics. In doing so, I shed new light on his place in the French tradition of liberty.

It is a commonplace of academic conventional wisdom that Marxian theory is not to be judged by the historical experience of actually existing socialist societies. The reasons given in support of this view are familiar enough, but let us rehearse them. Born in adversity, encircled by hostile powers, burdened with the necessity of defending themselves against foreign enemies and with the massive task of educating backward and reactionary populations, the revolutionary socialist governments of this century were each of them denied (...) any real opportunity to implement Marxian socialism in its authentic form. Nowhere has socialism come to power as Marx expected it would – on the back of the organized proletariat of an advanced capitalist society. For this reason, the historical experience of the past sixty years can have no final authority in the assessment of Marxian theory. The failings of Marxist regimes – their domination by bureaucratic elites, their economic crises, their repression of popular movements and of intellectual freedoms, and their dependency on imports of Western technology and capital – are all to be explained as historical contingencies which in no way threaten the validity of Marx's central conceptions. It is not that Marxian socialism has been tried and found wanting but, rather, that it has never been tried. (shrink)

Within Rousseau scholarship there is serious disagreement concerning the correct way to understand Rousseau's social and political thought. For many, Rousseau does not allow for individual liberty, and also, for many, he is a muddled, confused, and inconsistent thinker. I would like to argue that Rousseau does allow for individual liberty and that his major social and political doctrines are much more consistent than is usually thought to be the case. In my view, Rousseau is a (...) very careful thinker, but his thought is difficult to understand and it is often misunderstood. (shrink)

Currently, some philosophers and technicians propose to change the fundamental constitution of Homo sapiens, as by significantly altering the genome, implanting microchips in the brain, and pursuing related techniques. Among these proposals are aspirations to guide humanity’s evolution into new species. Some philosophers have countered that such species alteration is unethical and have proposed international policies to protect species integrity; yet, it remains unclear on what basis such right to species integrity would rest. An answer may come from an unexpected (...) angle of rights issues: Some cultures have indicated that they want no part of our technological culture, preferring to retain their practices. Yet, rights documents do not explicitly establish that any individual has a right to species integrity. Careful interpretation of rights documents nonetheless reveals that such a right to species integrity is implicit. Interpreting these so as to reveal this needed right is also necessary to retain the foundations of rights documents and institutions. Further, acknowledging a right of species integrity could mean, because of practicalities, a limit to the freedom of proponents to implement proposals to manipulate the species. (shrink)

Marcel Gauchet spoke of the “eclipse of the political” during the neo-liberal era, but with the rise of populism he is now forced to speak of a “revenge of the political”. As the eclipse was discussed in terms of a new era of individualization, understood as the culmination of the “disenchantment of the world”, one has a right to ask what is the place of individualization in the era of the political’s revenge, particularly as, in the face of Covid 19, (...) the refusal to wear masks is couched in terms of the defense of individual liberties? In what is an immanent critique of Gauchet’s claims, individualization is considered under four rubrics: abstract individualization vs. concrete socialization; the dilemmas of recognition; rejection of alterity; and the loss of the sense of the social. The paper concludes that the “revenge” should be understood as a revenge of an “anti-political” politics. (shrink)

