Increasingly, national governments across the globe are prioritizing investments in neuroscience. Currently, seven active or in-development national-level brain research initiatives exist, spanning four continents. Engaging with the underlying values and ethical concerns that drive brain research across cultural and continental divides is critical to future research. Culture influences what kinds of science are supported and where science can be conducted through ethical frameworks and evaluations of risk. Neuroscientists and philosophers alike have found themselves together encountering perennial questions; these questions (...) are engaged by the field of neuroethics, related to the nature of understanding the self and identity, the existence and meaning of free will, defining the role of reason in human behavior, and more. With this Perspective article, we aim to prioritize and advance to the foreground a list of neuroethics questions for neuroscientists operating in the context of these international brain initiatives. This paper addresses the issue of how local and global norms and requirements are negotiated in the early stages of development of Social Science research ethics policy in a Global South context. A review of relevant literature followed by analysis of relevant national and institutional policies highlights both tensions and creative potential for ongoing research ethics initiatives. It was found that safety, trust and confidentiality issues are common problems reported by social science researchers in Kyrgyzstan. National level (...) documents do not directly address these ethical research issues, but the need for international research ethics principles is recognized. A limited number of institutional policies address research ethics issues, with the majority of relevant documents being codes of conduct focused on virtue ethics. The paper argues that this analysis of the current situation in Kyrgyzstan is likely to be of relevance to many countries, where those responsible for governance of research at all levels are grappling with the tensions of navigating research ethics in ways that are meaningful in local contexts while being congruent with Global North ethics requirements of funders and publishers. This chapter explores recent research by critical theorists concerning theories of (under)development. Drawing from the research of Thomas McCarthy, Axel Honneth, Jurgen Habermas, Amy Allen, Nancy Fraser, and others, the author explores some of the divergent responses critical theorists have given toward the theory and practice of global developmental assistance. Some theorists defending a strong modernist approach to development (e.g., McCarthy, Habermas and Honneth) appear to endorse a logic of development that works within a domesticated model (...) of capitalist markets and lending practices; others (Allen and Fraser) reject this approach. The chapter raises questions about how development that fits within the traditional emancipatory aim of critical theory must also be (democratically?) empowering. Finally, it raises deeper philosophical questions about whether such a critical theory of development must or should instantiate a concept of progress and whether progress so construed should be interpreted principally in terms of expanding freedom (emancipation and empowerment) or simply expanding social welfare opportunity. Literally before our eyes, the modeling of global development, or world modeling, has, during the past five to seven years, advanced from the initial experiments of individual groups of enthusiasts to the status of an independent sphere of scientific research enriched each year by new and ever larger teams of experts and by whole institutes.

Under multistakeholderism, private philanthropic foundations have played an increasingly influential role in global development. As part of which, foundations have promoted what we call “privatization creep” (i.e., mainstreaming market-centric solutions to development). Sidelining redistributive approaches altogether, “privatization creep” favours profit-making over everything else, doing little to “save the world.”.

The article analyzes the main parameters of the modern world development, its architectonics and the most important development trends. Modern communications and principles of interaction of various social systems are also considered. As a result, the most significant cultural-cum-civilizational systems are distinguished – the West, China, the Islamic world and Russia, which represent four global trends or four vectors of power that fundamentally affect the current state and prospects of world development. It is emphasized that the (...) West and China have a global strategy, provided by objective circumstances. The ethnophilosophy debate in African philosophy has been primarily concerned with the nature and future direction of African philosophy, but this paper approaches the debate in search of lessons about philosophy in general. The paper shows how this ongoing debate has been obscured by varying understandings of “ethnophilosophy” and that a de facto victory has long since transpired, since “ethnophilosophy,” in the sense recommended here, is flourishing. The paper argues that the political arguments with which Hountondji and Wiredu initiated the (...) debate in the 1970s supervene on the metaphilosophical view that ethnophilosophy, if philosophy at all, is of a poor standard. Showing that ethnophilosophy must indeed be philosophy, it argues that the critics' low opinions of it depend on unrealistic assumptions about how philosophy makes progress. The paper concludes that Africa is lucky to have ethnophilosophies and that the rest of the world should hope to develop some. (shrink)

This paper builds on London and Hart’s critique that Prahalad’s best-selling book prompted a unilateral effort to find a fortune at the bottom of the pyramid. Prahalad’s instrumental, firm-centered construction suggests, perhaps unintentionally, a buccaneering style of business enterprise devoted to capturing markets rather than enabling new socially entrepreneurial ventures for those otherwise trapped in conditions of extreme poverty. London and Hart reframe Prahalad’s insight into direct global business enterprise toward “creating a fortune with the base of the pyramid” (...) rather than at the BoP. This shift in language requires a recalibration of strategic focus, we argue, and will necessitate implementation of “moral imagination” to formulate new mental models that can frame the possibility of local entrepreneurs working collaboratively and discursively with development partners drawn from civil society, corporate, and government sectors. Successful partnerships will arise from interactive processes of emergent, co-creative learning within a shared problem domain or “community of practice”. We call attention to three related pluralist framings of situated learning within such communities of practice: decentered stakeholder networks; global action networks; and a focus on “faces and places” as a cognitive lens to humanize and locally situate diverse inhabitants within base of the pyramid partnership projects. ABSTRACTIn this paper, I explore new perspectives that an ethics of care approach brings to our understanding of, and responses to, poverty and development. Building on the works of care-ethics scholars such as Virginia Held and Fiona Robinson, I argue that an ethics of care approach provides a unique theory-practice nexus that offers alternative concrete ways to tackle human poverty that lends itself to both local and cross-border applications. In addition to providing crucial insights into women’s struggles in varied (...) contexts, such an approach also uses the lens of care to re-envision human securities and vulnerabilities, thereby deserving of greater attention by scholars, practitioners, and institutions in search of effective ethical models of global development. I provide a case-study of Karma Kutir, a women’s development organization based in the city of Kolkata, India, to shed light on context-specific care-centered development practices aimed at alleviating poverty. I show how such practices are highly effective and provide concrete evidence of the value of an ethics of care approach to poverty and women’s development. (shrink)

The unreduced many-body interaction problem solution, absent in usual science framework, reveals a new quality of emerging multiple, equally real but mutually incompatible system configurations, or “realisations”, giving rise to the universal concept of dynamic complexity and chaoticity. Their imitation by a single, “average” realisation or trajectory in usual theory (corresponding to postulated “exact” or perturbative problem solutions) is a rough simplification of reality underlying all stagnating and emerging problems of conventional (unitary) science, often in the form of missing, or (...) “dark”, entities and “hidden variables”. We show how the application of unreduced interaction problem solution and the ensuing concept of dynamic complexity provides the desired causally complete and intrinsically unified solutions to respective unitary science problems in the entire range of complexity levels, from elementary particles and cosmology to emergent consciousness and modern development crisis, implying real, essential and urgently needed progress. We live in a time of human paradoxes. Scientific knowledge has reached a level of sophistication that permits understanding of the most arcane phenomena and yet religious fundamentalism dominates in many parts of the world. We witness the emergence of a civil, liberal constitutionalism in many regions of the world and yet ethnic violence threatens.

Defending a procedural conception of global justice that calls for the establishment of reasonably democratic arrangements within and beyond the state, this book argues for a justice-based understanding of social development and justifies why a democracy-promoting international development practice is a requirement of global justice.

This study identifies global factors conditioning the global problematics of the direction of social development. Global threats were evaluated and defined as dangerous processes, phenomena, and situations that cause harm to health, safety, well-being, and the lives of all humanity, and require removal. The essence of global risks was defined. These risks were defined as events or conditions that may cause a significant negative effect for several countries or spheres within a strategic period if they (...) occur. Global problems were conceptualized. These problems were defined as phenomena, matters, and situations that are not completely understandable, interesting, actual, require solving and regulation, and in addition do not have unified solutions. Current global challenges were analyzed, defined as strategic guidelines that cause transformational changes and are receiving attention from humanity. Global trends were defined as courses of social development. The composition and role of global actors were described, and defined as international organizations, leading states, regional organizations, powerful corporations, institutional investors, large cities, and well-known personalities. The directions of positive courses of social development were developed by means of using the authors’ mechanism of solving the global problematics. (shrink)

Increased awareness of the importance of mental health for global health has led to a number of new initiatives, including influential policy instruments issued by the World Health Organization (WHO) and the United Nations (UN). This policy brief describes two WHO instruments, the Mental Health Action Plan for 2013–2020 (World Health Organization, 2013) and the Mental Health Atlas (World Health Organization, 2015), and presents a comparative analysis with the Sustainable Development Goals (SDGs) of the UN’s 2030 Agenda for (...) Sustainable Development (United Nations, 2015). The WHO’s Action Plan calls for several specific objectives and targets, with a focus on improving global mental health governance and service coverage. In contrast, the UN’s SDGs include only one goal specific to mental health, with a single indicator tracking suicide mortality rates. The discrepancy between the WHO and UN frameworks suggests a need for increased policy coherence. Improved global health governance can provide the basis for ensuring and accelerating progress in global mental health. (shrink)

ABSTRACT Most of the world's health problems afflict poor countries and their poorest inhabitants. There are many reasons why so many people die of poverty‐related causes. One reason is that the poor cannot access many of the existing drugs and technologies they need. Another, is that little of the research and development (R&D) done on new drugs and technologies benefits the poor. There are several proposals on the table that might incentivize pharmaceutical companies to extend access to essential drugs (...) and technologies to the global poor.1 Still, the problem remains – the poor are suffering and dying from lack of access to essential medicines. So, it is worth considering a new alternative. This paper suggests rating pharmaceutical and biotechnology companies based on how some of their policies impact poor people's health. It argues that it might be possible to leverage a rating system to encourage companies to extend access to essential drugs and technologies to the poor. (shrink)