The paper identifies the rule of law, the carriers of institutional restructuring, and the prevailing informal rules in the community as three critical determinants of the outcome of institutional restructuring in the community. The paper demonstrates that the analysis of the interaction among these three determinants – a claim I call the interaction thesis – explains why the transition from socialism to the market economy in postwar West Germany was a success, why the transition to capitalism in Eastern Europe is (...) still uncertain, and why the use of economic policies based on neoclassical economics have produced the rising strength of pro-socialist parties. The conclusion is that the interaction thesis is a powerful and perhaps necessary method for the analysis of institutional changes and their causes, directions and consequences.Cet article identifie l’état de droit, les supports des réformes institutionnelles, et les règles communautaires informelles qui y sont prévalent comme les trois facteurs explicatifs majeurs du succès ou de l’échec de la réforme institutionnelle dans un pays. Cet article démontre que l’analyse de l’interaction entre ces trois facteurs explicatifs – ce que j’appelle la thèse de l’interaction – explique, en premier lieu, le succès de la transition du socialisme vers l’économie de marché en Allemagne de l’Ouest de l’aprèsguerre, ensuite pourquoi la transition vers le capitalisme en Europe de l’Est demeure incertaine, et, enfin, pourquoi le recours à des politiques économiques fondées sur la science économique néoclassique a revigoré les partis politiques à orientation socialiste. La conclusion est que la thèse de l’interaction est une méthode féconde et peut-être nécessaire pour analyser les changements institutionnels ainsi que leurs causes, leurs directions et leurs conséquences. What is the best way to understand the narratives of self-identity at the beginning of the 21st century? This interdisciplinary collection brings together perspectives from analytical psychology, sociology, psychiatry, psychosocial studies and psychoanalysis to consider questions about individuation and freedom in our disconnected world. The contributors discuss the meaning of, and need for, individuation in individualized and liquid societies. The book begins with a comparison of three approaches: C.G. Jung's individuation, Ulrich Beck's individualization, and Zygmunt Bauman's liquidity. Human life in contemporary society is extremely complex and there are various external factors that directly affect the realization in the individual ends. In this work I analyze the effects of the global market economy, manifested by a mode of production and distribution of goods and services in the form of a global network of economic relations, which involve people, transnational corporations and political and social institutions in moral sphere of people, affecting their choices and the realization of these (...) choices. Individual freedom can be understand as a freedom to realize our choices in the environment of a global economic market, but it is still problematic in the sense that the choices of goods and services available in this market do not reflect individual choices, but a set of preferences standardized according to the market itself. In this paper I will reflect about the individual freedom in economic globalization pointing from the debate between Pettit and Berlin that social freedom advocated by Republican Petit can be satisfactory for a start. Scholars have addressed restrictions on individual liberty, or deprivations thereof, that do not entail prison or jail—including area restrictions, revoking driver’s licenses, and GPS bracelets. In all legal domains, the effects of these measures on the lives of targeted individuals can be significant, primarily with respect to their capability to guide their own behavior. Some are applied categorically rather than individually, do not involve a fair trial or hearing, or are applied preventively or after the targeted individual (...) has completed a prison sentence. My aim in this article is to extend our view from prison as the quintessential method of depriving individuals of their liberty to control of individuals without locking them up. I address degrees of individual liberty and inquire into legal protections for individuals who are partially free but deprived of liberty in some areas of life. (shrink)

British philosopher and economist John Stuart Mill is the author of several essays, including Utilitarianism - a defence of Jeremy Bentham's principle applied to the field of ethics - and The Subjection of Women, which advocates legal equality between the sexes. This work, arguably his most famous contribution to political philosophy and theory, was first published in 1859, and remains a major influence upon contemporary liberal political thought. In it, Mill argues for a limitation of the power of government and (...) society over the individual, and defines liberty as an absolute individual right. According to the still much debated 'harm principle', power against the individual can only be exercised to prevent harm to others. Full of contemporary relevance, this essay also defends freedom of speech as a necessary condition of social and intellectual progress. (shrink)

This paper addresses the question of whether all that unites the main parts of John Stuart Mill’s On Liberty—the liberty principle, the defense of free discussion, the promotion of individuality, and the claims concerning individual competence about one’s own good—is a general concern with individual liberty, or whether we can say something more concrete about how they are related. I attempt to show that the arguments of On Liberty exemplify Mill’s institutional design approach set (...) out in Considerations of Representative Government and related works. Mill’s approach reflects both his debt to Bentham and his own progressive development of the utilitarian tradition. The paper proceeds by setting out the elements of Mill’s institutional designs and then showing that On Liberty neatly applies them, thereby clarifying the structure of the arguments of On Liberty. J. S. Mill regards individuality as the most fundamental of human interests–theprincipal condition of and main ingredient in self-development. But in addition tothe individualist-functionalist element in Mill’s thought there is also a strongelement of fallibilism derived from an empiricist view of the nature and possibilities of human knowledge. A corollary of Mill’s fallibilism is his conception of human nature as essentially open and incomplete. His doctrine of individuality and self-development, on the other hand, implies that the individual is definable (...) by certain necessary and permanent characteristics. Following a discussion of the empiricist and fallibilist strain in Mill’s liberalism, the present paper offers an interpretation of Mill’s view that reconciles these two seemingly discordant elements in his understanding of man.