The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system (...) as a key factor of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. In this article, I consider whether there are values intrinsic to development theory and practice that are dubious in light of a characteristically African ethic. In particular, I focus on what a certain philosophical interpretation of the sub-Saharan value of communion entails for appraising development, drawing two major conclusions. One is that a majority of the criticisms that have been made of development by those sympathetic to African values are weak; I argue that, given the value of (...) communion, development should not be rejected because it is essentially, say, overly materialistic and scientistic, or insufficiently spiritual and local. The second conclusion, however, is that three criticisms of development are strong from the perspective of Afro-communalism and are particularly powerful when set in that context. I argue that development theory and practice are characteristically anthropocentric, individualist and technocratic, and that a reading of the sub-Saharan value of communion provides a unitary foundation for rejecting these features and for grounding an alternative, more relational approach to social progress and to what justice demands from the West in relation to Africa. Developing Global Health Programming: A Guidebook for Medical and Professional Schools , edited by Jessica Evert, Paul Drain, and Thomas Hall, is reviewed. In spite of some editorial shortcomings, the book is a terrific aggregation of resources and reflections on the state of global health education that leaves readers with a multitude of useful and diverse tools, as well as directions about where to find additional ones.

The rule and the struggle, the rule in the struggle, this is the juridical.” - Michel Foucault Penal Theories and Institutions is the title Michel Foucault gave to the lectures he delivered at the Collège de France from November 1971 to March 1972. In these lectures Michel Foucault presents for the first time his approach to the question of power that will be the focus of his research up to the writing of Discipline and Punish (1975) and beyond. His analysis starts with a detailed account of Richelieu’s repression of the Nu-pieds revolt (1639-1640) and then goes on to show how the apparatus of power developed by the monarchy on this occasion breaks with the system of juridical and judicial institutions of the Middle Ages and opens out onto a “judicial State apparatus”, a “repressive system”, whose function is focused on the confinement of those who challenge its order. This article makes two arguments. First, that social justice constitutes an inherent part of the conception of sustainable development that the World Commission on Environment and Development outlined in Our Common Future. The primary goal of the Commission was to reconcile physical sustainability, need satisfaction and equal opportunities, within and between generations. Sustainable development is what defines this reconciliation. Second, it is argued that this conception of sustainable development is broadly compatible with liberal theories of justice. (...) Sustainable development, however, goes beyond liberal theories of justice in many respects. It is based on three assumptions, which are for the most part ignored in liberal theories: an accelerating ecological interdependence, historical inequality in past resource use, and the 'growth of limits'. These assumptions create a conflict between intra- and intergenerational justice, which is ignored in liberal theories, but which sustainable development tries to solve. It does so by imposing duties on developed countries that goes beyond liberal demands, and by abandoning the focus 'solely on protection' that dominates non-anthropocentric approaches to environmental sustainability. This paper explores the role of mentoring and networking in the career development of global female managers. The paper is based on data collected from interviews with 50 senior female managers. The voices of the female managers illustrate some of the difficulties associated with informal organisational processes, in particular mentoring and networking, which hinder their career development. The findings confirm that female managers can miss out on global appointments because they lack mentors, role models, sponsorship, or (...) access to appropriate networks – all of which are commonly available to their male counterparts. The interviewees suggest that men, as the dominant group, may want to maintain their dominance by excluding women from the informal interactions of mentoring and networking. The findings further suggest that if females had more access to networks and mentors they could be socialised in both the formal and informal norms of the organisation and gain career advantages from these. The managers reveal that they encounter additional barriers in ‹a man’s world’ and remind us that there is still much to be changed. (shrink)

Given the overwhelming expansion of globalization that has reduced the entire globe to a small village, especially in international business activities, there is a pressing need to design a new paradigm of moral rules for global business, in order to take care of emerging moral exigencies in corporate activities—especially multinational activities, which have grave cross-cultural moral implications. While the international business arena has addressed this new reality by fashioning various moral orders to guideactivities in the international business scene, this (...) paper observes that the developing countries of the world have been at the receiving end of the moral configuration of global business. This is why the responses of most developing countries to the global business moral order is predicated on resolving the apparent conflicts generated by this moral order vis-à-vis the value systems of individual countries. Specifically, the paper examines the issue of a global business moral order with particular focus on how it is faring in developing countries. It notes that in these countries, the moral order is merely a paper tiger due to its weak implementation framework, whenceits inability to make any meaningful impact in developing countries. After a critical survey of the Nigerian business terrain, this paper concludes that the global business moral order barely impacts the Nigerian situation despite the promise of better, honest, fair, and sustainable business practices implied by corporate social responsibility.
